The El Rancho Unified School District (ERUSD) recall, a recall started after HMG-LCCN published a series of investigative articles that revealed graft and corruption at the highest levels of the school board, will go forward. The recall targets are long-time board member Jose Lara and newcomer Leanne Ibarra, both elected in 2018, who, along with VP Gabriel Orosco, rule the board and conduct meetings that routinely ignore the concerns of teachers, staff, and parents of the ERUSD. The board members have kicked people out of meetings for their criticism during public comment while inviting non-residents from their radical organization Union del Barrio to intimidate them. And just recently, in an attempt to bring their philosophy into the ERUSD, they

The City of La Mirada adopted their Strategic Plan 2020 in 2016, and recently offered an update as the plan nears its completion. As officials monitor the progress to ensure the goals and objectives are achieved, the City reported that “significant progress” has been made across City departments and that “City officials will continue to allocate resources to ensure the plan is completed.” Public Safety remains the City’s highest priority with officials allocating significant resources towards reducing crime and maintaining a safe community. La Mirada was again able to maintain one of the lowest crime rates in the region realizing a 14.38 percent reduction in crime in 2019. The City “has achieved this by developing strong partnerships with the community and keeping the community informed of crime trends and safety practices to deter crime.” The City continues to achieve financial stability by adopting and adhering to a balanced budget and maintaining a healthy level of reserves. The City’s outstanding financial practices were recently recognized by California State Auditor Elaine Howle, who announced a new publicly available online dashboard that ranks La Mirada as having the 11th lowest risk of fiscal challenge among cities in California. The City’s exceptional financial reporting practices were also recognized by the Government Finance Officers Association for

Employees brought new, unwrapped toys or gift cards to the City’s employee holiday luncheon. The gifts will be distributed through the Salvation Army Angel Giving Tree project, Toys for Tots (United States Marine Corps), Spark of Love (L.A. County Fire Department) and to children of the United States Marine Corps 1st Combat Engineering Battalion.

ABCUSD IMPROVES IN KEY AREAS ON 2019 CALIFORNIA SCHOOL DASHBOARD BY BRIAN HEWS The California School Dashboard provides parents and educators with meaningful information on school and district progress so they can participate in decisions to improve student learning. To help parents and educators identify strengths and areas for improvement, California reports how districts, schools (including alternative schools serving high-risk students), and student groups are performing across state and local measures. For state measures, performance is based on two factors: Current year results; whether results improved from the prior year. This week, the California Department of Education and the State Board of Education released the 2019 California School Dashboard. The Dashboard includes the latest data available on 2018-2019 graduation rates, suspension rates, test scores, English learner progress, college and career readiness, and chronic absenteeism. Data shows that

BY TAMMYE MCDUFF The Santa’s Sleigh Foundation helps to spread joy throughout the holiday season as Santa Claus and his sleigh visits neighborhoods in Norwalk. The Foundation has been visiting schools and organizations for 27 years. Founded by Norwalk Councilman Luigi Vernola, Santa’s Sleigh visits residents, beginning the first Saturday of December to Christmas Eve. Christmas Day, Santa and all his elves visit underserved neighborhoods and pass out gifts to all the chil-

dren. Vernola stated,” We didn’t have a lot when I was a kid. Sometimes Santa would bring us gifts and sometimes not. I wanted to give back to our kids. Nothing is better than seeing the smiles on their faces and watch as their eyes light up.” As incredible and generous as this, Vernola’s Christmas Basket Program upped the ante this year, by donating 600 turkeys with all the fixins’, 450 drums of laundry detergent and more than 5,000 toys to underserved families this past Sunday, December 15th.

BY TAMMYE MCDUFF If you live in Cerritos, then you know all about the Neighborhood Watch Program. The Watch is a joint effort by community members and the Cerritos Sheriff’s Station / Community Safety Center to fight crime; protect property and ensure safe neighborhoods. Because of this cooperative effort, Neighborhood Watch has proven instrumental in the prevention and control of residential related crimes. Members of the Watch often serve as the eyes and ears of the Sheriff’s Department. Once formed, you and your neighbors “watch” your neighborhood, communicate regularly with deputies, and meet with your neighbors often enough to keep apprised of new information. Cerritos resident Karen Wilson is a Watch Captain for Zone 54, and as such is responsible for acting as liaison between her neighborhood and the Cerritos Sheriff’s Station. A Captain is in charge of recruiting new members, maintaining a membership list and informing members of area crime and disorder. They are also responsible for organizing activities. Wilson, went above and beyond this past Saturday, when she organized one of the largest neighborhood block parties the city has ever seen, with close to 200 residents showing up for holiday cheer. It was the biggest potluck the Cerritos Neighborhood Watch has ever planned.

There was of course information about a neighborhood coyote management plan, a city council agenda, family emergency preparedness flyers, home safety emergency planning guide and check list, as well as ideas on keeping your property safe. The event welcomed Mayor Naresh Solanki and Mayor Pro Tem Frank Yokoyama to the luncheon, with Sophia Tse and Jennifer Hong city council candidates, sharing their vision for the coming decade. Wilson was overwhelmed by the many neighbors that came out to join the potluck. She and her husband dressed as elves, “There were so many people that showed up!! I only wish I had taken more pictures. But that’s okay we were able to party with old friends and make some new ones, we are Zone 54 Strong!!!” If there is not an active group in your neighborhood, the Community Safety Division will work with you and your neighbors to start one. Starting a group is simple. Ideal Neighborhood Watch groups are typically small, usually 15 to 20 households, to simplify communication among participants. If so, you will be provided with the name and phone number of the Watch Captain.

BY TAMMYE MCDUFF Mayor pro tem Frank Yokoyama held a special town hall meeting this past Saturday at Heritage Park-Santa’s Holiday Island. Gonsalves Elementary School band entertained holiday goers with a lively rendition of ‘Up On the Housetop’ and ‘Good King Wenceslas’ with a special performance by Nathan Hahn, Student Body President. The band was joined by additional band members from Willow Elementary sSchool and Palms Elementary School from Lakewood. Yokoyama chose to hold a walking and talking type of town hall meeting so that he could interact with residents. “Today, is my first town hall meeting. I want to make myself available to our residents in casual meet and greet settings. I also wanted to be able to address any concerns they may have about the City going into a new decade.”

Yokoyama gave out information about events at the Cerritos Millennium Library, pamphlets about coyote sightings, public safety information, and gave an update on the city of Cerritos. Yokoyama talked about the proposed .75% sales tax, now called Measure C, which will be on the March 3, 2020 ballot. The tax would generate an estimated $11.4 million each year, which the city could use for any governmental purpose including sheriffs and community safety services; public works; infrastructure maintenance and repairs; and parks and recreation programming. Newly elected ABC USD President Dr. Olga Rios was available to discuss the 2019-‘20 school year and Communications Officer Scott Smith gave an update on the many events that the district will be holding. An introduction of Lieutenant Joseph Badali was made, he has been with the LA Sheriff’s Department for a number of years and is new to the city of Cerritos.

La Palma Honors Outgoing City Manager At its December 17th meeting, the La Palma City Council recognized retiring City Manager Laurie Murray for her 23 years of service, 14 of which with La Palma. Ms. Murray was appointed City Manager on November 17, 2015. "It has been my highest honor to serve as La Palma’s ninth City Manager these last four years," said Ms. Murray. "When I came to La Palma, I knew that I had found my professional home and that I wanted to

STUDENTS from the Peace Club of Tracy High School, partnering with The Red Cross Club under the direction of teacher Heather Calderon, along with Artesia High School and Hawaiian Elementary Schools, participated this year to assemble packages to send to the troops who are deployed in the Middle East.

BY TAMMYE MCDUFF For the past twelve years the Peace Club of Tracy High School has gathered goods to ship to our military troops overseas. The care boxes are packed full of snack items, stationary, DVD’s and CD’s, batteries, sunscreen, chapstick and just about every other item essential to everyday needs. About 35 students from the Peace Club of Tracy High School, partnering with The Red Cross Club under the direction of teacher Heather Calderon, along with Artesia High School and Hawaiian Elementary School, participated this year to assemble packages to send to the troops who are deployed in the Middle East. A contest was held between each home room for the most items and mailing funds, this year the winning room collected 120 items and $140 for the shipping. “We have been donating care boxes to the troops for many years,” said Pat Alviso, Peace Club Advisor, “the idea was actually brought to our attention by students and this year we sent out 24 care boxes. The club has been fund raising for weeks to get boxes filled to

ship overseas to our troops to help them through the holidays.” The Peace Club is a voluntary group that meets during their lunch break to discuss alternatives to violence through peacemaking and negotiations, “we talk about global issues and local issues,” said Alviso, “we also want our students to understand you can be against war and violence, but still support our troops.” Names and addresses of soldiers in Iraq, Afghanistan and different areas in the Middle East are requested from the ABCUSD or from those students who have family stationed overseas. “This year we sent more holiday treats, like Christmas decorations and puzzles, to help remind them of home a little bit,” said Alviso. If you would like to donate items such as soccer balls, hacky sacks, puzzles, games, books, DVD and of course letters, are always welcome. “Letters and cards to our soldiers stationed in other countries means so much to them,” says Alviso, “just to let them know we miss them, and want them to come home safely means so much.”

This month the California Transportation Commission (CTC) allocated more than $200 million for 27 fix-it-first highway projects and $42 million for 43 transit, bike and pedestrian projects The 27 SB 1 funded projects will replace or improve 305 lane miles, 27 bridges, 204 congestion reducing devices, and repair 32 culverts to prevent flooding on highways. The Los Angeles State Route 1 Pavement Project: The $66.1 million pavement preservation project will upgrade curb ramps, guardrail and improve 104.9 lane miles of State Route 1 from Topaz Street in the city of Redondo Beach to Dewey Street in the city of Los Angeles in Los Angeles County. The Los Angeles State Route 1 Cold Plane & Overlay AC Pavement Project: The $54.9 million pavement preservation project will upgrade curb ramps, guardrail and improve 99.4 lane miles of State Route 1 from the Los Angeles/Orange County line to south of Topaz Street in Los Angeles County. The Los Angeles State Route 1 Drainage Improvement Project: $45.5 million drainage project will repair culverts along State Route 1 from south of Temescal Canyon Road in Los Angeles County to the Los Angeles/Ventura County line near the city of Malibu, and from the Los Angeles/Ventura County line to Tonga Street in Ventura County. The CTC also approved an allocation of more than $42 million for 35 locally administered projects, 16 of which received $8.3 million. These projects range from improving sidewalks and bicycle lanes to creating safer routes to school for children who ride their bicycles or walk to school. Additionally, more than $21 million was allocated to help match road and transit investments that local communities have made in their region through voterapproved transportation tax measures. Since SB 1 was signed into law April 2017, Caltrans has repaired or replaced 299 bridges and paved nearly 2,400 lane miles of the state highway system. Caltrans has completed 176 SB 1 projects to date, with 455 projects in the works statewide. SB 1 invests approximately $5 billion per year to fix roads, freeways and bridges in communities across California as well as strategically investing in transit. These funds are split equally between state and local projects and will allow Caltrans to fix more than 17,000 lane miles of pavement, 500 bridges and 55,000 culverts on the state highway system by 2027. The Parish Choir, the Youth Choir, the Spanish Choir, and the Teen Ensemble all performed at the concert.

Continued from page 1 “I had bought some turkeys on my own, 50 at one store, 100 from Costco, but then Rick Davis, of the Davis Group heard we needed more and they got together with Athens Services to provide the financing for the rest of the groceries and turkeys, such an amazing donation to our families in need,� said Vernola. “It was the wonderful company of Winco in Lakewood, that donated the remaining hundreds of turkeys that were needed,� said Davis,� Luigi is a kind man and he really deserves recognition for all that he does for the people in the city.� Janet Cobos and Susan Morales acted as Santa’s helpers, passing out groceries. Cobos is a Vernola family friend and is a regular elf for the Santa’s Sleigh foundation. Morales said this was her first year and she was amazed at everything the Basket Program was able to have donated, “We are with the Norwalk Lions Club and this is one of the programs that we happily support.� “Each youngster got to pick out a toy for themselves from a giant collection of some really cool stuff. In total 600 families received a food basket and all youngsters received a toy. Nearly 5,000 toys in all were distributed.�

The concert was so impressive that some parishioners said that this was the best Noel Night concert at St. Irenaeus Church that they ever attended with professional performances by the soloists and instrumentalists.

Major infrastructure improvements continue to take place throughout La Mirada with the fifth and final phase of Measure I neighborhood street improvements 80 percent complete. This last phase of Measure I improvements included traffic signal enhancements along La Mirada Boulevard to improve pedestrian and commuter safety. Additional traffic signal upgrades will be done along Rosecrans Avenue beginning early 2020. Center median improvements include new irrigation, and the planting of California-friendly trees, foliage, and flowers are near completion along La Mirada Boulevard and Rosecrans Avenue. These improvements will enhance the aesthetic appeal of the roadways while using less water than natural turf required. Medians along Valley View Avenue are expected to be under construction early next year and will undergo similar improvements. The City continues to work cooperatively with local business in support of local jobs and to enhance the tax base of our strong local economy. The City’s business-friendly practices and low development costs earned La Mirada recognition as the 2019 “Most Business-Friendly City.� This is the second time the City has received this prestigious award from the L.A. County Economic Development Corporation (LAEDC). "The Strategic Plan outlined our vision and top priorities for our community,� said La Mirada Mayor Steve De Ruse. “It is remarkable to see how much has been accomplished by working together to keep La Mirada a great city for families.� For more information, the Plan is available on the City’s website.

WHITNEY SHOOTING GOES COLD IN THIRD QUARTER, FALLS IN CHAMPIONSHIP GAME OF GRIZZLY CLASSIC BY LOREN KOPFF @LORENKOPFF ON TWITTER DOWNEY-Very rare has any Whitney High boys basketball team played for any type of championship in a non-league tournament, or come away with any type of serious hardware prior to league competition. But the Wildcats were in that position when they squared off against South Pasadena High last Friday night in the championship game of the 26th Annual Grizzly Classic, hosted by Calvary Chapel Downey High. Whitney was on upset alert, leading the undefeated Tigers, ranked third in the CIF-Southern Section 4A polls, by 10 points late in the first half. But a one for 10 shooting performance in the third quarter allowed South Pasadena to dominate the stanza and go on to beat the Wildcats 62-51. “I’m super proud of the guys,” said Whitney first-year head coach Lance Convento. “I told them already they’re up by 10 points and I wasn’t sure what division they’re in, but I knew they were [in a] higher division than us. I told them to keep their heads up and be proud. Just by making it to the championship was an accomplishment in itself.” Whitney took its first lead of the game nearly halfway through the first quarter on the second and last basket from sophomore Andrew Sim. The Wildcats then shot three baskets from

downtown in the second quarter, two from junior Dhilan Amin, to go up 2818 with 55.8 seconds left in the half. It would be the largest lead for the ‘Cats in the game. But Whitney came out of the locker room ice cold and missed its first nine shots from the field. Meanwhile, the Tigers scored the first eight points of the third quarter to tie the game, and after a free throw from senior Zaafir Haider, went on a 15-0 run to put the game away. “I think we had a defensive collapse,” Convento said. “In the first half, we played really good defense. In the second half, the intensity just wasn’t there, and the energy wasn’t there. Sometimes basketball is a game of ups and downs and we came out with less energy in the second half.” Whitney tried to get back in the game by scoring six straight points in a span of 1:22 but wouldn’t get closer than eight points the remainder of the way. Whitney was also hampered with foul trouble to junior Ade Adeleye, who picked up his third foul with 2:53 remaining in the first quarter and was on the bench for the remainder of the half, then the first 8:50 of the second half. Still, he ended with eight points but one rebound. Senior Victor Ufondu led the ‘Cats with 15 points and had four steals while Amin added nine points and three rebounds. Haider and freshman Ethan Wong were named to the all-tournament team.

“They had an awesome game today,” Convento said of Amin and Ufondu. “Victor is coming off an injury and came out like he didn’t miss a beat. He missed about a week or so and came out…he’s one of our seniors and he acted like a senior and came out and played. Dhilan came out and shot the lights out. He played with great confidence, a great heart and great intensity.” The loss dropped Whitney to 4-7 as it visited Santa Ana High this past Wednesday. Whitney will also face Marquez High on Monday in the first game of the Shoemaker Showcase. Already, the ‘Cats have equaled the win total of last season and are seeking the program’s first winning campaign

since the 2011-2012 season. In addition, Whitney is looking to get back to the playoffs for the first time since the 20142015 season. “It’s a small step in what we’re trying to accomplish,” Convento said. “We set some goals at the beginning of the season and we still have a long season. So, we still have a lot more goals to accomplish. It’s all about the process and I told the guys, it’s not about the outcome. GIRLS SOCCER GAHR CONTINUES RARE STRONG START TO SEASON, DOMINATE WHITNEY BY LOREN KOPFF @LORENKOPFF ON TWITTER A pair of area girls soccer teams who might end long playoff droughts met last Thursday with a chance to prove that they are worthy of finally playing extra soccer beyond the regular season. Backed by a dominating second half, both offensively and defensively, Gahr High knocked off Whitney High 4-1 to improve to 5-1 at the time. Add a pair of shutout wins last Saturday in the Best in the West Tournament, and the Lady Gladiators ended last week having played five games in six days, all wins, with 13 goals scored and four shutouts. “We’ve got three freshmen on the team, two that play a lot; two that sometimes start,” said Gahr head coach Martin Henry. “It’s going to be taxing, but they need to take care of themselves. They’ve got to eat, sleep…we’re going to take tomorrow off completely. I’ve tried to sub as much as I can, and I think that’s helped a little bit.” At 7-1 entering this past Tuesday’s home game with Cerritos High, the Lady Gladiators have already matched last season’s win total. The last time any Gahr team reached double digits in victories was the 2006-2007 season (11-5-2). In addition, Gahr has gone 16 straight seasons without a trip to the CIF-Southern Section playoffs. English learner progress showed a “high” progress level, beating the statewide results by nearly 10 percent. “She is quicker, smarter, she’s a year older,” Henry said. “She has a year more of club under her belt and she is definitely a special talent. She’s got some speed that you don’t see all throughout the league for sure.” “Ally is a really great player, but what allows her to be successful is the other players she has around her,” Mendoza said of Menjivar. “They’re able to put her in great situations on the field so that way she cannot have so much load on her. CITY OF HAWAIIAN GARDENS NOTICE OF PUBLICATION OF ORDINANCE SUMMARY ORDINANCE NO. 585 ADOPTED

NOTICE IS HEREBY GIVEN that Ordinance No. 585 of the City of Hawaiian Gardens conducted second reading and adopted Ordinance No. 585 at the Regular City Council Meeting held on December 10, 2019, and is summarized as follows: ORDINANCE NO. 585 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HAWAIIAN GARDENS, CALIFORNIA, AMENDING HAWAIIANS GARDEN MUNICIPAL CODE SECTION 18.90.080 (ACCESSORY DWELLING UNITS) AND OTHER APPLICABLE SECTIONS OF THE ZONING CODE OF THE HAWAIIAN GARDENS MUNICIPAL CODE Among other things, Ordinance No. 585: • Amends Title 18, primarily Section 18.90.080 of the Hawaiian Gardens Municipal Code so that Section 18.90.080 (as amended) contains all of the City’s Accessory Dwelling Unit (“ADU”) regulations (though ADUs are reflected in other parts of the code as indicated by targeted amendments to Section 18.50.010 (Parking and Loading Requirements), Section 18.100.040 (Administrative Review and Approval), and 18.20.030 (Definitions). • Incorporates the definition of ADU based on State law and, consequently, replaces and supplants the existing Granny Unit and Guest House zoning text and regulations. • Defines a Junior Accessory Unit (“JADU”) as a unit up to 500 square feet in size contained entirely within a single-family dwelling and that is created in whole or in part from within a primary dwelling by modifying an existing bedroom. • In addition to JADUs, recognizes three types of ADUs (Converted, Attached, and Detached) and provides for slightly different regulations for each per State law. • Allows ADUs in all the City’s residential zones (R-1, R-2, R-3, and R-4) on lots that currently contain or will contain only one single-family detached primary dwelling. • Allows ADUs on lots with multifamily structures both as ADUs converted from space that is not currently used as livable space and as detached ADUs.

CITY OF LA MIRADA

• Provides that ADUs and JADUs that meet the provisions of Ordinance No. 585 be subject to a ministerial review and approval process.

Please take notice that on December 10, 2019, the City Council of the City of La Mirada adopted the following Ordinance:

• Requires the City to approve or deny an ADU or JADU within 60 days of receiving a complete application from the property owner.

ORDINANCE NO. 711 APPROVING ZONING ORDINANCE AMENDMENT NO. 50 ALLOWING FOR NON-RESTRICTED FOR-SALE HOUSING WITHIN PLANNING AREA 1B OF THE IMPERIAL HIGHWAY SPECIFIC PLAN ASSOCIATED WITH THE DEVELOPMENT OF 39-UNIT CONDOMINIUMS AT 12841 VALLEY VIEW AVENUE Summary of Ordinance No. 711 Ordinance No. 711 amended Title 21 of the La Mirada Municipal Code as follows:

•Imposes objective design standards including the requirement to match the existing primary dwelling. • Continues to prohibit the short-term (i.e., less than 30 days) rental of ADUs.

• Amended Table 6-1 of the La Mirada Imperial Highway Specific Plan to include footnote number 4 allowing residential development (other than senior housing) within Planning Area 1B of the Imperial Highway Specific Plan, in association with the development of a 39-unit condominium complex at 12841 Valley View Avenue. In adopting Zoning Ordinance Amendment No. 50, the City Council made the findings required by Section 21.120.040 of the La Mirada Municipal Code and affirmed that the associated Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program were prepared and are in compliance with the California Environmental Quality Act and the Guidelines thereunder. Said Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program have been adopted by separate City Council Resolution No. 19-39.
