Teala Leon, who was employed as the Communications Director for Garcia, claims she was fired in December 2019 in retaliation for reporting illegal activity committed by Garcia and her Chief of

At a March 16, 2020 Special Council Meeting, the Hawaiian Gardens City Council passed a Resolution declaring a local emergency in the City of Hawaiian Gardens due to the potential health, safety, and security ramifications relating to novel coronavirus (COVID-19). The City Council also passed a Resolution authorizing the use of City reserve funds during the local emergency. "The impact of coronavirus is not pretty and there is a lot of uncertainty. We have to do what is reasonable and suitable for Hawaiian Gardens without increasing fear and panic," said Mayor Jesse Alvarado. "I hope we will all continue to be responsible and follow the advice of health experts to keep ourselves and our loved ones safe." The decisions (unanimous, of those present) follow a local emergency declaration from Los Angeles County and increasingly detailed recommendations from the Los Angeles County Department of Public Health (LACDPH), the California Gov-

The City of La Mirada is closely monitoring information and guidance relating to COVID-19. In response to recommendations from the Centers for Disease Control and Prevention (CDC) and the State Department of Public Health (CDPH), the City is taking an abundance of caution to protect the wellbeing of the public and support efforts to control the spread of the virus. The City will temporarily suspend public access to all City facilities through April 12, including the La Mirada Theatre for the Performing Arts, effective March 17, 2020. All recreation classes, City Council meetings, commission and advisory council meetings and City events during this time are also suspended. Passive recreation at City parks is still allowed. City staff will continue to work to ensure services are provided to the community. n Saturday, March 7th, Whitney High School’s robotics team, “WHS Robotics” competed in the SoCal Regional FIRST Tech Challenge robotics competition, which drew over 160 teams from the SoCal area. With the combined efforts of all the team members, they were able to move on to the FIRST World Championship for the second year in a row, the largest robotics competition in the world, which was set to be held in Houston, Texas. Unfortunately, due to the recent outbreak of COVID-19, the championship has been cancelled. However, it was their journey to such a high honor that defines the amount of their heart and mind that they dedicated to robotics. The team was able to achieve a variety of awards throughout this season alone, many of which were won at the regional competition. Their season began in September of 2019, but they had been working countless hours even before, during their summer vacation. The team met four times every week and when competition was near they would meet nearly everyday to perfect their robot and presentation for not only the game, but for the judges and other teams at the competition. The team consists of members from 9th grade to 12th grade who work to not only build and program the robot that they need for the season, but to also spread STEM and robotics to their community and outside of their community. The game for this season consisted of building a tower out of blocks on a foundation and being able to move said foundation at the end of the game, all while crossing under a bridge set up in

WHITNEY HIGH ROBOTICS TEAM QUALIFIES FOR FIRST WORLD CHAMPIONSHIP IN HOUSTON

THE TEAM, which consists of members from 9th grade to 12th grade, competed in the SoCal Regional FIRST Tech Challenge robotics competition, which drew over 160 teams from the SoCal area. the middle of the field. The team helps spread STEM in their community by volunteering at elementary school science nights, mentoring another robotics team at Cerritos High School, and even hosting an annual RoboCamp on the Whitney campus, which will continue to be in session this coming June and July. At their regional competition, the team was able to win the 1st place Control award, an award for the best software on a robot, the 3rd place Think award, an award for the team that was the best at capturing their entire season in their Engineering Notebook, and the 2nd place Inspire award, which was

the overall award that allowed them to advance to the FIRST championships. The Inspire award is given to the team with the best overall competition presence in both their robot and representing robotics in their community and is the highest award a team can receive at a competition. Even though they cannot attend their championships, we are hopeful for what the team has in store for the future. Los Angeles County property owners affected by the COVID-19 virus may have late penalties cancelled if they are unable to pay their property taxes by the April 10 deadline. BY BRIAN HEWS New research suggests the coronavirus can live for three days on some surfaces, like plastic and steel, but experts say the risk of consumers getting infected from touching those materials is still low. They did offer additional warnings about how long the virus survives in air, which may have important implications for medical workers. The new study, published this week in the New England Journal of Medicine, also stated that the virus decays over the course of a day on cardboard we should come consumers when they get deliveries. The virus lives longest on plastic and steel, surviving for up to 72 hours, but the bug decays rapidly over time. It only lives

on copper for only four hours. Alarmingly, on cardboard, it can survive up to 24 hours, which suggests packages that arrive in the mail should have only low levels of the virus — unless the delivery person was sick. Experts have said that if people are concerned about the risk, they could wipe down packages with disinfectant wipes and wash their hands, she said. That the virus can survive and stay infectious in aerosols is also important for health care workers who are hooking patients into ventilators and intubators, the handling of which might generate aerosols and droplets. “It sounds scary,” said one expert, “but unless you’re close to someone, the amount you’ve been exposed to is very low.”

The ABC Unified School District rolled out its Online Learning at Home program for all students and teachers on Thursday, March 19. Due to the coronavirus, the transition from teaching and learning in ABC classrooms to the home has been up against time to prepare infrastructure, Internet service for over 20,000 students and almost 1,000 teachers at home. The investments into classroom technology, infrastructure, 1:1 devices, powerful teacher training models, and technical support at all schools has greatly helped the transition. The plan for Online Learning at Home was crafted with input from teachers, union partners, Information on Technology & academic services staff, and the Superintendent's Cabinet. There are requirements: students must have an Internet service at home, an internet-enabled computer device, and an ABC Google student account for classroom activities. District survey data has determined that approximately 5% of ABC student’s do not have Internet Service at home. The IT Department was able to find mobile Internet hotspots in time to be able to secure 800 devices. The district reached out to parents directly about this issues, and this past week, students have been checking out the hotspots and school computer devices for home use. The district must order approximately 100 additional computers to provide to students. The actual teaching will be conducted online using the Google Classroom envi-

ronment. The Classroom allows teachers and students to manage work flow as follows: 1) Teachers assign (post) work for students 2) Students access work 3) Online communications between teacher to student(s) 4) Collaboration between student(s) 4) Productivity tools (writing, numbers, presentations, research, etc.) 5) Student “turn-in” work 6) Teacher grades and returns the work 7) Student emails summary for parents Today, Google Classroom is used regularly and a recent teacher survey data indicated that 63% of ABC teachers reported feeling “very well versed” with Google Classroom. The survey also indicated that about 14% of teachers said they would need assistance, or they have never used it, with 23% stating “I’m somewhat comfortable, I created a classroom, but I don’t use it very often”. This week ABC teachers had the opportunity to attend online professional development sessions to prepare for the start of Online Learning at Home with their students. Sessions specific to the Google Classroom were offered and hosted by other ABC teachers who are recognized experts willing to share their expertise

COVID-19 REMINDS US THAT GOVERNMENT ISN’T THE ENEMY river flooding and extreme heat are affecting communities across the country. Other countries are taking this seriously. Singapore plans to spend $75 billion in short order to ensure it is able to survive rising temperatures and floodwaters. The Dutch are planning decades ahead, even considering having to move east to save their country. And us? Local governments, at best unsupported and often actively opposed by the federal government, are doing their best to plan for climate change. But they don’t have the resources to pay for protective infrastructure or to build new communities in high, dry, and connected places, where both transit and internet access are high-quality and inexpensive. We are ambling toward an apocalypse with every passing month. Even with something as basic as high-speed internet access infrastructure, Americans lag behind — and seem to not even realize it. This week, businesses and schools started sending everyone home, telling them to do their work and learning online. But the vast majority of Americans do not have reliable, high-capacity, fiber-based internet access to participate remotely in conference rooms or classrooms. Why? Because of our confidence that America leads the world when it comes to online innovation, and our collective disdain for any role for government in this sector, we have steadily become a Third World nation when it comes to communications. For contrast, consider South Korea, which raised itself from rubble over a few decades and has built fiber internet access everywhere. Its government knew that affordable communications networks would never be made available by an unconstrained private market. Public investment and planning made a fully connected society pos-

sible. South Koreans are shocked when they come to the U.S., where connectivity is so limited that many feel as if they are taking a rural vacation. South Korea is a country that plans for and supports basic infrastructure, including for public health. It is no coincidence that when the virus arrived, South Korea was ready with tens of thousands of tests, including drive-through testing sites. The Atlantic reported on Monday that fewer than 5,000 Americans had been tested. By this same point in their outbreak, South Korea had tested more than 100,000 people, in a country with a population a fifth the size of ours. What is government good for? Just ask the founders. It’s supposed to keep us safe and ensure we have opportunities to thrive. We have forgotten this message before. It took the catastrophe of the 1906 San Francisco earthquake and the ensuing financial crisis to convince Americans from every walk of political life that a federal income tax would be a good idea. In the face of instability and suffering, everyone remembered that Americans were all in this together. The current health crisis is a moment that should not be wasted. We need a well-funded, well-functioning public sector that attracts our finest minds. “This great nation will endure as it has endured,” FDR said at his inauguration in 1933. Maybe. But we will need to change our ways to make those words come true. ARTESIA CEMETERY TAKES STEPS TO COMBAT VIRUS STAFF REPORT Effective immediately, pursuant to Resolution No. 2020-006 adopted March 17, 2020, members of the public shall not attend any services in the cemetery if they are experiencing symptoms of respiratory illness, including fever or cough. No gatherings of 40 or more people shall be permitted in the cemetery. Gatherings of 5-39 people shall require all attendees to be separated by six feet between one another. This prohibition applies to all interment services, even those that have already been planned to take place at Artesia Cemetery during the months of March and April. All persons who have already made arrangements for interment services with the District will be notified immediately of the District-ordered prohibition. The District is also notifying all local mortuaries and funeral directors of the same. Although it is rare that the District has such large funeral services take place at the cemetery, all attendees should be advised to take precautionary measures to self-protect themselves during any service by social distancing themselves from other attendees and washing their hands thoroughly before and after the service.

KEEPING YOUR PETS HEALTHY DURING THE PANDEMIC

THE CASE FOR HOME ISOLATION BY LOS ANGELES COUNTY SUPERVISOR JANICE HAHN

I am writing this during my third day of self isolation in my home in San Pedro. On Sunday, Governor Newsom ordered all Californians over the age of 65 or who have an underlying health condition to stay in their homes to protect themselves from the COVID-19 virus. I know that the next few weeks, maybe months, at home will be difficult-- but I am following the Governor’s orders and it is important that you do too. The number of confirmed cases of the COVID-19 virus in LA County has climbed dramatically over just the last few days. Because testing is still limited, it is safe to assume there are many more people infected with the virus in our communities. There is also evidence that many people are carrying the virus, have no symptoms, and are still infecting others simply through close contact. So until a vaccine -- or even an effective treatment-- can be developed, the best tools we have to fight this virus are social distancing and self-isolation. This week, LA County’s Public Health Officer took the unprecedented but necessary step of ordering all bars, clubs, theaters, entertainment venues, and dine-in restaurants Countywide to shut down. I know this came as a shock to many residents, and I can’t blame them. Even a few weeks ago, I would have thought these orders were

Draconian. But this is an unprecedented crisis and, while I am worried about the economic toll this will take on our families and our community, I know that not taking immediate and dramatic action would take a much greater toll on lives. If you can stay home and work remotely, you must do that. This will not only keep you safe, it will make being in public safer for the people who we depend on to keep doing their jobs -like food service workers, pharmacists, health workers, and first responders. So until further notice, I will be at home. Not just for the sake of my own health -- but for the health of our entire community. I know that this is going to be hard. I know I am going to get restless and miss my family and friends. But for now, it isn’t all bad. I haven’t put on makeup or bothered to do my hair. Work is keeping me busy, but if I have some time, I have a Netflix cue and a stack of good books waiting for me.

We understand the difficulties the Coronavirus (COVID-19) is creating for humans, both personally and professionally. Staff, Ashley Labar. The lawsuit first alleges that Garcia’s former Chief of Staff, Timothy Reardon, kept copies of the personnel records of Garcia’s staff in his office in violation of Assembly rules, and that Garcia and Labar knew about it. One of those records was David Kernick’s, who accused Garcia of sexual-harassment and drinking on the job. Labar obtained the personnel files when Reardon retired, keeping them illegally. In an effort to discredit Mr. Kernick, Leon alleged Garcia and Labar ordered her to leak a letter to the press that Reardon had written to discredit Kernick and justify his termination. Leon also alleged actions that have been well-chronicled in the media, that Garcia ordered Labar to require all staff personnel to work on Garcia’s campaign and litigation tasks during work hours, including taking calls and conducting business in Garcia’s government office, which is a violation of California Government Code. Leon claims she became increasingly alarmed by the actions of Garcia and Labar and tried to distance herself from their actions, and that is when Garcia and Labar “manufactured” a scheme to terminate Leon. In May of 2019, Leon claims Garcia’s staff attended an event thrown by the California Beer and Beverage Distributors called “Picnic in the Park,” where alcohol was served. Leon said that most Capitol employees were in attendance and were drinking hard, but after two beers she went back to her office to work on a speech for Garcia. Leon claims that is when Garcia, Labar and Tosha Cherry, the Human Resources

Cherry first went to Leon’s office, detained her, and forced her to undergo a field sobriety examination by an on-duty nurse, which Leon called “humiliating.” Leon was telling Cherry and the nurse she was not drunk but they forced her to take the test. The test results showed that Leon was not drunk. Garcia, Labar, and Cherry tried to explain and justify why they tested Leon later in a staff meeting, particularly since Garcia was alleged to have a kegerator in her office, in an attempt to stem the anger by other staffers. Leon reported the incident to the Assembly’s Workplace Conduct Unit (WCU), alleging that Garcia and Labar had engaged in discrimination and retaliation, while requiring her and others to engage in campaign work in violation of California Government Code. Months later, the WCU launched an investigation into Leon’s allegations and notified Garcia and Labar of the investigation. Two weeks later, without giving a reason, Leon was fired; this was in the wake of several other staffer leaving, alleging similar behavior by Garcia and Labar. The complaint ends, “Ms. Leon alleges she was terminated because Labar and Garcia feared she might report the leak of Kernick's personnel records and the campaigning on Assembly hours.” “Garcia, Labar and Cherry violated my civil rights, under the color of authority, by conspiring to and detaining me without probable cause for an examination by a healthcare provider.” Causes of action against Leon include false imprisonmen, defamation, intentional infliction of emotional distress, liability of an elected official, breach of mandatory duty, and violations of the Labor Code.

Garcia's letter referred to the contentious February 6 CB Board meeting, and specifically the voting process to appoint new officers. The letter started, “I urge you to take action against the Central Basin Water District Board of Directors, which has committed illegal acts and endangered the financial stability of the District. Against the advice of legal counsel, a group of four board members continued to have a meeting without a quorum and voted.” Garcia alleged that the board illegally appointed [the] President/Chair of the board, illegally appointed a General Manager, and illegally appointed a General Counsel But Garcia did not offer any citations to back up her allegations. That didn’t matter to Lacey and her OI; just three weeks after receiving the Assemblywoman’s letter, Lacey fired off a two page letter, signed by the head of the Office of Integrity Allen Yochelson, demanding they “cure and correct” their actions. The letter stated almost exactly what Garcia said in her letter without citations or witness interviews: Vasquez is not the President of the Board, the meeting was not properly noticed, and Anthony Willoughby, the new counsel for CB, was not properly appointed. For her first argument, Lacey simply stated that Vasquez did not post notification of the meeting per Government Code section 54956, part of the Brown Act. She wrote "other persons with knowledge” disputed President Vasquez’ actions but did not list names, “however, other persons with knowledge of these events disputed that assertion.” Lacey also charged that the notice was not posted on this District’s website, once again admitting her office did not interview anyone about the website posting. “In addition, to our knowledge, the notice was not posted on the District’s website, as required by law.” But if the OI had done their due diligence and interviewed Vasquez, she would have handed them proof she made attempts to order staff to post the meeting online, but Olivarez Madruga Lemieux and O’Neill (OMLO) attorney Kevin Lemieux ordered staff not to post the meeting. Undeterred by Pulido and Lemiuex, Vasquez manually posted the meeting notice on the board outside of Central Basin and provided a video as proof. VP Art Chacon was with her, bu Lacey did not interview Chacon either. Lastly, Lacey argued - only citing CB’s Administrative Code - that a majority did not exist when the new officials were in-

But there is an open board seat due to the resignation of Frank Heldman, would that bring the majority down to four? Lacey argued no, cited the code, and in three sentences ordered CB to “cure and correct the actions;” just like Assemblywoman Garcia wanted. In a letter back to the DA, Anthony Willoughby of Willoughby and Associates, CB’s new general counsel, slammed Lacey for her “taking a single side and issuing a unsolicited opinion.” He indicated that Lacey was ignorant of the facts surrounding the Central Basin battle, “first and foremost you must be aware of the facts of the situation prior to issuing any letter or claims opinion on actions,” wrote Willoughby. Willoughby rightfully asserted that Lacey made no effort to fully investigate the facts of the situation, nor did she contact the elected officials involved in the issue including President Vasquez, VP Chacon, and Directors Hawkins and Camacho-Rodriguez. He produced a laundry list of extremely questionable actions by OMLO attorney Steve O’Neill that undermined the authority of the new officers and emboldened the staff at CB to rebel against them. Rebellious actions included changing the code on the elected official’s entry cards so they could not enter the parking lot or the building and forcibly removing other staff members from their offices. Willoughby then argued that, given there is only seven seated board members, that a majority is four, and himself cited the Brown Act as proof and a landmark 1987 California Appeals Court case. In that appeals case, Price vs. Tennant Community Services District, the court addressed a situation that exactly matches the CB question. The court asked “whether the quorum is changed if there is a vacancy on the board.” The Appeals Court found that the law expressly mandates a board, which is absent members due to a vacancy, can transact business if a majority of the remaining board members vote. Given the vacancy of Heldman, a majority, under the California Appeals Court ruling in Central Basin’s case, is four. “This is an unprecedented takeover of a public agency and something must be done,” wrote Willoughby, “we encourage the DA to reach out to those who are opposed to the actions of OMLO, led by attorney Steve O’Neill, and seek justice for the people of Los Angeles by protecting their elected officials.” HMG-LCCN has learned that after the DA received the letter they called Willoughby in for a lengthy meeting, Willoughby has not responded to emails as of time of publication.

CITY OF CERRITOS DECLARES LOCAL EMERGENCY IN RESPONSE TO COVID-19 The City of Cerritos has proclaimed a local emergency in response to COVID19. The order states that a local emergency exists throughout the City of Cerritos and that the City Manager, acting as the City's Director of Emergency Services and the Emergency Organization of the City, is authorized and directed to take any necessary steps for the protection of life, health and safety in the City. The order also states that the City shall coordinate Citywide planning, preparedness and response efforts regarding COVID-19 with the California and Los Angeles County Offices of Emergency

Services (OES), the local Operational Area (OA) and the Los Angeles County Department of Public Health. In addition, all City Departments and services will begin tracking costs for staffing, supplies and equipment related to COVID-19 preparation and prevention. The proclaimed local emergency takes effect immediately and will expire in seven days unless confirmed and ratified via resolution of the City Council. Coronavirus pandemic sends high school spring athletic season in a wait and see situation

BY LOREN KOPFF @LORENKOPFF ON TWITTER In an unprecedented move due to the growing concerns of the Coronavirus pandemic, the high school spring athletic season has abruptly come to an end, at least for now. The final area baseball and softball games, as well as other spring sports were played prior to the hour by hour events that played out on Mar. 12. In addition, the basketball season, in which the state playoffs were still going on, was cancelled. As the first wave of professional and collegiate games were being cancelled, or suspended as early as Mar. 11, thoughts of high school athletics receiving the same fate were flowing throughout the California Interscholastic Federation, the governing body that oversees all high school athletics in the state. Thom Simmons, assistant commissioner of the Southern Section, said he thought it was the right move for the major professional sports leagues as well as the remainder of the NCAA winter championships plus the spring season to be cancelled. He added that those moves were made with the best interests of the athletes, players, coaches and arena/stadium workers and officials. “Right now, athletics must take a backseat to the health, safety and welfare of the nation and its citizens,” he said. Once those decisions were made by the respective commissioners of those leagues, Simmons said there were no contingency plans by the CIF-SS office to make the same decisions, but to leave the individual schools and school districts to decide what they wanted to do. Throughout the day on Friday and again at the beginning of this past week, school districts and eventually the schools made the decision to shut down. The ABC Unified School District and the Norwalk-La Mirada Unified School District will be closed at least through Mar. 27. Valley Christian High plans to return on Apr. 6. Of course, the openings of schools and school districts may be changed later. “We believed, and continue to do so, letting these decisions be made by local schools and school districts, in concert with their local state health officials and with guidance from the Center for Disease Control, was/is

If the situation continued into the spring championships, those events this office directly controls, we would address those concerns at that time. As far as what the future has in store for everyone, Simmons said it is too early and would be irresponsible for him to speculate on the remainder of the spring season, including a chance that the championships would be held in early of mid-June or should games resume, how it would affect schools/teams not being able to play the same number of league games. He also said it would be too early and irresponsible for him to speculate on the affect COVID-19 may have on summer activities and the fall athletic season.

COMMENTARY SPORTING EVENTS PUT IN LIMBO, BUT WILL EVENTUALLY RETURN BY LOREN KOPFF @LORENKOPFF ON TWITTER On the morning of Mar. 12, I was finishing writing my last story of the Mar. 13 issue and had turned on ESPN to watch the beginning of the Atlantic Coast Conference men’s basketball tournament before moving on to the Big 12 Conference Tournament. Then came word that the ACC, along with other conferences were cancelling the tournament. That began a tidal wave of numerous sporting events either being suspended, or cancelled and next thing you know, I was caught glued to the television or on social media trying to find out the latest in the world of sports. Over the next week, and what seemed like an hour to hour routine, more information was being handed down on what high school, college and professional sports would be like for the next few weeks and months. I know I’m not the only the one who feels this way, but I miss sports. I also know that there are more important things in life than sports, but sports and sports writing have been a part of my life. I was all set to cover the Torrance National Tournament in which the Cerritos High and Gahr High softball teams were a part of. That never happened. I was all set to cover the much anticipated 605 League softball opener this past Tuesday between Artesia High and Cerritos. That never happened. I was all set to see if the Cerritos baseball team could win the 605 League for a second straight season and set to cover great high school sporting events this spring like Gahr and La Mirada High baseball, Valley Christian High boys volleyball, the CIFSouthern Section playoffs in early May and the track and field finals and Master’s Meet, among other sporting events. Some of those high school sporting events may or may not happen. The reason why I say it may happen is the CIF-State office sent out a release this past Tuesday stating, among other things, “while the time may come when we have to cancel post-season events, today is not that day”. It went on to say that “the CIF has not determined the future of spring events at this time and intends to reconvene with the 10 Section Commissioners on Apr. 3 to revisit this issue.”

There is hope, but for now, no crack of the bat, squeaking of sneakers on the volleyball court, the sound of the pistol signifying the start of a 4 x 400 relay or the sound of a tennis ball meeting the racket. But it’s not just the high school events I will miss covering for the time being. I’ll miss the interviews with coaches and players. I’ll miss the conversations with parents, athletic directors and principals. I’ll miss a walk-off hit or a game-winning kill in a deciding fifth set of a volleyball match. I’ll miss myself shaking my head at a bad pitch thrown, a remarkable dive made by a baseball or softball player, or a track and field athlete setting a personal record. But it doesn’t stop with the coverage of high school or college sporting events, something I’ve been doing non-stop for 35 years. I’ve already missed seeing how far the San Diego State Aztecs men’s basketball team could have gone in the NCAA Tournament. I’ve already missed wondering if the University of Oklahoma softball team can make another deep run in the Women’s College World Series or if a couple of area softball players can help their respective teams return to Oklahoma City in late May. For the time being, I’ll miss the final weeks of the National Hockey League regular season and the anticipation of the Stanley Cup Playoffs. For the time being, I’ll miss the beginning of the 2020 Major League Baseball season, for which I had already purchased tickets to attend the San Diego Padres game on Mar. 28. For the time being, I’ll miss the anxious moments to see if this is the season the Los Angeles Clippers can reach the National Basketball Association Finals for the first time in franchise history. Yes, there is a lot of void right now in the world of sports. But sports will resume. and it will be stronger than ever. We just have to be patient and take care of what is more important right nowthe health and safety of ourselves and our loved ones. Let’s hope this current situation doesn’t last well into the summer and disrupt travel softball, the Summer Olympic Games in Tokyo, and the beginning of the 2020 high school fall season, among other sporting events. For now, I will mostly be working on features and a commentary or two from time to time.
