BILL WOULD BAN CELL PHONES AT SCHOOLS

BY BRIAN HEWS A proposed bill could ban students from using cell phones in all California schools.

Assembly Bill 272, authored by 66th District Assemblyman Al Muratsuchi (DTorrance), would require school boards to limit or outright ban the use of cell phones on campus during school hours.

Dr. Maru Sieu, Superintendent of the ABCUSD told HMG-LCCN, “We feel that there should be additional guidelines as to the use of student personal cellphones in the District. This bill will support our District’s effort to reduce distractions in the classrooms and schools.

However, we look forward to engaging with our school community to get feedback before developing a new policy.”

The bill states: “There is growing evidence that unrestricted use of smartphones by pupils at elementary and secondary schools during the schoolday interferes with the educational mission of the schools, lowers pupil performance, particularly among low-achieving pupils, promotes cyberbullying, and contributes to an increase in teenage anxiety, depression, and suicide.”

On Saturday, March 9th, the Whitney High School robotics team, composed of fifteen students, competed in the Los Angeles-Southern California Regional FIRST Tech Challenge Championship at Monrovia High School and won with their robot names “Space Oddity.”

The team will now compete in the World Championship in Houston, Texas this April.

Meeting almost every day of the week since September 2018, the team has been working on building and programming their robot and had already competed in four qualifying tournaments and one interleague tournament prior to attending the regional event at Monrovia High.

Between meets, this team spent hundreds of hours revising their design and practicing with Space Oddity to become more competitive.

And the program goes beyond just creating robots, the team also promotes STEM education in Cerritos and surrounding communities through demonstrations at the Cerritos Library and local elementary schools.

Additionally, they will be hosting their annual summer RoboCamp at Whitney High School this coming June and July.

When asked about why he thinks FIRST Robotics is important, team captain Ian Hudson said, “It’s important because we get to learn and apply practical engineering skills in a hands-on environment.

At the City Council meeting held Tuesday, March 26, the La Mirada City Council recognized the Beatitudes of Our Lord girls varsity basketball team for winning the Catholic Youth Organization (CYO) Gold Championship.

For the past three seasons, the girls basketball team has worked hard and finished at the top of the Big 10 Conference.

After earning the championship title in the Big 10 Conference this season,

the team advanced to the CYO Gold Division Conference along with 105 teams throughout California and was among the winning teams.

This is the first time the Beatitudes of Our Lord girls varsity basketball team obtains the CYO Gold Championship title.

The La Mirada City Council congratulated the Lady Bobcats for reachB:9.8” ing this historic achievement and bringT:9.8” ing the championship title to La Mirada.

Members of Da’ Hawaii Seniors Club welcomed 19 Sophomore ATA pen pals and five upperclassmen from Gahr High School at their Meet ‘n Greet Pen Pal Party on Thursday, March 14, 2019, at the Cerritos Senior Center.

The Sophomore Arts Technology Academy (ATA) students and the club’s seniors have been writing letters to each other since November of 2018, so that the students could learn what life was like for the seniors when they were the

age of the students.

The Gahr Pen Pal Program started over 10 years ago in 2008.

Da’ Hawaii Seniors Club members met their pen pals at Gahr High School at what was called the “Senior Prom” or “Senior Picnic.” After writing to each other for months, the pen pals met, face to face for the first time, to learn more about each other. The students and club members brought food to share and entertained each other with music and dancing.

CERRITOS COLLEGE UPDATES PROGRESS ON 166TH ST. PARKING LOT

BY TAMMYE MCDUFF With few in attendance, Felipe Lopez, Vice President Business Services for Cerritos College, gave an update on the parking lot facility located on the corner of 166th Street and Studebaker.

“As you recall, on December 19, 2017 the City of Cerritos granted permission to allow storage parking on the former strawberry fields area,” began Lopez, “on March 9, 2018 all requirements specified in the TUP were completed and on March 16, 2018 The College received confirmation from the City with all improvements of the TUP had been finished.”

The improvements made to the lot include the installation of light fixtures and poles that match the same color standards that coordinate with parking lot 10.

Vertical shields were installed on those lights to direct bulb wattage downward and dimmable light fixtures were added.

The average light luminance does not exceed 1.03 foot candles. This foot candle measurement was collaborated with an independent lighting consultant to verify foot candles.

Security Cameras have been installed to monitor and ensure lot security. To further safety measures, the College Police Department includes the lot in their regular rotations to address all potential security concerns on college property.

One concern of local residents included dust mitigation, this was resolved with the lot removing the dirt and adding

asphalt. Any unsightliness resides behind the perimeter screening which includes green vertical slats and the planting of trumpet vines with a proper irrigation system.

Ten trees that were along 166th street were almost removed and replaced with Aristocrat Pear Trees. All broken or cracked sidewalks have been repaired and replaced.

Hours of operation of the lot remain Monday through Saturday between the hours of 9:00 am to 8:00 pm. Although original site access was given through a gate on 166th, the only entrance and exit access point through the eastern gate that connects with parking lot 10.

Monies from the lot have been donated to two campus projects. Currently a committed total of $275,000 in revenue has been gener-

ated from the lot to fund Cerritos Complete, the college’s official California Promise Program Grants that are merit based scholarships offered to high school graduates who live in the district. The program covers the first year of tuition free of charge to qualifying students.

The second program benefitting from this revenue is the student study abroad program, 2018 Taiwan Experience Education Program [TEEP] which provides college students with tuition free, all expenses paid internship. Students serve as aides to teach English at Taipei City Elementary schools three days a week.

In response to the State of California’s Vending Act enacted in September, which requires local jurisdictions to allow sidewalk vending operations on public property, the City of Cerritos has recently established new regulations for such vendors.

Croft will continue to serve as a council member for the rest of his term, which runs through March 2022.

After being selected as the new mayor, Rogers presented remarks to about 150 people gathered in the City Council chambers.

Mayor Rogers talked about the fiscal challenges Lakewood is facing, as the city works to resolve a budget deficit caused by a state takeaway of local funds, increased fees from the state-run employee retirement system, and flattening sales tax revenues as more shoppers go online instead of to Lakewood merchants.

Rogers noted that cities across California are facing the same sort of budget difficulty.

“This is not the first time that Lakewood has faced financially challenging times,” said Rogers. “And just like City Councils and city residents before us made tough decisions and met those challenges, so will we. I’m confident of it.”

STAFF REPORT Congratulations are in order for Norwalk-La Mirada Unified School District’s own Morrison Elementary School for being selected by Innovate Public Schools as one of the 279 schools being recognized this year in the first annual report of Top Los Angeles Public Schools for Underserved Students. Morrison is also being recognized by the county of Los Angeles for their efforts to engage students in civic learning by the state’s Civic Learning Award program.

Innovate Public Schools made the selection in collaboration with the University of Southern California Sol Price Center for Social Innovation and Rossier School of Education Center for Education Policy, Equity and Governance. Morrison Elementary school made the list based on its strong results in English and/or math proficiency for low-income African American and/or low-income Latino students in 2017-18. The official report will be released publicly at the end of April, followed by an event where Morrison will be honored on Saturday, May 4.

CERRITOS LIBRARY SEEKS TEEN VOLUNTEERS STAFF REPORT The Cerritos Library Volunteen program is seeking responsible, dependable and enthusiastic teens to help with the Summer Reading Program, library programs, shelving and workstations.

The session runs from Monday, June 17 to Saturday, July 27. The program is open to students who will be at least 13 years old in the summer of 2019. Students must have a valid Cerritos Library card in good standing and are required to pass a criminal background assessment

in accordance with City policy.

There will be a Parent Information Night on Tuesday, April 9 from 6 to 7:30 p.m. in the Skyline Room, which will discuss the goals of the program, policies and the application process. Applications for the summer session will also be available at this session before they are available to the general public on Wednesday, April 10, when they can be picked up at the Cerritos Library Circulation Desk.

The Cerritos City Council recently approved leasing a property on Studebaker Road to AutoNation.

The City-owned property, located at 17423 Studebaker Road, is currently vacant. The 1.19-acre land will be leased to Bargain Rent-a-Car doing business as AutoNation Lexus of Cerritos, which will use the property to store surplus automobiles slated for sale at the Cerritos Auto Square pursuant to the issuance of a City of Cerritos Temporary Use

Permit.

Under the terms of the 10-year lease, AutoNation will pay the City a monthly rent of $10,561.25, with annual increases based on the Consumer Price Index of the previous year. AutoNation will also pay all taxes, maintenance and insurance costs during the term of the lease, which features an option to extend for another 10 years.

The agreement is expected to provide the City with more than $125,000 a year in new revenue.

Vazquez pitched six strong innings, striking out 11 and yielding only a sixth inning single. He faced 19 batters and also went two for four at the plate and scored three runs in a 19-0 victory.

BY LOREN KOPFF @LORENKOPFF ON TWITTER The way Cerritos High junior pitcher Evan Vazquez was pitching, he didn’t need too much run support. In fact, one run would have been just fine, but the Dons decided to add 18 more in their 605 League opener against visiting Artesia High.

Cerritos scored five times in the bottom of the second, third and fifth innings and Vazquez tossed a one-hitter in six innings of work in a 19-0 victory this past Tuesday. It’s the widest margin of victory over Artesia in at least 22 seasons and enabled the Dons to win their third straight game and sixth in their last seven games. In fact, the 19 runs represent the most scored against the Pioneers since at least 1999. Last season, the Dons blanked Artesia 16-0 and overall, have won eight straight over the Pioneers.

“He was pounding the zone and was in command with all pitches,” said Cerritos head coach Brooks Walling of Vazquez.

In just his sixth start of the season, Vazquez had his best outing thus far, going six strong innings, throwing 66 pitches and striking out 11 batters. He was ahead in the count nine times and had a 0-2 count seven times. At one point, Vazquez struck out eight straight batters and he faced one over the minimum.

“I was just trying to stay around the zone; getting good pitches and putting my teammates in a position to win,” Vazquez said. “I really trusted my fastball; that was my main goal, and I saw that my curveball was working. I only used two pitches today. I usually have my changeup and slider, but I felt there was no need today.”

Vazquez evened his record at 3-3 but that’s a little misleading. He got no offensive support in a 4-0 loss to Arlington High on Feb. 16, lost to Glendora High

4-3 in eight innings on Mar. 5 and fell to Murrieta Valley High 6-3 on Mar. 9 in the first game of a doubleheader.

“He has been facing some tough opponents,” said Cerritos head coach Brooks Walling. “His [second] loss was against Glendora. He got the loss against Murrieta Valley, another high-quality opponent. His ERA is down and his walks to strikeouts is a good ratio. He’s just had some bad luck early on.”

Vazquez was perfect until Artesia sophomore left fielder Pablo Vega was safe after he struck out but reached on a wild pitch. Vega would then steal second and move to third on a groundout before Vazquez got junior second baseman Patrick Garcia to pop up. He lost his no-hitter when sophomore first baseman Alex Soriano singled on the first pitch to begin the top of the sixth inning.

“I was telling myself there’s always a ‘what if’,” Vazquez said. “We lost to Glendora on a walk-off and…what if I threw a different pitch? There’s always that time.

You’re always going to learn something new every outing. So, I believe I’m getting better every outing.”

“I take a little credit for that,” Walling said. “We were cruising, and I don’t think either one of us thought that guy was going to be able to get around on a fastball.

It’s something really hard to do.”

Meanwhile, the offense was having its best game of 2019. The Dons (10-6 overall, 1-0 in league) batted around in the three innings they scored the five runs.

Vazquez also helped himself at the plate, hitting a pair of doubles in four at-bats and scoring three times. Sophomore third baseman Nick Hill went four for four with five runs batted in and a pair of runs and senior second baseman Matthew Pinal went three for four with four RBI. Winners are notified and are presented with a window plague, along with photos and a special acknowledgment by the Chamber Board.

Members are encouraged to start their spring cleaning and give their business some curb appeal and a little bit of TLC. The main idea is to recognize members, make the community a bit more attractive and improve the profits of local businesses.

The first award went to Emmanuel Deleage, owner of El Torazo, located at 14201 Bellflower Blvd.

The former site of Fosters Freeze and Lickety Splitz, Deleage gutted the build-

ing, starting from scratch.

“We went through a pretty arduous renovation," said Deleage, "we added a drive thru window, new roof, kitchen and restrooms, and gave the interior a complete overhaul. After two years and eight months getting permits, we began construction in 2018, had a soft opening last November and had our grand opening this past January.”

The new menu consists of tacos, burritos, Mexican bowls, with a variety of protein and vegetables and vegan /vegetarian options as well.

The Chamber is asking for the community to get involved.

But ABCUSD does not ban cell phones at schools.

“Most of our schools ask students to keep their cellphones out of sight so it's not disruptive during class time. We'll have to see the language of the bill [AB 272] to determine what more can be done in our schools.”

The bill cited several instances where other countries and organizations banned or criticized cellphone use at schools.

The London School of Economics and Political Science published a May 2015 study that found that test scores improved significantly at schools that banned mobile phone use, and that the most significant gains in pupil performance were made by the most disadvantaged and underachieving pupils.

The study concluded that schools could significantly reduce the education achievement gap by prohibiting mobile phone use in schools.

Dr. Jean Twenge, who is a professor of psychology at San Diego State University, published a book in 2017 entitled “iGen,” which presents evidence of an increase in depression and suicide among American teenagers that may be caused by increased mobile device screen time and social media use.

According to Dr. Twenge, 8th grade pupils who spend ten or more hours per week on social media are 56 percent more likely to describe themselves as unhappy than those who devote less time to social media.

Moreover, teenagers who spend three hours per day or more on electronic devices are 35 percent more likely to demonstrate risk factors for suicide, such as suicidal ideation, and teenagers who spend five or more hours per day on their devices are 71 percent more likely to demonstrate a risk factor for suicide.”

In September 2018, France adopted a nationwide smartphone ban in all primary and middle schools in order to promote pupil achievement and healthy social development.

"To the extent that smartphones are becoming too much of a distraction in the classroom, I think every school community needs to have that conversation as to when is too much of a good thing getting in the way of educational and social development," Muratsuchi told the LA Times.

BY BRIAN HEWS A study by the Southern California Association of Governments (SCAG) has found that charging drivers a $4 “congestion tax” fee to enter into a 4.3 mile area in West Los Angeles “would almost immediately reduce traffic delays and miles driven there by more than 20%.”

The area is bordered by the 10 freeway, the 405 freeway, 20th St., and Montana Avenue.

The study indicated that charging $4 would increase transit ridership by 9%, increase biking by 7%, and increase walking inside the zone by 7%.

The study also found that some drivers would reduce the number of trips in the area where others would wait until after the congestion pricing is not in effect.

That, in turn, would mean less time for drivers behind the wheel during peak traffic hours.

The SCAG study said the tolls would be assessed through the Fastrack system already in use in California, while also utilizing license plate readers to identify drivers who do not have

transponders.

The fee would be assessed when you enter the area, you would not be taxed when you left the area.

Councilman Mike Bonin, who represents part of the area, took the political road rather than a long-term transit vision of the area, telling the LA Times “this is not a proposal, it's a model, and as models go this probably has as much chance of flying as a model airplane."

Before this could be implemented, state laws would have to be changed and a firm would have to be hired to conduct extensive public outreach.

And outreach would need to be implemented; a poll conducted by SCAG said that only 40% approve of the congestion tax.

SCAG said that the fees generated would reach $70 million per year, which would be invested back into the area to improve public transit such as bus routes, bike lanes, and light rail routes.

Congestion pricing is not without precedent, in 2003 London implemented a congestion fee from 7 AM to 6 PM. In the 10 years since, traffic has dropped 10% in the area has the fee has raised over $3 billion.
