BY TAMMYE MCDUFF The Los Cerritos YMCA has partnered with the Bellflower Unified School District to provide school lunches for children. Because the YMCA has a contract to provide afterschool programs during school and in the summer, they have teamed up with BUSD to make sure that breakfast and lunches are still available to students. For the last week or so the school district has issued information letting residents know if they need a breakfast or lunch that the YMCA located in Bellflower is handing out breakfast and lunch daily. Starting last Monday, March 23rd the Y distributed 150 meals, because that is what was available; Tuesday they gave away 500; Wednesday, 650; Thursday, 948 and last Friday they gave out an unprecedented 1,000 meals to children in the community. Monday through Friday the Y will continue to distribute a prepared breakfast and lunch as long as the Stay Home Initiative continues. Food packages are prepared at the Food Service Center in Bellflower. ”Our hope in the next day or two is to get approval from the state to be able to actually serve the meals from the Center,” stated Jeremy Echnoz Senior Director Executive for the Los Cerritos YMCA,”This way we will be able to have the cars park and not be lined up

BY TAMMYE MCDUFF Over the last two weeks, the Norwalk / La Mirada Unified School District has provided meals daily during the school closure and will continue to provide food as the quarantine moves forward. In their efforts to protect employees and implement “Safer at Home” practices, the Nutrition Services began again Wednesday, April 1st. Beginning at 9:00 am until 1:00 pm, the district will provide five breakfast and five weekly lunches for NLMUSD children from ages one to 18 years of age at Los Coyotes Middle School: 14640 Mercado Ave, La Mirada and at NLMUSD -Central Kitchen:

HMG-LCCN has learned that the ABC Unified School District, following the State Superintendent’s instruction, will close all schools for the 2019-2020 school year due to COVID-19 pandemic. Students were set to return on May 5, but due to the outbreak severity the superintendent opted to cancel the entire school year. According to sources, the District has been working on contingency plans in case the school closure was extended. Classes will still be in session with students learning at home through the ABC Online Learning at Home Program. Students are encouraged to continue to log into to Google Classroom daily and complete their assignments. In a statement Superintendent Sieu said, "State health officials have made it clear that the safest place to be is home during the COVID-19 pandemic. With that in mind, our campuses will remain physically closed for the remainder of the school year through June 10, 2020. Our decision aligns with the recommendations from Governor Gavin Newsom, State Superintendent Tony Thurmond, and Los Angeles County Superintendent of Schools Dr. Debra Duardo that schools remain physically closed for the rest of the academic year."

A report was presented to the Cerritos City Council on March 26 regarding the status of the City’s efforts to respond to the COVID-19 public health emergency. The report included the following information. The City of Cerritos is working diligently to protect the health and well-being of members of the Cerritos community, including residents, volunteers, local business owners and their employees, and City staff. The City is supporting the nationwide effort to mitigate the spread of COVID-19 and is complying with the County of Los Angeles Department of Public Health Officer’s “Safer at Home Order for Control of COVID-19.” At this time the City is continuing to provide all essential services, including water and power, waste collection, sanitation, custodial support and maintenance. Cerritos water meets California’s comprehensive and safe drinking water standards which require a multi-step treatment process that includes filtration and disinfection. This process removes and kills viruses, including coronaviruses that cause diseases such as COVID-19, as well as bacteria and other pathogens. To assist the community, water service from the City is not subject to shut-off due to overdue payment until further notice. In addition, overnight parking and street sweeping restrictions are not being enforced and code enforcement violations are not being issued until further notice. The Cerritos Sheriff’s Station is open 24 hours per day, seven days per week, and Captain Dinh has reported that additional Sheriff’s personnel are deployed in the field to safeguard the community. The Human Services Association continues to provide meals to qualified seniors through a pick-up service at the Cerritos Senior Center. Information about the service is available by calling (562) 9168550. The City also provided the senior participants with a supply of bathroom tissue due to local supply shortages. The Human Services Care Manager ensures that registered Cerritos homebound seniors are checked on regularly through phone visits. Cerritos Senior Center staff are notified if a senior does not respond to the outreach. Staff then arranges for a well check from the Cerritos Sheriff’s Station. The outdoor spaces and restroom facilities at Cerritos Park East and Heritage, Liberty, Frontier and Westgate Parks are open to the public from 10 a.m. to 6 p.m. Recreation Services Division staff is on site at these locations. The community is encouraged to take walks in the City’s parks while being very careful to practice social distancing. All other recreation facilities, plus City playgrounds and outdoor fitness equipment are closed. The Cerritos Senior Center and the Cerritos Library are also closed to the public until at least April 19 and until further notice. Events at the Cerritos Center for the Performing Arts are canceled through at least the end of April. All special event rentals at City facilities have been canceled through the end of April. Staff is assisting clients by refunding their deposits and rescheduling their events. City Hall is closed to the public and can be accessed by telephone or through on-line services. The main City Hall reception desk is being staffed from 8 a.m. to 5 p.m. to answer calls from the public that are placed to (562) 860-0311. The Cerritos Library continues to offer

cardholders e-book and digital streaming services, plus access to on-line research databases. To assist patrons, library card expiration dates have been extended and due dates for materials have been automatically extended through April 30th. Library staff are available by telephone at the Reference Desk and Circulation Desk. Phone numbers and access to digital services are provided on the Library’s website at cerritoslibrary.us. City staff who are reporting to work sites are practicing social distancing and frequent handwashing. City staff who are not on site are completing work and training assignments by telecommuting with support from the City’s IT Division. Information about the status of City services and facilities is posted on the City’s website at cerritos.us. Information is also being disseminated through a Mayor’s Message and bulletins presented on Cerritos TV3; e-mail messages and text messages; City newsletter articles; and press releases. Community members are encouraged to sign up for the City’s E-News service to receive updates by email and text messages. The sign up form is available by clicking on the red envelope in the upper left corner of the home page of the City’s website. The City’s website at cerritos.us will continue to be updated with information about the status of City services and facilities. In addition, a link to “Federal, State, County and School Districts COVID-19 Response Resources for Residents, Students and Businesses” has been added to the homepage and to the Library’s website. This opens a page with a listing of agencies and links to information about relief for items such as student loans, suspension of evictions and loans for businesses. The page also has links to local school districts. In addition, there are links to information about grocery stores offering special hours for seniors and a list of local restaurants with takeout and delivery services. The City has received questions from residents about the number of COVID19 cases in Cerritos. This information is compiled and reported by the County of Los Angeles Department of Public Health. The County’s staff have said that because there are positive cases across the entire County, the public should not think one location is safer than the other. The County aggregates case counts to ensure that there is a geographic area with a population greater than 25,000 to protect patient confidentiality. Following this procedure, the number of cases reported for Cerritos also includes any cases in Artesia. As of noon on March 25, the County listed two cases in Cerritos. The County is posting information daily about the number of cases on the website http://publichealth.lacounty.gov/ media/Coronavirus/locations.htm Public health officials remind us that it is critically important that everyone adheres to all the social distancing measures and practice good public health hygiene, including washing hands as frequently as possible. The County of Los Angeles issued a warning to residents on March 25 about an increasing number of COVID-19 scams. There are several fraud schemes designed to prey on the vulnerable in the midst of the COVID-19 public health crisis. Reports of malicious websites, email schemes, and suspicious links have come to the attention of law enforcement and public officials. The County has said “The public needs to be mindful and careful, and avoid websites, phishing emails, and scams that engage people through false information about the health crisis, and steal personal user information and data. "It’s the ONE question nearly all Social Security recipients are asking: Will I get a Coronavirus stimulus check? If yes, do I get one even if I haven’t filed a tax return in recent years? The answers are YES and YES!," says Jeff Szymanski, political analyst at the Association of Mature American Citizens [AMAC]. The “Coronavirus Aid, Relief, and Economic Security Act” (CARES Act) passed by Congress provides for substantial stabilization of America’s economy during the unprecedented medical crisis now sweeping the country. The Act provides critically needed funding in key areas like expanded unemployment benefits and specific aid to many business segments facing extraordinary disruption, along with financial relief payments to most Americans, subject to income guidelines below. “Under the Act’s provisions, Americans having a valid Social Security number will receive direct cash assistance, specifically including those who receive welfare and Social Security benefits. Relief payments will be $1,200 for individuals, $2,400 for couples, and $500 per child, for individuals with incomes at or below $75,000 ($112,500 for heads of household) and couples with income at or below $150,000. Individuals earning up to $99,000 and couples up to $198,000 will receive a reduced

The Cerritos City Council recently adopted an ordinance to amend Chapter 10.18 of the Cerritos Municipal Code relating to the establishment of truck routes. Hews Media Group ran a story recently that told of a partnership between Grocery Outlet and Neighborhood Life Church. This partnership was simply to reach out to the senior residents of La Mirada in this crisis. Since that article ran – the movement has taken on a life of its own, receiving support from City Councilman Ed Eng, John Lewis, newly elected Couoncilman Anthony Otero, and Supervisor Janice Hahn’s office; donations have come in from as far as South Dakota. The first week 100 food packages were assembled and delivered. The second week, over 200 packages were delivered and Eng has requested that 400 packages be taken to the elderly and homebound each week. “As the need increases, so will be our response,” said David Newman, Pastor Dave of Neighborhood Life Church. The list of residents come in from the La Mirada Activity Center, Resource Center, Meals on Wheels, Long Beach VA, from other pastors and various residents within the city who have seen the Facebook posts or article. The program has grown to serve the communities of Whittier, Norwalk, Anaheim, Pico Rivera, Compton, Long Beach and 25 hygiene kits were donated to the Hope Gardens Family Center for Women and Children in Sylmar, as well as five surrounding senior centers. Residents from La Mirada gather at the Grocery Outlet in La Mirada after hours, and assemble bags of food and necessities which are delivered the following morning by volunteers. “There

is human goodness and we are dealing with a particular crisis and people are showing what they are truly made of,” remarked Newman. Grocery Outlet owners Amanda Paez and Steven Hernandez got together with Newman and Councilman Eng to discuss a community event they wanted to sponsor, but then the COVID-19 stay home initiative was announced. The discussion continues but turned into how they could be good neighbors during this crisis. “We can’t compete with a Walmart,” said Paez, “but there are other alternatives. Being a neighbor is getting out and doing things for your community. Bringing them together to engage, support and get to know one another.” The new goal is to deliver bags of food to every senior’s home for the next six weeks. “Our identity is what drives us. We want to be good neighbors to our city, but to our neighboring cities as well. What we are doing with this program is part of our vision … to learn what it means to be a good neighbor,” said Newman, “ We are teaching in the church and we are teaching on the streets.” Eng and his wife have a community foundation and they donated funds, Councilman Lewis donated funds toward packages, the word spread to the group ‘I Love La Mirada’ who donated $1,200 and that is when Eng contacted LA County Supervisor Hahn’s office who has pledged to donated $15,000. SHORT-TERM RENTALS BANNED IN CERRITOS Residents are reminded that the City of Cerritos prohibits short-term rentals. Short-term rentals refer to leasing or renting a residential dwelling unit (in whole or in part) for 31 days or fewer. The most common types of short-term rentals are vacation rentals and home-sharing rentals, which are both prohibited. Cityapproved and permitted hotels located in
commercially zoned areas are not considered short-term rentals under the ordinance. The ban strives to protect residential neighborhoods from the noise, nuisances, added traffic and other adverse factors that can arise with short-term rentals. Appropriate measures will be taken against those who violate the City ordinance.

y name is Donna Mason, and "I survived the Coronavirus." That sentence sounds like something you would expect to read on the front of tee shirt, telling the world that you have conquered the beast of a roller coaster and emerged unscathed. But I don’t really like roller coasters much. Thinking back I must have caught the virus in December/January on one of the many bus journeys I make on a daily basis. I live in Coventry England, a city that is situated between two Universities, CU Coventry University Group and University of Warwick, both attract a large number of Asian students. On occasion I have shared the bus seat with one or more of those students. I remember I began to have a sore throat at the start of the New Year. However, I annoyingly happen to be one of the millions on this earth who suffers from hay fever. Not only this but I am allergic to many different types of pollen; grass, flowers, trees, and shrubbery that is common to find in much every public garden or park where I live. At first I didn’t think much about that sore throat. There is also the possibility that I may have contracted the virus from a supermarket in the city Centre that is always full of these same international students. Some of the population will only show very mild symptoms whilst others may not even know they are a carrier. Then there are those of us who sadly suffer so badly that they could potentially pass away. At the time this article was written, we had no idea what to look for; giving us a ‘heads up’ to avoid the virus. Internationally every country is being forced to lock down. On a daily basis, we in the UK are being told by

our Government to self isolate and stay home to stay safe. After I my sore throat, which lasted around 10 days, my eyes began to feel sticky and itchy, and my ears felt progressively blocked. These symptoms, I thought were due to a simple common cold, I honestly didn’t think anything more of it until my bones started to hurt

more than usual. I say more than usual’ because I suffer from Fibromyalgia on a daily basis and deal with deep muscle and joint aches and in the winter. It can be very painful. Initially I brushed my symptoms aside, even though I was experiencing all of these at the same time, lasting about a week and developed a persistent scratchy cough. Looking up my symptoms online, I found the National Health Service UK website gave quite a bit of information about the virus. I began to wonder if this was what I was suffering from. I tried to make an appointment with my doctor, but found that no appointments were available for weeks. I did have the opportunity for a phone consul-

However it was the tightness in my chest, the difficulty to take a full breath that actually began to frighten me, this had come on quickly, was persistent and stayed with me for about six weeks. Looking back I have to laugh. Each time I boarded the bus for work – and if I would cough – riders would part in swathes like Moses with his staff parting the Red Sea. All joking aside, I was genuinely scared. The thought of not being able to go even a few minutes without coughing then having to gasp for air meant I could not speak properly. I would cough so hard that my ribs began to hurt. I had friends in Canada, Nevada and California that were telling stories that

this strange virus had started showing up in North America. The whole world has now, quite quickly turned its proverbial head, upside down and completely around. This reminds me of the 2008 movie ‘The Happening’ with Zooey Deschanel and Mark Wahlberg fictionally showing how nature can suddenly decide to fight back against its human inhabitants who have run riot; repeatedly and disrespectfully destroyed this beautiful and perfect earth. This of course is not how COVID19 has infiltrated humanity but it has quickly and masterfully made the human race stop and pay attention to save their own lives. Thankfully I am now better, and the cough has completely cleared with no lingering symptoms. My Mother however who lives with me, she is 68, also fought the virus for more than a week. In February she quickly developed the headache, fever cough and tightness in her chest, which lasted for seven days. She has a compromised immune system, and suffers from Osteo Arthritis. She frequently battles bronchitis during the winter months. I am very thankful that she pulled through. Globally, governments are pleading with residents to stay at home to stop the virus from spreading and relieve some of the pressure on medical services. I infected my mother before I was officially diagnosed, who knows how many other people I may have passed it on to, simply by going about my usual daily routine and using public transport, grocery shopping, chatting face to face with friends. Please, stay home, stay safe and stay connected.

WHITNEY HIGH’S MARK JOHNSON IS THE BACKBONE OF AQUATICS IN THE AREA BY LOREN KOPFF @LORENKOPFF ON TWITTER Whitney High athletic director Jeff Day calls Mark Johnson a monarch of aquatics as well as the head of the school’s athletic department. And as any high school coach goes, so does Johnson, who has been the only aquatics head coach the school has known. In 1984, a little over 10 years after Cerritos High opened, Johnson started the aquatics program there. That was also the same year that the Cerritos Olympic Swim and Fitness Center opened. Five years later, Johnson would become Whitney’s first aquatics head coach. He remembers that when he left Cerritos, he felt Whitney should have an aquatics program since the school is located next to the pool. Johnson began swimming at his friend’s pool in Leimert Park, then moved to Decatur, IL and swam at the YMCA, which he considers his main start into aquatics. Johnson then did the same thing in Lowell, MA before moving to Downey. He attended Warren High and it was around 1971 that he began to get serious about swimming under the tutelage of Jim Montrella, who was the coach at the Lakewood Aquatic Club. “It just took off,” Johnson said. “He merged with a team in Long Beach and we had Olympic swimmers; world record holders [from the] 1968 and 1972 Olympics. He was just a fantastic coach with limited pools. He’s still coaching a little down in Mission Viejo. He took the Lakewood Aquatic Club to the top of Nationals and Junior Nationals. He really developed some great swimmers from scratch. his undergraduate degree. He was on the water polo team for four years and the swimming team for two years. At Yale, his teams were constantly Eastern champions and in 1969, that team was part of the first NCAA Water Polo National Championships. Eight teams were accepted, and the event was held at Belmont Plaza Pool in Long Beach. Yale lost to Long Beach State University 17-1, University of Southern California 13-3 and Colorado State University 9-5. Johnson graduated from Yale in 1971 and after taking a year off, he went to law school at the University of San Diego for two years. “It was expectations,” Johnson said of his career aspirations back then. “Growing up, I always thought I would go to law school. The Ivy League was extremely challenging, but I really fell in love [with swimming]. I was the captain of the varsity water polo team. So, I really got involved with organizing as well and running the workouts, more on the coaching side.” While in San Diego, Johnson started coaching and volunteering the water polo team at University High, which was located across the street from USD. The high school has since moved to a location closer to Del Mar and is now known as Cathedral Catholic High. He never finished law school but came back home and began teaching out of his parent’s home again before a job opened at the Cerritos Aquatic Club in 1975. The coach at that time was Roger Tilley whom Johnson remains friends with. Johnson says he believes the club opened in the 1950s as the Bellflower Bluefins. “My folks took in a bunch of the team and my friends took in other friends,” he recalled. “It was fantastic. It was just so cool. We got beat easily by the locals, but it was just a lovely experience. I got real involved and just fell in love with coaching there.” “I met Mark in 1976-1977 at Cerritos College when my sister and I joined the Cerritos Aquatic Club,” Day remembers. “He had more hair and muscles then, but he was, and still is, the same person now that he was 43 years ago. I remember the practices, meets, games and mostly
the travel each weekend to compete. I looked forward to his comments and encouragement at the conclusion of each event I took part in. Mark has that special magical talent that most of us don’t have. He’s able to connect with everyone he comes in contact with from athletes, coaches, officials, parents and opponents. He praises and makes everyone better through his positive outlook and comments made. Everyone feels special to him.” Day, who has been Whitney’s athletic director since 2017, swam and played for Johnson from 1976-1987 and says he has never seen Johnson angry, but that he has always preached a healthy lifestyle of eating properly, working out regularly and drinking plenty of water. Johnson recalls the challenges of starting an aquatics program from the ground floor when he left Cerritos for Whitney. He said it was difficult but exciting, especially getting contacts to get games scheduled. “The expectations weren’t great because we were just starting out,” he added. “But we had a lot of early success, and not because of coaching. There were just a lot of good kids and a lot of them came from club teams. It was just a ton of fun.” Some of Johnsons’ top moments at Whitney have been coaching several CIF champions and beating Cerritos in boys water polo. In addition, Johnson was thrilled to have started the first girls water polo team at Whitney this past winter. “It was a great bunch of kids; a great nucleus who really improved and got the team identity going,” Johnson said. “It was a lovely season. We certainly didn’t break .500, but that was late in my career to get a new team going.” Johnson said he thinks the ‘Learn to Swim’ program is hugely important and added that he thinks the socioeconomic situation in Cerritos is very solid and the schools are the best. He continued by saying the City of Cerritos has a good population and it’s a very diverse population, which is probably an advantage.

Continued from page 10 Johnson reflects back on coaching some United States Olympians in water polo, like Tom Shields, James Shin, who played for USC, Iko Saito, who came out of Cerritos High and went to the University of the Pacific and Nicolle Payne, who was a water polo goalie at Gahr High, joined the UCLA team in 1994 and started on the U.S. National team in 1995. He also says there have been other kids who went on to play at the academies in West Point and Annapolis. Then there is Whitney junior Alex Mo, who went to the CIF state meet last season and finished in second place with 523.10 points. Mo competes in the Pacific Diving Association, which operates out of the Cerritos Olympic Swim and Fitness Center. Johnson continues to rave about the number of good kids he has coached over time and keeps in contact with. In fact, he chuckled when talking about updating his calendar so he can remember the 400 or so birthdays. He says it the kids, along with the assistant coaches and parents, that keeps him coaching. At 70, Johnson says he isn’t sure how much longer he will continue to coach at Whitney. He hasn’t decided, but it won’t be too long before he retires. “It’s going to be traumatic to even think about it,” Johnson said. “Even with these weeks right now, or this week, not seeing the kids is strange, and I miss them. We’ll see. I’m not exactly sure, but it’s been a great ride. That’s for sure.” As far as the immediate future, Johnson would like to expand the girls water polo program. He says the swimming program keeps excelling and the girls junior varsity team was “unbeatable last year”. He would like to see the tradition carry on. “I like stressing to these kids, they’re all students, but to let them know that they’re student athletes after they’ve been on these athletic teams,” Johnson said. “[I want to] keep the program going with confidence and to build the girls water polo team because it was a really good start and we have a lot of potential.” When Johnson retires from Whitney, he still wants to continue to teach swimming. He is also actively involved in bodysurfing and formed the Chubascos, a bodysurfing club that consisted of Cerritos aquatic youngsters that now ranges from teenagers to those in their 80s. This summer will be the 13th Annual Bodysurfing Championship on the south side of the Huntington Beach Pier in which Johnson and Day will be a part of. Day has competed in previous bodysurfing championships and the two of them are looking forward to the World Championships in Oceanside in August. “He has touched the lives of thousands of Whitney student athletes over the past 34 years,” Day said. “He’s the kindest, most selfless and genuine human being you’ll ever come across. He puts his players before himself, always. Many times, he uses his coaching stipend to cover suits for those that can’t afford them and pays for much of the teams’ banquets when costs rise above.” Day also stated that he would be wrong not to mention Paul McManus, who was a teammate of Johnson at Warren and has coached alongside Johnson at Whitney and in club. He says those two complement each other well.

Basketball, soccer accolades continue as All CIF-Southern Section teams are announced BY LOREN KOPFF @LORENKOPFF ON TWITTER The final high school basketball and soccer games may have been played in late February or early March, but the final CIFSouthern Section awards were handed out this past week, putting the official close to the 2019-2020 season. A total of five area basketball players, plus one girls basketball head coach were recognized one last time. Previously, five area boys and five girls soccer players were named to the All CIFSS team for their respective divisions. Cerritos High junior Alexander Archer was one of 10 players named to the Division 3AA team. Archer led the Dons with 365 points, good for an 11.8 points per game average, this past season and helped guide Cerritos to a 23-8 record and its second straight undefeated 605 League championship. In addition, Archer averaged 22 points, 9.3 rebounds, 5.3 assists and 1.3 steals in three playoff games as the Dons reached the quarterfinals for the fourth time in school history. “I’m so happy for Alex, his teammates and his family for making it on the AllCIF team,” said Cerritos co-head coach Jonathan Watanabe. “He deserved it. Alex becomes the 11th player in school history to make it onto an All-CIF team, most recently following Evan Leonard and Aaron Wright as first team selections.” Previously, Archer was named the 605 League’s Most Valuable Player and was one of five first team players to be named to the 2019-2020 HMG-Community News Winter All-Area Team. In addition to scoring, Archer led the Dons in rebounds, assists and steals this past season. “Alex has been amazing, coming back from a broken arm last season to play in our last six league games and lead us to our first league championship in 23 years,” Watanabe said. Archer also had a knee injury in the offseason between his sophomore and junior seasons and the longtime Cerritos head coach adds that the best part is that Archer is not even close to his full potential. Valley Christian High senior Malvin Payero was named to the All-CIF Division 3A team after leading the Defenders with 560 points (22.4 ppg.). V.C. won its first 11 games of the season and finished 20-9. Payero was also the HMG-CN’s Player of the Year for his accomplishments this past season. His 560 points were 155 points more than the next area player. Finally, Norwalk High senior Christopher Herrera was named to the All-CIF Division 4AA team after leading the Lancers to the quarterfinals. Herrera led the Lancers with 349 points (11.6 ppg.) and was a second team member on the HMG-
CN All-Area Team. Norwalk went 18-12 this past season won 10 straight games at one point and came within three points of advancing to the semifinals. For the girls, it was clean sweep in Division 5AA as Artesia High sophomore
Sydnee McKee and freshman Samerika Young were named Co-Players of the Year and Shonyta Pouncey was named Coach of the Year. “Again, that team, myself…we’re just blessed,” Pouncey said. “I’m honored, I’m humbled…man, I can’t really even put it into a bunch of words. A House vote on the bill is expected to take place on Friday, March 27. The City’s Community Development Department is preparing potential economic development tools to stimulate local business activity. In addition, all City Departments and services are now tracking costs for staffing, supplies and equipment related to COVID-19 preparation and prevention. Continued from page 1 was a Democratic majority on the council and replaced it with Edwards, Solanki and newcomer Vo, who eked out a win over ABC Board Member Sophia Tse by less than 90 votes. All three were against the sales tax increase measure, a measure that would have brought $11 million into city coffers, and a measure that likely drove the very high voter turnout of over 44% that propelled them to their respective wins. The recipient of the petty politics-asusual Republican majority was former Mayor pro tem Frank Yokoyama. It was similar to a 2013 political stunt where Bruce Barrows, Carol Chen, and the newly elected George Ray voted no, and kept Yokoyama, who was on the Cerritos Planning Commission for seven years and who was Mark Pulido’s appointee, off the commission. There was some nice moments during the video chat/tele-conference when the council honored two-time Mayor Mark Pulido, a somber honoring given the current stay-at-home situation necessitated by the pandemic. Solanki then patted himself on the back, reading a statement describing his accomplishments during the year; this after Solanki was likely the only mayor in California to vote no on a resolution proclaiming the existence of an emergency in Cerritos due to the COVID-19 outbreak. It was a baffling vote, the emergency proclamation triggers a number of things but the most important is that it provides a clear path for the city to apply for reimbursement from the county and the state for what will be substantial COVID-19 related expenses. After the pomp and circumstance, the fireworks began, with the animosity between Solanki, Edwards, and Vo towards Mayor pro tem Frank Yokoyama clearly evident. Edwards, who is chronically ill, and who did not attend the emergency meeting the night before and participated by phone, quickly nominated Solanki for a second consecutive term.

Councilwoman Grace Hu then nominated Mayor pro tem Frank Yokoyama. City Clerk Vida Barone called for the vote, which predictably ended up on a 3 to 2 party line, with Edwards and Vo voting yes to appoint Solanki. After giving a two minute statement on all of his accomplishments during his first term as mayor, Solanki then voted for himself as Mayor of Cerritos for an unprecedented second consecutive term. The floor was then opened for the nomination of Mayor pro tem, with Edwards once again demonstrating his animosity toward Yokoyama, and eschewing experience for party, nominating freshman Councilman Vo. Grace Hu once again nominated Yokoyama, this time as Mayor pro tem, but seeing the writing on the wall, Yokoyama declined the appointment. City Clerk Vida Barone called for the vote, which predictably ended up on a 3 -2 party line, with Edwards and Solanki voting yes to appoint Vo; Vo then voted for himself as Mayor pro tem of Cerritos. It was a bitter meeting for Yokoyama, who nominated and voted for Solanki as Mayor in 2019. The move by the majority to isolate Yokoyama was made even more petty, as

demonstrated by Hu, Pulido, and Yokoyama’s willingness to work together with the Republicans, voting unanimously for Solanki as mayor in 2019 But, once again showing their unwillingness to work together, Solanki and Edwards did not return the goodwill, and voted no on the nomination of Yokoyama as mayor pro tem for 2019; the two were beat out by Hu, Pulido, and Yokoyama, 3-2. Many readers emailed HMG-LCCN after the meeting writing that the vote was clearly predetermined and therefore a Brown Act Violation. The Brown Act prohibits meetings attended by three or more City Council members out of the public eye and guarantees the public’s right to attend and participate in meetings of local legislative bodies. The law makes public officials accountable for their actions to the public that elected them to serve. One reader wrote, “Edwards wanted to be mayor one last time, Solanki and him made that very clear while they were campaigning, and it’s why they ran Vo on the same slate. Then Edwards is the first to nominate Solanki to a never-seen second term as mayor? And then Edwards nominates Vo for mayor pro tem? Paging Jackie Lacey!”

HSIPL-5362(023) PUBLIC WORKS PROJECT NO: 2015-41 FUNDED BY HSIP FUNDS PUBLIC NOTICE IS HEREBY GIVEN that the CITY OF COMMERCE, referred to as “CITY”, invites sealed bids for the above stated project and will receive such bids at Commerce City Hall in the Office of the City Clerk, 2535 Commerce Way, Commerce, California 90040 by the due date of 11:00 AM on Thursday, April 23, 2020. BID BOND: Bids must be accompanied by a bid bond, made payable to the City of Commerce for an amount no less than ten percent (10%) of the bid amount.

CONTRACTORS LICENSE: Contractor shall have a valid California General Contractor License, Class A, General Engineering Contractor, at the time of bid, at the time of award and during the performance of the work.

FEDERALLY FUNDED PROJECT: This is a federally funded project. Federal Labor Standards Provisions, including prevailing wage requirements of the Davis-Bacon and Related Acts will be enforced. Any contract entered into pursuant to this notice will incorporate the provisions of the State Labor Code. Compliance with the prevailing rates of wages and apprenticeships employment standards established by the State Director of Industrial Relations and the Federal government will be required. This is a Federally funded project and Davis-Bacon will be enforced, and where the State and Federal wage rates are applicable, the higher of the two will be used.

DBE: All bidders are required to comply with all applicable competitive bidding and labor compliance laws including, but not limited to, active solicitation of subcontract bids from minority-owned businesses, women-owned businesses, and businesses owned by disabled veterans. Bidders are advised that, as required by Federal law, the State has established a statewide overall DBE goal. This contract is considered to be a part of the statewide overall DBE goal.
