FBI INFORMANT SAYS CENTRAL BASIN WATER DISTRICT RIGGED BIDS

In an exclusive interview, Michael Franchek, the owner of EccoGreen Services based in San Diego County, told Hews Media Group-Community News that he has been interviewed extensively by agents of the Federal Bureau of Investigation regarding a complex case of bid rigging and influence peddling that directly involves former Assemblyman Tom Calderon, and former Bell Mayor George Cole. The massive federal criminal probe appears to be centered on the Calderons, the Southeast Los Angeles County political family that has been in elected to public of-

Local Firefighters Raise Money for MDA
Members of LA County Fire Department Stations 31 and 34 spent this past Friday “filling the boot.” The annual campaign raises money for the MDA. Firefighters were stationed from 9 am to 1 pm at every corner of the intersection at Artesia and Pioneer holding their fireman’s boot which drivers, who were sitting at the traffic light, would put money into for donations. Officals told LCCN that LA County alone would raise well over $300,000 in three days and that the firefighter’s donations from all over the country will be the largest contributor to the MDA. FBI officials have been tight-lipped about the scope of their probe thus far but informant Franchek told Hews Media Group-Community News (HMG-CN) that Federal officials questioned him about how Tom Calderon and George Cole have been on the receiving end of lucrative contracts doled out by several public agencies including those at Central Basic Municipal Water District (CBMWD). A proposed tax by city officials aiming to revamp Norwalk aged sewer pipe system has been met with strong negative reaction from longtime residents and small business owners. The proposed tax idea was put forward by City Manager Mike Egan in attempt to raise needed funds to upgrade and rebuild the municipality’s underground water pipes, some that have not been replaced in nearly 60 years. At a Norwalk City Council meeting recently, several residents took to the podium to denounce the tax hike proposal. Resident Patricia Howe blasted city council members by saying, “everything

Franchek told HMG-CN that FBI Agents have interviewed him about specific large dollar contracts awarded by CBMWD to the Oldtimers Foundation and Water2Save, a Solana Beach company of which Tom Calderon is a Board Member. Cole is a former elected Director of CBMWD and has been cashing in on his political ties through the non-profit Oldtimers Foundation for at least the past two decades. Franchek said that in addition to Cole and Tom Calderon, he has been extensively questioned by FBI agents about three additional key figures; past CBMWD elected director Rudy Montalvo, former General Manager Art Aguilar, and Sally Zuniga Flowers, a former purchasing manager with the CBMWD. Flowers is also the current Mayor of the City of Artesia, as well as a past President of the California Contracts Cities Association. Connecting Central Basin “In July of 2009, I connected with Central Basin Water District,� Franchek said. At that time he said his firm dealt with both local public water agencies and that he had successfully negotiated winning contracts from the US Government. “Back then, 80% of our revenue came from local water districts, and 20% came from Federal water resource projects, and our firm had a reputation for being able to deliver solid work,� Franchek said. He said during 2009 his company EccoGreen Services, created marketing promotional materials and sent them out to every water district in California including the Metropolitan Water District, West Basin Municipal Water District and Central
Basin. Franchek told HMG-CN that he received a call from Flowers who at the time was working for CBMWD as a Vendor Contracting Executive. “Sally called me and said we got a major project and it sounds like something you might qualify for, so I decided to bid on it,� said Franchek. Franchek said that it was the practice of CBMWD to only send bid projects out to three or four preselected vendors and that he later realized that “they already know who was going to get a contract well before it is ever going to be sent out for public bid.� “The deck was totally stacked in favor of Tom Calderon and George Cole at CBMWD, no one else had a chance to apply, they control the votes on the Board of Directors and they control the people who run the CBMWD,� Franchek said. Toilet Bid He said that one of the projects he sought was significant in value and involved retrofitting over 2,000 toilets for customers who reside and own businesses in the City of Maywood. “It was put to me (from Flowers) that city officials in Maywood did not have the expertise needed to complete the project so they contacted CBMWD to do it for them,� Franchek said. “My firm was without doubt one of the most qualified to win that project, there is no question about it,� he said. “We have done this same type of retrofitting for other water agencies and districts up and down California for years.� Franchek said that Flower’s portrayed herself as objective during the bidding process. “She was coaching us, and supporting our company during that bid. By Randy Economy Caltrans will begin demolition work on the Santa Ana Freeway (Interstate 5) Alondra Boulevard Bridge on Friday, June 14, 2013 and will continue for six weekends on Friday and Saturday nights, weather permitting. The project will have a direct impact on traffic in the Norwalk, La Mirada, Cerritos and Santa Fe Springs area, Caltrans officials warn. Three weekends of demolition work are scheduled per each half of the bridge. Full directional freeway closures - in one direction only - between Carmenita Road and Valley View Avenue will take place each weekend through July, with the exception of July 5 and 6. Earlier this week on June 10, Caltrans fully closed the Alondra Boulevard Bridge, a segment of Alondra Boulevard between Freeway Drive and Marquardt Avenue, and the northbound I-5 on-ramp at Alondra Boulevard to prepare the roadway and the structure for demolition, to place detours, barriers and signs and re-stripe the roadway. The Alondra Blvd. Bridge and Alondra Boulevard (between Freeway Dr. and Marquardt Ave.) will remain closed until mid-to-late 2014 for bridge reconstruction, retaining wall construction and roadway improvements on Alondra Boulevard. The schedule for freeway lanes, ramps and connectors is as follows: Friday, June 14 - 10 p.m. to 8 a.m. and Saturday, June 15 - 10 p.m. to 8 a.m. Northbound I-5 Full Freeway Closure: Between Valley View Ave and Carmenita Rd. All northbound I-5 motorists must exit at the Valley View Ave. off-ramp. 10 p.m. - northbound I-5 lanes begin to close. One lane will close at hourly intervals between Valley View Ave and Carmenita Rd. By midnight, the full freeway closure will be in place. 11:59 p.m. to 7 a.m.- Full Freeway Closure on northbound I-5 between Valley View and Carmenita; The work involves the demolition of the western half of the structure. Northbound I-5 Ramp Closures: 11 p.m.- 8 a.m. -northbound I-5 on-ramps at Artesia Blvd, Valley View Ave and Carmenita Rd. Note: the northbound I-5 on-ramp at Alondra Boulevard is temporarily CLOSED. Southbound I-5 Lane Closures: 2 a.m. to 5 a.m. - Additionally, up to two lanes on southbound I-5 will be closed from Carmenita Rd to Valley View for the safety of crews and motorists during demo work. Westbound SR-91/I-5 Full Connector Closure: 11 p.m. to 7 a.m. - Westbound Artesia Freeway (State Route 91) connector to northbound I-5. The 57-year-old Alondra Blvd. Bridge will be widened from a four-lane to a six-lane bridge, with three lanes in each direction, and will also be longer to accommodate a wider I-5 freeway. Cerritos Crime Report for June 3 to 9, 2013 Part I felony crime investigations dropped from 33 the previous reporting period to 21 last week. Robberies and vehicle burglaries remained the same while decreases were noted in residential burglaries, commercial burglaries and vehicle thefts. Cerritos patrol deputies responded to 304 calls for service, down from 331 the week before. The current 2013 weekly average in calls for service is 295. One robbery was logged on Monday June 3 at 9:40 a.m. A male suspect confronted a male maintenance worker with a knife near Questa Drive and Sierra Vista Way and robbed him of over 200 laundry coin box keys, Residential burglaries dropped from eleven the week before to four. Two were the result of open/unlocked doors or windows, one home had a pried garage door and the fourth had a shattered sliding glass door. Laptop computers, cash and jewelry were taken. The 2013 weekly average in residential burglaries remained at 5.3. “Other structure”/commercial burglaries also dropped from four to three last week. A school office had a shattered window but no loss could be determined. A fitness center locker was targeted after the lock was removed and resulted in the theft of a wallet and cell phone. Copper wire was stolen from a vacant building after a door was pried open. The 2013 weekly average in “other structure”/ commercial burglaries is 3.0. Vehicle burglaries remained the same at six. High-volume commercial parking lots were involved in only three. Five of
the vehicles were SUVs and one was a commercial trailer. Purses, wallets, debit cards and a bag were missing. The new 2013 weekly average in vehicle burglaries is 7.8. There were no reported vehicle thefts last week. The 2013 weekly average in this category is now 3.8. La Mirada Crime Report June 3- June 9 Residential Burglary A burglary was reported on the 12200 block of Santa Gertrudes Ave. A suspect was taken into custody at the location in connection with the incident. A separate burglary was reported on the 15200 block of Weeks Dr. A vehicle was taken from an attached garage at the location. The vehicle was recovered several days later. Other Structure Burglary •Tools were reported stolen in a burglary reported on the 15100 block of Campillos Rd. •A burglary to a business was reported on the 15700 block of Imperial Hwy. •No items were reported stolen from the location. •A burglary/forgery incident was reported on the 15000 block of Rosecrans Ave. Two suspects were taken into custody by responding deputies in connection with the incident. •A burglary to a storage container was reported on the 14600 block of Mercado Ave.

Downey Crime Report June 3- June 9 Saturday, June 8, 2013 At 5:30 p.m., a motorcyclist died as a result of the injuries caused by a traffic collision which occurred at the intersection of Phlox and Paramount. The collision occurred when the motorcyclist lost control of his motorcycle and sideswiped a vehicle as he attempted to pass it on Phlox. The motorcyclist was pronounced deceased at the scene. The collision is still under investigation. Sunday, June 9, 2013 At 10:00 p.m., a home was burglarized in the 10400 block of Wiley Burke by an unknown male. The victim arrived home and observed the suspect running through the house, into the backyard, and then over a brick wall. Detectives are investigating. Tuesday, June 11, 2013
At 4:19 p.m., a robbery occurred in the 8800 block of Imperial Highway. The victim reported a suspect walked into the business and brandished a knife. The suspect demanded money and the victim complied. The suspect ran out of the location with the money and out of sight. No injuries were reported. Detectives are investigating.
DUI Checkpoint Rolls into Norwalk Saturday night By Randy Economy The Norwalk Sheriff’s Station, in conjunction with the City of Norwalk Department of Public Safety, will be conducting a DUI/Drivers License Checkpoint on Saturday, June 15, 2013 at an undisclosed location within the city limits between the hours of 7:00 p.m. to 2:00 a.m. The deterrent effect of DUI checkpoints is a proven resource in reducing the number of persons killed and injured in alcohol or drug involved crashes. Research shows that crashes involving alcohol drop by an average of 20 percent when well-publicized checkpoints are conducted often enough. Officers will be contacting drivers passing through the checkpoint for signs of alcohol and/or drug impairment. Officers will also check drivers for proper licensing and will strive to delay motorists only momentarily. When possible, specially trained officers will be available to evaluate those suspected of having drugs and driving while impaired

Downey High student wins photography contest Downey High School student Ana Preciado won the best in show award in the California Streaming Digitial Photography Contest with her photo "The Window." ABC Announces Four New Magnet Schools for 2013-14 ABC Unified School District announces four new magnet schools for the 2013-2014 school year. With the inclusion of the new programs, ABC’s Magnet Schools will now offer full educational pathways for students who have interests in the arts, science, international studies, and accelerated learning. Palms Elementary School in Lake-
wood is now an Accelerated Learning Academy. Students will focus on communication, connections to the real world, collaboration, creativity, and critical thinking through the implementation of new challenging curriculum and rigor; what Palms calls “The 7 C’s of Accelerated Learning.” Students will also visit an Accelerated Learning Lab and will take part in the AVID Elementary program which focuses on study skills and college and career readiness. 6th graders will be introduced to Pre-Advanced Placement curriculum. Additional use of iPads and technology in the classroom will prepare students for the implementation of the Common Core State Standards and the new Smarter Balanced Assessment. Haskell Middle School will become the first STEM Academy in ABC Unified (Science, Technology, Engineering and Mathematics). Through their new SMART Lab and Tech/Media Lab, students will take part in a series of dynamic cross-curricular projects including hydrogen and solar cell projects, robotics, roller coasters, CSI chemistry, recycled dragsters, balloon rocket race cars and many more. ABC Education Foundation The ABC Education Foundation was founded in February 2012 with the intention of supporting district programs in jeopardy due to all-familiar budget cuts and to provide financial assistance for the schools of ABC in order to maintain consistently high-quality educational opportunities for the children of the communities served. It has organized a committed board of individuals that represent businesses, ABCUSD district staff, and community members who donate their time, finances, and expertise. So far, the Foundation has provided nearly $80,000 in funds for teachers, student activities, and services in its first year of operation. In its first year of existence, the ABC Education Foundation organized its board, developed a strategic plan, and developed nine projects and programs that have benefitted over 1,350 students. This is a major accomplishment for a fledgling organization. The ABC Into the Summer Fun Run is the Foundation’s first major fundraiser and will become an annual event focused on building awareness of the Foundation and raising funds to support their annual grant-making

he ABC Education Foundation is proud to launch their very first annual Into the Summer Fun Run on Saturday, June 22, 2013. It will take place at the L.A. County Regional Park located at 19700 Bloomfield Avenue, Cerritos, CA. The Into the Summer Fun Run features a 5K run/walk starting at 7:45am for all ages and also a 2K run/walk at 9 a.m. for all ages. Everyone who participates in the 5K will receive a medal, and everyone who participates in the 2K will receive a ribbon. In addition, there will be a wellness fair providing free health, dental, and other screenings between the times of 7:00am and 12:00pm along with plenty of free entertainment and other attractions. All of the proceeds from the event go to the ABC Education Foundation to support all of their programs and projects that help ensure that all ABC students and schools within the district succeed. Entertainment For your entertainment, ABCUSD’s Into the Summer Fun Run has booked a slew of talent including Urban Xtreme, which was featured on Disney Channel, The School Tour, the ABC district-wide Honor Band, and lots of other surprises! Urban Xtreme is a dance crew with four peppy performers whose message is to fight child obesity. Fun Run participants can observe another anti-obesity campaign with a twist performed by The School Tour, which was founded in 2004 in order to provide friendly and educational musical performances. Urban Xtreme and The School Tour are affiliated partners that have the same goal of educating youth about anti-obesity through music and dance. And just in case you didn’t get enough music, there will be a Deejay provided by A.L. Entertainment as well as the District’s Honor Band at the Fun Run. The Honor Band will perform an epic drum line as well as the “Star Spangled Banner.” After all of the fun, your gas tank might need refueling. Food trucks will be located on-site for your convenience just in case. Wellness Fair If running or walking isn’t your activity of choice, we encourage you to at least come by for the Wellness Fair, which is free to all children and adults! Tri-City Regional Medical Center, The Indian Pharmacists Association of California, Kaiser Permanente Downey, and Ostrow School of Dentistry of USC
are all sponsors of the event. The Tri-City Regional Medical Center will have a diverse team of medical professionals who will provide eye exams, scoliosis screenings, and also foot examinations for adults and children. Tri-City doctors and medical professionals will also issue health education materials. The Indian Pharmacists Association of California will be on hand to administer blood pressure screenings and to measure body mass index for adults. Kaiser Permanente from Downey will participate in the Wellness Fair with a booth that will have health education materials regarding nutrition, physical activity, and health education classes. If your child needs a dental exam, the Ostrow School of Dentistry of USC will be on hand and ready to serve! The USC Mobile Clinic will give dental screenings, oral hygiene instructions (OHI), free toothbrushes and toothpaste, and oral health-related educational literature. The Lestonnac Free Clinic will be on hand to present health care education and outreach. “Swag Bags” will be provided to all the participants of the Wellness Fair for free in addition to all of the free bounty that can be collected at the booths. A designated kiddie zone at the Wellness Fair will offer an opportunity for children to run wild and do kid stuff including face painting and jumpy houses while parents gain all the knowledge to pass on. The YESports workshop will teach kids how to walk and ride their bikes to school safely using a to-scale city street. Children are taught street safety rules, how to read safety traffic signs, and can also participate in a bike skills workshop designed to keep children safe while biking on city streets. Valley Christian football welcomes new coach in first ever spring game By Loren Kopff Although he was hired in early April, the Woodie Grayson era at Valley Christian officially began last Friday night when the school held its inaugural spring football game. In a battle between 22 players wearing maroon jerseys and another 22 wearing white tops, the game was played to a scoreless tie. But it wasn’t about who won or how many touchdowns were scored. It was about promoting V.C. football, especially with Grayson becoming the 13th head football coach in the 68 years the school has had a football team. It was about bringing the V.C. community closer with the upcoming new team that will kick off the 2013 season on Aug. 30 at Duarte. “It was really just a simple concept when Woodie and I talked about it,” said V.C. athletic director Zac Chan. “We wanted something to just culminate the spring practices. We didn’t want to end and say, ‘see you in the summer’. We wanted something fun and something the kids can look forward to; a tradition that hopefully we can build on for years and years and years to come.” “It was just a great atmosphere tonight,” Grayson said. “It felt like an August Friday night, a September Friday night. To have the canteen open, the band and all of the people in the stands, it just felt like a real Friday night football game. I thought it was important to set that tone.” Chan said he received 75 applications when the job became available following the departure of former head coach Erick Streelman. A committee of eight people, including Chan, narrowed that number to 18 and from that, invited 10 for an interview. Three people were then called back for a second interviewed and Grayson won over the committee, mostly because of three specific qualities the committee was looking for. Chan said the candidate’s faith and where he goes to church, his football knowledge and the understanding of a small school system were of the upmost importance in the hiring process. “There were three things that we were looking at for every candidate,” Chan said. “You look for 10 or 12 different qualities within each individual. But there were three that we really focused on that we felt Woodie was the only candidate that met all three.”
Grayson grew up in the Brethren Christian school environment and had spent the past 19 seasons at Mayfair High School, six of which as the co-head coach with Mike Fitch. Chan added that the student body at V.C. extends as far east as Brea and as far west as Torrance but V.C. is still considered a community school. As for the game, Adam Range of the maroon squad led everyone with 97 rushing yards on 15 carries while Jonathan Nicholson of the white team had 32 yards on 11 touches. Chandler Vos on the maroon side caught four passes for 51 yards, all coming from jack Struiksma. “In a spring game, it’s hard to get a run game going,” Grayson said. “But for those young guys up front to actually make some blocks and open up some holes at times to give those backs a place to run…Range ran hard and Nicholson ran well with speed when he had daylight. The quarterbacks, I thought, performed pretty well.”
Cerritos club soccer team getting its kicks in short amount of time By Loren Kopff Wherever Joul Farah is, a soccer team isn’t far behind. The former successful Gahr High School girls varsity soccer head coach has now put together another club team based in Cerritos. In April of 2009, Farah took over the Downey FC Under-11 team and one year later, started the Cerritos Football Club Liverpool Under-12 team. In just three years, the team has climbed up the ladders as one of the top club teams in Southern California. When Farah took over the silver-level team in 2009, it had six players after the team was going to disband. At the time, the team finished the season in third place in the premier division. Over the past couple of years, the team has gotten stronger and stronger. Last season, the team finished in sixth place and allowed 27 goals with an inexperienced goalkeeper between the pipes. The Liverpool advanced to the semifinals of the league cup before losing to North Huntington Beach in a shootout despite outshooting NHB 28-2. “It’s all over the field,” Farah said of his team’s strengths. “Especially right now since we picked up a goalie that is probably the best goalie I’ve ever had. I [also] picked up a sweeper and I picked up a midfielder. They’re making a huge impact on the team.”

When the high school season concluded in March, the team went to the Eclipse Showcase in San Juan Capistrano and finished in third place. After that, it was off to nationals in Lancaster and the Liverpool advanced to the round of 32 where the squad fell to the eventual champions, the San Gabriel Valley-based Albion, in a shootout. The latest adventure for the Liverpool, now an Under-15 team was a trip to the Avalanche Tournament in Park City, UT, a college showcase. The team played three games, losing twice and tying the other one. Farah said in order to be accepted in college showcases, you have to be a high level premier team. In August, the Liverpool will become an Under-16 team but before that, the team is looking to play in more showcases. The CFC Liverpool also has an Under 11-team, coached by Farah’s daughter and former St. Joseph High standout Natalie Farah. While in high school, the prolific scorer received a four-year scholarship to the University of Oregon but played at Cypress College. Alongside Natalie Farah is former Valley Christian star Jackie Roman, a key component of the Lady Crusader’s defense during her high school days. This is Roman’s first coaching experience anywhere. “They are in the same place that the older ones were four years ago,” Joul Farah said of the younger team. “We just need to pick up a few more players.” “They’re getting it; they want to be there,” Roman said. “We have a bunch of girls out there who love to come and play. They’re learning how to play as a team. They see the older girls and a lot of them strive to be like them.” Roman was also a player under many of Joul Farah’s successful and mostly unbeatable club teams and the fact that he is in charge of the CFC Liverpool program, it’s making Roman’s coaching debut much smoother. “I just try to think back to what he was teaching me as a kid,” Roman said. “So, I try to instill that into them now. It’s nice because if I have a question, he’s right there giving me advice.” Among the teams that Joul Farah has coach have been the AYSO Dream Team, the Cerritos Illusion and Gahr, where he had three successful seasons. In fact, in the three seasons before he took over Gahr, with three different coaches, the Gladiators went 5-44-4. In Joul Farah’s first season at Gahr, the team went 11-52 and barely missed the playoffs. Since he left coaching high school, the Gahr program has had four straight losing seasons. But one major problem facing the CFC Liverpool has been a place to practice. Joul Farah says he’s getting no help from the city of Cerritos

Artesia High School has transformed its magnet school program to become an Accelerated Learning and International Studies Academy. Their new program will focus on five key areas. The current selection of Advanced Placement classes will be expanded, giving students a greater opportunity to gain college credit while attending high school. To the same end, students will participate in a duel enrollment program with Cerritos College. Support and intervention programs will continue to be in place to assist students in being prepared for college and career upon graduation or sooner. In addition, the International Baccalaureate Diploma Program will also be offered as a capstone to the programs at Stowers Elementary and Fedde Middle School.

A chemical spill at an industrial business in Los Alamitos last Friday afternoon has resulted in two people being sent to area hospitals, several others being check for minor injuries and the evacuation of a popular light industrial park. According to John Muir, spokesman for the Los Alamitos Fire Department, the incident took place at approximately 1:37 at Appliance SpaceSystems located at 4398 Corporate Center Drive. Muir said that a 55 gallon drum containing nitric acid “over pressurized and began off gassing into the air.” Muir also confirmed to Los Cerritos Community Newspaper that the situation was “stabilized” at approximately 3:15 p.m. and expected the spill to be cleaned up within the next few hours.
