A suspect was placed into custody following a two-hour shelter-in-place lockdown at Cerritos College regarding a potential bomb threat on campus on Sept. 3. The subject entered a math class at approximately 11:25 a.m., disrupting the class, as reported by a student who was present. The campus was closed for the remainder of the day. The subject allegedly left the room in a hurry at about 11:40 a.m. The student who reported these events did not wish to be named due to safety concerns. Two Cerritos College police cars were stationed between the Math Computer and Informational Science building and the Physical Science and Technology building around 11:58 a.m. Students and faculty were instructed to remain indoors and lock all possible points of entry, however, the cause of the lockdown was not made clear. The potential bomb threat was made known via the Cerritos College Twitter account at 12:37 p.m. Initial reports led students to believe that there was an active shooter on campus. RAVE Alert, a messaging system that notifies Cerritos College students of potential threats to campus, were not sent out until approximately 20 minutes after the announcement via the college’s intercom system. At first, students were unable to determine the cause of the alert, believing it to be a drill. Student Ezekiel Brown told the Talon Marks, “ We thought it was a fire alarm and didn’t know what was happening.” “It was both frustrating and terrifying,” said Martha Perez, journalism major, “the alerts didn’t come in until way late, it was all so slow-paced, and it seemed that keeping the students updated was not the priority.” Following the initial threat, the class buildings alongside Alondra Boulevard, including Liberal Arts, Social Science and the Burnight Center were evacuated by campus police and students and staff were relocated to the back of the

The Summer 2019 Cerritos Quarterly Economic Profile, an exhaustive study by Cerritos’ Advanced Planning Department, showed that the Cerritos economic engine idled in neutral in the first quarter of 2019, reporting $7.9 million in sales tax, an increase of only $1,000 from 2018 first quarter. For the first quarter 2019, the Cerritos Auto Square generated the greatest amount of sales tax for the city totaling $2.5 million, compared to $2.550 million in 2018, a nearly $59,000 (2.3%) decrease. Second quarter 2019 versus 2018 vehicles sales declined by 146, but the yearto-date vehicle sales are up by 75 cars. The Los Cerritos Center (LCC) was second in first quarter 2019 sales tax revenue at nearly $943,000, a decrease of $59,000 over $1.002 million in 2018, which was likely caused by the Sears closing. Third and fourth quarter 2018 sale tax revenue for the LCC were $1.051 million and $1.428 million respectively. The Cerritos Towne Center was the third largest first quarter 2019 sales tax generator for the city, tallying nearly

BY BRIAN HEWS This week, the California Assembly passed the controversial vaccine bill SB 276, but immediately after the vote, Governor Gavin Newsom announced that changes would be required before he signed it even though he pledged to sign the measure in June. The bill passed 47-17 where it headed back to the Senate, who passed an earlier version in May. Just yesterday, the Senate, under du-

ress from protesters, passed the bill on a 28-11 vote. The Newsom changes to the measure were substantial but probably not enough to calm protestors, and will be needed to be put in another bill. This marks the second time Newsom asked for the legislation to be watered down after he said in June that the new bill would create a “immunization bureaucracy.” The author, Senator Richard Pan, al-

Los Angeles County Sheriff’s Norwalk station deputies responded to the 13900 block of Imperial Highway in la Mirada at approximately 2 p.m. Tuesday regarding two unattended children locked in a vehicle call. Deputies were able to unlock the vehicle through a partially open window. Both children were transported to a local hospital for assessment and later released to deputies. DOWNEY’S RIVES MANSION TO BE CONVERTED BY TAMMYE MCDUFF After an hour of ‘technical difficulties’ with Downey City Hall having issues with their audio visual and Wifi connection, the Downy Planning Commission finally got underway with the discussion of the controversial plan to turn historic Rives Mansion into office space. Mansion owners Erika De La Teja and her husband had previously submitted plans to refurbish the mansion and convert the once residential home into nine commercial office spaces with the addition of a 1,200 square foot coffee shop and juice bar. The historic mansion was constructed by James C. Rives who travelled from Georgia to Los Angeles as a young child with his family in the late 1860s via oxcart. He dropped out of school at age 14 to help support his family following the death of his father, a pioneering doctor in Los Angeles. The mansion was built by Rives in 1910 and is listed on the National Register of Historic Places. Designed by Los Angeles architects Neher and Skilling, the facility was constructed in a typical Georgian revival during the Craftsman Movement and originally had six bedrooms, three bathrooms, a library, dance hall and a large water tower which stands over a retired well. The property currently consists of the main house, the water tower and walnut drying shed often referred to as a carriage house. The property at one time included a small office building which was added in 1948. As defined by the California Environmental Quality Act, the property is a historical resource and any renovation

or construction must comply with the Secretary of the Interiors Standard of Treatment of Historic Properties. GPA consulting was contracted by the City to review the proposed project and ensure that the project complies with rehabilitation standards. The three historic buildings on the site are proposed to maintain their existing building footprint but will undergo repair and refurbishing to the exteriors along with interior tenant improvements to change the use of the buildings from residential to office use. The Mansion will contain nine offices, while the water tower will contain one small office and a restroom and the Carriage house will contain an open floor plan on both floors. Historically correct landscaping has been approved as period appropriate. Proposed trees include Camphor; Box/ Brisbane; Italian Cypress and Dwarf Magnolia. Plants and shrubbery will include Japanese Boxwood; Floribunda Rose and White Flower Carpet Rose which were common during the time the Mansion was erected. Many of the residents who attended the meeting, the third meeting related to Rives, agreed that residential use was no longer feasible and seemed to be in favor of the commercial use of the historic building. The one aspect of the renovations that did not sit well with residents and commissioners was the proposed café with several calling it an “eyesore.” According to staff, the existing rightof-way complicated the placement of the café. Chairman Steve Dominguez stated the café was destroying the beauty, the value, the aesthetics, and the history. “We take a look at the property,

its historical value, the photographic rendering, I will be honest with you, if it was me I would ask myself what I am doing. If you are sincere in wanting to maintain the Rives Mansion, then why are we dealing with this retail eyesore?” The subject of public access was discussed with the feeling that the building should provide some sort of educational and historic significance. The Commission decided that the owners will need to work with the Downey Conservancy and Downey Historical Society to have the grounds open for tours. De La Teja had no issue with that, indicating it was always going to be public access on the grounds. “It was our intention to always grant public access, if the City would like to provide somebody that can schedule the

tours, we don’t see a problem with that. It’s a landmark so I’d assume people would be curious and they’d want to see it…it doesn’t bother us.” The Planning Commission went well over six hours finally approving on a 3-2 vote with Chairman Steve Dominguez and Commissioner Patrick Owens opposed. Cerritos resident Jim McMahon remembered the building well, "when I was kid living in Downey, I remember how green this building grounds were. They had lavish parties which drew large crowds of people. Parking around Rives was always full of Cadillacs, Lincolns and Continentals. The mansion was located near Downey Post Office, Paramount Chevrolet, Port Mar Restaurant and Downey Schwinn Cycle Shop. Good to see it will be renovated."

information is more important than ever. A community with a strong newspaper is a strong community. Recent research says both readers and non-readers substantially benefit from their newspaper: cleaner government, better economy, more folks willing to run for office, better environment, lower government debt, less corruption. Newspapers create a community forum for the betterment of all. Newspapers aren’t Uber or Lyft. It also isn’t an unfathomably complicated task to provide relief for newspaper carriers without opening the door to those who seek to exploit workers. For the past 40 years, newspapers and carriers have complied with a stringent regulation that governs when a newspaper carrier can be considered an independent contractor. This test is tough but fair, and solely applies to newspaper delivery, yet it won’t be worth the paper it’s printed on unless AB 5 is amended to recognize it. If the legislature adjourns without helping newspapers and carriers and the communities they serve by simply recognizing the stringent test that has worked for the last 40 years, it won’t kill all newspapers immediately, but it might kill some. And it will definitely be a major blow to an industry already facing declining revenues. In the long run, though, this failure of the legislature to act would be a tipping point in the history of California newspapers and the public’s right to know. Thomas W. Additionally they accompany the Downey Police Department and the Downey Public Works Department on a twice-a-month outreach to homeless individuals to provide case management, connections to resources and real time support. LA MIRADA WILL TEST EMERGENCY SYSTEM The City of La Mirada uses an emergency alert system through the My La Mirada smartphone application to send official, real-time alerts during a disaster or crisis. La Mirada residents are encouraged to download the app and sign up to receive emergency notifications. “The My La Mirada app is an important tool the City will use to communicate with residents during a crisis situation,” said Assistant City Manager Anne Haraksin. “The app gives public safety officials the ability to provide crucial information in

JOHN GLENN UNABLE TO SOLVE DOUBLE-WING OFFENSE, BLASTED BY FAMILIAR COACH’S NEW SCHOOL BY LOREN KOPFF @LORENKOPFF ON TWITTER When Jesse Ceniceros took over the Norwalk High football program in 2008, his teams dominated city rival John Glenn for seven seasons with high powered, double-wing offenses. Now, Ceniceros is with his new team, El Monte High, and the results are still the same. The Lions walked into Glenn’s new on-campus stadium last Friday night and walked away with an emphatic 78-36 victory that was not as close as the final score indicated. Glenn trailed 54-6 at the half and could not generate much on offense. On top of that, the Eagles were losing players right and left with one injury after another, including star senior running back Edwin Udengwu. “In no way am I going to be in a position to where I ever quit on a team,” said Glenn head coach Vince Lobendahn. “We went down some guys; we got injured. We had to fight through it and find a rhythm. We failed to come out in the first half and showed up in the second. But like anybody else, they see the weaknesses on mine and I see the weaknesses on theirs. And as long as we can exploit each other, where can I correct when I face another team like this? What can I do to get better at what I didn’t do in this game?” Ceniceros went 58-28 at Norwalk with two trips to the CIF-Southern Section semifinals and an appearance in the 2013 divisional championship game. But

he said his trip back to the city of Norwalk wasn’t all that sentimental. “To be honest, not really,” Ceniceros said. “It’s sentimental more [because] I came on these facilities that are amazing and to know that a lot of kids that I was able to coach at Norwalk High School, which were the ones out there making phone calls and going out and getting the work done so that [Measure G] bond could get passed so that the kids of Norwalk could have facilities like this. This is amazing. I haven’t seen facilities like this in a long time.” After the Lions scored on the third play of the game-a 28-yard touchdown run from Davon Booth, the Eagles drove down the field and were in position to get a 25-yard field goal from Charlee Gonzales. However, the play turned into a fake and senior Davione Keith scampered 17 yards to the endzone. But after that, it was all Lions in few plays. El Monte, who moved up from third to the CIF-Southern Section Division 12’s top team following the win, scored on all six first half possessions, consuming a second beyond six minutes and on 15 plays. The Lady Dons (4-4) visited Norwalk on Sept. 5 and will stay on the road next week to face Warren High on Tuesday and Chadwick High on Wednesday. Cerritos will not play a home match until Sept. 19. Gahr is coming off a thrilling five-set win against Marina High last Thursday and hosted St. Anthony High on Sept. 5 before travelling to Norwalk on Tuesday and visiting Downey High on Thursday in the San Gabriel Valley League opener. John Glenn High was swept by Anaheim High this past Wednesday and will host St. Paul High on Monday while Norwalk, which won four of its first five matches, lost the next four entering its Aug. 29 affair with California High. The Lady Lancers will travel to Montello High today in between the Cerritos and Gahr matches. V.C. has been alternating wins and losses and entered this week with a 4-4 mark. The Lady Defenders visited Mayfair High this past Thursday and will compete in the Kennedy Tournament on Saturday before hosting California High on Wednesday. CERRITOS BLOWS OUT FIREBAUGH IN SCHOOL’S FIRST VARSITY ON-CAMPUS GAME BY LOREN KOPFF @LORENKOPFF ON TWITTER The Cerritos High football team stepped away from Dr. Hanford Rants Stadium on the Gahr High campus last Friday afternoon to do something no other varsity team in school history had ever done. For the first time, the Dons hosted a varsity game on campus and although the temperature at opening kickoff was 88 degrees and never changed throughout the contest, the game and everything around it was a success. Cerritos scored on six first half possessions and added a safety in the first quarter en route to a 46-8 conquest in which a

It was the season-opener for the Dons, who produced 433 yards of total offense. “It’s very important because one of the first things I said when I was hired was Friday nights are not about football teams,” said Cerritos head coach Barry Thomas of the home day game. “It’s about the entire school; it’s about the community. So, we wanted to do something like that for the community and for the school and generate some enthusiasm, obviously. The players worked hard, but it’s about the school; it’s about school spirit and 10, 15, 20 years from now, nobody will remember scores, but they’ll remember experiences and they’ll remember, ‘hey, remember that game we played during the day’? It’s about the experiences that they can’t take away.” On the first play of the game, following a 45-yard kickoff return from senior Christian Dantzler, senior quarterback Nick Lightell launched a 40-yard touchdown pass to senior wide receiver David Huh. When the Dons got the ball back, it took six plays before Lightell connected again, this time to junior wide receiver Chaz Sanchez for a 40-yard strike and just over four minutes into the game, it was 14-0. The Cerritos defense, which was stellar against the CIF-Southern Section Division 14 team that has 27 players, posted a safety on Firebaugh’s 10th play of game as Tommy Lopez was tackled in the endzone by senior linebacker Jaden Barrett. Then on the next play, Lightell threw a 35-yard touchdown pass to Dantzler, making it 23-0 with 3:29 remaining in the opening quarter. It all wasn’t about the pass game as junior running back Moises Vargas scored on a six-yard run early in the second quarter. The defense would have a say again in the next score, which came 14 seconds later. Senior Gilbert Cobian recovered a fumble on the ensuing kickoff, then Lightell and Huh hooked up with an easy sixyard score. The final Cerritos touchdown came with 2:00 minutes remaining in the half when sophomore backup quarterback

Meanwhile, the Dons got a 23-yard field goal from senior Noah Garcia in the fourth quarter, capping off a 17-play drive. Lightell completed six passes in seven attempts for 156 yards while Vargas rushed for 74 yards on nine carries. Sophomore Conner Defrain played the entire second half and picked up 50 yards on 11 carries. Huh and Sanchez each caught two touchdown passes as the Dons host Bolsa Grande High tonight at Rants Stadium. Last season, Cerritos crushed the Matadors 68-27 as Lightell threw for 481 yards and a school record seven touchdowns. “It was good,” Thomas said. “The score doesn’t matter, like we talked about earlier. It’s about our details and we’re going to find out what details we missed and try to improve on those. You can always get better.” As far as if Cerritos will have another on-campus football game, Thomas said there were lots of moving parts to pull this one together. But he wanted to thank the Cerritos High administration, principal Patrick Walker, the band, the baseball team working the chains, the boys soccer team moving things around and the ABC Unified School District maintenance personnel bringing temporary bleachers, among others. “Everybody had a great attitude, everybody wanted to see this thing go off successfully,” Thomas said. “My booster club, the sports med department, everybody…it was a total community effort.”

a new one -story commercial building, which will house a French-Asian restaurant/cafe/bakery named Tous Les Jours. The bakery will be operated by CJ Foodville, and will be the company's first corporate-operated flagship bakery restaurant. Construction is anticipated to be completed by Fall 2019. Lincoln Station Shopping Center Phase III of the project renovation included upgrading the exterior facade of an existing building, which includes Blooming Asian Fusion Cuisine and other in-line stores, to the City approved contemporary design. Phase IV of the project includes the remodel of the former Chase Bank building. The applicant has submitted tenant improvement plans to divide the former Chase Bank building into three separate lease spaces to provide for food, beverage, and retail uses. The entire renovation project, including the remaining landscaping installation, is scheduled to be completed in Fall 2019.
