City of Cerritos approves pedestrian circulation plan requirement In an effort to improve the safety of pedestrians, the Cerritos City Council recently amended Chapter 23.90 of the Cerritos Municipal Code to require the submittal of a pedestrian circulation plan for all major construction projects. As defined in Section 23.01.030 of the Cerritos Municipal Code, major construction projects include the development of a parcel or unit of development, construction or relocation of any buildings or structures, the substantial alteration of buildings or structures, and street construction or any grading. The amendment requires that the pedestrian circulation plan be prepared by a qualified professional and be submitted as part of a precise plan application. The circulation plan must include a combination of measures and devices to accomplish a safe, functional and attractive environment for pedestrians, including dedicated, separated pathways where feasible; distinct paving surfaces for pedestrian walkways that traverse vehicle drive aisles; and barrier elements such as site furnishings, landscape planters, pots and bollards. Landscaping should be used to soften the appearance of the safety amenities and barrier elements should consist of high-quality materials that are complementary to the architecture of the site. City requires construction debris to be diverted from landfills The City of Cerritos’ construction and demolition debris diversion ordinance requires a 50 percent diversion rate for debris from projects that are 900 square feet or larger. Diversion refers to the recycling or reuse of materials to prevent them from being disposed of in landfills. To comply with the ordinance, businesses have two options. The first option offers the convenience of contracting with CalMet, the City’s waste hauler, to remove the debris. To contract with CalMet for this service, residents may call CalMet at (562) 869-0901 and speak with customer service to order a disposal bin. After CalMet picks up the debris, the diversion rate becomes the company’s responsibility. A second option allows businesses or contractors to haul the waste to a facility of their choice. Businesses or contractors who use this option will be required to obtain receipts from the facility that list the amount of total and diverted debris. The business or contractor will also have to pay a deposit of $.50 per square foot of the project size to the City. The deposit is fully refundable if the requirements of the ordinance are met. The California Integrated Waste Management Board requires the City of Cerritos to take appropriate measures to meet the State mandated 50 percent solid waste diversion goal. Walmart expansion approved The Cerritos City Council has approved a project to expand the Walmart in the Cerritos Towne Center. The project includes the addition of approximately 25,200 square feet on the eastern portion of the existing building. The addition will be primarily for the sale of grocery products. The exterior of the expanded portion will match the existing architectural style of the building. The McDonald’s, Walmart portrait studio and Walmart vision center inside the current store will be removed during the expansion project. As part of the expansion project, Walmart will install a roof-mounted solar panel system. The low-profile system will
be screened from ground level view by the building’s parapets. The new solar system is expected to generate approximately 24 percent of the electricity required for the Walmart store. In addition, a new loading dock will be constructed at the northeast corner of the expanded store. Rows of palm trees will be planted along the two main drive aisles. Upgraded signage to match Walmart’s current branding is also planned. Once expanded, Walmart is expected to employ an additional 55 people. The expansion construction is scheduled to start in late 2011 or early 2012 and is expected to be completed within one year.
