Former Compton Grant Writer Paid $190,000 by Commerce to Negotiate City's Cannabis Licenses The “business consultant” was reportedly placed on administrative leave for questionable use of Compton city credit card. BY BRIAN HEWS The mission of the Grants Division for the city of Compton is to “secure, manage and administer local, state and federal grants, providing grant-related support to City departments and area non-profits.” Renea Ferell worked in the Division, writing grants for the City for seven years, earning $64,000 in 2011, $83,000 in 2014, $89,000 in 2016, and $84,000 in

2017, according to the website Transparent California. During Ferell’s employment in Compton, she managed to establish a corporation called Klimt Consulting LLC in 2017, which, according to the Secretary of State’s website, is registered as a business consulting firm. Klimt has had three corporate addresses, two at single family homes, with the latest at 8939 S. Sepulveda Blvd. Suite number 110-784 in Los Angeles. But that is where any semblance of a limited liability corporation ends. A check online shows the 8939 S. Sepulveda Blvd. Suite # 110 address to be a UPS store; the 784 is a P.O. box number. A previous address was listed at 623

West 77th Street in Los Angeles, with title documents showing a 2,000 square foot triplex that was transferred to Ferell for zero dollars in September 2016. At the end of 2017 Ferell listed a new corporate address as 3500 West Manchester Blvd, Unit #467, which is a Planned Unit Housing Development in Inglewood owned by Loretta Ferell. In addition, Klimt does not have a company website or Facebook account; Klimt does have a Twitter account created in June of this year with no tweets or followers. Despite the questionable corporate presence and apparent lack of experience, Ferell and Klimt somehow landed a $195,000 contract with the city of Com-

merce to “evaluate individuals or companies applying for cannabis licenses in the city of Commerce.” Apparently the discrepancies did not cause concern to Alvarez-GlasmanColvin based City Attorney Noel Tapia, Mayor John Soria, Mayor pro tem Ivan Altamirano or Councilwoman Oralia Rebollo; all three elected officials voted twice to approve the Klimt contract. Council-members Hugo Argumedo and Leonard Mendoza have both voted no for the contract. It also did not matter to them that Ferell had a very questionable career with Compton. The Bellflower City Council voted unanimously this month to enter into a settlement agreement regarding the growing homeless situation in the community. The lawsuit provided a framework by which public entities can provide temporary shelter for homeless individuals. Bellflower is the first city in Los Angeles County to consider this litigation as part of a solution to address homelessness. At a special City Council meeting held Monday, September 16, 2019, the Council voted to authorize Mayor Sonny R. Santa Ines to enter into a Settlement Agreement with plaintiffs in the Orange County Catholic Worker, et al.,v. Orange County, et al. (Case No. 8:18-cv-00155 DOC (JDE)) pending before the Honorable Judge David O. Carter in the United States District Court for the Central District of California, Southern Division. The City Council anticipates that the City’s agreement with the plaintiffs in this matter would help move homeless individuals from the streets into appro-

The Greater Los Angeles County Vector Control District (GLACVCD / District) has confirmed 11 additional mosquito samples positive for West Nile virus (WNV). This brings the total number of samples positive for the virus within the district’s service area to 39 this year. Positive samples were collected in six new areas: Hawaiian Gardens, Huntington Park, Los Feliz, Norwalk, Pico Rivera and Sherman Oaks. The GLACVCD reminds residents that mosquito control is a shared responsibility and residents must take an active role in reducing the threat of WNV in their neighborhoods. West Nile virus is endemic in Los Angeles County, and the summer heat can increase virus activity and mosquito populations. So far this year, 89 WNV human cases have been reported in California, four of which were identified by the Los Angeles County Department of Public Health. Three of La Mirada’s prize historical structures occupy Neff Park - the Neff home, George house and the Carriage Barn. Funding had been scarce for the historical home and roof repairs were in dire need. If you had walked through the house

a year ago, obvious cracks in the ceiling that trickled down to the walls could be seen. Covering the 125 year old home was a thin blue tarp that was unable to keep the rain out. The upper roof caved in causing the damage to the second floor and plaster to fall into the first floor parlour. With the lack of sufficient volunteers, finding the correct contractor who understood historical renovations and materials, took time.

For many years the Chamber was quietly plodding along with a few community activities and a small number of dedicated La Mirada businesses. However with a brand new executive board and ‘Chamber Champions’ they are out and about and can be seen at city activities or hosting grand openings and ribbon cuttings, and breakfast meetings. “The most exciting thing to happen with the Chamber is an agreement by the Board to rebrand it,” said new Board Member Consultant Noel Jaimes. "We decided to start by marketing ourselves via print and social media while simultaneously creating a brand new website." The organization has made a fundamental change by becoming a ‘virtual chamber’, embracing a virtual office by online membership applications and electronic collaboration. While giving up a brick and mortar office doesn’t work for every chamber, doing so in La Mirada has worked out

Jaimes adds that in terms of networking as in years past- is now recreated through Facebook, Snapchat, Instagram and other social platforms such as podcasts and YouTube. Long time supporter and current Chamber President Richard Trujillo agrees that he likes the direction the Chamber is heading. “I have been a member for 30 plus years, and with the

help of Mr. Jaimes and Ms. Anna Castro of Edward Jones, and the support of numerous old and new businesses, I believe we are heading in the right direction.” Castro, who is Vice President of the Chamber, has been a member for four years, “I have learned much from the Chamber. Seeing it change from an outdated platform to one that is much more relevant for our community and today’s changing society, allows more and more people to become involved and ‘have some skin in the game.’" “Young business people – the under 40’s group – rely more on social media for information, connecting and promoting their business,” comments Jaimes, “ We want to be able to pass the baton, if you will, to the younger business generation and have it fully functional and ready for their improvements and successes.”

EARLY CHILDHOOD STEM PROGRAM OFFERED IN DOWNEY

THE GOAL of the Early Childhood Program program is to introduce children to science, technology, engineering, and mathematics at an early age.

BY TAMMYE MCDUFF In partnership with Caltech's Children's Center in Pasadena, the Columbia Memorial Space Center has renovated its early childhood development program and indoor space. The Early Childhood Program is geared toward young children ages two to five years of age. A new STEM curriculum will encourage children to work on fine motor skills, language development, and active listening and will expose them to art sensory exploration and pre-writing activities. The goal of the program is to introduce children to science, technology, engineering, and mathematics at an early age. Throughout the six week program, children will be learn about various topics including light, motion, air, shadow, water

and robotics. This is the same course that the Space Center held earlier this year with adjustments to a younger audience. Parent participation is mandatory. Early Childhood Program will meet every Tuesday and Thursday, beginning October 1st and continuing until November 7th. Classes begin at 8:00am for an hour and a half at the Columbia Memorial Space Center. When registering, please remember this is a six week course with two classes each week, not just a single session. This is a free pilot program and is limited to the first ten child-adult pair who registers. The Space Center hopes to debut the official program this year, with more chances for young learners to participate. Norwalk High School recently placed second in the national Channellock® Trade School Trade-Up competition. The competition challenges students to create a one-of-a-kind video showcasing their team’s technical skills in action. Videos are judged based on creativity, passion for their respective trade, and the impact made on their community with the help of Channellock® tools. Teams must be made up of students in auto, plumbing, welding, electrical, or HVAC trades. NHS won 2,500 and Channellock® tools for their classroom.

To protect the health and safety of the public and birds and animals, feeding wildlife is prohibited at Cerritos recreation facilities with areas of water. Heritage Park experiences the highest number of patrons feeding wildlife. As a result, the increased accumulation of excrement and uneaten human foods at the bottom of the pond, walkways and surrounding areas of the park contribute to a continuous decline in the water quality of the moat. Signs banning wildlife feeding are posted at all Cerritos facilties with water.

La Mirada HS teacher pleads not guilty to molestation charges

La Mirada High School teacher Michael Rodriguez, 47, who was recently arrested and accused of molesting five students on campus between Sept. 1, 2018 and Nov. 30, 2018, pleaded not guilty to the charges in Downey Superior Court. Rodriguez was arraigned on five counts of misdemeanor child molesting, according to Ricardo Santiago, a spokesman for the Los Angeles County District Attorney’s Office. There are five victims, all girls. The victims reported the alleged molestations to NLMUSD school officials who subsequently notified the Los Angeles County Sheriff’s Department, Ruiz said. NLMUSD officials then immediately placed Rodriguez on administrative leave, weeks later, the DA’s Office filed charges against Rodriguez. La Mirada High School principal Lisa Reed declined to comment and referred HMG-LCCN to a statement on the Norwalk La Mirada Unified School District’s website.

STAFF REPORT Congresswoman Lucille Roybal-Allard (CA-40) visited the Downey Council PTA H.E.L.P.S. (Health Education Local Pantry Service) Program at the Barbara Riley Center. The program provides temporary emergency food to Downey residents and families of DUSD students. Cheryl Juarez, Dorothy Pemberton, and Kim Sodetani briefed the congresswoman on the food pantry’s operations, and the congresswoman thanked them for all that they and their program are doing to help fight hunger in our communities. Families in the program receive nonperishable food items and bread once every other month. In addition, the pantry accepts donations of food and/or gift cards to local markets, and Downey Unified Schools also collect food during the school year.

These matters arose after the Ninth Circuit’s decision regarding Boise, Idaho in 2018. “I want to thank my colleagues for taking this bold and necessary action,” stated Bellflower Mayor Sonny R. Santa Ines. “I know that there will be some controversy surrounding it, but I firmly believe that this is the right path for the City of Bellflower to take.” The final Settlement Agreement was considered by Judge Carter at a hearing held Monday September 23, 2019 in Santa Ana. As reported by Councilman Juan Garza the City of Bellflower became the first city in Los Angeles County to sign

onto a landmark homeless settlement agreement with homeless plaintiffs under the auspices of Judge Carter. “A tremendously huge thanks to the Honorable Michele Martinez, our Mayor Sonny Santa Ines, my city council colleagues, and our city staff for their unending desire and drive to improve our city,” said Garza, ”This agreement will empower our city to connect those that want help, with help. It will also empower the city to restore our resident’s and businesses’ quality of life by being able to enforce the anti-camping laws once again.” At the Bellflower Chamber meeting Councilman Dan Koops addressed the hearing. He discussed the results of Judge Carter and [paraphrasing] stated that if there are homeless that ‘have connection’ within the city, they are considered residents and should be treated as such. However if they are not considered as city residents , then authorities have 48 hours to asses individual needs and help to place those homeless in appropriate housing, health facilities or relocation. Koops added “It was a historic day for our city, our region, for saving lives, and a big step in solving, not managing, homelessness.”

There has been a recent increase in sightings of coyotes throughout Cerritos and nearby communities. Residents should take the following precautions to avoid encounters with the wild animals: • Feed pets indoors • Eliminate potential food and water sources, such as fallen fruit or standing water. • Keep yards free of thick brush and weeds. • Enclose the bottoms of porches and decks. • Keep dogs on a leash at all times when outdoors. • Keep small animals inside or supervised when outdoors. A fenced yard will not protect small animals because coyotes can easily scale residential fences. Domestic dogs are especially vulnerable to coyote attacks. Adult coyotes are mainly active at night or in the early morning hours, while young coyotes are often active during the day. California coyotes have adapted to residential neighborhoods, parks and open spaces in urban and suburban areas. They are especially prevalent in areas bordering a flood channel.

Residents who see a coyote in their neighborhood should try to scare it away by shouting, throwing rocks, blowing portable air horns or acting in other aggressive ways in order to reinforce the coyote’s fear of people. Motion-sensitive lights on houses or outbuildings may also deter coyotes from approaching. The City of Cerritos contracts with Long Beach Animal Care Services to provide a wide range of services, including coyote management. The City of Long Beach has a comprehensive coyote management plan and that plan serves as the de facto plan for Cerritos by extension of the service contract. The majority of cities in the region all have similar coyote management plans as each plan must be in accord with the regulations established by the California Department of Fish and Wildlife. WEEK FOUR FOOTBALL NORWALK CONTINUES TO HAVE BREAKOUT SEASON, STUNS CALIFORNIA WITH SOLID RUNNING GAME BY LOREN KOPFF @LORENKOPFF ON TWITTER A fast start against a team that was previously undefeated and ranked sixth in the CIF-Southern Section Division 11 poll was what upstart Norwalk High needed last Friday night at Excelsior Stadium. The Lancers took over seven minutes off the clock to begin the game, then the defense recovered a fumble on the ensuing kickoff, leading to another score. Just like that, Norwalk had a 14-0 lead before California High even ran an offensive play and held on for a hardearned 21-15 victory. The win avenged a 45-0 loss to the Condors last season and for some, this may have been a statement game. But if you ask Norwalk first-year head coach Dean Gray, he’ll tell you otherwise. “It’s one game at a time guys,” Gray said. “It’s one game at a time. The kids had a great week at practice and they’re believing in the coaching staff. They’ve been working hard ever since February in the weight room, and it’s paying off. But all the credit goes to the kids. They’ve turned this around and they’re believing. We’re always the smallest team if you look and we’re one of the smallest teams you’re going to see. But our hearts are huge, and you saw it tonight.” Last season, the Lancers went winless, scored 56 points and allowed 417. But Gray credits the kids and his coaching staff on all three levels for the turnaround this season as the Lancers

But through the first five weeks of the season, the Defenders have been on both sides of lopsided games. V.C. began the season with a 41-point loss followed by a 35-point win, a 17-point loss and a 43-point win. Last Friday night at Valley Christian Stadium, the Defenders met longtime rival Ontario Christian High and the result was the same as the first and third games. Three first half turnovers and a lack of running game turned into a 54-14 loss to the Knights. On the third play of the game, V.C. senior quarterback Brayden Garner was picked off by Alvis Nuno and the turnover led to Ontario Christian’s first touchdown with 7:59 left in the first quarter. Then on the third play of V.C.’s next drive, a fumble at the host’s 17-yard line led to a nineyard touchdown run from Daniel Serna. V.C. ran nine plays in the opening quarter, gaining zero yards. In the second quarter, V.C. put together its longest drive of the game, only to see it stall following consecutive quarterback sacks. As a team, the Pioneers pounded out 451 yards and has over 900 for the season. A win over the Hawks would go a long way as Artesia faces Segerstrom High and Western High the next two weeks. Those two teams are ranked second and fifth respectively in the CIF-Southern Section Division 10 poll. El Dorado, who has lost three straight contests, fell to El Modena High 34-17 last Friday. Cerritos High (2-2) @ Northwood High (3-1)-After beginning the season with two straight wins and 93 points scored, the Dons have stumbled and were surprised by Beverly Hills High 22-20 last Friday, a team that had been outscored 103-14 the previous two weeks. Northwood has been knocking on the doors of the Division 12 top 10 poll and has shutouts in all three of its victories, including a 34-0 conquest against Bolsa Grande High last Friday. Gahr High (2-2) @ Mayfair High (1-4)-Historically, Mayfair has been one

of the tougher teams in the area. But this season, the Monsoons have struggled and are on a three-game losing streak, including a 31-24 loss to Warren High last Friday. Gahr was blanked by Sunny Hills High 38-0 last Friday and have been outscored 79-7 in the past two weeks after allowing 19 points in its two victories to begin the season. This will be the final non-league game for the Gladiators, who need some momentum going into their league opener against Downey High on Oct. 13, then a road game at Dominguez High the following week. Hawthorne High (2-2) @ John Glenn High (2-3)-The Eagles have endured consecutive blowout losses and have had a hard time finding their offensive groove. Glenn’s 48-0 loss at Western last Friday followed a 66-14 setback to Bell Gardens High the previous week. Both games were on the road, but in Glenn’s first three games of the season, all at home, it scored 118 points while giving up 113. Hawthorne, too, has also struggled recently and is also on a two-game slide. After consecutive shutouts, the Cougars have fallen to Venice High 49-12 and Leuzinger High 38-6. to have her back so we can run what we normally like to run,” Ledezma said. One of the turning points in the set came when Whitney was leading 22-20 and Oxford Academy serving. Garcia dug a ball from her knees and meticulously placed the ball just inside the back line. Then she ended the set with a power kill down the middle of Oxford Academy’s side of the court. Garcia would finish the match with 19 kills. “We all knew that she was a power hitter,” Ledezma said. “We all knew that she plays club and she’s one of those players that likes to take up the challenge at times. And yes, of course, sometimes coaches and players clash at times. But I think she’s been able to be adaptive to me as her coach since the first day I started [at Whitney].” Serving would take over in the third set, especially after the Patriots gained an early 4-3 advantage. Senior middle hitter Ola Ogan spiked her third kill, then served three straight aces and had a solo block before adding another ace for good measure. While nothing will be clinched or settled today, Ledezma said it would be nice to see his team be league champs at the end of the season, something Whitney has not been since 2000. Whitney will also visit John Glenn High on Tuesday. “It’s not for the league title, but it is for first place; league implications to take sole possession,” Ledezma said. “Yes, they swept everybody last year. Yes, they swept everybody this year depending on what happens in tonight’s game. But I think the girls are going to be pretty fired up for this match, the biggest match of their lives, especially for the three seniors. “I talked to a lot of the league coaches,” he added. “They have big hitters; I know they have a transfer student that just got cleared. They run their middles a little bit here and there, but I think their main [strength] is their serving and their outside hitters. I think we can be prepared for them.”

family sold 2,218 acres of their property to Jack Spears of Pioneer Land and Reality Company of Los Angeles for $4.5 million, retaining ten acres surrounding the Neff house, where the current park facility is located. U.S. 2020 CENSUS CANVASSING HAS BEGUN U.S. Census staff has begun canvassing local neighborhoods throughout the Los Angeles region, including in Cerritos, to verify local addresses as part of the upcoming U.S. 2020 Census. This canvassing includes knocking on doors to speak with residents to verify the residential address and to identify any additional living quarters on the property for inclusion in the Census. Census Bureau employees are checking addresses not verified by software that uses satellite images to allow them to spot new housing developments, changes in existing homes and other housing units that did not previously exist. The Census

Bureau was able to identify approximately 65 percent of addresses using this software, but is sending out canvassers to verify the remaining 35 percent of addresses. Canvassing began in August and will continue through mid-October. Canvassers will carry an official government identification badge and briefcase at all times, and have been instructed to introduce themselves, show their identification badge and explain the purpose of the visit.
