West Downey All Star Champions went undefeated (4-0) in the District 29, 7 and 8 year old all-star select tournament this past month. Hosted by Buena Park American, the district consists of 9 leagues; La Mirada, Metro, Buena Park National, Little Lake, Northwest Downey, La Palma Continental, Norwalk, the host (BPA), and West Downey. The kids opened up against the top seeded La Mirada team and battled hard for a come from behind win. With the tying and go ahead run on base in the bottom of the sixth, our second baseman snagged a line drive and doubledup the runner on third for a game-ending

A shooting at a popular entertainment and shopping center in Artesia last Saturday morning has resulted in the death of an adult male. Several employees who work at different businesses at City Plaza at the 11600 block of South Street told Hews Media Group – Community News that at around 12:20 a.m. they heard “gun shots” coming from near Cha02 Restaurant prompting several officers from the Los Angeles County Sheriff’s Department to converge to the popular night spot. “A group of men were inside a local restaurant when another patron who was also in the restaurant, walked up to one of the men in the group and started an argument with him. They took the argument outside and as they continued to argue the suspect shot the victim with a handgun,” said Sergeant Diane Hecht. The victim who was hit in the torso was transported to a local hospital where he was pronounced dead.
Despite falling support from surrounding cities, on a 5-0 vote the Cerritos City Council voted to approve a $21,869 increase in spending for the next fiscal year in order to keep the Sky Knight program serving Cerritos. Sky Knight is a contracted program that is touted by supporters as a “unique and proven law enforcement tool that provides quick response to crimes in progress, conducts routine aerial patrols of the city, and enhances field officer safety in participating cities.” Originally five area cities agreed to participate in the program and split the cost, now there is only two. Due to “budget constraints” Paramount and Bellflower left the program a few years ago, and now Hawaiian Gardens is following suit. That leaves Lakewood and Cerritos to cover the costs on their own, bringing Cerritos’ portion up from $234,858 to $256,728. However, it is unclear how much extra coverage the remaining cities will get for the extra cost they will now be paying. The cities that have pulled out of the program will no longer be patrolled and the helicopter will not respond to calls for service in their area. But, according to a letter from Lakewood’s city manager obtained by Hews

were presented at the meeting for consideration. In an interview with HMG-CN, Joel Hockman, Public Safety Director for the city of Bellflower, said they were paying nearly $200,000 when they last participated in the program during the fiscal year 2009/2010 for around 30-40 hours of airtime. Now that they have left the program they pay roughly $20,000 per year towards aerial support using the Sheriff’s helicopter, Aero Bureau. The Aero Bureau is a response helicopter service available to all the surrounding cities. It is completely free for “serious” or emergency situations, but charges for the “fraction of a minute” on anything that proves to be “not serious”, he said. Hockman also said the helicopters used with Aero Bureau are actually better quality and more up-to-date than the ones used for Sky Knight. Hockman said they have no official data indicating whether or not crime rates have been affected since leaving Sky Knight, but he did say, “We feel good about the decision. It was largely based on cost… it was a long process and Sky Knight came up as one of the things we could cut that we would miss less than others.” He also said that if there have been complaints since leaving the program none have reached him

Olympic gold medalist swimmer Cullen Jones will be signing autographs at Splash! La Mirada Regional Aquatics Center, 13806 La Mirada Blvd., on Tuesday, Aug. 6, from 2-3 p.m. Jones became a household name after his spectacular performance swimming in the Beijing Olympics in 2008, where he won the gold medal in the 4 x 100-meter relay with teammates Michael Phelps, Jason Lezak and Garrett Weber-Gale. Jones made another Olympic appearance at the 2012 London games, winning the silver medal in the 50-meter freestyle. Media Group-Community News, Sky Knight will respond if there is an, “immediate, life threatening situation that would result in serious injury to a deputy… and Aero Bureau can’t respond.” At the Cerritos council meeting last Thursday, Community Safety Manager Gregory Berg said that the Sky Knight Helicopter would still be flying for the same amount of time, four hours a day. But with Hawaiian Gardens pulling out those four hours would no longer be divided amongst three cities, it would just be between the two cities that are left. This led the council to believe their hours would be doubled for a “nominal amount”. Councilmember George Ray clarified in his comments that Hawaiian Gardens was only paying $52,000 a year. “If they’re paying that much they could not have been getting the same amount of hours that Cerritos and Lakewood were,” Ray said, “So we’re only going to get whatever their portion was and split between the two... I just don’t want to leave that impression, like ‘oh we’re really going to make out on this,’ because the hours are what count.” In fact, according to the Sky Knight contract for Hawaiian Gardens, the $52,000 was not going towards patrol hours at all. Instead the contract said, “Sky Knight services will operate on an as needed basis and only in the case of emergencies.”

The statement implied that there are potentially no new patrol hours to be divided up, but the data was not available to the council at this particular meeting. Ray voiced his concern that there were many assumptions being made and that they did not have enough information. Ray questioned how many hours they would be getting from Hawaiian Gardens and how they would be split up, as well as the cost to Lakewood. He also commented that all the numbers were very ambiguous. Nonetheless, the council decided to move forward without that information and seemed to agree that the potential increase in hours was still worth the increase in cost. Before taking it to a vote, issues were raised regarding other cities continuing to use the service in emergencies, despite no longer paying for it. Mayor Pro Tem Mark Pulido complained that the citizens of Cerritos would be “shouldering the costs of policing the whole region.” Mayor Bruce Barrows disagreed with Pulido, explaining that all the cities in the area already “mutually aid” each other in emergency situations and then “hopefully it all averages out”. Councilmember Carol Chen echoed Barrows sentiments. “Crime knows no boundaries… even though it is not so clear cut and, unfortunately, we do patrol over other cities, I would much rather have this protection than not,” Chen said. Chen then moved for approval and the council voted unanimously to increase the budget by $21,869 and remain with the program even though no other options

Continued from page 1 that they were the least qualified and the highest bidder. Gil Cedillo Jr., hired in April 2011, oversaw the process despite having no experience in the field of redistricting. Cedillo Jr. was a former Field Director for Senator Ron Calderon. In the proposal, CBMWD “sought an expert consultant in the field of redistricting to assist in the process of analyzing the 2010 United States Census Bureau data and provide recommended changes to the District boundaries.” CBMWD accepted three bids for final approval. One from Golden State Consultants, owned by the late US Congressman and former California Lt. Governor Mervyn Dymally, another from Redistricting Partners, co-owned by Matt Rexroad, who at the time was a Yolo County Supervisor, and a third from a little known firm called DeAztlan Consulting, run by Tizoc DeAztlan. Dymally and Rexroad each boasted several large redistricting projects while DeAztlan had only five small projects. In an interview with HMG-CN, Rexroad said, “once we saw Dymally at the bid presentation, we knew right then we did not have a good chance, Dymally would probably win the bid.” Rexroad said his and Dymally’s presentation went well, each bidding $35,000 for their services. DeAztlan’s presentation, according to one source, “had a couple misspellings and also referred to census tracts as census tracks.” The bid for their services was $40,000. There was no way that any reasonable person who was in the room would
have voted for DeAztlan,” said Rexroad. “We (Dymally and Rexroad) never heard of DeAztlan before this presentation and have not heard from him since.” DeAztlan Consulting was awarded the contract. After the presentation, one source told HMG-CN that they heard an angry Dymally say that, “the Calderons, using Gil Cedillo Jr., fixed the bid process and that’s why DeAztlan won the contract.”Additional documents show that this was not the end of the gravy train for the DeAztlan Consulting family. Toni DeAztlan, Tizoc’s daughter and an attorney in Los Angeles, signed an agreement, with Cedillo Jr., who was listed as Project Manager, for “Election Selection Services” on November 2, 2011 for “no more than” $25,000. Ms. DeAztlan was paid the entire $25,000 in Dec. 2011. The contract called for “studying the cost/benefit of moving the Nov. 6, 2011 election for Districts 1, 4, and 5 to June 5, 2011.” DeAztlan recommended the move to June 5, which was implemented. That move benefited the now embattled CBMWD President James Roybal and Director Leticia Vasquez, who won their respective elections. But the money to DeAztlan did not stop there. An examination of CBMWD’s check register revealed Ms. DeAztlan received $8,300 in May and June of 2012 for “Consulting” and another check for $8,400 in October for “ConsultingElection.”HMG-CN has made a public records request asking for any documents, contracts, and emails related to the additional money paid to Ms. DeAztlan. HMG-CN was also told by sources that Ms. DeAtzlan has retained George B. Newhouse, a high-powered public corruption attorney with the firm Brown, White, and Newhouse, based out of Los Angeles.

Those same documents show Toni DeAztlan receiving $4,680 from PALS for “legal services.” The date of the check was Oct. 25, 2011, eight days before Toni DeAztlan inexplicably landed a $25,000 “Election Services Contract” with CBMWD of which Gil Cedillo Jr. was the Project Manager. But the money to DeAztlan did not stop there. An examination of CBMWD’s check register revealed Ms. DeAztlan received $8,300 in May and June of 2012 for “Consulting” and another check for $8,400 in October for “Consulting-Election,” for a total of $50,000. HMG-CN has made a public records request asking for any documents, contracts, and emails related to the additional money paid to Ms. DeAztlan. The informant went on to say that the FBI is also interested in a transaction between DeAtzlan, who was the counsel for PALS, and Cedillo Jr., wherein Cedillo Jr. received payment for the purchase of his classic Impala car with several transactions of cash and checks, ranging in the amounts of $7,000 and up. Continued from page 1 In an exclusive interview with HMGCN, a second FBI informant confirmed that the FBI, on multiple occasions, had interviewed the informant concerning Cedillo Jr.’s alleged role in the illegal contributions scheme that has been ongoing for a number of years. Previously, HMG-CN was the first to report on Gil Cedillo Jr.’s role with the Central Basin Municipal Water District, his six-figure salary, taxpayerpaid $22,000 college tuition, and most recently his involvement with the awarding of questionable contracts to DeAztlan Consulting. But it now appears that the DeAztlan scheme was the tip of the iceberg. Cedillo Jr. who was Senator Calderon’s Field Director in the past, was the apparent “middle man” between Senator Calderon and local businesses who needed help obtaining contracts from the state. In return, these businesses funded trips and gave cash to Senator Calderon through Cedillo Jr. Part of the investigation centers around a Whittier-based company called PALS Supported Living Services. The FBI’s investigation into PALS is focused on trips to Las Vegas for Senator Calderon that was “supported” by PALS President Rodney Mojarro. HMG-CN has obtained more than 2,000 pages of court documents outlining the details of a civil case that involves PALS. In those documents, PALS paid Cedillo Jr. a ‘Consulting Fee’ of $569.40 per month between Sept. 2011 and Mar. 2012, the same time Cedillo Jr. was em-

Four other employees who work at another location in the City Plaza told HMG-CN that the entertainment center were working when they heard the gun fire. “It was very crowded. We all ran for cover, it was a very scary situation,” one employee who did not want to be identified said. Law enforcement officials said that the suspect fled the scene in a vehicle described only as a compact car and that there is no information regarding the suspect. There is no more information available at this time. “The entire parking lot was covered in yellow crime scene tape. You don’t expect this type of crime to happen here in Artesia,” another manager of a business at City Plaza said. “This is horrible,” Sue Yang of Buena Park said on Saturday afternoon. Yang was with a group of five friends sipping on tea just steps away from where the shooting took place just 14 hours earlier. ”This is such a nice place, we love coming here, I hope they catch the person responsible.” Yang said. Lillian Kawasaki, who represented the greater Cerritos area as an elected Director on the Water Replenishment District Board of Directors has passed away from complications from cancer. Kawasaki he was elected to the WRD Board of Directors in November 2006 to represent Division Three, which includes the cities of Artesia, Cerritos, Hawaiian Gardens, La Mirada, Lakewood, Long Beach and Signal Hill. She is the Chair of the Groundwater Quality Committee and member of the Administrative Committee. Friends and co-workers took to Facebook and other social media sites to remember the popular local elected official. Prior to her tenure at LADWP, Ms. Kawasaki served as the General Manager of the City of Los Angeles Community Development Department (CDD) for three years.
