Cerritos Council approves $127.5 million budget

By Jerry Bernstein The Cerritos City Council approved a combined budget of $127,634,610 for the fiscal year 2011-12 at its June 23 meeting. Budget Manager Gerald DeMaso said the combined budget includes the following expenditures: City Administrative and Operating, $88,830,920 and City Capital Improvements $2,126,250 for a total of $90,957,170. For the Redevelopment Agency Administration and Operations, $30,502,440; and Redevelopment Agency Capital Improvements $175,000 for a total of $30,677,440. He said recommended changes for the final budget include $400,000 in sales tax, reflecting updated information from the city’s sales tax consultant. Southern California’s “June Gloom” greeted the early morning participants of the Cerritos-Artesia Relay for Life June 25 at Gahr High School’s Grant Field. By 10 a.m. the overcast slowly disappeared as “Old Man Sun” made his appearance as volunteers finished setting up their tents and settled in for their 24-hour walk-a-thon on the track that surrounded the infield, each step raising money for the battle against Cancer. An estimated $42,657 was raised at the annual two-day fundraiser with members of 28 volunteer teams participating. Norwalk unveiled a breathtaking sculpture in front of the Norwalk Social Services Center located on Alondra Boulevard between Norwalk and Pioneer boulevards. Seen at the dedication are Councilman Luigi Vernola, Councilman Leonard Shryock, Councilman Marcel Rodarte, Vice Mayor Cheri Kelly and Mayor Mike Mendez. By Randy Economy Norwalk has always been known as a city that opens its hands to help all of their resident’s day in and day out especially at the Norwalk Social Services Center that has been a landmark in the community for the past four and a half decades. This week members of the Norwalk City Council along with the Norwalk Arts in Public Places Committee unveiled and officially dedicated a Page 1 spectacular uplifting sculpture entitled

“Embracing the Community.”The new hand carved sculpture is located directly in front of the NSSC that is located at 11929 Alondra Boulevard. The awe inspire art piece stands erect more than 13 feet from the base to top and depicts two hands supporting a family with a low relief on all four sides to illustrate the various services and programs offered at the center. The debate about the future of the pedestrian bridge that spans Coyote Creek and connects Hawaiian Gardens with Long Beach apparently has been resolved with the announcement the bridge will be demolished this fall. The bridge connects the two cities at 226th Street and will be torn down according to Los Angeles County Civil Engineer Joseph Wynn. He said demolition of the bridge will begin in early September and should be completed within 55 working days after the start of the demolition,. Wynn said to his knowledge there are no plans to replace the bridge that has been determined to be unsafe and does not meet existing earthquake standards. They were selected from more than 11,000 high school students across the country that initially competed for a spot on the U.S. team. “ACS is proud to announce the U.S. team members. La Palma Council adopts 2011-12 budget By Larry Caballero
As it has done in the past few years, the La Palma City Council, approved a rolling two-year Budget at its June 21 meeting, with its adoption of a $28.6 million Budget for fiscal year 2011-12. City Manager Dominic Lazzaretto said the City did not need to use reserves to achieve a balanced General Fund Budget in the next two Fiscal Years with the Budget projecting a General Fund surplus for 2012-13 since expenditures were reduced by $600,000 from the prior budget year. The Council, as part of its annual Goal Setting effort, established a primary objective of adopting a Budget that is balanced without the use of reserves, without raising user fees, and without diminishing service levels. He said the General Fund Reserve currently has a balance sufficient to absorb a deficit. The City has used some reserves to balance its General Fund Budget in each of the past two Fiscal Years, but the vast majority of the decline in reserves was the result of increased capital expenditures on the City’s infrastructure and accelerated repayment of pension liabilities. These actions were taken by the City Council to help ensure the fiscal sustainability of the organization. The Council has established a goal to have a General Fund Reserve balance of at least 100% of operating expenditures. The Budget meets this goal with a balance of $9.9 million—or 104% of ongoing operating costs. The Budget does not raise user fees
and maintains service levels throughout the city. In addition, operating costs have been reduced across the board where possible. Lazzaretto said in order to fully achieve the City Council’s goal, it will need to reduce employee expenditures, especially in the areas of retirement costs and associated benefits through labor negotiations, which will be concluded in the initial months of the new Budget year. When looking at the overall differences between Fiscal Years 2010-11 and 2011-12, the most significant change is a decrease in revenue. The City Manager said this is due largely to the continued slowdown in the economy and the unpredictability of the City’s sales tax base that made it necessary to reduce expenditures by holding open two full-time positions and reducing operating expenses.

Thanks to the employees, we can proudly say that the goal has been achieved.”
Community Development Commission Budget The Fiscal Year 2011-12 Budget for the La Palma Community Development Commission includes allocations for capital projects, affordable housing, and debt service, with a use of the fund balance of about $497,900. The use of the fund balance will enable the CDC to continue to meet its affordable housing requirements
and also to provide Capital Improvement Projects throughout the Project Area in order to address blighting conditions.
General Fund Revenues The City’s overall revenue base continues to rely most on sales tax generated by the business community, property tax, and the Utility Users Tax (UUT). Sales tax represents 34% of General Fund revenues, followed by property tax at 31%, and the UUT at 11%. It should be noted that the bulk of the City’s sales tax comes from just six businesses. This lack of diversification is the primary reason that the City Council continues to put high priority on keeping reserves at a 100% level and enhancing economic development efforts. General Fund Overview The budget originally included about $9,480,900 of General Fund revenues and about $9,507,100 of General Fund expenditures. Lazzaretto announced that due to labor concessions, there is approximately a $50,000 surplus for the current budget year. Yet additional expenditure capacity is needed in order to establish a fund to pay for retiree health benefit obligations – which could be as high as $3.5 million over the next 30 years.
Pension Reforms The adopted reforms include a second tier retirement plan for future employees that will provide lower benefits, and it increases the retirement age for safety and non-safety employees. It also requires current employees to begin paying for a portion of their retirement costs. tool available to local cities, and critical to our collective well being. Despite this, he not only voted for the elimination of local redevelopment agencies, but his floor speech convinced other legislators to do so, as well. We believe that the senator should be very much aware that each city in his district is vehemently opposed to these bills he avidly supported, and for which he lobbied strongly. Redevelopment has literally saved some of our cities, and continues to do important and productive work for our residents and businesses. Redevelopment creates jobs and sparks economic activity. That the senator should advocate dismantling such a vital tool for his constituents is stunning. Sen. Lowenthal claims that, in these hard times, we must all share the burden. The state, however, is not sharing it. The state is shifting it onto our backs, at a time when we are making difficult decisions necessary to balance our budgets, the very decisions the state refuses to make. It's ironic that we hear calls from Sacramento to let the voters decide on the governor's proposed tax extensions when, in reality, the senator and his colleagues have shown total disregard for the will of the electorate. Last year, Californians voted to end the state's looting of local funds with Proposition 22. Did that message not get through? Sen. Lowenthal is our representative. We still believe it is his job to protect and improve the lives of those he represents, of those who put him in office. His blindness to the realities of local government, his record of burdening our communities, our residents and our businesses with costly and ineffectual regulations and laws, and his ultimate abandonment of redevelopment does not look like representation. We ask, once again, for Sen. Lowenthal to be our voice in the capitol. We request that he reconsider his unquestioning support of harmful budget cuts fashioned by his party's leadership - such as the elimination of redevelopment - and other forces in Sacramento hostile to local government. We call for the senator to throw his support behind saving redevelopment and adopting the reasonable alternative that has been presented by the League of California Cities and CRA, an option that will contribute $2 billion to the State. Friends of 1st CEB Attend Retirement Ceremony for Sgt Maj. Douglas L. Smith at Camp Pendleton Dear Friends of the 1st CEB, It was a beautiful, sunny and warm day June 20 to honor and celebrate with Sgt Major Smith, his family and the Marines of the 1st Marine Division at his Retirement Ceremony. It was held in the front of their Headquarters building at Camp Pendleton. General Regner was present and remarks were made by Colonel Turner. Marine Corps certificates were presented to Sgt Major Smith and, in very touching moment, to Mrs. Melissa Smith, his wife. Seated in the front row were their children, Katilyn and Jacob, Sgt Major Smith's mother and his aunt. I was seated in the second row between Chuck Herpick and Mickey Christianson; all 3 of us were recognized during Sgt Major Smith's remarks. In praise of his fellow Marines, Sgt. Major Smith acknowledged the injured Marines' dedication to recover; one outstanding example is the Marine who, with 2 almost severed arms, achieved the ability to do 3 pull-ups so he could rejoin his unit. Most of you are aware of Sgt Major Smith as our 1st CEB contact for the Meritorious Marines for over 2 years. And, while being deployed in Af Afghanistan. He flew the 16 USA flags in Helmand Province, Afghanistan; these unique flags we presented to our 1st CEB supporters. Sgt Major Smith was honored by the City of Cerritos last year with a Proclamation upon his Relief and Appointment. For the Sgt Major Smith you don't know, here are highlights of his 26 years with the United States Marine Corps Marine Security Guard at Embassies in Beijing, China; Jeddah, Saudi Arabia; and Baghdad, Iraq. Drill Instructor, San Diego; NROTC Officer Instructor, Vanderbilt University, Nashville; 4 combat deployments Gulf War, Iraq (2) and Afghanistan; Assault Amphian Battalion, Camp Pendleton. I took with me copies of our Los Cerritos Community News' June 17 issue with the photograph of the Friends of the 1st CEB's flag from Afghanistan displayed on June 14 Flag Day. I gave copies to Major Mitchell and, of course, to Sgt Major Smith. His mother was the happiest to receive the newspapers to show family back home that couldn't attend. It was heart-warming to converse with Sgt Major Fitzhugh who knew my husband, Sgt Major David Owen, and with Sgt. Major Stephenson who knew Cerritos' Sgt Major Ducharme.

Populations in Hawaiian Gardens and Cerritos take hit in 2010 US Census Tally
With Cerritos now below the 50,000 mark in residents, the once fastest growing city in America during the 1970’s will also be officially reclassified as a “rural” city instead of being listed under the title of being “urban.” Meanwhile, Artesia, La Palma, and Norwalk all jumped in population. The “Keystone City” of Norwalk now has 105,549 residents, up 2.2% over the 2000 totals. La Palma also boosted up its numbers to 15,568, for a gain of 1%. Artesia now has 6,522 citizens, up .90%, and the number of folks now living in Lakewood is 80,048, a gain of .90%. But the city with the largest rise in population in the area was La Mirada. The neighbor of Norwalk and Cerritos to the east had a jump in percentage overall by 3.7 percent and now has 48,527 “official” residents, just 600 people apart.
By Randy Economy Official figures recently released by the United States Census Bureau shows that Hawaiian Gardens and Cerritos have one statistic in common. Both communities have lost residents during the past decade, so much so that it could actually cost Cerritos millions of dollars in future federal funds. According to data released by the national number crunching agency, Cerritos took the largest drop in percentage of residents within the Los Cerritos Community News Group service area during the last ten years. Cerritos now has an “official” count of 49,041 residents, down a whopping 4.8% from the time the last study was held just after the Millennium a decade ago. Official figures also show that Hawaiian Gardens, at around 8/10ths of a square mile in total size, the smallest incorporated municipality in all of Los Angeles County has gotten smaller in the number of people who reside there to 14, now shrunk in the number of people who official reside there. Hawaiian Gardens now has 14,254 total residents, a decrease of more than 3.8 percent from 10 years ago.

Norwalk to celebrate Independence Day with a “hair-raising”fun, concert, fireworks on Sunday By Randy Economy The City of Norwalk will once again celebrate the Independence Day holiday one day early with a concert, hair drive and classic spectacular fireworks. On Sunday, July 3 the Norwalk Civic Center Lawn area will be packed with thousands of local residents to usher in America’s 235th Birthday at the Civic Center Lawn from 3 to 8 p.m., 12700 Norwalk Boulevard (intersection of Norwalk Boulevard and Imperial Highway). This year's festivities will include a “Lock of Love Hair Drive” at 3 p.m., Santa Fe High School Dance Team Performance at 6:00 p.m., Liquid Blue Band, games and several food booths and face painting. Public safety continues to be La Palma’s highest priority in terms of service delivery and every City department contributes to the City’s public safety mission in some way, either through direct programs and services designed to protect the public’s health, safety and welfare, or by indirectly supporting those basic services. The majority of the General Fund expenditures continue to be related to services provided by the Police Department, with lesser amounts being allocated to Recreation and Community Services, Administration, Public Works, and Community Development. The Fiscal Year 2012-13 Budget anticipates a surplus of about $170,500, the result of a combination of factors including: the adopted pension reforms taking further effect, continued constraint of operating costs, and the State repaying a loan to the City. “While the projected surplus is welcome news, it will be essential to keep an eye on expenditures as the economy continues its attempt at recovery,” said Lazzaretto. The personnel services portion of the Fiscal Year 2011-12 expenditure Budget had been prepared by projecting wages and salaries by position, taking into consideration expected merit increases. The “Salary Savings Credit” had also been included in this Budget to account for natural turnover and short-term vacancies that happen during the course of the year.

Cerritos resident walks for a cause By Randy Economy
Ron Jung is a man on a mission. The 62 year old Cerritos resident recently retired as a computer software developer is bound and determined to bring awareness of the deadly disease of leukemia and lymphoma, Hodgkins and myeloma, one step at a time.

Jung, who was born in Artesia, at 183rd Street and Pioneer Boulevard will be participating in two upcoming walk-athons to raise funds and awareness for the Leukemia and Lymphoma Society. The events that he will be taking part in are the Disneyland half marathon to be held on September 4th at Disneyland Anahiem and Nike Women’s Marathon and Half Marathon to be held in October in San Francisco. Jung who is a member of the Artesia Cerritos Toastmaster was recently touched by the passing of longtime community

leader Robert Epple, a former Member of the California State Assembly and Trustee with Cerritos College who lost his battle from the disease. “I was inspired and touched when I heard about the struggle from Mr. Epple, and I wanted to do something to help bring awareness to those who struggle with this deadly condition.” Jung who went to Savanna High School in nearby Anaheim and these two half marathons will mark the first time that he has ever attempted this distance. “I did a 5K walk a while back, and now it is time to go further, both literally and symbolically,” he said. Jung, who has been married to his wife Ellen for the past 39 years, is also a father to three daughters whom all graduated from Cerritos High School, also is the grandfather to four and “another one on the way.” Both half marathons are 13.1 miles in length. “By the time next year, I should be more than ready for my first complete marathon, and I plan to keep training, and keep bringing awareness to these diseases,” Jung said. Jung would like to raise more than $10,000 during these two upcoming races. He will be holding a special fundraiser on Sunday, July 10 at the Great Seafood Harbor Restaurant at 18329 S. Pioneer Boulevard in Artesia. The community is invited to participate, and a nine-course family style dinner will be served that includes dishes like walnut shrimp, diced French style beef, crispy chicken and House Special Crab. A $30 per person donation is requested to support the cause, and if you are interested in being a “VIP” for the event at $40 donation is being requested. Artesia Parks playgrounds to open end of June City Administrator Maria Dadian reported to the council the playground renovation project in Artesia Park has been completed. She said the installation of playground equipment and surfacing has been done at both Artesia Park and AJ Padelford Park. She said the Artesia Park work impacted the area surrounding the playground area and requires additional work in order to make the area safe and usable for the children, The council approved an allocation of $31,995 to complete the work in time for the summer program for the kids. Targeted date for the playground opening is late June. Councilmember Sally Flowers asked if Redevelopment Agency money could be used to help pay for some of the work. The city attorney replied yes. Flowers said this would leave more money in the general fund for other uses. The council also discussed ways to mitigate illegal dumping in public places

istrative Services Manager Pradeepkumar Elayath noted as complaints are received about discarded materials such as furniture, mattresses, appliances, storage boxes etc. code enforcement officers could investigate the origin of the items and collect evidence of the source, resulting in the guilty party removing or cleaning up the site. Repeated offenders would be issued a citation with a penalty fee of $250, $500, and $1,000 for repeats.
The next local election will be on November 8. There are two seats to be contested for, and so all interested Artesians are invited to file between July 12 and August 12. Candidates must be a registered voter in Artesia at the time nomination papers are issued, and must be a continuous resident during the term of office.

Volunteer walkers continued to arrive during the day and night. Many teams participated in Onsite Team Fundraising selling food and souvenirs ranging from Filipino/Asian Food, BJ’s Pizza, Lap Beads, burger and fries, to Span Musubi. Team Cerritos offered food and a variety of goodies. Entertainment was provided on a center stage set up on the east side of the stadium featuring the Valley Christian Band, Polynesia Paradise, Spirit Stick Judging, Belly Dancing, Mr. Relay Contest, Just Like That Band, Tent Judging, Valentino Delinquents, Star Wars Performance by Saber Guild Kareoke and of course Elvis. The most inspirational moments of the two-day program came with the Luminaria Ceremony Saturday evening in remembrance of those that had succumbed to Cancer and to celebrate those who had survived their battle with the disease. Participants gathered together near the stage as one daughter told about her mother who had succumbed to the disease and how it affected her. When she finally accepted the fact her mother was no longer with them physically, she said she knew her mother was with her and the family spiritually and would always be with them. A Luminaria is simply a bag filled with sand and a small candle that makes it glow. Each Luminaria bears the name

In his report to the council at a June 7 budget study session, City Manager Art Gallucci described the current economic situation a “downturn without an end,” affecting virtually every aspect of commercial activity, including housing, retail, credit and employment. He said the proposal to eliminate local redevelopment programs is unfortunate at a time in which local economic development has been a crucial tool in the development of such “powerful” economic engines as the Los Cerritos Center, the Cerritos Auto Square, the Cerritos Towne Center, and such important destination venues as the Cerritos Center for the Performing Arts. Fro the upcoming fiscal year of 201112 the City projects overall revenues of approximately $85.15 million, which is an increase of approximately 4.7 percent from the prior year budget amount. Overall sales tax receipts of approximately $20.9 million are projected, representing a $1.1 million increase from the last year’s budget and a $1.7 million improvement from the prior year-end estimate. “Unfortunately, declining interest rates continue to reduce the available interest income for individual investors and government agencies, including the City of Cerritos,” he stated. City Councilmember Mark Pulido said he was disappointed to see $3 million in public works cut from the budget. He was also disappointed that since 2008-9 that $3 million has not been replaced and its effect on the city’s tree trimming schedule. He
said in 2008-9 the city had trimmed some 3,700 and in 2009-10 it had dropped to 1,200 trees, while this year it is only 1,500 trees. My question is can the city manager project when the funding will be replaced and especially the tree-trimming program returned to normal. Gallucci replied, “We looking at least two more years of a down economy and this is reflected in this budget. He said the cost in trimming trees is $100 per tree. We have 36,000 trees in Cerritos. Many are small trees and don’t need to be trimmed. It’s a matter of tall trees. He admitted the city has fallen behind in the program, but noted that they had to cut back in various departments. He said the tree trimming has had an impact on everyone, but this was an area with the least impact as opposed to city maintenance cuts. Pulido thanked the city manager for his report and stated it is important that the public know the reasons. THE CITY COUNCIL OF THE CITY OF CERRITOS DOES HEREBY ORDAIN AS FOLLOWS: Section 1. Title 15, Buildings and Construction, of the Cerritos Municipal Code is hereby amended by adding Chapter 15.06, "Residential Code", to read as follows: Chapter 15.06 RESIDENTIAL CODE

15.06.010 Adopted. Except as hereinafter provided, that certain residential code known and designated as the Los Angeles County Residential Code shall be and become the residential code of the city providing for the issuance of permits and the collection of fees therefor and providing penalties for violation of such code. As used in this chapter, the Los Angeles County Residential Code refers to the current residential code adopted by the county of Los Angeles and any amendments to such code subsequently adopted by the county of Los Angeles. In the event of any conflict between provisions of the Los Angeles County Residential Code, Title 30 of the Los Angeles County Code, or the Cerritos Municipal Code, the provision contained in the Cerritos Municipal Code shall control. One copy of said Los Angeles County Residential Code has been deposited in the office of the city clerk of the city of Cerritos, and shall be at all times maintained by said clerk for use and examination by the public. 15.06.020 Definitions. Whenever any of the following names or terms are used in said Los Angeles County Residential Code, each such name or term shall be deemed and construed to have the meaning ascribed to it in this section as follows: (1) "City" means the city of Cerritos. (2) "County," "county of Los Angeles" or "unincorporated area of the county of Los Angeles" means the city of Cerritos. 15.06.030 Residential code fees. The residential code fees shall be those provided for in the Los Angeles County Residential Code, and as may hereinafter be amended. SECTION 2. The City Clerk shall certify to the passage of this ordinance and cause same to be posted as required.

The bridge provided a crossing for children who lived on the Long Beach side of the channel permitting them to walk to Hawaiian Elementary School located on 226th St. in Hawaiian Gardens, A 10 ft. wide easement giving access to the bridge was granted to the Bloomfield Elementary School District. Bloomfield eventually became a charter member of the ABC Unified School District. In 2003 ABC locked the easement gates along with the gates to the bridge. At the time members of the Hawaiian Gardens city council objected,
stating the gates prevented bicyclists from Hawaiian Gardens from using the regional bicycle trail on the east side of the channel unless they used entrances on Carson Street in Hawaiian Gardens or Wardlow Road in Long Beach, both which are major east-west roadways. At one time a new bridge was proposed to be built at the Lee Ware Park bike station that would create access to the other side of the creek. The proposed bridge would have been entirely within the city of Hawaiian Gardens. Another proposal called for construction of a new bike path on the west side of the creek, running from Carson Avenue to Wardlow Road where it would cross the channel to the east side joining the existing bike trail. The proposed bike trail would have taken advantage of the existing Flood Control’s access road that would be
