Your City Coupons.net (YCC), a subsidiary of LCCN and an online coupon retailer for four years, is set to relaunch its’ new site this coming Monday January 14. Grabbing hold of this new emerging market, YCC will send an email to its’ online audience offering deep discounts on a local product or service, but with a twist; YCC will give a whopping 10% of its’ sales back to charities who sign up. “Obviously the internet has presented many challenges to the newspaper industry”, says Brian Hews, publisher of LCCN, “but now there is a risk-free way to provide a winwin for everyone involved, the charities, the merchant, and local consumers.” YCC will offer deals such as $30 worth of food for $15, a $50 spa treatment for $25, and even a whale-watching trip worth $60 for $29. Consumers go online, designate their favorite charity and purchase the coupon. When the coupon closes-typically in two to three days-YCC will total up the sales and give 10% back to all charities who were chosen during the purchase. The Hawaiian Gardens City Council at its Feb 8 meeting, in a 3-1 vote, approved a loan with Southern California Edison Company in the amount of $250,000 with no interest to complete an upgrade of the city’s energy efficiency and related improvements to city facilities. At the same time the council approved a budget adjustment in the amount of $288,200 from the General Fund and authorized the Finance Director to transfer the funds to the project. Councilmember Reynaldo Rodriguez objected to the agreement on the grounds it was too costly. He asked why some of the work couldn’t be done in-house and questioned why staff hadn’t reviewed the existing contract covering the city’s computers that he said included making the computers more energy friendly and would have been done at no cost under the existing contract. He said in this time of economic stress, he didn’t feel the city should be allocating this amount of money now for a project that could have waited. Councilmember Barry Bruce agreed but said he would vote for the agreement because a contract had previously been signed. The city had earlier applied for a grant involving the State but the application was not approved due to the lack of funds by the State. Bruce said before staff makes a recommendation to the council on the hiring of consultants there needs to be a review on whether they are needed. Bruce suggested an ad hoc committee be established to make recommendations to the city administrator before a consultant is hired, especially for a major project. He said he understands the city will need to hire

Soroptimists put final touches on Monte Carlo By Dr. Annalisa Fernando-Langit The Artesia-Cerritos Chapter of Soroptimists International is making final preparations for their annual Monte Carlo fundraiser scheduled on Saturday, Feb. 26, from 7-11 p.m at the Cerritos Center for Performing Arts. Tickets are $65 per person and includes a buffet dinner catered by Turnip Rose, casino style gaming, and prizes. This year, the Soroptimists are excited to be having its first Texas Hold ‘Em Poker Tournament, in which the winner of the event will be awarded a big screen television. Cerritos candidates statements Election campaigns are always interesting in that we get to learn how others perceive our City, and share ideas on how to improve it. Bruce Barrows Challengers to incumbents need to persuade voters on why change is important and how their experience (or lack thereof) will better serve the city. Incumbents, like me, need to point to their experience and ability to run/oversee the city successfully. Additionally, it’s important to look at prior campaign promises and determine whether or not promises were kept. For instance, 4 years ago my goals were: Lower crime rate and improve security – promise kept. This is an area I will continue to focus on. (visit safercerritos. com to see charts) I promised to safeguard and improve our city’s financial resources and maintain a balanced budget. Promise kept. We all know how radically the economy has changed during this four year period. Although some candidates want you to think the worse, it’s difficult to ignore the facts. The facts are, I immediately pushed to get new development and new sales tax dollars into Cerritos. Part of this was the effort involving our Redevelopment Agency to initiate the new construction at our Cerritos Mall, resulted in the addition of the new Forever 21, Nordstrom and Apple, and others. Falling tax revenues, especially from the Automotive car sales resulted in a drop in revenues to the City. Contrary to some wild accusations by the challengers that expenses are up, the facts show that our budget has been reduced by over 11% totaling almost $18 Million in the last 4 years. Net result, we have balanced
budgets every year. The exaggerated claims of the council and of our senior staff salaries are easy to verify. The state requires each city to post our earnings on the City’s web site. For transparency, we chose to post Box 5 of the W-2 s. The council’s pay is about $14,429.90. To verify visit www. ci.cerritos.us . Additionally, council did vote to reduce it’s pay by 10% during this past term. The Council voted to reduce its travel budget by 45%. Travel to influence bills and other legislation has not happened this year as there hasn’t been a bill that we thought would benefit from our personal appearance. Travel out of the country? Our council, to my knowledge, has never traveled out of country using city funds. In conclusion, be aware of campaign promises. Our city is well managed, by employees who care deeply about the job they do. Our Council and our staff have instituted no reductions in programs, whether it’s the parks, library and other services to our residents. We need to be vigilant in within our financial means and that demands we work to control and reverse the bad decisions in Sacramento that led to the huge deficit they created. The vast majority of candidates running for city council would agree that water and paved roads are the most important services that the city provides its residents. I too agree with
that, but I would also add to Parks and Recreation as a service that is equally important. The health and well being of Cerritos residents is very important to me. Physical activities is an important part of a healthy and balanced life, which is why in 2007, not long after I got elected, I pushed to have walking trails installed in more neighborhood parks throughout the city. In visiting and surveying the neighborhood parks throughout the city, I noticed that the parks that have walking trails were utilized much more than parks that didn't. I wanted residents who live around parks that did not have walking trails to have the same opportunities to exercise as residents living near parks with walking trails. Last year, a resident approached me to complain that one of two elliptical machines at the gym at Cerritos Park East was removed and never replaced. When I inquired at city hall about this issue, I was told that the machine broke down and there were no plans to replace it. I then started asking some tough questions, and soon enough a new elliptical machine was installed at the CPE gym. Last year I voted to create more bike trails throughout the city. Bike trails have a dual benefit: First and foremost, they encourage more physical activity. In addition to that, they also encourage a reduction of greenhouse emissions by leaving the car behind for short trips within the city. I embrace my commitment to health and well being in my personal life. A few years ago I joined the Cerritos Easy Runners Club, and I jog almost every day. In 2009 I completed a half marathon for the first time in my life, and last year I completed two full marathons: the Los Angeles Marathon and the Long
Beach Marathon. In my 4 years on the council I have always placed Cerritos residents at the top of my priority list. Now, as I run for reelection, I need your help. Lt. Grossman explained the judges are sent to the University of Mississippi that has its own program. She said under the provisions of the Department’s Grant we don’t want to look like we’re pushing the judges in one direction. This is so the judges will understand the computer term they will see in court. They will have to understand what the hash value is. If you don’t know what the hash value is you won’t know that each computer picture is unique. The tier we do is community. She said with so many bad guys, it’s difficult for them to get out into the community. She said they “kick three door in a week,” meaning they we have three search warrants where we find someone behind the computer that shouldn’t be. She said there are so many people doing this, it would surprise you. “The people who do this would surprise you, “she said. “We have a boy scout scoutmaster, “ Quijano asked how many in the room consider themselves technically savvy? If the teacher walks toward them, they can easily punch into their assignment. They said in order for them to go onto a school campus, they have to be invited.

Part I felony investigations conducted by members of the Cerritos Sheriff’s Station increased from seventeen the previous reporting period to twenty-five for last week. All categories in this report increased with the exception of robberies, which remained the same. Calls for service went down from 254 to 230. Field units are currently handling an average of 258 calls for service in 2011. An attempted robbery was investigated on Monday January 31 at 1:45 p.m. after a lone male suspect attempted to wrestle away a bank deposit bag from the victim in the 12200 block of Artesia Boulevard. Man on the Street: Redevelopment Agencies? By Raakin Hossain The State of California's budget deficit is currently $25.4 billion. Former Governor Arnold Schwarzenegger had taken $2 billion over a period of two years, but current Governor Jerry Brown has proposed on taking it to an all new level of abolishing redevelopment agencies all together. This proposition is intended to save the state $1.7 billion. Governor Brown said his plan would provide more authority to local governments. However, the money which was initially to be for the redevelopment agencies are planned for distribution to school districts, counties, and primarily the state. Redevelopment agencies receive their income from property tax revenue. This is used to provide low-income housing, reproducing run-down neighborhoods, and other communal projects. “I wouldn't trust the state. I understand we are in a budget deficit. We all have to make the sacrifices. I'd hate to see the funds go to the state as it does direct good to us,� says Kasey Egelus, a resident of Cerritos. “An alternate solution would be to cut the salaries of the councilmen and other legislatures.� “We hear a lot about government conspiracies so it's better for us to keep the money and do it on our own,� says Christopher Hernandez. “I think we should keep the money for the schools. Anything for education is not wasting

While we have experienced some unusual window smashes lately, the most popular method is still locating an open or unlocked door or window, or prying open a sliding glass door or window. Make sure that you conduct the “exit check� by looking at all doors and windows before you leave the residence. Close them and lock them. If you do not already have them, install locking pins to keep the window tightly against the frame. This makes prying almost impossible. Two commercial burglaries and one “other structure burglary� were reported last week. Tools were stolen from a detached garage and two closed businesses were targeted after the front windows

were smashed. Cash and a cash register were taken in those crimes. The 2011 weekly average in “other structure�/commercial burglaries is now 3.5. Vehicle burglaries rose from six cases to nine last week. Nine of the crimes occurred in high-volume commercial parking lots, and six were SUVs. One GPS unit and a stereo system were stolen along with third-row seats (from SUVs) ammunition, bicycles, purses, wallets, a guitar, backpacks, computers, MP3 players, and cell phones. The new 2011 weekly average in vehicle burglaries is 6.5. All of the items stolen were in passenger compartments, visible, and made easily available to the thieves. Vehicle burglars do not honor a quarter inch of glass left to protect these stolen items, as five windows were smashed last week. Do not leave anything in the passenger compartment of your vehicles. It takes less than five seconds for someone to smash the window, reach

in and grab your property, and to be on their way. Vehicle thefts increased from two to three last week. All three vehicles were in high-volume commercial parking lots. Two SUVs and a Toyota were taken. The 2011 weekly average in vehicle thefts is now 2.5. Using a steering wheel locking device will offer a good visible deterrent to the would-be thief. While there have been cases reported where the steering wheel is cut to allow the theft, these are very few in numbers. These devices are inexpensive and let the car thief know that more work will be required to take your vehicle. There are many more in a parking lot for the criminal to target that are not equipped with a locking device.

Lewis caps off Norwalk’s big fourth quarter rally with game winning basket By Loren Kopff It was the biggest shot that Norwalk senior Cammie Lewis had taken anywhere, anytime but it was one that sent the Lancers to the California Interscholastic Federation-Southern Section playoffs for the third straight season. With three seconds remaining against visiting Cerritos last Friday night, Lewis scored on a jumper to give Norwalk a thrilling 62-60 victory. The Lancers were trailing by 17 points with 10:20 remaining in the game and held the Dons to one field goal over the final 4:05 of the game, which at the time, Cerritos was still leading 59-49. But Norwalk missed two shots in eight attempts down the stretch. “We just had to keep playing and not give up,” Lewis said. “We’ve been through that before. The last time we played them, we had to come back and let it go at the end.” Lewis was held to seven points in the first half and took only four shots. But he erupted for 15 points in the second half on seven of 10 shooting from the field to finish with a season-high 22 points. When asked what the difference between the two halves was, Cerritos head coach Jonathan Watanabe summed it up in two wordsCammie Lewis. “We couldn’t stop Cammie Lewis,” Watanabe said. “And [senior] Manuel [Castaneda] hit some shots but really, it was Cammie draining everything for them.

Even though Cerritos clinched third place and entered its final regular season game at front running La Mirada with 22 points, it could have picked up another win instead of the one tie. On Jan. 12, Cerritos led Mayfair 2-1 before the Monsoons tied the game during stoppage time and 30 seconds before the referee blew his whistle. “I think that game last time was an awakening for both squads,” Lathrop said. “I think for us, it was the fact that as prestigious as Mayfair has been in the past, we’ve grown too. So, us being able to [tie them] was great for us. We left that game saying we can’t allow any more like that [in the second round].” Heading into its game at La Mirada, Caliz was leading the team with 18 goals, 12 coming in league action. Frontino was one goal behind her with 11 coming in league action. Sophomore forward Analisa Marquez and Larkin each had 14 goals and Pasos eight, making the Lady Dons a heavy threat in the playoffs. In addition to the season tallies, Frontino has 39 goals in her high school career which is fifth best in school history and the 18 from Caliz are the most in a single season since the 20052006 when Jamie Beatty scored 21.“Those five players have really come a long way,” Lathrop said. “I think our biggest challenge with them has been getting them to play as a unit, and that’s what they did today.”

It would be one of only two second half shots for the hosts. “I told the kids at halftime if we get any opportunities, just try to take advantage of it,” Looney said. “We weren’t going to get a whole lot of shots today. [Vander Meer] probably could have hit it one step sooner. It was a toe poke. I thought it was going out and I think their keeper thought it was going out too. It just snuck into that corner. We had momentum for about 10 minutes after that goal.” The Lancers quickly turned the momentum into their favor five minutes later when Ramos came out to make a sliding save to her left side of the penalty box which would eventually be cleared out by junior defender Courtney Santa Cruz. Southern California Edison is expected to invoice the city over a 10-year period monthly at $2,083.33. After the 10-year payoff to SCE, the city would realize a net gain of $106,994 for the next five years with the savings then expected to continue in perpetuity. In other business the council approved new parking restrictions on 226th Street from Juan Avenue to Horst Avenue. In a report to the council Community Development Director Joseph Colombo said the Public Safety Commission at its Jan. 19 meeting reviewed a petition submitted by residents on Dec. 21 requesting the city to remove the “No Parking Any Time” signs installed on the north side of 226 St. between Juan Avenue and Horst Avenue. Colombo said upon researching the placement of the signs, the City Engineer could find no record the council had authorized their placement. He said painted red curb exists on the south side of 226th St. between Juan Avenue and Joliet Avenue. Again no record could be found the council had authorized the red curbing. However, he said since a bridge was built over the Artesia-Norwalk channel red curbing might have been painted right after its completion, restricting parking or stopping on the bridge. He said the council at the request of the Hawaiian Garden Terrace Senior Apartments approved red curbing on the south side between Joliet Avenue and Ibex Avenue. The council voted to maintain red curbing on the north side of 226th Street between the Artesia-Norwalk Channel Bridge and on the south side of 226th Street between the channel and Joliet Avenue. The Council also voted to award an emergency construction contract in the amount of $54,220 to H.D.R. Construction Inc of Hawaiian Gardens to repair the existing shade and patio structure in the civic center between the administration building and the C-Robert Lee Gymnasium. Colombo said an inspection of the structure found extensive damage to the existing structure and some areas of water ponding on the roof. In addition there were areas where workers had stepped through the roof. He said the structure was built in the mid-1970’s when the civic center complex was completed. The structure covers the main pedestrian walkway between the two buildings.

Cerritos candidates meet in second forum By Jerry Bernstein Candidates seeking election to the three Cerritos city council open seats Mar. 8 campaigned for votes Jan. 1 at the second candidate forum sponsored by the Artesia-Cerritos Woman’s Club. Questions included their position on selling the Performing Arts Center, council salaries, Governor Brown’s decision to close down Redevelopment Agencies, and Cerritos neighborhoods infrastructure. They were also asked about the unincorporated area on the west side of the city off 166th Street across from the Cerritos College parking lot. Kiran Rami, a first time candidate for city council said if elected she would bring a young mother’s perspective to the council. She said thus far the city has done very well for its residents. If elected her focus will be to continue on that path and to work with all the city departments to ensure its continuance. Unfortunately, she had to leave after her introductory remarks in order to teach an opening class at Long Beach City College where she is an instructor. She hoped residents would vote for her on Mar. 8, saying she was number one on the ballot. Former Mayor Grace Hu said she feels her past experience in city government and her business expertise could be helpful to Cerritos during the current recession and state financial crisis. Responding to the question about selling part of the Performing Art Center she said when she was on the council she voted for the Center. At that time we had approximately $4 or $5 million to promote it. She said it was felt the Center would bring more business to the city. Now times have changed and she would like to review all the programs involved with the Center before making a final decision. Harshad Mody , a resident of Cerritos since 1981, said he is looking forward to serving Cerritos. He said he was 65 year old, retired, and would be a full time councilmember. He said he was there to listen to the people and his

While most teens go on to learn to drive, socialize, find jobs, attend college, marry, and have children of their own... many of our children with special needs are not going to make these benchmarks. Therefore we need to provide some programs, social events, exercise classes so they can be independent in taking care of themselves. The most important of all is to overcome from this economic crises. We need to learn to live within our means and spend wisely. As a single mother
of three, I would use common sense in spending the money for the vital needs of the city. Since this economic problem is going to stay for at least five to seven years, we need to cut our spending on unnecessary things. This will enable our city to be financially strong in rainy days. He is not in favor of selling any part of the Center. Concerning the unincorporated area on the city’s west side, he said the area is not part of Cerritos but county. Mark Pulido said he was not in favor of selling the Performing Arts Center. He said it’s a magnet that attracts new business to the city, supports our youth and is the center of the Town Center. He asked who would benefit by doing so. Turning to what makes Cerritos a good place to live, he said it is its neighborhoods. It’s time to reinvest in our neighborhoods. This includes tree trimming, fixing broken sidewalks, and repairing potholes. Chris Fuentes said he believes there is a crisis developing. “We talk about the Redevelopment Agency going away. This is something we’ve known about for a long time. He critized the city for moving ahead with the Cuesta Villa project with ABC when it knew it didn’t have all the money on hand to fund it. He said the council and school board voted for it, and described it as a subversion of the redevelopment program. He said the Governor “wisely” put the breaks on it. He described the city administration as “very top heavy,” criticized salaries for top executives and management as excessive and accused the city of taking rank and file employees and putting them on a part time basis, with no
chance of becoming full time employees where they can earn benefits. He compared Cerritos with the city of Bell where a strong city manager and a rubber stamp council led he city down the road of corruption. Turning to the Cerritos Center for the Performing Arts, he said he did not believe in selling it but favored a public-private partnership to run it. On the question of the Westside, he indicated the rest of the city receives service, but the only time the city listens to the Westside is during a city council election. Councilman Bruce Barrows said if re-elected he will continue his support to keep Cerritos a vibrant city and provide residents the high quality service they and the business community have come to expect from the city. He said in the coming months city will need
strong leadership. He stated during the past four years Cerritos has experienced economic growth. He cited the new Nordstrom Department Store, Forever 21 and Apple openings as examples of the city bringing in new business. He said the council and city administration is continually working to bring new business opportunities to Cerritos. Barrows is not favor of selling the Performing Arts Center, saying when it was first planned it was described as an economic engine that would bring new business to the city. He said it would be a big mistake to sell it. It benefits the entire community.” On the question of the unincorporated area off 166th Street Barrows said the city has no jurisdiction in that area. It is under Los Angeles County jurisdiction. It is a county island.
