n LCCN examination of the 2009-2012 City Council travel documents shows Cerritos council-members Carol Chen and Bruce Barrows, along with Jim Edwards, reporting extremely questionable and expensive charges for travel, hotel fees, and dining costs. In an era of economic collapse and belt tightening where the council-members were asking the unions not to take pay raises and cutting city positions, then Mayor Carol Chen, Councilman Bruce Barrows, and Councilman Jim Edwards were taking expensive, lavish trips and dining on Foie Gras and $62 steaks.

erritos City Council candidates James Kang, and current Cerritos City Councilman Joseph Cho attempted to craft a deal with rival candidate K.Y. Ma last December in an attempt to manipulate the Cerritos March 5th election, as well as the 2015 Cerritos city council elections. In the press conference Kang said he and his campaign advisors Larry Caballero and Alon Barlevy, met with Ma, Cho and several leaders of the Korean American community in December in hopes of having “just one

On Tuesday, Ma produced an “Affidavit of Endorsement” that was allegedly written by Kang, to be signed by Ma that he would fully support James Kang for the council election in March 2015, in exchange for Kang dropping out of the 2013 race. The letter was dated on December 4, 2012 allegedly drafted by two Kang campaign advisors, according to Cho. The notarized affidavit was distributed at a press conference attended by the media and several Ma supporters at his campaign

Yokoyama, 44, was suspended from practicing law on January 7, 2012 by Judge Richard A. Platel of the California State Bar Court. Delighted was the word used.

R

epublicans were “delighted” Brian Hews Wednesday when the Publisher U.S. Postal Service announced it will discontinue first class Saturday mail delivery. They should be, their plan to privatize the USPS was put into effect in 2006 and they are finally seeing it work. This marks another milestone in the decline of the onceubiquitous government service. The new rules for Saturday delivery, set to take effect on August 1, 2013, will

www.HewsMediaGroup.com continue delivery of packages, but discontinue basic first-class mail. Many say it is e-commerce and the Internet. Wrong. It isn’t a switch to online mail that’s causing the postal demise — it’s the Republican 2006 Lame Duck Congress (RLDC). Under the Postal Accountability and Enhancement Act passed in 2006, the RLDC forced the USPS to pre-fund 75 years worth of pensions for its employees, a requirement not made of any other public or private institution. That means that the Postal Service is footing the bill for employees it hasn’t even hired yet. The USPS doesn’t actually receive money from the government, none of our taxes go to the USPS, but it still needs Congressional approval to make any changes to its structure. An analysis in July showed that the USPS, without its pension requirement, would have a $1.5 billion surplus. Other studies show that if they cut Saturday delivery, the service would save $2 billion and loose $5 billion. And that is not counting the economic hit every postal carrier and administrative worker will take working eight less hours per week.

Did you know the USPS has its own police force? 1,400 detectives and 700 armed personnel all guarding against contraband, drug shipments and terrorism? Any other carrier would charge for stopping the mail, vacation holds, and redirecting to a new address. The USPS does not. But Congress has repeatedly (delightedly) failed to address the issue. Last year, the Postal Service defaulted on a pension fund payment for the first time in its history, and political infighting stopped Congress from bringing any remedy to the floor. Meanwhile UPS and FedEx are feeding the Republican machine. So it is time to repeal the law and let the USPS operate like a regular company. Postal access is a rights issue for rural Americans; since they live in areas where Internet coverage is inconsistent, post office closures and slowed-down delivery can mean big limitations on communication. A lack of access to postal services can lead to a growth in economic inequality. Sound familiar? Delighted.

James Kang Responds to Cho, Ma Dear Editor,

J

oseph Cho and Kyung Ma were the ones who first proposed that I drop out of the race and support Mr. Ma for the 2013 election. In return, they said they would support me for the 2015 election. In October 2012, Joseph Cho verbally threatened to launch a negative campaign against me if I were to run for City Council this year. Since then, Joseph Cho has repeatedly threatened to smear me with negative campaign attacks if I were to run for City Council. Because of Mr. Cho's constant threats against me, I seriously considered dropping out of this race. But after much thought, I did not want to be bullied by Mr. Cho's threats, and didn't agree with the arrangement. In the last two weeks, the things that Joseph Cho threatened have become reality. Throughout the campaign I have refused to engage in mudslinging and would like to focus on the issues facing Cerritos. But now I cannot help but defend myself against these vicious attacks. Joseph Cho does not care if Mr. Ma wins or loses this race. Joseph Cho’s primary goal is to split the Korean vote in Cerritos and make sure that I lose the election at any cost. Also, when we responded to the letter attacking my character in this newspaper, we did not specifically mention that either Joseph Cho or KY Ma were the ones responsible for the attack. Why were they the only campaign that felt the need to respond and clear their name? The answer should be obvious. James Kang

Community Leader Helen Brown Dies After Suffering Fall at Norwalk Prayer Breakfast By Randy Economy randy@cerritosnews.net

orwalk community leader Helen Brown has died as the result of a tragic fall she suffered on Tuesday morning while attending a community prayer breakfast at a hotel. Brown, who was one of the most loved and respected residents of Norwalk passed away Tuesday night at an area hospital from her injuries. Friends and family members took to social media sites to remember the energetic, gracious and always elegant Brown. Brown also was a Contributing Feature Writer for many years with Los Cerritos Community Newspaper, and other local publications. “Tonight we pause and remember the remarkable life of Helen Brown, who made our community brighter and more vibrant. Helen was an amazing spirit and her passing has saddened all of us,” said Brian Hews, Publisher and President of Hews Media Group. Well, I guess the previous issue on whose name should the new Multi- Media Arts Center be called was finally laid to rest. My proof? The official name now displayed at the building facade itself: WHS Multi-Media Arts Center. It is neither the name of the former school principal nor the former huge donor. The WHS Multi-Media Arts Center was formally opened last month with a guided tour of its brand-new facilities which in the words of the WHS Principal Patty Hager will “make the Whitney students stay competitive in the modern world of technology and entertainment.” The tour which was conducted with the assistance of the students included the computer lab, audio/visual studio for the Broadcast Journalism and Film Making classes, the Green Room (basically the dressing room) and the main theater that opened with the performance by Whitney High School Band that evening.

In her speech during the program, Hager said, “with the WHS Multi Media Center which they fondly refer to as MAC now a reality, we have so much to be very thankful for, from the generous funding from the ABC School District which was matched by the State and from numerous and kind donors in the community” among them the Shah Family as Gold Donors, which she made special mention of. Hager also thanked ABC-USD Superintendent Dr. Mary Sieu together with her Board after which Dr. Sieu was presented with a bouquet of flowers in demonstration of the school’s deep appreciation. Then, the school principal called on Cerritos Mayor Jim Edwards and City Council Members who presented her the Plaque of Proclamation for MAC. Mayer served prison time for his felony conviction for lying about his place of residency while running for city council in South Gate. Furthermore, Rick Mayer’s campaign manager was “Big Al” Robles who was indicted on federal corruption charges in 2004. He was found guilty of 30 felony counts, sentenced to 10 years in federal prison, and ordered to pay the city of South Gate $639,000 in restitution. Vasquez raised only $4,900.00 before the June 5th election, she raised $31,146 after. Vasquez still owes Gonzalez and Mayer $8,559. Documents show that some of the $31,146 came from the same special interest groups that she vigorously campaigned to root out. Tom and Ron Calderon gave $2,250, Vasqez’ own mailer criticized Tom Calderon for taking money from the CBMWD. Douglas Wance, former CBMWD General Counsel, gave $2,500. Wance was fired in November when facts emerged regarding the expenditure of nearly three million dollars in an off-the-books “Trust Fund” purportedly used for district lawsuits. James Roybal's financial disclosure forms showed similar patterns and reliance on Gonzalez and Mayer. Before the June 5th election, Roybal made payments to Angel Gonzalez and Mayer's R&M Associates totaling $10,400.00 and still carries an IOU of $28,878.39 to Mayer. Some say Mayer is going after “outreach contracts” similar to those he is getting from the Water Replenishment District of Southern California located in Lakewood. Since taking office on January 7th, Roybal and Vasquez joined ranks with longtime Director Bob Apodaca and fired recently hired Chief Operating Officer Chuck Fuentes, along with Asst. to the General Manager Ron Beilke. Upon his termination, Beilke raised the suspicion of a cover-up by the firings. According to Beilke, "little doubt exists about the direction of the new board majority given who financed their campaigns. A quick look at their 460 disclosure forms speaks volumes about the character of these two supposedly highly educated people." Other significant actions taken include the three meeting to amend the CBMWD Administrative Code to permit Roybal to take over the presidency. The meeting could constitute a possible Brown Act Violation. Director Art Chacon was president barely a week before the three amended the code. Chacon was removed and replaced by Roybal. The president is a powerful position, he/she forms committees where all agenda items and contracts are vetted and approved for board meetings. The three also immediately removed CBMWD Director and Cerritos resident Phil Hawkins from his long held seat on the board of the Metropolitan Water District. Now we are all really scared. We can’t attract businesses to Norwalk in this climate. The city council needs to make public safety our top priority.” Adams, who touted his “twenty years as an elected official here in Norwalk” said that he does not favor term limits for Norwalk City Council members, but said that the “people should make that decision at the ballot box.” Mendez said he has spent his “entire 62 years on this earth here in Norwalk.” “This is my hometown, and I am not going to go away and I only want what is truly best for this community,” Mendez said. “I know how city government works, inside and out, from all angles. Public safety is my number one priority. We can stop crime by making sure that people have jobs here in Norwalk,” Mendez said. and squarely placed blame on “Sacramento lawmakers for causing our problems here in Norwalk.” “The politicians in Sacramento raided our money here in Norwalk this past year,” Kelley said. “I blame the State of California for our fiscal problems,” Kelley said. Aranda took aim at the “current environment with the community.” “In my opinion, it is criminal that we have beautiful open spaces and parks here in Norwalk and our children placed in lock down on our school campuses on a regular basis. This is failed leadership, and cannot be tolerated,” Aranda said. Lestonnac Free Clinic celebrated its grand opening on Feb. 1. This clinic offers free, comprehensive medical care to the poor. It is a non-profit, primarily volunteer organization that has works with pharmaceutical companies and local hospitals to meet the healthcare needs of low and noincome families in the community. The new 750 square foot clinic is made possible through a $5,000 grant from United Healthcare, which will be used to purchase medical supplies to treat patients. HOPE Artesia is donating the space for the clinic and also providing ophthalmic services, and the Joy of Sharing Foundation is providing volunteer doctors and support staff for the clinic.

The end.” The letter was signed by Ma on December 5, 2012 and has a Notarization Seal of Jeong Koo Rho. On Tuesday, Ma denounced Kang’s campaign tactic and the affidavit even though he signed it in December. Cerritos City Councilman Joseph Cho, confirmed that Kang “changed his mind at the last minute and decided to run.” Cho said that Kang cited his current age and the amount of money he had already spent in the campaign. Kang denied having any knowledge about the affidavit in a phone interview with LCCN.

“I have no comment, I have no idea, I don’t want to talk about this,” Kang said. But in an email Kang sent out, given to the media at the conference Kang said, “these two documents (referring to the affidavits) should be signed and notarized by an escrow officer and handed them to me before the meeting.” Cho also signed a similar “Affidavit of Endorsement” that reiterated he would fully support Kang in 2015 if Kang would drop out of the 2013 campaign. The affidavit said “The undersigned, Joseph Cho, under penalty of perjury states that upon withdrawal of candidacy by James Kang for Cerritos City Council in 2013, Joseph Cho will fully support and fully endorse James Kang for the City Council election scheduled in March 2015. James Kang is the only candidate that Joseph Cho will support and endorse during the Cerritos City Council campaign in March 2015. The endorsement is unconditional and irrevocable. The end.” Retired California State Assemblyman Tony Mendoza confirmed that he had “direct knowledge” of the affidavits between Kang, Ma and Cho and had spoken to both Ma and Kang and tried to serve as a moderator between the two campaigns. “I applaud Mr. Kiyong Ma and I am here to fully support him,” Mendoza said. Kang again reiterated to LCCN that he had “no idea about the situation.” Chris Duvali, a lifelong Cerritos resident and a key member of the Hubert Humphrey Democratic Club said that “K.Y. Ma has integrity and demonstrated better interaction with the community that’s why he gets the official endorsement of the Los Angeles and California Democratic Party.” Glenn Askland another resident of Cerritos for more than 30 years, and active in the Boy Scouts of America as a Troop Leader said that he has known K.Y. Ma for many years and he “believes that he has no other agenda or ulterior motives in running for City Council position in Cerritos.” “Mr. Ma only cares about our children and our community,” Askland said. Another outspoken supporter of Ma is Stephen Bova, President of the Cerritos Employees Union (AFSCME) said that his group supports Ma because he “does not reflect the views of typical politicians. Mr. Ma cares about the welfare of all Cerritos employees.” LCCN also asked challenger George Ray about the Ma-Kang dispute and said “I want to stay out of the fray, and wants to stick to the real issues in the campaign.” Ray said he was “disappointed that candidates aren’t sticking to the real issues in making Cerritos better for the future.” The press conference started with Ma intending to “clear himself” from having any part of a controversial advertisement that appeared during the past two issues of Los Cerritos Community Newspaper from Cerritos resident Young Park. In August 2010, Chen, Barrows, and Edwards, along with all five Fine Arts and Historical Commissioners traveled to the Loveland Sculpture Show in Colorado. Travel and hotel fees totaled over $8,000. The show’s website describes “thousands of art lovers and collectors from around the country and beyond, come together to enjoy and acquire the work of premier sculptors during this three-day outdoor sculpture show.” They dined at The Canyon Chophouse spending over $375. Meals included $40 steaks, and $38 crab cakes. Another night they spent over $260 for dinner eating wild salmon and prime rib. Six other meals averaged $100 each. A former commissioner who did not want to be identified said, “I was floored by all the money being spent. Further, it did not seem the trip had any meaning. When we got back, a majority of the commissioners voted for an Italian sculpture theme, Barrows over-road the majority and opted for another. Worse, instead of spending $75,000 on the sculptures, the city spent $125,000.” In May of 2010, Chen, Barrows, and Edwards traveled to Las Vegas staying at the Aria. Receipts show a $348 dinner on May 23 and a $379 dinner on May 24. Meals included a $50 steak, a $54 mixed grill plate, three $40 filets and $18 French fries. In 2011, when Carol Chen was Mayor, council-members took a total of ten trips. In March, they again flew back to Washington D.C. and later traveled to Sacramento. In May, Barrows went on four trips, one to Palm Springs and three to Las Vegas, with Chen attending two. In Palm Springs, staying at the Waldorf, they dined on Foie Gras and $40 crab legs, Ahi Tartar and a $26 dessert. Further examination indicates no boundaries for spending on other items such as mileage and airfare. Cerritos council-members receive a $400 per month car allowance. Yet in documents submitted by Chen and Barrows, both received reimbursement for mileage at a rate of .56 cents per mile when driving to San Diego, Santa Barbara, and other trips. Further documents show a complete disregard for keeping other costs low. On several occasions, airfare to Sacramento cost the city over $420, with personnel booking the “Anytime” fare on Southwest which is traditionally the highest rate. Community Members Become Principal for a Day in ABC

ave you ever wonder what it would be like to be a principal of a school? On Wednesday, February 6th, 34 members of the ABC Unified School District community became Principal for a Day to fulfill that experience. This is the 18th year that ABCUSD has held the event as part of the District’s commitment in promoting educational partnerships with the community. Thirty one schools in the District, representing 19 elementary schools, 5 middle schools, 5 high schools and one Adult School had a Principal for a Day guest. The guest principals represented leaders from the business, civic, social services and faith based agencies in the region. At the Luncheon Reception held at the Sheraton Cerritos, Dr. Mary Sieu, Superintendent said “Principals are expected to be educational visionaries, instructional and curriculum leaders, assessment experts, budget analysts, facility managers, special programs administrators, as well as guardians of legal, contractual and policy mandates and initiatives. Our principals are facilitators of staff and student learning as well as cheerleaders who teach, coach and promote the development of their students and staff. Oftentimes, they are disciplinarians, help with custodial duties, counselors and surrogate parents”. Each guest principal for the day spent the morning at a school site in the District accompanied by the principal. In the afternoon, they attended a Luncheon Reception where they received a certificate of recognition as well as an original student artwork commissioned by the school. ABC Moves to New Online Enrollment Process For Schools of Choice Beginning March 1, 2013, the ABC Unified School District is launching a new online application system for the School of Choice process. The new online system, that also includes families interested in applying for the Magnet Schools Programs, will improve the School of Choice process by making it more convenient for parents and families to enroll. CERRITOS BOYS CLINCH FOURTH PLACE IN DEFENSIVE AFFAIR WITH ARTESIA SUBURBAN LEAGUE BASKETBALL By Loren Kopff lorenkopff@aol.com

This hasn’t been one of the finest seasons for Jonathan Watanabe, the longtime head coach of the Cerritos boys basketball team. The same can be said for Artesia first-year head coach Ray Walker, who began the season with two returning players. Both teams have struggled throughout the Suburban League slate but with fourth place on the line this past Tuesday night, it was the visiting Dons who spoiled Artesia’s senior night festivities as they came away with a 39-31 victory. Cerritos avenged an earlier 53-34 Artesia win on Jan. 9 and improved to 10-15 overall, 5-6 in the league. The 39 points are a seasonlow in a victorious fashion for Cerritos. “It’s rough,” Watanabe said. “Ray’s defense is always good. Wherever he coaches, you know it’s always going to be a battle. I hate going against him. They just know what they’re doing. Our guys were just able to pull it out.” “We knew it was going to be a challenge to score,” Walker said. “We missed [10] free throws and I don’t know how many of those were the front ends of one and one. You can’t beat a good team if you don’t make your shots. We didn’t shoot the ball well today.” For the first three and a half quarters of the game, both teams nearly matched basket for basket. lead was four points at 15-11 after senior guard Elijah Leonard scored his first field goal with 3:03 left in the first half. On the other side of the court, the biggest lead for the Pioneers in the entire game was two points, which happened three times. But with the Dons holding a 25-24 lead entering the final stanza, Leonard and his younger brother, Evan, took over. Elijah Leonard scored the first four Cerritos baskets in a span of 4:39 as the Dons opened up a 33-26 lead. Then Evan Leonard, a freshman guard, sealed the win with four consecutive free throws in a span of 25 seconds. The Leonard brothers would account for all but two fourth quarter points. “They’re studs,” Watanabe said. “Evan is starting to come through. He’s only beginning where he’s going to be at. He’s going to be phenomenal. Elijah is stepping up big with some of those big lay-ups. But it was just everyone. It was a full team effort, especially on the defensive end.”

Elijah Leonard led all players with 15 points and had half a dozen rebounds. His younger sibling scored eight points, all coming from the free throw line, and had five rebounds. Both teams struggled offensively throughout the game, connecting on 10 field goals, four in the first half. In fact, Cerritos led 17-15 at the half, a rare low scoring performance by two teams in a Suburban League game. Through the first three quarters, the game was tied five times and the lead changed hands eight times before Cerritos took the lead for good when sophomore guard Jonathan Rivera converted on a three-point play with 1:14 left in the third quarter. Rivera added 11 points and nine boards as the Dons will finish the season no worse than one game ahead of Artesia. Cerritos ends the regular season at home tonight against Bellflower. “We were just focused on getting [to the playoffs],” Watanabe said. “This game

was so crucial for us. I’m just happy for our seniors. Starting off the season 0-7 and saying now that we made our way to the playoffs…after that seventh loss, I don’t know if you would have been able to convince me that we would be able to make the playoffs.” As for the Pioneers, who ended the regular season at 9-18 overall and 4-8 in the circuit, junior guard A.J. Benson scored 12 points and had six rebounds. Senior guard J.T. Rodriguez and sophomore forward Dontae Smith each added seven points and combined for 15 rebounds. “We knew what was at stake and we played with the effort of knowing what was at stake,” Walker said. “But we just didn’t play well enough. LADY CRUSADERS PULL AWAY FROM MARANATHA IN SECOND HALF, WIN FIFTH STRAIGHT LEAGUE TITLE OLYMPIC LEAGUE GIRLS SOCCER By Loren Kopff lorenkopff@aol.com

It’s safe to say that the Valley Christian girls soccer team owns the Olympic League, having finished no worse than second place in at least 15 of the past 16 seasons. Last Thursday night, the Lady Crusaders cemented themselves yet another league title with a 4-0 win over visiting Maranatha at Crusader Field. Coupled with shutout wins over Whittier Christian last Friday night and Heritage Christian this past Tuesday, the Lady Crusaders ended the league season undefeated and untied in eight games. It’s the first time since the 2002-2003 season that V.C. has had an unblemished league mark. V.C. also won their fifth consecutive league championship, going 30-2-8 during that time. “Their goal this season was undefeated league champions,” said V.C. head coach Kim Looney. “Even though we can claim a title, they want to finish without a loss or being tied. We were in a tough league for a while with Brentwood and Windward

and all of those guys and it was tough to win a league championship. With the last season with them, we got the first [of the five straight] or maybe the second one. Our first meeting this year, we talked about team goals and nine of the 18 kids I have wanted undefeated league champions because I said that’s something we haven’t had in a long time.” The Lady Crusaders were dominating the Minutemen the entire game and took 10 shots on goal in the first half. But the hosts were unable to find the back of the net until the 27th minute when a pass from sophomore Kendra Peck to junior Janae Megorden bounced over the Maranatha goalkeeper’s head. It was Megorden’s seventh goal of the season. V.C. would be stymied the rest of the half and didn’t get its second goal until two minutes had elapsed in the second half. This time junior Janna Jensen received a pass from senior Jahdai Dunk and notched her fifth tally, all coming in league action. “That’s the story of our season,” Looney said. “And it might be our Achilles Heel during the playoffs if we can’t finish in front of the net. It’s something we’ve fought all season long. We can create and we can get in front of the goal. We’re in every team’s third of the field but we can’t

finish, and it’s going to have to change.” By now, the Lady Crusaders were beginning to find their groove and put the game out of reach, by their standards. In the 59th minute junior Natalie DeVries converted on a penalty kick. Three minutes later, Dunk increased her team lead in goals with her 17th to that point. She would add three more goals in the final two games of the season. In the eight league contests, Dunk scored 11 times and at least once in each of those eight games. “They had Jahdai marked in the first half and it’s a big notice,” Looney said. “Sometimes I wish we had timeouts in soccer so that we can make that adjustment. We talked about taking Jahdai off the field just to tell her what we needed to be done. We had told her that she can’t turn the ball anymore. But at halftime we said she had to play the ball one and two touch.” V.C. (15-9-1 overall) will enter the playoffs on a nine-game winning streak and has not lost in its last 12 games. The winning streak has been a pattern in the past, but not for the reasons Looney would like. It’s been customary for the Lady Crusaders to start off extremely slow, then pick up the pace late in December and into the

John Glenn’s Reed signs to play at NCAA Division II school By Loren Kopff lorenkopff@aol.com

The John Glenn football program may not be among the best in the area but that hasn’t stopped the school from producing talented players. This past Wednesday morning, senior Steven Reed officially signed a letter of intent to play college football at Black Hills State University in Spearfish, South Dakota. Reed, the Suburban League’s offensive most valuable player during the 2011 season, has led the Eagles in rushing and in touchdowns the past two seasons. In 2011, he amassed over 1,500 yards and scored 15 touchdowns. According to Glenn head coach Ray Niemann, Reed is the first Glenn football player to sign at an NCAA institution in recent memory. “It just shows that these kids want to succeed and they want to take care of business and they’re a little bit more focused than they were in the past,” Niemann said. “Hopefully [Reed] is a catalyst for the rest of the program and the kids here that there is a way.” Reed credits a teacher at Glenn for helping him send out highlight films to

He carried out boxes of his personal belongings and placed them in the back of his car,” the source said. The Lamplighter was also told that the husband of the female employee involved in the affair confronted Forster about their relationship earlier this week. “Steve Forster created a hostile work environment for years, and he finally got caught,” the source said. Last week, La Mirada City Hall was reeling when Mayor Gabe Garcia was arrested on suspicion of driving under the influence after he was involved in a car accident. Garcia was released on a $5,000.00
