Walgreens Celebrates Grand Opening in La Mirada
La Mirada Infrastructure Projects Continue Moving Forward
By Tony Aiello La Mirada~The new Walgreens in La Mirada held its official grand opening this past Saturday as residents and dignitaries gathered to celebrate the latest retail store to open in La Mirada-but more importantly ushering in a new era for the nostalgic Crossroads shopping center. The fanfare included live music, a ribbon cutting, and representatives from community organizations and numerous local businesses had displays. La Mirada City Council members on hand were Mayor Steve DeRuse, Mayor pro-tem Larry Mowles, Pauline Deal and Steve Jones. Store manager Sam Meas told us that this is one of the first Walgreens store in the area to incorporate the chains new ‘’well experience” format that they rolled

Central Basin Directors Form Committee to ‘Evaluate’ Newly Hired General Manager By Randy Economy and Brian Hews When former Central Basin Municipal Water District Interim Chief Operating Officer Chuck Fuentes notified Pacifica Services, Inc. President and CEO Ernie Camacho that the CBMWD would no longer accept invoices submitted that did not included detailed explanations of work performed, Camacho eagerly agreed to comply. Based on those findings, Fuentes notified Camacho that he intended to bid out the agency’s engineering services and that he had instructed Assistant to the General Manager Ron Beilke to review millions in past billings to determine how the struggling water district had spent upwards of $5 million in fees. Camacho’s second response was not as congenial as the first.
Within days of Fuentes’s meeting with Camacho, both he and Beilke were fired by the CBMWD’s new majority, which included James Roybal and Leticia Vasquez, both of whom had accepted in excess of $50,000 in political campaign donations from Pacifica, Camacho, and his affiliates, which included MLJ Properties. MLJ properties initials represent Camacho’s three grown children Michael, Lauren and Jeffery. After the firings, Water Resources Manager Dave Hill was appointed to replace Fuentes. Hill cancelled the audit of Pacifica’s billings and all efforts to re-bid the CBMWD’s engineering services. Documents show that Hill had been the sole CBMWD employee who approved Pacifica’s previous invoices. According to

La Mirada’s aggressive campaign to repair and upgrade much of the City’s infrastructure continues to make progress this summer. Large-scale projects such as the replacement of Santa Gertrudes Avenue sidewalks are well underway, while many of the neighborhood street improvement projects are already completed. “Many infrastructure projects are going on throughout La Mirada at this time,” says City Manager designee Jeff Boynton. “We are working to keep the projects on schedule and get them completed as quickly as possible.” Biola Avenue was recently resurfaced

La Mirada Regional Aquatics Center will be a host site for the USA Water Polo Junior Olympics, the largest age group tournament in the nation, running Saturday, July 27 through Sunday, August 4. The tournament features more than 8,000 athletes and over 500 teams from across the country competing. "The opportunity to bring the world's largest water polo tournament to La Mirada was one that we could not pass up,” says Claudia Dodson, director of club and member programs for USA Water Polo. “This event features the best of the best in age group water polo and 2013 is shaping up to be our biggest year yet.” The Junior Olympics Championship tournament consists of two divisions – the Championship Division and the Classic

Continued from page 1 out last year. “Our floor plan is different, we have new services”, he said, “Our pharmacist, for example, is out on the floor to where they can consult and give advice to patients and customers.” The chains new format aims to transform the traditional drugstore into a new health and daily living destination that offers a range of products and services to help customers get, stay and live well. These stores offer a new, enhanced layout, a completely revamped pharmacy and health care experience, and a number of new product selections. “We have a number of products such as fresh fruit, that you won’t find in other Walgreens”, Meas said, “Customers will also notice the wider aisles, lower front windows and special lighting.” Mayor DeRuse was excited about the progress at the Crossroads Center and told the assembled crowd, “You know what this center looked before, this is a great improvement. We are very excited to have Walgreens open this store.” City Manager Appointee Jeff Boynton told us the city is well on its way to improving the Imperial Highway Corridor in La Mirada, “This is the first store to incorporate the Imperial corridor specific plan. The elements (of the new building) all follow the design guidelines.” “Over time the entire (Imperial) corridor will have this modern, Mediterraneanl look to it.” Boynton said the individual property owners along the rest of the corridor are major players and the goal is for them to invest in their property and the city’s vision. “In this particular case (Crossroads),
we had a motivated property owner who wanted to redevelop this site and the timing was good. At the same time, we were adopting this new plan so it all fit together.” The city adopted the Imperial Highway Corridor Specific Plan in late 2011, setting architectural and development standards for the 2.7-mile stretch of road. It establishes three distinct planning areas, centered on three key intersections: Imperial Highway and Valley View Avenue: Imperial Highway and La Mirada Boulevard; and Imperial Highway and Santa Gertrudes Avenue.
La Mirada National Night Out Scheduled for Aug. 8 The City will host its annual National Night Out on Thursday, Aug. 8, from 6:30 to 8 p.m. at La Mirada Regional Park. National Night Out is a nationwide crime, drug and violence prevention campaign that fosters cooperative police and community partnerships to keep our neighborhoods safe. Residents will have the opportunity to meet and talk with local public safety officials, including members of the La Mirada Public Safety Team and Los Angeles County Sheriff’s Deputies. “National Night Out is a great opportunity for residents to learn about crime prevention techniques and meet with local law enforcement personnel,” says Public Safety Officer Mary Cipres. “We will have crime prevention booths and other important safety information available for people to take home.” National Night Out will be held in conjunction with the Aug. 8 Concert Under the Stars featuring Beatles Tribute band Sgt. Metro Orders First Electric Buses Metro will order up to 25 new all-electric, zero-emission buses as part of a $30 million clean air bus technology pilot project. from Imperial Highway to Rosecrans Avenue, as were portions of Dalmatian and Fonseca Avenues, and other streets in surrounding neighborhoods. Slurry seal, a preventive maintenance process used to seal and protect street pavement, was completed on many residential streets. Final improvements in the Foster Park area are also moving forward after delays caused by the state, which froze bond money the City was using for the project. Streets expecting work include Norbec Street and portions of Lynmark Street, and Bora and Mansa drives. Curbs, gutters and sidewalk access ramps have been a major target of the projects. These improvements were necessary in certain areas to prevent the disruption of water draining from City streets and to bring sidewalk access ramps into compliance with new state and federal regulations. “With many of the residential street improvement projects finished or nearing completion, the City is also moving forward with work along Stage Road, Trojan Way, Alondra Boulevard and Firestone Boulevard in advance of the I-5 Freeway expansion,” says Public Works Director/ City Engineer Mark Stowell. These projects will include street, median, and traffic signal improvements to handle an expected increase in traffic volume during freeway construction. A combination of Measure R Transit funds and Proposition C funds from the Metropolitan Transportation Authority are being used to complete the work, which is expected to be done by the end of summer.
CBMWD Director Art Chacon, Hill possessed no formal training in construction or engineering and was not qualified to perform such duties. Hill was subsequently replaced by Tony Perez. With the recent revelations reported by HMG-CN that CBMWD had made Pacifica the benefactor of 8 consecutive no-bid contract extensions over the course of 5 years earning the Pasadena firm nearly $5 million in fees, Perez suspended the services of Pacifica. Now, similar to when Fuente and Bielke started digging into Pacifica, that same majority is trying to fire Perez. Perez determined that the 8th amendment effective June 25, 2012 provided no additional board approved funding and that since November 2012, Pacifica was being paid for work that the elected board had not voted to fund. Subsequently, Perez, a licensed civil engineer, discovered that work allegedly performed by Camacho’s firm from November 2012 to June 2013 could cost the financially struggling water agency an additional $1 million. According to sources familiar with Pacifica and the CBMWD, that is when the process to attempt to fire Perez started. Perez came to the CBMWD on a 5-0 vote two months ago with impressive credentials. Now, according to sources, he is facing an orchestrated attempt by Pacifica backed CBMWD Directors to terminate him. CBMWD Director Phil Hawkins told HMG-CN that President James Roybal and Vice President Bob Apodaca recently formed an ad-hoc committee to “deter-

mine” a process to evaluate the performance of the General Manager. Sources at CBMWD say Roybal and Apodaca are both seeking to terminate Perez. But they are weary of the fact that if they do not establish a “process”, they will draw too much scrutiny and face more potential lawsuits. Director Chacon was furious. “This is ridiculous, he’s been on the job for less than 90 days and they already feel the need to conduct performance reviews on the guy? In my opinion, this is what was to be expected when he gave Pacifica the boot.”

The featured speakers for the dinner were Los Angeles County Supervisor Don Knabe, and Assistant Sheriff Terri McDonald. Barrows greeted the guests during the evenings remarks by saying “we’re pleased that the California Contract Cities Association has chosen to hold tonight’s Board of Director’s meeting in Cerritos.” Attending from the Cerritos City Council included Mayor Pro-Tem Mark Pulido, City Councilwoman Carol Chen and Councilman Joseph Cho. Councilman George Ray turned down the invitation at the last minute due to an outside personal business meeting. In addition, Assistant City Manager Kathy Matsumoto also attended the event
and played an active role in finalizing many of the details of the dinner, again during business hours at Cerritos City Hall. The guest list also included Pam Mendoza, Executive Secretary to Gallucci, as well as Los Angeles County Sheriff Lee Baca, and Sheriff’s Lt. Harpham. “While we are all facing budgetary challenges, we are also grappling with issues resulting from the public safety realignment,” Barrows said in his comments. Barrows prepared comments were written by staff members who work in the city’s public information and communications office. City staff officials also prepared a visual “power point” presentation that was seen on a large screen during the dinner that touted the many well-known landmarks in Cerritos including the Auto Square, the Los Cerritos Center, the Cerritos Towne Center and the Cerritos Library. Several paid city staff members who work at the Cerritos Center for the Performing Arts Center were used in the planning of the event, including Dianne Cheney who is the Director of the theater, city emails show. An email on June 26 from Pam Mendoza, and City Manager Staff Members Debbie Hitomi and Yvette Villalobos, with a copy going to Matsumoto, Mendoza states “the expenses for the California Contract Cities dinner that the City hosted on June 18 will go to account 111-63410.” “The final invoiced received from Patina (the caterer) shows a zero balance, payment of the deposit and final balance was paid using the city’s Calcard. Copies of these invoices have been placed in the calcard book,” Mendoza writes. La Mirada resident Gus James was recognized at Tuesday’s Council meeting for saving a child’s life on May 22 when he resuscitated an infant who had drowned using CPR. For his heroic actions, the City Council awarded James the Community Spotlight Award, which recognizes individuals who bring credit to themselves and the City. James, who works for an extermination company, was working at a multiunit housing complex on May 22 when he heard a father screaming and holding
a lifeless baby in his arms. After running to the scene, James was able to determine that the infant had fallen into a bucket of water the father was using to wash his car and had stopped breathing. James immediately began performing CPR on the infant who began to cough up water a few moments later. Paramedics arrived shortly after and took the infant to the hospital for treatment. James’ daughter, Kylee, is an employee at Splash! La Mirada Regional Aquatics Center.
