The exercise included Biola University police officers, La Mirada Public Safety, Norwalk Sheriff’s Station patrol personnel, Los Angeles County Fire Department, Los Angeles County Sheriff’s Department Special Enforcement Bureau, and members of the U.S. Department of Homeland Security. The training exercise provided law enforcement agencies with the opportunity to participate in role playing drills to practice their response to situations involving active shooters.

Hews Media Group Exclusive Central Basin Water Ethics Committee to Investigate Board President Roybal By Brian Hews and Randy Economy (Commerce) Hews Media GroupCommunity News has received a copy of a response letter written by Los Angeles County District Attorney Jackie Lacey that confirmed that Central Basin Municipal Water District Board President James Roybal leaked a confidential internal document to the Whittier Daily News pertaining to a closed session discussion about former Interim Chief Operating Officer Chuck Fuentes. The letter was in response to a complaint sent to the DA that alleged improper disclosure of confidential information approved in a closed session, which is a violation of Government Code Section

54956.9. The letter stated, “based upon a June 3 (2013) memorandum from (CBMWD GM) Tony Perez, it would appear the details of the agreement disclosed to the WDN were subject to confidentiality clause and were not to be released.” Fuentes was fired from the agency in December by a new voting Board majority that consists of Director Leticia Vasquez, Director Robert Apodaca and Roybal. In the letter, the District Attorney declined to take action on the disclosure, referring the matter back to the embroiled agency that has been a focal point of a massive investiga-

Continued from page 1 Checkpoint on Aug. 17 at an undisclosed location within the city limits between the hours of 8 p.m. and 2 a.m. The California Office of Traffic Safety is reminding Californians to plan ahead during the crackdown and every day by designating a sober driver.“The end of summer and Labor Day weekend is traditionally a time to have fun,” says Los Angeles County Sheriff’s Department Lieutenant Pat Valdez. “We advise everyone to keep it that way by not driving under the influence of drugs or alcohol. Sheriff’s deputies will be closely monitoring our local streets watching for impaired drivers.” The La Mirada Public Safety Team will be joining the CHP’s Avoid DUI Task Forces and more than 115 local police departments across the state in this effort. Specially trained officers will be on hand to detect drivers under the influence of alcohol as well as legal or illegal drugs. In 2011, 774 California drivers with a blood alcohol content of .08 or higher were killed in alcohol-impaired crashes. A first-time DUI conviction can cost up to $10,000 in fines, legal fees and insurance rate increases. During the Labor Day weekend in 2011, a total of 138 people across the country were killed in motor vehicle traffic crashes involving drivers or motorcycle riders with a .08 blood alcohol content or higher. Of those fatalities, 83 percent occurred during early evening and overnight. Funding for this checkpoint is provided to the City of La Mirada by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

Instructors from the Los Angeles County Sheriff’s Department Tactics and Survival Training team led officers armed with rubber bullet equipped pistols through a shooting scenario. A squad of fellow law enforcement colleagues played the role of “active shooters,” and volunteers served as wounded civilians. The exercise was the result of an idea shared by Biola University Police Chief John Ojeisekhoba and Los Angeles County Sheriff’s Lieutenant Pat Valdez, a member of the La Mirada Public Safety Team. “We understand that no community is immune to this type of a situation and that local law enforcement personnel must be prepared to respond to such an emergency,” says Biola Police Chief Ojeisekhoba. “This realistic training drill was an excellent opportunity to test our responsiveness.” Biola University Police maintain a strong relationship with Los Angeles County Sheriff’s and Fire Departments, and the La Mirada Public Safety Team. “We remain in close contact with our fellow public safety agencies and regularly meet to discuss the latest in public safety practices and techniques,” says Ojeisekhoba. “Being a law enforcement professional requires regular training and continued education to stay current on the best practices to protect our communities.”

The District Attorney cited the California Government Code 54963 that states “violations can result in disciplinary action against the employee who willfully disclosed confidential information and/or referral of the member to the grand jury.” HMG-CN has learned that, based on the response letter from the District Attorney, the CBMWD Ethics Committee will convene a meeting this Friday Aug 16 at 10 a.m. to investigate the allegations against Roybal. The Ethics Committee is composed of two District Directors, Phil Hawkins of Cerritos and Art Chacon of Commerce along with General Manager Tony Perez, as well as the agencies Human Resource Manager, Board Secretary, District General Counsel, and other district employees. If Roybal is determined to have violated any part of the state statues by the group, the matter could be referred to the California Fair Political Practices Commission, the California Attorney General, or back to the District Attorney’s office for further action. “It is very clear that Roybal violated the code,” said one source inside the CBMWD that declined to be identified. “I cannot see the Ethics Committee not concluding that Roybal violated the code, and that proper action should be taken against him,” the source said. If the committee does find Roybal in violation, he can appeal the decision within five business days, according to state code. La Mirada Meals on Wheels Needs Volunteers Each weekday a small number of people gather at the La Mirada Activity Center kitchen just before 10 a.m. as a food delivery van from nearby Portofino Italian Restaurant backs into a parking space outside. As soon as the van opens its doors, a flurry of activity begins as volunteers and restaurant staff unloads trays of individually packaged meals from the van and put them into large, blue delivery bags emblazoned with the La Mirada Meals on Wheels logo. Volunteers in the La Mirada Meals on Wheels program soon drive off in their cars with a list of home addresses in their hand, and a delivery bag full of meals in the backseat. Eight volunteers riding two to a car will deliver about 60 meals to homes throughout the City. By the end of the week, La Mirada Meals on Wheels will have delivered around 300 meals to very appreciative elderly and disabled residents who may not have had a hot meal were if not for the efforts of the volunteers. As essential as the Meals on the Wheels program is to keeping meal recipients living independently in the comfort of their own homes, the program struggles to keep enough volunteers on hand to meet the demand. “The need for volunteers is constant,” says La Mirada Meals on Wheels Office Manager Robin Miller. “We do four routes a day, with two volunteers on each route. So we need a minimum of 8 volunteers a day, 40 a week.” Miller says that with growing demand and declining volunteer numbers, the program is urgently in need of new volunteers. “We would add a fifth delivery route if

we had the manpower,” adds Miller. “With some of our longtime volunteers no longer able to make deliveries and a lack of fresh ones joining the program we are struggling just to meet our current delivery schedule.” Volunteers usually do around 15 deliveries per day on their route, which takes about one hour to complete. While delivery drivers are always needed, the program could also use volunteers to help out in their office on the second floor of the La Mirada Activity Center, as delivery assistants, and with setting up and working at program fundraisers, such as the Celebration in the Park event, Spaghetti Dinner and candy sales. Current volunteers range from retirees to college students and working professionals.
