T
he SCRD Budget for 2013 is now complete and has been audited by an outside accounting firm. The auditors praised staff for their due diligence and made it clear to the directors that they were fully satisfied with the financial operations of the SCRD. The audit concentrates on different areas of SCRD operations each year, and the auditors indicated that this regional district has one of the best records for financial effectiveness in the province. If either directors or constituents have any outstanding financial questions, the auditors have
indicated that they will follow through on these. As a director going through the due diligence of budget, I feel that SCRD staff does an effective job of trying to save the taxpayers’ funds. Each budget process concludes with a debriefing meeting with managers and staff to discuss how the process can be improved for the next year. Five years ago we started what is called a sustainability budget process, which is designed to take away the large tax increases that came about after the opening of the recreation centers. Years ago, staff submitted a wish list for improvements or new equipment, which then called for the due diligence of the SCRD Directors to pare it down. With the system in place now, there is a numbering system for any new
expenses based on present needs, liability, safety issues, and future needs. Each area manager must submit a budget package for any piece of new equipment and indicate by a clearly laid-out numbering system where the item fits in the financial plan and how it will be funded. The wish lists of the past are long gone. The budget process starts with a budget based on needs from the last one. Recently the SCRD board has given an increase based on the cost of living. Each department must show that any increase in their function is not in their control, in order to use the cost-of-living increase. Examples include such items as increased fuel and energy costs. As part of any operation there is considerable time and effort put into
any contract for services at the SCRD. Time is spent writing the Request for Information (RFI) and then a clearly laid-out process is followed with points awarded for each section of the request. All companies that apply are informed of the process and what is required of a successful bidder. For example, each contract for waste management or recycling is different because of distance travelled, recycling requirements, and amount of constituents served. It is a shame that so few people attend the budget meetings and witness the work that staff and directors put in to get the best for our tax dollars. Feel free to contact me either by email or phone. Editorial Opinion The most important part of a democracy is the right to vote
W
ith less than two weeks before BC takes to the polls, many Sunshine Coast residents still seem to be unsure where their vote should go. One thing is for certain, if you don’t take the time to vote, you are making a statement that you don’t care much about the future. Remember, the right to vote is so important that it is protected by the Canadian Charter of Rights and Freedoms and is the foundation of our democracy. A sharp drop in voter participation for the last provincial election came as a surprise to BC’s chief electoral officer, Harry Neufeld who was predicting the highest turnout in 20 years. Voter turnout is actually declining almost everywhere in Canada and even with the intensity and hype surrounding the elections in the USA last November, less voters hit the polls then in the previous election when Obama had first won. Voter participation dropped in the USA from 61 percent down to about 58 percent. The $1.7 billion dollar fanfare leading up to the election between Democrats and Republicans, which all seemed to resemble a spectacle more like the Olympics rather than an election, proved that higher campaign budgets don’t necessarily lead to greater voter turnout. While absurd to compare our provincial election with the US federal election, there are some congruencies. Both elections have attack ads, political jestering, and of course a televised leaders’ debate. If you missed the debate this past Monday evening you can watch it online anytime. There were many good questions posed to the candidates, and for the most part their answers were good, even though many responses came across as fairly scripted. The discussions around the HST, pipelines, and balanced budgets were heated and exciting. Christy Clark was put on the hot seat early when she was hit with the question about her ability to be a good leader because of her poor driving skills. Both Clark and Dix handled themselves well throughout the evening. The big issues in this election are health care, the economy, education, government spending, and the environment. Locally these are all important, but the future of ferry transportation has overshadowed many of these larger provincial concerns. The candidates running in the Powell-River Sunshine Coast riding are incumbent NDP MLA Nicholas Simons, Liberal Patrick Muncaster and Green Richard Till. To learn more about each of these individuals’ political stance, join them at the Gibsons Legion on Wednesday, May 8 from 7pm to 9pm for the All Candidates Meeting or look to their party websites, as each of them have their own condensed site outlining their platform and plans for the future. There are many issues facing Coast residents that can have a direct affect on their lives and the lives of their children. It’s time that people start to recognize that fact and use the elections to let government know how they feel. The provincial election is on May 14. All voters must prove their identity and residential address in order to receive a ballot or to register when they go to vote. Letters to the Editor – Opinions Summer Fun on Route 3 With the summer just around the corner we’ll have the usual transportation challenges as the Coast braces for the influx of visitors. Are the delays worth the wait? You bet! Residents and visitors to the Coast always find time to complain about BC Ferries and Route 3 scheduling. Relax and remember getting to and off the Sunshine Coast has presented opportunities for the last 100 years and it isn’t going to change soon. My wife and I enjoy making the Sunshine Coast our home away from home. We make 35 to 40 trips to and from the Coast each year and frequently the ferry is nowhere near full. Of course, during peak season we avoid sailings heading to the Coast on a Friday or Saturday morning with everyone else. Likewise, our departures from the Coast are generally not scheduled on Sunday afternoon, evening or Monday morning. If we need to make trips during these peak times, we’re prepared to be patient and wait with the others. Sure it’s great to talk about more boats, bigger boats, smaller boats and more sailings. Then there are the wonderful ideas of building a bridge to the mainland, or a road connecting with the Sea to Sky highway and the elu-
sive bypass route from the terminal to Sechelt and so on. But who’s going to pay for all this? Provincial and local governments certainly aren’t in the position to fund such extravagant proposals. Consider the population base on Vancouver Island and how many years it took to build the new Island Highway. As usual, we’re looking forward to spending lots of time on the Coast this summer and support BC Ferries’ effort to meet the needs of those who enjoy the Sunshine Coast. Brynn’s Angels The Local’s story on Brynn’s Angels that appeared in your March 28 issue was much appreciated. It garnered interest from many warm-hearted readers, who purchased one or more of the hand-beaded angels. As your article explained, for the past six years I have given a bursary award to an Elphinstone Secondary School graduate going into the arts. It is given in loving memory of beautiful Brynn, my twelve year old daughter who tragically lost her life in a traffic fatality on the highway in Gibsons in 2007. This year with the help and support of Hair We Are, Marina Pharmacy, Suncoast Pharmacy and The Local
Newspaper, the little beaded angels (available for a $5) have attracted much praise and attention. My thanks goes out to all who have contributed their time and efforts to the cause. One of the last chances to purchase an angel will be May 5 when Gibsons IGA has kindly allowed us to have a table of angels for sale. Democracy is not a sport Elizabeth May made a telling statement a month or so ago. She said that democracy is not a sport, parliament is not a playing field and MPs are not members of a team. The Agenda is set ahead of time Judging by John Gleeson’s editorial (Coast Reporter, April 26), reporters and editors are not held to the same rigorous standards of research for the facts as they expect politicians to be. There seems to be a lot
of that going around lately. Quoting Betty-Ann Pap is also very popular these days. I suppose she is the voice of Sechelt now? Both Gleeson and Pap have neglected to inform themselves about the procedural details of a Council meeting. First, the Agenda is set ahead of time and is published online. If the RCMP or anyone else doesn’t want to sit through the first part, they don’t have to. Second, the procedures for a Council meeting are that Councillors and the Mayor debate issues amongst themselves. That’s the way the system works – in Sechelt and everywhere else. It is not appropriate for Councillors to engage with anyone other than staff during these meetings. If the RCMP or SCRD wants to comment on something, they work with the District staff or they plan ahead of time to have an official presentation put on the Agenda. In fact, Gleeson goes on in his article to outline what the police already said in a written report to Council. Mr. Gleeson’s implication that the Mayor is being a big meanie to old women and policemen demonstrates a sad lack of research, which would have shown him that the Mayor was actually running the meeting properly. T
his Wednesday, May 8 there is no time for siesta — it is time for a fiesta, as the Farm Gate Market celebrates Cinco de Mayo with its annual food celebration. The Farm Gate Market is held every Wednesday from 3pm to 6pm at Roberts Creek Hall. Besides fresh organic produce, baked goods, eggs, plants and more that marketgoers have come to expect, there will be the funky Latin rhythms of local band, ‘Los Perros Caliente’, along with great Mexican food, piñatas and even games for the kids. The Farm Gate Market is also celebrating the start of its fifth season and is a member of the BC Association of Farmer’s Markets. It is one of the only Organic Food Only Markets in BC and provides Coasters and

VOICE on the Coast hosts All Candidates Party Following up on the wildly successful WTF (Where’s The Future) event at Roberts Creek Hall last November, VOICE on the Coast is hosting an all-candidates party in advance of the upcoming provincial election on Tuesday May 7, from 7 to 9pm at the Gumboot Café. UBC professor Paul Kershaw, who spoke at the November event, along with others from the Vancouver-based Gen Squeeze Campaign will also be in attendance. A few local experts will share solutions and stories of the squeeze on the Sunshine Coast in the areas of housing, childcare and jobs for young people and families. This is a family-friendly party. he Sunshine Coast Minor Hockey Association (SCMHA) is very excited to be the recipient of a $9,880 grant from the Hockey Canada Foundation in support of Grassroots Hockey Programs. The Hockey Canada Foundation through its Grassroots Initiatives program offers grants to minor hockey associations or community groups that support its goal to promote and foster accessibility to the game of hockey. SCMHA was chosen particularly for its planned support of vulnerable and at risk youth and their support for early registration and equipment costs. Emphasis will be also placed on reaching new Canadians, recently living on the Sunshine Coast. The SCMHA will use these funds to support children in need on the Sunshine Coast. “We are excited to introduce hockey to children who would never have the opportunity to play because of their families’ financial circumstances,” said Lisa Stiver. “The funds will

he Sechelt Wastewater public forum was put on by the Sunshine Coast Senior Citizens (COSCOBC) and the Sechelt Sewage Coalition and was attended by 160 concerned residents. They would like to ask the District of Sechelt Council to reverse their decision to have the new wastewater
treatment plant built on the Ebbtide site and instead build the new plant on Lot L, on lower Dusty Road. Jef Keighley, the chair of (COSCO-BC) spoke to the attendees and stated that “I spent a good deal of time looking at the Veolia technology and I actually think that it’s quite an intelligent water treatment solution …but that doesn’t mean it fits, or is
good for Sechelt.” Keighley went on to describe how the new proposed plant would not deal with the waste solids inhouse which would mean Sechelt would still have to pump or truck them to the upper Dusty Road facility to be processed. This and other concerns were discussed and COSCOBC hopes to meet with the District soon.

t’s been a few years but the automotive shop at Elphinstone High School is a hub of activity. With two donated drag cars, a group of enthusiastic students, a teacher sponsor and a few volunteers, there’s something serious going on in the shop. The non-accredited course is Drag Racing 101. This after-school program has a number of students sanding panels, lifting motors, installing brackets and prepping these classics for the strip. With Drag Racing 101 moving from the shop to the strip at the Sechelt Airport on May 25 and 26, the pressure is on to have these drag racers ready. On May 25 the Elphinstone High School Drag Racing Team will be attending the test and tune at the Sechelt Airport and then on May 26 they will be making passes in front of the spectators.
