Faulty audio to end at Sechelt Council called on council, “if only for democratic purposes,” to support the new budget for the project, which would both fix the audio problems and automatically stream live video of council meetings onto the internet. “It’s a small price to pay if we can actually get streaming, which is long overdue in Sechelt,” Milne said. “It’s less than one percent of our capital budget, and we’re not going to be touching, probably, 20 per cent of our capital budget this year.” The motion to proceed passed 5-2, with Muller and Inkster opposed. Installation of the system is expected to be completed by the end of September. Rik Jespersen

Councillor Noel Muller. “To me, $70,000 is too much for a simple system.” Councillor Darren Inkster thanked the District’s Applications and Systems Analyst, Beverly Ehlbeck, for preparing the report to Council, but also balked at the higher cost. Ehlbeck replied that other small communities in B.C. had created their own systems, but that staffing costs made those solutions unworkable here. “We can definitely get a cheaper system, for $15,000 or $20,000,” Ehlbeck said. “But we’re going to need more staff” to operate and maintain it. No one spoke in support of that option. Mayor Bruce Milne then

Members of Sechelt Council are so concerned they can’t be heard—right in the chambers where they meet—that they have authorized up to $70,000 to purchase new audio and video-streaming gear. The chronically faulty PA system in the meeting room at Municipal Hall has been the bane of the mayor and councillors for months, often prompting them to literally smack the microphones at their desks to get them to work. While all councillors have expressed exasperation with the system, some said the proposed upgrade, earlier budgeted at $35,000, was too expensive. “I was uncomfortable with the original $35,000,” said

The Local - Thursday, August 13, 2015

Editorial Opinion Kill the grizzly hunt A beloved animal, tagged for tracking by researchers, crosses the invisible boundary between protected and unprotected area and is killed by a hunter who has paid tens of thousands of dollars for the “experience”. That was the fate of Zimbabwe’s Cecil the lion, whose killing sparked torrents of online and onair outrage. But it also happens around the world every day, including in my home province of B.C. Many people are familiar with Cecil’s story. Minnesota dentist Walter Palmer and his guides, hunting at night with spotlights, are alleged to have tied a dead animal to their car near Hwange National Park to lure the lion. Killing animals solely for “sport” or “trophies” is an ongoing and worldwide practice, and something Palmer had engaged in many times and in many places, including Canada. He was even convicted of charges related to an illegal bear kill in 2008. Closer to home, a grizzly that was tagged for research in Banff National Park had the misfortune to cross from Alberta, where grizzly hunting is illegal, into B.C., where it isn’t, and was legally shot and killed. On the B.C. coast, people were outraged when a photo surfaced of NHL player Clayton Stoner with a grizzly he shot in the Great Bear Rainforest. Coastal First Nations have banned trophy hunting there, but the government doesn’t recognize the ban. The bear, named Cheeky by local residents, was skinned and had his head and paws cut off, with the rest of the carcass left to rot. Even though many grizzly populations are vulnerable and close to 90 per cent of British Columbians, including many food hunters, oppose trophy hunting, B.C.’s government refuses to end the hunt, even in parks and areas where First Nations have banned the practice. Large carnivores like lions, grizzlies and leopards that are targeted by big-game hunters are extremely vulnerable despite their size and ferocity. They range over large areas, which often puts them in conflict with humans and our infrastructure. Parks and protected areas are too small to provide adequate habitat, so bears often wander into areas where they can be killed by hunters or vehicles. They also reproduce later in life, infrequently, and their young often have low survival rates, so populations don't recover quickly when overhunted. In B.C., trophy hunters have slaughtered more than 12,000 grizzlies over the past three decades. Like Palmer, non-resident hunters here pay large amounts of money to “bag” a grizzly because the species is protected in their home country, such as the U.S., or because populations have dwindled to a handful, as in Western Europe, where the species is now protected. Killing animals purely for the “thrill” is barbaric and wasteful, and can’t be justified on economic or conservation grounds. Studies show more money can be made from people who want to view and photograph them. Research also shows very little money paid by trophy hunters benefits the local economy. It’s time to end trophy hunting. In B.C., the government must listen to citizens and conservationists, respect First Nations laws and customs and end the grizzly hunt. David Suzuki

Letters to the Editor – Opinions Beware of grey water

(re “Water wisdom", the Local, Aug. 6) It was concerning to read the letters published last week describing in detail the re-use of untreated grey water. With all the talk about water shortages in the media these days it is important not be scared into risking people’s health with the re-use of untreated grey water. Grey water is domestic sewage and discharging it onto land is a prescribed health hazard under the Public Health Act and British Columbia's Sewerage System Regulation. A grey water treatment system needs to be designed by a qualified person and requires a proper permit from the health authorities. One reason for this regulation is that without proper treatment and prompt disinfection, harmful organisms can quickly grow to dangerous levels. There are many other newly emerging concerns with re-using wastewater. We live in the Coastal Western Hemlock temperate rainforest and receive about 5 feet (1.5 meters) of rainfall per year. Sechelt is neither Texas nor Toowoomba (Australia), where recycling sewage wastewater was likely the only choice available to them. Water re-use is a complex issue with many long-term ramifications for our communities on the Sunshine Coast and indeed, for all Canadians. Let’s hope that the citizens of Sechelt are not being used as guinea pigs. Everyone should come to the Community Water Engagement meeting on August 25 at 7PM in the District of Sechelt Community meeting room. A meaningful dialogue on our drinking water situation is long overdue. Marc Nixon, Sechelt

Use ‘clean’ grey water

Effective August 13 and until further notice, the Sunshine Coast Regional District (SCRD) has declared Stage 4 outdoor water use restrictions for all regional water customers

South of Pender Harbour… Stage 4 Outdoor Water Use Restrictions apply to all water users, including residential and commercial, with the exception of commercial food growers with farm status and water meters, and include a BAN ON ALL OUTDOOR TAP WATER USE. Under these drought conditions, water use priorities focus on water for human health, firefighting and environmental flows. DO NOT: • Use tap water for any outdoor water use, this includes tap water through garden hoses, watering cans, irrigation systems or laid sprinklers • Fill residential swimming pools, hot tubs, wading pools, garden ponds and fountains • Wash driveways, sidewalks, vehicles, boats or other equipment • Use power washers PLEASE DO: • Conserve water with every opportunity inside your home • Use clean grey water (e.g. water from a bathtub or sink) for watering outdoor plants and vegetables. Sunshine Coast Regional District

Watering flowers

The District of Sechelt is using water from a ground water source located on its Ebbtide Street property for watering its ornamental hanging baskets and gardens. The water has been tested by a laboratory and exceeds Provincial Health department standards for this use. A pumping and truck filling system was devised by staff, repurposing material and supplies that District had on hand. As noted on the watering truck sign, the water does not come from the SCRD water system. The District of Sechelt, along with the other local governments of the SCRD, is committed to conserving potable water sources. By making use of a non-potable, naturally occurring water source for hand watering, we are able to maintain the investment our community has made in landscaping material and the attractive

look of our downtown area. District of Sechelt

Vote for women

In our riding (West Vancouver-Sunshine Coast-Sea to Sky Country) there’s been a lot of chatter about strategic voting to prevent splitting the vote and giving MP John Weston, a zealous support of the Harper agenda, another term in office. While strategic voting is an option, there is a much simpler strategy that would guarantee the same result: Putting your ‘X’ by the female candidate running in our riding. Since Confederation, men and their agendas have governed Canada... Their agendas only give token acknowledgement to the needs and agendas of over one half of the population – women. Women had to fight for the right to vote. But that right did not change the male-dominated environment. That can only happen when women are equally represented in government. 76 women were elected as MPs in the 2011 election, representing only 25% of the 308 seats. On the world scene, Canada ranks 52nd on the list of women in national governments. Linda Ryan, Gibsons

Calling coast artists

The Sechelt Public Library and the District of Sechelt are pleased to provide space for local artists to exhibit their work. Arts Coordinator Siobhán Smith is overseeing the year-round program in order to encourage the appreciation of visual arts on the Coast. Local artists interested in having their work considered for the Fall 2015 display on the walls of the Sechelt Public Library have until Monday, August 31 to submit an application. Application forms are available on the Sechelt.ca website (under “Arts in Sechelt Info”) or in-person at the District of Sechelt municipal hall office, 5797 Cowrie St. Please forward all inquiries and/or applications to: Siobhan Smith, Arts Coordinator (604) 989-0804 ssmith@sechelt.ca District of Sechelt

Handy-dandy guide

August is a busy time for festivals and events in Sechelt, and you can find all of them listed in the newly printed “August in Sechelt: A Handy-Dandy Illustrated Guide.” Free to the public, the map-style guide highlights 13 arts and cultural attractions to help both visitors and residents discover Sechelt’s creative community. Local artist Jana Curll employed her distinctively lively style in this year’s jam-packed guide. Highlights from the guide include the long-running Festival of the Written Arts and Sechelt Farmers’ and Artisans’ Market along with newer events such as the Rainforest Circus in Porpoise Bay Provincial Park and the weekly Summer Music Series outdoor concerts. Using downtown Sechelt as your starting point, most events and attractions on the map can be reached by foot or by bike. The Guide to August in Sechelt is currently available for free at the Sechelt Visitor Centre and just outside the Sechelt Public Library. You can also download a PDF copy via the Sechelt.ca website. Severe water restrictions imposed The SCRD has imposed Stage 4 watering restrictions on the Sunshine Coast south of Pender Harbour due to the extended drought. Stage 4 prohibits “all outdoor tap water use,” the regional district said on its website Aug. 10, as it announced the ban starting Aug. 13, and which would remain in effect “until further notice.” The SCRD suggests using only “clean grey water (e.g. water from a bathtub or sink) for watering outdoor plants and vegetables.” An exception to the watering ban has been granted— for this year only—to any of the estimated 122 provincially recognized farms on the Coast that have had water meters installed on their properties. The new restrictions, in effect as of Thursday Aug. 13, come despite the community’s substantial efforts at reducing consumption, SCRD Utilities Superintendent Shane Walkey told the Local.

“The response we’ve had from the public has been fantastic. They’ve done a very good job in reducing their flows, but we’re still using up the water,” Walkey said. In mid-July, the SCRD set a consumption target of 14 million litres per day for the approximately 10,000 homes, businesses and institutions connected to the system that draws water from the region’s primary source, Chapman Lake. (The area of Pender Harbour north to Earl’s Cove has different water sources and remains at Stage 1.) The public responded by halving its consumption— from a high of 22 million litres per day in late June to about 11 million litres per day in the first week of August. A target of 10 million litres per day has been set with Stage 4 restrictions, Walkey said. “It looks like people are trying their best in the community and it certainly has

prolonged going to [Stage 4] because people are doing so well,” Walkey said. The SCRD is counting on low consumption to get us to the usual onset of the rainy season in mid-October. Officials are not yet ready to speculate publicly on the measures they might have to take if those rains are delayed. The deepening water crisis comes as the SCRD announced it will receive more than $3.4 million from the federal and provincial governments to help complete the installation of meters on all of the residential and business water connections on the Coast. The funding will cover twothirds of the cost, with the SCRD responsible for the remaining $1.72 million for the 2016-2017 metering project. Metering will mean homeand business-owners will receive a bill for the amount of water they’ve actually used, rather than paying an annual bulk rate as most on the Coast do now. Walkey said metering is a proven method for helping conserve water. “If you look at other locations that have installed meters, there’s quite a drastic decrease in consumption,” Walkey said. “There are 20-per-cent or 30-per-cent reductions sometimes.” He said the meters can also quickly help detect leaks in people’s systems. “The meter`s spinning, even though no water is running in the house. So you can tell there's a leak.” Rik Jespersen

July and early August have proven to be a busy time for the Volunteer Search and Rescue units on the Sunshine Coast. Fine weather encouraged boating activities and drew many campers and hikers to the outdoors. Inevitably perhaps, unfortunate incidents occurred where groups or individuals found themselves stranded or lost, or in difficulty on the water. At the same time, an

extremely active wildfire season not only impinged upon recreational activities in the back country, but also busied SAR teams as both Ground and Marine SAR units responded to the fire burning in the vicinity of Carlson Point. Throughout this, regular training continued as SAR units maintained a keen state of readiness. Sunshine Coast Ground Search and Rescue swift water rescue, rope, and patient care teams have continued regular practice with particular emphasis on in depth first aid response: assessment of scene and critical indications, interventions and appropriate evacuation/ transportation, saving lives and preventing disability by reducing critical time. On the active emergency scene Ground SAR was involved in July in the helicopter evacuation of two stranded hikers, and with RCMSAR Stn 12 in the delivery of evacuation alerts and subsequently notices to residents in the Carlson Pt. Area affected by the Old Sechelt Mine Fire. Both Royal Canadian Marine Search and Rescue Stations 12 and 14 (Halfmoon/ Porpoise Bay and Gibsons), have had their hands full as well. Station 12 was closely involved over several days with transport assistance for Ground SAR teams and fire supervisory personnel to Carlson Pt. and as well responded to a large number of pan pan (danger to property) and mayday

(danger to life) calls in their area of operation. The most demanding was a search for a missing boater in the vicinity of the Trail Islands which began at 11pm July 29 and lasted until the boater was found ashore sometime after 5 am the following morning. Recently a rescue crew was called out on August 8 to join and assist other SAR units responding to a mayday from an overturned vessel in Davis Bay. RCMSAR Station 14 (Gibsons) has had a full dance card as well, responding to a large number of marine emergencies, some requiring medical assistance or involving fire onboard. Notably Stn 14 was tasked on July 26 to join a number of Coast Guard and RCMSAR units in a very lengthy search for a missing boater off Gambier Island. Sadly no trace was found and matters now remain with the RCMP. Our Sunshine Coast SAR units, Ground and Marine, rely heavily on public support not only for fundraising to aid training and equipment purchase and maintenance, but also as a source of additional volunteer members. The future looks every bit as busy. Deer Crossing The Art Farm has been presenting the Rainforest Circus since 2009, but Hershler sees Deer Crossing’s main role as creative community builders. “Many of our projects have creativity at their core but the outcomes aren’t necessarily artistic,” he explains. He cites initiatives such as The Smart Farm (a land use mitigation project), Fuse (establishing a shared work space with other local organizations), and Ignite (a collaboration with Community Futures on a social enterprise start up), as examples of Deer Crossing’s engagement with the broader community that isn’t tied to performance or art creation. One of their current projects, The Imagination Network, has them working with Christenson Village in Gibsons. Residents with dementia are creating stories based on photographs

Members of the Rainforest Circus fly through the air – and trees. The circus comes to the Coast August 15-23. Complete details at deercrossingtheartfarm.org JANE SMITHERS PHOTO and Deer Crossing staff, working collaboratively with caregivers, family members and volunteers, are creating short theatre and film pieces based on the residents’ stories. It’s a meaningful project for all involved, supporting Hershler’s claim that “anyone can be an art farmer.” The “magical otherworld,” as Hershler puts it, of a circus, appeals to people young and old, not just as audience members, but as participants. The circus has approximately 15 performers, including children, taking on all kinds of roles. There will be dancers, including some in the trees, storytellers, and musicans, engaging audience

members in an exploration of the vastness of space, and yet, “we remain connected,” says Hershler. “That comes up every year. We are all connected and that’s our main focus. Building relationships with the people we live with and depend on.” Tickets to the popular circus are $15 for adults, $10 for students and seniors and its recommended those wanting to attend purchase them in advance at deercrossingtheartfarm.org/ circus. There are multiple performances on each day so check the website for full details. Hershler promises a “spectacular journey through the forest like nothing you’ve experienced before.”

Back in Time Margo Howe

Curatorial Assistant, Sunshine Coast Museum & Archives

History does not confine itself to the walls of a museum or the pages of a book. If we take the time to slow down, we can recognize that we are immersed in story. To share these stories, the Sunshine Coast Museum & Archives and local historian Dale Peterson have teamed up to offer historical walking tours of Lower Gibsons. The tour starts at five corners, in the heart of Lower Gibsons. As you stroll the wooden boards of the wharf, when you feel the sun on your back, or experience the sea breeze on your face, you connect with your environment in similar ways as those

who have gone before you. For visitors, walking tours make the invisible visible, and provide an opportunity for unexpected, impromptu interaction with locals. For locals, you may have walked past the creek on the north side of Winegarden Park for years, without knowing that over a hundred years before, a LePage’s glue factory operated there. When we see through the eyes of time, a building becomes a story – closeted in its walls are the experiences of all who have gone before. Yes, Stonehurst is a beautiful example of Craftsman-style architecture, but it is so much more. Through the walking tour we learn a different narrative about Stonehurst – one that provides insight into the social and political atmosphere on the Sunshine Coast in the early 20th century.

Since taking the walking tour, I see another layer of time as I walk through town. I see School Road through the eyes of those who called it “Rocky Road”. I wander past Gramma’s Pub and hear the sounds of a dance hall. I head down the wharf and feel the excitement of children running to meet their fathers, who came by the “Daddy” boat from the city for the weekend. Now, a scene I'd seen a thousand times looks a little different. So, put away your cell phones, take off your headphones, get out of your car and put on your walking shoes to find out the stories that have shaped the development of Lower Gibsons. Upcoming walking tour dates are: August 15, 29 and September 12, by donation. To register, call the museum at 604.886.8232.

Eating healthy foods and exercising may not be enough to sustain health, as hormonal changes and other health effects as a person reaches age 50 can have a profound impact on his or her nutritional requirements. The following are a few things men and women over 50 may want to consider as they look to eat a healthy diet for years to come. Vitamin D Both men and women age 50 and up have a reduced ability to produce vitamin D through exposure to the sun. Everyone over the age of 50 should take a daily vitamin D supplement of 400 IU (10 µg), according to Canada's Food Guide. Without adequate vitamin D, bone strength and health can deteriorate because

vitamin D promotes calcium absorption. Friendly fats People over age 50 should increase their intake of unsaturated fats and reduce consumption of saturated fats. Nutrient-rich unsaturated fats can guard against heart conditions, protect against stroke, keep skin supple, and even help men and women maintain good neurological health. Omega-3 fatty acids can be found in nuts, olives, seeds, and fatty fishes. Increase protein According to Christine Gerbstadt, MD, RD, a spokesperson for the Academy of Nutrition and Dietetics, as they age, men and women need more protein in their diets to maintain their muscle mass. HEALTH & WELLNESS

Eating your way to old age protein needed at a younger age no longer may be adequate. Look for lean sources of protein from fish and poultry. Beans are also a low-fat source of protein that can help fulfill daily protein requirements. More ibre Eating more fibre can help with digestive and intestinal problems, such as constipation. Constipation can occur when fibre intake is not enough, coupled with a more sedentary lifestyle. The best way to get fibre is through diet. Leave the skins on fruit and vegetables and choose whole fruits over juices. Whole-grain breads and cereals also are good sources of fibre. Dry beans and lentils can add a fibre boost. Always increase fibre slowly to determine your tolerance. Fewer calories The National Institute on Aging says women over the age of 50 need between 1,600 and 2,000 calories, depending on how physically active they are. Men need between 2,000 and 2,400 calories per day. With each passing year there is a decrease in the energy required to maintain body weight, so caloric intake should be adjusted accordingly. More water As a person ages, his or her body may not signal it is thirsty as well as it once did, so it's possible that you may not recognize when you are thirsty or dehydrated. The Mayo Clinic recommends around nine to 10 cups of beverages per day to remain hydrated. Metro

Horoscope Michael O’Connor Astrologer

Tip of the Week: On August 11th at 4:13 am PDT, thus August 10th for most of the world, Jupiter entered the ‘sign’ of Virgo in the Tropical Zodiac. It will remain there for just over a year. Since Jupiter is in one of its most challenging sign positions when in Virgo, we will all be challenged during this period. At worst, the economy could suffer but at best it could produce a good deal of poignant journalism that gains global attention. Virgo is the sign of health, lifestyle, routine and habit and how these are activated in one’s life to achieve optimum results. Virgo is also linked to humility and our ever changing state of health reminds us that in order to maintain good health we must humbly submit to lifestyle rhythms that reveal our willingness to adapt to

changes occurring within and without. Virgo is also linked to ecology. Keeping the environment clean has been and continues to be a major challenge for our technological, materialistic and consumer oriented times. So far, our technological advances have outdistanced the wisdom factor which asks: Just because we can, should we? Of course, the politics of this increasingly urgent issue holds global implications. The natural world does not yield to our nationalistic borders. That we ‘all live down steam’ is not simply a clever metaphor. This week’s Horoscope will bring emphasis to Jupiter in Virgo for the 12 Signs. Aries (Mar 21 – Apr 20) Jupiter in Virgo from the perspective of Aries will push you to make some very real improvements in your life. Call them adjustments, refinements or outright changes, either way they will invite you to make the extra effort. If you ignore or

resist this push you could live to regret it. Positively, you will be much healthier by this time next year.

Taurus (Apr 20 – May 21) Jupiter in Virgo will synchronize with the impulse to make some needed improvements in your relationships. Not only the relationships in your personal life will be affected, but also those linked to your profession. In both cases, you will take leads to increase returns. While money is very likely involved, your focus will include job satisfaction. Gemini (May 21 – Jun 21) Although Jupiter in Virgo can often prove challenging in terms of feeling confident, it so happens that this effect will be neutralized. In fact, you may even be able to tilt the scales in your favor and experience a steady growth in confidence. Your lifestyle in general and your relationships in particular will undergo the results of this cycle. Cancer (Jun 21 – Jul 22) Jupiter in Virgo will usher

BROUGHT TO YOU BY

in a busier pace over the coming year for you. At worst you could feel overwhelmed at times so get ready for that and pace yourself. At best you could get a lot done. As well, you may find extra reason and opportunity to travel. If you have been waiting for your window to write a book or some other intellectual project, this cycle is it.

Leo (Jul 22 – Aug 23) You will be paying closer attention to the health of your wealth over the coming year. Your focus will sharpen as you endeavor to increase your lot. This could include learning about investments. Taking calculated risks is also featured. The biggest danger is that you could reactively produce an attitude and belief pattern or lack. Exercise gratitude for all you have as a key to create more. Virgo (Aug 23 – Sep 22) Jupiter in your sign will lead you to expand your overall scope of self-expression. At worst you will be more susceptible to weight gain. Positively, you will feel inspired to be healthier than ever. You will take a philosophical and scientific or systematic approach to becoming the best you can be. Be careful not to lapse into unnecessary criticism and cynicism. Cultivate a more conscious lifestyle. Libra (Sep 22 – Oct 22) If ever there was a time

to deepen your faith, this is it. Circumstances may push you to access deeper reserves of spiritual conviction and trust in yourself and the world. Positively, you could emerge from this cycle with a deepened confidence in yourself, others and life in general. Be careful not to allow dogmatic attitudes to take hold. Deepen your definition of what the word spirituality means to you.

Scorpio (Oct 22 – Nov 21) Focusing to both increase and improve the scope and quality of your friendships will be a central theme for you with Jupiter in Virgo. This will likely include learning to be a better friend with you yourself. This can include exercising self: love, like, acceptance, acknowledgement and respect. If necessary, liberate yourself from guilt or shame by exercising the power of forgiveness.

Sagittarius (Nov 21 – Dec 21) Your public and professional life will undergo a boost with this Jupiter cycle. The twist is that you have to contract to expand. This can literally include obtaining contracts, but it also means exercising more discipline and time management to get more done in a day. Build within and widen your reach outwardly to increase your overall scope of influence and recognition.

Capricorn (Dec 21 – Jan 19) You should notice yourself becoming more philosophical over the coming year starting now. Digging deeper to access what you deem your truth will become important. This process may also include refining your definition of personal ethics. Letting go of prior commitments may require that you see yourself and the world and you in the world in new ways.

Aquarius (Jan 19 – Feb 19) Returns for past efforts will begin to roll in with this cycle. All being well you have been diligent where it really counts. Inheritances and/or insurance claims and investments too will take on added importance. Increasing your overall sense of security will be a core motivator. Thoughts and contemplations upon life and death themes will also become more prominent.

Pisces (Feb 19 – Mar 20) Jupiter in Virgo will inspire you to expand the scope and quality of your relationships. Both your personal and your professional life stand to be affected. You could become more social and therefore popular, but your main focus may be professional. Avoid an excessively serious and sober emphasis on business. Increase your fun, play and entertainment quotients for balance and success.
