George developer draws a line The developer of the George Hotel and condo development has given Gibsons Town Council what appears to be an ultimatum – approve the development as is or the deal is off. In a letter received by the Town on June 2, developer Klaus Fuerniss said he has made all the changes he is prepared to make to the project. “Our architect has redesigned the project in excess of six times and we have reached the point where we cannot make any further changes through negotiation,” Fuerniss said. “…Any further change will make it impossible for the George to operate as a destination hotel.” The letter appears to set the stage for an up-or-down vote standoff at council, al-

though councillors were still talking at their June 16 meeting as if changes will be possible. At that meeting, Council gave first reading to an Official Community Plan amendment for the George Hotel, which has already undergone a public hearing on zoning for its proposed 103-foot condo building and 124-foot hotel. Councillors Silas White, Stafford Lumley and Jeremy Valeriote each expressed concern about the way that Council was going about the George Hotel approvals and that lumping in the condo residences was troubling. “I support all the rationale for a hotel. I always felt it’s an exciting opportunity for the town,” White said. “I’m more concerned about changing the OCP around residential

development.” Lumley said he also viewed the hotel as “the economic driver” of the project, but added, “I’m not a huge waterfront condo guy. I’ve driven through Sechelt and I can’t see the water. I certainly wouldn’t want that to befall this town.” Valeriote said that as much as the George condos were being touted “as a one-off,” he was concerned about “the precedent this might set.” The three councillors also acknowledged that it was only first reading and fundamental changes could still be made, as Mayor Wayne Rowe assured them. “I’m sure we’ll be discussing this much more in the future, there’s plenty of opportunity” said Rowe. Redesigned Seaglass condo proceeds

Gibsons Town Council has taken a small step toward approving a redesigned waterfront condo development which was originally rejected two years ago. At its June 16 meeting, Council gave a preliminary nod to the 12-unit Seaglass luxury condominium project, envisioned in the 400-block of Marine Drive, at the foot of Jack’s Lane. Town staff has been instructed to draft a zoning bylaw for Seaglass that, if passed for first reading, would have to go to a public hearing. Seaglass was first proposed four years ago and was rejected by Council in 2013, but has undergone an extensive cosmetic redesign, which developer Tim Langenberg

reviewed in detail at a Committee of the Whole meeting earlier in the day. Langenberg acknowledged the previous design was, “a bit stuffy for Gibsons,” and said the makeover has “dressed it down in coastal-casual in blue, in blue jeans.” Langenberg also said the structure would be the “greenest building of its kind ever proposed in Canada,” which would generate more water and electrical energy than it consumes and would be packed with community amenities. out as something completely different, and not retain or reinforce the character of the area.” Among other concerns was the total building height, which Boel told Council was about 14 metres (46 feet) on the Marine Drive side, and six storeys on the waterfront side, two storeys more than the OCP calls for. The developer also seeks to purchase foreshore from the provincial government to accommodate its waterfront design, which would reduce the Town's right-of-way from six metres to three. “Given expected sea level rise, moving towards the sea is counterintuitive,” said Boel. However, Boel also noted that a number of the concerns he cited could be dealt with by amending the OCP. Rowe told Langenberg that personally, he was still unsure about the Seaglass proposal. “I’m not sure if it fits, but we’ll find out when it eventually gets to a public hearing,” said Rowe. Kids and water: the parent’s job Martha McCabe spends hundreds of hours in the water each year. She is one of the world's fastest swimmers. Yet despite international success in the pool, the Canadian Olympian still respects the danger water can bring. "I think it is important for everyone, no matter how good a swimmer you are, to have a healthy respect for water," said McCabe, who is the reigning Canadian champion in the 200m breaststroke. "This is especially true for parents with young children. Drowning can happen in as little as 10 seconds, and in just inches of water." Last summer she participated in an RBC Insurance campaign called '25 metres matters', a movement to teach every Canadian child how to swim at least 25 metres non-stop by the age of 12. "When kids can swim 25 metres their risk of drowning can decrease significantly," said McCabe, who will continue to work with RBC insurance on water safety initiatives in the coming months. "According to the Lifesaving Society the majority of drownings occur between May and September, with July and August peaking at 34 per cent of total drownings." "Drowning is the second leading cause of preventable death for children under 10, and children under five are particularly at risk," added McCabe. According to the Canadian Red Cross / Ipsos Reid poll in 2013, Canadian parents see adult supervision as the key to preventing drowning and water-related injury, yet only 50% say they always supervise their children around water. Young children in particular require supervision when they are playing near the water, not just in it. With the summer swimming season hitting its peak, RBC Insurance offers the following tips for keeping families safe around water: 1. Small children should never be left alone near water, and they should be kept within arm's reach and actively supervised. According to the Canadian Red Cross only 10% of children who drown actually intended to enter water. The rest resulted from unintentional immersion, bathing, boating and other activities. Children can slip under the surface and disappear in as little as 10 seconds. 2. Children should learn to swim and be able to return to safety from any entry into water. If they can remain at the surface, they will be able to find the side of a pool or dock and swim to safety. 3. Teach your children that an adult must always enter the water and provide approval before the children enter. Once they are in the water, give your full attention to supervising. 4. Always make sure your children wear life jackets on boats, personal watercraft and in open bodies of water where additional flotation will provide an extra layer of protection. Inflatable toys and lifejackets are not a substitute for supervision. 5. Restrict access by emptying and turning over wading pools and buckets of water when not in use, keeping hot tubs covered, ensuring the four-sided fence around the pool is in good condition and the gate is self-closing and self-latching. Letters to the Editor – Opinions ‘Scale down’ the George

With our hotter, drier summers it is challenging to grow our vegetables and fruit. How will we fare if The George mega hotel and condominium complex goes ahead with guests having no concern for conserving water? Where will the water come from? Presumably from the aquifer if the construction does not damage it. Reading the peer studies by Levelton and Waterline there is a very real danger of that. These studies were not referred to at the May12th council meeting. We are very much if favour of development, but development that conforms to our OCP and by-laws, but changing those to fit this project sets a precedent which could result in a wall of high rise condominiums on our waterfront, blocking views for anyone else. So much work went into the OCP and Harbour Area Plan so why are their recommendations being ignored regarding height, form and character? We ran a Bed and Breakfast for seven years and found our guests came to enjoy the quaint village and working harbour. If this monstrous development dominates our harbour this character will be totally lost forever. It needs to be scaled down. Christine Gaskins, Gibsons Landing

Dock plan ‘hitting the fan’

(Re Anger boils over at Pender dock meeting, the Local, June 18) I have lived here on the Sunshine Coast for well over 40 years now. Being an avid history buff, you end up discovering a lot more than what you had originally bargained for. The past is often interwoven into all aspects of the present as well as the future. Lets face the well-documented facts of our historical past while under the rule of the British Empire!!!

On or about August 20, 1858 the British monarchy under the administrative wing of Queen Victoria (1837-1901), issued an Imperial Edict proclaiming that all the lands traditionally held by the Indians within the jurisdictional boundaries of a newly-formed Province in British North America, now known as British Columbia, from this day forward are to be the property of Great Britain and its realm. Only 11 short years later (1869), a company of Royal Engineers was then sent out to lay the survey pegs for the Sechelt Indian Reserve. By hook or by crook, the political powers that be in the United Kingdom were determined to confine the once-roaming Sechelt Indians to a small geographical region here on the Sunshine Coast. The so-called British elitists didn’t take into consideration that the aboriginal peoples of the Province of British Columbia would eventually gain the upper hand by legally turning the tables and gradually reclaim some of the stolen property and/or land rights originally taken away from them a century and a half previously. With the political powers that be in merry ole England laying claim to the entire Province of British Columbia some 157 years ago, it was only a matter of time for the sh** to really start hitting the fan. We are all very excited and proud to be representing Sechelt, the Sunshine Coast, Canada, and the power of seasoned ladies. Fires vs logging

Tony Greenfield wrote in the 2015 Community Forest Annual Report that logging enhances biodiversity. He argued that open systems (i.e. freshly logged sites) possess greater biodiversity than closed canopy systems. He further equated wildfires and/or fire regimes with logging, concluding that logging provides the same benefits to forest ecosystems as fire. Logging is not “a proxy for forest fire”. Fires remove weak and unhealthy trees; logging removes both the unhealthy and the healthy trees. When a moderate fire crosses the land, many trees survive and only the shrubs and undergrowth are affected. Thus, the forest still maintains trees of various ages, each performing vital functions for animal

species dependent on mature trees. In contrast, trees that reoccupy a logged area will all be of the same age, creating an artificial environment that does not support rich biodiversity, and certainly not specialist species prized for their uniqueness. Moreover, logged areas are frequently replanted with a single tree species. Clear-cut zones are not better or richer than a forest affected by fire; they are areas essentially transformed from heterogeneous forest to monocultures. Additionally, pesticide use is common to ensure greater survival of replacement saplings. These products leach into the soil and run off into nearby waterways, a process which hardly benefits species dependent on those rivers and streams. A certain level of logging is obviously necessary. However, the industry should not ‘greenwash’ the practice by suggesting that logging is as beneficial as wildfires. Nor should they use the Anthropocene as a carte blanche to strip the Sunshine Coast of some of the world’s most magnificent temperate rainforest. Instead of making quasi-scientific claims to promote logging practices, the industry should focus more on researching best practices to ensure minimal disturbance to our forest ecosystems. Lumberjack show here for Canada Day Log-rolling, axe-throwing competitions and chainsawcarving demonstrations will be just some of the attractions as the classic West Coast Lumberjack Show comes to Sechelt for Canada Day. Shows will start after the annual Canada Day parade and will be at 1pm, 3pm and 5pm on July 1 in the west parking lot area of Trail Bay Mall between Claytons and Municipal Hall, said Katharine Trueman, president of the Sechelt Downtown Business Association. “We haven’t had timber sports here for a long time. They used to have Timber Days about 15 years ago,” Trueman said. “So it’s really a great plus for Canada Day.”

“Log rolling is typically a highlight,” the show says on its website, WestCoastLumberjacks.com. “A lumberjack from each team will stand on top of a floating red cedar log and attempt to roll the other off. Watch for fast foot work and lots of water flying. The best of three falls wins.” Other show favourites include the Springboard Chop—one of the most exciting and dangerous events in the show. “A lumberjack from each team will use his axe to make a notch into a standing tree butt. He will then place a wooden springboard into the notch, climb on the board and then chop a second notch. A second springboard goes

into the second notch and the lumberjack, now being almost 10 feet off the ground, will chop the block off the top. Speed and accuracy are essential when on the springboard!” And what kinds of things happen at events called the “Jack ‘n Jill Cross Cut, ” “Hot Saw Race,” and “Underhand Chop?” You’ll have to see the show to find out. Admission is free, thanks to very generous donations from the Sunshine Coast Community Foundation, Sunshine Coast Community Forest and the Truck Loggers Association. Bring a camping chair and a hat, and get ready for loads of great entertainment. Staff

A new 40-kilometre marine trail spanning Howe Sound is now open. The marine trail connects Gibsons to Horseshoe Bay to Squamish and includes campsites in Plumper Cove, Halkett Bay, and Porteau Cove provincial parks along with six new provincial marine recreation sites. The marine trail becomes part of the Trans Canada Trail, one of the world’s longest networks of multi-use recreational trails. Made up of nearly 500 individual trails,

it will eventually include more than 3,000 kilometres of trails throughout British Columbia and cover nearly 24,000 kilometres from the Atlantic to the Pacific to the Arctic oceans. “The Sea to Sky Marine Trail is a wonderful new addition to the Sunshine Coast’s vast multi-use trail system,” commented Celia Robben, president of Sunshine Coast Tourism. “The new campsites allow for full exploration of Howe Sound in its entirety.” A celebration will be held

in Gibsons on Sunday, June 28 at 3pm. The public is invited to celebrate with an opening day paddle, ribbon cutting and live music in Winegarden Park. The Sea to Sky Marine Trail is the result of a partnership among the Province, Squamish Nation, SquamishLillooet and Sunshine Coast Regional Districts, Town of Gibsons, Bowen Island Municipality, Districts of Squamish and West Vancouver, and the BC Marine Trail Networks Association. night, much less eight or nine. While there may not be any way for adults to get more sack time at night, there are ways for men and women to get a better night's rest so they can approach each day with as much energy as possible. • Stick to a schedule. Keep-

ing a sporadic sleeping schedule can make it difficult to get the kind of restorative sleep that can help you maintain adequate energy levels throughout the day. To ensure you get a better night's sleep, go to sleep at the same time each night and wake up at the same time each day. Try to stay true to your sleep schedule on weekends, resisting the temptation to sleep in later or stay up late on Friday and Saturday nights. • Nap effectively. Men and women who have the time to sneak in a nap may find that napping is a more effective way to make up for inadequate sleep than sleeping in late in the morning. Effective napping allows men and women to recharge without affecting their ability to fall asleep at night. Napping in the early afternoon and keeping nap time to between 20 and 30 minutes can provide the energy boost you need and help you make it through the after-dinner hours without feeling drowsy. There have been many words written about golf as a sport being in decline, participation dropping because it takes too long, costs too much, or whatever. The facts are golf as a sport is still the number one participation sports in the country. It is a game played by young and old and everyone in between. Instead of being spectators at their children’s games in other sports, in golf parents and children can participate together. In my experience not a day goes by that I don’t see social interaction on the golf course; people being paired with others they don’t know and friendships develop; families playing together; groups of friends on a weekend getaway; kids enjoying a sport that is individual or group based. The Sunshine Coast Amateur G&CC tournament is a good example of an event that many participants have played in for three decades and more. Each year groups return to our region to play the three courses and enjoy all the variety that the area has to offer as a great recreation getaway. Walking 9 or 18 holes is a wonderful way to burn calories, increase aerobic activity and socialize all at the same time. A full round of golf covers over four lineal miles… many golfers walk that distance on a regular basis. For those that have a competitive aspect to their personality, golf offers many different ways to satisfy the thrill of victory or the agony (and cost) of defeat. The golf industry demonstrates on a daily basis a strong commitment to the environment both from a best practices perspective as well as seeking new ways to conserve water and fuel, while utilizing the most efficient methods of fertilizing. It has long been understood that the best defence against pests and disease is healthy turf. On any given day on the golf course one will see birds of all kinds, deer, coyotes, racoons, (and in the winter, the occasional Roosevelt Elk). The best part however is the people…..recently I conducted lessons each week for kids under the age of ten, many of whom were 5 or 6. To watch a grandfather bring his grandson out each week with the desire to be able to one day play the game together demonstrates something special about the game. Golf has been around for hundreds of years, and in my opinion it is as healthy as ever and will be a round for many more! I have always felt privileged to be associated with it.

Once inside the school, we find there is more to it than

Dogs are, by nature, social and cooperative animals and most adult dogs have very well-developed aggressioninhibiting mechanisms we call “ritualized pacifying signals” which they start to learn as puppies just a few weeks old. Dogs mainly use body language to communicate (“postural communication”) and learning “dog language” helps enormously in socialization and training. Generally groups of signals make

Distance reducing signals (which indicate the dog is approachable) include the avoidance of direct eye contact, blinking or having the eyes half closed, the lowering of ears and then the head and then the neck. Generally the signals escalate as the dog sends a stronger message and may include tongue flicking and retraction of the lips (tongue flicking is the movement of the tongue in and out of the

mouth and across the muzzle). Sometimes a front paw is raised and the tail held low. The dog may lie down and show its belly. Distance-increasing behaviors (which mean the dog would like some space) are often used in response to a threat or a perceived threat. They begin with the most subtle signals such as direct eye contact with eyelids wide open to produce a “stare”. This alone will often minimize the need to escalate the confrontation and minimize the risk of injuries. If not, the dog may pull his lips back at the corners and may escalate to a snarl with head held high, ears up. If the threat

intensifies, the dog lowers its head to protect its throat. The dog may also make itself appear bigger by shifting its weight, raising the hair along its back, holding the tail high or vertically.

One of the things people say about the Sunshine Coast is how beautiful it is. We have mountains, forests, and the sea at our doorstep. But how

many of us stop to think about our place in this landscape? The latest art exhibit at the Sunshine Coast Arts Centre, Outlooks on a Landscape, by mother and son artists Ursula Medley and Peter Gynd, poses just such questions. What makes up a landscape? How is cultural identity reflected in a landscape? What is our

relationship with our landscape? “We wanted to explore our own styles and see how they fit together,” says Gynd of the show’s premise. “We decided on a theme of landscape and how we each approach the landscape.” The result is a contemplative show with many counterpoints and interplay between the works of mother and son. Where Medley’s paintings of her garden are lush, vivid and large, Gynd’s seascapes are more reflective, keep to a palette of blues and greys, and are quite small. “The intimate scale of them draws you in and by default draws you into the scene,” remarks Gynd. Indeed, trying to capture something as vast as the sea in an 8 x 5 oil painting is surprisingly effective at conveying just how big the ocean is. Displayed next to Medley’s larger garden scapes, the viewer is struck by the contrast in styles and execution. “It’s a nice conversation between the pieces,” notes Gynd. “The macro garden scapes are set next to micro seascapes that are supposed to represent this great expanse.” While Gynd acknowledges he has “pretty much learned most of my technique from my mom,” he’s rubbed off on her too. “Standard of excellence in execution and presentation of work,” cites Medley of what she’s learned from her son. “Work ethic. He will sometimes paint for 24 hours straight.” And what do they

have in common? “We both demand attention to detail in preparation and presentation of our work,” says Medley. This exhibit is a unique opportunity to see the work of these accomplished painters, especially Gynd, who is now based in Brooklyn, NY. “It was extra special to mount this show here on the Coast with

Peter,” reveals Powell River based Medley. “Although our work is different in selection, approach and execution of the landscape, the conversation between our work in this exhibit is complementary.” Outlooks on a Landscape runs at the Sunshine Coast Arts Centre in Sechelt until July 5.

pate on their own time. As a fundraiser to help support Team Canada, Chef Aldo Cogrossi at Ruby Lake Resort invited present Team Manager, John Carlo Felicella, (under his tutelage the team’s garnered 15 gold and one silver medal) and Coach Bruno

Are your kids ready to paint 'dot by dot…with no double dotting'? The Sunshine Coast Arts Council is thrilled to announce the third year of the Summer Art Program for Kids (aged 9-12 years) with DOT artist Rogest (Ron Steven). Not only do the kids create beautiful works of art, they create a collaborative art piece for the Sunshine Coast Conservation Association to use for a fundraising piece to auction off or make prints from for further fundraising. The kids also learn about the ocean and the environment. This year the program will run from July 6 to July 8. We anticipate another full classroom of eager young artists and conservationists it. NEW to the program is an after-

noon session with staff and volunteers from the Sunshine Coast Conservation Association. They will teach the kids about streams, rivers, and marshes. The program will run from 10am - 3pm (adding 2 hours to the overall experience from previous years). During the 3 days the kids will paint their favourite fish or other marine organisms under the direction of Rogest. He will engage the kids in discussions of the habitat, species diversity and inter-relatedness as well as his unique form of dot art. As in previous years, the kids will also work on a collaborative pieces which will be donated to the Sunshine Coast Conservation Association to use for future fundrais-

Mayor’s Message Mayor, District of Sechelt

On June 15th Sechelt hosted joint Town Hall/ e-Town Hall meetings as an initial step towards building an improved public engagement strategy. Our goal is to make communication between our organization and citizens flow more easily – make it easy to understand and easy to access. Engagement is about both parties being able to present and receive information. Fostering such information exchanges will support positive community decision making. While everyone may not agree with every decision made, with good engagement, the decision process will be more open, inclusive and transparent. Sechelt‘s two town hall sessions were streamed live on our YouTube channel and accessible through the District’s Facebook and Twitter

presence. We received some on-line participation and hope to build on that as we venture further into social media engagement. Approximately 40 people attended sessions at the Seaside Centre. All participants were asked to tell the District how they wanted to connect with us. It goes without saying that most people who came out to the meetings told us that they preferred connecting in person. They also gave us a valuable input on other ways that they wanted to communicate with the District. One suggestion was that we publish a recap of Council Meeting business in the newspaper. I am happy to use the remainder of this monthly column to do just that. Summary of actions at the June 17th Regular Council Meeting: • Authorization for District Office reception area renovations - work to start early in July. • District Annual Meeting scheduled for Saturday,

July 18th. • Official Community Plan (OCP) Amendment Bylaw for Sechelt Sustainable Communities received Second and Third Reading. A second discussion of inclusion of the subject properties in the urban containment boundary was held. There were no changes to the Bylaw. • Zoning Amendment Bylaw for Vanta Pacific Resort Dock received Second and Third Reading, amended to significantly reduce the size of the re-zoned area, and thereby, the future size of the dock structure. • A decision that the District will seek OCP and Zoning amendments for Lot L (lower Dusty Road) to subdivide into three lots for civic and business/industrial uses was released from a Closed Meeting. • Decisions on contracts for the positions of Chief Administrative Officer and Director of Development Services, and recruitment of an additional Wastewater Treatment Facility Operator (Operator

Level 4) were released from a Closed Meeting. In future, Council Meeting Recaps will be published outside of the Mayor’s Message. For this week, including it here seemed a fitting response to the input received on June 15th and an appropriate way to recognize a good idea that emerged through public engagement.

been given a legal opinion that Siegers’s amendment would not trigger another hearing, both Mayor Bruce Milne and District CAO Bill Beamish disagreed with that view. Milne also reiterated his argument when the OCP had first reading in May, saying that including the 170-hectare (420-acre) tract in the UCB could potentially bump areas such as Selma Park, parts of West Sechelt and West Porpoise Bay from getting long-delayed access to the sewer system. “I want to respect the OCP and the commitments that we made to other neighbourhood communities,” Milne said. A spokesman for SSC has said the company would prefer that the properties be connected to the sewer system, but that there’s no inten-

tion getting in line ahead of other communities and SSC is prepared to deal with sewage using other technologies, if necessary. The proposed amendment was defeated in a 4-2 vote, with Councillors Darren Inkster, Alice Lutes, Mike Shanks and Doug Wright voting against, and only Noel Muller supporting Siegers. Second and third readings on the OCP change then went ahead and were passed unanimously. Final approval could come as soon as the July 8 meeting of Council. SSC has undertaken an intense round of public engagement to envision possibilities for the community, which it promises will be progressive, sustainable and multi-generational. Rik Jespersen

East Porpoise Bay development proceeds Sechelt is on the verge of approving an amendment to its Official Community Plan that would clear the way for SSC Properties Ltd. to develop a major mixed residential/commercial community in East Porpoise Bay. District Council eventually gave second and third readings to the OCP change at its June 17 meeting, although the process was nearly stopped in its tracks and sent back to another public hearing. Councillor Darnelda Siegers proposed an amendment before the votes that would have had the project—which could ultimately see construction of 1,300 residential units—included in the Urban Containment Boundary (UCB). That would allow the development to hook up to the district’s sewage system. Although staff said it had

ot Canada Day Should Canada Day fall on a Sunday, July 2nd serves as the statutory holiday. However, most celebrations still take place on the �irst in such years. In 2011, The Duke and Dutchess of Cambridge celebrated Canada Day in Ottawa. Other special guests may join in the festivities as well. People all across Canada are gearing up for barbecues, parades and other celebrations in honour of Canada Day, which is often a fun holiday during the summer season. Metro

and parties are held, and the Canadian �lag is proudly displayed on homes and businesses. The Royal Canadian Mounted Police have a special group of 32 of�icers called the RCMP Musical Ride, who may perform at Canada Day celebrations. Picnics, festivals and sporting events also are part of the festivities. Fireworks displays dot the night sky, and many residents can be heard singing the Canadian national anthem, “O Canada,” which is based on a poem written by Robert Stanley Weir in 1908.
