New seniors’ home deal ‘legally binding’

Director Lorne Lewis asked Tindall why VCH didn’t approach the local RHD about building a fully publicly funded new seniors’ home, as was done in Powell River. Tindall replied that it was because the money just isn’t there. “VCH wasn’t able to provide the… capital, so we did not come to the RHD, given it was not an option,” she said. The Powell River facility was funded entirely by local taxpayers. Health authorities like VCH receive funding from the B.C. government, which hasn’t provided full funding
for seniors’ care homes for more than 10 years. The Silverstone facility will cost about $35 million to construct, in addition to the cost of the Derby Road property on which it will be built. VCH has contracted to pay Trellis Group, over time, for the care of residents, enabling Trellis to finance the project. Tindall also told the RHD that VCH is continuing to discuss its “labour adjustment plan” with the Hospital Employees Union and the B.C. Nurses Union, which represent most of the 200 staff members at Shorncliffe and

The Vancouver Coast Health Authority has again apologized for not engaging the Sunshine Coast community prior to signing with a private company to build and run a new seniors’ care home, but it appears that despite demands to reverse the decision, it’s a done deal. “We do have a legally binding contract that has been signed, and we will continue with that,” said Lauren Tindall, Vancouver Coastal Health’s Director of Operations for the Sunshine Coast, in response to questions from the Regional Health District Board at a meeting Sept. 15. “I appreciate that we’re asking a lot of the community, given their passion,” Tindall said. “I firmly believe in this project. The priority of Vancouver Coastal Health (VCH) is the quality of care for the residents.” The appearance before the board of Sunshine Coast Regional Health District (RHD)—essentially, the SCRD Board in its healthcare administrative role—followed an overflow community gathering in Sechelt Sept. 12. At that meeting, VCH executives, including Tindall, faced angry questions about the 128-bed Silverstone facility, to be built in West Sechelt by Trellis Group. The deal with Trellis wasn’t revealed to the public—or to local governments—until a surprise announcement June 13. The local VCH leadership also got a scolding from politicians at the Sept. 15 meeting in the SCRD boardroom. “I appreciate your efforts standing up [at the Sept. 12 meeting], and coming here today. I’m sure it’s not easy,” SCRD Board Chair Garry Nohr told Tindall. “[But] Vancouver Coastal Health not only hurt themselves, they hurt this Board, and they hurt the people of Sechelt and the surrounding area.” Tindall replied: “I’m sorry that hurt has occurred, but I honestly do believe that we have a future of good care in the residential facility that is proposed.” Nohr added that although the board had not yet seen the Trellis Group contract, it would look at it closely, as “it’s our responsibility to find out what the ins and outs of it are.”

Editorial Opinion Home support: by the numbers Isobel Mackenzie, Seniors Advocate for BC, has released a report highlighting results of BC’s first ever province-wide survey of home support clients and their family members. “We have heard the collective voice of almost 10,000 seniors and their family members on how they rate the quality and effectiveness of our provincial home support program,” said Mackenzie. “There was some good news in the results, as well as clear messages about where there are opportunities for improvements.” Survey results show that, overall, clients are satisfied with the quality of the home support services they receive (62 per cent). However, many respondents want more services to be available to them, such as housekeeping (28 per cent) and meal preparation (12 per cent). Additional highlights include an overwhelming recognition that home support staff are caring and respectful (92 per cent), but there were also concerns around the number of different workers (20 per cent of clients say they get too many different regular workers), as well as the lack of skills and training of some home support workers (only 47 per cent of clients think their workers have all necessary skills to provide good care). “We need to look at how the housekeeping and meal preparation needs of our clients can be better met, how we can reduce the number of different workers involved in care delivery, and how we can increase the skills of a workforce that is highly compassionate,” said Mackenzie. In addition to questions about home support services, the survey asked clients about their use and awareness of medications. The survey found 80 per cent of clients knew how many medications they were taking, but there was a much lower rate of awareness around why a client is using them (only 59 per cent know why they are taking all medications) and their side effects (only 17 per cent know the side effects for all of their medications). “Clearly, all of us involved in the care of seniors, from physicians and pharmacists to nurses and family members, need to be more diligent about communicating possible side effects of medications,” said Mackenzie. “This is important at any age, but particularly crucial for seniors because, in some cases, we might think there is a cognitive impairment or permanent condition when, in fact, what we are seeing is a side effect from one of the many medications some seniors are prescribed.” (Responses were received from 5,336 clients and 4,040 family members. The margin of error on a survey of this size is +/- 1% after applying a finite population correction.) Submitted

Letters to the Editor – Opinions Stop the logging With a name like “cutblock A87125” one might not think much of a parcel of land about to be logged. I've been visiting it almost every week for the last six years. I can assure you it is unique: some of the last easily accessible old growth low elevation forest to be found, certainly on the Sunshine Coast. I've taken world-renowned chefs there to forage for wild mushrooms, photographed and mountain biked, hiked and found peace and solace when friends have died. It is a special place, a blue listed site, indeed endangered and part of our community planning. There is no social licence or goodwill to allow this clearcut to proceed. A suitable replacement tree farm in volume of trees was identified and must be considered as replacement. I am an educated professional, an educator and supporter of the arts and women in the culinary arts, I'm not one to throw my support behind things lightly. I assure you however, you will make an activist out of me if this proceeds. I have never experienced something so egregiously out of step with the needs of a community while significant alternatives are available. (Re editorial, “Property and other values”, Sept. 15) Having been in attendance at the Sept. 6 Gibsons Town Council meeting, I feel that Rik Jespersen’s representation of the concerns of the residents regarding the current affordable housing proposal is misleading, and offensive.
The article suggests that the residents were angry, that they lack compassion, and that they have no interest in helping find solutions to this long standing, ongoing issue. It wrongly implies that those who spoke at the meeting spoke against affordable housing. In fact, the few people that were able to speak said nothing negative about affordable housing. Nor was there any objection raised to having affordable housing in their neighbourhoods. Rik Jespersen missed hearing the legitimate bylaw, zoning and geotechnical concerns about the proposed properties. Confusion and frustration, not anger, was in the speakers’ voices, when they spoke of the two lots in Heritage Hills that are on riparian areas bordering a steep ravine, and will require considerable, costly, geotechnical evaluation and remediation. The third property in this area is considerably smaller than R-3 zoning permits. The Glassford Road site requires an estimated $28,000 to move the existing water main, and an unidentified sum to close Glassford Road. There was also confusion about why the Parklands subdivision is able to buy out their commitment to provide two affordable housing units (reduced from an original five in 2014) as part of their subdivision proposal at a time when there is an affordable housing crisis. In response to Rik Jespersen’s final question “How can we help?”, I believe that we can best help by demanding that the Town of Gibsons put forth a serious, unencumbered proposal that is designed for immediate success, so that we can move forward on this very real problem. A ‘bogus process’ I took in the Sept. 12 protest meeting re the foistedupon-us plans to turn our senior care facilities over to the private sector. A key piece of information was mentioned latish but kind of slid by perhaps as people tired. It is this: At no time was the Regional Hospital Board, on which the broader community's regional directors sit, informed of this proposal put forward by the Province. Which sounds as if it might be illegal, as certainly it should. After all, through the Regional District Board, local taxpayers pick up, in most cases, 40 per cent of many if not most hospital costs, including those for construction. So how will this deal between the Province and the private provider affect our taxes? Do we pay 40 per cent of a deal we knew nothing of? Everyone who came in the door did so right past a poster proclaiming the inclusivity of VCH's decision-making processes. It boggles the mind: propaganda should have at least some thin vestige of credibility to it. I actually felt some sympathy for the Vancouver Coastal Health people. Their jobs required them to try to sell us this bogus process as palatable, when it reeks of Christie Clark's odorous political kitchen. Most disturbing was the spokeswoman for the already chosen and hired private operator. What I heard, when her attempts at a softsell were roundly met with skepticism, was contempt. And I found myself thinking, well why wouldn't she be contemptuous of us, knowing it was a done deal and nothing that was said at this event was going to lead to that changing? Unless, of course, the Regional Board could sum-
mon up the stomach for a real scrap. Maybe get the Union of B.C. Municipalities to weigh in. Nobody on any local Hospital Board anywhere in B.C. should like what's going on here. John Marian, Halfmoon Bay

Community Futures Sunshine Coast, in partnership with Simon Fraser University, is seeking a fall cohort of entrepreneurs whose businesses will help address social, environmental or economic challenges on the coast and beyond. The Local Entrepreneur Accelerator Program (LEAP!) is an eight-week accelerator program for new ventures based on the Sunshine Coast. In October eight LEAP! participants will test and refine their business ideas, explore revenue streams and profitability, crystallize community and social benefits, and begin marketing their product or services. Weekly evening classes begin Tuesday, October 11 in Sechelt. The registration cost is only $100 per participant as Community Futures and SFU are underwriting the cost of the program for eight promising entrepreneurial leaders. available drinking water supply. Stage 2 outdoor water use restrictions will stay in effect until the lake is full.” Sprinklers, soaker hoses, irrigation systems and other watering devices can be used for outdoor watering at even addresses Thursday and Sunday 7-9am, and odd addresses Wednesday and Saturday 7-9am. Hand held hoses with shut-off devices can be used anytime for watering trees, shrubs, flowers or vegetables. The combination of rain, conservation and the time of year has prompted the Sunshine Coast Regional District (SCRD) to relax its outdoor water use restrictions. The SCRD announced Sept. 19 that “effective immediately” it is returning to Stage 2 restrictions after a little more than three weeks under the more restrictive Stage 3. Shane Walkey, mgr., utility services, said in an interview that enough rain had fallen to bring Chapman Lake up to within 1.5 metres of the dam level. That, combined with other factors, was “enough to feel comfortable going to Stage 2.” Stage 2 allows for morning sprinkling of lawns and gardens two days a week, the

Superintendent Bocking began his report to the Board of Education on September 14 reading poems by Sunshine Coast elementary students from “Coastal Voices”, an anthology of student writing published each spring in partnership with the Sunshine Coast Festival of the Written Arts. partnership with the Festival, authors visit our schools each year to read to students and coach them on their writing, from poetry to stories to spoken word performance. Regardless of age or the form practiced, students learn the power of writing and reading. The School District also partners with local libraries and our goal is to have each elementary school student in all our communities sign up for a library card to enable students and families to enjoy the wonderful adventures

A Neutron Star is a compressed core of an exploded star made up almost entirely of neutrons. Neutron Stars have a strong gravitational field and some emit pulses of energy along their axis. These are known as pulsars. A Nebula is a cloud of gas or dust in space, usually illuminated by one or more stars. Nebulae represent the raw material the stars are made of. The fall period presents us with some excellent Constellation viewing. Pegasus is visible from August through December and the globu-
lar star cluster M45 will be keenly watched by telescope viewers. The Constellation Aquarius is visible in the fall in the Northern Hemisphere. This ancient constellation has its roots in many cultures and represents a number of excellent viewing opportunities. The Open Star Cluster M 73 will be clearly visible as will the Globular Star Clusters M2 and M72. The full moon on October 16 is known as the Hunters Moon. The hunters moon is generally accorded with special honour, historically serving as an important feast day in both Western Europe and among native American Tribes. But this year, successful applicants will have to come to collect their cards instead of having the hampers delivered. “We are working this year at getting a depot in Sechelt, as well as Gibsons,” said Nestman. “We’re hoping to have this whole campaign wrapped up by the 10th of December, which will give them lots of time to go and spend those cards.” Rik Jespersen

The Sunshine Coast Elves Club has come up with a new way to help provide a Christmas for needy local families, following a rough few weeks for the charity’s executive that saw the annual hamper campaign cancelled for this year. President Lynn Nestman says that although the hampers still will not be distributed, the Elves Club will be handing out gift cards that she hopes will provide the equivalent value for families who apply for help. “This change has us so darn excited, I think it’s reenergized everybody,” Nestman told the Local. Nestman had announced at the end of August that after four exhausting years, she and the rest of the club’s board of directors would step down in January and suspend the charity’s activities until a new executive could be found. The change also meant that they would not be distributing hundreds

The Sunshine Coast Arts Council is celebrating its 50th Anniversary this year with a series of events and celebrations. On September 30 at the Arts Centre the spotlight will be on music, featuring Java Jazz, Ginger Snaps and Shortbread, Paula Seward and the Reflections Choir, and Sound of The Sound. The Arts Centre has become the de facto public face of the Arts Council, the central place in Sechelt for art exhibitions, performances, literary readings, meetings, celebrations and so much more. The Centre opened its doors in 1979, but it wouldn’t exist without the 50 years of dedication and hard work of the many individuals who have been, and are, members of the Arts Council. Steve Wright, who performs under the name Steve Weave, was president of the Arts Council from 20092012. “I had zero intention of being involved,” recalls Wright of the night he attended a Council AGM. “But they were looking for help, and I thought, ‘Okay, what can I do?’” Wright, a musician and instructor who works with
young people between the ages of 8-16, wanted to get the next generation involved and see the Centre’s music room better utilized. He now runs The Sound out of the Arts Centre, meeting with over 30 students a week. “It’s an open program,” explains Wright. “They might come for guitar but might play drums or get on the turntables. It’s very active. We record, write original songs and collaborate.” For the Council, it means a regular renter and a cross section of the younger generation are being introduced to the Arts Centre and the work of the Council. “It’s fitting that I’m working out of the music room now, doing the work that I was advocating for when I was on the Board,” remarks Wright. “[The Council] saw the value in that, not only as a community service, providing space to young musicians, but as a source of steady income for them.” Wright’s group, billed as Sound of The Sound, will be the closing act for 50 Years of Music. “It’s a big deal for them, playing live in front of people,” says Wright. “I’m happy to give back and support the work that happens in here and support the next generation.” Anyone wanting to become involved with the Arts Council can attend the next AGM on October 27 at 7pm or call 604-885-5412
