EXECUTIVE SUMMARY

INTRODUCTION The aim of the Newtown Urban Design Framework is to develop clear and concise guidelines for the Cooks River light rail re-instatement. The Framework establishes a design vision for the light rail connection within the suburb of Newtown and outlines a series of objectives, strategies and actions to assist in realising this vision.

SUMMARY OF ISSUES The following is a summation of the principle issues that affect the Newtown Station Precinct at present: Due to population growth, available transport into the city centre is at full capacity. Buses operating in peak hour with no right of ZD\ FDXVH VHULRXV WUDIĂ€F GHOD\V RQ ORFDO DUHDV 43 buses per hour at peak hour operating along King Street severely damages Street culture by creating huge levels of noise pollution and heavy congestion on King Street. 7KH KHDY\ WUDIĂ€F Ă RZ DOVR GDPDJHV VWUHHW DFFHVVLELOLW\ DQG WKH VWUHHW OLIH H[SHULHQFH DV .LQJ 6WUHHW DFWV DV D JUHDW GLYLGHU through of the town. Congested streets make King Street very unfriendly for pedestrian and bike uses. Unused sites that are not accessible are not only loss of space in a densely built environment but also pose a potential safety hazard in back alleys.

THE VISION 7KH QHZ LPDJH RI 1HZWRZQ ,QWHUFKDQJH ZLOO EH YHU\ GLIIHUHQW IURP WKH RQH WKDW H[LVWV DW SUHVHQW 7KH IROORZLQJ LV D VXPPDWLRQ RI WKH UHVSRQVes to the issues that affect the Newtown Station Precinct: Introduce higher capacity scheduled light rail that can deal with the current demands but also be able to adjust according to popuODWLRQ JURZWK LQ WKH IXWXUH 0RUH UHOLDEOH DQG HIÀFLHQW VHUYLFHV ZLOO EH LPSOHPHQWHG WR JLYH D VWUHHW KHLUDUFK\ 7KH ULJKW RI ZD\ ZLOO EH JLYHQ WR WKH OLJKW UDLO DQG WUDIÀF LQWHUVHFWLRQV SURJUDPPHG WR UHVSRQG WR WKHLU DSSURDFK Remove all vehicles including the buses from King Street between Sydney Park Road and Carillon Avenue. Replace the original bus stops with all light rail stops along King Street and redesign bus routes to work on a network that runs as a connector between local suburbs, train and light rail stations. 43 buses per hour will evaporate from the previously congested Kings Street and City Centre. When removing vehicles from King Street, there is a creation of dead end spaces where the road reserve once turned onto King Street. This end block of each road can now be proposed to house a variety of laneway culture for the public and retail use. INTRODUCTION

NEWTOWN 1HZWRZQ LV D VXEXUE RI 6\GQH\Ň‹V LQQHU ZHVW DQG LV ORFDWHG DSSUR[LPDWHO\ IRXU NLORPHWUHV 6RXWK :HVW RI WKH 6\GQH\ FHQWUDO EXVLQHVV GLVWULFW VWUDGGOLQJ the local government areas of the City of Sydney and Marrickville Council in the state of New South Wales, Australia. King Street is the main street of Newtown and centre of commercial and entertainment activity. The street follows the spine of a long ridge that rises up QHDU 6\GQH\ 8QLYHUVLW\ DQG H[WHQGV WR WKH 6RXWK EHFRPLQJ WKH 3ULQFHV +LJKZD\ DW LWV 6RXWKHUQ HQG Enmore Road branches off King Street towards the suburb of Enmore at Newtown Bridge, where the road passes over the railway line at Newtown Station. Enmore Road and King Street together comprise a 9.1-kilometre round-trip of some 600 shopfronts. The main shopping strip of Newtown is the longest and most complete commercial precinct of the late Victorian and Federation period in Australia. King Street is often referred to as “Eat Streetâ€? in the media due to the large number of cafĂŠs, pubs and restaurants of various cultures. Cafes, restaurants and galleries can also be found in the streets surrounding King Street.

In addition, the catchment area of these buses are limited as they all run the same path. Proposal: We have proposed to remove the buses from King Street and remodel their routes to run at cross sections with the proposed light rail. The routes will now run as a connector between local suburbs, train and light rail stations. On a small scale the new bus network will link the surrounding areas to the Cooks River light rail and increase connectivity and efÀFLHQF\ LQ 6RXWKHUQ 6\GQH\ 7KH HOLPLQDWLRQ RI DOO YHKLFOHV H[FOXGLQJ (PHUJHQF\ 9HKLFOHV ZLOO VLJQLÀFDQWO\ UHGXFH WKH QRLVH SROOXWLRQ This allows King Street to be used as a more pedestrian and bike friendly environment. This diagram shows the 400meter accessibility zone of the study area. The dark green routes indicate the 400m walking distance from the centre point - Newtown Interchange. The light green areas denote the properties within the 400meter walk zone that are accessible by their main front entrance. The study reveals the South-East corner of our 400meter walk zone is disconnected from Newtown Station. Commuters who walk from Angel Street precinct have an indirect line due to the Old Tram Depot situated on Railcorp private land. This site is a major block to the South east of the catchment area where large residential areas suffer double the walking distance via an indirect route.

URBAN CONTEXT

The municipality of Newtown incorporated in 1862. Newtown got its name from one of its stores, John Webster’s New Town store, dating back to the early 1800s. The main street of Newtown, Cook’s River Road, was later named Kings Street in 1877. Kings Street has always predominately been a UHWDLO VWULS $V RQH RI WKH EHVW H[DPSOHV RI WK FHQWXU\ FRPPHUFLDO VWUHHW DUFKLWHFWXUH .LQJ 6WUHHW GHPRQVWUDWHV D PL[ RI VW\OHV LQFOXGing high Victorian Gothic, Queen Anne revival and Italianate. Newtown has gone through a number of distinct demographic changes. After starting out as a prosperous suburb, the depression GXULQJ WKH V VDZ WKH H[LW RI ZHDOWKLHU UHVLGHQWV WR QHZHU DQG more prestigious suburbs in Sydney. As Newtown became increasLQJO\ UXQ GRZQ FKHDS UHQWV DQG KRXVLQJ SULFHV OHDG WR DQ LQà X[ RI European migrants. This cultural shift saw the emergence of coffee shops and delis. 7KH PRUH DIà XHQW WLPHV RI WKH SRVW ZDU V VDZ D ORW RI IDPLOLHV move out of Newtown in search of larger properties. Many small cottages and terraces were subsequently put on the rental market, DQG ZLWK WKHLU FORVH SUR[LPLW\ WR WKH 8QLYHUVLW\ RI 6\GQH\ DQG WKH Sydney CBD, Newtown quickly became a desirable home for students. Cafes, restaurants and pubs multiplied as Newtown took on a more youthful, lively demographic. The majority of Newtown’s population today is still comprised of young professionals, academics and students. The proposal of a car free zone along King Street will help stimulate such initiatives as the area will become more pedestrian friendly. The lack of heritage listed items south of our proposed main light rail stop, Newtown interchange, also enables the potential for greater development. The potential of the site around Newtown Interchange will be discussed further in the potential development plans.

The primary public amenities, within our Newtown study area, consist of Churches and Educational facilities. The introduction of a light rail stop on Church Street will be advantageous for both the Newtown Baptist Church and St Stephens Anglican Church Newtown. The main light rail stop, Newtown Interchange, will service both the Newtown High School of Performing Arts and Newtown Public School. With the proposed car free zone along King Street, the safety of school students, whether they catch the train, tram, cycle or walk to school will be immeasurably improved.

KEY CULTURAL DESTINATIONS 1:10000 Newtown is a cultural hub full of theatres, live music venues and galleries. As demonstrated on the map many of these key cultural destinations are located along the proposed Cooks River light rail line. The University of Sydney and Carillion Avenue stop are both located within walking distance from the Seymour Centre and Carriage works respectively. Church Street stop is located just outside Dendy 1HZWRZQ DQ H[LVWLQJ SRSXODU PHHWLQJ SRLQW LQ 1HZWRZQ )XUWKHU down the line, Alice Street stop is located outside of the New Theatre. The proposed Cooks River line will improve access to the many cultural venues along City Road and King Street, helping to strengthen and take advantage of the performing arts strip along Newtown.

$V VKRZQ LQ ([DPSOH ODQHZD\V FRXOG EHFRPH greenways with the obvious opportunity of connecting King Street to Camperdown Memorial Rest Park. These green breakout laneways provide not only needed green open space, but also the opportunity for such initiatives as community gardens.

Refering back to 5.1.2 Heritage Overlay (p.19), buildings on the Northern side of the train tracks are Heritage Listed Buildings. However, the opportunities are presented for redevelopment over the buildings on the Southern side of the train tracks. There are opportunities presented here to further densify the current Newtown Station area and to create the station more accessible to a larger number of tenants and residents. An implementation, particularly on the southern side of the train tracks, for an increase in PL[HG XVH ZLOO IXUWKHU HQULFK WKH DOUHDG\ H[LVWLQJ GLYHUVLW\ RI 1HZtown.

The current heights in Newtown are 80% single storey and double storey. The 3 storey levels are mostly located in the commercial strip along Kings Street and Enmore Road There are 2 major multi-storey residential developments featuring commercial at ground and residential for more than 4 Storeys on Erskinevile Road. As mentioned previously, the connection to the Newtown Station is closed for the large number of residents and tenants occupying the PXOWL VWRUH\ PL[HG XVH EXLOGLQJ RQ (UVNLQYLOOH 5RDG With the intruduction of the trams, there will be more demand for commercial buildings and for higher density living in Newtown. Combining the current zoning and heritage overlay data, there are many opportunities presented here to redevelop and to densify the current Newtown Station area.

Proposal: From the studies of the area, it became apparent that there is a lack of accessibility onto the SODWIRUP RI FXUUHQW 1HZWRZQ 6WDWLRQ ERWK WKH H[LW DQG HQWUDQFH EHLQJ IURP .LQJ 6WUHHW The previous study reveals the South-East corner of our 400meter walk zone is disconnected from Newtown Station. Commuters who walk from Angel Street precinct have an indirect line due to the Old Tram Depot situated on Railcorp private land. This site is a major block to the South east of the catchment area where large residential areas suffer double the walking distance via an indirect route. In this proposal the major residential developments are connected to the light rail network through the Newtown Tram Depot. This is achieved by creating new access points through the UHDU RI WKH VLWH DQG UHGHYHORSPHQW RI WKH H[LVWLQJ LQIDVWUXFWXUH WR KRXVH WKH QHZ ELNH KXE DQG UHWDLO GHYHORSPHQW RSSRUWXQLW\ LQ D テ?[LEOH VSDFH 7KH :HVWHUQ IDFDGH RI WKH EXLOGLQJ IURQWV onto a large unused space providing potential for a long north facing plaza with direct connection parallel to the Train Station. This plaza also connects to the proposed Newtown Interchange. The redevelopment of the Newtown Tram Depot presents rich and diverse utilisation of currently a derelicit unused space. The introduction of a multi use building type including a bike hub offers a new place to connect to the street life in D PRUH VSDFLRXV PDQQHU WKDQ WKH H[LVWLQJ VWUHHW IURQWDJHV 7KLV SURSRVDO VHHNV WR GHYHORS WKH 6RXWK ZHVW FRUQHU of the Interchange and increse the bridge over the train line. This bridging creates a new north facing development space for the bike hub with richer street environment, a large set back from the gutter and direct access to the Newtown transport system. The South west corner of our study area features the Crago Flour mills, which has been recently converted into 47 creative environmentally aware studios featuring bike storage and go get car spaces for employees. The introGXFWLRQ RI VXVWDLQDEOH EXLOGLQJV VXFK DV WKLV ZLWK D VWURQJ SXVK WRZDUGV WUDQVSRUW DOWHUQDWLYHV LGHQWLĂ€HV WKH QHHG for our transport system to respond simultaneously.
