The purpose of the Building Improvement Incentive Program is to provide an incentive to business and/or property owners to encourage renovation and rehabilitation of commercial buildings in the City of Brownwood. Funding for up to $25,000 in a matching grant for the program is provided by the Brownwood Municipal Development District (BMDD).

The City of Brownwood Downtown Plan has been recognized with the Gold Award in the Economic Development Planning category of the 2024 Texas Planning Awards, presented by the American Planning Association - Texas Chapter.
This prestigious award recognizes outstanding planning achievements across the state of Texas. The Brownwood Downtown Plan, a collaborative effort between the City, community stakeholders, and Freese and Nichols, outlines a comprehensive vision for further revitalizing the city’s historic 102 block downtown. The City of Brownwood continues to invests in its park system and facilities to better serve the public and elevate the quality of life for residents and experience for visitors.
PARTNERSHIP WITH THE ARC
ALLCORN PARK PLAYSCAPE
New playscape has been installed and will be ADA accessible when sidewalks and ramps are complete. Allcorn is a 9.34 acre park at the corner of 4th Street and Indian Creek Drive. In collaboration with the ARC, the park was designed with inclusivity in mind and will be Brownwood's first all-inclusive playscape.
COGGIN PARK PHASE II
$330,000 | The City of Brownwood and the BMDD have approved moving forward with Phase II improvements at Coggin Park which will include a new double basketball court and extension of the walking trail. Timeline of completion is fall of 2025.
RIVERSIDE PARK PHASE I
Phase I Improvements: $3,113,912 | Primary Funding Source: Federal American Rescue Plan Allocation
Phase I improvements prioritize infrastructure and include the demolition of existing roadways, reconstruction of new asphalt roadways, 180+ designated parking spaces, new road ribbon curbing, fencing, electrical, lighting improvements, landscaping, a new modern pavilion, expanded patio of pavilion with string lighting, food truck hookups, entrance signage, and sidewalk improvements.
RIVERSIDE PARK PHASE II
Phase II Improvements: $1,500,000 | Primary Funding Source: Texas Parks and Wildlife Outdoor Recreation Grant
Phase II improvements proposed to Texas Parks and Wildlife Department prioritize recreation and amenities. The grant includes proposed improvements of native landscaping, additional site amenities, a playground with inclusive elements, paved trail improvements, river view picnic facilities, signage, a rain collection system for the pavilion, restroom improvements, sand volleyball court improvements, public art, and additional lighting. Additional project scope elements focused on recreation amenities will be added.
BENNIE HOUSTON CENTER RENOVATION
Texas Parks and Wildlife to award City of Brownwood $1,500,000 matching grant in March. Largest grant to date received from TPWD.

The City of Brownwood has submitted a $1,500,000 Texas Parks and Wildlife Department Indoor Recreation Grant for the renovation of the Bennie Houston Recreation Center. The City is currently in a conceptual design phase with BSW Architects.
Proposed improvements include maximizing existing floor plan allowing for a larger reception hall and lobby. Kitchen with serving bar, and prep tables. A multi-purpose room for study/tutoring or a classroom/game room. New ADA restrooms facilities, and staff office.
BENNIE HOUSTON CENTER RENOVATION
BROWNWOOD REGIONAL AIRPORT TERMINAL IMPROVEMENTS
Improvements at the airport included the renovation of the terminal building's bathrooms, kitchen, and front office, along with the construction of a new, larger pilot’s lounge. Additionally, the 20-year-old Automated Weather Observation Station (AWOS) was replaced, ensuring that critical weather data needed by pilots is accurate and reliable 24/7.
