I am pleased to introduce my highly motivated and extremely talented legislative team for the 2021 session (from left to right). The skilled, Mr. Dylan Whitsell (Legislative Aid) has a degree in International Affairs, has versatile embassy experience while working in Japan, and has also previously worked for the City and County of Honolulu. My dedicated Chief of Staff, Keahi Renaud. The “boots on the ground” and versatile Patrice Tanna (Community Liaison). Our energetic Ms. Anam Maniar (Legislative Intern) is a student at our local UH Manoa obtaining her degrees in Public Health and Political Science who was recently accepted into the UH Graduate Program in Public Health. And last, but not least, unstoppable, Mr. Aric Harp (Committee Clerk) who is currently a Civil Engineering student from the University of Dayton as well as Chaminade xv University. They continue to work diligently to make this session very successful.
RECOGNIZING & CONGRATULATING PASTOR ALLEN CARDINES, JR WHEREAS, there are those individuals who faithfully manifest a desire, a vision, and a dedication to promote a safe and healthy environment for all families in Hawai‘i nei; and WHEREAS, PASTOR ALLEN CARDINES, JR., is such a person, raised in the community of Nānākuli and a proud graduate of Nānākuli High and Intermediate School, after which he married his beautiful wife, Mari and together they have four wonderful children and many incredible grandchildren; and WHEREAS, PASTOR ALLEN CARDINES, JR., has spent many years in public service with his commitment to Hawaiian values and the power of Aloha being embodied in his dedication to preventing and healing childhood abuse where neglect in trauma-impacted families is prevalent in the communities that he serves; and WHEREAS, PASTOR ALLEN CARDINES, JR., brings together local, state and national organizations from the public and private sectors by providing high energy trainings to promote positive empowerment and transformation committed to strengthening the long-term welfare and overall well-being of the people of the Wai‘anae Coast and Hawai‘i; and WHEREAS, PASTOR ALLEN CARDINES, JR., continues to serve as the president of Transformation Hawai‘i; president and chief operation officer of the Power of Aloha organization; Hawai‘i State Commission on Fatherhood, and in several community groups that include Honolulu Police Department Community Policing Team Nānākuli, Hui Ho‘omalu of Partners in Development, Board Member of National Christian Foundation, to name a few; therefore, now BE IT RESOLVED by the Thirty-First Legislature of the State of Hawai`i, Regular Session of 2021, that this body hereby commends PASTOR ALLEN CARDINES, JR. for his outstanding public service and extends its warmest aloha and best wishes for continued success in fulfilling his vision of families in all of Hawai‘i living in Aloha and flourishing.

The Council for Native Hawaiian Advancement has partnered with the Department of Hawaiian Home Lands (DHHL) to administer financial assistance to native Hawaiians renters on the DHHL Waiting List who are experiencing hardship caused by the COVID-19 pandemic. Beginning Monday, February 8, 2021, CNHA will begin accepting applications for the DHHL Rent Relief Program, which is funded by the U.S. Department of the Treasury. The program will provide eligible participants with payments for rent, back rent, security deposits, utility, home energy costs, and other expenses related to housing incurred during the pandemic. Funds from the program can be used to cover up to 12 months of rent and utilities, including back rent as far back as March 13, 2020. FAMILY ENGAGES TO MĀLAMA KAHAWAI Fyah Island Family Seeks to Adopt-A-Stream, Waianae Kai’s Kaupuni Stream It is incredibly encouraging to know that in the tumultuous times of this pandemic, community members and organizers are still conscious of the health of our environment and seek to mālama the ‘āina and the wai. When certain groups seek to take up the kuleana of caring for their local streams… it becomes imperative that us as legislators step up and help facilitate, streamline, empower, and optimize the process of adopting a stream. Representative Gates and myself wrote a letter of support to petition the City & County of Honolulu to allow the Fyah Family to adopt and care for Kaupuni Stream in Waianae Kai. Mahalo to all those who care for our community.

rental & utility assistance The City & County of Honolulu is working with community partners to develop the Rental & Utility Relief Program with $114M in federal COVID-19 relief funds to help with rent & household utility bills for electricity, sewer & water, STARTS APRIL 1st and gas of up to 12 months of bills. v
WHO CAN QUALIFY: • O‘ahu residents who are renting on island. • Proof of COVID-19 pandemic related job loss, unemployment, or pay reduction. • Proof of difficulties paying for rent and utilities. • One person per household. • There will be income limits for eligible households.

• Government-issued photo ID. • Proof of O‘ahu residency. • Rent agreement • Past due rent or utility notice. • Tax documents or pay stubs (2) months most recent. • Proof of COVID-19 pandemic related hardship, such as an Unemployment Insurance letter.
MA’O ORGANIC FARM SEEKS FEDERAL FUNDING Key members of the legislature sought critical funding to meet our local needs for farm fresh, locally-produced, and self-sustaining food supply. MA’O Organic Farm has been a long-time community resource helping to train future farmers as well as shaping our future to be self-reliant. They combine this effort by also working with local youths in connecting back to the ‘aina. For that reason the local legislators as well as the Chairs of the Legislative Agricultural Committees all signed on in a letter of support to the federal government to acquire an additional $1.5M in CIP funds.

Hawaiian Electric Utility Bill Assistance Program
Hawaiian Electric announced a statewide assistance program to help qualifying families recover from the economic hardship caused by the COVID-19 pandemic. The Hawai‘i Utility Bill Assistance Program will help Hawaii residents financially affected by the pandemic with past due electric, water, sewer and gas utility payments. Eligible residential customers can receive a onetime assistance grant of up to $750, depending on income and other qualifications.
