ECLA is an umbrella organization serving to enhance our enjoyment of this wonderful 4 seasons playground. Our mission is to enjoy today and to protect for tomorrow. As an umbrella organization, ECLA is reliant on volunteers and covers several areas: Lakeland Citizens on Patrol (COPPS), the Swimming Program, Lakeland Curling Association, local input to the Water Security Agency and to District of Lakeland’s Council with it’s Environmental Advisory Committee, Tree Dodgers Snowmobile Club, Prince Albert Sailing Club (headquartered here on Emma Lake), and Christopher Lake Nature Area. Indeed, a very diverse community. From a financial point of view, as you can see inside, over 90% of funds collected goes into community programs. For this year, we’re continuing with distributing Laker’s News with the Vacationland News Cabin Stuffer. Based on feedback received last year, we consider the increased circulation is well worth it. We believe that we could see a much greater increase in participation. Do you have some time you could be a Facebook monitor or contributor on behalf of ECLA? I invite you to extend our thanks for the wonderful work being done by your volunteers. This year, we welcome 2 new faces: Katie E. McLennan (swimming); Al Stickney (Laker’s News & Facebook). We acknowledge the long time services of: Wayne Hyde (membership & water quality testing); Cheryl Bauer-Hyde (busy community liaison); Giselle Nogier (treasurer); Brenda Daniels (secretary). DISTRICT OF LAKELAND #521 Cheryl Bauer Hyde, Reeve Thanks to ECLA for the work they do in providing information through this forum to their members, residents, visitors and neighbouring communities. In the fall of 2017, Lakeland Council and Staff spend a day reviewing our strategic plan. While work on outlining specific actions and timelines is yet to be complete, we did adopt the following Vision: Lakeland with its beautiful lakes and surrounding forests is a multi-faceted welcoming, progressive, and diverse community that is a steward of the environment, business and recreational activities. and Mission: Using forward thinking and a comprehensive community plan the District of Lakeland will maintain and enhance activities, programs and services that will strengthen the community as a whole. Some of Lakeland’s ongoing programs and involvement in support of the Vision and Mission include: •

The North Central Lakelands District Planning Commission, a partnership of the Resort Village of Candle Lake, the Village of Christopher Lake, and the RM of Paddockwood; • Support for the CPL Recreation program with our partners, the Villages of Christopher Lake and Paddockwood and the RM of Paddockwood; • The Lakeland Recreation Board and the Christopher Lake Library (Wapiti Regional Library) with our partner, the Village of Christopher Lake; • The Emergency Measures (Management) Organization and CodeRED alert system; • Environmental Advisory Committee (a separate report will be contained in this newsletter); • North Central Waste Management Corporation (recycling program), the Solid Waste Advisory Team, and the North SK River Basin Council; • Sakaw Askiy (forest management) and Great Blue Heron Park advisory groups; and • Waskesiu Wilderness Region (WWR) Board. WATER SECURITY AGENCY SPRUCE RIVER DIVERSION PROJECT 2017 Operations - 2018 Initial Operating Plan anglin lake (operating range 515.26 m to 515.42 m): A total of 11 operations were made at the Anglin Lake Dam in 2017 to attempt to maintain the lake level within the set operating range. The first operation occurred on April 12, 2017 and the final one on August 11, 2017. The first level adjustment will likely occur in early April of 2018 to accommodate the spring runoff. emma lake (operating range 515.42 m to 515.57 m): The lake outlet gate was opened on April 19, 2017 and closed on June 28, 2017 for the remainder of the year. At the time of the gate closing, the lake level was above the set operating range. The water level near freeze up was near the lower operating level figure and was attributed to a lack of summer precipitation and warm temperatures. The timing and volume of the spring runoff will dictate any early 2018 operations and the plans for the year are to maintain the lake level within its operating range. Pumping from Anglin Lake will be considered if the Emma Lake levels remain below the operating range and there is sufficient water in Anglin Lake to facilitate a pumping operation. christopher lake (operating range 514.65 m to 514.81 m): The lake outlet bays were opened between April 19, 2017 and June 29, 2017 to release water. No additional openings of the outlet bays occurred after June 29, 2017 closing and the lake water levels remained near the middle of the operating range through the fall and into freeze up. LAKELAND TREEDODGERS The Lakeland Treedodgers Snowmobile Club had another stupendous year!!

The volunteers were very busy with three great events – The Wilderness Rally was held on January 13th co hosted by Sunnyside Beach Bar. It was -37 that morning and we had over 100 riders hit the trail. March 3rd we co hosted a rally with the Christopher Lake Heritage Hotel. Great weather and lots of snow and another good turn out. March 10th and 11th we hosted the 5th annual Vintage Races on the lake at Bell’s Beach. The weather and conditions were fantastic. We had huge fan support – more than 600 spectators attended over two days of crazy snowmobile action. And new this year was the addition of the ice oval dirt bike racers!! All I can say is WOW!! If you missed it this season better mark your calendars for next year. The biggest thing that happened for our club was some very generous sponsors came forward to help our club upgrade our warm up shelters. They were in dire need of fixing up and in the past two years we went from being the club with some of the ugliest shelters to now having five of the best shelters the province has to offer. Thank you to lakelanD ForD hyunDai for the new shelter located on 212A east towards Candle Lake. Thank you to econo lumber for the new shelter located between Anglin Lake and ElkRidge. Thank you to prince albert photocopier for the new “Sugar Shack” located near the cell towers just north west of Christopher Lake. Thank you to napa auto parts for the new shelter on the West side of Bell Lake. Thank you to gl mobile for the amazing upgrade to the shelter north of ElkRidge near Timber Cove. These shelters are absolutely beautiful and have been used by hundreds of sledders this season and many will be used year round by quadders, hunters and all sorts of outdoor enthusiasts. Our club grooms, signs and maintains approximately 400 kilometers of trail and its thanks to the volunteers and the many corporate sponsors that we are able to provide such a high caliber experience to those who come out to enjoy the area all winter long. the Following are the businesses who continue to support the club with a yearly sponsorship & more. THE CHRISTOPHER LAKE NATURE AREA The Christopher Lake Nature Area was a vision of a local resident and past reeve of the RM of Lakeland, Lionel Roy. Lionel worked with local and provincial governments to get the area officially designated as a Nature Area (Christopher Lake Nature Area) on June 27, 2000. The Christopher Lake Nature Area (CLNA) is 97 hectares of peaceful trails and benches in a mixed boreal forest. It is located 2.5 kilometres west of the Village of Christopher Lake. Turn right at the Spruce Point turn-off and proceed .5 kms to the entrance. There is a large sign marking the entrance. There are trail guides in boxes by each of the three entrances adding to your enjoyment of the trails. There are benches and signage throughout the area to help you enjoy your hike. A special place is a bench on a platform overlooking a pond where you can watch birds, dragonflies and listen to boreal chorus frogs. There is a meadow where many warblers fly and flowers sway in the wind. A new trail with a bench is planned for the coming year. The Christopher Lake Nature Area is a place where nothing seems to happen, where creatures simply live, where there is sun and slow peacefulness of the day, following day. Come enjoy the day in this quiet bit of nature in the busy Lakeland area! The Christopher Lake Nature Area is inviting you to remember your loved ones by putting a plaque on the benches in the Nature Area. A 4”x 6” plaque costs $10 plus .15 cents a letter. A 4” x 3” plaque costs $6 plus .15 cents a letter. The Friends of the Christopher Lake Nature Area will order the plaque to your specifications and place on the benches for you.

LAKELAND DISTRICT PROTECTIVE SERVICES To provide a recap of some areas of 2017. Civic addressing compliance checks were finally completed. Having a clearly displayed civic address is important for emergency services looking for your property. Please ensure that you continue to have your civic address prominently displayed so it is clearly visible from the road. Council approved a seasonal staff for 2017 that greatly complimented the operations of the Department. As the majority of the direct service to the community takes place May through to October, having another full-time staff member for May to September allowed increased service to the community, greater hours of coverage as well as the ability to better meet administrative needs. ECLA SWIMMING REPORT Prince Albert RCMP Detachment has reported an increase in reported crime in 2017 in various categories. Crimes reported to note are break and enter and theft calls increased from 31 in 2016 to 42 in 2017. Theft calls increased from 18 in 2016 to 49 in 2017. Many of these crimes could have been avoided. Moving forward in 2018 we want to encourage you to lock it or lose it! Secure your belongings. Lock vehicle doors, lock cabins, lock up your bicycles, don’t leave keys (including spare keys) in your vehicle. Leaving keys to golf carts, ATV’s hanging up next to them are easy to access and use to drive your machine away. Don’t leave valuables in your vehicle, laying on your patio or out so they are visible. Several of the offences that took place in 2017 could have been avoided. We want to emphasize to people that if they see something that you believe is suspicious in your neighbourhood to report it to authorities. It is recommended to start with calling the RCMP. RCMP can be called anywhere in Saskatchewan toll-free at 310-RCMP (310-7267). You can also call our office anytime at 306-982-4466. Reporting matters on social media will not create the appropriate law enforcement response to our community. The RCMP have made it clear they do not monitor social media for crime reporting. People need to report directly to law enforcement. Whom to Call? - We often get question on who I should be calling for…. Garbage to golf carts, bears to illegal building, skunks to speeding, alcohol to ATV’s – calls can be directed to our department at 306-982-4466. If the reported call is more suited to go to Planning and Development, RCMP, Conservation Officers, or Public Works we will forward that call as well as call and discuss that with you. Please provide your full name and telephone number when calling, and any other information requested of dispatch. We want to encourage people to provide their contact information, telephone numbers to us, or the District of Lakeland directly. There have been instances where properties have received damage, doors opened, windows broken and it has been time consuming in attempting to locate the property owners telephone number to report to them the condition of their property. ECLA will be sponsoring Red Cross Swim Kids and Pre-school swimming lessons this coming 2018 summer. We will offer three, two week sessions of Red Cross and Preschool swim lessons (age 3 &4). Through this program we taught over 200 students last summer (2017). Our instructors are fully qualified through Red Cross and the Royal Lifesaving society, as well as have first aid/CPR training. Lessons will be at the following times and locations for the 2018 season : Levels 1-10: Swim Kids and Pre-school: Murray Point July 2-13 Levels 1-10: Swim Kids and Pre-school: Sunnyside Beach July 16-27 Levels 1-10: Swim Kids and Pre-school: Bell’s Beach July 30-August 10 Fees: Levels 1 - 6 $30.00 for 2 weeks. (ages 5 and up) Levels 7 - 10 $35.00 for 2 weeks (45 min. Lessons) Pre-school Swim: Ages 3 & 4. $30.00 All children must be registered before they are allowed to take swimming lessons: Registration for all sessions will take place between 11:00 am and 1:00 pm on the Sunday before each set of lessons begin. Murray Point at Fern’s, Sunnyside at the Mini Golf and Bell’s Beach at the Christopher Lake Legion. Please bring your child’s swimming report card to registration if available. Those not able to attend on registration day are requested to phone and register in advance. Instructors will not take fees on the beach. In case of an electrical storm there will be dry land lessons at an alternate location near the beach, ask the instructors for this location on the first day of lessons. Refund only with a medical certificate. Our program is sponsored primarily through registration fees plus the Community Grant Program donation of $1600.00 that offsets the wage of one instructor. This grant comes from the Saskatchewan Lotteries through the Lakeland Recreation Board. A big Thank You to the Lakeland Recreation Board for their support. WHAT’S NEW IN GREAT BLUE HERON PROVINCIAL PARK? Visitor Services Murray Point Campground continues to be a busy camping and day-use location for families. The boat launch, beach, playgrounds, upgraded facilities and close proximity to a variety of amenities make for an enjoyable summer holiday. New for 2018: New sand on the main beach and the addition of a walking path that follows Oliver Creek and then loops around the campground. Anderson Point campground offers a quieter camping experience centered around fishing, canoeing and hiking. The boat launch, beach, historic Anderson Cabin and access to many Anglin Lake amenities make for a relaxing retreat. Check out the new camping experience at Anderson Point – a yurt is available for bookings beginning May long weekend. Contact the park office to book your stay.

Historic Anderson Cabin During the fall of 2017, park staff completed necessary renovations on the cabin: a cement foundation was poured, a few logs were replaced and new roofing was installed. Finishing work will be completed this spring with a grand re-opening planned for June 30, 2018.

Park Events Many park events and interpretive programs have been planned for July and August. Guided hikes at Anglin Lake, weekly children’s programs at Murray Point and various special guests that have been invited to perform. Don’t miss out! Trails Have you hiked or biked the park trails lately? Park staff have been busy upgrading the trails in the park. Stop by the park office or check out our website for trail maps. Park Advisory Group A big thank-you goes out to the dedicated members of the Great Blue Heron Park advisory group. In February 2014, a park advisory group was established for Great Blue Heron Provincial Park (GBHPP). The purpose of this group is to provide input on park development, planning and management matters. Municipal, First Nations and Métis communities, cottage associations, recreation groups, seasonal campers, park lessees and other organizations in the park area are represented.

Park Planning Updates Work continues on the park management plan. Through the cooperative effort of the Park Advisory Group and GBHPP staff, the plan is taking shape. Numerous meetings and discussions have brought together expertise and knowledge of the park needed to prepare such a plan. The Great Blue Heron Provincial Park Management Plan is the first plan of its type to be developed with community input.

LAKELAND CITIZENS ON PATROL INC. This past year has been very trying as far a criminal activity is concerned. There was a dramatic increase during the summer months which normally doesn’t happen. There were a number of bicycles stolen and many vehicles rummaged through that were left open. There were also a number of quads, side by sides and vehicles stolen. As an organization our members find it very difficult patrolling in the summer months with the explosion of the population including summer residents and all our visitors. Unlike the fall/winter/spring when you can see who lives here and you get to know who comes out during weekends and holidays etc. It is very unfortunate that this past summer someone was home in at least one of the break-ins. This type of break-in could be disastrous. Please insure you lock your property in a manner that will keep you safe. The number of calls taken by the RCMP for the District of Lakeland in 2017 was 419 compared to 232 in 2016, a significant increase. The number of break-ins for January 1, 2017 to December 31, 2017 has increased again from the previous year. Leading the way was B&E’s for seasonal residents of 22 reported up from 18 in 2016. Permanent residence B&E’s also increased to nine in 2017 from 6 in 2016. A complete listing of the stat comparison for 2016-2017 can be found on the ECLA website. Stats so far from January 1 to March 9, 2018 there have been 2 break-ins reported – 1 for a business & 1 seasonal residence, 3 Crimes Against Property, 1 Theft Under $5000 and one Theft Over $5000 ( a vehicle). The Province and the R.C.M.P. are also looking at how to better police in light of the increase of criminal activity throughout the province. We are hoping that more officers will be added to the Prince Albert detachment. It also appears the Government is initiating a new policing approach which will include other policing entities in the province being more involved. This will in all likely hood increase coverage and visibility. I believe the R.C.M.P. have already established a Crime Reduction Team in the North Battleford area. It’s a quick way to keep you updated if there are problem areas, and also provide tips and techniques to help you protect your property and keep safe. Be sure to follow us. We continue to encourage all residents to report any incidents of theft or break and enter even if you consider it a minor incident and not worth reporting. It really is important and many times those reports produce a pattern that helps them to determine what may be going on in an area. Information is passed on to our organization and we make our patrollers aware of any problem areas. It is imperative that all incidents are reported even if it is just a shed and nothing was taken. Signage is an important part of our program. With the rebuild of Highway #263 we have completed replacement of permanent signs and upgraded several small signs to the large signs. As our signs are now aging we continue with a replacement program. We wish to thank those residents and organizations who made a donation to our program in 2017. The funds you provide us help to defray the costs associated with helping to keep our community safe. We certainly appreciate your financial support and commitment. We are always in need of patrollers. Key times for patrolling are after the long weekend in September and through the winter months into June. Even if you are available for a short period of time during the year we can use your help to patrol. We will provide you with the necessary training. Spruce Home Activity Centre The Spruce Home Activity Centre is owned and operated by the Trail Riders Recreational Cooperative Located just south of Spruce Home, across the highway from the School, the Spruce Home Activity Centre is host to old time dances, music concerts, pancake breakfasts, trade shows, garage and craft sales. LAKELAND CITIZENS ON PATROL Supported by

The Citizens on Patrol Program (COPP) is a group of volunteers who continue to be dedicated to helping the R.C.M.P. keep Lakeland and area a safe community. Our volunteers patrol the area constantly, looking for signs of criminal activity and reporting to the R.C.M.P. We patrol during the day and night and because we are an anonymous group you never know when we are out there. This past year we had a number of incidents (theft and break-ins) that were not reported to the R.C.M.P. It is critical that all incidents are reported. Even if you feel nothing is being done, all the reports and information gathered may help toward a prosecution. The R.C.M.P. can then provide our program with information on where the "hot spots" are.

REMEMBER - It is important to report all theft or break-ins to the R.C.M.P. at 765-5500. Here are some tips to help you keep your property and equipment safe. If you are camping - lock up your toys, valuables and coolers – bears may not be the only ones skulking at a campsite!

Leaving for the day? Ask a neighbor to keep an eye on your property. Neighbors are the best “watch dogs”!

Is your boat and trailer, Quad or Sea-doo easily accessible from the road? Be sure the tongue is not facing the road and it is locked!

Theft or burglary is a crime of opportunity that usually happens to those of us who are least prepared. This summer don’t provide a thief with opportunity – protect your property and equipment! Be sure to lock all of your vehicles!! THE COPP has made a definite impact on theft and crime in the Lakeland area, but we are always looking for new people to patrol. Patrolling can be done any time you feel like doing so. There are no set timelines or quotas to fulfill. It is a very rewarding feeling to be part of keeping our community safe, and what better way to get out and get familiar with all the areas of the community we live in! ALL demolition material must be hauled to the Prince Albert Landfill, as the Emma Lake Landfill no longer accepts this type of material. Only ½ tonne loads will be accepted as the District is in the process of building a transfer station. Please note that all refuse will still be required to be sorted into the various bins supplied for metal, household, recycling and renovation remnants.

Biological adaptations, such as a thick winter coat, fat reserves, a reduced metabolic rate and sedentary behavior, help deer survive severe winters. Even with all the food they want, deer will still rely on their fat reserves and lose weight over winter. Although winter-related starvation can occur, trying to save them through supplemental feeding can end up causing them more harm than good.
