The 2019 Lakeland Cabin Stuffer provides not only a year-round reference guide to Lakeland and the surrounding area, but includes the Emma & Christopher Lakes Association (ECLA) annual newsletter. So elsewhere in this publication you will find a message from the District of Lakeland Council which includes our vision and mission, and an invitation to the District’s annual information meeting on July 6. We have a very diverse population in our area; long-time residents, newer residents, snowbirds, seasonal residents from across Canada and beyond, and visitors (first time and returning). Summer is an especially busy time, but there’s always something going on regardless of the season. So, whether you are here year-round or for a few days, weeks or months, welcome to the awesome communities in the natural environment of boreal forest, lakes and parkland that makes up Lakeland. You are encouraged to explore the many activities that are available through CPL Recreation, the Anderson Community Centre, the Christopher Lake and Paddockwood Libraries, cottage and homeowner associations, Great Blue Heron Provincial Park, and the Prince Albert National Park (Waskesiu). There are also numerous business and service organizations available – refer to the Cabin Stuffer and the regularly published Vacationland News, the business directory on the District of Lakeland website (and the facilities and business directories for the Villages of Christopher Lake and Paddockwood, and the RM of Paddockwood), roadway signage, and business cards/posters in many retail outlets. You may be surprised to see how many products, services and activities are available within the area. Your participation in these activities and buying your products and services locally means our organizations, service providers and businesses will continue to be available to all our residents and visitors.

The Emma Lake Transfer Station is in full operation, and the Landfill pits are being decommissioned. Due to weight limits on the bins, the transfer station cannot take demolition refuse.

Garbage pickup in the District is on Monday morning, if you are leaving before then, do not leave your garbage bin out. Please put your household waste in the brown bearproof bins.

LAKELAND CITIZENS ON PATROL Supported by

and the R.C.M.P.

The Citizens on Patrol Program (COPP) is a group of volunteers who continue to be dedicated to helping the R.C.M.P. keep Lakeland and area a safe community. Our volunteers patrol the area constantly, looking for signs of criminal activity and reporting to the R.C.M.P. We patrol during the day and night and because we are an anonymous group you never know when we are out there. This past year we had a number of incidents (theft and break-ins) that were not reported to the R.C.M.P. It is critical that all incidents are reported. Even if you feel nothing is being done, all the reports and information gathered may help toward a prosecution. The R.C.M.P. can then provide our program with information on where the "hot spots" are.

REMEMBER - It is important to report all theft or break-ins to the R.C.M.P. at 765-5500. Here are some tips to help you keep your property and equipment safe. If you are camping - lock up your toys, valuables and coolers – bears may not be the only ones skulking at a campsite!

Leaving for the day? Ask a neighbor to keep an eye on your property. Neighbors are the best “watch dogs”!

Is your boat and trailer, Quad or Sea-doo easily accessible from the road? Be sure the tongue is not facing the road and it is locked!

Theft or burglary is a crime of opportunity that usually happens to those of us who are least prepared. This summer don’t provide a thief with opportunity – protect your property and equipment! Be sure to lock all of your vehicles!! THE COPP has made a definite impact on theft and crime in the Lakeland area, but we are always looking for new people to patrol. Patrolling can be done any time you feel like doing so. There are no set timelines or quotas to fulfill. It is a very rewarding feeling to be part of keeping our community safe, and what better way to get out and get familiar with all the areas of the community we live in! Nutrient Research Program Nutrient loads, as evidenced by excess plankton growth, have become increasingly evident at Emma Lake over the past several summers. Increased nutrients are tied to a variety of sources including: lawn and garden fertilizers; septic tank seepage; and increased storm water and inorganic nutrient runoff. These added nutrients stimulate the growth of algae and reduce water clarity. When algae dies, it settles to the bottom and decomposes. This decomposition, in turn, consumes oxygen which is detrimental to fish and the birds and mammals (including humans) that feed upon them. In 2018, the District of Lakeland through the Environmental Advisory Committee initiated a research program with the Natural Resources Program at Saskatchewan Polytechnic to look at this issue. The study looked at two key factors in 2018 and will continue to gather data in 2019 : 1. Water transparency—a measure of how deep light can penetrate water. This measure is negatively affected by the amount of algae and particulates suspended in the water. 2. Basic attributes of water quality such as water temperature and dissolved oxygen. Figure 1 below shows the water transparency results of the 2018 survey. Maximum transparency was measured in the 2nd week of June, minimum transparency was in August, and the south and middle lakes were more transparent than the north lake. Figure 2 displays a pattern of diminishing oxygen and water temperature with depth. This pattern is normal in the summer but difficulties arise when oxygen drops below 3 mg/L as might occasionally happen after an algal bloom.

Water quality is a top priority for the North Saskatchewan River Basin Council (NSRBC). The nonprofit watershed organization, formed in 2008, has been actively working to improve drinking water and recreational water quality in the region. “This year we have a lot planned for the Lakelands.” Says Katherine Finn, manager for the NSRBC. “We are collaborating with the District of Lakeland’s Environmental Advisory Committee and Saskatchewan Polytechnic to enhance water quality research on the lake.” The NSRBC supports water quality monitoring in conjunction with initiatives that will mitigate the water quality impacts, such as shoreline restoration and education. “Last year we implemented three shoreline restoration projects with private landowners on Emma Lake. It was a cost share, and we were able to plant over 150 native species of plants that enhance the biodiversity of the shoreline.” Says Finn. “This is an important project because it secures the soil, reduces erosion and surface runoff. All of those help prevent nutrient from entering the lake.” When excess nutrients enter the lake algae blooms occur. When the algae decomposes this also causes dissolved oxygen levels to drop and can lead to fish kills. It is a nasty cycle that begins with our activities in our cabins, on our lawns, and on the shoreline. Another risk to recreational waters is the spread of quagga and zebra mussels. These tiny little mussels, also known as aquatic invasive species (AIS) have been spreading across North America since 1980’s. They are now on the doorstep of Saskatchewan and the NSRBC has been actively promoting education and monitoring. The mussels spread in water, debris or plants that are transported from one lake to another by boats and other watercraft. Emma and Christopher Lakes Association 2019 Newsletter ECLA PRESIDENT’S REPORT EMMA CHRISTOPHER LAKE - 4 SEASONS ECLA is an umbrella organization, relying solely on volunteers, and works to enhance our enjoyment of this wonderful 4 seasons playground. Our mission is to help enjoy today and to protect for tomorrow. It works with several services: Lakeland Citizens on Patrol (COPPS), the Swimming Program, Lakeland Curling Association, local input to the Water Security Agency and to District of Lakeland’s Council with it’s Environmental Committee, Tree Dodgers Snowmobile Club, Prince Albert Sailing Club (headquartered here on Emma Lake), and Christopher Lake Nature Area. Indeed, a very diverse community. Please have a look at the financial statement. Available funds continues to decline due to a lack of memberships. When there was door to door campaigning, membership collections were over $7,800 annually. Over the last 2 years, without door to door collection, membership collections now amount to just under $3,400 annually. Nearly 90% of funds collected goes into community programs. ECLA SWIMMING REPORT ECLA will be sponsoring Red Cross Swim Kids and Pre- school swimming lessons for six weeks this summer. We will offer three, two week sessions of Red Cross and Preschool swim lessons (age 3 &4). The Environmental Advisory Committee’s main objective is to advise the District of Lakeland Council on issues related to the environment. Through the District, the Committee strives to inform and engage Lakeland residents and visitors to encourage protection and respect for the natural environment. Educational information is provided through District mailouts to residents, at the table located in the District Office in Christopher Lake, signage throughout the area, and through the District website (address provided below). 2018 PROJECTS: EMMA LAKE NUTRIENT STUDY - A strategic partnership with Saskatchewan (SK) Polytechnic and the District was established to carry out a study on Emma Lake last summer. Data was collected to produce a detailed bathymetric map of all three Emma Lakes and transparency and water quality physical parameter data was collected to try and determine nutrient loading. The study was carried out by a SK Polytechnic Natural Resource Technology student and volunteers from the District Environmental Advisory Committee. Funding for this summer research was provided by the District and from a student intern grant through Colleges and Institutes Canada. Support was also provided by Saskatchewan Polytechnic in the form of scientific expertise and field sampling equipment. INVASIVE SPECIES – Continued monitoring for the presence of Zebra and Quagga Mussels at boat launches at Anglin, Christopher, Emma and McPhee Lakes. Signage was maintained at the launches and educational material promoting the Clean, Drain, and Dry protocols was provided at the District Office. 2019 PROJECTS INCLUDE: 1.

After such a cold winter, I’m sure that we’re all eagerly looking forward to spending some quality time in lake country this summer season. We will continue to fight the federal carbon tax, while continuing to act on our made-in Saskatchewan Prairie Resilience climate change strategy, an effective plan to help our province address climate change. If we win this court case, we will make every effort to return all the carbon tax money charged through SaskPower back to Saskatchewan people, where it should stay in the first place. LAKELAND TREEDODGERS GREETINGS FROM THE LAKELAND TREE DODGERS!! We had a crazy start to the 2018/19 season. The storms that hit in July 2018 massacred a lot of our trail system. It took several weeks to get the trails re-opened with the help of chainsaws and equipment. Then a bazillion signs had to be re-installed but finally we were able to start grooming. However, when grooming started due to some beaver problems and ice on the trails we sunk our new groomer. Luckily nobody was hurt but the groomer is a loss. We were able to get the old groomer working for awhile but it is a little weak so thanks to the Affinity Credit Union we were able to purchase another groomer that got us through the season. As you can imagine the club is now facing some financial challenges that will have to be dealt with and unfortunately the snowmobile licenses are not enough. When you buy your license plate for your sled most of the money goes to the Saskatchewan Snowmobile Association to split among the member clubs to help fund the trail system. This is very helpful but it does not cover the entire cost of maintaining the trails, purchasing grooming equipment and signage or the maintenance, repair and operation of the groomer. There are corporate sponsors who have donated money to build the new shelters on the trail system and others that donate a yearly fee to help cover other regular costs. This is all organized, recruited and the work is done by a team of volunteers who make up the Lakeland Snowmobile Club. We are often asked how you can help when you don’t live here or have enough free time to commit to being an active member. Well here’s a few ideas. 1.

IF YOU SNOWMOBILE – BUY YOUR LICENSE It not only helps ﬁnancially but it gives you liability insurance when riding in the public.

2. CLEAN OR STOCK A SHELTER This is all done by volunteers so if you can take home some cans, sweep the ﬂoor, leave some toilet paper in the outhouse, cut some ﬁrewood – anything is helpful. If you can we also have an adopt a shelter program where you can look after the same one each time. 3.

CLEAN A PORTION OF TRAIL A fun day for the family or a group of friends can be to grab some saws and a hot dog and head out to a trail and clear some of the fallen trees that we get every year. We also have an adopt a trail program where you can clear and sign a portion of trail that works for you.

SIGN A PORTION OF TRAIL The club has signs and rules of signing available. This can be done any time of year where conditions allow access.

LAKELAND CITIZENS ON PATROL INC. There was again increased criminal activity during the 2018 summer months which, normally doesn’t happen. It appears this summer criminal activity is becoming the “New Normal”. There were a number of bicycles stolen and vehicles rummaged through that were left open. There were also a number of quads, side by sides and vehicles stolen. We were fortunate that there were no break-ins where someone was home this past year. Please insure you lock your property in a manner that will keep you safe! As an organization our members find it very difficult patrolling in the summer months with the explosion of the population including summer residents and all our visitors. Unlike the fall/winter/spring when you can see who lives here and you get to know who comes out during weekends and holidays etc. The number of calls taken by the RCMP for the District of Lakeland in 2018 was 426 compared to 430 in 2017, a slight decrease. The number of break-ins for January 1, 2018 to December 31, 2018 has decreased significantly from the previous year. Leading the way was B&E’s for seasonal residents of 13 reported down from 22 in 2017. Permanent residence B&E’s also decreased to 2 in 2018 from 9 in 2017 but B&Es for businesses increased from 1 in 2017 to 3 in 2018. The new R.C.M.P. Provincial Response Team appears to be helping. They attended a major incident in Murray Point last fall. The team with the help of District of Lakeland Protective Services was able to cordon off the Murray Point area and arrested at least 4 people. Those captured appear to have been causing a lot of the criminal activity in our area. It is our understanding that as of March 18, 2019 at least 3 have pled guilty and are awaiting sentencing. Since these arrests, criminal activity has slowed substantially in our area. There was also a major incident in February at Bells Beach where the ERT (SWAT) was present. There were several people charged with drug offences. Our organization is now on Facebook. It’s a quick way to keep you updated if there are problem areas, and also provide tips and techniques to help you protect your property and keep safe. Be sure to follow us at ‘Lakeland Citizens on Patrol Program”. We continue to encourage all residents to report any incidents of theft or break and enter even if you consider it a minor incident and not worth reporting. It really is important and many times those reports produce a pattern that helps the RCMP to determine what may be going on in an area. Information is passed on to our organization and we make our patrollers aware of any problem areas. It is imperative that all incidents are reported even if it is just a shed and nothing was taken. We wish to thank those residents and organizations who made a donation to our program in 2018. The funds you provide us help to defray the costs associated with helping to keep our community safe. We certainly appreciate your financial support and commitment. We are always in need of patrollers. Key times for patrolling are after the long weekend in September and through the winter months into June. Even if you are available for a short period of time during the year we can use your help to patrol. We will provide you with the necessary training. THE CHRISTOPHER LAKE NATURE AREA The Christopher Lake Nature Area was a vision of a local resident and past reeve of the RM of Lakeland, Lionel Roy. Lionel worked with local and provincial governments to get the area officially designated as a Nature Area (Christopher Lake Nature Area) on June 27, 2000. The Christopher Lake Nature Area (CLNA) is 97 hectares of peaceful trails and benches in a mixed boreal forest. It is located 2.5 kilometres west of the Village of Christopher Lake. Turn right at the Spruce Point turn-off and proceed .5 kms to the entrance. There is a large sign marking the entrance. There are trail guides in boxes by each of the three entrances adding to your enjoyment of the trails. There are benches and signage throughout the area to help you enjoy your hike. A special place is a bench on a platform overlooking a pond where you can watch birds, dragonflies and listen to boreal chorus frogs. There is a meadow where many warblers fly and flowers sway in the wind. The Christopher Lake Nature Area is a place where nothing seems to happen, where creatures simply live, where there is sun and slow peacefulness of the day, following day. Come enjoy the day in this quiet bit of nature in the busy Lakeland area! The Christopher Lake Nature Area is inviting you to remember your loved ones by putting a plaque on the benches in the Nature Area. A 4”x 6” plaque costs $10 plus .15 cents a letter. A 4” x 3” plaque costs $6 plus .15 cents a letter. The Friends of the Christopher Lake Nature Area will order the plaque to your specifications and place in the Circle of Life area for you. LAKELAND DISTRICT PROTECTIVE SERVICES The District of Lakeland Council, in 2018, approved LDPS to compliment its existing staffing level by a .80 FTE. The additional resources was to allow LPDS to do a number of things, including address crime in the area, having an increased visibility by adding late night and early morning patrols. This 80% position continues for 2019. Continuing from the 2018 year we continue to remind people to LOCK IT OR LOSE IT! Please secure your belongings. Lock doors, windows, don’t leave keys in your vehicle or ATV, or golf carts. Please do not leave valuables in your vehicle. You are the first line of defence in avoiding becoming a victim of crime. Recording your serial numbers, the make, model of your belongings will go a long way should you lose these items. Moving forward in 2019 LDPS will continue to increase our general patrols. This includes increased attention to several of our public beaches over the summer. Members will be more stringently enforcing traffic laws and parking laws. This includes addressing illegal golf cart & ATV use. With small amounts of personal possession for cannabis now legal to those over 19 or older, we would like to remind people that consumption of cannabis is only permitted at a private place, such as your residence. It is not legal to use cannabis in a vehicle, at a park, a beach or while out for a walk. Anyone requiring more information on this can contact our department or any police service. In order to make the reporting of non-urgent matters easier to the public, we have launched a Citizens Online Reporting Service. This will allow you to report minor, non emergent matters directly online. Please have a look and if need, give it a try. It can be found at the District of Lakeland website at www.Lakeland521.ca – simply click on the LDPS badge on the main page. If you see crime in progress – who do you call? 9-1-1. We still get the question on who should be called for various violations. Here is a quick summary. If it is criminal in nature and requires an immediate police attendance call 9-1-1 or the RCMP at 310-RCMP (310-7267). The RCMP are the police of jurisdiction throughout the area. This may be the best place for you to start.

WATER SECURITY AGENCY SPRUCE RIVER DIVERSION PROJECT 2018 Operations - 2019 Initial Operating Plan ANGLIN LAKE (OPERATING RANGE 515.26 M TO 515.42 M): A total of 19 operations were made at the control structure on Anglin Lake Dam in 2018. Water was preserved in the reservoir during the recreation season to facilitate pumping activities to Emma and Christopher Lakes. The reservoir water level peaked on July 18 just above the Full Supply Level and did not signiﬁcantly exceed the upper level after July 27. PUMPING/CONVEYANCE CHANNEL: The conveyance channel was inspected in May 2018 and several beaver dams were removed prior to the 2018 pumping. The pump plant received a number of signiﬁcant upgrades during the year. The pump was operated for a total of 27 days and approximately 1090 acft of water was pumped. EMMA LAKE (OPERATING RANGE 515.42 M TO 515.57 M):

As with last year we want to emphasize that if you see something that you believe is suspicious in your neighbourhood please report it to authorities. Reporting matters on social media will not create the appropriate law enforcement response to our community. The RCMP as well as LDPS have made it clear they do not monitor social media for crime reporting. People need to report directly to law enforcement.

WHAT’S NEW IN GREAT BLUE HERON PROVINCIAL PARK? Trees at Murray Point As you are aware, Murray Point Campground was hit hard by a storm on July 7, 2018. Park staff, first responders, conservation officers, district staff and local contractors pulled together to ensure everyone’s safety and clear the campground. We are so thankful for the exceptional service and teamwork demonstrated during that time. A huge thank you to all those who responded initially and were involved in the clean-up in the hours, days and weeks afterwards. We’re happy to report that the remaining downed trees have been cleaned up and the campground will be ready for visitors on May 16, 2019. There are parts of the campground that were relatively untouched by the storm damage, while others were severely impacted. Many campsites now offer a more ‘sunny’ camping experience. We are currently working on plans to plant seedlings and establish the next generation of forest within the campground. Murray Point continues to be a busy camping and day-use location for families. The boat launch, beach, playgrounds, upgraded facilities and close proximity to a variety of amenities make for an enjoyable summer holiday. Anderson Point campground, Anglin Lake offers a quieter camping experience centered around fishing, canoeing and hiking. The boat launch, beach, historic Anderson Cabin and access to many Anglin Lake amenities make for a relaxing retreat. In 2018, we installed the first yurt in the park at Anderson Point campground. This beautiful Mongolian yurt was very popular and is available for online bookings in 2019. The yurt sleeps six and offers a fridge, small heater, screened in gazebo and a chance to camp in style – no camper needed. Historic Anderson Cabin During the fall of 2017 and 2018, park staﬀ completed necessary renovations on the cabin and it is now ready for a grand re-opening, planned for July long weekend, 2019. Watch for more details coming soon.

Park Events A full line-up of park events and interpretive programs have been planned for July and August, including guided hikes at Anglin Lake, weekly children’s programs at Murray Point and various special guests that have been invited to perform. During the winter deep freeze of 2019, we held our ﬁrst ski and snowshoe day at Anglin Bridge and trails. Thanks to those who braved the minus 34 degree wind chill and came out. Park Planning Updates Work continues on the park management plan. Through the cooperative effort of the Park Advisory Group and GBHPP staff, the plan is taking shape. The Social Housing Program provides rental housing to individuals and couples who meet income and asset eligibility requirements, with priority given to individuals over the age of 55 and individuals with disabilities. The housing units are ideal for active, independent seniors who enjoy country living. Units in the Village of Christopher Lake are within walking distance to amenities. There are one bedroom duplexes as well as two bedroom suites in the Manor complex. Nestled in the trees at the North Side location are one and two bedroom suites in the Country Lodge.
