Metra warns of potential train shut down Positive train control deadline set for Dec. 31 By IgOR stuDeNkOV StaFF reporter

A congressional mandate may force Metra to stop running its trains by the beginning of the next year, which would force commuters who use the BNSF Line to find an alternative option. This was the dire warning the commuter train agency’s executive

director, Don Orseno, sent to U.S. Sen. John Thune. The South Dakota Republican is the head of the Commerce, Science and Transportation Committee, and Orseno’s letter was a response to the senator’s letter asking what the consequences would be if Metra missed a Dec. 31 deadline to implement positive train control technology. An open letter to customers warning about the deadline went

up on Metra’s official website shortly thereafter. Positive train control is a computerized system designed to prevent train collisions, derailments and other railroad accidents by automatically slowing down or stopping trains before they crash. In Sept. 2008, Congress passed a law requiring the technology be implemented on all U.S. rail lines. All passenger rail lines, as well as freight lines that carry hazardous substances, are required to have the technology installed by the end of this year.

Orseno said Metra has faced a number of issues in trying to meet the deadline, adding in the letter that it would not be able to fully implement PTC until 2019. The letter comes as two freight railroads that run four Metra lines under contract sent similar letters to Thune, saying that if the deadline is not extended, they would stop running passenger trains. The shutdown would impact many communities in the Bugle’s coverage area, including Westmont and Downers Grove. According to Orseno’s letter to

the public, Metra would announce its contingency plans Oct 31. Pace spokesman Patrick Wilmot said Metra, Pace and CTA have already been discussing service alternatives. While Pace could potentially make up for some of the service cuts, it wouldn’t have the capacity to fully replace Metra. “Our local transit officials are taking the potential shutdown very seriously and working together to develop contingency plans, which we hope will never be needed,”

District58madesignificant strides in its community engagement efforts last year, according to a presentation at the school board’s Sept. 15 meeting. Megan Hewitt, community relations coordinator for the district, presented highlights of those efforts, as well as the results of community surveys conducted last year, to the board. Hewitt said community engagement efforts include consistent updates to its website and regular use of SchoolMessenger, a communication system used to quickly communicate day-to-day information through email, as well as critical information via email, text and automated voice messages. Additionally, the district increased the number of subscribers to its community newsletter to 8,100 from 1,700. Hewitt noted that the district mailed its annual report to

This year’s report featured an updated design and included articles about last year’s accomplishments, including 1:1 expansion, strong MAP results and winning the Follett Challenge. The report also highlighted upcoming initiatives, such as the optional kindergarten enrichment program, longitudinal reporting and Next Generation Science Standards. The district’s social media presence also expanded and improved during the past year, according to Hewitt. Facebook engagement increased by 400 percent and Facebook likes increased by 74 percent. Hewitt added that many District 58 teachers are managing classroom Twitter accounts, in addition to the district’s main account. The district’s hashtag, #dg58learns, also allows Twitter users to search for District 58 news. “Social media offers just one more avenue for communication,” Hewitt said. “It’s a great way to reach parents in a more immediate

and visual way.” A monthly internal newsletter, 58 Connects, also allows the district to engage and communicate with employees, she added. To underscore these community outreach efforts, Hewitt noted that the Illinois chapter of the National School Public Relations Association awarded District 58 with four communication awards for the 2014-15 school year. Hewitt then shared a synopsis of last year’s state-led 5Essentials Survey, which was given to K-8 teachers and students in grades 6-8, and the district-led School Environment Survey, which was administered to K-8 parents and students in grades 3-5. She said the 5Essentials Survey measures performance in five categories that research suggests are good indicators of future success, and District 58 performed well above average in each. Similarly, tHewitt said the School Environment Survey received positive feedback from parents and students.

Munir, who will serve as general manager for both locations, is tasked with getting the new store up and running. That means assigning a store manager, hiring a staff and establishing a presence for the new Westmont store. “This allows me the opportunity to take what [my father’s] been doing his whole life, what I’ve been used to my whole life and put it together to make something out of it,” Munir said. “We’re very excited about this second location.” Originally from Saudi Arabia, Jamal settled in the Chicago area in the late 1980s. He opened a clothing store in the mid 90s, which he said helped launch his future business

ventures. When the father of three began looking to acquire a new business in 2012, he said it was Munir and his two younger brothers who inspired him to look into a business linked to the booming mobile phone industry. “My kids are all into technology,” Jamal said. “I kind of got into the cellphone business just by seeing everybody around me on these smartphones.” From the beginning, Munir was a part of the new family business, working in his father’s store, attending management training and even choosing a degree that would prepare him to one day run

4 metra | from page 1 he said. “Although we don’t have the capacity to fully substitute for Metra’s service... we would work with Metra to strategize the shortterm acquisition of additional buses and drivers to provide some supplemental service.” The PTC mandate was established in response to a deadly collision between a Union Pacific Railroad freight train and a California Metrolink train in September 2008. The system uses GPS data, wayside track monitoring sensors and track dispatch systems to alert locomotive computers of any road hazards. If a train is traveling faster than allowed by speed restrictions or if it is approaching an obstacle on the track, the system instructs the engineer to slow down. If the engineer doesn’t slow down, the train is automatically stopped. Metra operates a total of 11

Its Southwest Service Line is partially owned by Metra and partially leased from Norfolk Southern railroad. Four lines are operated by freight railroads under contract – Union Pacific Railroad operates three lines, while BNSF Railway operates the fourth. Metra operates its passenger trains, but freight railroads own the tracks. According to Metra’s website, the agency is responsible for implementing PTC on all of its lines, as well as the Southwest line. Metra must also contribute to the cost of installing PTC on tracks owned by freight railroads. Furthermore, Metra has to ensure that all of its locomotives have PTC technology. On Sept 9, BNSF Railway CEO Carl Ice wrote a letter to Thune warning that only about half of its lines will have PTC installed by the deadline. Because of that, it would stop running all passenger trains.

“BNSF’s commuter contracts generally require that such service be operated in compliance with all applicable laws and regulations, which we believe would include the current mandate for PTC operation over certain rail lines,” he wrote. “That is, BNSF may not be able to provide all existing commuter service to various agencies, such as Chicago, Seattle and Minnesota, as well as certain Amtrak lines.” Both railroads said they would stop running passenger trains Dec 31. A day later, Orseno said that Metra is not going to be able to fully install PTC technology on any of its lines by the deadline and couldn’t operate passenger trains without violating federal law.

IMPaCts ON COMMuteRs If service is shut down, commuters in towns serviced by the BNSF Line, including Westmont, Downers Grove and Lisle, would have to find alternative modes of

transpiration. These alternatives become more complicated the further one is from Chicago and its network of public transportation. Downers Grove and Westmont have several bus routes but none that link directly to any CTA ‘L’ line. For example, a Downers Grove resident would have to make two to three transfers to reach the Pink Line’s 54th/ Cermak station. In their letters, Ice, Fritz and Orseno all urged Congress to extend the PTC deadline and give them give them time to fully install, implement and test the system. Orseno said Metra wasn’t taking the matter lightly. “I want to assure our customers that we are doing all we can to work with Congress and our railroad partners to extend this unfunded mandate deadline,” he wrote. “[This] is not a decision we plan to make without thoughtful consideration of all of our

The DuPage County Health Department is joining the Illinois Department of Public Health, EverThrive Illinois, and other healthcare partners throughout Illinois and the United States to raise awareness during September of the high rate of infant mortality. September is National Infant Mortality Month and has been sponsored since 1991 by the National Healthy Start Association. The death of a baby before his or her first birthday is called infant mortality. Unfortunately, over 23,000 infants died during 2013 in the U.S. The loss of a baby remains a sad reality for many parents and takes a serious toll on the health and well being of families. Fortunately, most newborns grow and thrive. However, for every 1,000 babies born in the U.S., six die during their first year. This figure, six deaths for every 1,000 births is referred to as the infant mortality rate. “The infant mortality rate is commonly accepted as a measure of the general health and well-being of a nation, because factors affecting the health of entire populations can also

The U.S. infant mortality rate in 2013 was 5.96 and overall, Illinois ranks 30th among the 50 states with an infant mortality rate of 6.48 deaths per 1,000 live births in 2012. Disparities still exist; there are differences in infant mortality by age, race and ethnicity. The DuPage County infant mortality rate has decreased by 12 percent over the last five years, from 5.0 infant deaths per 1,000 live births in 2009 to 4.4 in 2013. While the preliminary 2013 infant mortality rate appears to have increased from 2012, it stills remains the second lowest recorded in the county since 1991 and is below the Healthy People 2020 national health goal of 6.0 set by the Centers for Disease Control and Prevention in 2010. The health department promotes several community-based maternal and child health programs that focus on the reduction and prevention of infant mortality, racial disparities, and low birth weight. These programs – Better Birth Outcomes (Great Start); Nurse-Family Partnership; Women, Infants, and Children (WIC); and case management programs – provide outreach and coordination of health

Also, parents and caregivers can reduce the risk of SIDS and other sleep-related causes of infant death by taking action to create safe sleep environments.

A year ago when Lisle and Westmont met for the Old Plank Trophy, the game featured 104 combined points, as Westmont claimed the battle 62-42. This season, Lisle bettered its point total from last season, however, Westmont was a far cry from its number, as Lisle shutout its rival 40-0 to reclaim the Old Plank Trophy. It was the first time the Sentinels had been shut out since Lisle blanked them 28-0 two years ago. The game was held last Monday at Benedictine University because of the bad weather the previous Friday and scheduling conflicts on the field Saturday. The Monday game left both teams with a short schedule, having to play two games within five days of each other. “I treated this like the old fashioned playoffs when you played on Wednesday and came back on Saturday,” said Lisle coach Paul Parpett. “I was in on Saturday getting all my Seneca stuff in and we will be ready. I don’t let the kids get down. You only have to have nine weeks and nine bullets and you have be ready.” That attitude apparently worked, as Lisle made it two wins in a week, with a 44-14 win over Seneca Friday. The Lions trailed 14-13 at halftime, but tallied 30 unanswered points in the second half. Mark McGrath quarterbacked the win as he filled in for Alec Van Volkenburg who injured his knee in the second half against Westmont.

McGrath found Christian Grego for a 70-yard touchdown pass in the first half and ran one in himself in the second half along with booting a 22yard field goal. Nick Massura rushed for three scores in the win over Seneca. Against Westmont, Massura ran for 140 yards to pace the attack and Grant Haen followed him up with 118 of his own. Westmont was led by quarterback Kyle Domin, who passed for 150 yards, 105 of them going to Marquis Thomas on eight catches. While Lisle earned a pair of wins during the week, Westmont dropped both games, following up the Lisle loss with a 46-6 loss to Wilmington.

gOlf The Downers Grove South boys golf team beat Addison Trail 154–177 in a WSC Gold Conference match at Indian Lakes Resort in Bloomingdale. The win puts the Mustangs at 6–0 in conference play. For DGS, Trent Caraher shot even-par 36, Ben Ficht 38 and Patrick Reeg and CoreyVondra each shot 40. At the Village Links of Glen Ellyn, Downers Grove South lost to Glenbard West 153–166. The low scorers for DGS were Dean Netzel with a 39, Reeg 41, Caraher 42 and Riley Dockendorff and Trevor Troha each shot 43. •Benet (166) beat St. Viator (221) in girls golf, led by Lauren Beaudreau (37) and Abby Bitto (39).

CROSS COUNTRY At O’Brien Park, the DGS girls cross country team reached a milestone that no other team in Illinois has ever reached. The Mustangs defeated WSC Gold conference opponents Addison Trail and Proviso East by identical 15-50 scores. These victories marked the 99th and 100th consecutive dual meet wins for DGS. As members of the WSC Gold conference, the Mustangs race dual meets against the other six conference schools each season. This winning streak began during the 1999 season and has extended over 17 seasons. Downers Grove South currently holds the IHSA state record for consecutive dual meet wins (2nd place on the list is DGN with 69 victories from 1976 to 1985). DGS will have the opportunity to add to that record on October 5th when they host both Hinsdale South and Willowbrook for the final dual meets of the 2015 season. Downers South placed third out of

13 teams at the Naperville Invite, led by Katie Stapleton, who placed fourth overall with a time of 18:10. Becky Versaskas was not far behind in sixth place in 18:22. The 12th hole is also a replica hole, this of Oakmont Country Club’s

third hole. The seven-time US Open course’s hole is known for the “Church Pews” which is a row of bunkers on the left side of the fairway, separated by columns of grass. It plays 426 yards from the replica yardage, the blue tees. A string of regular holes follow, leading up to the final hole, the par-4 18th. It is Bay Hill’s 18th hole, a 441yard hole from the blue tees, with water to the right of the green from about 100 yards and in. The elevation changes at the green are also difficult. Some people may be skeptical about the realness of the replica holes, but I can assure you they have a realistic feel to them, all the way to the green features. I would imagine the green speeds aren’t as fast as they keep them professionally, but they are still pretty quick throughout the course. The course was in good shape, especially for September and with all the recent rain. The course is quite a challenge as well, playing from 7,207 yards from the black tees, 6,754 from the blue and 6,407 from the white. It is a fun course and a stop you should make if you are around the Wisconsin Dells area, or even if you are just looking to get away on a golf trip for a couple days.
