The Groby Parish Neighbourhood Plan Progress Update
THE FOCUS OF 2022 has been community engagement and evidence gathering and now attention is turning to housing sites investigation and drafting of the Neighbourhood Plan in preparation for initial submission to Groby Parish Council (GPC) in May 2023.
A Community Survey was administered in March with 811 responses and the full results were made available to download from the Groby Parish Council website www.groby.com (look for ‘Neighbourhood Plan’ under the ‘Parish Council’ tab) or for reference as paper copies in the Parish Council Offices and in Groby Community Library. The Groby & Field Head Spotlight very kindly supported our work through periodic publication of more in-depth thematic analysis of the results.
Based on responses from the Community Survey, a gathering of interested residents and potential new volunteers was held in May in the Village Hall. Three Working Groups – ‘Natural Environment’, ‘Historical Environment’, and ‘Paths, Cycleways, and Bridleway’, all continued to gather evidence informed by the results of the Community Survey.
The work of the Historical Environment Working Group culminated in a gettogether in November in the Parish Council Offices where interested residents and volunteers pored over old maps and photographs while compiling an inventory of local (non-listed) heritage assets.
A ‘call for (housing) sites’ was issued in September and a ‘Site Selection Framework’ is being developed. Independent technical support is being sought to help determine local housing needs.
Preparation of the first draft of our Neighbourhood Plan has begun led by planning consultant Colin Wilkinson of Planit-X Town and Country Planning Services Ltd. Following initial submission to GPC, the plan will go through various iterations of improvement before a formal six-week pre-submission consultation at the end of 2023. A referendum on the plan will be held in 2024.

THE RECENT Groby Gatherers’ Coffee Morning in aid of Leicestershire Hedgehog Rescue was a great success.

Funding
OUR FIRST ITEM this month is to acknowledge the generous cheque that the library received from the Co-op Community Fund for 2022, a very generous £3408.59.
The library has been nominated as a local charity by Co-op customers so a big thanks to them, and a big thanks to you! The library relies heavily on the income we make from our café and grants and donations, so this grant will be very helpful in sustaining our service over the next year.

The Top Ten
Has your ‘fresh’ Christmas poultry been previously frozen?
By killing birds a bit earlier and freezing them, these products can be defrosted and sold in the run up to Christmas without worries about the impact of avian flu on supply.
This means that if you are buying turkey, duck, capon or goose products for your Christmas dinner you may find that they may have been previously frozen and defrosted before being placed on sale as chilled. The products should be clearly labelled as defrosted. It’s a temporary change which will apply to some products on sale from 28 November to 31 December but does not apply to chicken.
The usual advice is not to refreeze meat that has been defrosted as home freezers are less efficient, so defrosting and refreezing raw meat at home could allow the growth of harmful germs. But the food industry has specialist equipment to very quickly freeze then defrost these products in controlled conditions and this allows them to be suitable for home freezing if it says so on the label.

These defrosted products will be perfectly safe for you and your family to eat as long as you follow the instructions on the label and practice good food hygiene.
Don’t let bird flu put you off your Christmas meal. Properly cooked poultry and poultry products including turkey, duck, capon or goose, are safe to eat.

SHOPPERS ARE feeling the pinch this festive season, with over three in four (77%) expecting Christmas costs to be higher this year due to the cost-of-living crisis, with a further 24% cutting back on spending on gifts entirely this Christmas, according to new research.
The new research by the UK’s largest children’s charity, Barnardo’s, found that almost a quarter (22%) of shoppers won’t be buying their partner a present this Christmas. Over half of shoppers (53%) surveyed are finding it harder to save money for their Christmas shopping this year.
With shoppers navigating the financial crisis in the lead up to the festive period, a further 30% will not be buying typical foods and
drinks that they usually would for Christmas, and one quarter (24%) won’t be buying any Christmas decorations.
Purchases made in Barnardo’s stores will help to provide food parcels or supermarket vouchers so children don’t go hungry this Christmas and provide energy vouchers to heat families’ homes and let children wake up to a warm home.
• On average, respondents said they planned to spend £507 (507.43 mean score) on Christmas this year – including gifts, food / drinks, decorations, and others
• 16% said they and their partner had agreed not to buy each other present this year
• 70% of those we asked said they currently did or would consider buying Christmas gifts from a charity shop

THE PARISH Council is putting together a Warm Spaces Network to ensure that there is a safe warm space for residents during the coldest part of the year. Working together we can provide somewhere warm and safe to go.
A guide to where Warm Spaces can be found and when they are open is being compiled, listing where to go to get warm from January to April 2023.
The venues we have earmarked so far are: Groby Library, The village hall, United Reform Church room, Groby Community Centre, Groby Ex-Servicemen’s Club, Groby Parish Council Rooms, and The Stamford Arms.
The spaces need to be inclusive for all and able to offer warm drinks, biscuits and advice (leaflets, signposting websites or by the presence of volunteers from local concerns such as Age UK). We also need a supply of books, jigsaws and games to keep people entertained, and more importantly company for those who feel alone.
The role of the Parish Council will be to pull all the information from groups together and deliver details
in a leaflet to every home.
We need offers of suitable spaces, volunteers and donations. The Parish Council can advise on Borough Council grants for individual groups. There is some Parish Council money from the Christmas budget to fund additional fuel costs for opening or extending a space to be used as a warm space. Can you support this initiative by offering a space, or donating items such as refreshments, books, games, jigsaws, blankets, new hats, gloves, scarves or volunteering to help keep the spaces open?

The Groby Warm Spaces Network Working Party
What a Bargain!
I DON’T KNOW whether any of you saw an article in the news recently about private companies buying up land to rent out as allotments, but I was amazed by the prices that were being charged for renting an average-sized plot!
During the pandemic, waiting lists for an allotment soared, as allotments were about the only place that you were allowed to go to and spend as much time as you wanted to (remember only being allowed out for an hour a day?).
Added to the advantage of being out in the open air doing as much or as little exercise as you wanted, was the fact that you could grow your own fruit and vegetables for a fraction of the cost of those in the shops, especially organic vegetables, so plots were in high demand. I’m sure there will be increasing demand now too as prices for fruit and vegetables soar in the shops, and availability variable.
Anyway, prices quoted for renting a plot for a year by these companies running privately owned allotments varied from £220 for a small ‘starter’ plot of just 36 sqm to £295 for the first year for a medium 108 sqm plot and then £220 per year thereafter! Apart from the price of renting them, the other problem with these privately owned plots is that the landowner can decide to sell the land off for housing at any time so the plot tenant has no security at all. I understand that housing developers are keen to provide some land as allotments to fulfil their obligation to provide green spaces as part of the developments but similarly they can charge what they like.
Luckily for us here in Groby, and in many other statutory allotment sites on land owned by local councils, there is some security of tenure
as to change the use of statutory allotment land, applications must be made to the Secretary of State as these allotments are covered by Acts of Parliament. In over 63% of local council-owned sites, plots cost less than £70 a year, and our Groby allotments are available for rent from between £10 to £60 per year, depending on the size of plot rented, which make them a lot more affordable than these new private ones!

We will be holding our last social event this year on Sunday 4th December, with the addition of a special Christmas stall selling homemade wreaths, and all manner of Christmas decorations. We then have a couple of months off before starting again next Spring. We always have a good crowd of supporters, not only our tenants, who come along to see what’s on offer on our stalls as well as enjoying our refreshments, so we’d like to say a big thank you to everyone who has supported our fund-raising during this last year.
To say thank you for all the support, we are offering our hot drinks and mince pies or biscuits FREE at this Christmas event as we have raised a good amount of money this year, used to fund more facilities for members and also keep our allotments well-maintained and well-used! Thank you one and all!
We are also expecting a visit from Santa at our Christmas event. He is very kind, taking time out of his busy schedule to pay us a flying visit most years! We always make sure that we give him a warm mince pie and a couple of allotment-grown carrots for his reindeer as a thank you!

Can you help the Citizens Advice volunteering team?
THE PANDEMIC in 2020 resulted in the loss of over half the most experienced, long standing, volunteers who support the local Citizens Advice service.
It wasn’t that they all developed Covid, it was the indirect consequence of lockdown. Some came to view lockdown as a natural end point for their time volunteering, others were unhappy or struggled volunteering from home.
Decisions had to be made quickly and a grant from the National Lottery enabled training and processes to be changed, and 55 additional volunteers were recruited.
Existing long-term trends were accelerated by Covid, and the nature of volunteering continues to change. They are now seeing fewer retired volunteers, due to the increased need to provide childcare for grandchildren, to continue to work, or other responsibilities. Nevertheless, there continues to be active recruitment and many students and younger volunteers have been attracted. Though they are an asset, the service is still feeling the loss of the knowledge and experience of those who left. The County service is operating at 77% volunteer capacity and continues to recruit and train volunteers.
The recruitment response includes a partnership with the University of Leicester offering work experience placements for second-year Law students.
Citizen’s Advice provides an essential service, and there is a link
between social welfare advice and health and wellbeing. The right advice at the right time helps people manage their own lives, and promotes better mental and physical health.
If you are thinking of adding ‘making a difference within the community by volunteering’ to your New year Resolutions, you may want to add Citizens Advice to your list of possibilities. It could be very rewarding, as Mohamed said : “I am now coming to the near end of my training for Citizens Advice LeicesterShire and it has been an amazing experience so far. This opportunity has allowed me to develop various new skills, confidence and be commercially aware. This would have not been done without the outstanding support from the amazing staff that has enabled me to grow.”
The role is unpaid, though reasonable expenses are reimbursed. The benefits for volunteers include working as part of a supportive team, and helping others, especially the vulnerable, take steps to solve their problems. Gaining experience and new skills may provide the opportunity to move into other roles, for example an advisor.
As Mohamed indicated volunteers receive full training, though some of this is online, so computer skills and access to email and the internet are essential. Good communication skills – written, verbal and listening – are needed and it will be no surprise that for some roles ‘DBS’ checks may be required to protect the vulnerable. The training is an investment in new volunteers, so they are asked to commit to at least six months service after initial training.

• free and impartial advice for people aged over 50 with a defined contribution pension,
• advice for people affected by cancer, Mesothelioma or Thalassaemia.

Research by Citizens Advice has found that 91% of clients experience at least one negative outcome as a result of an unsolved social welfare problem, including impacts on mental health (82%) and worsening physical health (60%). Without an advice intervention, 44% clients required more support from health services, while 34% clients spent more time with clinicians discussing non-health issues. But when clients could access timely and appropriate support, 70% reported reduced stress, depression and anxiety, while 46% reported improvements to their physical health.
Citizens Advice LeicesterShire helps support the most vulnerable residents of Hinckley & Bosworth with over half of clients having disabilities or a long-term health condition. Many clients said that a mental health condition had impacted on their ability to manage money.
Local partnerships are important, for example one project places an advice worker in Hinckley food banks, to ensure that clients can access support with income maximisation and budgeting alongside food parcels.

OUR NOVEMBER meeting was a combination of the AGM and a craft session making brooches.
The AGM was conducted by Anne Allison. The secretary, Ailsa, gave a resume of our WI year and the gradual return to normality after the last horrendous two years.
Diane Brown gave the Treasurer’s Report and our President, Kate, gave her address admitting that taking on the role had initially been onerous. After being ‘thrown in at the deep end’ at the last AGM, Kate has done a sterling job as President this year, aided greatly by the committee, so much so that she has agreed to stay on as President for another year. The committee members remain the same with the addition of Ruth Rolinson and Philippa Brown
The WI is extremely sad to have lost one of its valued committee members, Judy Leacy, who died on 18th October.
We briefly discussed the WI Resolutions which will be voted on next year at the WI National Annual Meeting. All members have one vote from the following: Save Our Water - every drop
matters, Women to women - turning over a new leaf in the lives of women tea workers, Online gambling harm: time for action and Clean rivers for people and wildlife.
We welcomed back Carolyn Boulter for the craft part of the meeting. She presented us all with a ‘make a brooch kit’. She was so organised, even down to threading the needle in the kit for us! The pictures show the contents of my kit and the finished product.
The materials varied in each kit and you can see some of the members working hard at their brooches assisted by Carolyn in the pink jumper. Carolyn bought along many of her own craft pieces as seen on the tables and we all had a very enjoyable and productive evening.
The next meeting will be on December 15th and is our Christmas party, giving us a chance to put on our sparkly, festive clothes and enjoy

AS 2022 DRAWS to a close I am left wondering where the year went despite the many challenges that it posed, some of which were featured in my Spotlight articles.
Thank you to everyone that has taken the time to read my updates and to the editor of the Spotlight for the opportunity to keep you all well informed.
Groby has many volunteers in varied roles - a heartfelt thank you to you all, as Groby residents would be so much the poorer without you and your volunteering.
There are date changes to both the refuse and recycling collections over Christmas and the first week of the New Year 2023.
Thank you to our bin crews for their excellent service throughout the year again. It is very much appreciated in all weathers and all conditions.

Free Key-less Car Pouch
Does your vehicle have a key-less entry system? If so, please read on. Key-less car thefts are occurring across Hinckley & Bosworth mainly to high value vehicles.
Hinckley Police have linked with the Borough Council via the Community Safety Partnership to secure some free signal blocker pouches for keyless car keys.
These pouches block the signals omitted by your keys, reducing the likelihood of your vehicle being stolen.
I have a limited number of FREE Pouches, (pictured below), to give away to Groby residents who own a key-less car.
is hoped that other manufacturers of key-less entry cars will follow this initiative, allowing customers of such vehicles to enjoy the benefits the technology offers without an increased theft risk as a result.
In respect of Ford cars Ford are able to upgrade many keys produced without the ‘Sleep Mode’ for Fiestas built from 2017 and Focus built from 2018 but there is a fee to do this. Please contact a Ford dealer to see if your key fob can be updated.
Other ways to prevent the theft of key-less cars is to add a steering wheel lock. Block the key-less car in with a traditional key car or to install a removable bollard.
Hinckley Police are aware there has been an increase in keyless car thefts in the greater Hinckley area and surrounding villages. We ask all residents to be extra vigilant and report any persons acting suspiciously to us immediately. It is important for owners of vehicles with key-less entry to not keep keys next to their front doors.

Sleeping Key Fobs
FORD HAS tackled the problem of key-less car theft by introducing ‘sleeping’ key fobs that deactivate when not in use on their new Puma and Kuga models.
A simple solution to this issue: the key fob deactivates when it has not been moved for 40 seconds. It will not respond to attempts to hack its signal via a relay box or via the misuse of other specialist equipment.
By physically having to move the key fob extends the battery life of the fob and furthermore only works within two-metre radius of the car they are bonded to.
Car security is a concern for many car owners whose vehicles have key-less entry because criminals can use scanning devices to gain access to their cars and drive them away, often in a matter of seconds.
Thieves target cars with key-less entry, using relay box equipment that can pick up the signal from the key fob while it is inside the owner’s home. They then use the key’s code to open, start the car and drive off.
By the key fob going into ‘Sleep Mode’ helps prevent this type of theft - a simple solution to an increasingly major issue in the car production and ownership world.

The SECOND application for a 5G mast has been REFUSED.
Thank you to everyone who either got in touch or copied me into their comments on this application irrespective of being in favour or not. The vast majority, 99.7%, were not supportive of it going ahead. Now that the refusal has been issued the applicant has six months from now to appeal the refusal to a government inspector. The right of appeal THEN LAPSES.
But a WARNING. History tells us that despite refusal on Flaxfield Close the applicant still attempted to install the mast.

The proposal is considered to be contrary to Policy DM10 of the Site Allocations and Development Management DPD (2016), Paragraph 115 of the National Planning Policy Framework and The Code of Best Practice on Mobile Network Development in England (2016).

Heritage Plaques
WEDNESDAY 30th of November saw the installation of two heritage plaques which Identify the original line of the Historic Groby Quarry section of the Stephenson built spur of the Leicester to Swannington Railway.
This railway is the third oldest railway in the country and as such I felt it should have more recognition within the village itself. The picture shows one of the plaques which has been placed at the Sacheverall Way end of the former track looking towards the village, the other is at the entrance to Oak Tree Close.
I thank the Hinckley and Bosworth Borough Council Heritage Team for agreeing to my request for these and arranging their design and production. I also thank the footpaths and cycle ways part of the Neighbourhood plan steering group for their help and support.

ON THE SUBJECT of footpaths it was suggested by a resident at the Neighbourhood plan group Heritage evening that the other section of the mineral line that has been walked for many years between the church and the Groby Pool car park should also be given more prominence.
He himself had made this suggestion many years ago to the County and Parish Councils, but nothing came of it. As a result of this conversation I have lodged an application with the County Highways Rights of Way Team for this section of former railway line to be given the status of a Definitive Footpath. In their reply they indicated that some research should be undertaken by the Parish Council.

GROBY RESIDENTS may be interested to know that the Hinckley and Bosworth administration has over the last three years to date granted £17,956 to Groby Parish Council which the parish council had requested on behalf of village organisations, The Allotment Society, Groby Library and Brookvale School being some of the recipients.

But there is one, albeit small, contribution you can make to putting matters right – ensure that anyone you know who might be interested in becoming a bus driver is aware that Arriva is recruiting.

Sign Up Now For Free Winter Holiday Clubs
FAMILIES are being encouraged to sign up now for free holiday activity clubs running across Leicestershire over the festive break.
Bookings are open for the sessions which include activities such as arts and crafts, sports, dance, games and music, alongside a nutritious meal.
They are available for children aged
5 to 16 who are receiving benefitsrelated free school meals.
You can check eligibility to take part, search providers and book places.

The free clubs are being offered as part of Leicestershire ‘Holidays Together’ - a Holiday Activities and Food (HAF) programme funded by the Department for Education.
Leicestershire County Council is working with Active Together to deliver the scheme, which is being held at venues across the county by schools, voluntary and community organisations, childcare providers and sports clubs.
“Geoff Maltby, sports development manager at Active Together, said: “At what can be a difficult time of year for many families, we hope as many children as possible access this great opportunity to receive a daily healthy meal and have fun playing sport and being active.”
As well as the winter ‘Holidays Together’, the council is continuing with measures to tackle the rising cost of living and help residents most in need of financial support over the winter months.
These are to include vouchers worth £15 per week to help the families of 14,000 children in Leicestershire who are eligible for free school meals to buy food over the break.
The vouchers are available through the council’s £3.2 million Household Support Fund, which has been funded by the Department for Work and Pensions.

I WAS CONTACTED by residents on Rookery Lane on the 22nd November who stated that they had been off line since the 2nd November.
I contacted BT and asked our local MP to liaise with Openreach. I am pleased to report that on Monday 28th November residents informed me that Openreach were on site making connections. I understand there have been several incidents of theft of copper cable over the past few months.

The figures, which come from reports made to Action Fraud and analysed by the National Fraud Intelligence Bureau (NFIB), showed that shoppers across England, Wales and Northern Ireland were scammed out of £15.3m between November 2021 and January 2022, and that the age group most likely to fall victim was 19 to 25-yearolds.
Scams ranged from one shopper losing more than £150 trying to purchase a mobile phone on social media to another being duped out of more than £7,000 during an attempted online campervan purchase. Meanwhile, another victim lost almost £500 when trying to buy shoes on a social media platform, and a fourth lost £145 trying to make a similar purchase. Top tips to shop online securely this festive season:
Action Fraud and the National Cyber Security Centre (NCSC) are urging online shoppers to protect their accounts, check before they buy, and use secure payment methods in order to stay ahead of the threat from criminals this shopping season:
Protect your accounts: set up 2-step verification and use three random words passwords to prevent cyber criminals from gaining access to your shopping, bank or email accounts.
Choose carefully where you shop: Research online retailers, particularly if you haven’t bought from them before, to check they’re legitimate. Read feedback from people or organisations that you trust, such as consumer websites. Pay securely: Use a credit card when shopping online, if you have one. Most major credit card providers protect online purchases and are obliged to refund you in certain circumstances. Using a credit card (rather than a debit card) also means that if your payment details are stolen, your main bank account won’t be directly affected. Also consider using a payment platform, such as PayPal, Google or Apple Pay. And whenever you pay, look for the closed padlock in the web address bar – it means your connection is secure.

MOST NATIONAL TRUST properties have seasonal events leading up to Christmas. At Calke Abbey near Ashby de la Zouch there is an Illuminated Trail throughout the grounds with the front of the house also illuminated.
The house itself is open and fully decorated for a Victorian Christmas. Thirdly there are Christmas Fairs with lots of stalls in the Riding School. All of these events are open every Saturday and Sunday and every day, Monday 19th to Friday 23rd, in December from 3.30 to 6.00pm and 10.00am to 6.00pm for the Christmas Fairs. The shop and tea room will also be open.
Belton House near Grantham has an “After Dark” illuminated trail throughout the large area of the gardens. The trail is open daily until 1st January 2023.
Admission is by pre booked ticket only and last admission is 8.00pm. There will also be a large selection of gift and refreshment stalls in the stable yard. The new large car park at the property is also now open.
At Canons Ashby near Daventry all rooms in the house will be festooned with decorations based on Arthurian wizards, knights and dragons all inspired by “King Arthur”, the semi-opera written in 1691 by Henry Purcell and John Dryden, the Poet Laureate of the day who lived at Canons Ashby. The property is open seven days a week until Christmas Eve and the standard admission prices apply. The tea room, shop and gardens will also be open.
Just south of Coventry two houses, Baddesley Clinton and Packwood House, just across the road from each other, are both dressed for Christmas and open every day of the week until 23rd December.
Wherever you are in the country this December most National Trust properties will be open and decorated for Christmas.
• THE NATIONAL TRUST LEICESTER ASSOCIATION has an evening meeting on Tuesday 13th December at The Braunstone West Social Centre, St Mary’s Avenue, Braunstone at 7.30pm. Mike Ogden will present an illustrated talk entitled “The History of the Skyscraper”
There will also be an afternoon meeting on Thursday 22nd December (not our usual day) when John Florance will present an illustrated talk entitled “Dickens & Christmas”. The meeting will be held at St Guthlac’s Memorial Hall, Holbrook Road, Leicester at 2.30pm.
Admission to meetings is NTLA members £3.00, visitors £4.00, including refreshments.

The Co-op Groby Foodstore on Laundon Way give out over £6,000 to local causes
LOCAL GROBY causes, including Elizabeth Woodville School and Groby Community Library will benefit from the Co-op Local Community Fund. Thanks to Co-op customers using their membership cards whilst shopping in the store 1p from every £1 spent on Coop goods goes towards local causes.
Headteacher, Andrew Pridmore, of Elizabeth Woodville Primary School collected £3,045.34 and Trustees from Groby Community Library collected £3,408.59. The school will be looking to spend the funds in creating an outdoor learning area and the library are creating an covered outdoor seating area.
The new causes from November are the 73rd Leicester Scouts (Groby), Raising Health – Let’s Get Gardening and once again the Birstall Playgroup for children with Additional Needs. Co-op members will be able to select which cause they wish to support through their shopping. Visit the Co-op store on Laundon Way to register for your membership card.
