The design by CPMG focuses on visual vibrancy, creating a refreshing and dynamic environment. Features will include: • Atrium spaces with open galleries to maximise views between floors and between departmental areas, contributing to a sense of identity and promoting inter disciplinary collaboration. • Display opportunities will be integrated within the architectural design to ensure an ever-changing display of students’ three-dimensional work, animating routes within the building. • Digital internal and external displays to provide a platform for the students’ work. • Parkland setting with events lawn, formal courtyards and a riverside walk. CPMG were appointed to deliver DMU’s ambitious vision to design and create the structure in July 2013. It is scheduled for completion in 2016.

Onwards and Upwards RICS UK Residential Market Survey Sustained demand for Local Architects across the housing market in April Average number of homes sold per chartered surveyor hits highest level since February 2008 but new housing supply sees fourth consecutive monthly decline.

Despite a fourth consecutive monthly fall in new property coming onto the market in April, 26% more chartered surveyors reported increased agreed sales, according to the latest RICS Residential Market Survey. The latest figures reveal a constrained property market, which continues to be marred by weak supply and high demand; while respondents across nine UK regions reported declines in new property for sale coming onto the market, the average number of homes sold per surveyor hit 23 – the highest since February 2008. In the month that also saw new lending regulations brought into effect (the Mortgage Market Review), respondents reported that the average ‘perceived’ Loan to Value (LTV) ratios among first time buyers climbed to 86% and potential new buyer demand remained firm with 20% more chartered surveyors reporting an increase in new enquiries. Significantly, there does now appear not just a broadening out in the recovery away from the capital, but also increasingly upbeat responses on the likely price trend going forward. In the North West, 62% more chartered surveyors predict prices over the next three months will rise, rather than fall, and in East Anglia the figure is 57%. By comparison in London, 49% more respondents conveyed similar expectations (down from 61% in March). In the rental sector, there continues to be modest growth in tenant demand although greater mortgage availability and the ‘Help to Buy’ Scheme have seen the appetite to rent lose some momentum in recent quarters. Even so, the shortage of property also continues to be felt in this area, with new landlord instructions broadly flat and rent prices over the next 12 months expected to increase by around 2%. Simon Rubinsohn, Chief Economist RICS, said: “House prices in general look set to remain firmly on the upward trend, although interestingly, there are some tentative signs that the price momentum in the London market may begin to slow in the second half of the year. The critical issue for the market remains the lack of second hand supply with our numbers suggesting that the picture is, if anything, getting worse. It is too early to conclude whether this will undermine the positive trend in transactions volumes, but clearly the absence of properties to buy will ultimately be a factor in influencing the ability of people to move homes. That said, despite the disappointing trend in instructions, a net balance of 33% of surveyors expect to see sales levels increase as we head into the summer.

Plans to replace vacant warehouse in Quorn with nine new homes

Development site for 56 dwellings in Chellaston

Nine new homes will replace a vacant furniture warehouse in Quorn if a planning application by Hazelton Homes is successful. The developer has applied to build threebedroom townhouses and detached homes in Leicester Road. The site was vacated by Quorn Furniture Company when it closed its doors in July 2012. The empty warehouse and showroom would be demolished to make way for the homes. Hazelton Homes specialises in developing sensitive sites and refurbishing listed buildings. Growth in “Buy to Let” properties has contributed to escalating house prices Buy to let loans in Q1 2014 were up 46% in volume compared to Q1 2013 and the 3.956 million “buy to let” private properties for rent exceeded the 3.684m social properties for rent at end of 2012/13 says GMB GMB responded to statements by Mark Carney, Governor of the Bank of England, on house prices rising at a rate of 10% a year across the country - and significantly faster in some regions. The statements were made on Sky News’s Murnaghan programme on 18th May. Paul Kenny, GMB General Secretary, said “Recently GMB revealed that “buy to let” landlords added nearly a million homes to their for rent estate since 2007. In May, the Council of Mortgage Lenders revealed that gross buy-to-let loans advanced increased in March by 10% compared to February and were up 56% on March last year. Buy to let loans in first quarter 2014 were up 46% in volume compared to quarter one last year. At the end of 2012/13 the 3.956 million “buy to let” private properties for rent now exceeded the 3.684m social properties for rent. There is no doubt this is contributing to the escalating house prices. This growth is being fuelled by payments of over £9billion a year from taxpayers to private landlords in housing benefits. This madness must stop. Money should be spent on bricks rather than rents. Councils should be allowed to build houses for rent for the 50% of the population who are priced out of buying their own homes. There is absolutely no need for private sector “middlemen” being made wealthy using public money to house the massive section of the population priced out of the housing market”.

Potton Launches ‘Regional Developer Partner’ Scheme

Potential development site in Leicester

An innovative new scheme has been launched that will see the UK’s largest self-build organisation Potton, exclusively partner with regional developers to build its branded homes under licence. The scheme, devised in response to the government’s Custom Build Initiative and the extension of the Help to Buy equity loan scheme to the self-build market, will allow small – medium sized developers from the East Midlands – one in each County - to benefit from a turn-key ‘developer’ package. The Regional Developer Partner (RDP) package will enable developers to build Potton homes under special licence; use its exclusive house designs; have direct access to Potton’s in-house design and technical teams; promote sales via its extensive database; benefit from developer passes to Potton’s Show Centre in St Neots and have peace of mind that any new development built under the scheme is backed by the leading name in timber framed homes. Mark Stevenson, Managing Director, Potton said: “ We are extremely excited about working with East Midlands developers to raise the profile of the government’s new initiatives and are currently asking for expressions of interest from local organisations to become one of only a handful of Developer Partners in the region. “The popularity of self-build developments has increased over the past few years and with the implementation of these initiatives, which also include removal and simplification of restrictions on the sector and £150million pledge to make more plots of land available, small developers can be more proactive in their approach to self-building and that’s where Potton can play a part.” The scheme is currently being rolled out across the UK and over the next 12 months it is anticipated that in excess of 40 small to medium developers will be Regional Developer Partners. HBF response to Mark Carney’s comments In response to May’s comments by Bank of England governor Mark Carney, Home Builders Federation Executive Chairman Stewart Baseley said: “We have an acute shortage of housing that has developed over decades and is going to take time to address. After years of the lowest rate on record, house building is now increasing very rapidly. “First quarter private starts up a remarkable 44% year on year, with year to march private starts up 34%. To maintain and sustain these increases house builders need stability. The Help to Buy Equity Loan scheme has supported demand for new build homes and its extension provides certainty about longerterm demand. This is allowing the industry to plan ahead, rebuild capacity lost in the downturn and deliver. This is providing desperately needed homes and also creating jobs on sites across the country and in the supply chain. “Whilst the number of Equity Loan scheme sales is very small in terms of the overall housing market, it is driving up new housing supply.”

New homes bring £1.6 million to East Leake SCHOOLS, healthcare facilities and a library in East Leake are among the potential beneficiaries of a cash contribution from Redrow. The award-winning housebuilder has been granted detailed planning consent to build 61 homes on a 2.45 hectare site off Meeting House Close in the Nottinghamshire village. Known as The Willows, the £13 million housing scheme will offer 43 homes for private sale in a choice of three four and five-bedroom designs. The remainder of the development will be affordable homes for local needs including bungalows, apartments and houses with one, two and three bedrooms. Redrow’s new homes will bring a raft of benefits to those already living in the area, as the housebuilder has agreed to invest more than £1.6 million in the local community. In East Leake, Redrow will be contributing £1.3 million to the building of 18 affordable homes, supporting Brookside Primary School and East Leake Library, contributing towards a new or improved medical centre and helping to improve playing fields. Redrow will pay £149,000 for the provision of new school places at Brookside Primary School, which is within walking distance of the new homes. Almost £56,000 will be allocated towards a new or improved medical centre and Redrow will also make a contribution towards increasing stocks of books and other resources at the local library. Sports facilities at Costock Road playing fields will receive a boost of more than £26,000. An area of public open space will be included as part of the development, while existing play areas in the village will benefit from £34,000 towards improvements. Property Lending Market Continues Recovery The total value of outstanding debt held against UK commercial property fell by 9.1% in 2013 from £197.9bn to £179.8bn as banks continued to patch up their balance sheets following the 2007 property crash, according to the independently-compiled De Montfort University Commercial Property Lending Report. The UK’s most influential and in-depth study of the commercial property lending market showed that the total value of outstanding debt in 2013 was £198.4bn, including approximately £18.6bn secured by social housing and down from a high of more than £270bn in 2008. The study revealed growing confidence among both lenders and borrowers, a greater availability of finance, and increased diversification among lending institutions, with the role played by ‘non-bank’ lenders such as insurance companies and debt funds becoming more pronounced. There was a significant shift in the underlying quality of the loan book, with lenders reporting that 50% of their loans are now secured on prime property, up from 42% last year. In addition, the LTV profile of legacy debt secured against investment assets improved; of the outstanding debt, 63% had a LTV ratio of 70% or less, compared to 53% in the previous year. The volume of debt with a LTV ratio of over 101% decreased from £46bn to £30bn. However, the value of loans deemed to be in default increased from £21.5bn in 2012 to £24.5bn in 2013, although the number of loans in default fell. New lending in 2013 totalled £29.9bn, up from £25.5bn in 2012, and the report showed that 60% of organisations intended to increase the size of their loan books, compared with 46% last year. The average LTV ratios of new loans slowly crept up from 64.2% to 65.9% in 2013, and for the first time in several years, lenders indicated that they would be willing to lend against speculative commercial development. The gradual increase of LTV for new lending was mirrored by a separate study of requests for commercial mortgages from borrowers, also published today. Laxfield Capital’s Debt Barometer, found that borrowers sought loans with an average LTV ratio of 58% in Q4 2013 and Q1 2014, compared to 51.8% in the first three quarters of 2013.

Sector becoming more competitive The De Montfort study also revealed signs of greater diversification among lenders. The 12 largest bank lenders held an aggregated 72% of outstanding market debt in 2013, significantly lower than the 83% that was recorded in 2009, while non-bank lenders accounted for 23% of new loans in 2013, compared with 15% in 2012. The report showed a continuing decline in the proportion of outstanding debt held by UK banks and building societies, from 57% to 55%. The price of loans provided by non-bank lenders eased from 225-800bps to 175-400bps, demonstrating that the sector is becoming more competitive and increasingly represents a credible alternative to traditional sources of debt. A predilection for banks, building societies and insurance companies to favour large loans does however indicate that there is a much more diverse and competitive environment for larger loans than small ones. Only 11 of the respondents said they would be prepared to write a loan of £5m or less whereas in contrast, 30 would be prepared to write a loan of between £51m and £100m and 25 at above £100m. Liz Peace, Chief Executive of the British Property Federation, commented: “There has been a general feeling of improving credit availability in the past 12 months and this year’s report bears that out. Recovery post-crash has been slow but steady, and it is promising to see that the market is now moving in the right direction. “The banks seem to have significantly patched up their balance sheets and problem loans are being resolved, freeing up capital for new lending. We are also delighted to see that non-bank lenders are becoming a significant part of the market, suggesting we are moving towards a more balanced provision of real estate debt in the UK.” Chris Holmes, Head of UK Debt at JLL Corporate Finance, said: “It is pleasing to note from the report that the UK CRE Financing Market reached the crossover in 2013 where balance sheets became materially cleansed of legacy positions, lowering overall credit risk. At the same time resurgent and new sources of debt brought a new equilibrium between borrowers and lenders after the previous years of drought. Unsurprisingly we noted that margin pricing has on average declined significantly and early indicators demonstrate that this continues albeit in a slower rate in Q1 2014 for the most prime assets. Borrowers now have the genuine choice of lending partners at every part of the risk-reward spectrum and across all asset classes.”

A new multi-millionpound affordable housing scheme in Loughborough has been given the nod of approval by Nicky Morgan MP. Builders’ Problems SOLVED

Resolving a dispute Problem: I am a director and co-owner of a medium sized building company, carrying out work within a 50 mile radius of the Leicester. In September of last year, we finished a big project (well, big for us), which was refurbishing and extending an old care home that was being converted into flats. However, we have since been involved in a dispute over our final account with the employer. We are owed just over £90,000, but the employer is disputing this and stating that we have been overpaid! We have written many letters and provided lots of substantiation to the employer, but all we seem to get back are bare-faced denials. I have consulted our solicitors, but I am feeling a little confused as they went on about different ways of resolving the dispute including adjudication, issuing a protocol letter, arbitration and mediation. Can you enlighten me please?

Response: Hello Manjit. I am sorry to hear that you are a little confused at the different ways of resolving your dispute, especially as your solicitors should have ensured that you clearly understood their advice. Firstly, adjudication. The Housing Grants, Construction and Regeneration Act 1996 (as amended by the Local Democracy, Economic Development and. Construction Act 2009), gives a party to a construction contract the right to refer a dispute arising under the contract to adjudication. Although there are certain limitations, in your case you will probably have the right to refer the dispute to an adjudicator. The Act therefore gives you a statutory right to have the dispute decided by an adjudicator, and this right cannot be contracted out by the employer. The main advantage of adjudication is that it is quick – usually a 28 day process, and you end up with a court-enforceable adjudication decision. If you decide against adjudication, you will then need to refer to the contract (if one exists), as the primary method of resolving the dispute may state arbitration, which will be in lieu of litigation. However, whether or not an arbitration clause has been incorporated into the conditions of the contract, before issuing a Notice of Arbitration or a Claim Form, you will need to send to the main contractor, a Letter of Claim. A Letter of Claim is a requirement under the Civil Procedure Rules PreAction Protocol [for construction and engineering disputes], which requires the proposed claimant to send to the proposed defendant a Letter of Claim. A Letter of Claim essentially sets out your case. The Protocol lists what the letter must contain and this should be carefully followed. The Protocol also states the time period for a response. Once the defendant’s response is received, the Protocol requires a meeting takes place between the parties, the intention of which is to narrow and / or agree what the issues are. The Protocol then calls for the parties to consider whether some form of alternative dispute resolution procedure would be more suitable than litigation, like for example, mediation. Penalties for failure by a party to follow the Protocol can be severe including having costs be awarded against, even where there has been a significant ‘win’. Only once you have followed the Protocol, and the dispute remains unresolved, then you should commence proceedings.

Wates gets to work on 1,000 makeovers

Charnwood Borough Council’s new contractor, Wates Living Space, began the improvement works to properties across the Borough at the beginning of April. The five-year contract, worth around £5m per year, will see Wates install more than 500 new kitchens and 400 a new bathrooms each year. British homes suffer maintenance and repairs crisis because of difficulties finding trusted builders British homeowners are not doing maintenance and repair work because they cannot find builders and other tradesmen that they trust, according to the 2014 Homeowner Survey from the HomeOwners Alliance and TrustMark, the Government endorsed ‘find a tradesman’ scheme. The survey shows that finding a trusted builder is such a major problem across regions of the UK that it means that our housing stock could be ending up in a state of disrepair. Over half of homeowners (58%) say they have difficulty finding a trusted builder to assist with home repairs or improvements. These difficulties are having a big impact on the work that homeowners decide to do, and how they do it. Among the homeowners who have difficulty finding trusted builders, 12% don’t do the work at all, while a quarter (26%) delay the project. Alternatively, affected homeowners do their own repairs/ DIY (40%), do essential works only (27%), or use tradesmen they are uncertain about (28%). Key findings from the 2014 Homeowner Survey, conducted by YouGov, include: • 58% of UK homeowners say they find it difficult to find a tradesman they trust to help with either home repairs or improvements, with one in five (21%) saying that it is “very difficult” • Women are more likely than men to find it “very difficult” to find a tradesman they trust to help with either home repairs or improvements. 24% of female homeowners vs 17% of male homeowners say they find it very difficult to find a tradesman they trust • Regionally, the difficulties of finding a reliable builder or tradesman is greatest in London (67%), the East (66%) and the Midlands (64%), compared to the national average of 58% saying they have difficulty finding a reliable builder or tradesman to assist with home repairs and improvements. Of those homeowners who have had difficulty finding a trusted tradesman: • 40% say they do their own DIY/ repairs • 28% say they use tradesmen they are not certain of

27% say they do essential works only • 26% say they delay works • 12% say they do not undertake projects/ repairs Paula Higgins, Chief Executive of HomeOwners Alliance, the UK’s consumer group championing homeowners, said: “Doing repairs, maintenance or improvements to your home are some of the biggest challenges homeowners face, and they find it far more difficult than it should be to find a reliable builder or tradesman to help them. For many it is quite rightly a major cause of concern – we have all watched those TV shows about cowboy builders and how your dream can turn into a nightmare. What is particularly worrying is that desperate homeowners are finding it so difficult to find good builders that they resort to delaying work, or simply not doing it all. The difficulties of getting good builders mean our national housing stock is ending up in a state of disrepair, affecting the lives of millions of

householders.” Liz Male, Chairman of TrustMark, the Government endorsed ‘find a tradesman’ scheme says: “A nation of homeowners is at the mercy of leaflets through the door or findanyoldbuilder.com websites because they don’t have a network of local tradespeople they can turn to. The price we pay are homes lacking TLC, an ever-deteriorating housing stock and the financial burden of £1.9 billion a year paying to fix botched jobs by tradesmen who were just not qualified to do the work. “This is a ridiculous situation, when we know there are so many excellent tradespeople out there who are totally committed to doing quality work and excellent customer service. “TrustMark is the solution backed by Government. We can provide consumers with choice, confidence and protection and signpost them to reputable local firms and expert tradespeople working to Government endorsed standards.”

Fears Grow About Reliance On House Building House building failed to sustain the growth in construction activity in April according to recent figures, despite it still accounting for a third of the total value of new contracts awarded. A report released in May reveals that the total value of all new construction contracts awarded in April fell by 1.8 per cent compared to the month before, with the number of projects also 6.6 per cent lower than March. These figures are taken from Barbour ABI’s latest Economic & Construction Market Review, which also shows that residential construction had the highest proportion of contracts awarded by value in April, with 33 per cent of the UK total. Only two of the past 13 months have seen residential construction take a slice less than 30 per cent, fuelling fears that the construction industry is in danger of becoming too reliant on the housing sector. The report goes on to highlight London’s continued hold on the

market, with the capital accounting for 16 per cent of the total value of new contracts awarded. Four of the top 10 most valuable contracts were located in the city, including phase one of the Leamouth Peninsula residential development worth £200 million, the £95 million Creechurch Place office development (formerly One Mitre Square) and the ‘Quantum Leap’ redevelopment programme of the London Clinic worth £58 million. Scotland came out on top overall, accounting for 21 per cent of all contracts by value, but this is mainly due to the Neart na Gaoithe offshore wind farm project off the Fife coast, worth £675 million. On the findings of the report, Michael Dall, lead economist at Barbour ABI, commented: “With economic output only 0.6 per cent below its pre-crisis peak in Q1 2008, there is no question that the economy is experiencing a growth phase. Construction, too, has continued to grow over recent months, and the recent ONS output figures show the first quarter of this year was at 5.4 per cent higher than the equivalent period in 2013. “While the continued recovery is

noticeable and welcome, analysing individual sectors within the industry provides a note of caution. Private housing continues to drive resurgence in the construction industry, boosted by government initiatives such as Help to Buy. However, there are concerns that too much of this growth is concentrated within the housing sector, and an upturn in other key sectors particularly private commercial and infrastructure - is vital for a stronger and more durable recovery. “In addition, there have been reports recently of skills shortages affecting the construction industry. Addressing these supply-side constraints is crucial to ensure the long-term health of the industry going forward.” The Economic & Construction Market Review is a monthly report designed to give valuable, current insight into UK construction industry performance. It is compiled from Barbour ABI’s records of construction data for every UK planning application and key indicators such as the Office for National Statistics’ Construction New Orders data.

Teaming up with leading bee charity, the British Beekeepers’ Association (BBKA), the developer is planting Mark Clare, Chief Executive of Barratt flowers such as roses, Developments, which David Wilson Homes is lavender and poppies in part of, with Jane Moseley, of the BBKA its show home gardens. Honey bee numbers have been in decline for a number of years and scientists believe this could have serious implications, since many plants rely on bees and other insects to transfer their pollen and continue their reproductive cycle. New Hinckley retail and cinema development starts this month CONSTRUCTION work on The Crescent - the new retail and cinema development that is set to transform Hinckley town centre - will start on site in early June. Brunel Road will close to all traffic from Monday 2 June to enable work on site to begin. At the same time the three council-operated car parks accessed from Brunel Road – Brunel Road North, Brunel Road South and the Bus Station car park – will close at midnight on Sunday 1 June 2014. The nearest alternative long stay car parks are Mount Road and Trinity Lane West and the nearest alternative short stay car parks are St Mary’s Road and Church Walk. However the bus station remains open and bus services will not be affected by the construction works. The contractor appointed by the Tin Hat Regeneration Partnership, Bowmer & Kirkland Ltd (an approved national contractor and members of the Considerate Constructors Scheme) will carry out the construction works on the multi-million pound scheme. The development will feature a Sainsbury’s supermarket with an integrated car park, a five screen multiplex cinema plus new shops and family restaurants. It is due to open in autumn 2015.

East Midlands-based resource management and recycling specialists Wastecycle has signed a two-year contract with Miller Construction to provide waste management solutions to their construction sites across the UK. The contract, worth around £1.5 million, will see Wastecycle collecting and treating all containerised and hazardous waste from Miller’s construction sites.

Wastecycle currently provide waste management services on 38 sites around the UK, and the contract will involve them providing site specific waste management plans for each project they undertake. Miller Construction, who has been short-listed for the Construction Recycler of the Year award in the National Recycling Awards, took the decision to team up with Wastecycle as part of their commitment to meeting a 95% diversion from landfill by 2016. The partnership has been so successful that in the past 12 months the target has not only been met, but surpassed, with 98% of waste now being diverted. “The contract is fantastic. Working alongside Miller Construction has been a pleasure so far, and we have many plans going forward,” said Daniel Shearstone, construction development manager at Wastecycle. “It’s a relationship that has benefited both parties, as well as the community on a whole.” Jeremy Bowley, procurement director at Miller Construction added: “As a responsible business we are committed to reducing waste generated throughout our operations. By joining in partnership with Wastecycle we are increasing our focus on recycling and are using the robust and quality waste data to support our drive for further improvements.” Wastecycle are also taking on an advisory role, providing project management teams from Miller Construction with guidance in attaining a target of less than 4.5 tonnes of waste produced per £100,000.

Tarmac Building Products has launched a new guide to thermal insulation for housebuilders and designers, outlining the recent legislative updates to Part L of the Building Regulations. The 31-page guide which is part of a wider piece on Tarmac Building Products’ range of concrete blocks, breaks down the changes to the regulations which came into force on 6th April 2014. It covers the requirements for new buildings and alterations to existing buildings whilst providing case studies that focus on practical solutions for typical housing types. The guide also outlines some of the entirely new metrics used to measure thermal efficiency, such as the ‘Target Fabric Energy Efficiency’ (TFEE), which has been introduced alongside the pre-existing Target Emission Rate (TER) and the Dwelling Emission Rate (DER), to limit demand for space heating and cooling. Under the changes, a new dwelling’s DER must still be equal to, or less than the TER, which has been broadly reduced by 6% and 9% for housing and other buildings respectively compared to the 2010 Part L CO2 emissions. Land banking: anti-development lobby ‘myth’

New research, published in May, shows that just 4% of land owned by Britain’s larger home builders has an implementable planning permission but is still awaiting start on site. The report shows that virtually all the remainder of the land in house builders’ land banks is ‘land in progress’ in the planning pipeline which does not yet have an implementable consent, or is on sites where construction has already started. As the industry increases the rate of house building from the current historically low levels towards what the country needs, working out how to get land through the planning pipeline more quickly has to be a priority for Government. House builders are selling many more new homes, especially since Help to Buy Equity Loan was launched last year, which means they are building more. But they can only sustain these new higher levels of home building, and boost them even more, if they can get more sites through the planning pipeline more quickly. The HBF report ‘Permissions to land – debunking the land banking myth’ reveals that of the 220,000 ‘plots’ held in the land banks of the 23 major companies surveyed: • Just 4% of plots have an implementable planning permission and work hasn’t yet started on site; • 63% are on sites where construction work is underway. Large sites with thousands of homes will obviously take years to build out and homes on such sites will be at various stages in the construction process. • 68,500, or 31%, are on sites with only an outline permission – so builders legally cannot start building – or on sites where building is held up awaiting local authority discharge of planning conditions. Extrapolated out across the whole industry, this means around 185,000 plots are currently in the planning system but cannot yet come into production. • 2% of plots are on sites not being developed because they are not economically viable Stewart Baseley, Executive Chairman of the Home Builders Federation said: “This report is just the latest of many to debunk the myth that home builders hoard land. When you look beyond the rhetoric and the lazy accusations, the facts are quite clear: house builders do not hoard land or landbank unnecessarily.

The debate really needs to be about how we get the land in the planning system through more quickly to build the homes we need and not about myths. “The planning process is complex, bureaucratic, costly and time consuming. As a result, house builders have to have a pipeline of land coming through the planning system to enable them to plan their businesses. “The Help to Buy Equity Loan scheme is helping people buy more new build homes.But if we are to see a sustained increase in housing supply we need to see more sites coming through the planning system. Unblocking the planning system and processing applications more quickly will be crucial. There are currently around 185,000 potential homes in the system. Finding a way to get these through the system more quickly must be a priority for Government if it wants to get the homes built the country needs. “With demand for new homes increasing, home builders are building out existing sites more quickly and looking to get new sites under construction sooner. It makes no business sense whatsoever for builders to sit on land with an implementable planning permission.” Claims about landbanking are frequently made the anti-development lobby to divert attention away from how slow and inefficient the planning system can be. Last year only 110,000 new homes were built in England against a need for 240,000 per year to meet projected housing requirements. A report by HBF in March 2014 estimated that over the preceding decade there has been a shortfall of more than one million homes compared to the numbers required in 2004. Under the NPPF planning system every local authority is required to identify a 5 year supply of land for the homes needed in their area. On this measure alone, if we are to get to the 200,000 homes a year in England, a target set by the Labour Party for 2020, local authorities will need to be able to identify residential land for more than a million homes. The report is the latest to debunk the myth. Kate Barker, in her seminal review of housing supply ten years ago, dismissed the view that home builders land bank; as did the Calcutt review in 2007. Then in 2008, as part of its exhaustive study of home building in the UK, the OFT said ‘it could find no evidence that home builders hoard land’, a view supported in more recent reports by Savills and Molior.

New arch product eliminates the need for any on-site brick cutting

Swepstone company launches ready-made brick arches that you just build in! A LEICESTERSHIRE company has developed a new product which makes brick arch building simpler, neater and a whole lot quicker.

Swepstone-based Albion Brick Cutting have just launched their new BILTIN custom-made brick arches which the company believes will prove very popular with housebuilders. The new brick arch is a composite construction consisting of 64mm phenolic insulation, sandwiched between two 8mm thick cement particle boards, with 20mm thick brick slips bonded to the external face. Albion’s Managing Director Ian Lynam says: “This new product speeds up the process of building arches by eliminating the need for any on-site cutting around the edges. And as all of the cutting is carried out in our factory, this produces a much more accurate end result. “We can prefabricate the arches in any brick or combination of brick types, to the spans required by the builder, and deliver to site within 10 working days. “The arch is then simply positioned over the opening and built in as the work proceeds.” All the usual types of arches - flat, standard (75mm rise), Gothic, Roman - or any other design - can be supplied. The arches are suitable, without the need for a supporting lintel, for openings up to 1,500mm. For openings wider than this, a lintel will be required to give additional support to the arch. A patent for this new product has been applied for.

Dining room is ‘the most useless room in the house’ The living room or lounge is the undisputed heart of the UK home, according to new research. When asked what the heart of the home is in recent years, the kitchen or kitchen-diner has been a popular answer. As kitchens get bigger, so too do their list of uses, and they’re no longer just somewhere to cook and eat, but also a space where the kids can do their homework or guests can be entertained. However, a new poll conducted on behalf of OceanFinance.co.uk has revealed that the kitchen, in reality, is far from being the place where households while away the most hours together. In fact, just one in 10 (11.6%) respondents said the kitchen is where they spend the most time as a group during waking hours. In contrast, four-fifths (79.4%) of respondents named the living room as the place where they spend the longest time with each other – although women are more likely to say this than men (81.5% of women compared to 77% of men). Interestingly, younger people aged between 18 and 24 years old are the least likely to pick the living room as the heart of the home (68.2%) and more inclined to pick the kitchen (17.3%) than the national average. The age group most likely to say they spend the majority of their time in the living room are those aged between 45 and 54 years old (84.4%). The increasing popularity of kitchen-diners – where the kitchen is extended to create a space to eat – and the option for families to eat their meal together in the living room, perhaps in front of the TV, means that there’s one room in the average UK home that’s getting little use. When asked which room their household spent the least time together in, nearly a third (31%) of respondents said the dining room. With many households apparently choosing to dine in the kitchen or living room, the dining room has become a space largely reserved for special occasions, such as Sunday lunch or family get-togethers. Other rooms that are seeing very little footfall from families spending time together include the conservatory (12.2%) and posh lounge (10.3%). Spokesman for Ocean Finance Ian Williams says: “It seems households are gravitating more towards the living room or kitchen as a place to spend time together, and dining rooms are becoming obsolete. “One reaction to this has been the growing popularity of the kitchen-diner, and knocking through between these two rooms is a home improvement project many might consider investing in. It would appear to be a popular time to do renovation work like this too, as Ocean saw a 50% increase in home improvement loan enquiries in March, compared with January and February.”

Trees cause over £25 million damage to new homes Over £25million of damage has been caused to new homes by trees over the last six years, according to figures released by NHBC. The figures show that over £25million of claims were made by owners of new homes for damage to their property caused by trees between 2008 and 2013. Last year alone, NHBC paid out nearly £4million in claims following structural damage caused by trees. As summer approaches, an NHBC guide offers practical advice to anyone thinking about planting new trees and shrubs or cutting back existing ones. Tips for homeowners include how to calculate a suitable planting distance away from houses and where to go to check if the tree is protected. Richard Tamayo, NHBC’s Commercial Director, says: “New greenery can create a more attractive garden as well as provide privacy and can help in reducing noise from a busy road. But roots and branches can also cause expensive damage to homes as our figures show. ‘When an established tree is removed or a new one is added, it can affect the moisture content of the surrounding soil. In clay soils, this can cause swelling of the ground or shrinkage. This movement can potentially result in damage to the house foundations due to subsidence or heave, particularly where the foundations have not been designed with trees in mind. ‘If the tree was added or removed before the house was sold by the builder, NHBC’s Buildmark warranty may provide protection. However, if the tree was removed or planted by the homeowner subsequently NHBC cannot provide cover and the household insurance may also not cover the damage. ‘This is an ideal time of year to start planting trees and shrubs ahead of those lazy summer days in the garden. But anyone thinking about planting new trees or shrubs should spare a thought for their home and their neighbours by getting an expert opinion before planting.’ Also consider...

Planting trees and shrubs can enhance a garden, provide privacy and block out noise from next door. However roots and branches can also cause expensive damage to homes. This guide offers practical advice when planting new trees and shrubs or cutting back existing ones. In areas where there is clay soil, new planting may remove the water from the clay producing shrinkage. This shrinkage may result in movement of foundations and the walls which they support. Removing existing trees and shrubs may make it swell. Excessive swelling could damage foundations. Much will depend on the type, size and location of the trees and shrubs and the type of clay. If in doubt obtain advice from an expert before planting new trees and shrubs or if a large tree dies or has been severely pruned. On clay soils, it is best to plant shrubs such as pyracantha, cotoneaster, ivy, Virginia creeper and wisteria more than 3m from your home.

On all soils, allow enough room for trunks and large roots to grow safely and be particularly careful when planting near walls or drains. Regular pruning of fast growing, thirsty trees will help to reduce the amount of water taken from the soil.

UK’s very first solar O&O Barriers installed at Warwick Hospital

Kent based Company, Green Gate Access Systems, has installed the UK’s very first solar O&O barriers at Warwick Hospital. The hospital facilities team contacted Managing Director Neil Sampson last year, to discuss how to enable parking closer to the site for their 300 plus auxiliary nurses and key workers, to speed their arrival on shift. Warwick Hospital had already acquired a nearby disused transport depot and converted it into a 350 space car-park, but lacked the necessary power to control access. Green Gate Access Systems installed two O&O ‘up and down’ car-park barriers at the main entrances, operated via a key code for known users with a GSM intercom linked to the facilities office, should visitors require use of the car-park. The central focus of the installation was to run all of this, up to 300 times per day, per barrier, throughout the winter, on solar power. Using calculations based on daily usage, latitude of the site and accessories connected to the barriers, Green Gate Access Systems selected and installed 24V solar panels to each barrier with an integrated encoder safety device, underground induction sensor and infra-red beam, to ensure they do not come down on people or vehicles. The O&O barriers are robust, supplied with a three year warranty and open and close in just 2.5 seconds, enabling a faster flow of traffic and eliminating tailgating. “We are particularly pleased that the outcome of this project has been as successful as it has.” says Neil Sampson. “With around 600 vehicles per day entering the car park, the solar barriers mean there is zero running costs and zero carbon foot-print for the entire security system. It’s been more than 12 months since the installation and this equipment has seen 2 winters through without a single breakdown or power down – a testament to the ability of solar power to deliver results – even in cloudy Britain!”
