Students from The Trinity Catholic School, Nottingham, are getting a close-up view of one of the city’s largest regeneration projects as part of their BTEC in Construction. Year 10 students have been visiting the Stonebridge Park redevelopment in the St Ann’s area to see new homes under construction by affordable housing developer Lovell, which is based locally at Sandiacre. The visits, arranged through Industry Training Board CITBConstructionSkills, allow students to talk to the Lovell project team and get a vivid insight into the progress of the development. The estate is being regenerated in a partnership between Nottingham City Council, housing association LHA-ASRA Group and the Homes and Communities Agency (HCA). The HCA has invested £5.6m to kick start the scheme, unlocking a total £11 million investment. Lovell is building 95 homes – two-, three- and four-bedroom properties – in the first phase of the Stonebridge Park regeneration,

Construction project starts increase 17% • •
Private residential construction project starts increase 42% year on year Civil engineering projects starts increase 63% year on year
Residential and civil engineering construction projects starting on site increased in the three months to February to boost the underlying year on year value of total construction project starts by 17% according to the latest data from construction industry analyst Glenigan. The underlying value of private housing construction project starts increased 42% year on year for the three months to February. Growth has been concentrated in London, the South and East of England. Scotland, the East Midlands and Yorkshire & the Humber saw declines in housing starts. James Abraham, economist at Glenigan, commented “Glenigan forecast private housing starts to remain buoyant over the coming months despite the increase being exaggerated by the impact of the severe winter of 2010/11 on project starts.” Civil engineering project starts increased 63% year on year for the three months to February. Abraham commented “Utilities and infrastructure sectors saw significant increases in project starts with investments in rail projects in London and the South of England and heavy investment in Scottish utilities projects including recycling plants and wind farms.” Looking ahead Abraham commented “Government spending cuts will continue to restrict new health, education and social housing projects leading to an increase in refurbishment work this year. The flow of civil engineering projects is expected to remain steady because the Department for Transport’s budget was saved from the larger scale cuts imposed upon other departments in the Comprehensive Spending Review.” Abraham continued “While industrial and office building has returned to growth, the sustainability of this growth depends on domestic and international economic prospects. Retail construction prospects, buoyed over the last two years by supermarket expansion, will shift as firms refurbish or extend current stores. Private housing construction has recovered following the declines seen over 2011; however the rate of growth will be hampered by poor household earnings growth and potentially flat house prices.” The March Glenigan Index will be published on 30th March 2012 for 2nd April 2012 release.
Auction sells over £2m worth of property
It seemed like business as usual at Nottingham auctioneers Savills first sale of 2012, with strong preauction interest resulting in a number of lots selling prior to the 26th sale day. A packed sale room at Nottingham Racecourse bore witness to keen bidding totalling over £2 million, with the star lot of the show, Melrose House, selling on behalf of Nottinghamshire County Council. This substantial period building, which is set within the arboretum conservation area, sold for £410,000, against a guide of £200,000 - £250,000. The sale, which saw a success rate of some 80%, also saw keen interest in traditional terraced properties, with a price range from £33,000 for number 1 Sycamore Cottages in Broxtowe, to £64,000 for 473 Nottingham Road, Basford. Several village properties also went under the hammer, with number 28 Debdale Lane in Keyworth, achieving £151,000. Bob Crocker, a Director at Savills and Auction Manager, comments: “As we enter 2012, the market forces we witnessed last year seems to have continued, with interest rates remaining low, which has encouraged investors to seek alternative forms of income. The private sector also continues to be subdued. Those with a genuine need to sell should be encouraged by past results to look to the auction process as a method to achieve a sale within an acceptable time frame”. Strong interest in former council buildings Nottingham City Council is very encouraged by the level of interest in its former office buildings. Following the council’s move to Loxley House, many of the former office buildings are ripe for redevelopment. The former Treasury building has been demolished and a new EON office is taking shape. The development will create up to 800 new jobs which in turn will lead to increasing footfall in the city centre. Plans for the redevelopment of Lawrence House into 170 studio apartments are close to being realised. Again, this could boost footfall which would benefit retailers, restaurants and the leisure offer in the city centre, particularly around Derby Road. The city centre could receive a further boost with interest in the Grade II listed Guildhall Building. Plans, on the table, currently include its redevelopment as a 4 star plus hotel. Severns House, on Middle Pavement, is expected to become a revitalised part of the shopping centre, following its sale by the Broadmarsh Retail Ltd. Partnership. Cllr Chapman says: “The interest being shown in former council office buildings is very promising. All of these redevelopments will bring more people into the city centre and could double the footfall of people in the city centre compared with when the buildings were occupied by council employees. “While the council recognises there are challenges to face with the city’s retail offer, and strategies to deal with this are being developed, the city centre remains a buoyant place to do business.”

Expansion plans for Focus Consultants
Regeneration experts, project management specialists and construction and property services firm Focus Consultants has made six new appointments in Nottingham and Leicester. The company also plans to take on additional staff at its recently opened office in London. The firm, based at Phoenix Business Park in Nottingham, and with branches in Leicester, Lincoln, Boston and London, specialises in securing grant assistance and delivering projects and programmes. Across the UK, Focus has secured £730 million of grant assistance, and delivered more than £980 million of projects and programmes since 1994 - including heritage, culture and the arts, health, regeneration, affordable homes and energy carbon sustainability projects. The recent appointments have been made in response to growing demand for services in the firm’s Energy Carbon Sustainability Team and the Economic Development Team. They will soon be joined in the

EDMOND SHIPWAY GIVEN GO AHEAD ON CONSTRUCTION OF NEW CENTER PARCS VILLAGE
Nottingham multi-disciplinary construction consultancy Edmond Shipway have been given the go ahead to proceed with the construction of the new £250m Center Parcs Village at Woburn Forest in Bedfordshire. The firm will be acting as project manager, cost consultant and dealing with the fixtures, fittings and equipment procurement for the development located on a 360 acre site just off Junction 13 of the M1. The scheme comprises 625 lodges, centre buildings including swimming pools, a luxury hotel, a ground breaking spa and self contained spa suites, indoor and outdoor sports facilities and a range of food, beverage and retail outlets. This follows the completion of all the requirements of planning consent, including the construction of a new roundabout at Millbrook, the diversion of Public Rights of Way and creation of new bridleways and cycle paths around the site. On the 28 February 2012, together with their owners Blackstone, Center Parcs secured the £250m funding to commence the construction phase. The principal contractors for the project will be formally announced shortly and are expected to start the major infrastructure phase of the project in the next few weeks. The project has received backing from the Prime Minister, who recognised the economic importance of Woburn Forest, David Cameron commented: “Center Parcs is much loved by many and this new site is not only great news for holiday makers but great news for the economy too. This expansion and the jobs that it brings will be a real boost to growth and a sign of the increasing investor confidence that there is too.” Center Parcs chief executive officer Martin Dalby said: “We are delighted to be moving on to the next stage of the project and to have a definite opening date of Spring 2014.” “We are delighted to have received the go ahead for construction of Center Parcs Woburn village which will be one the largest commercial leisure projects in the UK over the next few years and, on completion, will reset the benchmark for the UK short break holiday,” said David Stevenson, director of Edmond Shipway. “As their retained project managers and cost consultants, we have worked on numerous projects for Center Parcs over the last 10 years including delivering the rebuild of the village at Elveden and more recently the new tree house accommodation at Sherwood and Longleat as well as the luxury spa suites at Elveden. The go ahead is terrific news for the practice and plans are in place to commence construction shortly.”
HMRC turns the screw on builders Builders could see their bank balances subside as they have moved to the top of the taxman’s targeted campaign list. HMRC has announced that it will this year target tradespeople working in the home improvement market giving them an opportunity to come forward and declare unpaid tax. The campaign builds on previous initiatives aimed at plumbers and electricians, and will include hundreds of thousands of tradespeople in construction and building work such as roofing, window fitting, bricklaying, carpentry and joinery. Mark Herson, Private Client Tax Directorat James Cowper comments: “HMRC’s similar campaign to secure payments from plumbers has so far
generated close to £4 million, so it is no surprise they are utilising similar tactics with builders. “HM Revenue and Customs are using increasingly sophisticated software to identify those who are not paying sufficient tax and the chances of going undetected are therefore diminishing.” Mark adds: “Tradespeople who suspect their tax affairs are not completely upto-date would be well-advised to take the disclosure opportunity. This could be the underdeclaration of income, overclaim of expenses or something unrelated to their business. We recommend that those who believe they might owe tax seek advice from an accountant or tax adviser before making a declaration. This way the bill for tax, interest and penalties can be kept to a minimum.”

The HM Revenue & Customers has recently announced that the number of house sales in the UK fell by one per cent during 2011. However, the early part of 2012 has already seen sales top £5 million at the company’s developments across Cambridgeshire, Leicestershire, Lincolnshire and Northamptonshire. Keen home hunters have been snapping up Linden Homes properties at the rate of seven a week through the month of January, and with a series of new developments in the pipeline – the company is also embarking on a mini recruitment drive for new sales staff. Fine-tuning of Planning System Would Reap Big Rewards – says CBI Further improvements need to be made to major infrastructure planning in the UK to help accelerate investment and speed up decision-making, the CBI says. The UK’s leading business group is calling on the Government to demonstrate its commitment to attracting the £200 billion of investment needed in our infrastructure by 2015, by making the major infrastructure planning system as effective as possible. In a new report, Minor measures, major results – Fine-tuning the major infrastructure planning system, the CBI urges the Government to reduce uncertainty at the pre-application stage, simplify the non-planning consent landscape, and introduce more flexibility and a sense of urgency into the system. Currently, there are 52 major proposed projects in the pipeline, including wind farms, nuclear power stations and key transport upgrades, which have not even reached application stage. Dr Neil Bentley, CBI Deputy Director-General, said: “Businesses approve of the Government’s reforms to our major infrastructure planning system to streamline planning decisions, but it’s vital we don’t lose momentum while these significant changes take hold. Too many applications are still at the initial stages, at a time when we need major investment in our infrastructure.
“We’re suggesting ways the Government can fine-tune the system to spur on much-needed new infrastructure, such as energy plants, railway lines, airports, roads, ports and waste facilities. “Investing in major infrastructure projects will bring big rewards for our economy, with new jobs and growth. But investors both at home and abroad must have the confidence that the planning system will deliver timely decisions, so the Government needs to act now. FMB Urges Chancellor to Focus Budget on Help for the Housing Market

George Osborne MP, Chancellor of the Exchequer, needs look to housing to support the Government’s growth and jobs agenda in this month’s Budget, says the Federation of Master Builders (FMB). Brian Berry, Director of External Affairs at the FMB said: “The FMB’s recent report, ‘Tackling the Housing Crisis’, revealed that by 2015 demand for housing will outstrip supply by more than half a million homes. First time buyers are still struggling to get on the housing ladder and the impact of this has been fewer homes being built despite the pent up demand. Clearly, more needs to be done to help those currently struggling to purchase their own home, which is why we are calling on the Government to reverse its decision to reduce the Stamp Duty threshold for first time buyers from the end of March.” Berry continued: “As well as measures to support growth in the house building industry, the Chancellor must provide more businesses with the confidence to respond to the forthcoming Green Deal energy saving programme. We know the market for upgrading our existing homes to make them greener and more energy efficient is potentially worth billions to the UK economy. Therefore, the Government must ensure the £200 million Green Deal incentive fund is used to drive demand and enable the market to grow. Currently consumer confidence in the economy is rock bottom and the home improvement market is suffering as a result. For the Green Deal to be a success the Government must use the incentive fund to help households that take part early on in the programme to repay the Green Deal charge on their electricity bills.” Berry concluded: “The FMB continues to believe that the Government should also introduce the reduced rate of 5% VAT for all home energy efficiency installations to support the Green Deal. A reduced rate of VAT is a logical step that will make energy efficiency measures more affordable and Green Deal packages more attractive. Recent research commissioned by the FMB suggests this change would come at a relatively small cost to the Treasury and would help to achieve a number of environmental, economic and social policy objectives.”

Surprising drop in Construction Administrations Mark Wilson, Head of Construction at Baker Tilly Restructuring and Recovery LLP, reflects on the insolvency statistics for the construction sector taken from Q4 2011 data released by the Insolvency Service. “These numbers show that administrations have fallen from 94 in Q3 to 71 Q4 2011 a reduction of nearly 25%. “Across all insolvencies, the sector saw a reduction of 30% in failure over the previous quarter. The overall failure figure of 650 is the
lowest experienced in the last four years which peaked at almost double (1209) in Q1 2009. But is this a false dawn? • There are concerns that government cuts in new build projects have yet to fully bite whilst the industry continues to complete projects already committed to, • There may be opportunities for those who refurbish properties as clients make do with their existing stock of buildings • There is likely to be a shift in the favour of Civil engineering as government spending increases
in road and rail building, although many recently announced projects will take some while before works commence • The overall economic uncertainty and prospects for growth and new jobs will continue to have a dampening effect on the sector. “Overall, a cautious welcome for this good news. However, there is always a time lag in getting new projects off the ground and therefore the full impact of the delayed economic recovery may yet still to be seen.”

Work starts this month on Silverdale play area
Funding to complete the refurbishment of Silverdale Play Area on The Downs has been agreed by Nottingham City Council. The City Council is adding new play pieces for children including swings, a climbing net and large moving see saw, a new pedestrian gate to the play area, new seats, new signs and new litter bins. A trail of mosaic tiled stepping stones, designed and made by Silverdale residents in a community arts project at the community centre next to the play area, will wind through the playground. Work is due to start at the end of March and should be completed by May at a cost of £54,300. It is funded by Nottingham City Council, including a contribution of £10,000 from Section 106 local development contributions, and WREN, the Waste Recycling Environmental Ltd, who have given a grant of £29,300 to the project.

Worrying Situation!
Problem:
I hope that you can assist me in what has become a really worrying situation. I own and manage a painting and decorating business and employ around 20 tradesmen. In late 2010 I was successful in picking up a large commercial contract in Birmingham. The project was the refurbishment of a city centre office block. The programme was progressive, starting from the top floor and working down the building, the idea being that the landlord would rent out the finished floors as work progressed. However, part way through the project, with 4 floors completed, the project was put on hold by the client. I later learnt from the main contractor that this was because the client was finding it difficult to get tenants and the floors that had been completed remained vacant. Some months later, I spoke to the main contractor’s contracts manager who said that they had agreed with their client that the other floors could be completed although the client would be allowed to employ quite a few of his own trades directly, including a painting contractor. Although I agreed to initially suspend operations for a few months, my company was banking on this work and I have now had to lay off about half of my work force. Can I do anything about this? The order I received states a lump sum price for the whole of the job (as per my quotation) and refers to
its enclosed Terms and Conditions. I have looked through these Terms and Conditions and nowhere can I see anything about removing work from my price or bringing in others to complete my work.

Response: Hi Paul. Please look at your sub-contract again and see what the terms say are under Variations. A contract will usually allow work to be omitted and you will have to consider how to deal with such an omission against the facts such as why it has been omitted and how has the character of the work changed. However, usually work cannot be omitted and given to another sub-contractor otherwise this will be a breach of contract and you will be entitled to claim damages,
which would normally be your loss or profit (which you will need to prove). Therefore, if your sub-contract Terms and Conditions are indeed silent on this matter, then you should record this in writing to the main contractor and assert that you shall be making a claim for loss of profit on the work removed from your sub-contract. Any agreement between the main contractor and its client should not affect you. If the main contractor has naively agreed with the employer to omit work from its contract without reference to the sub-contractors it will effect, then that is matter for the main contractor, not you. Sandiacre-based Lovell helps Morgan Sindall Group’s results Affordable housing, regeneration and maintenance specialist Lovell, which has local offices at Bostocks Lane, Sandiacre, has contributed to a resilient set of preliminary results for the year ended 31 December 2011, released today (21 February 2012) by its parent, construction and regeneration company Morgan Sindall Group plc. Against a backdrop of challenging trading conditions Morgan Sindall Group delivered a resilient performance in 2011. Profit before tax, amortisation and non-recurring items was £45.3 million (2010: £51.3 million) with revenue up six per cent at £2,227 million (2010: £2,102 million). Adjusted earnings per share were 82.5p (2010: 92.9p), with no change to the total dividend which remains at 42.0p (2010: 42.0p). Despite the lower increase, council homes are set for a multi-million pound investment over the next five years - including new kitchens and bathrooms, replacing wooden doors and windows and energy efficiency improvements. The Government is changing the way council housing is financed, from a complicated redistribution of rents collected from council tenants all over the country to a new ‘self financing’ system being introduced from April, which means all rent collected in Nottingham will stay in the city. In making this change, the Government has assumed a rent rise for Nottingham City Council tenants of 8.36% in April 2012. The Council and Nottingham City Homes asked the Government to think again rather than assume such a high rent increase, but the Government confirmed that it would stick to its figures. Rather than impose this higher increase however, the City Council is proposing a 5.6% rent increase. Councillor Dave Liversidge, Portfolio Holder for Housing, Regeneration and Community Sector, explained: “The City Council, along with Nottingham City Homes, recognises the difficult financial situation many of our tenants face. We know general living costs are rising - so we are trying to keep any increase to a minimum. “We have been and will continue talking to tenants who may be concerned about what the changes mean for them. However I’m confident we are striking the right balance, by keeping the rent rise low, finding efficiencies and savings in the way we provide housing services and continuing to invest in our housing stock.” A five-year investment programme includes: • A £150m programme to bring all homes up to the Nottingham decent homes standard including more new kitchens and bathrooms, • Investing £42m to improve homes, including replacing old wooden doors and windows with new secure doors and windows, and reducing fuel poverty through energy efficiency works in the hardestto-heat properties • Demolishing costly and unpopular older properties and re-housing the existing tenants. Nottingham City Homes is able to help the Council invest more in improving homes by becoming more efficient. The company will save £4m in running costs in the next year - with the City Council’s housing team saving a further £700,000 a year. Chief Executive Nick Murphy said: “We recently surveyed our tenants and leaseholders - 78% of those who responded said the rent they paid represented value for money for the services they receive. We will continue to improve the value for money of the services we offer and make sure this remains the case in the future. “The amount of rent we charge directly affects the money we have for managing, maintaining and improving council homes in Nottingham. We asked tenants where they would most like to see new investment spent, and their clear priorities were improved security, such as new doors and uPVC windows, improved energy efficiency and new kitchens and bathrooms. Tenants have also said they would like us to focus on creating local jobs and apprenticeships to do this work wherever possible.” Nottingham City Homes is offering help and advice to tenants worried about the effect the rent increase and other changes to benefits will have on them. Any tenant can call 0115 915 4920 to get free money advice and guidance on ways to cut bills and tackle debt. Nottingham City Homes are also organising a ‘Money Matters’ roadshow on 9 March at the Council House when more than 40 organisations will be on hand to offer tenants advice and support on everything from saving on their energy bills, to getting back into work.

Civic Trust award for health and leisure scheme
An East Midlands-based development team is celebrating the news that one of its projects has been presented with a Civic Trust award. East Midlands civil and structural engineer BSP Consulting worked in association with Ashby de la Zouch developer LSP Developments, Tamworth architects West Hart Partnership Ltd, Nottingham-based landscape architect Dave Singleton, of DSA Environment and Design, and quantity surveyors/project managers Carl Dean Associates, of Sutton Coldfield, on Moor Park Health and Leisure Centre in Blackpool. The centre, which is a three-storey development that includes three GP surgeries, PCT outpatient services, as well as a library, gym and swimming pool, has just received the Blackpool Civic Trust Award for best new build in 2011. One of the more unusual aspects of the scheme is the way that water and drainage has been used creatively as part of the play areas. Rain that falls on wider parts of the site, such as on roofs and car parks, is channelled through the play area to make not only a sustainable drainage system but a healthy and fun play area for children. Young Builder of the Year 2012 Awards launched The national awards to celebrate the achievements of young people who have overcome personal barriers to work and train for the construction industry has been launched.
The Young Builder of the Year awards has successfully run for 13 Last year’s winner, Shane Dean Evans with years and each year Nick Raynsford (left) and Tommy Walsh has attracted a growing number of entries from the future talent of the UK building industry. There are two categories of awards; - those in employment aged between 16 and 25 years old and those still in education aged between 14 and 16 years old. The awards ceremony will be held at the House of Commons on 18th October. Last year’s overall winner, Shane Dean Evans (pictured above), who was the winner in the 16 to 24 year-old category, suffers from Cystic Fibrosis. Despite having this serious medical condition, he has excelled in his vocational education and has demonstrated sheer determination to succeed as a qualified joiner and have a real impact in his workplace. The 2011 winner in the 14 to 16 year old category was Giovanni Damiani. He was bullied at school fell into the wrong crowd, and then left before gaining any qualifications however his training manager at Windermere Construction Skills Centre reflects that Giovanni has shown the greatest shift change of any of the hundreds of young people who have attended the centre; he is a dedicated and motivated trainee. Applications will open in late April for both categories of the Young Builder of the Year 2012. ‘Without Head Start I’d still be renting’ says first time buyer Patrick
A first time buyer from Nottingham has escaped the rental trap and can now call his home his own after taking advantage of Barratt’s Head Start scheme at its Hallam Fields development in Ilkeston. Until recently, Patrick Coleman aged 24, never thought he’d be able to afford to buy his own house, Patrick said, “Although I’d been thinking about buying my own home for about two or three years, I just never thought I’d be able to afford it. It turns out that I’m only paying £25 more on a mortgage than on rent.” Having rented for a year and a half, Patrick has been able to stop paying his landlord’s mortgage to invest in his own. He continues, “Without the Head Start scheme that Barratt offers, I don’t think I’d of been able to move at all.” Head Start allows Barratt Homes customers to move into a new home for initially just 80 per cent of the asking price. The remaining 20 per cent is funded through a deferred loan which is payable either in ten years time or when the

Last chance to access shop front funding
The Shop Front Initiative is a grant fund operated by Newark and Sherwood District Council that can offer financial support towards the improvement of shop fronts on retail units within the market towns of Newark, Southwell and Ollerton. The fund is available to independent businesses operating in the retail sector that wish to make a visible improvement towards the ground floor appearance of their shop/retail unit. Owners and landlords of empty units can also apply. The scheme can help by providing grants of up to £1,000 for the renovation and/or improvement of shop fronts. Applicants must contribute 50% towards the cost of the work, and demonstrate that there is a definite need for the improvement that will benefit both the business and make a visible improvement to the town centre. Grant assistance is geared towards expenditure on professional painting and decorating services, repair and/or replacement of fascias and signage. One beneficiary of the grant in Newark was Cameron Ford, Managing Director of Reflect Recruitment. Cameron said: “The shop front initiative offers welcome financial help in a tough economic climate. I have often been put off applying for grants in the past, thinking that it would be laborious and time consuming, but this was very easy to apply for with a brief and simple form. I would highly recommend any retailer or business with a shop front to apply as soon as possible to take up this offer.” The shop front initiative is funded by a £3m Department for Communities and Local Government scheme to help boost town centres during the recession. The council was awarded £52,632. The council’s Deputy Leader and cabinet member for Sustainable Development and Regeneration, Cllr Roger Blaney, said: “The shop fronts grant has been a welcome boost for local businesses. Planning permissions drought worsens New statistics reveal that housing permissions have halved in 4 years. The report, compiled for HBF by Glenigan reveals; •
Total 2011 permissions granted in England lowest since survey started in 2006

Just 115k permissions granted in 2011, half the 2006 level and half the number required

In Q4 2011 approval was granted for just 27,732 units in England – 6% down on Q3 2010

Just 16,334 social units approved in 2011, down 47% on 2010 and 52% on 2006

Quarterly average in 2011 was 28,853 compared to 33,535 in 2010 and 53,116 in 2006
Figures released in HBF’s latest Housing Pipeline report reveal that approvals for just 27,732 homes across England were granted in Q4 of last year, a fall on Q3 and on the same period a year earlier. It means that the total number of permissions granted in 2011 was the lowest since HBF started the survey in 2007, with permissions running at half the level of four years ago and half that required to build the homes needed to meet demand. The figures are a huge wakeup call and forcibly demonstrate why Government must stand firm and deliver a pro growth National Planning Policy Framework and resist the vocal anti development lobby’s scaremongering If the new planning system is not pro-growth other positive measures – for example the NewBuy mortgage indemnity scheme, Get Britain Building, release of public land – cannot succeed in boosting housing supply. Planning permissions granted now will, in the main, be built during the next three or four years. At a time when fewer homes are being built in England than at any time since the 1920s, the figures reveal the potential for intensifying the country’s housing crisis. The social effects of continuing to undersupply homes are obvious: five million people languish on local authority waiting lists, millions
more live in over-crowded and substandard accommodation, whilst first-time buyers have all but disappeared – further stagnating the housing market. An additional 140,000 homes a year are needed to meet demand. Delivering these could create half a million jobs and boost the economy both locally and nationally. Stewart Baseley, Executive Chairman of the HBF, said: “This is a stark reminder as to why Government must stand firm and deliver a robust and adequate planning system. “Government has recently unveiled some very positive measures aimed at boosting housing supply, particularly the NewBuy scheme, but they cannot succeed unless we have a truly pro-growth functioning planning system. “The new system must provide enough viable land to build the number of homes the country needs. Continuing the current record low level of house-building is storing up huge social and economic problems for the years ahead and the shortfall must be addressed. “Building the homes we need would take millions off social
housing waiting lists and enable beleaguered first time buyers to get a foot on the ladder. It could also create half a million new jobs, and give the country a huge economic boost.” Allan Wilén, Glenigan’s Economics Director, commented, “The number of new homes securing planning approval hit a new low last year, falling below the previous low point set in 2009 during the depths of the recession. The near halving in social housing units securing approval was especially stark and combined with the continued weakness of private housing approvals leaves the overall number new homes at 132,000. This is half the level of annual approvals seen during 2006 and 2007 prior to the recession.” The Government is currently considering responses to its consultation on the NPPF that will provide the nuts and bolts of its new planning system. Its draft proposal empowers local people, businesses and charities to shape growth in their communities. It strikes a balance between economic growth, a presumption in favour of sustainable development and existing environmental protection.

RICS launches new real estate qualification
Real Estate Agency Associate pathway now available
RICS has today launched a new qualification, allowing those from non-traditional educational backgrounds to gain recognition of their experience in residential, commercial and mixed-use property. Few property professionals operate in solely one area and while most pathways are specific in terms of specialism, this qualification is more multi disciplinary for agency professionals, reflecting the changing needs of the industry. RICS Associate members earn around £5,500 more than their nonqualified counterparts* and enjoy greater prospects and employability. RICS Associate qualifications were introduced in 2009 and allow those without traditional academic qualifications to enter the property profession, with candidates training while in employment. RICS Associate provides fairer access to the profession and ensures candidates and members are adhering to RICS standards. Upon completion of the qualification, candidates then have the option of studying towards full chartered surveyor status. Richard Deeprose, RICS spokesperson, commented: “The latest Associate pathway allows those without the traditional university education to gain a qualification that recognises their skills and experience in a variety of real estate sectors. Few property professionals work solely in one area so this new multi disciplinary qualification reflects the changing face of the industry. “RICS Associate members earn significantly more than their non-qualified counterparts and – by qualifying in a variety of sectors – they can enjoy greater, more flexible career options. While not equating to full Chartered Surveyor status, the qualification represents a significant first step on the ladder.”
Morgan Sindall performance helps parent group’s results Construction company Morgan Sindall, which has local offices at The Phoenix Centre in Nottingham, has contributed to a resilient set of preliminary results for the year ended 31 December 2011, released on 21 February 2012,by parent construction and regeneration company Morgan Sindall Group plc. Against a backdrop of challenging trading conditions Morgan Sindall Group delivered a resilient performance in 2011. Profit before tax, amortisation and non-recurring items was £45.3 million (2010: £51.3 million) with revenue up six per cent at £2,227 million (2010: £2,102 million). Adjusted earnings per share were 82.5p (2010: 92.9p), with no change to the total dividend which remains at 42.0p (2010: 42.0p). The Group’s forward order book currently stands at £3.4 billion (2010: £3.6 billion) with a growing regeneration pipeline of £1.8 billion (2010: £1.4 billion), and a further £0.6 billion of regeneration schemes at preferred developer stage. Key projects for Morgan Sindall in the East Midlands include a £6.7 million contract to construct a flagship leisure centre for Leicester’s De Montfort University and the on-going construction of the University of Leicester’s new £12.6 million Cardiovascular Research Centre at Leicester’s Glenfield Hospital. Morgan Sindall is also delivering a range of projects under the East Midlands Property Alliance (EMPA) framework, including the £800,000 refurbishment of St Anns Wells Primary School for Nottingham City Council. Investing in Nottingham’s children by building better schools £29.6 million is being invested into Farnborough School and the Bluecoat Academy. The £17 million rebuilding of Farnborough School and Technology College in Clifton is ploughing ahead. The PFI project is currently at the detailed design stage awaiting planning approval. Construction work is due to start in July this year and will be completed in December 2013. Once staff and pupils have moved into the new building in January 2014, most of the existing school buildings will be demolished to make way for mini pitches and a flood-lit MUGA (multi-use games area) which will benefit the local community. In addition, the design and planning works are progressing well for the £12.6 million refurbishment of Bluecoat Academy’s Wollaton Park. Construction work is due to start in April and will be completed in January 2014. The entire campus will be completely remodelled to create three distinct teaching bases for Years 7/8, Years 9/10 and Year 11 which feature flexible teaching, social and dining spaces with ICT access. The existing temporary accommodation will be removed and replaced with new buildings and the school grounds will be landscaped to provide external teaching and social spaces which inspire pupils to engage with the natural environment. The construction work will be delivered by Nottingham’s Local Education Partnership (LEP), a public private partnership between the City Council and Inspiredspaces, which has rebuilt or remodelled ten schools to date in Nottingham on time and within budget. Councillor David Mellen, Portfolio Holder for Nottingham City Council, said: “The significant investment in these two schools supports the Council’s strategy to ensure that every child and young person has access to the very best facilities so that they can get the most out of their school life and have the best possible chance to reach their full potential.” These are the final two schools that will benefit from the former Government’s Building Schools for the Future (BSF) programme. A significant number of Nottingham’s schools have been transformed as a result of BSF investment. The Council is therefore disappointed that these will be the last schools to benefit from the BSF programme following the Governments decision to cancel the funding for the remainder of the city’s secondary and special schools.

Secured by Design launches new 3D design toolkit Flagship UK police initiative Secured by Design in association with Hampshire Police, have launched a new 3D virtual toolkit for planners, architects and surveyors, to help build an understanding of security in housing developments and highlight best practice solutions. The toolkit, which is free to use on the Secured by Design website, was developed by architecture and graphic design studio Re-Format to allow professionals to explore the principles of designing-out crime within a 3D CADstyle housing plan. A series of scenarios, including the layout of communal spaces, use of lighting, mail delivery and landscape planting, highlight the design decisions that would increase the risk of crime and anti-social behaviour. For each example an alternative is provided, detailing the relevant standards recommended by Secured by Design and the Police services. The requirements and recommendations within the toolkit are based upon verified research and have been proven to achieve a reduction in crime risk of up to 60%.
