New office scheme launched at Waterside regeneration project

Housebuilder searching for new apprentices across the North Midlands BARRATT and David Wilson Homes is continuing its positive work to support local employment, by creating new roles to develop talent in the construction industry across the North Midlands. The five-star housebuilder aims to recruit three new trade apprentices specialising in bricklaying to work across its developments in Leicestershire, Derbyshire, Nottinghamshire, Lincolnshire and Warwickshire. Over 300 new homes in the pipeline in Oadby
A DEAL HAS been agreed which is expected to bring 310 new homes to Oadby, Leicestershire. Under the instruction of the Co-operative Group, Savills East Midlands development team has completed on the sale of approximately 40 acres of development land at Gartree Road, to Bellway Homes Ltd in excess of the £20 million guide price. The proposed scheme will be made up of 2, 3, 4 and 5 bedroom homes, which are expected to be particularly popular with professionals and families due to the desirability of the area and its proximity to the surrounding commercial hubs. The site is situated on the edge of the town, approximately five miles to the south east of Leicester City Centre. It is connected to the centre of Leicester via the A6, which also leads south towards Market Harborough, Kettering and Corby, and north to Loughborough and Nottingham. Ann Taylor, development director at Savills in the East Midlands, who led on the deal, comments: “The land formed part of the Local Plan to meet Government-set housing targets and after planning consent was secured in 2018 Savills launched the opportunity to the market in early 2019. The confidence in the location and strength of anticipated market demand made this is a highly sought after site and, as a result, we generated a significant level of interest from a range of regional and national housebuilders. “It was a very competitive marketing process which has culminated in a sale to Bellway Homes. Whilst this was a complicated deal all parties allocated a significant amount of resource to ensure unconditional completion within just three months. We wish Bellway the very best on this exciting, landscape changing and community enhancing residential scheme.” The site is located next to the popular Stoughton Grange, which is home to a variety of businesses from local delis to designers and a popular gastro pub. As part of the development, Bellway is rebuilding the car parking for the commercial occupiers as part of the planning consent and to further enhance the surrounding area. Ann adds: “This additional agreement is particularly advantageous to the commercial tenants and their visitors in further improving the already desirable area. As part of the S106 agreement, Bellway will also be making wider contributions to the area including over £2.5 million in S106 costs towards education in the borough. In addition, contributions will be made towards local libraries, healthcare, allotments and contributions towards on and off site open space including sports facilities and public footpath works.” Work is expected to commence on site this summer, with the first homes expected to be completed by early 2021. Positive construction figures mask fall in repair and maintenance output says FMB COMMENTING on the February statistics from the ONS that show construction output grew by 2.5% in 2019, compared to 0% growth in 2018, Chief Executive of the Federation of Master Builders (FMB), Brian Berry said: “Despite toxic uncertainty, political ups and downs and bad weather in 2019, it is a testament to the resilience of the construction sector that it grew by 2.5% last year.” “However, the positive overall figure for last year shouldn’t mask the disappointing performance of the repair and maintenance sector which saw minimal growth of 0.7% and a fall of 1.7% in private housing repair and maintenance” “A national retrofit strategy would help boost the domestic repair and maintenance sector, providing confidence and support to homeowners and builders to make the necessary upgrades to our ageing housing stock. At this same time, this would help to reach net-zero emissions by 2050.”

£4million revamp for Leicester city centre streets PLANS for a major £4million revamp of three busy Leicester city centre streets have been announced by Leicester City Council.
The city council is planning major improvements to Horsefair Street, Pocklingtons Walk, nearby Market Place South (and a small linking section of Millstone Lane) as part of the Connecting Leicester project, which is improving routes through the city centre while making it more attractive to investors and developers. On Horsefair Street, footpaths will be reconstructed with high-quality block paving and the realigned carriageway will be resurfaced. A new contraflow cycle track will be created to extend the network of safe cycle routes across the city centre. As part of the revamp, a new footpath will be created into Town Hall Square. This will link directly to Dolphin Square, with a raised area across the carriageway to link the two areas of public realm. These improvements will extend onto Pocklington’s Walk, where footpaths will be improved, and the carriageway realigned and resurfaced. A contraflow cycle track will provide a direct link from Horsefair Street to the new cycle lanes created on Welford Road, Newarke Street and Belvoir Street. A small number of Pay and Display parking bays will be introduced on Chancery Street to offset removal of parking on Pocklington’s Walk. Nearby Market Place South will also be reconstructed and resurfaced, extending the improvements recently completed in Market Place. Work to improve the pedestrian link at Dolphin Square will also be completed, with a high-quality resin-bonded gravel finish. The improvements will be part-financed with up to £1.85 million from the European Regional Development Fund (ERDF), following the city council’s successful bid for over £6 million of funding to support a range of ambitious transport related projects that aim to cut greenhouse gas emissions. LITTLETHORPE is to be boosted by at least 32 affordable houses following the sale of an old depot. A £1.125 million deal for the site on Warwick Road, Littlethorpe has been agreed with emh group and approved by Councillors. Once completed, 32 affordable properties are expected to be built on the site, including much-needed bungalows, two bed and three bed properties. City council poised to buy 175 boarded-up homes near Leicester General Hospital from NHS AS REPORTED in the Leicester Mercury, Leicester City Council are set to buy 175 homes from the NHS to try to ease Leicester’s social housing shortage. The homes near Leicester General Hospital in Crown Hills were until recently occupied by health workers and their families who were evicted by The University Hospitals of Leicester NHS Trust (UHL) last year. NHS managers said the homes were not fit to be lived in and that it would cost some £5 million to bring them up to an appropriate standard. However Leicester City Council is now poised to put in an offer for the properties and make them available to some of the 6,000 people currently waiting for a council home locally. Assistant mayor for education and housing Elly Cutkelvin told councillors at a full council meeting: “It’s particularly important we look at portfolios such as this when you consider our diminishing role as a landlord. “We are losing a lot of properties through the right to buy so it’s essential we take all opportunities that come our way. Coun Cutkelvin said the housing officers met NHS officials before Christmas to look at the homes to see if they were viable to be taken on as council properties. She said: “It was confirmed that they would be. “We are now in ongoing dialogue with the NHS and hope to be in a position to make an offer soon subject to valuation and all the necessary approvals being in place. City councillor Patrick Kitterick, who initially suggested the city council acquire the Hospital Close homes, congratulated the council and the NHS for the swift action taken. Coun Cutkelvin said she hoped the deal would be complete before the end of March and the financial year and have them back in use as homes as as swiftly as possible after that.” She said the homes were in ‘average to poor’ condition at the moment but could be renovated but no defined price for the purchase or work at the moment.

Coalville car parks to be sold in new town centre regeneration deal THREE of Coalville’s town centre car parks will be bought by Gylo, the new owners of the Belvoir Shopping Centre, as part of a regeneration deal with North West Leicestershire District Council (NWLDC). The sale of the car parks is a key element in the agreement that enabled the sale of the centre into new hands and will directly support Gylo’s overall plans to invest in the revitalisation of the town centre. The car parks that will transfer into Gylo’s ownership are North Service Road Car Park, Needhams Walk Car Park and Bridge Road Car Park. Five other car parks in the town centre – at the Market Hall, Margaret Street, James Street, the Council Offices and London Road – are unaffected by the formal agreement between the council and Gylo.

NFB responds to the First Homes Scheme
‘First Homes’ scheme will lower deposit and mortgage requirements HOUSING SECRETARY, Robert Jenrick has announced plans for first time buyers, which will cut the price of new homes by a third. The ‘First Homes’ scheme will lower deposit and mortgage requirements for local first-time buyers in England and the discount will remain for subsequent buyers. Richard Beresford, chief executive of the National Federation of Builders (NFB) commented: “It is welcome news to hear Mr Jenrick say that the ‘First Homes’ scheme will be for larger developments because currently, smaller sites deliver proportionately more affordable housing than larger ones. It’s also fantastic that the Government listened to our recommendations to support key workers.” The Government has said that the discount will be provided through the planning system and it will not incur any additional building costs. Key workers, such as nurses, Housing Secretary, police and military personnel, will get priority. Robert Jenrick However, more clarification on the scheme is needed. Rico Wojtulewicz, head of housing and planning at the House Builders Association (HBA), said: “The ‘First Homes’ consultation is an opportunity for the Government to reform some of its housing approaches. Many English regions already deliver affordable homes, therefore the scheme may be more suited to unaffordable regions. The Government may seek to reform planning contributions because CIL, which was meant to replace section 106, is still not implemented nationwide. And it may like to define and exempt medium sized sites too, as they have now been included in the National Planning Policy Framework.”

Refreshed optimism as activity continues to grow in East Midlands housing market • Buyer enquiries, agreed sales and new instructions all rise over the month • East Midlands’ respondents remain upbeat on the outlook for sales over the coming year • House prices rise for the third successive month
RENEWED optimism from buyers and sellers saw a continued pick-up in sales activity across the East Midlands’ housing market, according to the January 2020 RICS UK Residential Market Survey, with both the number of agreed sales and new homes being listed for sale improving over the month. Across the region, the number of homes being listed for sale increased in January, as a net balance +10% of respondents reported a rise, up from +3% in December. In addition to the increase in homes being put up for sale, January saw an increase in the number of people looking to buy as new buyer enquiries rose to a net balance of +19% from +17% in December. As well as this, agreed sales rose for a second month in a row (a net balance of +18%).
Looking ahead, respondents to the survey expect this refreshed optimism to continue with sales anticipated to rise across the East Midlands, both in the near term and for the year to come. This up-turn in activity is also reflected in the level of market appraisals undertaken over the month, which was higher than a year ago, marking the first positive reading for this series since it was introduced in 2017 (a net balance of +20% of respondents nationally reported an increase). Despite the improvement it follows a sustained period of falling supply, meaning average stock levels remain relatively low at an average of 54 properties per branch. As sales activity improves, house price pressures appear to be building. The East Midlands’ price net balance moved up to +26% in January, following six months of flat readings. At the national level,
the survey pointed to house price growth for the first time since July 18, being underpinned by growth in London and the South East. Going forward, respondents to the survey expect prices to rise both in the coming three months and over the year ahead. Chris Charlton FRICS, of Savills in Nottingham, commented: “A change in market sentiment has seen many new applicants registering, and viewings up. Let’s hope they turn into sales but seems a positive start to 2020.” In the lettings market, demand for rental properties rose in the three months to January (seasonally adjusted quarterly series), with a net balance of +30% of respondents citing an increase. This quarter, a net balance of 25% of respondents also reported a fall in the number of new rental properties being listed. Given this sustained mismatch between rising demand and falling supply, rents
are expected to rise in the next three months, with respondents anticipating rents to rise by a little over 2% in the year ahead. Simon Rubinsohn, RICS Chief Economist, said: “The latest survey results point to a continued improvement in market sentiment over the month, building on a noticeable pick-up in the immediate aftermath of the General Election. “The rise in new sales instructions coming onto the market is a noteworthy and much needed development, given the lack of fresh listings over the past few years had pushed stock levels to record lows. “It remains to be seen how long this newfound market momentum is sustained for, and political uncertainty may resurface towards the end of the year. But, at this point in time, contributors are optimistic regarding the outlook for activity over the next twelve months.”

PRELIMINARY works on the proposed car park and hotel developments at Leicester Tigers’ Welford Road Stadium will begin on Monday, March 23, 2020. Property developer Marshalls Commercial Property Development Ltd will break ground on the £22 million project which will see the construction of a five-floor 183 room hotel on the surrounding 1.7acre Granby Hall car park site. All existing NCP equipment such as operating ticket machines, signage and the height restriction barrier to the main entrance will be decommissioned and removed from site prior to vacating on Friday, March 20. The date marks a huge step for the club, who first announced plans to develop the surrounding site in July 2017. Supporters who currently have seasonal parking with the club will not be affected, however those in hospitality who usually park in the NCP and Crumbie Car Park respectively will be notified with the appropriate changes. The club anticipates that the construction work will cause some disruption around the stadium in terms of parking and accessibility and will be sharing further details in due course.

Planning resubmitted for Rutland roadside retail units
PLANS to create four new retail units on the former Ram Jam Inn site in Greetham, Rutland have been resubmitted for planning approval. The updated planning submission was prepared after the previous scheme was refused in October 2018. Godwin Developments purchased the site in 2018. By working with Nicol Thomas architects, Rutland County Council and key stakeholders from the local community, the new proposed development plans have addressed concerns raised and have strived to be more in keeping with the local vernacular. Builders’ Problems SOLVED
Work given to another contractor – can I claim damages? PROBLEM: Your view on an issue we have would be appreciated. We have a sub-contract order for just over £18,000.00 to undertake roof repairs. The work should have commenced on 20th January 2020, but this start date was initially put back a week. A few days before the revised start date, we were again advised that the start date had been put back by another week. On the Thursday before this latest revised start date, we were informed that the client was placing the roof repairs that we had the order for, with another contractor! Where do we stand with this loss? Aside from juggling labour around a couple of times for the delay, are we able to claim any loss of profit? The job had been booked in since December 2019. Thanks in anticipation.
Response: Having an order given, then being taken away, is not very nice; and if it is a breach of contract, you will be able to claim damages. However, I would emphasise the ‘if ’ as in ‘if it is a breach of contract’. This is because it depends whether the ‘order’ merely accepts your quotation and / or the terms placed in the order in relation to removing work from your contract. Additionally, it will also depend upon whether your client was another business (‘B2B’) or a consumer (‘B2C’), as the law for B2C contracts is much more stringent than with B2B contracts. For example, a consumer has the right to cancel a signed contract made at his or her home within 14 days of signing, but the contract is void altogether if that right was not included as a term of the signed contract. Assuming that your client is a business, then you need to look at the wording of the order and whether there is a binding contract that has come into existence. If the order has simply been sent to accept your quotation and does not contain any terms that differ from your quotation insofar that the order could actually be said to be a counter-offer, then a
binding contract would have come into existence. If, on the other hand, the ‘order’ actually makes an offer to you (and the change from your quotation could be as a subtle as a different start date, duration or completion date), for a contract to come into existence under those circumstances, it would need an unequivocal acceptance from you. Such acceptance could be via an email which simply says ‘yes’, or commencing the work on site (which is known as ‘contract by performance’, although from your outline, this does not apply as you never started the work). If a binding contract has come into existence, and notwithstanding any terms of the agreement that may permit removal of work or cancellation, then you would have a good cause of action for repudiatory breach of contract, whilst your claim for damages would be any cost you may have incurred pursuant to the contract (like materials), plus loss of profit. The Department for Education wants to set up the Avanti Fields free school in at a 9.5 acre site off Colin Grundy Drive, in Hamilton. NEW RESEARCH from the Local Government Association (LGA) has revealed that more than a million homes were not built in the past decade despite planning permission for them being granted.
The figures showed that 2,564,600 units have been granted planning permission by councils since 2009/10 but only 1,530,680 units were completed in the same period. Councillor David Renard, the LGA’s housing spokesman, said: “The planning system is not a barrier to house building. The number of homes granted planning permission has far outpaced the number of homes being built.” Shadow Housing Secretary John Healey said: “These figures give lie to the Government’s claim that council planning departments are the problem in getting more new homes built.” Rico Wojtulewicz, head of housing and planning at the National Federation of Builders (NFB), said: “Cllr Renard and John Healey MP do not appear to understand the development process and their comments are deeply offensive to the 80% of small builders that over the previous

thirty years have ceased trading. “I encourage both to look into why so many local plans are allocating and granting such great numbers of undeliverable and difficult to deliver planning permissions. “Before shovels are allowed in the ground, many developments have pre-commencement conditions to clear, contribution negotiations to conclude or major infrastructure investment to complete. Some permissions are outline planning applications, or are put forward by land promoters, not builders, who haven’t calculated the cost of actually building the homes. “Sweeping statements about undelivered homes to make a political point, ignores delivery challenges and sustains the housing crisis. The HBA lobbied for a small sites register to ensure deliverable permissions get allocated. The LGA rejected it. We lobbied for a greater number of small and medium sites in local plans. The LGA rejected it. Yet we backed their call for an increase in planning fees to better resource planning departments and to unlock funding for council homes. It’s time that politicians on all sides understood the challenges of delivering homes and stopped playing politics with the housing crisis.”

LANDLORDS selling their properties could find themselves with a heftier Capital Gains Tax (CGT) bill than they expected, due to changes to the system coming into effect in April. Andrew Parker, auctioneer and managing director at SDL Auctions, explains the changes, how they could affect you and what you can do to mitigate your liability. There are three main changes coming to Capital Gains Tax (CGT) on 6 April 2020 so, if you’re planning on selling any of your properties this year, the easiest way to mitigate your liability is to do so before the changes come into effect. As long as you exchange contracts before 6 April, your CGT will be calculated under the more favourable current rules. Capital Gains Tax is a tax on the profit you make on an asset such as a property which is not your main home. Put simply, if you buy an investment property for £150,000 and sell it for £250,000, you will usually have to pay CGT on the £100,000 profit you have made. You get a £12,000 CGT allowance per year and reliefs may be available, too. It’s a complex tax with many considerations, so it is always worth consulting a specialist tax advisor who is experienced in this area. Among the upcoming changes are three which are most likely to affect landlords and investors:
CGT payments must be made within 30 days This change affects everyone liable for Capital Gains Tax. Currently, payment isn’t due until 31 January of the year after the gain was made, giving you a maximum of 21 months to pay. For capital gains made on or after 6 April this year, the bill will be payable within just 30 days of the completion date, with a penalty and interest payable if you miss the deadline. Take a look at the difference just one month could make: • Exchange in March 2020: you’ll have until the end of January 2021 to pay – a total of 10 months. • Exchange in April 2020: you’ll only have 30 days to pay.

Changes to CGT relief These changes will only affect you if you have lived in a property you are now letting. If you have never lived in the property you’re selling, these reliefs are not currently available to you so the changes are irrelevant.
Private residence relief If a rental property was previously your main home, you are entitled to private residence relief (PRR) for your period of occupation, with the final 18 months of ownership always qualifying for PRR, regardless of the property’s use. For example, if you have owned a property for 10 years (120 months) and lived in it for the first year, you can currently claim relief on a total of 30 months (12 months of residence plus a further 18 months). This is 25% of the ownership period so would reduce the taxable amount of a £100,000 capital gain to £75,000. On 6 April 2020, the final PRR period will be reduced to nine months, so relief in the above example could only be claimed on 21 months, reducing the CGT bill by 17.5% instead of 25%. This would mean £82,500 of a £100,000 gain would be taxed.
Lettings relief Lettings relief can also be claimed if you have lived in the rental property you are selling and is worth a maximum of £40,000 per person per property. Without going into detail as it is quite complex, this could reduce the tax liability on the above example by a further £25,000 – meaning the seller would now be taxed on £50,000 of the gain. However, from 6 April, lettings relief will no longer apply if you share occupancy with a tenant, such as if you rent a room to a lodger. These changes mean selling a property on or after 6 April 2020 could cost you much more in Capital Gains Tax – and you’ll have less time to pay the bill, too. Therefore, if you’re planning on disposing of any properties this year, you could be wise to act sooner rather than later.

CHANGES TO the off-payroll working rules - which will impact on the construction industry by placing additional obligations on medium and large developers and contractors (as well as some additional obligations on public authorities) who engage off-payroll workers and professionals – are due to come into force on 6 April 2020.

At the time of writing, the government review relating to these tax changes is still ongoing. However, the government announced on 7 February that “[a]s part of a review into changes to the operation of the off-payroll working rules (IR35), HMRC has made an announcement to give business more time to prepare.” (HMRC announces change to the off-payroll working rules) This appears to be in recognition of businesses’ concerns over what payments would be affected by the change in the rules – and the government has confirmed that “[t]he rules…will now apply only to payments made for services provided on or after 6 April 2020. Previously, the rules would have applied to any payments made on or after 6 April 2020, regardless of when the services were carried out. It means organisations will only need to determine whether the rules apply for contracts they plan to continue beyond 6 April 2020, supporting businesses as they prepare”. This may provide some comfort to the construction industry, and it will be interesting to see whether any further changes come out of the government review. However, it is worth noting that the government also says it has taken this action “to give businesses certainty and more time to prepare to ensure the smooth and successful implementation of the reforms that come into force in April” – and from this, it is clear that the government’s intention is for the changes to the off-payroll working rules to still take effect on 6 April 2020, and not for these changes to be postponed. Star students honoured by NFB THE LEICESTERSHIRE and Rutland Association of the National Federation of Builders (NFB) has now closed and one of its last actions was to set aside money to give to local colleges to assist with their training. In recent months, it has lent support to the careers of two star students who attend Leicestershire colleges. Andrew Oldershaw, a past President of the Leicestershire and Rutland Association of the NFB, attended the award evenings of two colleges. He first presented Jack Blockley (pictured right), an apprentice carpenter and joiner with Bloor Homes, training at Stephenson College, Coalville, Leicestershire, with an NFB award and cheque, for his outstanding achievement, as recognised by his tutors.
A few weeks later, Chloe Downes (pictured left), an apprentice painter and decorator with Nuneaton-based firm, Carl Smith, and who is training at North Warwickshire and South Leicestershire College’s Harrowbrook Campus, was named Construction Student of the Year by her tutors. As part of the college’s annual celebration of achievement, Andrew presented her with a certificate, award and cheque. Andrew Oldershaw commented that he was encouraged and delighted to see the effort to achieve excellence being demonstrated by those in the apprenticeship schemes and also to witness their commitment and skills being recognised by both the colleges and the NFB.

Industrial Sector Attracts High Level of Investment LEICESTER has experienced a 96% increase in the takeup of Grade A industrial space – according to the city’s annual in-depth commercial property review published by Innes England. The company’s Market Insite report – which monitors trends in the regional property market across Leicester, Derby and Nottingham – found that prime rents reached a new high in excess of £7 per sq ft due to strong demand for industrial space. Secondary rents in the sector also moved to £5.50 per sq ft, an increase of 4.8% on the previous year.
Peter Doleman, director at Innes England, said: “The decision from developers to build speculatively has proven to be valuable as the industrial sector was the standout performer in 2019. Activity was
dominated by Grade A space lettings, which accounted for 64% of transactions – satisfying the demand from the big box logistics operators, as well as more local occupiers.” Important transactions included the letting of 100,837 sq ft to JLG Power Towers at Leicester Distribution Park; 578,000 sq ft to the VF Corporation at Bardon; and 330,000 sq ft to 4PX on behalf of Alibaba at Leicester Commercial Park. Peter added: “Availability remained broadly similar to 2018, although there was a reduction of Grade A units purely due to the high levels of take-up within this sector.” The value of investment transactions fell to £181.9m – the lowest level since 2015 after a peak of £412.7m in 2018. The industrial sector accounted for 56% of total transactions, with the largest deal being the £55m forward funding of a 525,000 sq ft logistics development at EDMC Business Park, in Castle Donington, by AEW UK and Allianz Real Estate. The Market Insite report, now in its 13th year, showed that office take-up moved below the 10-year average throughout 2019.
Peter said: “This reduction reflects the lack of any one large transaction this year, with two thirds of lettings being below 10,000 sq ft. Activity was still brisk, however, with a number of significant transactions, including the letting of 22,000 sq ft to Global Payments in Thurmaston, 16,000 sq ft to Sytner at Grove Park, and 14,000 sq ft to YU Energy in the new Waterside development area within the city.” As a result, while Grade A availability was lost during the year, it had been made up significantly by the development of No. 1 Great Central Square that is now ready for occupation. Alongside these offices is a 154-room Novotel and six-storey Aparthotel by operator Adagio. These complement the neighbouring Long Harbourbacked 297-apartment PRS development, which completed in August. A new hotel is also being built above the Haymarket Shopping Centre, with the council funding improvements to the car park and shopping centre. There will also be the construction of a 67-bedroom Travelodge. Peter said: “These are really important, high-quality developments for Leicester as they
highlight significant investment in the city as a tourist and business destination.” In retail, the most notable opening came from Sports Direct, which introduced its new elevated concept – combining the sports store, USC and Flannels all under one roof – at the former BHS in Gallowtree Gate. The St Martin’s area continued to be enhanced too, with Indian restaurant Mowgli and Canadian fast food chain Tim Hortons opening outlets. The highly rated Thai restaurant Giggling Squid is also set to follow soon. Work continues at the region’s premier out of town shopping destination Fosse Park, with the new £150m extension due to open towards the end of 2020. Peter said: “This year’s analysis projects a robustness in the local economy, despite the substantial economic and political uncertainties that have affected the wider picture for so long. THE NUMBER of new homes registered to be built per annum in the UK has risen by more than 80% over the last decade, according to NHBC’s annual new homes statistics. Over the ten-year period (2010 – 2019), a total of 1.4 million new homes (1,405,771) were registered to be built across the UK. These figures represent the first complete decade since the financial crash in 2007/08. In 2019, 161,022 homes were registered with NHBC, an 81% increase on the 88,849 homes registered a decade ago (2009), making 2019 the strongest year for NHBC new home registrations since 2007. Over the same period, the West Midlands (169%) and North West (148%) have seen the highest percentage increase of new homes registered. Compared to the previous year, the number of homes registered in 2019 was up 1% (2019:161,022 v 2018: 158,878). Growth was driven by London, where new home registrations increased by 37%, with both the capital’s affordable and rental (+42%) and private housing markets (+33%) performing strongly. The Build to Rent sector had another positive year with registrations up 57% in 2019 compared to 2018. New home completions in 2019 of 150,436 were also marginally up on the previous year (149,702). As the leading warranty and insurance provider for new homes in the UK, NHBC’s registration statistics are a lead indicator of the UK’s new homes market. Commenting on the new home registration statistics for 2019, NHBC Chief Executive Steve Wood said: “It is great to see the resilience of house builders over the 2019 year. This momentum needs to be maintained as we enter a new decade, with the industry ever-more focused on quality and fire safety. “At NHBC we remain committed to our purpose of giving homeowners confidence in the quality of the nation’s new homes and working with house builders as the industry faces into the skills, supply chain and environmental challenges in front of us.”

Travis Perkins marks 30-year logo milestone TRAVIS PERKINS, which is the UK’s largest builders’ merchants, recently welcomed a very special guest, Margaret Hill-Tout, to its Northampton branch to commemorate her key contribution to the design of the company’s logo over 30 years ago.

I took inspiration from Travis Arnold’s colours, which were black and yellow, and the Sandell Perkins colours, which were green and black, and referenced the two equally strong entities coming together by incorporating the ‘T’ from Travis Arnold and the ‘P’ from Sandell Perkins into the logo design,” Margaret explained. While Travis Perkins plc now has a different logo, the result of Margaret’s efforts is a logo that has endured over 30 years, and which is still very evident in the Travis Perkins merchant business with its 600+ branches and many more lorries. The Travis Perkins corporate identity milestone coincided with Margaret’s birthday, and was marked with cake, gifts and a guided tour for Margaret and her husband Mark by Regional Director, David Stretton, and Branch Manager, Ed Pemberton.

Contract agreed to build incinerator near Loughborough
A DEAL has been struck to build a £285-£295 million ‘energy from waste’ incinerator which will create 300 jobs during construction. Waste companies say their £285m plant could generate enough energy to power 80,000 homes Waste management giants Covanta and Biffa, along with Macquarie’s Green Investment Group have agreed an contract to build the incinerator between Shepshed and Loughborough. Called the Newhurst Energy from Waste facility, they said the site would support a Government’s drive to cut landfill and help the UK process more non-recyclable waste without relying on exporting it to Europe. It will be built in the former Newhurst Quarry, near junction 23 of the M1 and will be able to generate up to 42 megawatts of electricity – enough to power around 80,000 homes. Construction will take more than three years and will be led by Hitachi Zosen Innova, a Swiss-based specialist in energy from waste engineering and construction.
BRETT MARTIN Plumbing and Drainage has provided the answer to managing heavy rainfall with the launch of StormCrate55, an underground modular geocellular unit which is proven as a cost-effective solution to surface water run-off in a wide range of below ground applications. Weighing in at only 15.5kg per module and measuring 1200mm x 600mm x 347mm, the StormCrate55 modular units can be easily lifted by hand and then laid or stacked in rows. There are four units per 1m³ which simplifies calculations and the crate is high strength with a loading capability of 562kN per m2. Manufactured from 100% recycled plastic at Brett Martin’s factory in Northern Ireland, StormCrate55 has a high void ratio of 95% which means that the units are highly efficient at storing up to 237.5 litres of water in the event of heavy rains. The units are suitable for installation in landscaped areas, pedestrianised spaces, playgrounds, parking areas, driveways and access zones. StormCrate55 can be wrapped in a geotextile which allows stored water to slowly seep into the surrounding ground and back into the water table. Another common practice is to surround StormCrate55 with an impermeable geomembrane to create a sealed underground tank. The outlet from this tank is then controlled to facilitate a slow release of the stored water back into the drainage system over a longer period. Available for delivery to site with a fast 2-3 day lead time, StormCrate55 is seen as one way of addressing the problem of flooding and avoiding using an overloaded sewer system.
