£7.5m proposals outlined for Leicester Market
A SCHEME that would ensure that Leicester’s famous outdoor market remains the beating heart of the city’s Old Town for a new generation has been proposed by the City Mayor.
Sir Peter Soulsby has outlined proposals for more than £7.5m of improvements that would preserve the character of Leicester’s traditional market, while updating it for the benefit of both traders and shoppers and creating a market fit for the 21st century.
Ideas for improvements – shown in a series of artist’s impressions –include upgrades for stalls, better lighting, smart new paving, and a shuttered perimeter that would keep the site secure at night.
All the old wooden stalls – now in poor condition – would be removed, and around 70 smart new stalls would be installed in their place, creating an attractive environment for the fruit, veg and other traders. The new stalls would be set out in an improved layout to create better pedestrian routes through the market.
As part of the proposals, sections of the market roof on either side of the historic Corn Exchange would be removed, opening up views of the Grade II* listed building and creating space for new trading opportunities.

These latest proposals would also aim to showcase the architectural quality of the buildings around the market place, including the former Odeon cinema with its recentlyrestored 1920s façade.

Update from HMRC
ON 22ND SEPTEMBER 2022, the government announced in-year reductions to National Insurance rates and the cancellation of the Health and Social Care Levy as a separate tax. We wanted to let you know these changes at the earliest opportunity so that you can prepare and take the necessary actions.
The key changes are:
• National Insurance contribution (NIC) rates will be cut by 1.25 percentage points for employees, employers and the self-employed, effectively reversing the uplift introduced in April 2022 for the rest of the tax year. This cut will take effect from 6 November 2022 and it will cover Class 1 (both employee and employer), Class 1A , Class 1B and Class 4 (self-employed) NICs
• the ring-fenced Health and Social Care Levy of 1.25% due to be introduced from April 2023 will also not go ahead

Please be assured that if you use HMRC Basic PAYE tools this software will be automatically updated to take account of these changes.
We realise the timeline for this is tight and some employers may not be able to implement the changes in time. HMRC will be directing employees to their employers to correct any overpaid NICs in the first instance.

MINI BUDGET: Growth gamble depends on delivery, says FMB

Builders merchants index reports recordbreaking revenue due to inflation
BUILDERS MERCHANTS recorded the highest revenue since their building index began in 2014 for the second quarter of this year despite a year-on-year drop in sales volume of 11 per cent.
The total value of sales for April to June was more than a quarter higher than the same period in 2019 and four per cent greater than in 2021 due to price inflation of more than 17 per cent.
Builders Merchants Federation chief executive John Newcomb said: “The negative effect of rampant inflation is starting to show with escalating input costs across fuel, energy, raw materials and wages impacting production costs and adding to existing material supply issues.
“It is plain to see the increase in sales values of building materials during the first half of the year has been driven by price inflation rather than volume growth.”
Kitchens and bathrooms sales value surged by 18.5 per cent followed by heavy building materials with a nine per cent rise and decorating recording a seven per cent increase.
Timber and joinery products and landscaping were the only two categories out of the 12 which reported slumps in sales value of three and six per cent respectively.
GfK senior client insight manager Emile van de Ryst, whose company’s building merchants panel provides data for the index, said: “The second quarter of this year has amplified some of the global difficulties, with the continued Russian invasion and spiralling cost of living issues at the forefront. Unfortunately, no immediate end is in sight as most countries brace themselves for a recession.”
Sales volumes for the second quarter of this year were nearly three per cent lower than the same period in 2019, although prices were up by nearly 29 per cent.
However, quarter-on-quarter, sales were up 9.7 per cent compared to the first quarter of 2022. Volume sales were nearly eight per cent higher and prices were up by 1.6 per cent. Like-for-like sales were more than 15 per cent higher in the second quarter, despite three fewer trading days. Seasonal category landscaping was up by more than 37 per cent with heavy building materials sales increasing by more than 12 per cent.

NEW ORDER GROWTH SLOWS TO WEAKEST SINCE JUNE 2020

in the UK dipped for the second successive month in August as customer demand moved closer to stagnation amid cost pressures and economic uncertainty. Concerns about wider economic prospects led to a drop in business confidence and slower job creation, while firms’ purchasing activity declined.
Falling buying activity did alleviate some pressure on supply chains, with lead times lengthening to the least extent in two-and-a-half years, while inflationary pressures also showed signs of waning.
The headline seasonally adjusted S&P Global / CIPS UK Construction Purchasing Managers’ Index® (PMI®) – which measures monthon-month changes in total industry activity – was at 49.2 in August, up fractionally from 48.9 in July but still below the 50.0 no-change mark and thus signalling a reduction in construction activity over the month. Activity has now decreased in two consecutive months.
As was the case in July, civil engineering posted the sharpest decline in activity of the three monitored categories, seeing output fall markedly over the month. Commercial activity also declined, thereby ending a period of growth stretching back for a year-and-a-half. On a more positive note, activity on housing projects increased for the first time in three months, albeit fractionally.
While some firms increased activity in response to ongoing growth of new orders, this was outweighed by those constructors that saw output decline as firms adjusted to signs of demand weakening.
New orders increased only marginally in August, and to the
least extent since June 2020.
Some respondents indicated that customers were holding back on committing to new orders amid cost pressures.
Alongside inflationary pressures, concerns around the potential for a wider economic downturn also impacted the sector in August. Business confidence dropped in July and was well below the series average.
In some cases, concerns around the wider economic environment impacted hiring decisions. Although rising new orders, the clearing of backlogged work and the filling of previously vacant positions kept employment rising solidly, the rate of job creation eased to the softest since March 2021.
Construction firms scaled back their input buying for the first time since the initial wave of the COVID-19 pandemic, again reflecting signs of a slowdown. There were also some reports that less pronounced price and supply pressures reduced the need to build inventories.
In fact, the reduction in pressure on suppliers meant that vendor lead times lengthened to the least extent for two-and-a-half years in August. Where delivery times did lengthen, panellists attributed this to shortages of certain materials.
In line with the picture for supplychains, there were also signs of inflationary pressures moderating midway through the third quarter. Input costs continued to increase sharply, often due to higher fuel prices, but the rate of inflation softened to the weakest since February 2021. Similarly, the pace of increase in sub-contractor rates also softened, and was the slowest in 16 months.
As well as scaling back purchasing and slowing the rate of job creation, construction firms kept their usage of subcontractors unchanged in August. This ended an 18-month
sequence of expansion. Meanwhile, the rate of subcontractor availability continued to fall sharply, and to the largest degree in six months.

Dr John Glen, Chief Economist at the Chartered Institute of Procurement & Supply, said: “The UK construction sector is poised for contraction once again as rising prices for raw materials worldwide filtered into UK supply chains. Just 14 months since the sector’s recent peak as part of the recovery from the pandemic, inflation is seeing housing and commercial building stagnate with civil engineering activity dropping significantly.
“There is some consolation for the sector as it readies itself for a future of high energy costs, however.
Lower demand is leading to fewer purchases, downward pressure on input costs and more responsive supply chains. Together, these trends could eventually help to reverse inflation, but a prolonged dip in new orders will be a bitter pill for the sector to swallow.”
Andrew Harker, Economics Director at S&P Global Market Intelligence, which compiles the survey said: “The UK construction sector looks set to be in for a challenging period, according to the latest PMI data.
“Not only did construction activity fall for the second month running, but a range of indicators from the survey pointed to further weakness ahead. New orders slowed to a crawl, while concerns about the sector and the wider economy led to a drop in confidence.
“Activity weakness was broadbased in August, with none of the three monitored categories immune to the wider slowdown. Commercial activity dropped into contraction for the first time in just over a year-and-a-half, and while housing activity ticked higher, the segment has been in broad stagnation over the past three months.
“Price and supply pressures showed further signs of easing as waning demand throughout the sector lifted pressure on suppliers. Meanwhile, the main positive from the latest survey was a solid increase in employment.
That said, hiring at least in part reflects an ongoing catch-up following the pandemic. If activity continues to fall, firms will likely soon feel that their staffing capacity is sufficient and pause hiring.”

Blaby District Council Hotel and offices coming to EVERARDS MEADOWS
ONE OF THE most popular destinations in Blaby District is set to expand its offering, following the approval of a hotel and office block at Everards Meadows.
Councillors at the most recent Planning Committee meeting approved the outline plans from Everards for the next phase of the Everards Meadows development.
The hotel will have a maximum of 120 rooms with associated parking facilities, and over 9000 square metres of new office space will be created with its own parking area.
Whilst outline approval has been granted for the proposal, many of the detailed elements of the development are still to be determined and approved by Blaby District Council. This includes the final distribution of the development, mix of building types and sizes, appearance, and landscaping.
Officers have also worked with the applicants Everards and the County Council’s Highways Department to ensure that the proposal will mitigate any impacts on the highways network.
All employees who work in the new buildings will be offered a sixmonth, fully paid bus pass to encourage use of public transport.
The popular Everards Meadows is currently home to the Everards Beer Hall, Rutland Cycling and Jennos Coffee House. It also has more than 70 acres of open space and is the gateway for walking and cycling routes into Leicester city and towards the river soar
Visitors have flocked to the location since it first opened in 2019 and it has become one of the best loved tourist attractions in Blaby District.
Councillor Nick Chapman, Vice-Chair of Planning Committee, said: “This is an extremely exciting proposal for both Everards and the district, and we were delighted to approve the plans.
“We have worked closely with Everards to get this application to an acceptable position, and we have no doubt that the final product will be as well thought out, and as popular as Everards Meadows is currently.

Leicester Matalan could be replaced with 14-storey flats block
AS REPORTED IN THE LEICESTER MERCURY, a 14-storey block of flats could be built on land currently occupied by Leicester’s original Matalan store. The shop, in Church Gate, in Leicester City Centre, is still open, but its lease is expected to expire in August 2023.
The proposal would see the two-storey building demolished and replaced with an apartment block 14, 10, eight and six storeys tall, if given the goahead by Leicester City Council. There would be 262 flats, a courtyard area and a private terrace on the roof of the 10-storey section, according to the planning application.

Message from HMRC Growth Plan 2022
ON 23RD SEPTEMBER, the Chancellor of the Exchequer, the Rt Hon Kwasi Kwarteng MP, published the government’s Growth Plan – a package of measures to deliver a pro-growth, simplified tax system that supports business investment across the United Kingdom, and allows people to keep more of their own money.
This comes a day after the government announced that the Health and Social Care Levy (HSCL) of 1.25% due to be introduced from April 2023 will not now go ahead – and that the 1.25 percentage point uplift in National Insurance contributions (NICs) rates that was introduced in April 2022, will end on 6 November 2022. HMRC has emailed software providers, employers and agents to make them aware of these changes.
Measures announced, which will be of particular interest to employers, include:
• bringing forward the 1 percentage point cut to the basic rate of Income Tax to April 2023 and abolishing the additional rates of Income Tax –accompanied by changes to the dividend tax rate
• the cancellation of the planned increase to the Corporation Tax (CT) main rate from 19% to 25% – with the main rate remaining at 19% from 1 April 2023
• the repeal of reforms to the Off-Payroll Working (OPW) rules introduced in the public sector in 2017 and extended to medium and large-sized organisations in the private and voluntary sectors in 2021 – with workers providing their services via an intermediary once again responsible for determining their employment status and paying the correct amount of tax and National Insurance contributions from 6 April 2023
• confirmation that the Annual Investment Allowance (AIA) will be set at £1 million permanently, originally raised from £200,000 as a temporary measure in January 2019 (and due to end in March 2023)
• the introduction of new investment zones around the UK where enhanced tax reliefs will be offered for Stamp Duty Land Tax (SDLT), Enhanced Capital Allowances, Structures and Buildings Allowance and Employer National Insurance contributions
• an expansion of the Seed Enterprise Investment Scheme (SEIS) to help more UK start-ups raise higher levels of finance – doubling the annual investor limit to £200,000, increasing the gross asset limit to £350,000 and making it easier for investors to claim tax reliefs, due to come into force from 6 April 2023
• changes to the Company Share Option plan (CSOP) scheme –increasing the employee share option limit from £30,000 to £60,000 and removing a condition which limits the types of shares eligible for inclusion within the scheme, both due to take effect from 6 April 2023
• the cancellation of the planned increase in the rate of Diverted Profits Tax from 25% to 31% and the planned reduction in the Corporate Tax surcharge rate for banking companies, both of which had been due to take effect from 1 April 2023

King Power Football Stadium redevelopment plans approved
LEICESTER CITY Football Club’s redevelopment plans for King Power Football Stadium have been approved.
The hybrid application sought full planning permission for an extension to the East Stand of the stadium to provide an additional 8,000 seats with ancillary facilities, and works to the North and South Stands. This will allow for a capacity of around 40,000 from the current 32,312.
The extension to the stadium would be on land to the east of the current stand which is currently a concourse used by the public gaining access to that part of the stadium and its surrounds. The expansion to the stand would also extend over to the site of the National Grid Building which is to be demolished. The extension would also wrap round to the north and south stands and would enlarge both the concourses.
The plans include a new upper tier over and behind the existing East Stand. The extension would include a series of levels providing various facilities including hospitality suites, catering facilities, a sensory room and first aid room.
Meanwhile, outline planning permission was sought for a new Club retail store, 220-bedroom hotel, commercial office space and food & beverage uses, residential building with a maximum of 234 flats, multi-purpose arena with a capacity of 6,000 people, multistorey car park and energy centre.

Godwin secures planning permission for residential development in SHEPSHED
UK property developer Godwin Developments has secured outline planning permission for a residential scheme comprising up to 50 new family homes on Ashby Road, in Shepshed, Leicestershire.
The development is located on a vacant site next to the established community of Crowson Close and is part of the emerging Charnwood Local Plan. It will create a muchneeded extension to the town of Shepshed which plans to build 2,331 new homes by 2037 to satisfy growing demand.
The development is well positioned for access into the town and all major amenities including local primary and secondary schools, shops, health care, services and employment, as well as the surrounding regional and national transport networks.
It lies just over half a mile from junction 23 of the M1 motorway and approximately three miles from Loughborough, the principal settlement in the Borough of Charnwood. It is also surrounded by a range of historic parks and gardens and Charnwood Lodge National Nature Reserve is within a short drive.

Tatiana secures £9.4m refinancing deal for NOTTINGHAM student development
TATIANA LIMITED has secured a £9.4m refinancing of Russell View, its 210-bed purpose-built student accommodation (PBSA) development in Nottingham.
The investment loan from Secure Trust Bank Real Estate Finance will allow the property investment and development firm to expand its existing portfolio of residential assets.

Office demolition could make way for 370-bed student flats block
AS REPORTED in the Leicester Mercury, a student and residential flat development could be built in the place of James House on Welford Road in Leicester, which are set to be demolished.
The early stages of a plan to build a student residence with around 370 beds, and a separate block of residential flats with around 106 homes, on the site have been revealed.
The applicant, Cheswold Welford Road Limited, has submitted a screening opinion request to the city council.
The two buildings would be between five and 15 storeys high, according to the information available. There would be communal space on the ground floor, with the flats starting on the first floor. The ground floor of the building could also have some retail units where it faces Welford Road and Carlton Street.
More than £8m generated for Leicester City Council last year by commercial land and property
MORE THAN £8M was generated for Leicester City Council last year by the industrial units, office space, shop units and other commercial land and property that it owns.
Gross income of £8.34m (£5.86m net) is the headline figure in a new Corporate Estate Annual Report, which sets out the performance of the council’s extensive investment portfolio over the last financial year.
The report shows that income from commercial land and property continues to boost the funds available for vital council services, representing 2% of the council’s net revenue budget in 2021-22.
Leicester’s varied portfolio is spread across a number of sectors and investment types, with security prioritised over yield to ensure risk is kept as low as possible, and with the city’s long-term economic prosperity a key strategic aim.
The annual report shows that the council’s corporate estate portfolio comprises 378 commercial sites in the city and county, with a total valuation of £123million. Its value was boosted in November 2021 by the purchase of the Haymarket Shopping Centre, whose value has since increased by 5%.
Gross income from the sites in 2021/2022 was £8.34million (£5.86m net) – a gross yield of 6.78% for the year ended March 2022. Although running costs have increased in line with the portfolio’s growth, this was a slight increase on 2021 (6.67%).
Of the council’s investment portfolio, the largest single sector by volume, value and income is the industrial sector – which includes sites such as the Boston Road units, the Willowbrook Workshops and Freemen’s Common Road. The industrial sector represents 33% of the portfolio, is valued at £41m and generated an income of £2.45million for the council in 2021/22.
The retail sector represents 30% of the portfolio, with a third of the shop units owned by the council located in neighbourhoods, while office space represents 21% of the corporate estate portfolio.
Areas outside these three core sectors – including farmland, grazing areas, car parks, advertising hoardings and even a former pub – represent 16% of the portfolio. Revenue from this sector was £2.1million in 2021/22.

Plans approved for transformation of SWADLINCOTE town centre
SOUTH DERBYSHIRE District Council’s Planning Committee has approved plans which will see the transformation of an area of Swadlincote town centre.
At their meeting in August, members approved the work the scheme, planned by the council, which will see:
• The remodelling of the former indoor market site in Midland Road to create a multi-function events space available to host community and public events. This will include facilities for staging events such as open-air performances and festivals.
• When activities are not taking place, the site would provide further free public car parking.
• Work will also be carried out to demolish the derelict structures and clear the land between Midland Road and Belmont Street, on the sites known as Sabine’s Yard and Bank House.
Councillor Kevin Richards, South Derbyshire District Council’s Leader, said: “I am proud that the plans for the transformation of Swadlincote town centre are one step closer after being approved.
“The plans for the redevelopment of Swadlincote Market Hall will see the transformation of a building which is unattractive and not fit for purpose into a new site which will offer new opportunities for entertainment.
“The wider scheme will also offer more car parking spaces, a ‘pocket park’ and the regeneration of vacant, derelict sites.”
The proposal was approved by the committee following consultation with stakeholders and the public.

Planners approve trio of new developments at Leicester’s PIONEER PARK
COMMERCIAL DEVELOPER, Brackley Property Developments (BPD) has secured planning consent to deliver three new buildings at a science and technology park in the East Midlands.
