Objectives of CARM 1. To provide services to rural-based construction companies and allied businesses that are tailored to best meet their needs, given the unique conditions under which these rural firms function. Further, to ensure that these services and programs meet or exceed standards normally set for such services or programs. 2. To provide for the timely exchange of information between the buyers and sellers of construction services and between the various parties involved in the construction process. 3. To promote better understanding of the construction process by consumers, and better communication between buyers and sellers, with the aim of assuring fair and equitable treatment for all concerned. 4. To gather facts on issues that affect the construction industry and to determine particularly what implications these issues hold for the rural-based contractor. 5. To allow for a forum to consider these issues and to enable individual contractors’ input, while arriving at a consensus position to be put forth on behalf of the rural construction industry. 6. To conduct such forums – whether they’re focus sessions held in a specific location or interactive surveys conducted by the association – in a manner that will allow contractors to participate.

7. Having gathered the facts, discussed the issues involved, and having arrived at a consensus position, to represent that position to the government (or other) body involved. 8. To keep rural contractors informed as to proposed legislation and the potential effect it will have upon them. 9. To represent the position of the rural construction industry to government, and to its departments and agencies such as the Department of Labour, Employment Standards, Rural Construction Wages Board, Workplace Safety and Health, Workers’ Compensation Boards, Apprenticeship Manitoba, Manitoba Housing Renewal Corporation, Manitoba Hydro, etc. 10. To represent the rural construction industry, and its individual practitioners, to governments at the local level, always bearing in mind, however, that on matters of a purely local nature, the association will become involved only at the request of the local company or companies involved. 11. To recommend to various government agencies the names of individuals who would reflect the viewpoint of the rural construction industry to fill CARM board or committee positions.

Member Benefits CARM offers three levels of membership – choose the level that best suits your needs

Regular Membership Regular membership is for companies engaged in construction or those who distribute or supply to construction companies for work on jobsites. These members receive our weekly Project News email newsletter and have full access to the planroom in the CARM office for viewing or borrowing of hard copy plans.

Online Membership Online membership is for companies engaged in construction, those who distribute or supply to construction companies for work on jobsites and those who want to have 24-hour electronic access to all construction information. This includes all drawings, specifications and automated notifications through access to our online planroom. Online members receive the weekly Project News email newsletter and have full access to the planroom in the CARM office for viewing or borrowing of hard-copy plans.

Associate Membership Associate memberships are for companies that support the work of construction companies by providing products or services used on jobsites. These companies include businesses such as accountants, lawyers, engineers, banks and insurance companies. Associate members receive those benefits listed in the “All CARM Memberships” section above; however, they do not have access to the online or physical planroom at the CARM office. Planroom Operations The CARM planroom is available to regular and online members to view or borrow project documents (plans, specifications or addenda). 1. Project documents cannot leave the building unless they have been signed out. 2. Documents MUST be returned by 9:00 a.m. the following business day. 3. Companies returning project documents after 9:00 a.m. the following business day will be required to pay for the entire set of project documents. 4. Planroom privileges will be revoked for companies until fines/fees have been paid. 5. Project documents can be reserved for borrowing by phoning or emailing the CARM office between 9:30 a.m. and 4:00 p.m. Bookings will be considered final, even if project documents are not picked up as scheduled as they cannot be signed out to others while they are reserved. Twenty-fourhour notice is required for cancellation.

6. There will be no consecutive bookings by one company. Project documents cannot be booked for more than one day. 7. Project documents are not available for viewing or purchasing electronically, except with an online membership. 8. Do not mark documents with pen, pencil, highlighter, etc. Do not fold/bend/ tear pages or take bindings apart. All documents borrowed must be returned together (specs, plans, addenda). Items returned with marking on them will charged per page marked up. 9. Abuse of the planroom rules may result in suspension of privileges.

“Practical Solutions for a Safer Workplace” In 2015, the Construction Safety Association of Manitoba (CSAM) marked 25 years of service as an industry-funded organization to the building construction industry in Manitoba, those who belong to the “400 Group” (except 407 and 408) of the Workers Compensation Board of Manitoba (WCB). The Winnipeg Construction Association’s Board of Directors and the CSAM Advisory Committee govern the CSAM. The objectives of the CSAM are to: • Provide information regarding accident prevention methods and changes to health and safety regulations • Develop information, resources, tools and training programs to enable contractors to meet their legislated responsibilities • Provide guidance with respect to establishing comprehensive safety programs tailored to meet the needs of individual companies both large and small • To act as the authority having jurisdiction to grant the Certificate of Recognition Program (COR™) Certification & Small Employer COR™ Certification.

COR™ The Certificate of Recognition Program (COR™) is an occupational health and safety accreditation program that verifies a fully implemented safety and health program which meets national standards. The objectives of COR™ are to provide industry employers with an effective safety and health management system to reduce incidents, accidents and injuries as well as their associated human and financial costs.

SECOR™ The Small Employer Certificate of Recognition (SECOR™) is an occupational health and safety accreditation program that verifies a fullyimplemented safety and health program which meets provincial standards. The objectives of SECOR™ are to provide industry employers, who have less than 10 employees, with an effective safety and health management system to reduce incidents, accidents and injuries as well as their associated human and financial costs.

NCSO™ and HSA The NCSO™ Program The objective of the National Construction Safety Officer (NCSO™) program is to provide verification of a nationally recognized level of competency in relation to construction safety. The NCSO™ program will provide practical training in various construction safety management skills and principles. Persons who achieve the NCSO™ designation will have a combination of three years of practical construction experience; providing a valuable resource to management in the administration and implementation of a company’s safety program. Compulsory Courses • Principles of Safety Management • Leadership for Safety Excellence • Safety Auditor Training (plus completion of an internal audit) • WHMIS Train the Trainer • Prime Contractor • Safety Administration • Claims Management or WCB Basics • First Aider I / CPR • Hazard Control & Risk Assessment • Confined Space

Elective Courses (Any two of the following) • Transportation of Dangerous Goods • Legislation 101 • Safety Representative • Online Courses (any two of our online courses will equal one elective course)

Upon completion of the mandatory courses and an equivalent of two elective courses, an individual may apply to the Construction Safety Association of Manitoba to write the final examination required to obtain the standing of National Construction Safety Officer. The NCSO™ designation expires after three years. In order to renew your designation you will be required to submit a current COR™ Company Audit, Toolbox Talk/Training Session and a Jobsite Inspection/Hazard Assessment. If you fail to submit the documentation on time to CSAM you will be required to re-write the NCSO™ exam along with submission of documentation.

Health and Safety Administrator (HSA) The objective of the Health and Safety Administrator (HSA) program is to provide formal training for a person that takes part in the administration of a health and safety program but does not possess the minimum of three years construction field experience required to achieve the National Construction Safety Officer (NCSO™) designation. An HSA can provide valuable assistance to employers and their NCSO(s) in the implementation and administration of the company’s health and safety program. This certification indicates to employers that the participant has practical knowledge in various health and safety management skill and principles.

Meetings

The Westman Association of Safety Professionals (WASP) is a forum providing leadership in the promotion of safety, health and environmental issues in our communities and workplaces.

Meetings are held on the third Wednesday of each month with the exception of June, July, August and December. The format for each meeting revolves around a presentation by an invited special guest speaker, along with the opportunity to network and exchange information with safety and health professionals.

History The Construction Safety Association of Manitoba founded WASP in 2004. Using the example of the CDDE and IPAM, which only hold meetings in Winnipeg, WASP was established to provide Brandon and surrounding Westman communities with an organized forum for individuals interested in safety and health to meet, discuss and network. It has grown from a few dedicated individuals to Westman’s largest and most established professional networking organization for safety and health practitioners, individuals and organizations to promote a greater awareness of safety and health issues in workplaces and communities across the area.

CARM’s FREE Services for Construction Project Owners CARM is pleased to offer the following services freeof-charge for any construction related or road-building tenders. We strive to meet the needs of rural Manitoba construction tenderers and contractors, so please call the office any time to request services you may require. We are very keen to assist. The Buildworks© online platform is a free service to project owners. For owners, the platform significantly decreases, if not completely eliminates, the time required to field phone calls and distribute plans and specifications for a tender. Posting to the Buildworks© platform also ensures a provincial bidder audience. For contractors, the platform proves to be a fast and extremely convenient method to find construction tenders with detailed information and 24/7 access.

CARM Services Online Project Listing The project information posted on behalf of owners comes directly from the tender documents. We only post document content and the information owners want to appear which is completely at their discretion. Some key information may include (if applicable): • • • • • • • • • • • • • •

In some cases, owners prefer to receive pricing from “sub-trades only” or the tender is open to “invited general contractors only.” This information is included in the project description section of the platform to ensure the owner receives bids from the preferred pool, therefore, avoiding any confusion during the bidding phase. A list of invited general contractors can also be posted so the sub-trades know who to bid to. There is an option in Buildworks© for members to add themselves to a bidders list but this function can be disabled if the owner prefers to keep plan holder information private. Posting plans and specs is also at the discretion of the owner. If the preference is to keep tender documents private or control who can view them, we adjust platform settings or specify within the project description as to how potential bidders should access the information. For example: • Interested bidders can be instructed to contact the owner directly for further info or to get a copy of the documents from a specified office in person or • Bidders can obtain hard copies for viewing at the CARM office and we will distribute from our in-house planroom In order to maintain complete information on the Buildworks© platform, once the tender has closed CARM requires owners to provide a list of bidders for the tender, the total dollar amount of each bid and identification of the successful bidder.

CARM In-House Planroom We host hard copies of plans and specs in a convenient library format. Any owner can host a project in our planroom but only CARM members can borrow or view documents unless, of course, it is specifically instructed within the tender documents to go to CARM to view or obtain project documents. The owner would then provide copies made for specific people or allow us to distribute to anyone requesting documents. We can also track who views and borrows documents until the tender closing date.

Tender Close Location Owners may also want to take advantage of the CARM office for purposes of receiving bids on closing date. Bidders are instructed to submit to our office, CARM staff time stamp all bids, which are then kept under lock and key until the owner picks them up. We strive to ensure our work has a positive impact on the day-to-day operations of our members, especially the small- and medium-sized firms that make up the majority of the construction industry. We are pleased to have been given this opportunity to update you on CCA’s 2016 priorities, the areas where we are devoting significant resources to, as well as tell you about our recent accomplishments.

CCA’s 2015 accomplishments and 2016 priorities Federal election campaign CCA conducted one-on-one interviews with each of the leaders of the major federal political parties just prior to the commencement of the federal election campaign. It also operated a special election website that included the responses from the prime ministerial candidates. This helped to ensure that the concerns and views of CCA members on national issues of interest, such as infrastructure investment and immigration, were well known to the candidates. Working with the new federal government CCA looks forward to working with the new government, especially with respect to the implementation of the new 10-year, $125-billion infrastructure program, which promises to nearly double the existing federal commitment. Other priority areas include apprenticeship promotion, immigration and environmental assessment. 20

CCA to discuss prompt payment/cash flow issues with federal government The CCA board passed the following motion at its October 2015 meeting: “THAT, CCA work with its partner associations, interested stakeholders, and federal contracting authorities, to educate the federal government on the importance of prompt payment and cash flow on federal construction projects, and work together to resolve any concerns, which may include the enactment of federal prompt payment legislation acceptable to the industry.” CCA will establish a taskforce to begin discussions with the major federal contracting agencies on industry payment and cash flow concerns on federal construction contracts and to seek effective solutions. Quality of design documents CCA continues to hear grave concerns about the poor quality of design documents. It is currently hosting a series of regional workshops with its partner associations to raise the

CCA awareness of the impact of poor design, to seek feedback on its causes, and to identify potential solutions. CCA will capture and record the major points, findings and recommendations that emerge from these workshops in a special report, which it hopes to release at its annual conference in March.

• Indigenous Engagement Best Practices Guide CCA, together with the Aboriginal Human Resource Council, is in the process of developing an Indigenous Engagement Best Practices Guide focused specifically on the construction industry.

Lean Construction Institute of Canada (LCICanada) established CCA established the Lean Construction Institute of Canada (LCI-Canada) this past year as a special committee of the CCA similar in structure and operation to the Canadian Design-Build Institute. This has been done with the support and acknowledgement of the flagship Lean Construction Institute (LCI) in the United States.

CCA members receive CCA’s quarterly newsletter and annual review in mail. However, we also publish a host of electronic newsletters that you can subscribe to from bit.ly/ccasubscribe. For example, our weekly e-newsletter is guaranteed to keep you up- to-date on the economy, labour and innovation/technology as it relates to our industry. Federal government and e-procurement CCA has been working with Defence Construction Canada (DCC) to ensure that DCC’s new e-procurement system that it plans to begin using soon on its construction contracts, meets industry expectations.

As important as it is to communicate the work that CCA does on your behalf, it is equally important to ensure that your concerns and issues are heard. During the CCA Tour, CCA meets with partner associations’ boards of directors, and members, to discuss industry issues and to make sure it is representing your interests. CCA is making additional efforts to ensure all members are represented at the national level by inviting partner association board members not currently represented on the CCA board to attend the CCA Annual Conference and CCA board meetings. In addition, all partner association boards receive updates from the CCA chair on the latest developments from the board meetings. As always, we encourage any member to contact CCA staff at any time on any issue.

Look for these new documents in 2016 • National industry ethics course CCA is working with BuildForce Canada to develop a national construction industry ethics course. This new course will be mandatory or all Gold Seal Certification applicants. • Updated Trade Contractors’ Guide The CCA board has endorsed changes to the CCA Trade Contractors’ Guide and Checklist to Construction Contracts.
