This spring,the Texas Legislature voted to change the name of our school to Texas State University—San Marcos. On June 18, Governor Rick Perry signed the bill into law, and it will take effect September 1. This is a busy and exciting time as we make the transition from Southwest Texas to Texas State. Our new name is a reflection of what we have become by building upon a foundation of excellence and hard work. Our reputation as a first-rate educational institution is longstanding. San Marcos

Fed by the Edwards Aquifer, the San Marcos River begins at Spring Lake in San Marcos. One of the cleanest rivers in the United States, and home to several endangered species of plants and animals, the San Marcos River headwaters bubble up a refreshing 72ยบ at Aquarena Springs. Four miles downstream the Blanco River flows into it, and 80 miles later the San Marcos River joins the Guadalupe River, which flows into the Gulf of Mexico. All totalled, this is a 260 mile stretch of combined rivers which makes up the course for the world famous Texas Water Safari.

Aquarena Springs

Since 1994 Aquarena River Center has evolved from the well-known Aquarena Springs Resort into an educational conservation preserve that welcomes the public year-round. Aquarena Center offers a variety of exciting opportunities for visitors of all ages. The Glass Bottom Boat tour of Spring Lake, the Aquarium with an Endangered Species Exhibit, the Archaeology Exhibit, and General Burleson's Historic Log Cabin combine to provide a variety of educational tours led by trained interpreters. Visitors have unlimited access to the park grounds, the picnic area and all 6

of the exhibits, displays, and historic buildings at no charge.

The World’s Toughest Boat Race—How It All Started

egends and myths are always based upon historical or factual people, places and events. However, the stuff of legend is that the truth is often romanticized to add character to the story. The feats of Frank Brown and Bill George need no embellishing because they are grand enough on their own merit. To embellish their story would actually detract from the incredible journey they took that led to creation of “The World’s Toughest Boat Race”.

The Texas Water Safari is held each June on the San Marcos and Guadalupe Rivers of the Hill Country and the Gulf delta. It is a gruelling 261.67 mile (GPS mileage), non-stop marathon canoe race that starts at Aquarena Springs in San Marcos and ends at Seadrift on the Gulf of Mexico. In between is the true test of inner peace and ironman will. Anybody who paddles this race is already a winner regardless of his or her placement at the finish line. Today’s race

honors the traditions established by Frank Brown and Bill George in 1962. “We were there, standing right beside our dad before and after the first journey in 1962, and again after the first race a year later”, says Jim Brown about he and his brother Jeff.

Bill and Frank were sitting around at an archery competition outside San Marcos, when Frank asked if anybody had ever taken a boat from Aquarena Springs to the Gulf of Mexico. Neither Bill nor anybody else there could ever remember anybody doing such a trip. Bill asked Frank, “So, when do you want to go?” And, THAT is how the event got started. Frank Brown worked for the City of San Marcos as Manager of the Chamber of Commerce. Part of his duty was to generate attention for the city and to attract visitors, new businesses and new residents to grow the community. “His past experience

Frank was a promoter with excellent media relations and Bill was a man who grew up on the Guadalupe River, an expert hunter and fisherman with vast experience as an outdoorsman. Brown believed that the San Marcos River could be turned into a major attraction for the city and draw visitors from far and wide. However, in those days the river was, well, just the river, and no commercial use was being applied to it. Occasionally, boaters— mostly fishermen—would paddle the river for short distances. Brown and George decided to make a “safari” out of the river by paddling a large row boat from Aquarena Springs all the way to Corpus Christi on the Gulf of Mexico. Their inaugural trip required about 20 days—just slightly longer than 1997’s winning time of 29 hours 46 minutes. And, it was three weeks of hard paddling. Life magazine photos show scenes that look like something straight out of “African Queen” starring Humphrey Bogart, shirtless and pith helmeted amid the mosquitoes and the hot Texas sun.

Editor’s note: Anyone who has paddled the San Marcos knows how tough it can be to portage places like Cummings Dam, or shoot the gaps at Cottonseed Rapid in a small, lightweight boat made of Crosslink III polyethylene or Royalex. These guys did it in an 12-foot, semi-V hull Lone Star wide-beam row boat! My guess is that they were glad to get past the San Marcos and hit the flat water of the lower Guadalupe, some 80 miles down river from the starting point.

George, they caught and ate a lot of fish, two egrets, doves, wood ducks, spanish ducks, squirrels, and rabbits. Also, Bill killed two small deer with his .410 shotgun, giving them something different to eat for a few days. (According to Bill George, they did accept an occasional candy bar from people under bridges where they passed, but they accepted no other support from the shores.) Their provisions included a skillet, coffee pot, salt, pepper, coffee and corn meal. That tradition of self support is part of the Texas Water Safari today, where team captains may resupply teams with water and ice, but nothing else. All food, clothing, medical supplies, lights, batteries, drink mixes (high energy powders, etc) and everything else one needs to complete the Safari must start the race in the boat with the paddlers, and anything provided by anyone other than the aforementioned ice and water supplied by team captains results in immediate disqualification as soon as the infraction is reported. Like golf, this is a race of honor where participants are trusted to obey the rules. (cont. on page 64)

Outdoor Olympic Center The Power Olympic Outdoor Center is a well-kept secret that is gaining popularity. Kayak and canoe lessons take place every weekend on the San Marcos river. Kayaking is exciting and fun—however, it requires some specialized gear and instruction. All ages and abilities are welcome to join in the growing sport. Those training through the center follow the Olympic Creed: it is most important to take part in the games, and winning is secondary. People from all over the world come here to train and to compete in Olympic qualification races. You can take part in this organization in several ways: “within the banks as a participant, on the bank watching, or in the bank as a sponsor”. Safety First! Recreational use of the San Marcos River and other pristine spring-fed waterways such as the Comal and Guadalupe Rivers is no new trend in tourism. Archeologists and historians have found relics of human habitation dating back over ten thousand years near the headwaters of the San Marcos River. Native Americans considered the springs that feed the San Marcos river sacred, and traveled here to bathe and worship in the cool, clear water. Today area rivers continue to attract the masses for year round fun. Unfortunately, with the masses each year come drowning tragedies that could be prevented with a little forethought and planning. For 15 years the San Marcos Area Recovery Team (SMART) has been responding to calls for help in area waterways including the San Marcos River, Blanco River, Comal River, Guadalupe River, and Canyon Lake along with area tanks and stock ponds. 2003 has started as our busiest season yet, with four drowning victims recovered from area rivers since Easter Sunday. Survival on area rivers is no secret, and requires no special training. The most important elements anyone can bring with them to the San Marcos River are RESPONSIBILITY and COMMON SENSE. With these tips, we hope to make your visit to the Central Texas waterways safe. We invite you to enjoy our rivers and take many great memories home with you. (Even if home is San Marcos!) No Glass Containers: It is illegal to have glass containers on all area rivers. Even with this "No Glass" law in effect, glass still manages to end up in the river, and some of this glass is in the form of broken pieces on the river bottom. On April 7th, 2001, SMART Divers participated in the 20th Annual Spring San Marcos River Clean Up sponsored by the City of San Marcos Parks & Recreation Department. SMART Divers recovered a total of 1214 bottles from the River, a record that still stands today. A responsible person does not bring glass to the river. It is common sense to wear some type of water shoe to protect your feet while you are in the river. The 14

River is very clean and chances are you many never encounter broken glass. Why take the chance of being that one in a thousand who happens to find a piece of broken glass at the bottom of their bare foot? Water Moccasins: They are more afraid of you than you are of them... In general, snakes in the river want nothing to do with swimmers or tubers. They will leave you alone. SMART has encountered water moccasins on several occasions including one recovery dive on June 2, 1997. Divers were search for a missing 15-yearold boy near Luling. An aluminum boat was underwater and wrapped around a tree in the rain swollen San Marcos River. During the entire operation, divers and topside personnel were on this horizontal tree in the river supplying divers with air and equipment for the recovery. Directly above the team on a thick branch was a water moccasin overseeing all the events. We left him alone and he left us alone. We have also encountered water moccasins underwater on dives in area rivers and Canyon Lake. The snakes are very graceful in the water and are not interested in divers or swimmers. In our 15 years of diving in central Texas, we have never heard of a diver or swimmer being bitten by water moccasin. In most cases the swimmer will not notice the snake until they hear a splash as the snake leaves upon their approach. Of course, it is common sense to avoid a snake if you see one. Be Aware of the Perils of Fishing Lines: Divers routinely encounter fishing lines underwater, and this is why divers carry knives—to cut away any entanglements they encounter. There are some large bass and catfish in the river but nothing that would require a fisherman to use 10# or 20# fishing line. Common sense indicates that if you are fishing in an area that is also frequented by swimmers and tubers, use a very light fishing line such as 5# test. Should an entanglement occur while you are fishing, it is much easier to break away from a 5# line than a 10# or 20# line. It is also easier for a swimmer or diver to break away from a lighter test line. If you set the tension on your fishing reel properly, there is no reason for you to use more than a 5#

You can thank those people and organizations that participate in the annual Spring and Fall river clean ups for keeping our recreational areas of the river clear of debris and entanglements. AVOID ALCOHOL USE ON THE RIVER: While alcohol consumption on and around the river is not illegal for someone 21 years of age or older, providing the alcohol is not in a glass container, there is a certain responsibility that goes along with the use of alcohol. Unfortunately many of the accidental drowning victims SMART has recovered over the years were drinking alcohol prior to the mishap that caused their drowning. In more than one case the victim was unable to swim and was not wearing a life jacket. Alcohol affects judgment, lowers inhibitions, is a depressant, and slows your reaction time. Combine excessive alcohol use with water recreation activities and it is a recipe for disaster. SMART has had numerous recoveries where the victims were intoxicated and underestimated the river while overestimating their own capabilities. Someone who does not normally attempt to swim across the river may try to do so after a few beers. 75% to 80% of all victims SMART has recovered in the last 15 years were using alcohol immediately before their mishap. This includes those who were swimming, driving cars, powerboats, canoes, kayaks, and jet skis. If you consume alcohol, drink responsibly and know your limitations. This is gearing up to be a very busy summer for SMART Divers. This is peak season for water recreation—and consequently, prime time for water fatalities. Unfortunately, in so many of these tragedies, alcohol continues to play a major role. Be Careful in Rescue Attempts: Many would-be rescuers have drowned while attempting to save someone else in distress. The most recent area case was on the morning of June 10, 2003 at "Gilligan's Island" on the Guadalupe River off River Road in Comal County. A 15-year-old boy went into the water in an attempt to rescue a 10-year-old girl who


was in distress. She survived and got to shore, but he did not. His body was recovered in 8 feet of water. It is imperative that before any rescue is attempted, the rescuers must have a flotation device with them sufficient enough to keep both the victim and rescuer above water. When a person is in distress and panicked, their arms are flailing and they will do anything to get above the water to breathe. This includes pulling the would-be rescuer below the water so the victim can reach the surface. When that happens there is no longer a distinction between a rescuer and victim, both have become victims in distress. In May of this year, a man who could not swim fell out of his inflatable kayak at Hueco Springs on the Guadalupe River. He nearly took down three of his would-be rescuers before he himself drowned. All three men who attempted to rescue him were visibly shaken from the experience and surprised at the amount of force and strength the panicked victim used pulling the rescuers below the water in an attempt to save himself. This was nearly a double or triple tragedy. Do not attempt a rescue unless you have sufficient flotation for both you and the person in distress. Wear a PFD or Personal Flotation Device— "Life Jackets": Many people who cannot swim have looked at a shallow part of the San Marcos or Guadalupe River and determined that if they fall out of their canoe or tube, they can simply stand up. In most cases this is true, providing the person stays in one shallow place on the river. The currents of the San Marcos, Blanco, and Guadalupe rivers move swimmers and tubers steadily downstream into areas as deep as 20 feet on the San Marcos River and over 20 feet on the Guadalupe River. SMART has recovered adult drowning victims in as little as 5 feet of water. If you cannot swim and plan to do any water recreational activities in the area rivers, a PFD is a must. If you are not a strong swimmer, I also recommend you wear a PFD. The best PFD to wear is one that has accompanying chest straps that go all the way around the PFD. A zippered jacket alone without the straps can come apart at the seam if rushing water enters between the wearer's chest and jacket forcing the zipper apart. The best PFD's have at least three straps that encompass the entire torso.

Use the Buddy System: SCUBA divers use the buddy system where one diver will not enter the water without having at least one diving partner. This is for safety reasons, and it is also a good practice for swimmers and tubers as well. Children should always have adult supervision anytime they are in and around the water. Adults should practice the buddy system and have at least one other adult with them during water recreation activities. Never Cry Wolf! On May 31, 2003 a 34 year old man swimming in the San Marcos River near Highway 90 East in Luling began giving a distress signal in the water. Initially his family ignored his calls because he had faked distress calls previously. This time his distress was genuine and a rescue was delayed. SMART recovered his body in 10 feet of water about one hour later. NEVER FAKE A DISTRESS CALL. People will not take you seriously when you are really in trouble, and fake distress calls place a would-be rescuer at risk. Call 911: Call 911 immediately if there has been an accident in the water. There are several well trained swift water rescue teams in the area including The San Marcos FD, Comal County Sheriff's Department, New Braunfels FD, and Canyon Lake FD. Waiting even moments before calling 911 can be the difference between life and death. In rare instances, water teams have been close enough to effect a rescue or recover the victim in time to start resuscitation efforts. Wear Appropriate Attire: loose clothing can cause drowning—We've all seen the current clothing style of today's youth, i.e., the huge baggy pants three and four sizes bigger than necessary, oversize T-shirts, and extra large and heavy tennis shoes. While this clothing may be in style, it is extremely dangerous in the water. The large pants and shirt are added weight and an entanglement hazard in the water. If your arms get caught in your shirt or your baggy pants drop down around your knees, your swimming capabilities become severely limited. I remember a foot pursuit the San Marcos police were involved in where one errant youth entered the San Marcos River in an attempt to escape. His tone quickly changed when he realized he could not swim in his baggy clothing. Instead of fleeing from the police, he was now yelling for them to come and save him. He was pulled from the water exhausted with a lesson

learned. Wear the appropriate lightweight swimsuits and leave the baggy style clothing in the closet. Be Prepared: The best prevention of a water accident is common sense and responsibility. Know your limitations and have flotation devices ready at all times. Do not underestimate the capability of the water or overestimate your own abilities. Use PFD's if you do not know how to swim or are not a strong swimmer. Do not exceed your limits or take unnecessary risks. In 1988, SMART was organized to assist public service agencies and organizations with underwater search, recovery, and crime scene investigations. Wonder World celebrates its 100th anniversary this year. Discovered in 1903, this Texas Historical Site is open year round rain or shine. illed with antique rose beds, pecan trees and birds flocking to the fountain, the gardens behind the Crystal River Inn Bed & Breakfast are the perfect place to do nothing at all. Cathy

Dillon, owner of this 1883 Victorian inn, says that’s exactly how many people choose to spend their time. This unique B&B is located just a couple of blocks from downtown San Marcos. That, says Dillon, also gives guests plenty to do—when they want to. Repeatedly voted "Best Hotel in Hays County" and “Best Caterer” by readers of the San Marcos Daily Record, the Crystal River Inn opened in

1984, a year after Dillon and her husband, Mike, bought the property on its hundredth anniversary. In the nearly 20 years since, the inn has become a popular place for people from around the country to experience Central Texas. But it has also become a favorite stay for many locals. 24

It’s not just its close proximity to dozens of area activities that attracts people to the inn. Between its original theme nights, historic and romantic setting, and award-winning dishes, this B&B is a great place for all those looking to play, be pampered, or both. The Crystal River Inn’s most popular theme night is the Murder Mystery series. As night manager Catherine Tracey says, nobody holds back at the event. Those involved get a chance to dress in late-19th century attire for the mysteries, and horse-drawn hayrides, which would have been typical of the era, are used to cart players to and from clues, which are hidden all around town. Attention to detail and the imaginative plots are reasons why readers of Arrington’s Inn Traveler and Bed & Breakfast Journal magazines voted the Crystal River Inn one of the top 15 murder mystery venues in the country. While the plots for the series are fiction, they are also loosely based on real people and places in San Marcos. "Guests get to wander through town for clues that are based on people’s histories here," says Dillon. One such person they might learn

Everyone has a great time together at the mysteries. What Dillon says she enjoys most is that "it’s common for people to come originally as strangers, mostly as couples, but to come back again as a whole group." Every year the Crystal River Inn adds a new theme package to its calendar, frequently by request. This year’s addition focuses on cooking. A guest chef gave a hands-on experience and a good time to everyone. At Saturday’s dinner, participants sat down to enjoy a seven-course dinner they had all helped prepare. Dillon keeps a small yet devoted staff at the inn, which helps to create a cozy, relaxed feeling. Not content with just owning the B&B, Dillon tries to ensure that guests get exactly what they want. Dillon works alongside her three full-time and five weekend employees, and she also has a hand in everything from the gardening and cooking all the way down to the way the rooms are decorated.

There are 12 rooms and two executive apartments spread out over the fourbuilding complex, and the star is the Main House. It is San Marcos’ last remaining Victorian structure near downtown. In 1909, it received the addition of handsome Corinthian columns, creating a bold Georgian Revival look. Most of the house has an antique feel to it, with some of the Main House’s four rooms sharing that spirit. One is the Blanco suite, a two-bedroom suite overlooking the ornate veranda. Antiques adorn the Blanco’s main bedroom, which also features silk linens, a large desk and upholstered walls. Also in the Main House is the Medina room, which was originally the honeymoon suite. Shades of rose

and sage green set the mood of this romantic Victorian suite. The woodburning fireplace and elevated fourposter bed help to make it the inn’s most popular room. The Frio and Colorado rooms are also located in the Main House, the Frio being the only room on the first floor. CITY ANIMAL ORDINANCES: SHORT LIST OF RULES & REGULATIONS (Complete detailed information can be obtained through the City Parks & Recreation Department) 1. Dogs must be restrained at all times—leash, runner, or yard—in public and on your own property. 2. Dogs are allowed in all city parks except the Playscape area at Rio Vista Park. 3. Law requires picking up your dog’s waste in public areas. 4. City license and a rabies vaccination on a yearly basis are required for all cats and dogs. Shelter fines and/or a ticket if you’re not in compliance. 5. Purposely breeding your dog requires a permit and inspection from the health department. 6. Animals must be confined and inaccessible to other animals while in heat. 7. If your dog is picked up and taken to the animal shelter, the fees and fines are higher for animals that are not spayed or neutered. In addition, the fees are higher if your animal is in heat when picked up.

8. If your animal is not spayed or neutered and is picked up three times or more, then the animal will be spayed or neutered by force at your expense. 9. It is illegal to buy or sell pets without the appropriate breeding licenses and other detailed paperwork. Call the City for more information. (very expensive fine for this violation) City Licenses for your animal can be obtained from your veterinarian or the animal shelter. You must provide proof of current rabies vaccination. License fees will increase in the near future for animals that are not spayed or neutered.

BIGGEST PROBLEMS Please do not leave your animal in the car when it’s hot. Even with the window slightly open, or wide open, the temperature will rise rapidly. Animal Control officers will remove your pet from the car. Unplanned litters—We strongly suggest bringing them to the animal shelter. The fee is small compared to the cost of properly taking care of several unplanned puppies or kittens. "Dumping" isn’t the answer! Please remember that a breeder’s permit is required for planned litters.

Wimberley…the name itself has a lilting roll all its own. It murmurs a bit just as the creeks and river do as they follow their own paths...just as the locals follow their own paths. There’s a rhythm here which laces throughout the valleys and hills that make people want to linger awhile once they find this place. And it’s only a 15 minute drive northwest of San Marcos on Ranch Road 12. We who call Wimberley home welcome visitors and include them in our activities and traffic flow. The tiny village that it is, we all try to follow the old state motto: “Drive Friendly”. You’ll notice drivers making room for each other along the way through town. We try to remember that amidst the multitude of vacationers, some of

the drivers still have to get to work. There’s a quiet patience on Market Day as we await the state’s improvements to Ranch Road 12. Ah, but once you get off the main roads you will find serenity. Truly Texan, the Colorado room is designed for anyone wanting to experience genuine Hill Country flavor. Featuring a ranch décor theme, western artwork, leather hides and a canopy rope bed, it combines comfort and elegance in one room. In addition to private baths, all rooms at the inn also have their own televisions and telephones, because easily half of the inn’s visitors are in San Marcos on business. The Young House, which provides an excellent view of the Main House across the street, houses the Guadalupe, Sabinal, and Llano suites. Built in 1885, the Young House was San Marcos’ first apartment building. All three rooms feature claw foot bathtubs, several huge windows and beautiful armoires. The contrasting dark varnished woodwork and white-iron

queen lace bed give the Sabinal a romantic feel, while the large workstation of the Llano has become a favorite with business travelers. Through the brightly colored, blooming back yard gardens which are spacious enough for catered parties of 250 people, are the Rock House and the Corporate Apartments. For couples seeking a more secluded getaway, the Rock House has an intimate feel. Most requested is the San Marcos suite, which is the honeymoon suite. A skylight above the oversized marble tub and goldplated fixtures highlights the bathroom, which can be the perfect scene for sipping champagne. The king bed and twin daybeds in the sitting room share a double-sided fireplace, guaranteeing this honeymoon suite stays warm year-round. The Neuces boasts what many at the Crystal River Inn call its most attractive bed,

an elevated four-poster queen. The dark furnishings and many fabrics add to the Victorian feel of this white-on-white room. With such a personal and romantic feel, Dillon says the Crystal River Inn usually hosts a dozen weddings a year, with several more couples celebrating anniversaries or honeymoons at the charming estate. Many more get married at the inn and come back to enjoy their anniversary. Keeping up with guests is always interesting for Dillon. She remembers one couple who recently came back knocking on her door. "I answered the door, and she and her husband, who had spent their honeymoon night here, were just traveling through San Marcos," Dillon says. "They wanted their 15-year-old daughter to see the inn." Dillon wouldn’t see couples returning after more than 15 years if she didn’t put so much care into the guests. She can arrange champagne, chocolate, picnics, horse-drawn carriage rides through historic San Marcos, massages, and even hot-air balloon rides. Hand-carved Mexican furniture gives this room its own comfortable feel. Adjacent to the Rock House lie the Corporate Apartments. Publisher’s note: Bill “Big Willie” George was contacted for accuracy prior to printing Mr. McCord’s article. He corrected a few minor details and commented that it was both his and Frank’s idea to turn their adventure into a boat race, and they didn’t lose 40 pounds. Mr. George said Frank wanted to promote San Marcos and Bill was the ‘river rat” of the two. He had a .410 shotgun and a hat full of lures for “river survival”. Mr George commended the good folks like Linda Cochran and all the volunteers through the years who have made the Texas Water Safari possible and kept it honest. In this race there’s no such thing as a loser.

You can start at Crook’s Park behind the Greenhouse Interpretive Center and stroll through theme gardens behind the center and into wooded areas in the Wildlife Annex, crossing over to Rio Vista. Move along stretches of the San Marcos River, sometimes crossing roadways towards quiet 70
