Stats show high foreign ownership of condos Kelvin Gawley

kgawley@burnabynow.com

One in four condos built in Burnaby in 2016 and 2017 are owned by foreign residents, recently released data shows. The numbers from the Canada Housing Statistics Program show a higher rate of non-resident participation in the local real estate market compared to previously released figures. Overall, non-residents owned or were partial owners of 12.6 per cent of all

condos in Burnaby when the data was captured in 2018. OnlyVancouver and Richmond had higher rates of non-resident ownership in the region. And the data tells a similar story in the single-detached home market. Nonresidents owned more than a quarter (25.8 per cent) of homes built in 2016 and 2017 – far higher than the regional average of 10.4 per cent inVancouver’s census metropolitan area. “The story is really how much non-residents really

have a role,” said AndyYan, director of Simon Fraser University’s City Program. “It gives you the context of what are some of the factors of demand and the types of demand that is helping drive the kind of supply that is happening in the City of Burnaby.” The data doesn’t necessarily show foreign ownership, he said. The statistics track non-resident participation – properties where one or more owner is not a tax resident of Canada. “That person, for exam-

ple, could be that (Canadian) English teacher in Japan who happens to hold a piedà-terre in Burnaby,”Yan explained. “But, at the same time, it’s also where the foreigners with no ties to Canada could also be.” Yan said the 2018 data is likely too old to show the full effect of B.C.’s foreignbuyers tax that came into effect at 15 per cent in 2016 and was later raised to 20 per cent. Overall, he said, “we’re just starting” to properly address foreign investment in

B.C.’s real estate and its inflationary effects. “I think the movement towards greater transparency, accountability and, indeed, taxation is part of those moves,”Yan said. But, he said, there are existing powers to address the issue that are perhaps not being properly enforced. When a non-resident sells property, the buyer is supposed to withhold 25 per cent of the gross sales price and remit it to the Canada Revenue Agency (CRA). The intent is to ensure non-

residents pay the appropriate income taxes. Non-residents must notify the CRA within 10 days of selling a Canadian property. The agency then charges the applicable taxes on the capital gains received by the seller. Once those are paid, the CRA issues a certificate of compliance and what remains of the 25 per cent withheld amount is returned to the seller. Yan said questions remain on whether the withholding system is being enforced. Continued on page 10

Volkow opens up about battle with cancer Kelvin Gawley

kgawley@burnabynow.com

Nick Volkow came home one day to find Todd Bertuzzi splayed out on his hardwood floor. “He’s just kind of laying down, lethargic and not showing any life in him,” Volkow says, recalling that day in 2016 when his cat Todd was uncharacteristically sleepy. The Burnaby city councillor had been experiencing mysterious nausea and headaches for months, but his pet’s behaviour sparked a new theory to explain the symptoms: Perhaps his recently serviced furnace was leaking and the two of them were feeling the effects of a slow carbon monoxide leak. Volkow had spoken to his family doctor about the symptoms, but a cause had yet to be identified. When he got another headache and started to feel a “little raunchy” later that day,Volkow asked his son for a ride to the emergency room at Burnaby Hospital, where he received a CT scan of his head. As he was readying to leave after the scan, the retired truck driver asked if he could meet friends at a bar for a couple of beers. The doctor said that would be fine, as long as he didn’t overdo it. But before he could leave for the bar, someone spotted something in his scan results. Another scan was ordered, this time with contrast – an injected dye used to highlight certain parts of the body. After the second scan, a doctor told Volkow he was going to be taken via ambulance to Royal Columbian Hospital in New Westminster. It was an “emergency transfer” to a hospital with a shorter wait time for an MRI scan. “Wow,”Volkow remembers thinking. “OK.What’s that? What’s going on?” It soon became clearer what was going on:Volkow had a glioblastoma multiforme, or GBM, the most common and aggressive malignant brain tumour. Four days after checking into the hospital,Volkow was on the surgery table, anesthetized, with the right side of his head cut open to extract the tumour. Two days later, he was sent home. But Volkow’s ordeal wasn’t over.

POSITIVE MESSAGE: Burnaby Coun. Nick Volkow is speaking out about his battle with cancer. Further testing showed the brain cancer hadn’t been completely removed. A round of radiation was followed by chemotherapy. Now, more than two years after the initial diagnosis, the 67-year-old continues chemotherapy. The tumour remains. “It’s stable and it’s shrinking a little,” he says. “The good news is, it’s not expanding.” Volkow has had to face his battle with cancer without his wife, Shirley, who died of lung cancer in 2016. The pair had known each other since Grade 5. Volkow drove more than a million miles in semi trucks over his career, but fatigue caused by his chemotherapy renders him unable to drive. He says he has been lucky to have no shortage of volunteers willing to drive him to appointments.

“My kids have been dynamite, and my friends couldn’t be better,” he says. “That’s the importance of having made relationships through your life and good friends and all of that – that in your moment of need, you know they’ll be there for you.” Volkow’s attendance at council meetings has been spotty, in recent months. He leaves some meetings early and doesn’t show up to others. Fatigue, a side effect of his chemotherapy, is to blame, he says. “I know I’ve been derelict this term because of this. My attendance record prior to this was immaculate. In 21 years, I very rarely missed any meetings,” he says. “But this time around, I’ve missed enough meetings for 25 terms, for crying out loud.” Despite having a malig-

nant tumour in his brain for two years,Volkow says he has had surprisingly few symptoms – aside from the side effects of medication. The tumour does, however, press against his temporal lobe, which regulates one’s sense of time. He gets confused about the day of the week. He’ll go through a Saturday thinking

it’s Friday and never correct himself. And time often moves quicker in his head than it does on the clock. “If I get up at 8 a.m., (when) noon rolls around, I think it’s 2 p.m.” Otherwise, the veteran councillor still feels sharp. That’s why he ran for reelection last fall, winning his eighth term on council. “I want to be a part of the discussion,” he says. And he’s an important part of the discussion about the future of a changing city, Paul McDonell says. The fellow Burnaby Citizens Association councillor describes his friend as a knowledgeable debater who bases his opinions on knowledge gained from his “ferocious” reading habit. “Some guys speak because they think they know it, whereas he (speaks) because he (does) know it,”

McDonell says. Volkow has already beaten the odds by surviving more than two years with the disease. Studies from the U.S. show the median survival time is less than 15 months. Only a third of patients reach the two-year mark. Susan Marshall, CEO of the Brain Tumour Foundation of Canada, says a soon-to-be released study shows the numbers are similar in Canada. Brain cancers are relatively rare, so they are under-researched, she says. It’s not known what causes GBMs or why they affect men more than women. But, Marshall says, there are promising new treatments – including immunotherapy and oncolytic viruses – being studied that could one day improve the prognosis for patients. The key is early diagnosis, so treatment can start before the cancer can infiltrate different parts of the brain. But early detection can be hard. The early symptoms for most patients, including Volkow, are nausea and headaches – similar to other, less-deadly illnesses. “Often we hear that it’s taken a long time for someone to be diagnosed because their symptoms are so similar to the common flu,” Marshall says. Volkow has identified another hindrance to early diagnosis – stubborn men. “I think we’re raised as boys to be tough: ‘Don’t cry. Shake it off.’This kind of BS, right? And it kind of carries on.” Volkow’s message to men experiencing persistent headaches coupled with nausea: “Go and get it checked out ASAP. “And to the women in these men’s lives, understand that we are negligent when it comes to doing that. You make sure you urge them to get it checked out.” Volkow is optimistic and expects to turn a corner and start attending meetings more regularly. Fewer than 10 per cent of glioblastoma patients live five years or longer with the disease, but Volkow seems undeterred. “I don’t think this is going to end me,” he says with a laugh. “I think I’ll get hit by a bus before this ends me.”

City now Company fined $26K after rebar cages collapse

Cornelia Naylor

cnaylor@burnabynow.com

A concrete reinforcement company working on a new condo tower in Burnaby was lucky to escape with a big fine and no injuries to workers after multiple 30-foot rebar cages at the site collapsed because they weren’t properly secured. Tycon Steel Inc., a Victoria company, was fined

$26,813.79 for the November 2018 incident. The company had been installing vertical rebar cages (also known as zones) for the stair and elevator core on the ground level of Tower 5 of the Station Square development on McKay Avenue in Metrotown. But the temporary support system put in place to secure 30-foot cages was inadequate, according to

WorkSafe. “By not adequately supporting these zones, one of the zones collapsed, which led to the collapse of multiple zones, and some of these zones had workers working at heights from them at the time of the incident,” states a WorkSafe report obtained by the NOW. The company was ordered to stop work on the project, install a barricade

around the collapsed core and get a plan from a professional engineer outlining how to remove the damaged components and start over. Tycon complied, and the stop-work order was lifted on Jan. 14. It was a costly mistake, according to owner Dan Seel, and it won’t happen again, he said. “In the end, what we learned from it is we put together new safe-work pro-

cedures for this – for the fix and going forward for standing cages of this extent – which we’ve written into our manuals for everything going forward,” he told the NOW. “They will be followed because this will not happen again.” The collapse of the cages could have set the project back about 15 days, but

Seel said Tycon put in overtime to accelerate the work and get it back on schedule. The company will be installing the same kind of rebar cages at Tower 6 next week, according to Seel. “Our procedures are in place,” he said. “We’ve got new support systems, and we’re bringing WorkSafe into the conversation.”

POLITICS

Burnaby council members vote themselves pay raises dations. The pay raises will be retroactive to Jan. 1. In 2017, then-mayor Derek Corrigan made $132,576 before taxes, plus a $16,691 transportation allowance and $17,945 in benefits. That same year, councillors were paid $60,000 plus a $4,320 transportation allowance. According to Burnaby city staff, most municipalities across the country have already approved pay increases for mayors and councillors to offset the tax change.

Members of Burnaby’s city council have voted unanimously to give themselves pay raises, but that doesn’t mean they’ll be taking home more money. In February, city staff recommended a raise of $8,900 for each councillor and $37,075 for Mayor Mike Hurley. They estimated the raises would cost the city an extra $110,000 per year. Staff said the pay increases would offset the elimi-

nation of a tax break by the federal government that exempted one-third of local politicians’ gross pay from income taxes. As of Jan. 1, 2019, they have to pay tax on every dollar they make, meaning they take home less money. Council opted not to vote on the recommendation in February and instead created a three-person independent advisory committee to review the staff report. The review panel held three meetings in March and April and ultimately agreed with city staff’s recommen-

Opinion now OUR VIEW

These are three easy ways people can save lives The warm weather of spring should be a time to break the shackles of winter’s grip and enjoy life. Instead, sunny weather seems to just encourage people to do dumb things. Here are a few examples. SPEEDING THROUGH SCHOOL ZONES AND OTHER AREAS Last week, Burnaby RCMP netted 34 speeders in about three hours during a speed enforcement blitz at three local schools and a notorious stretch of Kensington Avenue.Traffic Services set up speed

traps at three schools and Kensington Avenue, north of Sprott Street, to kick off a month-long provincewide anti-speeding campaign. The speed trap at Kensington was close to the site of a 2017 fatality. Police say that stretch of roadway is notorious for impatient commuters racing past cars in the right-hand lane and then cutting in to turn right on Sprott and then west on Highway 1. Most drivers were doing at least 20 km/h over the speed limit, although one moron was actually doing double the

limit when the cops caught them. IMPAIRED DRIVING We’re heading into grad season, a time when young people party hard – with some taking unnecessary risks. To combat this, Burnaby police have been descending on high schools along with Transit Police, BC Ambulance Services and TransLink to raise awareness about impaired driving. The new Choose Your Ride initiative, spearheaded by school liaison officer Const. Alexa Hodgins, has involved an assortment

of police cruisers and an ambulance being parked in school parking lots at lunch. Officers and paramedics have been on hand to talk to students about responsible transportation choices during grad festivities, the laws around impaired driving, vaping and drug misuse and the possible consequences of driving impaired. “I wanted a different way to talk to kids about everything to do with making safe decisions for grad season,” Hodgins told the NOW. “Really, it’s just a fun way to talk to kids and get

them to choose a safe alternative. Even if it makes one kid stop and think, ‘I should take a bus or arrange for a taxi or even just call my mom,’ then that’s a win for me.” Parents need to build on this effort by having detailed conversations with their soon-to-be-graduating children. RISKING THE LIVES OF DOGS Warm weather means dog owners packing up their animals more often in vehicles. The BC SPCA is reminding people to make sure pets are safely secured

in their vehicle when travelling this summer. They recommend that pets are kept inside the vehicle in a secured crate or restrained with a dog seatbelt. And for pickup owners, this is a reminder that putting your dog in the open truck bed is actually dangerous and against the law. Unsecured dogs often fall out of the truck, resulting in severe injuries, death and endangering nearby motorists. The BC SPCA is asking the public to call 911 if they see this happening.

MY VIEW CHRIS CAMPBELL

Thank you to those who bailed me out When Burnaby RCMP Const. Robyn Kaplan asked me if I wanted to be handcuffed, I jumped at the chance. I’m always up for new experiences. So, she pulled out the metal bracelets and slapped them on and, well, it wasn’t quite as much fun as I had imagined. They actually hurt a little, although Kaplan was as gentle as she could be. I think the pain was a little more psychological. Equally painful was sitting in the back of the RCMP cruiser in front of Metrotown mall last Friday during the Jail and Bail event that raised $14,000 for Cops for Cancer. For some reason, I thought the backseat would be more like a regular vehicle’s backseat. It’s not. It’s actually hard plastic, which makes sense because I’m sure intoxicated perps vomit or defecate or urinate on them. But I digress. Then there is the experience of being marched in handcuffs through the mall and being greeted with weird looks from shoppers unsure if I was a real criminal, or just a journalist being “arrested” on a charge of “fake news.” Kaplan locked me up in a metal cage. My cellmate was Chief Supt. Deanne Burleigh – the top dog at the Burnaby RCMP detachment. She had been arrested for “stealing puppies,” which I think is a far worse crime than “fake news.”We were later joined by Mayor Mike Hurley. I thought he was in

for stealing the election, but apparently he tried to take off with one of the Cops for Cancer bikes. So, there we were, three people in the clink with shoppers all gawking at us as they sauntered by. We were left to beg shoppers to donate to the campaign, which many did. I was also furiously tweeting to try and get the last few people to donate to my online campaign. I set a goal of $1,000, thinking I would breeze to the finish line. I didn’t. Fundraising is harder than I thought. I wrote some stories about the campaign and reached out to everyone in my life. It took longer than I thought, but the last few donations rolled in and got more over the hump, so I was released from custody. Some of the NOW reporters actually donated money hoping to keep me in jail, so I stayed an extra hour in custody. Hey, whatever works. A group of Burnaby firefighters dropped by and bailed out Hurley. Other people were “jailed” in the event from around the community and they raised money as well. As I said, the Jail and Bail event raised more than $14,000 so far, but there is still plenty of time to donate to the campaign. Look for other Cops for Cancer events. This campaign helps children and families affected by childhood cancer. I can’t think of a better cause. Follow Chris Campbell on Twitter @shinebox44.

New school gets its name It became official in November: the new high school under construction at the corner of GaglardiWay and Lougheed Highway would be called Burnaby Mountain Secondary.Trustees voted in favour of the name, carrying on a longstanding practice of naming schools for the geographic areas they’re in. “Burnaby Mountain” had been a strong contender for the moniker since plans for the new school were first conceived, and superintendent George Miller said it had become important to finalize the name, lest the school become Northeast Secondary by default.

Opinion now INBOX

BCA promises a vote grab ‘Affordable’ housing project isn’t perfect, but it that we all fell for Editor: Re: Our View: BCA councillors back off is a good start pushing developers to do more. That’s just wrong.

NOW, May 1 I would like to add my comments on city council in their flip-flop on housing in Burnaby. I would hope that most of the electorate of Burnaby would have realized the massive, and I mean massive, shift in the BCA position on affordable housing in Burnaby just before last October’s civic election was nothing more than a vote grab. And, it seems, most of the electorate fell for it – as we have a re-run of the previous council, except for the two bright spots – a new mayor and a new city councillor – Joe Keithley. To say that Coun. Keithley’s motion was too late in the process – how short their memories are when it suits them. Harken back to the time mentioned in the editorial where the BCA did the flip-flop just 24 hours prior to two rezoning proposals going up for discussion. This piece of property should not be developed as it helps keep Burnaby the “City of Parks” that it once was known for. Please keep big developers out of politics and run Burnaby as an all-inclusive place – that any councillor when giving a speech is so quick to point out how diversified we are – diversity comes in many income brackets and most of them today cannot afford what is proposed to be built on this land. Lindy McQueen, Burnaby

Editor: Re: 1-bedroom unit will cost $1,300/ month at ‘affordable’ housing project in Burnaby, NOW, April 23 My letter is about the “affordable” housing project in Metrotown. Is it perfect? No, but it’s a start. What is absent from this dialogue is there no acknowledgement of why these apartment buildings are being torn down in the first place. Poorly maintained over decades, they are merely an investment tool for the owner who’s expecting a robust return on investment. Simply put, these buildings are at the end of their life cycle. Similar to rental rates, construction costs are also market-driven, meaning that full or partial retention of these apartments – and their integration with a new development on site – is not technically possible or economically viable. Creating a partnership model across the private, public and non-profit sectors that uses market rental rates to support mid-range and affordable housing opportunities is a creative solution, with the opportunity to evolve. City now ‘Woeful underfunding’ slows CRA response: notary Continued from page 1 Ron Usher, general counsel for the Society of Notaries Public of B.C., said the withholding rule is a good method of ensuring nonresidents pay their fair share of taxes, but the questions around proper enforcement come from a severe backlog. While the CRA sets clear and strict deadlines for buyers and sellers alike to submit forms and remit money, he said the agency is much slower to respond. “I just put it down to woeful underfunding of CRA, and that’s not the individual CRA employees’ fault – that’s a political decision not to properly staff

CRA,” Usher said. The CRA’s Heidi Hofstad said sellers mostly notify the agency of the sale in time and buyers are not required to withhold money. Usher said there are likely more taxes lost to non-resident owners who rent out properties without paying the appropriate income tax. That’s because Canadian law does not require nonresidents to report ownership when buying it. “If there’s any place where there’s a huge leakage, it’s in the rental income from places owned by nonresidents,” Usher said. “I’d be shocked that there’s not an awful lot of rent being

collected that is not being properly reported to CRA.” Usher hopes the CRA uses new speculation and vacancy tax data to identify non-resident owners earning rental income. The CRA does have an agreement with B.C. to share data, Hofstad said. She said the provincial data is part of a broad set of strategies the agency uses to identify non-compliance with Canadian tax law. “The CRA is committed to making sure that individuals and businesses, including non-residents, are aware of their tax obligations and that they comply with them,” she said. “Tax

non-compliance affects the services and programs we

all rely on to improve our quality of life, and the CRA

takes the abuse of Canada’s tax laws very seriously.”

Driver asks to leave crash scene after hitting tree Cornelia Naylor

cnaylor@burnabynow.com

A man who smashed his Toyota into a parked car and then a tree near the Burnaby-Vancouver border was arrested for driving while prohibited shortly after midnight on May 1. Emergency crews were called to the 4400 block of Boundary Road at about 12:10 a.m., according to assistant fire Chief Dave Younger. They found one Toyota Corolla in the grass median with front-end damage and another car parked in the northbound lane with rearend damage. The driver was not injured and wanted to leave, but firefighters told him he would have to talk to police first,Younger said. Witnesses said the man

had shown signs of impairment, according to Burnaby RCMP Sgt. Dave Eidet, but a breathalyzer registered zero.

The man now faces charges of driving while prohibited. He was released on a promise to appear in provincial court on June 4.

Youth all fired up Fourteen Burnaby high school students got a chance to try their hand at firefighting last week at the fire department’s third annual youth academy. The four-day event saw 10 boys and four girls climb ladders, hang off buildings, cut up a car using the Jaws of Life, handle hydrants and hoses, put out fires and learn life-saving skills. “They get a good slice of the whole firefighter career,” chief training officer Bob Rossignol said. That slice included helping with a meal for the homeless at Southside Community Church last Wednesday. “Volunteering is a huge aspect of the fire department,” Rossignol said. – Cornelia Naylor

TRAINING DAY: Burnaby firefighters put a group of high school students through their paces during the last day of the fire department’s four-day youth academy last Thursday. Above, youth academy members work through a simulated rescue of a baby from the smoked-out training tower at Fire Hall 1 on Sperling Avenue. At left, participants gather for instructions near a blaze used to practise fire-extinguisher skills. The four-day training academy gave the 10 boys and four girls a taste of various firefighting skills and a chance to volunteer in the community. PHOTOS CORNELIA NAYLOR

City now Byrne Creek teacher named Citizen of the Year

A Byrne Creek Secondary School teacher has been named Burnaby’s outstanding citizen of the year. Laida Falsetto was awarded the Kushiro Cup at a ceremony on Friday, May 3 at the Shadbolt Centre for the Arts. “Laida is a mentor, leader and champion for children at Byrne Creek Secondary School, where she has taught since 2006,” a city report says. “She believes by mentoring kids, they can be and achieve anything.” Falsetto helps her students apply for scholarships, facilitates leadership programs and has helped refugee students settle and integrate into the community, the city says. “Laida’s passion for helping students extends beyond the classroom and into the community.” The teacher has also led her students to pack and deliver 80 Christmas hampers, supporting families over the winter break. “In addition, Laida has

New path: This artist’s rendering shows what the new bridge could look like. PHOTO TRANSLINK

Burnaby to replace Metrotown SkyTrain pedestrian bridge While the idea has been talked about for years, the City of Burnaby has confirmed it will replace the Metrotown pedestrian bridge. The decision was revealed in the city’s 2019-2023 financial capital plan. Since the previous bridge closed in 2016, pedestrians have used crosswalks on Central Boulevard to access the Metropolis at Metrotown shopping centre – leading to overcrowding at

times on the sidewalks surrounding the SkyTrain station and the mall. Now, the overhead walkway will provide a safe, covered option for pedestrians. The city will allocate $1.25 million from the 2019 budget towards the new pedestrian bridge. Following this, it will allocate $1 million in 2020, $7.5 million in 2021, and $7.5 million in 2022. The plan does not specify when the new bridge would

be accessible for public use. Metrotown station opened in 1986 and sees the second-highest amount of foot traffic of any SkyTrain station in the Lower Mainland. Last year, Metrotown saw 8,214,000 boardings. The station recently went through extensive upgrades by TransLink, with the addition of new escalators, better lighting and signage, and an extension of the platform roof.

Terry Fox Run needs a new organizer in Burnaby Burnaby’s annual Terry Fox Run could be cancelled if somebody doesn’t step forward to take a lead role in organizing it. The Terry Fox Foundation is looking for a new organizer to chair the event in Burnaby. Since 1985, Burnaby has hosted an annual Terry Fox Run and contributed more than $411,000 to cancer research. Burnaby’s mayor was “jailed” for stealing a police bike, and the city’s top cop was “arrested” for stealing puppies, but the manager of the Metrotown McDonald’s drew the most donations at a jail-and-bail fundraiser for cancer research last week. Folks forked over $5,500 to bail Andy Bates out of a makeshift jail set up at the mall by Burnaby Mounties raising money for the Cops for Cancer Tour De Coast fundraiser in September. Other notable public figures thrown in the slammer during the event were Mayor Mike Hurley, Burnaby RCMP Chief Supt. Deanne Burleigh, Byrne Creek Community School vice principal Liliane de Oliveira, Coast Capital Savings Metrotown manager Nino Djak, community leader HeymannYip and Burnaby NOW editor Chris Campbell. BURNABY’S NEWEST

DENTAL IS

NOW CLINIC OPEN!

Signing a ‘baby-nup’? Yeah, good luck with that GROUNDED Bianca Bujan

There’s nothing a parent wants more than to equally share the draining duties of parenthood. Some will grin and bear the brunt of the workload without complaint. Others will exhaust themselves in their quest for balance, but, if you get to the point where a signed “baby-nup” is the only way to ensure an equal effort, I’m sorry to say you’re out of luck. CBS NewYork first introduced the concept in an interview with a group of parents, exploring the ways in which they delegate duties to ensure equal parenting participation. The conversation grew from there, addressed by media across the world – many asking if you would sign a “baby-nup.” A baby-nup is basically a next-level agreement that stems from the idea of a

chore chart – where a list of the tasks to be done is created and then each person is delegated to complete their duties on their designated day.The difference is, a baby-nup takes this idea one step further. According to The Loop, “It’s a prenup without any money. The baby contract splits up responsibilities between parents, but it’s not that serious. It’s in no way legally binding. The document is more like a flexible guide that allows parents to reshape and modify the responsibilities. The purpose of a baby-nup is so that both parents equally fulfill the role of a parent.” The chore chart idea is definitely a plan that could help to keep things in order – that is, if both parties are fully on board. The baby-nup, though, is taking it a step too far. It’s one thing to agree to share duties and quite another to see those promises through by relying on a contract that

binds you to your child-related chores. Plus, if you’re planning on co-parenting with someone, do you really need a signed document to confirm that they’re going to be all-in? Parenting is unpredictable. When you’re in it, it’s all hands on deck. When a baby is up in the middle of the night, I can’t imagine parents pausing to check the agreement to determine whose turn it is to take on the task of tackling a latenight feed. If anything, that would only make matters worse. As a person who loves to have everything planned out, I can understand a parent’s desire to try to take control by creating a contract, but if you think a baby contract is going to ease all of your parenting problems once your child arrives, baby, you’re dead wrong. Bianca Bujan is a mom of three, writer and editor. Find her on Twitter @biancabujan and Instagram @bitsofbee.

BLOOMIN’ BEAUTIFUL: Burnaby’s Rhododendron Festival got a new name and a new look this year. The newly

rebranded Burnaby Blooms brought folks out to the Shadbolt Centre for the Arts and its grounds on May 4 and 5. This year’s event drew eight floral designers, creating a variety of sculptural work with blooms, alongside the well-known City of Burnaby ecosculptures – including its carousel horses, sheep, insects and more. The event was put on by the city in partnership with Fleur de Ville Jardins. PHOTOS JENNIFER GAUTHIER

34 THURSDAY May 9, 2019 • BurnabyNOW

It will be a family affair when the Vancouver Academy of Music Symphony Orchestra offers up a spring concert on Mother’s Day weekend. The orchestra is presenting the concert on Sunday, May 12 at the Orpheum Theatre and on Monday, May 13 at West Vancouver’s Kay Meek Arts Centre. It will feature Stravinsky’s Firebird Suite, along with Tchaikovsky’s Piano Concerto No. 1. The orchestra is directed by Ian Parker, and the guest soloist will be internationally acclaimed pianist Jon Kimura Parker. (Yes, the two Parkers are related; they’re cousins.) The Parker family’s roots run deep in Burnaby. Ian’s father, Edward Parker, was a noted piano teacher in the city for many decades; Jon’s mother, Keiko Kimura – who was married to Edward’s brother, John – was also a music teacher in Burnaby for 46 years before her retirement.

Jon Kimura Parker’s early acclaim in piano performance dates back to such Burnaby events as the Cavalcade of Stars – a celebration of emerging talent that used to be held each year – and the Clef Society Concerto Competition. He went on to win the gold medal at the 1984 Leeds International Piano Competition and has since carved out a career as a concert pianist in solo recitals, concerto per-

formances and as a chamber musician. Ian Parker holds both bachelor’s and master’s degrees from the Juilliard School, where he won the 2002 William Petschek Piano Debut Award. He, too, has an active career as a concert pianist, performing around the world, and as a recording artist. Tickets for the concerts are $10 to $15); see the details at www.vamso.ca.

ASK A INDEPENDENCE LIVING SPECIALIST

Q A

Why would a senior choose to live in an independent living community such as the Derby Manor?

There are many reasons to choose independent living, such as peace of mind knowing there is a 24hour ADELE FUSSI, BSC.BM awake staff to help you in-case General Manager anything should happen, staying active in a community of friends where socialization is an important part of your life and living in a place that is committed to compassion and caring. Not having to make meals, clean the apartment,do laundry or do maintenance and landscaping can have a very positive effect on someone who is trying to slow down and enjoy life. ASK A HOME INSPECTOR

Q A

How can a pre-listing inspection sell houses faster?

Now that most homes are getting inspected, sellers face two options: they can take control of the inspection process or let the buyer take control. If the buyer David Asselin controls the process, it can create delays, Inspector lead to renegotiations, increase stress and sometimes even kill the deal. But if the seller gets the inspection done at the beginning of the transaction, it will sell the house faster since everything is upfront and will assure that the first accepted offer moves to closing. If the buyer gets his own home inspection, it will reinforce trust and credibility, a positivity that can help push sale price higher. A pre-listing inspection sets the listing apart and builds buyers’ confidence which often results in more offers. If you are considering selling your home, get it inspected and stay in the driver’s seat. Inspect Canada is the only home inspection firm that specializes in pre-listing inspections.

ASK A REGISTERED PSYCHOLOGIST

Q A

When should I talk to the school about a psychoeducational assessment?

Is your child discouraged by performing basic skills such as reading, writing or math? Prior to obtaining a psychoeducational assessment, students require targeted evidence-based and small group MAUREEN MACKINNON- instruction for at least 40 minutes 5 x per week for MCQUARRIE, PH.D. 12 weeks. Some children require more exposure to learning sound to letter awareness (ahh = A, or phonological awareness), word reading and number sense. Other students have interfering conditions, such as weaknesses in hearing, vision, attention, or are easily distracted. By the end of grade 2 or beginning grade 3, if your child has not responded to systematic evidencebased instruction, they may be struggling with a learning disability. A learning disability needs to be diagnosed and treated; it is life-long and requires specialized intervention. School psychologists are highly trained experts in the development of reading, math and memory in school-aged children. A diagnosis will access extra time, specialized materials, strategy instruction and interventions and technology, which transforms a stressed-out student into a confident learner who loves learning.

Y ASK A COIN & STAMP SPECIALIST

There’s a lot of hype and headlines that surround the real estate and housing market. But what’s the reality and meaning behind all of the myths? We break down some of the most common hashtags and trends seen in today’s social media landscape in BC. Despite all of the attention and media hype around the trending #DONTHAVE1MILLION hashtag, which roughly translates to say that it’s impossible to purchase a home in Vancouver for less than $1 million, a recent deep dive by Rennie experts have proved otherwise. In 2018, 74% of home sales in the Lower Mainland of Vancouver fell below the million dollar mark, as did 61% of all sales in the City of Vancouver. The average price for a home in Vancouver in 2018 was $685,000. If you remove roughly 20% of homes that fall into the luxury category, that number ends up dropping to around $629,000. You may have also seen #MOREHOMECHOICE4BC pop up recently. This is actually an education initiative by the Urban Development Institute of BC to raise awareness on home choice and affordability for BC residents. This group tackle topics such as building more rentals and co-ops while creating incentives for developers to build them. They aim to create change in the housing market for both homeowners and renters alike. Lastly, the #YIMBY (yes in my backyard) hashtag has appeared in response to the #NIMBY (not in my back yard) hashtag that has become very common in the Lower Mainland. Similar to the #MOREHOMECHOICE4BC movement, Yimby’s hope to support housing projects in our city with a goal of a near-zero vacancy rate. Supply continues to remain an issue because very little affordable rental housing has been built over the past decade. YIMBY’s hope that reducing permit times or permit fees, for instance, might make affordable housing projects more financially viable and, as a result, help keep rent and housing prices down. Q A

I had bought a few $20 for $20 from the Royal Canadian Mint and decided I did not want them anymore. When I took them to the bank they would not take them and they sent me to your store, however you would not take them either. What is going on with these coins?

Let me first tell you what happened in Great Britain. JIM RICHARDSON England issued coins just like Canada: a 20 for 20, 50 for 50 and 100 for 100. They sold out immediately. It turns out that all of these coins were bought by people using credit cards. They received Aero plan miles or 2% cash back from their cards. The Royal Mint and the Bank of England immediately changed the policy and made these “coins” only souvenirs with no cash value. The same thing is happening here in Canada with clients that I know of buying these coins on their credit cards and receiving bonuses. The Royal Canadian Mint has now stopped producing these types of coins as they were being flooded with complaints from people trying to get their money back from the government. Therefore, this is why I will not take them.

ASK A MORTGAGE BROKER

Q A

How do I protect my pre-approval?

People mistakenly believe once they’ve been pre-approved or approved by a lender it’s all done. But what they don’t realize a lender may pull their credit 30 days prior to close. They also don’t realize lenders can request updated HOWARD LOUIE Manager, Mortgage Broker documents. If some of the original information that got you the mortgage approval in the first place changes, and for the worse, you could lose your financing. Here’s a short list of actions that could put your approval on pause: - Having additional credit reports pulled by another broker or lender - Applying for additional credit elsewhere - Moving money around without a paper trail: If your down payment comes from savings, the bank will want 90 days bank statements to ensure the money is accounted for - Increasing your debt: Don’t get any new credit until the closing date is passed.

What is ‘Mausoleum May”?

Burnaby dancers will be in the spotlight for Coastal City Ballet’s upcoming Swan Lake. The production is onstage at the Vancouver Playhouse on Saturday, May 18 at 7:30 p.m., and again at the Bell Performing Arts Centre in Surrey on Saturday, June 15 at 7:30 p.m. It includes five dancers from Burnaby: Hinano Furukawa, dancing as a little swan and in the pas de trois; Igor Gomes, in the pas de trois and Italian dance; Alexandre Lobo, in the mazurka; Rene Tsuchiya as a swan; and Erisa Ichikawa as a swan and in the mazurka. They join a cast of emerging Canadian and international dancers in the full-length ballet production, featuring choreography by Irene Schneider and led by artistic director Katrina Bois. “Swan Lake is one of the only ballets that you can see again and again.Whether it’s your first time or your hundredth, the experience is truly magical,” Bois said in a press release. “Schneider’s Swan Lake was designed to be seen over and over again because you find little details in it each time that make it exciting and fresh.”

What to expect when you’re prescribed a root canal and why you shouldn’t be afraid! Procrastinating in regard to maintaining teeth and gums can prove harmful. Regular dental checkups and cleanings can reduce discomfort and expose conditions before they become especially problematic. Root canal is one treatment men and women fear when going to the dentist. But root canals are often less painful than the symptoms that require they be performed. The American Dental Association says this is what people can expect during a root canal. · The tooth is numbed for comfort. · A thin sheet of latex rubber is placed over the tooth to keep it dry, and an opening is made through the crown of the tooth. · The nerve or pulp is removed. The excavated canal is then cleaned and shaped. · Medicine may be placed in the pulp chamber to deter bacterial growth. · The root canal is then filled with a rubber-like material to seal it. A metal or plastic rod or post may be placed in the canal to help retain the filling material so it can properly support the tooth. · A temporary filling is placed in the tooth. During a subsequent treatment, the temporary filling will be replaced with a permanent crown or filling. Root canals are nothing to fear. Such procedures are routine and generally produce little to no pain.

The Burnaby Winter Club has a habit of being on the frontlines of the Western Hockey League scouts. At Thursday’s WHL bantam draft, it’s apparent teams had the BWC bantam prep team under their microscope. Burnaby’s Mats Lindgren and Brandon Lisowsky were selected in the first round of the 15-year-old draft, going seventh and ninth overall, respectively. The Kamloops Blazers selected Lindgren, a left-sided defenceman, despite the player’s early announcement that he plans to commit to the University of Michigan, beginning in 2022.The son of former Vancouver Canuck Mats Lindgren, the son tallied four goals and 22 assists for the Bruins during the past Canadian Sports School Hockey League season. Lisowsky, meanwhile, was grabbed by the Saskatoon Blades ninth overall with a pick they acquired from Red Deer. Lisowsky, a centre, contributed 32

goals and 17 assists over 26 games for the Bruins this past season. Burnaby native Kassius Kler, a former BWC product who played this past season with the West Vancouver Warriors bantam team, was grabbed by Prince George in the seventh round with the 145th pick. Kler, a five-foot-eight forward, scored 38 times and set up 28 others over 30 games. The Winter Club also saw forward Maxim Borovinskiy, 14, taken by Tri City in the fourth round, 81st overall. The West Van native tallied seven goals and 19 assists over 29 games; goalie Kyle Kelsey, in the fifth round, 107th overall, by Moose Jaw; left winger Tyson Dyck, seventh round, 143rd overall, by Tri City; centre Jaeger Murdock, eighth round, 175th overall, by Vancouver; defenceman Merik Erickson, 11th round, 229th overall, by Red Deer; and Aiden Celebrini, 11th round, 239th overall, by Saskatoon.

Looking for a new home? Start here.

Transit-friendly locations prioritized by homebuyers above car-friendliness: poll We all know that “location, location, location” is key when it comes to homebuying priorities – but what makes a really good location? Mustel Group and Sotheby’s International Realty Canada’s Modern Family Home Ownership Trends Report: Neighbourhoods “In Transit” polled young “modern family” homeowners in Canada’s four biggest cities to find what their top priorities were when it came to the location of their home. The survey found that, in Metro Vancouver, transit-friendliness is cited as a top-three location priority for 30 per cent of young family homeowners. Across Canada, that figure drops slightly to 28 per cent. In comparison, the car-friendliness of a neighbourhood, such as access to major arterial roads and plentiful parking, was one of the top three location priorities for just 13 per cent of Metro Vancouver families, and 17 per cent across all Canadian survey respondents. Brad Henderson, President and CEO, Sotheby’s International Realty Canada, said, “Transportation and housing have always been inextricably linked. Investments into any transportation infrastructure, whether rapid transit, bus lines, roads, or bike lanes, not only have a direct impact on a community’s quality of life, but often, real estate values. The importance that many of today’s young families are placing on neighbourhood public transit access when home buying reflects changing attitudes and values, the strains of cost of living, as well as improvements to transit infrastructure made

to date. These priorities also point to what this influential group of buyers will deem prime real estate locations in the future.”

Safety first

However, transit was not the number-one priority when it comes to a home’s location, in any of the cities polled – in fact, it was the fourth most important factor. The highest priority was deemed a safe, low-crime neighbourhood – cited as a top-three location factor by 48 per cent of survey respondents. Other factors that made a home’s location desirable for young Canadian families included: proximity to work (ranked by 38 per cent of families as a top-three location priority); proximity to family (30 per cent); being close to parks and nature (24 per cent); and living close to an elementary or secondary school (24 per cent). The survey also found that 57 per cent of young-family homeowners had purchased their home a half-hour-or-less commute to their workplace or school, and that 84 per cent of modern family homeowners were satisfied with the length of their commute. “Metropolitan areas across Canada have been grappling with balancing the needs of growing populations, and various priorities in transportation,” said Josh O’Neill, general manager of Mustel Group. “This report sheds light on the specific needs and priorities of young urban families when it comes to the neighbourhoods in which they live and buy real estate, with findings that highlight the importance of the issue of transportation for this cohort.”

Sudoku puzzles are formatted as a 9x9 grid, broken into nine 3x3 boxes. To solve a Sudoku, the numbers 1 through 9 must fill each row, column and box. Each number can appear only once in each row, column and box. You can figure out the order in which the numbers will appear by using the numeric clues already provided in the boxes.
