Burnaby-Edmonds NDP MLA Raj Chouhan is one of eight recipients of the 2011 Cesar Chavez Black Eagle Award being presented by the United Food and Commercial Workers (UFCW) union. The UFCW cited him for his “relentless and selfless service to the farm workers struggle.” Chouhan, the Opposition New Democrats’ labour critic, is the founding president of the Canadian Farmworkers’ Union.
Burnaby Mayor Derek Corrigan was honoured with the Union of B.C. Municipalities Long-Service Award at its recent conference in recognition of his 25 years of service in local government office. Corrigan was first elected to Burnaby council in 1987, serving for 15 years before being first elected mayor in 2002. He joins two late former Burnaby mayors in receiving the award, Doug Drummond and Alan Emmott.
Burnaby Coun. Sav Dhaliwal was elected to the Union of B.C. Municipalities’ executive as a Metro Vancouver area representative at its conference recently. Dhaliwal is the immediate past-president of the B.C. NDP and the Lower Mainland Local Government Association. He also serves as a director of the Metro Vancouver board. He is currently serving his third consecutive term as Burnaby councillor.

a regional growth strategy that will see the region’s population reach 2.8 million people by 2021 and 3.13 million by 2031. “Burnaby is part of the region,” Luksun said. “With the population coming in, we can’t shut the gates to the city.” That’s the main reason behind the city’s supplemental density bonusing plan, adopted by council almost a year ago. And by focusing the added density in designated town centre areas, it helps to protect single-family and two-family neighbourhoods, he said. Ask Burnaby’s director of planning Basil Luksun how city hall came up with a particular planning initiative or zone and the answer usually starts with a history lesson. After all, the core of Burnaby’s official community plan (OCP) was developed in the 1960s. That’s when those areas designated for apartment development were first set out. “The community has always been clear where they can build apartments and where were the singlefamily areas,” said Luksun. “It’s good for everyone to know.” Burnaby was divided into quadrants—Metrotown, Brentwood, Lougheed and Edmonds—with each including a town centre area where services and infrastructure, such as transit, libraries, community centres, and shopping areas, are focused. Unlike some other municipalities, the plan the city started out with is pretty much the same as what it’s working towards today, with the occasional updates. So when it comes to the recent slew of highrise proposals for the Metrotown area, near the SkyTrain station, Luksun is clear—that’s where high-density housing was always supposed to go.
category zoning, Luksun stressed, and those are all located in the towncentre areas of each city quadrant. Such applications are developed into comprehensive development zoning bylaws, so when city council gives its approval, city hall can be assured that only what was agreed upon will be built, even if the property changes hands. Under the comprehensive development rezoning, Luksun said the planning department can set out everything from superior urban design and architecture to environmentally-friendly features— all must be LEED (Leadership in Energy and Environmental Design) certified—into the bylaw itself. Even the number of bicycle storage spaces, and developer-donated car-sharing vehicles and transit passes for home purchasers, can be laid out as requirements that need to be met. Again, developers have to pay the city either a cash amount or an amenity calculated based on the amount of the added floor space they’re being allowed. Of that, 20 per cent goes into a city fund for affordable housing initiatives with the rest set aside for future community amenities. Since 1997, the original density bonus program has resulted in $10.4 million to the city, of which $2 million has gone into the housing fund. Proposed rezonings still in the pipeline could add another $28.5 million from the Metrotown-area projects and $10.4 million from the first phase of the Brentwood-area project at the northwest corner of Willingdon Avenue and Lougheed Highway.

For Burnaby-Deer Lake NDP MLA Kathy Corrigan, the biggest disappointment of Monday’s throne speech was a lack of initiatives to assist the middle class. “There certainly wasn’t a lot of substance there,” she said.
The speech mentioned the Evergreen rapid transit line, but “that’s been announced for 10 years by this government.” She said the speech offered little in the way of economic stimulus and nothing for the middle class. “The economy grows if the middle class is doing well. They’re the engines of the economy.”

Tesan, who teaches grades 5 and 6, was excited that the prize box included a new video camera which he’s eager to incorporate into future lessons and projects. He stressed the box of classroom materials will be shared with the entire school. “I’m somewhat overwhelmed,” he said in an interview following the presentation. “This school has such amazing staff, so supportive. Much of the work we do is collaborative.” Ric Tesan, Bryan’s father and himself a retired Burnaby elementary teacher, was amazed that principal Dave MacLean was able to keep the award a secret for three weeks. “Most teachers spend $200 to $500 a year [of their own money] on materials for the classroom. It’s really good Grand & Toy recognizes that.” He added that while he is himself a traditional-style teacher, “when I watch the way Bryan teaches, Bryan is a kid-centred teacher. He has no desks, all the kids work at tables, the groups are always changing.” And those intense students who are bursting with ideas thrive because they’re given the freedom to explore them. As for his mom, Pat Tesan, she said of her son, “I’m just very proud. I think he’s a natural-born teacher.”
There was nothing in terms of investment in people through post-secondary or trades training. When asked if perhaps Victoria simply doesn’t have a lot of money to play with, due to the current economic climate, Corrigan said it’s all a matter of setting priorities for the money that’s available. There was money for a $560-million new roof for BC Place and enough to cover the $1-billion convention centre, she noted. Meanwhile, “dozens” of group homes for people with developmental disabilities have been closed and their residents moved against their will and amid much anxiety. “The priorities with this government, with [Premier] Christy Clark are not on the families of average workers or the middle class.” The speech did mention a new statutory holiday for February, “Family Day,” will be introduced, which most people will appreciate, she said. “It’s not coincidental that [Clark has] set it for 2013 which is when the election is going to be.” wchow@burnabynewsleader.com

End-of-life care needs attention Fear of dying is common in western culture. Even the word “died” is often watered down to more gentle phrases such as passed away, passed on, or crossed over. Those words indicate not only a desire to ease the pain of losing a loved one, but soften the path from life to death. It’s ironic, then, that in British Columbia we put relatively little money into making a person’s final days and weeks more comfortable. A national health information study indicates a majority of dying people in this province are not receiving an appropriate level of care, whether it be proper pain management, social support or help with post-mortem planning. We’re not suggesting any means possible must be used to extend life. But caring enough to help a dying person have a more peaceful and respectful end of life should be the least we can do. It should be noted that dying isn’t reserved for the elderly, to which anyone who reads obituary columns or has experienced someone close battling a terminal illness could attest. B.C. nurses and the University of Victoria Centre for Aging are teaming up to figure out how appropriate end-of-life care can be provided to more people in B.C., through a research program called Initiative for a Palliative Approach in Nursing: Evidence and Leadership. They’ll no doubt consider the provincial health budget, which is massive and is expected to grow, given our aging population. Some of that budget goes to hospice facilities around the province. But not everyone wants to die at hospice, where the staff are knowledgeable and compassionate, yet the atmosphere can seem like a hospital ward. The provincial government needs to dedicate more funding and attention to making palliative care more far-reaching. — Black Press

Some would disparage any thought of tearing those buildings long past their best-before dates down, labeling it gentrification. It sure would increase Metrotown’s attractiveness, though. There is some fear of a loss of rental stock, but chances are all the new highrises and the low-rise buildings that would replace them would have a lot of condo/townhouse owners looking to sublet and might just increase the stock. spaces that are built. They’ll also create additional future taxpayers to minimize the tax increases city wide. But not everyone is comfortable with the change. Rick McGowan, a candidate for city council with the Burnaby Municipal Greens, believes the new “s” category will only lead to worsening traffic congestion and overcrowding in Metrotown. As the owner of a low-rise condominium in Metrotown, he’s already concerned about heavy traffic, especially when walking his daughter to school. The Metrotown library is packed as it is on weekends and Bonsor Recreation Centre is already always busy. “Additional people usually requires additional amenities which are not being considered at the moment,” said McGowan, who is also skeptical that residents of the new towers will predominantly use transit instead of their cars. If Burnaby must add density, it should be spread around the city, he said. “Single-family and two-family neighbourhoods are not sustainable ... They can be improved by adding low-rises.” The infrastructure in such neighbourhoods could handle more residents and increasing the density there could also encourage more transit service. When asked if he could be construed as taking a not-in-myback-yard attitude to increased density in Metrotown’s town centre, McGowan suggested it is perhaps city council members living in single-family homes who are trying to protect their own neighbourhoods. Burnaby Mayor Derek Corrigan said McGowan’s position flies in the face of established beliefs. “Over and over again you’ve heard Vancouver and their ‘eco-density’ and higher density being the key for the greenest city. The Greens seem to be talking out of both sides of their mouth on this issue.”
Loss of rentals? Another potential impact on increased highrise development
in Metrotown is the loss of rental housing and gentrification of the neighbourhood. But that’s something that’s pretty well impossible to prevent, said Corrigan. Solutions have been looked at for years, and the only solution city hall deemed viable was a zoning for rental housing that would only accommodate rental housing in the future. “But the provincial government won’t give us the power to do that,” citing a potential negative effect on property values, Corrigan said. Many of the city’s rental buildings are nearing the end of their lifespan and the properties will need to be redeveloped. While city hall could say such properties must be developed with similar-type buildings, but that won’t increase density close to SkyTrain which is one of the city’s goals, he said. “We would be cutting our nose off to save our face in that sense.” In any case, more housing provides more opportunities for rental, with some developers estimating upwards of 40 per cent of condo units are rented out, he said. City hall surveys have found that a significant number of people would be willing to pay more for better housing, if only the supply was there. Adding more such units would then have a trickle-down effect, freeing up rental units elsewhere. In the long run, Corrigan stressed, the creation of more rental housing will depend on senior governments providing tax breaks to make it financially viable for developers. There’s not much city hall can do, although developers try all the time, said Corrigan. The city is often approached by developers seeking taxpayer-funded subsidies, or additional density in exchange for rental units. Or, they’ll ask for additional density where the city hasn’t planned for it, since that would allow developers to purchase cheaper land. But that’s not in the cards, Corrigan said. “It’s inconsistent with our community plan.” wchow@burnabynewsleader.com

Burnaby boy living CFL dream

When Eric Fraser was a little tyke growing up in Burnaby during the 1990s he made up his mind he was going to play a professional sport when he grew up. It’s the type of dream many teachers, and even some parents, try to deter kids from because the odds against are high. Fraser wasn’t about to be deterred. At ďŹ rst his sport of choice was soccer. But then about Grade 7 he tried
football where it was totally all right for him to hit somebody. He was hooked. And he went on to make his dream a reality. “I fell in love with the physicality of it and the team work,â€? said Fraser via phone following a Calgary Stampeders practice Tuesday. Fraser is in his second season as a defensive back with the CFL club and will get his ďŹ rst chance to play before family and friends at the newly renovated BC Place when the Stamps take
on the B.C. Lions on Saturday night. He played minor football for the North Delta Longhorns and high school for the Burnaby Central Wildcats in 2003 and 2004 when the program was beginning to struggle to maintain a team. Fraser is a bit of a speed demon, One of the favourites in the coaches clichÊ handbook is: You can’t teach speed. Central grad Fraser suits up in Stampeders secondary That meant that instead of playing before a few thousand in London, Ont., he got to experience road games against the likes of the University of Michigan Wolverines whose stadium in Ann Arbor, Mich., holds 110,000. Or go up against the Michigan State Spartans, another perennial pigskin powerhouse, in Lansing. “It was definitely a good decision. It was a much higher level of football down there. I got great coaching. I got to play in front of 100,0000, 80,000 people. That’s an experience you can’t get up here playing in the CIS,” said Fraser, 24. One of his favourite games came at Michigan in 2006, his freshman season—he redshirted for a year before playing his first game—when he averaged 31 yards a kickoff return. “You want to be the one to make a play and silence the big crowd,” said Fraser. “That dampened the stadium a bit. We did end up getting beat, but for a few of those plays we exposed a few weaknesses. Along the way, Fraser has not only had to overcome toiling in relative obscurity, but he’s also dealt with several serious injuries including a season-ending ankle injury against Northern Illinois in 2008. “They’re setbacks. It strengthens your resolve to go ahead and fight through. It is trying though when you’re laying on the field and your foot is dangling from your leg,” said Fraser. The Stampeders drafted him in the first round in 2009, but he returned to CMU for his final season when he started 13 games and won the football program’s academic excellence award. Last year, Fraser was finally able to live his dream and be paid to play football. “I was excited. Calgary’s a great city and it’s close to Vancouver. My parents (Norm Fraser

COC selects Sinclair to carry flag at Pan-Am Games The Canadian Olympic Committee has tabbed Burnaby’s Christine Sinclair as its flag bearer for the opening ceremonies of the 2011 Pan American Games in Guadalajara,
Mexico Oct. 14 to 30. Sinclair is captain of the Canadian women’s soccer team and is its most prolific scorer in history with 117 goals. “I look forward to carrying the maple
leaf for the opening ceremonies,” said Sinclair in a COC press release. “I’m honoured and deeply moved to have been chosen as Canada’s flag bearer. On behalf of the entire
team, I will proudly wave the Canadian flag and represent our country in a way that makes the entire country proud.” Sinclair will lead a contingent of 493

Nicholson - Yvonne Passed away peacefully in Malaspina Gardens on September 30, 2011. She is predeceased by her loving husband Dahms. She is survived by her sister in law June Nicholson and numerous nieces and nephews. Yvonne was a truly lovely lady and will be lovingly remembered. A special thanks to the nursing staff on the second floor of Malaspina Gardens for their loving care of Yvonne. There will be no service by request.
