Suspected auto thieves A joint police operation led to the arrest of 10 suspected auto thieves in three separate stolen cars Feb. 7. The effort was in response to a spike in stolen vehicles in Burnaby and involved the Burnaby RCMP ProliÀc Offender Suppression Team (POST), the Integrated Municipal Provincial Auto Crime Team (IMPACT), a Vancouver Police dog squad car and the Air One police helicopter, according to Sgt. Gord Elias of IMPACT. At around 10:30 a.m. Feb. 7, two stolen Honda Civics were found parked in the area of Sprott Street and Norland Avenue. Two juvenile suspects drove away in one of the cars but were arrested at a nearby gas station minutes later. Shortly after that arrest, three adult suspects drove off in the other stolen Civic. Following a brief surveillance, all three were arrested despite trying to Áee on foot. While ofÀcers were dealing with the adult suspects, a stolen Nissan Sentra containing Àve juveniles drove by police. OfÀcers in a Vancouver Police dog squad car, which was in the area to assist, stopped the vehicle and arrested all Àve suspects. Numerous charges have been recommended against three adults and four young offenders.

Burnaby school board chair Larry Hayes is taking umbrage at Education Minister George Abbott’s comments that Burnaby doesn’t face as many challenges as more highly-funded districts in the province. As reported in the NewsLeader, Burnaby school district receives the lowest per-student funding in B.C., a ¿gure calculated by adding up all the funding a district receives from the province and dividing it by the number of students. Abbott responded that Burnaby doesn’t face the same challenges as more remote areas, such as the Stikine school district, and has relatively lower levels of aboriginal and English-as-asecond language (ESL) students and is relatively strong from a socio-economic perspective. “I don’t know how he can say that,” Hayes said in response. Burnaby has 4,700 ESL

students, making up 20 per cent of the district’s student population, almost twice the provincial average, he said. “Just that alone makes his statement somewhat short on fact, really.” More than 75 different languages are spoken among students in Burnaby school district. “That certainly makes us a lot different from the Fort Nelsons and Prince Ruperts and other districts that aren’t facing those kinds of challenges for the public education system.” Hayes noted that in 2011, almost 25 per cent of government-assisted refugees settled in Burnaby. “That puts us in a different category, a category that sees the need for extra attention because of the challenges that all of that creates.” In terms of its socio-economic status, Hayes said Burnaby has the second-highest level of child poverty in Metro Vancouver and the third-highest in the province. As for Abbott’s statement that Burnaby will receive increased funding due to a “pretty

substantial bump in the number of students,” Hayes said the reality is this year Burnaby has about the same number as in 2010-2011 and next year, it’s projected to have 150 fewer students. And while Abbott asserted that Burnaby received additional funding to assist with added costs downloaded by the province, Hayes stressed that it’s still not enough to cover rising and added costs. “If we can’t keep up with increased costs and inÀation, we don’t have the ability as a school district to increase prices to our customers,” he said. Hayes said he’s “very happy” to hear the district will receive an additional $2.3 million this year due to changes in the funding formula. “I know [Abbott] said we should be thanking him for the extra money, grovelling and ‘more porridge please’ ... But it’s just my contention that downplaying the needs and the numbers of challenges we have in Burnaby just does not do justice to what our district and teachers are facing every day.” twitter.com/@burnabynews

Saturday was World Happy Day. You’re excused if you missed it. Because it wasn’t marked on the calendar, or recognized in the United Nations. In fact, it was really just a publicity stunt to promote a new documentary ¿lm, Happy, that tries to answer the age-old question; what makes people happy? Canada ranks as the 10th happiest nation in the the most recent database of happiness, compiled by Erasmus University in Rotterdam. On a 10-point scale, Canadians rate their general satisfaction with life at 7.8. That’s about the same level of happiness felt by Swedes and Panamanians, but a bit worse than Costa Ricans, who rate themselves the most satis¿ed, happiest people on the planet. And pity poor Togo, who wallow in their lowly satisfaction score of 2.6, the most miserable place on earth, sadder than Benin, Congo and even Haiti. Curiously, North Korea did not participate in the study; although given that totalitarian country’s prohibition on individual thought, it’s hard to say whether North Koreans would consider themselves deliriously joyous or profoundly depressed. Their answers would probably hinge upon who was looking over their shoulder as they completed the survey. Of course any measure of happiness is completely subjective. One man’s happiness could very well be another’s misery. Like David Choe. Who? He’s a graf¿ti artist who was commissioned in 2005 to do some paintings for the walls at Facebook’s ¿rst headquarters. Instead of cash, he opted to take his payment in stock. He’s now worth an estimated $200 million. But he’s not happy about it. “I can never buy back my privacy,” he told a TV interviewer. Which just goes to prove the old adage, money can’t always buy happiness.

Floating on a sea of gas VICTORIA – Premier Christy Clark’s recent fanfare about developing a natural gas export industry in northern B.C. included a major change in electricity policy. Last year Clark’s government forced BC Hydro to trim its operations and keep its next two annual rate increases below four per cent. Part of the savings will come from rede¿ning former premier Gordon Campbell’s climate strategy, which required BC Hydro to be self-suf¿cient in even low-water years, with no net electricity imports. The target is now self-suf¿ciency in average-water years, limiting expansion of independent power projects. It also means B.C. will import more gas-¿red electricity in the coming years, and burn some of its own abundant gas to generate new power up north. Campbell’s plan entailed using B.C.’s big dams to stabilize and store power from new intermittent sources of hydro and wind, building the Site C dam on the Peace River and exporting clean

energy at a premium in a carbonpriced North American market. Both the carbon market and the export market have evaporated. While B.C. was developing run-of-river to sell to California, the U.S. west coast built new capacity, much of it gas ¿red, after an electricity crisis that caused brownouts more than a decade ago. Today, Washington state producers are actually paying BC Hydro to take their excess power because they need to move it into the grid, and B.C. is the only place that can store it using dam capacity. NDP energy critic John Horgan is celebrating this change in BC Hydro policy. He says the government made a multi-billiondollar miscalculation by assuming California’s electricity shortage would continue inde¿nitely, and

surplus power would be pro¿table. He says independent power contracts are part of BC Hydro’s current ¿nancial problems, but political interference in planning is the bigger issue. Horgan would not endorse the Wilderness Committee’s call to cancel electricity purchase contracts BC Hydro has signed for more run-of-river developments. Additional projects are planned for the Upper Lillooet, Upper Toba and Harrison Rivers in southern B.C., and the Kokish River on northern Vancouver Island. Most are aboriginal partnerships. Energy Minister Rich Coleman told me no contracts will be cancelled, and he rejected my suggestion that BC Hydro could end up with too much power in the wrong places and at the wrong time of year. BC Hydro can move power around as well as store it, and that ability will improve when the smart grid is completed. Independent power doesn’t end there. It shifts to northern B.C., where three lique¿ed natural gas projects will need output equivalent to two and a half Site C

dams to operate. Coleman con¿rmed that at least one modern gas-¿red power plant will be needed to develop LNG, which is expected to be in business before Site C could be built. That powerhouse will likely be built by the LNG developers, and used to back up new intermittent sources of offshore and land-based wind and any river or geothermal sites available along a new northwest power line. B.C. will likely have a second gas-¿red power plant in the northeast corner, to supply the Horn River shale gas development and processing plant now underway. Coleman says that plant should be able to capture carbon dioxide and sequester it deep underground. Fort Nelson and points north will remain off the BC Hydro grid. Even with carbon capture in the northeast, Campbell’s greenhouse gas targets look to be the next part of his legacy to be abandoned. Memories of a tree, and a great school Many fond memories of Nelson school (Letters, NewsLeader, Feb. 3) The letter on Nelson School tugged at my heart strings and reminded me of many good memories. I too was in Miss Robinson’s Grade 1 and Grade 3 classes and in fact, Ila Appleby, the letter’s author, was one of my classmates. I clearly remember receiving the ¿r tree from Mr. Gray, the Principal of Nelson School. I took my sapling home and my father planted it in the front yard of our home where it thrived. Quite remarkable, I think; since many of the saplings given to students that last day of school did not, unfortunately, survive. In 1963, my father’s job transferred him to Toronto and we moved from beautiful B.C. to Ontario. Even though I didn’t have the chance to watch my ¿r tree grow as I grew up, I did visit “my” tree on each of my many visits back to Burnaby as the years passed. Each visit, I was always surprised at how big the tree had grown and I always took a photo

of “my tree” to show family when I returned to Toronto. My visits to B.C are not as frequent now as they once were, however, to the best of my knowledge “my” tree is still thriving in its place of honour on the front lawn of our former home. Like Ila, I have fond memories of Nelson Elementary and the teachers who were so instrumental in the early years of my education. I have had the good fortune to remain friends with a few classmates from Nelson school which has played an important role in my strong connection to B.C. I wish the Nelson 100th Anniversary Planning Committee the best of luck as they plan for the upcoming celebrations. I do hope they ¿nd a way to acknowledge and honour teachers such as Miss Robinson. RATES OUT OF LINE As a home owner I am frustrated to see that the City of Vancouver’s water and sewer rates are $786 for 2012 while Burnaby rates are $945.75 for 2012. That is a difference of $160 per household. Why is it that we are paying that much more for water and sewer than Vancouver? Keith Bemister, Burnaby

IT’S BECOME A CIRCUS Sitting in mall food fairs for “Mark-Ins,” supposedly doing work, cancelling traditional ¿eld trips, writing Valentine cards to MLAs? What will teachers do next? This is a futile and unproductive game they’re playing. This will not gain them public sympathy. They say they have chosen this profession not for the money but because of their commitment to the education of our children, and that they are focused on the students’ welfare. It’s time to practice what they preach and stop sounding like politicians.

REFINERY’S CLOSURE WOULD BE GOOD It appears Chevron is having dif¿culty obtaining suf¿cient crude oil to feed its North Burnaby re¿nery because more and more of the crude being shipped through the pipeline is being exported. I don’t think it would be a tragedy if, as a result, the re¿nery closed. Chevron is a good corporate citizen and has done a good job minimizing the environmental effects of its operation, however an oil re¿nery is an inherently hazardous activity. This re¿nery is very close to a residential area—the storage tanks are three blocks from my house—so a major ¿re or explosion would have a devastating effect. Even a well-managed re¿nery, and I believe this one is, emits a substantial amount of air and

water pollution from its ongoing operation. I don’t know what is in the plant’s air emissions but believe that they include many substances that are potentially dangerous to human health. Also there appears to be a signi¿cant amount of continuous low level water pollution occurring with the result that the wilderness park land surrounding the re¿nery shows clear signs of environmental contamination. For all of these reasons consideration should be given to using this quite substantial parcel of land for other purposes such as housing, commercial or park land. I believe that a true cost-bene¿t analysis would indicate that greater bene¿t would result to the community from using the land for other purposes. I think it is time for the city and the company to seriously consider closing the re¿nery and for the company to build a new re¿nery in a location outside of Metro Vancouver in an unpopulated area. Psychologist hired to help sub charged with sex assault The Coquitlam School District provided a psychologist to substitute teacher Aleksandr Plehanov to help the Burnaby man with his “boundary issues” more than a month before he

was arrested for sexual interference and sexual assault. Concerns about the substitute teacher’s classroom behaviour were raised ¿ve months before his eventual arrest after a

student alleged that he had touched her inappropriately. Last Friday, the court heard that in October 2009, a seven-year-old Bramblewood elementary student alleged that Plehanov rubbed her stomach under her shirt after he pulled her on his lap. A Feb. 1, 2010 letter to Plehanov from Jamie Ross, the district’s director of human resources, stated that a psychologist would work with the teacher on his “boundary issues.” It also said that a district co-ordinator would provide support to help with Plehanov’s classroom management skills. Last month, Bramblewood elementary principal Brenda

Walker said she considered the 2009 accusations against the substitute teacher to be a “serious situation” but did not call the police because once he had left the school, the students were no longer in danger. But while Plehanov was cited for misconduct, the school board concluded that there was no assault or sexual impropriety and he was allowed to continue teaching after the incident. The police did not become involved until March 2010, when a parent from Glen elementary phoned Coquitlam RCMP alleging that Plehanov had touched her daughter inappropriately.

An Eagle Ridge student, a Grade 3 girl, also testi¿ed earlier in the trial that Plehanov asked her to sit in his lap by patting the top of his legs. He then “gently toucher her,” indicating he’d wrapped his arms around her waist and touched her chest and lower pelvic area. Plehanov is facing ¿ve charges of sexual interference and ¿ve charges of sexual assault involving girls who were aged seven and eight at the time of the alleged incidents.
