Council amalgamation on the cards by Mitchell Jordan
A c ontroversial plan recommending the amalgamation of Sydney councils has inner west councillors up in arms. In its latest report, ‘Future Directions for NSW Local Government’, the Independent Local Review Panel has put forward a bold new vision for the state which would see a massive shake up amongst inner west councils. The report, released last month, is the latest instalment in a long line of suggested changes and follows on from the Barnett Committee 40 years ago, which recommended a reduction in the total number of councils to less than one hundred. Panel chair professor Graham Sansom said that investigations revealed the local government sector is “weighed down” with ideas that are “out-of-date.” “At the heart of the problem we still have too many councils chasing too little revenue,” he said. According to the Future Directions report, in three years’ time 48 per cent of councils could have a weak or worse financial sustainability rating. To combat this, the paper proposes a new ‘global city’ of Sydney encompassing the whole area of the CBD east to the coast and south to Botany Bay, along with reducing local government in the inner west, north shore, northern beaches and southern suburbs of Sydney. While the panel has kept in mind the government’s commitment to ‘no forced amalgamations’, it does propose a wide-ranging package of

y children have been lucky. They have grown up with two sets of grandparents to look out for them, provide a comforting shoulder and to cheer them on in all their endeavours from babies to adults. As you get older the sentiment behind Mother’s Day is more important than the presents and flowers (although that’s nice too). With my oldest daughter having recently moved to Hong Kong, the task of organising

A mother’s day wish
BURWOOD Mother’s Day this year has fallen to the youngest, and secretly I think my 77-yearold Mum is tickled pink. I have no idea what my daughter and father are scheming for Sunday, May 12 but it doesn’t involve cooking or cleaning up.
Hoorah! My mother was a bride in the mid 1950s – smack bang during the wide-skirt new-age post war world, when optimism was high and bright new lives lay ahead. Credit cards didn’t exist, except maybe Diners
Club card for the very well off. You saved for a house with a full 10% deposit and moved in without that mod-con called carpet, let alone furniture and then set out to get the rest bit by bit. As children, we had everything we needed and holidays, even if it was three days camping. Looking back, I am sure that camping in the back of a station wagon was not my mother’s preferred getaway, but get away we did. When my children were young, affording holidays was tough, but there was
Mum and Dad announcing that we were all off to Fiji or Noosa, a welcome step up for Mum and Dad after decades of hard work. If I asked Mum to look after the children, she was there, if the girls wanted Grandma at a school event, she was there. I was always encouraged to have a go and taught that there were no differences between what girls or boys could achieve if they set their minds to the task at hand. The glass ceiling did not exist in my thinking, but by a curious turn – it is/was that 1950s
thinking that held my mother back. Always impeccably dressed, stylish and going for colour, Mum says now that if she had her time again she would have been a fashion designer. She loves fashion and whilst that gene has missed me completely, Mum sure has passed it along to her granddaughters. Mum, you thought this column last issue about Ken Rosewall was my “best ever”, but this column is for you – to wish you a Happy Mother’s Day, to say thank you and I love you.

I will be meeting with other inner west Mayors about this issue and discussing the implications with my fellow Councillors and will keep our community updated. Our community over whelmingly rejected forced amalgamations in an independent poll earlier this year and that obviously needs to be taken into account with any future decisions,” City of Canada Bay Mayor Angelo Tsirekas said. Mayor of Strathfield, Gulian Vaccari and mayor of Ashfield, Morris Mansour both told Burwood Scene that they were against amalgamations. “As one of the more viable
councils in Sydney, we will be opposing being amalgamated with Burwood, Canada Bay, Ashfield or Leichhardt. I understand that these councils feel similarly,” said Cr Vaccari. C r Ma n s o u r re c e nt l y supported his motion to reaffirm its opposition to forced amalgamation. “Local councils provide residents [with] direct access to their representatives and enable decisions to be made by locals at the local level,” he said. Professor Sansom, however, dismissed the idea that less councils would result in a smaller voice for residents, citing place management approaches, use of wards, citizen’s panels and modern customer service systems. But joining forces could also turn into a battle of the egos
for some. Strathfield councillor Helen McLucas was left especially sour at Professor Sansom’s criticism of some councils. “What is surprising is that the report does not mention well-run councils like Strathfield,” she said, taking a swipe at others in the area. “We are well-run and financially sustainable, unlike our neighbouring councils. Further insult comes as Burwood is recommended as the location for the administration for the newly amalgamated councils. Goodbye, Strathfield!” The panel’s final report is due out in September. Its Future Directions consultation will include visits to 29 regional cities and towns and eight locations in the Sydney metropolitan area from 9 May to 14 June.

Permanent Burwood amphitheatre to attract major events A multi-purpose entertainment structure with a sleek modern design that will allow sitting room for more than 2,000 people has been approved by Council for construction in Burwood Park and is expected to be completed by late 2014. The proposed waterproof, modern-style amphitheatre will be built between Burwood Park Community Centre and the Rotunda, with a preliminary cost estimate of $350,000. “It is anticipated that the setting will be an amphitheatre style to complement the surrounding area and will include storage space, lighting and audio equipment,” says Burwood Mayor, John Faker. “It will be covered with anti-graffiti coating and CCTV cameras will be installed to protect it from damage.” The decision to erect a state-ofthe-art open air stage follows the success of last year’s Burwood Festival. “The new entertainment structure will attract major events to Burwood, including music concerts, theatre performances and dance recitals in addition to enhancing the experience at our much loved events and services including the popular Burwood Festival, which drew a crowd of over 100,000 last year,” says Cr Faker. A Development Application was approved for a multi-purpose

shade and waterproof structure to suit multiple activities in 2010, after users of the park, including those who regularly practice Tai Chi, requested a large shade structure in Burwood Park. “The Events team have said that a facility like this will suit a number of events and ceremonies throughout the year and will save Council approximately $20,000 per annum in costs to hire marquees and stages,” the mayor advised. Annual events in Burwood Park are held at Christmas and Easter, for Lunar New Year, the ANZAC Service, the Sandakan Memorial Service and Burwood Festival. The new structure, which will go to tender, will be available to hire for the public and will be able to accommodate concerts, ceremonies, public addresses, private functions, Tai Chi exercises and other events. The multipurpose structure is scheduled to be completed by the end of 2014.

Libraries Development Grants $2.5 million will be spent on public libraries this year by the NSW Government, with $200,000 allocated towards building the new Burwood Library and Community Hub. Strathfield Library will receive $68,989 for the implementation of Radio Frequency Technology. “Public libraries play a critical role in our communities by providing access to collections, information and technology,” Strathfield MP, Mr Casuscelli said. “These grants enable libraries to respond to the changing needs of their clients, through the creation of flexible public spaces, improving public IT services, and reaching out to communities both in the online environment and on-site through targeted events and programs.” Minister for the Arts, George Souris said that, “We are particularly interested in supporting innovation and this year’s grants include one to establish ‘pop-up libraries’ in areas of tremendous population growth.” The program is administered by the State Library of NSW for the Library Council of NSW.

Cucina Espresso on Majors Bay Road at Concord is one of the stand-out eateries along the famous restaurant strip and it’s no wonder with chef Carlo Calautti in charge. The renowned local chef has 30 years experience and learned to cook when he was young as he helped his mother prepare Italian family feasts. “The basics don’t change, but I do enjoy working with new ingredients and there is no compromise for the freshest produce,” Carlo explained. Brother Rocco agrees. “We pride ourselves on good, fresh food that is made on the premises. Our coffee is great and now we have expanded into catering for small business functions.” Cucina Espresso is open for breakfast and lunch seven days a week (6am weekdays and 7am on the weekend). The mouth-watering menu includes their all-day house special, Uovo Ragu alla Bolognese e Piselli, which are eggs poached in a Wagyu Bolognese sauce with peas and buffalo mozzarella, served with Italian bread for $16.50. Tre Amici Pizza and Ristorante, tucked away on Tangarra Street on the border of Enfield and Croydon Park is a business that may be tiny in floor space but is huge for its popularity with locals, not only for the great pizzas and now café but also for the welcoming, easy atmosphere. Owner Pierre Nassour has been a part of his customer’s lives since 2000 and he is “stoked” to be a finalist in 2013. “I just left the coupons on the counter top and everyone wanted to fill them in. Mother’s Day at Burwood RSL
Australians have traditionally kept mortgages on variable rates, only opting to fix when interest rates go sky high. But the attractive fixed rates on offer these days are being snapped up like never before. You can lock in all or part of your mortgage at 4.89% for 2 years (Comparison Rate 5.75%), 5.09% fixed for 3 years (CR 5.58%) and perhaps more interestingly 5.39% for 5 years (CR5.62%), but rates on offer can differ massively depending on which bank you are with. What we do know is that fixed rates on offer are a combination of the ‘money market’ and also each banks’ appetite to lure new customers to switch – and it is this appetite which is at an all-time high. So should you fix or not? A good mortgage advisor would recommend fixing if you indicated that you would face financial difficulty if rates went up by 1 or 2%, or if you have borrowed right up to the maximum value. So the
good thing about fixing a mortgage is it provides certainty so you can pass the ‘pillow test’ (get to sleep easily every night). But you can be up for break fees if you sell or refinance during a fixed term, so the ‘certainty’ costs you a little ‘flexibility’. If your loan is all fixed, you generally can’t be graced with the power of an offset account with linked credit card - which if you read my columns know exactly how pedantic I am about that! That’s why it’s usually advisable to split your loan, with at least a small portion left on a variable rate. It shouldn’t cost any extra, so why not get the best of both worlds? It can also let you cleverly structure your loan/s to maximise lifestyle & tax benefits. If you are a bit confused, get some advice that’s relevant specifically to you and your situation. New Chamber for Majors Bay Road Shoppers, residents and business owners will be better served by a dedicated Majors Bay Chamber of Commerce that will be launched on May 8 at the Concord Function Centre from 6.30pm by Chamber President, Mario Mazzeo. voice to Canada Bay Council on issues directly affecting the Majors Bay Road commercial precint. “In about October last year, a group of business owners formed the Majors Bay Road Chamber of Commerce with the aim of promoting the local business precinct and its interests in

Energy rebate fires up debate John Murphy MP for Reid has encouraged families to look at their eligibility for the NSW Family Energy Rebate. “Even though 540,000 families across NSW are eligible for an electricity bill rebate, very few people are aware that they could apply for a NSW State Government subsidy for electricity bills that could be worth $75 in 2012 – 2013, $125 in 2013-2014 and $150 in 2014-2015,” he said. The payments are only available to families with household incomes of less than $150,000 per annum and who are on the Federal family tax benefit part A and B. Opposition member for Reid, Craig Laundy lashed out at Murphy’s comment that: “It is a disgrace that Barry O’Farrell has failed to advertise this important scheme.” “Christopher Hartcher [Minister for Resources and Energy] is on record saying he is delighted with the uptake of the scheme,” Laundy told Burwood Scene. “I’m delighted to be part of a team that on 14 September will provide a real solution to people’s power bills by abolishing the carbon tax.” Claims for 2012 energy rebate need to be lodged before 14 June 2013 either through an online form at https://applications.fer. trade.nsw.gov.au/ or by submitting a paper form.

Open day puts PLC on display To celebrate its 125th anniversary, PLC is opening its doors to the public on 11 May. Kicking off at midday, the highlight of this year’s Open Day will be the evening markets and restaurants, a Vivid Sydney-style light show and fireworks display. Other new attractions include the Gravity Defier ride, JollyBops science show, and cooking demonstrations with seafood expert, Brigid Treloar. The Open Day and Fair will also include many favourite regular activities such as the carnival rides, international food stalls, and silent auction with a range of items up for bid, such as tickets to the 2013 New Year’s Eve Party at the Loft Bar at King Street Wharf. As part of the Open Day visitors will be able to join tours of the college campus and see academic displays along with student
performances and demonstrations. Schools set for an overhaul Inner west schools will benefit from a $5 million injection from the NSW Government, according to member for Reid, John Murphy. Mr Murphy said the historic agreement ensures every child in Reid receives a world-class education. “This agreement will drive long term improvements in NSW schools and deliver better outcomes for all students,� Mr Murphy said.
Mr Murphy also cast doubt on the future of Australian schools after this year’s federal election. “I’m really concerned about what Tony Abbott’s cuts could mean for them if he is elected,� he said. These concerns were rejected by shadow minister for education, Christopher Pyne MP. “The Federal Coalition has no plans to cut funding from any school - the only cuts to education have been Labor’s $11 billion in cuts from late last year and in the upcoming Budget,� he told Burwood Scene.

SES says farewell to Norma Burwood SES paid its respects to the late Norma Carter who worked tirelessly as a volunteer with the group for two and a half years. Mrs Carter, who tragically passed away last month aged 82, was “a friendly person who always smiled and welcomed everybody”, according to SES Local Controller Ray Johnston. The Burwood unit performed a guard of honour at her funeral and also provided an SES flag to Mrs Carter’s family in recognition of her time in the service

Her involvement with Burwood SES began after she attended an information evening. “She was very forward in putting her hand up whenever we needed assistance,” recounted Mr Johnston Mrs Carter, whose ties to the inner-west were strong, having lived in both Burwood and Ashfield, also volunteered at the premier’s office. During her time at the SES, she performed a number of tasks.
“Norma took part in a search for a missing person in the Penrith area as a member of the NSW SES. In that role she acted as a sector controller to keep an eye on everyone,” said Mr Johnston. The Burwood team found Norma’s Mrs Carter’s positive attitude particularly endearing. “She was very well-liked both in our unit and other units we interacted with. One person commented that she was an inspiration to other people because of her age,” said Mr Johnston. Norma Carter

She’s bold, brave and a breath of fresh air in the often-superficial world of public relations. Last month, veteran PR queen and media commentator Prue MacSween returned to the small screen as a contestant on Celebrity Apprentice. MacSween is no stranger to television, having given her opinion on almost every news and lifestyle program that’s ever aired, along with spending many years as an agony aunt panellist on Beauty and the Beast. In spite of a healthy public profile, MacSween admitted to feeling “a bit scared” in the lead up to the show’s debut. “You never know how you’re going to come out of it – television shows can be edited in many different ways,” she told Burwood Scene. Of all of the contestants on
Celebrity Apprentice, MacSween developed close friendships with boxer Jeff Fenech and swimmer Stephanie Rice. “I think we’ll be friends forever,” she said. The same may not be said of Sweaty Betty publicist and socialite Roxy Jacenko. “We had a huge barney; she tore strips off me,” MacSween revealed. “She’s incredibly ambitious and intent on winning at all costs.” MacSween is uncertain how soon she will be back on TV once the show finishes, though the experience has opened her eyes to a potential new hobby: boxing. Drivers are needed to transport 300 Strathfield high school students throughout the area for this year’s Red Shield Appeal on 26 May. Peter Smith, chairman of the Strathfield branch, believes that the annual fundraiser plays an important part in characterbuilding for the youth from six different high schools in the area who participate. “Things like this [Red Shield Appeal] didn’t happen when I was at school. Kids today are more socially aware,” he explained. All the funds from the appeal go towards the Salvation Army’s welfare programs. Mr Smith, who has been door-knocking for “what seems like forever”, believes that while Strathfield residents are still as generous as ever, students are facing new challenges. “Strathfield is more difficult to collect with high-security homes and access to buildings becoming harder,” he said. “We combat this by collecting at Strathfield station

five days prior, which can raise as much as $4000.” In his years as a collector, Mr Smith is continually inspired by the people he meets. One standout incident was a few years ago when he noticed a man surreptitiously attempting to place an envelope in the collection bucket. “He was an alcoholic and a gambler who ended up on the streets, having lost his home and family,” Mr Smith recounted. “The Salvos picked him up, cleaned him out and he made a promise to himself that he would give his first pay cheque to them.” To help driving on the day call Peter Smith on 0412 232 753.
