it raised P121.72 billion in duties and taxes from January to June 2024 -- 6.28 percent higher from the P114.53 billion collected in the same period in 2023. The BOC has marked 9.89 billion liters of diesel, gasoline and
kerosene in the first half of 2024.
This is a 4.99-percent year-on-year increase from 9.42 liters.
“This success is attributed to enhanced monitoring and strict regulation of petroleum movements, ensuring accurate revenue collection and reducing the risk of illicit activities,” it said.
The fuel marking program began on September 4, 2019, as part of the Tax Reform for Acceleration and Inclusion (TRAIN) law, aimed to ensure that oil products available in the market comply with tax regulations.
According to the law, petroleum products that are refined,
manufactured, or imported to the Philippines such as unleaded premium gasoline, kerosene and diesel, must be marked by an official marking agent after taxes and duties have been paid.
A unique chemical marker is used in marking fuel that can be embedded at a molecular level in petroleum products—gasoline, diesel and kerosene—enabling authorities to test, identify, and distinguish petroleum products with paid excise taxes.
In the first half of the year, the BOC has collected P455.518 billion from January to June 2024, exceeding its target by 2.91 percent
or P12.897 billion. The BOC attributed its valuation methods, various revenue streams, collections from the tax expenditure fund and ongoing digitalization and modernization of systems to its performance.
Other revenues from audit findings and voluntary disclosures worth P1.7 billion, P88.1 million from public auction proceeds at various ports and P5.7-billion tax expenditures also contributed to reaching its target. For 2024, the BOC aims to generate P939.7 billion in tax revenues.

THE national government may fall short of its aims to pare down the country’s public debt and narrow the fiscal deficit due to the expected increase in its budget, according to a United Kingdom-based research firm.
BMI Country Risk & Industry Research, a Fitch Solutions company, estimates that the public debt will recede more slowly, eventually reaching 58.8 percent of GDP in 2028 while the deficit is expected to widen to 5.9 percent of GDP. The government unveiled a P6.352-trillion budget for 2025, which marks an increase in public spending to 21.9 percent in 2025 from 21.7 percent of GDP in 2024.
“This will reverse the country’s fiscal consolidation efforts. Admittedly, the Philippines fiscal recovery has already fallen behind regional counterparts and the latest budget certainly does not help this cause,” BMI said.
BMI said the Marcos administration unveiled the national budget of P6.352 trillion for 2025 on July 29. This marked a 10.1-percent increase from the 2024 budget and accounts for around 22 percent of GDP.
"The stark disparity between the official projection and ours lies within the numbers: the government based its calculations on P6.072 trillion, whereas we used the headline figure to draw our conclusion," BMI said.
In order to attain the deficit target of the national government of 55.9 percent of GDP by 2028, the deficit should be maintained at 3.6 percent of GDP between 2026 and 2028.

HIGHER public spending and an increase in services exports will be the primary drivers of the country's GDP growth this year, according to the Asean+3 Macroeconomic Research Office (AMRO).
On Thursday, AMRO maintained its growth forecast for the Philippines at 6.1 percent this year and 6.3 percent next year in the latest ASEAN+3 Regional Economic Outlook (AREO).
The report also said inflation is expected to remain within the Bangko Sentral ng Pilipinas (BSP) target of 2 to 4 percent. AMRO maintained its inflation outlook at 3.3 percent this year and 3.1 percent next year.
“We didn’t change the forecast for the Philippines. This is mainly because we expect government investment spending to be higher this year, together with services exports,” AMRO Chief Economist Hoe Ee Khor said.

PRESIDENT Ferdinand Marcos has named former Taguig City Councillor Michelle Anne B. Gonzales as the new Commissioner of the Presidential Commission for the Urban Poor (PCUP) and former Executive Secretary Oscar M. Orbos as Acting Chairperson of the People’s Television Network Inc. (PTNI).
The chief executive issued the appointment papers of Gonzales last week.
She will replace former PCUP commissioner Paolo M. Guanco. Gonzales is the mother of National youth Commission (N yC) Commissioner-at-Large Michelle Mae Gonzales. Prior to her new designation, she served as councilor in the second district
of Taguig City from 2010 to 2013 and was reelected for 2013 to 2016.

The Plus-3 economies (China; Hong Kong, China; Japan; and Korea) are projected to grow at 4.1 percent, while ASEAN is expected to expand by 4.7 percent in 2024.
AMRO expects the ASEAN+3 region growth to strengthen to 4.4 percent in 2025, aligning with expectations of stable external demand and resilient domestic demand amid easier financial conditions.
Meanwhile, AMRO said inflation in the ASEAN+3 region—excluding Lao PDR and Myanmar—is forecast to moderate to 1.9 percent in 2024, slightly lower than the July forecast of 2.1 percent.
Overall, inflationary pressure remains well contained in the region, in line with the expectation of easing global inflation. However, recent US economic indicators have sparked some concerns for the region.
“An increasing number of central banks worldwide have begun easing monetary policy, and China has recently announced a broad set of stimulus measures to support its economy. These actions will have positive spillover effects on the rest of region,” Khor said.
“However, rising external and geopolitical uncertainties underscore the need to continue strengthening resilience and enhancing cooperation in the region,” he added.
Further, AMRO said continued weakness in the US labor market and purchasing managers index (PMI) figures have raised fears of a sharper growth slowdown, potentially impacting regional exports.

However, BMI expects the government’s revenue collection to be better than expected. BMI said the forecast that revenue collection will decline to 15.8 percent in 2025 from 16.1 percent this year “is a tad too conservative especially when the macroeconomic backdrop is set to improve next year.”
BMI said their expectations pegged domestic demand to grow 6.3 percent next year on account of higher private consumption brought about by lower interest rates. Revenue collection could average 16 percent next year.
The research firm also said that based on reports, revenue collection have reached 17.1 percent of GDP in the January to June period this year, a one-percentage point improvement from the full year target of 2023. Should this continue, BMI said revenue collection could exceed the government's targets this year.
“Philippine policymakers tend to underestimate their revenue targets, as seen in the past two years. Currently, we have projected revenue collection to be around 16 percent of GDP, which is already higher than the government’s expectation of 15.8 percent. If revenue exceeds even our projections, we could anticipate a smaller budget deficit,” BMI, however, said. “All of these financial sector developments, including the reserve requirement cut as well can support the more favorable financial conditions and that will support a pickup in investment, private investment and also some pickup in private consumption next year allowing the fiscal side to be sort of more neutral,” Saxegaard said.
“Over the medium term we do expect the same to happen as the medium term consolidation takes place the private sector will pick up the slack so this is the baseline expectation,” she added.
In terms of their forecast for the fiscal deficit, Saxegaard said, they expect it to decline to 5.6 percent in 2024 and 2025 from 6.1 percent in 2023. She said, however, that this is based on the IMF's own definitions.
Meanwhile, Saxegaard said that in order to close this deficit, additional tax measures can help such as previous plans to tax sweetened beverages and junk food. Other options include improving the efficiency of the Value Added Tax (VAT) system or the consideration of carbon taxes.
She said overall, it may be a good time to introduce additional tax measures given that inflation is expected to slowdown.

President Sara Duterte’s trust and approval ratings, as reflected in the September Pulse Asia survey, could be attributed to her alleged refusal to provide clear explanations regarding the use of her office’s funds, a leader of the House of Representatives said on Thursday.
Senior Deputy Speaker Aurelio Gonzales Jr. suggested that Duterte’s ratings might continue to fall if she remains evasive about how public funds were spent by the Office of the Vice President (OVP).
It was learned that from 83 percentage points in March 2023, Duterte’s trust rating dropped 22 percentage points to 61 in the September 2024 Pulse Asia survey.
Gonzales said that the public appreciates the accountability of public officials, and Duterte should not set this aside, including being responsible for spending the funds entrusted to her office.
“The continuous decline in Duterte’s ratings is not surprising, especially since she has not provided adequate explanations regarding the OVP [Office of the Vice President] and DepEd [Department of Education] funds. We are talking about public money, and it is her obligation to clarify the questionable spending,” he said.
The Pulse Asia survey in September 2024 showed that Duterte recorded a 60 percent approval rating, or a significant decrease of 9 percent, compared to the survey conducted in June 2024. Meanwhile, Her trust rating fell by 10 percentage points from 71 in June 2024 to 61.
“People expect public officials to be transparent in the use of government funds. It’s no surprise that her ratings are falling as she continues to avoid questions on this issue,” Gonzales added. It can be recalled that the Commission on Audit (COA) questioned Duterte’s office on the use of its P125 million confidential fund in 2022. Since the OVP still could not explain the spending, it issued a Notice of Disallowance.
In the first three quarters of 2023, the COA also flagged the spending of P164 million of the P375 million confidential fund of Duterte’s office, based on the released audit observation memorandum (AOM).
“We’ve seen multiple violations, not just one. This seems to be a recurring pattern of potential misuse of confidential funds. The P73 million disallowed in 2022 was repeated in 2023,” Gonzales said.
The lawmaker also condemned Duterte’s use of the budget of the Department of Education (DepEd) when she was the secretary of the agency, particularly the implementation of school-based feeding programs and the purchase of computers. According to the COA report, nutribuns and milk brought to public schools in many regions are moldy and infested with insects. It is also said that the purchased computer laptops and other school supplies were not delivered to the schools on time.
He emphasized that the issue is not only about the misuse of funds but also about Duterte’s general refusal to accept responsibility for her actions. In his view, this behavior continues to damage his public image.

SYeol is set to arrive in the country next week for a two-day State Visit upon the invitation of President Ferdinand Marcos.
In a statement, Malacañang said the Korean leader’s State Visit will be from October 6 to 7, in time for the 75th Anniversary of the establishment of Philippines-South Korea diplomatic ties.
This will be the first stand alone bilateral visit of a Republic of Korea President to the Philippines since 2011.
“President Marcos and First Lady Louise Araneta—Marcos will officially welcome ROK [Republic of Korea] President Yoon, together with First Lady Kim Keon Hee, during the ceremonies at the Malacañan Palace on 7 October 2024,” the Palace said.
During the meeting, both state leaders are expected to discuss cooperation in security and defense, maritime, economic and development fields, people-to-people ties, as well as labor and consular matters.
They will also exchange views on regional and international issues, and reaffirm the vibrant and dynamic relations between the two countries.
The scheduled State visit was first announced by South Korean Ambassador Lee Sang-Hwa when he presented his credentials to President Marcos in July 2023. Prior to the State visit, Marcos met with Yoon during the 43rd Association of Southeast Asian (ASEAN) Summit and Related Summits in Jakarta, Indonesia, last year, where they talked about food supplies, economic cooperation, and biodiversity preservation.
South Korea is the country’s fourth largest trading partner and supplier of military assets.
SC reinstates parricide case vs wife of car racer Pastor

HE Supreme Court (SC) has ordered the revival of the parricide case filed against Dalia Guerrero Pastor as alleged co-conspirator in the killing of her husband, racer Ferdinand “Enzo” Pastor in 2015.
In a 43-page decision written by Associate Justice Amy LazaroJavier, the Court’s Second Division reversed the ruling issued by the Court of Appeals (CA) which dismissed the parricide case against Dalia. Thus, the Court reinstated the arrest warrant and hold departure order (HDO) issued by the Regional Trial Court in Quezon City against Dalia on March 24, 2025.
In 2014, Pastor, an award-winning race car driver, was driving
a truck to Clark, Pampanga, together with his mechanic, Paolo Salazar when he was shot dead in an ambush at the intersection of Visayas and Congressional avenues in Quezon City. Investigation conducted by authorities pointed to Pastor’s wife and her lover Domingo de Guzman III as the alleged masterminds. Police Officer II Edgar Angel, who confessed as Pastor’s gunman, pointed to Dalia and de Guzman as the persons who contracted him to do the job for P100,000.
In his extrajudicial confession Angel said de Guzman contracted him to kill Pastor out of pity for Dalia who was being physically abused by the victim.
The prosecution has charged Angel and Domingo de Guzman III for Pastor’s murder while Dalia was charged with parricide. Angel and de Guzman have been arrested, while Dalia remained at large.
Another witness identified as Alvin Nidua also came out claiming to be a gun-for-hire and disclosed that de Guzmaan also tried to engage his services to kill Pastor through his handlers, but he declined it as the contract price was too low.
“As shown by the foregoing pieces of evidence Dalia has been positively identified by both PO2 Angel and Nidua as the woman, who together with de Guzman, met them on separate dates during which their services as gunsfor-hire were sought to kill Enzo,” the SC noted.
“It was Dalia who handed Nidua a picture of Enzo as the target. It was Dalia who PO2
Angel pointed to as the one who instructed him where and when he should waylay and gun down Enzo,” it added.
The Court added that Dalia was present during meetings with PO2 Angel and Nidua on separate occasions and overtly participated in ensuring and facilitating the ambush of her own husband.
The Court’s decision, on the other hand, affirmed the CA’s decision denying de Guzman’s plea for the dismissal of the murder case against him and his motion to post bail.
“The right of the accused to be presumed innocent is not violated by the mere finding of probable cause against him or her. As stated, the mere existence of probable cause does not equate to conviction,” the SC pointed out.
“In the face of several claims involving multiple parties and in light of the atrocious offense resulting in the death of Enzo, the ends of justice are better served by giving the trial court an opportunity to fairly determine the truth through a full-blown trial on the merits,” it added.
Marcos’s, Sara’s approval ratings down

PRESIDENT Marcos maintained a 50 percent approval and trust rating in Pulse Asia’s latest Ulat ng Bayan survey released on September 30.
Marcos continues to enjoy majority support in Metro Manila (52 percent) and the rest of Luzon (61 percent), while trust in him remains high in the Visayas (50 percent).
Despite the steady nationwide support, regional differences are evident. In Mindanao, his approval rating dropped to 43 percent, with his trust rating also falling to 48 percent.
Class-based results showed majority support from Class D (52 percent both approval and trust), while only 35 percent of those in Class ABC approved of his performance, with 38 percent expressing trust. A significant portion of the higher socio-economic groups expressed indecision regarding the President’s work and trustworthiness.
This marks a notable decline from the previous June 2024 survey, where the president’s overall approval rating stood at 53 percent.
The drop comes amid ongoing

Romualdez struggles
IN contrast, Speaker Martin Romualdez registered only 44 percent approval and trust nationwide, with significant indecision about his performance. Pluralities expressed uncertainty, with 44 percent undecided on his work and 43 percent unsure of whether to trust him.
Romualdez’s ratings were lowest in Mindanao, where he had a 39 percent approval and a near-majority distrust rating of 45 percent.
The Pulse Asia survey was conducted through face-to-face interviews with 2,400 adult respondents from September 6 to 13. It has a ±2 percent margin of error at the national level and ±4 percent at the regional level.
Govt ready for Taal eruption
PRESIDENT Marcos said on Thursday the government is ready to evacuate people who are living around Taal Volcano if its activities continue to intensify in the coming days.
Marcos said they are now closely monitoring the situation around the caldera volcano after its phreatomagmatic eruption on Wednesday.
Such an eruption happens, when magma from a volcano becomes exposed to water.
“Right now, Phivolcs [Philippine Institute of Volcanology and Seismology] says let us not worry for now. But I am sure they will play it safe and once the need
arises, we will move people out of the danger area like we always do,” Marcos told Palace reporters in an interview in Pasig City last Wednesday.
He said the personnel of the government agencies will immediately initiate the evacuation once it becomes necessary.
“We have standard procedures. Everybody when...the volcano erupts or when the storm comes or there is an earthquake or whatever. They know what to do,” Marcos said.
“The people that we have there know what to do. That is why we put them there,” he added.
Phivolcs has placed Taal under
Alert Level 1 or low level of volcanic unrest and warned the volcano can demonstrate steam or phreatic explosions, volcanic earthquakes, ash fall, and release poisonous gas.
Prior to its eruption, the volcano showed upwelling of hot volcanic liquids in its main crater and emitted a plume, which reached a height of 2,400 meters.
Taal is one of the country’s most active volcanoes. The last time it was placed under Alert Level 4 or imminent hazardous eruption was in 2020, with the eruption of the main crater of the Taal Volcano Island leading to the evacuation of all of its residents.

Go secures PhilHealth’s commitment to increase services

a Senate hearing on Wednesday, presided over by Sen. Christopher Go, chairman of the Senate Committee on Health, new commitments were secured from key health agencies, including PhilHealth and the Department of Health (DOH), to expand their health benefit packages. These expansions will soon include free eyeglasses and wheelchairs for Filipinos in need, as well as improved access to dental services.
In his opening statement, Go underscored the need for accessible healthcare for all Filipinos, focusing on the gaps in the current health services, particularly in dental and vision care.
Go cited a study from the Philippine Eye Research Institute, reflecting that around two million Filipinos are visually impaired. The study also found that 9 percent of kindergarten kids and 16 percent of high school students are affected with visual impairments.
The senator also noted that, in terms of oral health, seven out of 10 Filipinos, or 72 percent of the population, have dental caries or tooth decay, according to the Philippine Dental Association. Go then called attention to the dire state of dental health in the provinces, citing instances where people are forced to use thread to remove teeth due to the lack of proper dental services.
He urged PhilHealth and the DOH to include more comprehensive dental services in their benefit packages.
Ronaldo Nuñez, president of the Philippine Dental Association (PDA), echoed Go’s call for a shift towards preventive dental care instead of the usual focus on extractions. He emphasized the need for establishing a standard for oral healthcare that includes preventive measures like sealants for permanent teeth.

ORE than 912,000 public school teachers are set to receive their P1,000 World Teachers’ Day Incentive Benefit (WTDIB) on October 5, the vice chairman of the House Committee on Appropriations said.
Makati Rep. Luis Campos Jr. said Congress earmarked the sum of P912 million to fund the WTDIB at P1,000 per public school teacher, payable on October 5.
“This allocation is itemized in the 2024 General Appropriations Act,” Campos said in a statement.
Campos also said that the annual funding for the WTDIB would be sustained.
“We are determined to sustain the annual funding for the WTDIB for teachers. In fact, the 2025 national budget we approved last month includes another P955 million allocation for this benefit,” Campos said.
Group calls for shift to ‘circular’ economy
ANONPROFIT organization on Thursday called for urgent action to shift from linear, to “circular” economy through community-led action, inclusive partnerships, and innovative solutions to plastic waste and marine litter.
Compared to a linear economy, which is essentially an economy in which finite resources are extracted to make products that are used not to their full potential and then thrown away, a “circular economy” is a resource production and consumption model that involves sharing, leasing, reusing, repairing, refurbishing, and recycling existing materials and products for as long as possible.
Essentially, it means extending the life cycle of a product—including packaging.
The pitch was made by Antoinette Taus, founder and executive director of the group Communities Organized for Resource Allocation (Cora) during a recently concluded international conference dubbed “SEA of Solutions 2024: Delivering actions to end plastic pollution” conference, which was held at the United Nations Conference Center in Bangkok, Thailand, last month.

A study by the World Bank revealed that the Philippines discards a staggering 163
million sachets, 48 million plastic bags, and three million diapers daily.
The latest findings from the 2023 Rapid Assessment Standing Stock Survey carried out by Cora at the Las Piñas-Parañaque Wetland Park revealed that food wrappers and sachets constitute the predominant type of marine litter, comprising 33 percent of the total waste collected. This alarming statistic is closely followed by plastic bottles, accounting for 15 percent of the accumulated waste.

Ttered the Philippine Area of Responsibility (PAR) Thursday morning, the country’s weather and is now moving away towards Southern Taiwan, where it is expected to make landfall.
Julian, the 10th severe weather to hit the country, has now claimed the lives of 2 people, injured 8 others and 1 person was reported missing, the National Disaster Risk Reduction and Management Council (NDRRMC) reported.
The fatalities, now being verified by the NDRRMC, were reported in the Cordillera Autonomous Region (CAR) and Region 1, which were affected by severe flooding due to the heavy rains induced by Julian the past few days.
The eye of the storm was spotted 245 km. northwest of Itbayat, Batanes and is packing maximum sustained winds of 120 km/h near the center, with gustiness of up to 165 km/h, the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) reported in its 11 a.m. Bulletin.
It is now moving east northeast
and is headed towards Southwern Taiwan.

Julian, which entered the PAR on September 27, induced heavy rainfall over Northern Luzon and has affected 58,953 families or 211,000 persons in 747 barangays, 99 cities and municipalities in 10 provinces in Regions 1, 2 and CAR. A total of 526.7 hectares of crops were also damaged, affecting 945 farmers, the NDRRMC said. The total damage to agriculture is 36,749,440.81.
Classes were also suspended in 320 cities and municipalities while work was suspended in 121 cities and municipalities in the affected regions.
The inclement weather also led to the declaration of state of calamity in 29 cities and municipalities in Regions 1 and 2.
Several domestic flights were cancelled but are now resuming normal operations.
Julian also affected seven seaports during the onslaught of the typhoon, the NDRRMC reported.
The Philippines, one of the most disaster-prone areas in the world, receives an average of 20 typhoons every year.
NBI files new raps vs Guo, now includes her notary
THE National Bureau of Investigation (NBI) on Thursday filed criminal charges against the dismissed mayor of Bamban, Tarlac, Alice Guo, and five others including the lawyer who notarized her counteraffidavit in the human-trafficking case filed against her at the Department of Justice (DOJ).
At a press briefing, NBI Director Jaime Santiago said a complaint for violation of Paragraph 2, Article 171 of the Revised Penal Code (RPC) (falsification by a notary public), Article 172 of the RPC (use of falsified document); Article 183 of the RPC (perjury) and Section 1 of the Presidential Decree 1829 (obstruction of justice) were filed against Guo, notary lawyer Elmer Galicia and four others.
The cases stemmed from the discrepancies in Guo’s counteraffidavit which she claimed to have signed prior to her escape from the Philippines last July 18.
However, the counteraffidavit notarized by Galicia indicated that it was signed by Guo on August 14. Guo was arrested in Tangerang City, Jakarta, Indonesia on September 14.
NBI Anti-Fraud Division lawyer Palmer Mallari said it was clear that based on their investigation, Guo
was not in the country when Galicia notarized her counteraffidavit.
Mallari said it was another person who signed for Guo in her counteraffidavit.
Mallari said they based their examination of the sample signatures on original documents they collected from Bamban municipality and the sample specimen signatures affixed on the counteraffidavit.
“After the examination...it was proven that the sample signatures appearing on all those documents as compared to the supposed signature appearing on the counteraffidavit were not written by one and the same person,” Mallari added.
Mallari said their findings showed that it was not Guo who signed her counteraffidavit.
The NBI, however, has yet to determine who actually signed Guo’s counteraffidavit.
Guo is currently facing trial for qualified human trafficking before the Regional Trial Court of Pasig City and undergoing investigation before the Department of Justice (DOJ) for money laundering in connection with her alleged involvement in the illegal activities of a Philippine Offshore Gaming Operators in her town. St. Timothy breaks off from Miru-Comelec poll venture

THE Commission on Elections announced on Thursday that its venture with St. Timothy Construction Corporation for the automated elections system next year is now cancelled, after the firm’s owners allegedly expressed their intent to run for public office.
In a press briefing, Comelec Chairman George Garcia gave an ultimatum to St. Timothy: either it will self-withdraw from the venture or the poll body will be compelled to disqualify them once they file their certificates of candidacy (COC), as this will pose a conflict of interest with Comelec.
“We will not allow...the integrity of our election [to] be questioned simply because one of our contracting partners will run or the owners will run for the 2025 elections. Two choices only and we
conveyed the message,” Garcia said
According to the Comelec, one of St. Timothy’s owners announced in a public interview that she will run for mayor in the city of Pasig. Comelec also received reports that the other owner will seek a national post.
It may be recalled that St. Timothy is one of the three local partners of the South Korean firm Miru System, which will provide the automated counting machines (ACMs) and other electoral peripherals for the 2025
midterm polls.
As a local partner, St. Timothy serves as a financial intermediary between Miru and the Comelec.
The construction firm helps Miru with the necessary financial backing to meet the net financial contracting capacity requirements.
“Walang problema when it comes to the technical because technical is the Miru…. To a certain extent, kung pagbabasehan lang yung mga nakaraan, it eases the burden of the commission,” Garcia said.
Last year, St. Timothy faced scrutiny in the Senate for having an expired license and ties with St. Timothy Construction Corporation, a firm that has been blacklisted by the Department of Public Works and Highway.
Safety not compromised DESPITE St. Timothy’s withdrawal, the Comelec assured the public that the safety of the elections next year is not compromised.

Israel’s ban on UN chief spurs diplomatic row, escalating tensions in Middle East

UThe United Nations on Wednesday called Israel’s ban on Secretary-General Antonio Guterres entering the country a political statement by its foreign minister and stressed that the world body’s contacts with Israel will continue “because they have to.”
UN spokesman Stephane Dujarric told reporters that Israeli Foreign Minister Israel Katz deeming the UN chief “persona non grata” is also “one more attack on the United Nations staff that we’ve seen
from the government of Israel.”
Israel’s accusations of UN bias and antisemitism date back decades, but the rift has intensified since Hamas’ October 7 attacks in the country’s south killed about 1,200 people and launched the war in Gaza. Israel’s offensive against the militant group has killed over 41,000 Palestinians, according to the Gaza Health Ministry, which does not say how many were fighters but that a little more than half were women and children.
An Israeli ground incursion in Lebanon and other attacks against Hezbollah, a Lebanese militant group also backed by Iran, and an Iranian missile
strike against Israel on Tuesday have threatened to plunge the Middle East into all-out war.
The UN Security Council held an emergency meeting Wednesday on the Middle East.
Guterres didn’t respond to a question about the ban as he headed to the meeting, where he demanded a halt to the escalation of “tit-for-tat violence” that he warned is leading people in the Middle East “straight over the cliff.”
Earlier in the day, Katz accused Guterres of being biased against Israel and claimed the UN chief never condemned the Hamas attacks and sexual violence committed by its fighters.
Dujarric strongly disagreed, saying Guterres has condemned “over and over again the terror attacks, the acts of sexual violence and other horrors that we’ve seen.”
But the Israeli government strongly objected to the secretarygeneral’s phrase in his initial condemnation that said Hamas’ attack didn’t happen “in a vacuum.”
Israel also has accused staff from the UN agency helping Palestinian refugees, called UNRWA—the key provider of assistance in Gaza, of being Hamas members and participating in the October 7 attacks and has curtailed their activities.
The UN’s internal watchdog has been investigating those Israeli
allegations. UNRWA said Monday that a top Hamas commander killed in Lebanon was an employee who had been suspended since allegations of his ties to the militant group emerged in March.
UNRWA Commissioner-General Philippe Lazzarini has accused Israel of trying to destroy its operations. The agency provides education, health care, food and other services to several million Palestinians and their families.
Guterres also has accused Israel of “collective punishment” of Palestinians in its nearly yearlong military response to the Hamas attacks in Gaza, saying he has not seen so much death
and destruction during his seven years as secretary-general.
Dujarric said that in his 24 years at the UN, there have been UN staff declared persona non grata by a country but that he didn’t know of a secretary-general being banned. He stressed that the United Nations has never recognized the concept being applied to UN staff. Under the Vienna Convention on Diplomatic Relations, the practice applies to a country declaring a diplomat persona non grata—not an international organization.
“We continue our contacts with Israel at the operational level and other levels, because we need to,” Dujarric said.
Israeli strike in Beirut killed 7 health and rescue workers

BEIRUT—An Israeli strike in the Lebanese capital Beirut killed seven health and rescue workers, an Islamic health organization said.
The airstrike in the residential Bashoura district targeted an apartment in a multi-story building that houses an office of the Health Society, a group of civilian first responders affiliated to Hezbollah.
It was the closest strike to the central downtown district of Beirut, where the United Nations and government offices are located.
It was the second airstrike to hit central Beirut this week and the second to directly target the Health Society in 24 hours. No Israeli warning was issued to the area before it was hit. The Israeli military did not immediately respond to a request for comment on the strike in central Beirut or the allegations it used phosphorous bombs.
Israel has mostly concentrated its airstrikes in south and eastern Lebanon, as well as the southern suburbs of Beirut where Hezbollah has a strong presence, but its attacks have spanned the entire country and killed many civilians.
Beirut’s southern suburbs also saw heavy bombardment overnight in areas where the Israeli army had earlier issued a warning online for residents to evacuate.
The strike came as Israel was pursuing a ground incursion into Lebanon against Hezbollah, while also conducting strikes in Gaza that killed dozens, including children. The Israeli military said eight soldiers have died in the conflict in southern Lebanon.
Israel and Hezbollah have traded fire across the Lebanon border almost daily since the day after Hamas’ cross-border attack on October 7, 2023, which killed 1,200 Israelis and took 250 others hostage. Israel declared war on the militant group in the Gaza Strip in response. More than 41,000 Palestinians have been killed in the territory, and just over half the dead have been women and children, according to local health officials.
Israel’s UN ambassador calls Iran a ‘danger to the world’
UNITED NATIONS—Israel’s UN ambassador said Wednesday that “the time for empty calls for deescalation is over.”
Danny Danon told an emergency meeting of the UN Security Council that “Iran’s true face is one of terror, death and chaos.”
“This is no longer a matter of words,” he said. “Iran is a very real and present danger to the world, and if they are not stopped, the next wave of missiles will not be aimed solely at Israel,” he said.
He called Iran’s missile barrage aimed at Israel on Tuesday “a coldblooded attack against 10 million civilians” and “an unprecedented act of aggression.”
Danon stressed that Israel will not stop until all of the hostages taken by Hamas and other militants are back in Israel.
“Let the world understand: Israel will defend itself, and we will do so with justice and strength,” he said.
Iran’s UN ambassador says Iran has ‘consistently pursued peace and stability’
UNITED NATIONS—Iran’s UN ambassador says Iran had to launch a barrage of missiles at Israel to “restore balance” after escalating Israeli violence in the region.
Amir Saeid Iravani told an emergency meeting of the UN Security Council on Wednesday that the missile attack Tuesday was “a necessary and proportionate response to Israel’s continued terrorist aggressive acts over the past two months.”
He says Iran has “consistently pursued peace and stability” and that Israel sees Iranian restraint “not as a gesture of goodwill but as a weakness to exploit.”
“Each act of restraint taken by Iran has only emboldened Israel to commit greater crimes and more acts of aggression,” Iravani said. “Consequently, Iran’s response was necessary to restore balance and deterrence.”
He also accused the United States of complicity “in Israel’s crimes” by helping to arm the nation after the October 7 attacks by Hamas in southern Israel.
UK plans more evacuation flights
NICOSIA, Cyprus—The British government chartered more flights to help U.K. nationals leave Lebanon, a day after an evacuation flight left Beirut.
The government said in a statement that the flights will continue as “long as the security situation allows” and that it’s working to increase capacity on commercial
flights for British nationals.
UK Defense Secretary John Healey on Wednesday visited a British military base on Cyprus where around 700 troops, Foreign Office staff and Border Force officers have been deployed to a British military base in Cyprus to help with evacuation plans.
British nationals and their spouses, partners and children under the age of 18 are eligible. Dependents who aren’t British nationals will need a valid visa granting a maximum six-month stay in the U.K.
Japan readies military jets for evacuations
TOKYO—Japan on Thursday dispatched two Self Defense Force planes to prepare for a possible airlift of Japanese citizens from Lebanon.
Two C-2 transport aircraft are expected to arrive in Jordan and Greece on Friday, Japan NHK national television reported.
Chief Cabinet Secretary Yoshimasa Hayashi told reporters that there has been no report of injury involving the about 50 Japanese nationals in Lebanon.
Japan dispatched SDF aircraft in October and November 2023 to evacuate more than 100 Japanese and South Korean citizens from Israel.
Australia plans evacuation flights from Lebanon
SYDNEY—Australian Foreign Minister Penny Wong said on Thursday her government had booked 500 seats on commercial aircraft for Australian citizens, permanent residents and their families to leave Lebanon on Saturday.
The seats are available to 1,700 Australians and their families known to be in Lebanon on two flights from Beirut to Cyprus, Wong said.
“What I would say to Australians who wish to leave, please take whatever option is available to you,” Wong told reporters in Geelong, Australia.
“Please do not wait for your preferred route,” she added.
Russian glide bomb hits apartment block in Kharkiv, injuring dozens

KYIV, Ukraine—A Russian glide bomb struck a five-story apartment block in Kharkiv, Ukraine’s second-largest city, injuring at least 12 people including a 3-year-old girl, local officials said Thursday.
The bomb hit between the third and fourth floors of the building on Wednesday night, igniting blazes, Kharkiv regional Gov. Oleh Syniehubov said. Firefighters searched for survivors through smoke and rubble.
The city of Kharkiv, located around 30 kilometers (18 miles) from the Russian border, has been a frequent target of aerial attacks throughout the war against Russia that is now deep into its third year.
Glide bombs have become an increasingly common weapon in the war. They have terrorized civilians and bludgeoned the Ukrainian army’s front-line defenses.
They were a key weapon in Russia’s capture of the tactically significant town of Vuhledar on Wednesday, as Russian forces wreak destruction on the eastern Donetsk region and force weary Ukrainian troops to withdraw from obliterated towns and villages.
Ukraine has no effective countermeasure for glide bombs, which are launched
from Russian aircraft inside Russia.
Ukraine President Volodymyr Zelenskyy said the latest Kharkiv attack highlighted the urgent need for increased support from Ukraine’s Western allies. Zelenskyy recently held talks with officials in the United States in an effort to ensure further Western military support. Russia has had the battlefield initiative since late last year, when a Ukrainian counteroffensive petered out. Ukraine is grappling with a critical manpower problem on the front line and is straining to hold back Russia’s grinding assaults.
Though Russia’s battlefield gains have been incremental, its steady forward movement is adding up as the Ukrainians are pushed backward and yield ground. Both sides have kept up regular crossborder aerial attacks, usually at night. Ukraine’s air force said Thursday that 78 out of 105 Shahed drones launched by Russia overnight were destroyed on Thursday as 15 regions of the country came under attack. The Russian military, meanwhile, intercepted 113 Ukrainian drones overnight, according to a statement by the Defense Ministry in Moscow. The drones were destroyed over four Russian regions on the border with Ukraine —Belgorod, Bryansk, Kursk and Voronezh, it said.
Singapore’s image tarnished: Former minister jailed for accepting illegal gifts
KUALA LUMPUR, Malaysia—A former Singaporean Cabinet minister was sentenced Thursday to a year in prison after he pleaded guilty to charges of receiving illegal gifts, in a rare criminal case involving a minister in the Asian financial hub.
Former Transport Minister S. Iswaran had pleaded guilty last week to one count of obstructing justice and four of accepting gifts from people with whom he had official business. He was the first minister to be charged and imprisoned in nearly half a century.
Justice Vincent Hoong, in his ruling, said holders of high office “must be expected to avoid any perception that they are susceptible to influence by pecuniary benefits.”
The court approved Iswaran’s request to delay the start of his sentence to Monday, Channel News Asia reported. He remains out on bail for now. It is unclear if he will appeal the sentence.
Iswaran was initially charged with 35 counts, but prosecutors proceeded with only five, while reducing two counts of corruption to receiving illegal gifts. Prosecutors said they will apply for the remaining 30 charges to be taken into consideration for sentencing. No reasons were given for the move.
Iswaran received gifts worth over 74,000 Singapore dollars ($57,000) from Ong Beng Seng, a Singapore-based Malaysian property tycoon, and businessperson Lum Kok Seng. The gifts included tickets to Singapore’s Formula 1 race, wine and whisky and a luxury Brompton bike. Ong owns the right to the local F1 race, and Iswaran was chair of and later adviser to the Grand Prix’s steering committee. AP

CISA chief reassures Americans: Election systems secure, outcome can be trusted

WASHINGTON—Nearly a month out from Election Day, the head of the nation’s cybersecurity agency is forcefully reassuring Americans who have been swept into the chaotic churn of election disinformation and distrust that they will be able to feel confident in the outcome.
State and local election officials have made so much progress in securing voting, ballot-counting and other election infrastructure that the system is more robust than it has ever been, said Jen Easterly, director of the US Cybersecurity and Infrastructure Security Agency. As a result, she said, there is no way Russia, Iran or any other foreign adversary will be able to alter the results.
“Malicious actors, even if they tried, could not have an impact at scale such that there would be a material effect on the outcome of the election,” Easterly told The Associated Press in an interview Wednesday.
Easterly’s trust in the election process comes as intelligence officials have warned of escalating efforts by foreign adversaries to influence voters, deepen partisan divides and undermine faith in US elections.
Her comments stand in contrast to the doubts millions of Americans,
especially Republicans, have held since the 2020 election when former President Donald Trump refused to accept his loss. He has built on his false claims of vote rigging since then, setting the stage to claim the election has been stolen if he loses again this November.
Easterly touched on a range of election-related concerns—including misinformation, her agency’s role in interacting with social media companies and ongoing threats to election workers—during the 40-minute interview, which came as mail ballots are being sent out and some states have started early in-person voting. She also said her agency is in touch with election officials throughout the regions of the Southeast that have been ravaged by Hurricane Helene, and praised those workers for “displaying enormous and admirable resilience” as they try to ensure that voters are able to cast their ballots despite the devastation.
Recognizing that many Americans’ confidence in elections “has been shaken,” Easterly emphasized how prepared election officials are for emergencies, simple mistakes and attacks—and how motivated they are to protect Americans’ votes.
Election officials have worked in recent years to boost cybersecurity defenses around the nation’s voting systems, implementing procedures ranging from access controls to regular testing to identify potential vulnerabilities. Officials also test voting equipment before every election to ensure it works properly.
Easterly pointed to layers of security and transparency—such as the paper record of votes in more than 97 percent of voting jurisdictions—as protections that will help verify the results.
“Things will go wrong. There could be another storm. There could be a ransomware attack, a distributed denial of service attack,” she said. “These disruptions will create
effects, but they will not impact the ability and the votes being cast or those votes being counted.”
US officials have spent recent months warning through criminal charges, sanctions and public advisories that foreign adversaries are ramping up their efforts to influence voters in the race for the White House.
The Biden administration last month seized more than two dozen Kremlin-run fake websites and charged two Russian state media employees in a scheme to covertly fund right-wing influencers. Last week, three Iranian operatives were charged with hacking Trump’s campaign.

“Their unwavering commitment to speaking out against forces of oppression and exploitation, while strictly adhering to non-violent methods, resonates far beyond their communities,” the Stockholm-based foundation said about the laureates. It considered 176 nominees from 72 countries this year.
In the Philippines, Indigenous activist Joan Carling was cited “for raising Indigenous voices in the face of the global ecological breakdown and her leadership in defending people, lands and culture.”
Issa Amro, a human rights activist in the occupied West Bank and his group, Youth Against Settlements, were awarded the prize “for their steadfast non-violent resistance to Israel’s illegal occupation, promoting Palestinian civic action through peaceful means.”

The prevalence of election misinformation has become a widespread concern. One consequence is what Easterly described as a troubling uptick in physical threats against election officials of both parties and, in some cases, their families, often based on false claims about the 2020 election. She called it “corrosive” to democracy and said it’s something the public needs to collectively fight.
“Those election officials, they are not faceless bureaucrats,” Easterly said. “They’re folks we see in the community every single day. And they’re not doing this for pay. They’re not doing it for glory. They are doing it because they believe in the process of democracy.”
Many secretaries of state and some larger local election offices have established specific efforts to combat the misinformation.
US Sen. Mark Warner of Virginia, a Democrat who leads the Senate Intelligence Committee, last week wrote a letter to Easterly that urged the agency to take further steps against election misinformation and disinformation, including coordinating with social media platforms to combat false claims.

In a 6-3 vote, the US Supreme Court said the states did not have a legal right to sue.
Easterly encouraged voters who question how elections are run to contact their local election office and even volunteer to serve as poll workers so they understand the process and the safeguards already in place. She also warned that foreign adversaries almost certainly will seek to take advantage of the votecounting process after Election Day as a way to undermine confidence in the results. She urged voters to be patient, emphasizing that it could take several days for a presidential winner to be determined.
“We need to come together as Americans to protect and preserve what is most precious,” she said. “And that is the foundation of our democracy—fair, free, safe and secure elections.”

ASHINGTON—The Department of Homeland Security announced Wednesday that it would ban the import of goods from a Chinese steel manufacturer and a Chinese maker of artificial sweetener, accusing both of being involved in the use of forced labor from China’s far-west region of Xinjiang.
The action broadens the scope of the US effort to counter products from entering the country that the government says are tied to human rights abuses.
The additions to the entity list under the Uyghur Forced Labor Prevention Act marks the first time a China-based steel company or aspartame sweetener business have been targeted by US law enforcement, DHS said.
“Today’s actions reaffirm our commitment to eliminating forced labor from US supply chains and upholding our values of human rights for all,” said Robert Silvers, undersecretary of Homeland Security for policy. “No sector is off-limits. We will continue to identify entities across industries and hold accountable those who seek to profit from exploitation and abuse.”
Enforcement of the law initially targeted solar products, tomatoes, cotton and apparel, but over the last several months, the US government has identified new sectors for enforcement, including aluminum and seafood.
“That’s just a reflection of the fact that sadly, forced labor continues to taint all too many supply chains,” Silvers told a trade group in June when marking the two-year anniversary of the creation of the entity list. “So our enforcement net has actually been quite wide from an industry-sector perspective.”
He said the law “changed the dynamic in terms of putting the onus on importers to know their own supply chains” and that its enforcement had showed that the US could “do the right thing” without halting normal trade.
Since June 2022, the entity list has grown to a total of 75 companies accused of using forced labor in Xinjiang or sourcing materials tied to that forced labor, Homeland Security said.

Talent shortage stifles PHL semiconductor growth: An urgent call for STEM investment
THE Philippine semiconductor industry, while a significant player in global assembly, testing, and packaging, faces a critical hurdle: a severe shortage of skilled workers. This talent gap, as highlighted by former Intel executive Glenn Kiro and corroborated by Oxford Economics, is stifling the growth of a sector poised for explosive expansion. The industry’s tepid growth, reflected in declining electronics exports, underscores the urgency of addressing this issue. The problem isn’t a lack of potential. The global semiconductor market is booming, projected to reach over $2 trillion by 2032. The Philippines, recognized by the US as a key player, has the opportunity to significantly increase its share of this lucrative market. However, realizing this potential hinges on a fundamental shift in approach: a massive investment in Science, Technology, Engineering, and Mathematics (STEM) education.
PISA scores paint a stark picture. The Philippines’ dismal ranking in mathematics and science highlights a critical weakness in the nation’s educational system. This is not merely an academic concern; it’s a direct impediment to economic growth. The lack of a robust STEM pipeline means the country is unable to supply the skilled workforce needed to attract and retain semiconductor companies. Developed nations are actively vying for these companies by providing incentives and advanced infrastructure. The Philippines faces the risk of falling behind if it does not promptly enhance its STEM capabilities.
The solution requires a concerted, multi-pronged approach. Mr. Kiro rightly emphasizes the need for government and private sector collaboration. This includes increased funding for STEM programs, improved curriculum development to better equip students for the demands of the industry, and initiatives to inspire young Filipinos to pursue STEM careers.
The recent triumph of the Technological University of the Philippines in a nationwide contest for integrated circuit and semiconductor designs signals a bright future, showcasing the remarkable talent and potential that exist within the country. Nonetheless, this achievement merely scratches the surface. To fully capitalize on the semiconductor boom, both the government and private sector must jointly make a sustained, enduring effort to help improve our STEM education and cultivate a strong pool of skilled workers.
Furthermore, the Philippines needs a more proactive approach to marketing its capabilities to foreign investors. Highlighting successes and fostering collaboration with international companies are crucial steps. The $500 million earmarked by the US under the CHIPS and Science Act presents a significant opportunity, but securing a larger share requires a demonstrable commitment to developing a skilled workforce.
It is undeniable that the future of the Philippine semiconductor industry is inextricably linked to the quality of our STEM education. Addressing the talent shortage is not merely a matter of economic competitiveness; it’s about securing the nation’s future prosperity. Failure to invest heavily in STEM education will condemn the Philippines to remain on the periphery of this transformative technological revolution, leaving untapped billions in potential revenue and countless opportunities for Filipino workers unrealized.

Coco Chanel’s
phoenixlike success
FEw could embody the phrase “phoenix rising from the ashes” like Gabrielle “Coco” Chanel. In 1954, Chanel, at the age of 71, relaunched her career and her brand in the fashion world after a 15-year hiatus marked by personal and business challenges.
Her return was remarkable, given the controversies surrounding her actions during World War II, when she faced scrutiny for her associations with Nazi officials during the German occupation of France.
Chanel’s life was replete with struggle, survival and success. Born on August 19, 1883 to street vendor Albert Chanel and Jeanne Devolle, she lived in a one-bedroom house with her parents and five siblings.
Her mother died at the age of 32 when she was 11, prompting her father to put all daughters in an orphanage run by the Congregation of the Sacred Heart of Mary in Auba-
Azine, France. Despite the frugal way of life in the orphanage, Chanel’s stay there was a stroke of luck. There, Chanel learned how to sew and developed her love for creations, matched with the strict discipline demanded by the nuns who ran the orphanage, which would later prove invaluable.
When she turned 18, Chanel left the orphanage and lived in a boarding house in Moulins, where she worked as a seamstress. She aspired to become an entertainer but dropped the idea, as her voice was nothing extraordinary.

Ordinary mortals would have opted for a quiet retirement at that age rather than trying to restore a severely damaged image—but Chanel was not an ordinary person. In 1908, Chanel met one of Balsan’s friends, Boy Capel, an English aristocrat with whom she fell madly in love. Unlike Balsan who was married when they had an affair, Capel was a dashing bachelor with money to burn.
Capel got Chanel an apartment in Paris, which she also used as a shop to sell hats, having been licensed as a milliner in 1910. This is also the address all Chanel lovers know— 31 Rue Cambon. Her business was a roaring success, which allowed her to return the initial investment made by Capel.
Chanel had her fair share of heartbreaks. The first was when Capel married somebody else in 1918, although their affair continued. The second was when Capel died in a car accident the following
year while on his way to see Chanel in Paris. Despite her personal struggles, her business went from strength to strength, and in 1921, she launched her first perfume, Chanel No. 5, which the wealthy French women snapped up. Her business was a huge success, having at some point 4,000 employees putting together clothes, fashion accessories and handbags. Then World War II happened, prompting Chanel to shut down her business in 1939. It was during this time that Chanel made several moral, emotional and business mistakes. When France was under German occupation in 1940, Chanel had a relationship with Hans-Gunther von Dinklage, the German diplomatic attache to Paris. They lived together at the Hotel Ritz, which was the preferred abode of high-ranking Nazi military officers. Chanel’s associations with Walter Schellenberg, who headed the internal security force within Nazi Germany and Western Europe, didn’t help either. When the war ended, people started to question Chanel’s collaboration with the Nazis—and she was imprisoned briefly. Charges against her were dropped eventually.

HOLdEr of an active Seafarer’s record Book (SrB) and Seafarer’s Identity document (SId) is not a seafarer in between contracts, according to the
President Ferdinand R. Marcos Jr. signed last September 23, 2024 into law the Magna Carta.
Under Section 6 (Definition of Terms), an “overseas seafarer” refers to a seafarer who has been engaged, employed, or who works in any capacity on board a ship or vessel plying international waters, whether Philippine-registered or foreignregistered.
It added that an overseas seafarer is deemed “engaged” as such if he/ she has signed a valid employment contract and is already at the point of hire for his/her departure.
The same phrases appeared in the Section 4 (Coverage) section, which states, “This Act shall cover Filipino seafarers who are engaged, employed, or who work in any capacity onboard a ship or vessel plying international waters, whether Philippine-registered or foreignregistered. This Act shall likewise include Filipino cadets in accordance with the provisions of Chapter XVIII (Education and Training of Seafarers and Cadets). This Act shall not cover Filipino seafarers on board the following categories of ships: (a) Warships and naval auxiliaries; (b)

There are those who are in between contracts, still applying for work, undergoing training, recently
repatriated due to contract termination or other causes, or are simply on vacation.
“To be employed” is used under the Amended Migrant Workers and Overseas Filipinos Act (AMWA) or R.A. No. 10022 in defining an “Overseas Filipino worker,” including seafarers.

CIA boosts China recruiting effort to exploit discontent with President Xi

The Central Intelligence Agency is boosting its efforts to recruit Chinese citizens as it seeks to capitalize on what US officials say is growing discontent with President Xi Jinping’s rule.
The agency issued Chinese-language instructions on Instagram, Facebook, LinkedIn, YouTube, Telegram, and X on Wednesday, detailing how individuals can securely contact it on its public and dark web sites.
“There are plenty of people who have access to information and who are disaffected from the Xi regime in China,” CIA Deputy Director David Cohen said in an interview.
“You’ve got people inside who see what’s happening, and for lots of different motivations fundamentally do not like the direction that Xi is taking the country and understand that there’s a path to helping their own country by working with us,” Cohen said.
The online push comes as Xi has consolidated power over a fifth of humanity to a degree unseen in decades, abolishing presidential term limits, packing the leadership with close allies, forcing bankers to study Xi Jinping Thought and silencing dissent. The nation also went through years of harsh CovidZero rules, which continue to leave a scarring effect on the economy.
China’s slowdown has contributed to an uptick in protests.
The US has struggled to gain insights into the workings of the Chinese government, with the Biden administration consistently frustrated by the lack of top-tier intelligence on Xi’s inner circle. As China becomes more opaque, the need for insights into Xi’s decision-making is growing, especially as tensions with Washington heat up over issues like Taiwan and advanced technology.
The CIA and other US intelligence agencies have faced questions about their broader collection capabilities in China. The New York Times in 2017 reported that Beijing had broken up CIA spying operations in the country over several years.
China has also ramped up efforts in recent years to warn the public, government workers and even university students about foreign espionage efforts. It has gone so far as to crack down on weather data getting into the hands of people outside the nation.

Cohen said the CIA is continuing efforts to bolster recruitment of Chinese nationals who leave their country, including through Cold War-style walk-ins at US embassies overseas.
The recruitment effort is supported by a growing cadre of CIA China experts around the world, Cohen added, comparing this shift to the US’s cultivation of Soviet experts during the Cold War.
“We are using that same model of ensuring that we are deploying capable officers that are trained both in language and their expertise,” Cohen said. “We want to ensure that they’re not all sitting at headquarters, that they are out in the field.”
Those officers can also develop relationships with friendly foreign governments, Cohen said, helping to warn them of what the US sees as potential threats from Beijing.

he earth may have another moon,” was my translation of the news that flashed from my laptop. I was explaining to myself the science news I lifted from many online sites. Was I not worried I might oversimplify the complexity of this development up there? even the notion of “up there” has been watered down already by the physicality of my existence.
There was another person in my mind why during the last days of September the news of an extra moon concerned me as much as the regular earthbound developments in our communities. My grandmother Emilia was my go-to private audience for cosmic updates. We both were interested in these things: the colors of the horizon during sunset; the forms of clouds in the sky; the comets; earthquakes; typhoons and floods. While my father would go the extra length of waking us up when huge comets appeared in the late 60s and 70s, his curiosity was closer to the science in classrooms. He interested us in these matters. He took advantage of the unusual structure of our old house in the old city—an extended awning that was so firm it could carry chairs on it. Up there, at night, he would point to us constellations. These sessions would be supplemented by mythologies that even kept alive what could have been a cursory viewing of formations out there.
My grandmother, however, was a keen consumer of the incredible scientific developments. Outside of her more mundane actions in the house, i.e., overseeing the cleanliness in our home, which included running her fingers along balustrades and windowpanes to make sure there were no dust and specks, she was a believer of the fantastic, the unbelievable, the impossible. She was guided by old tales and whether she admitted it or not, her childhood could have been an experience with prescience, almanacs, and what others would term now as proto-science. And then there was, of course, the Bible.
It was from my grandmother that I heard this wonderment when the first man landed on the moon and walked on the surface of that extraterrestrial body. Even now, when the moon is full,

VIeTnAm accused Chinese law enforcement of a “brutal” attack on a Vietnamese fishing vessel Sunday that threatened the lives of crewmembers in disputed waters of the South China Sea.

DBM flags slow spending for key programs of DepEd and DSWD

THE Department of Budget and Management (DBM) flagged the slow spending for several programs under the Departments of Education (DepEd) and Social Welfare and Development (DSWD).
In its midyear report, the expenditure performance of big-spending agencies, such as DepEd and DSWD, recorded low budget utilization rates in the first half of 2024.
The DBM said most of DepEd's major programs recorded low obligation performance, or were unable to commit a significant portion of the budget for spending. This was traced to procurement issues, delayed approvals and challenges in coordination efforts.
In particular, spending for textbooks and other instructional materials remained low, with 20.7 percent or P2.6 billion of the P12.7-billion budget allotment having been obligated as of end-June 2024.
The bulk of the unobligated allotment was attributed to the ongoing
procurement projects in the DepEd Central Office and pending approval of guidelines, the DBM said. Moreover, only P2.7 billion or 11.9 percent have been obligated for the School-based Feeding Program out of the P13.7-billion budget allocation for the year.
DepEd's Computerization Program recorded an 11.9-percent obligation rate, with P2.2 billion out of the P18.1billion budget already obligated.
For the Government Assistance and Subsidies, or financial assistance to students, only P900 million or 3.5 percent of the P26.3-billion allotment has been obligated.
“The Department is strongly urged to adopt measures to catch up on its financial and physical commitments for the rest of the year,” the DBM said.
DepEd is also told to maximize early procurement activities and promote betterdesigned, well-planned and implementation-ready programs and projects.
“The Department should address backlogs of slow-moving [programs and projects] from previous fiscal years before requesting additional resources,” the DBM added.
DSWD: ‘Very low budget utilization rates’ M EA n W h I l E , DBM underscored that some of the programs and projects of DSWD recorded “very low” budget utilization rates in the first semester of 2024.

Based on BAI data, pork imports rose by 7.54 percent to 372,941 MT from the 346,789 MT recorded in the same period last year. Pork cuts accounted for most of the shipments, with offals trailing behind at 135,582 MT and 131,429 MT, respectively.
Beef imports registered the biggest increase as these jumped by 30.85 percent to 101,689 MT from 77,713 MT. Beef cuts held the bulk of the shipments at 67,351 MT.

‘VAT on digital services levels the playing field, a boon to local retailers’

imposing 12-percent value-added tax (VAT) on digital services bodes well for local micro, small and medium enterprises (MSMEs) as this eliminates the “unfair advantage” previously enjoyed by foreign online retailers, according to the Department of Trade and Industry (DTI).
“This levels the playing field for our local MSMEs by removing the unfair advantage previously enjoyed by foreign digital service providers,” DTI Acting Secretary Cristina A. Roque said in a statement sent to reporters on Thursday.
With a more competitive landscape, Roque said the country’s MSMEs “can better leverage digital technologies to innovate, expand their reach, and thrive in the global marketplace.”
The DTI chief underscored that this “landmark legislation” is a significant step towards creating a more equitable and inclusive digital economy in the Philippines.
“By ensuring that all digital service providers, regardless of origin, contribute their fair share to the country’s tax system, we are promoting healthy competition and supporting the growth of our local MSMEs,” added Roque, who used to head the DTI’s MSME Development Group before being appointed as the agency’s Acting Secretary.
Through the lens of local retailers, Philippine Retailers Association (PRA) President Roberto S. Claudio, Sr. said that apart from leveling the playing field in the business landscape in the country, this measure will also “boost” government revenues.

INANCIAL adviser Chinkee Tan has cried foul over the use of his name and face in social media for what he dubbed false news reports and deceptive online advertisements.
Tan, a renowned financial coach and speaker, warned the public against the use of his name and image. He said that on September 30, 2024, it was brought to his attention that a fake news website falsely claimed he had been apprehended, with the sole intent of luring people into a cryptocurrency scam.
"We’ve recently discovered that malicious actors are using my name as clickbait, misleading the public into believing false reports about me being arrested. This is not only a blatant lie, but it’s also a harmful tactic meant to defraud individuals. I urge everyone to be cautious and verify the legitimacy of such reports," Tan said in a press statement.
Tan said the fake news was initially found on fraudulent Facebook ads and websites posing as credible news sources.
A specific post shared by "Cyber Security Philippines - CERT | Taguig" was brought to light, falsely associating Tan with illegal activities.
“These misleading ads continue to circulate despite multiple efforts to report and remove them,” he said.
Tan’s team had reported the fake news to Facebook and GMA News after discovering the unauthorized use of GMA’s branding in spreading this misinformation.
He said the issue was elevated to the NBI-Cybercrime Division for legal action, including the filing of an Affidavit of Denial and an Affidavit of Complaint. The statement said Tan’s team has launched a campaign to inform the public about the ongoing scams using his name, urging users to be vigilant. Despite continuous efforts, including reaching out to Meta and submitting relevant proof, the fake ads persist.
“We are working closely with authorities and social media platforms to ensure these false claims are taken down as soon as possible,” Tan added. Tan advised the public to follow him only on his verified social media channels.

Hydrogen-powered aircraft maker ties up with BCDA

State-run firm Bases Conversion and Development authority (BCDa) has sealed an agreement with australian aircraft manufacturer aMSL aero to explore the potential of producing low-cost and zero-emission planes and hydrogen in the Philippines.
According to the joint statement of BCDA and AMSL Aero, the partnership involves “collaboration and knowledge sharing to develop an ecosystem for low-cost zero emissions aircraft and hydrogen energy.”
This partnership, the two parties noted, has the “potential to connect the archipelago of the Philippines by passenger and freight carriage air bridges, coupled with strategically located hydrogen production plants for clean energy production.”
The two parties said this will lead to the preparation of a feasibility study, which may include technical and commercial study of the project
with potential developments within the BCDA’s properties.
AMSL Aero is an Australian-based sustainable development aerospace technology company that produces a long-range hydrogen-electric Vertical Take Off and Landing (VTOL) aircraft, the Vertiia. According to BCDA, Vertiia is a “next-generation aircraft that takes off like a helicopter and flies fast and smoothly like a fixed wing aeroplane at very low cost per hour.”
“The aircraft will be a highly efficient long-range zero-emissions VTOL, with a range of up to 1,000km and cruising speeds of 300kmh,” said

Smuggled products seized in H1 valued at ₧55.171B

Tannounced that smuggled commodities the agency seized in the first half of the year yielded P55.171-billion worth of counterfeit goods, cigarettes and vape products and illegal drugs.
According to the BOC’s midyear report, the agency conducted 868 anti-smuggling operations from January to June, or nearly five a day. Confiscated counterfeit goods, such as fake branded apparel, accessories and electronics, topped the list of commodities seized, totaling P29.738 billion. The BOC said that just last June, it seized P11-billion worth of counterfeit products, including imitations of high-end brands like Hermès and Louis Vuitton. According to the agency food items and general merchandise seized during the period are valued at P14.515 billion. Smuggled cigarettes, tobacco, e-cigarettes and vape products that the BOC seized amounted to P5.534 billion. Vehicles and accessories that the BOC seized are valued at P2.935 billion.
Meanwhile, the BOC said illegal drugs worth P2.277 billion were confiscated through 80 seizure operations. The BOC said methamphetamine, commonly known as shabu, recorded the highest amount (P1.239 billion) of drugs seized through 11 operations. Shabu was followed by marijuana and ecstasy, worth P934 million and P92 million, respectively coming from 37 and six seizure operations.
The BOC pointed to intelligence
sharing among law enforcement agencies, enhanced X-ray scanning and risk-profiling training as reasons for the success of these operations.
Meanwhile, the BOC said it has also condemned 83 containers of seized and forfeited goods in the first half of the year.
Trade facilitation
IN a recent development, the BOC and the United Nations Economic and Social Commission for Asia and the Pacific (UN-ESCAP) published a feasibility study on cross-border electronic exchange of trade-related data and documents.
The study highlighted that advancing trade facilitation through digitalization and improving interoperability among government agencies will enhance operational efficiency and benefit the economy, particularly small and medium enterprises.
It cited the need for the systems used by the BOC and Trade Regulatory Government Agencies to be more interoperable and integrated to facilitate smooth trade processes and reduce reliance on manual procedures.
Key documents, including Certificate of Origin, Export Declaration, and Phytosanitary Certificate, were identified for prioritization for crossborder exchange.
The study also suggested the National Trade Facilitation Committee lead outreach activities. It also recommended building capacity among stakeholders, especially SMEs, and enacting legislation on digital data governance and paperless trade as part of the BOC’s ongoing improvement of the processes.
Budget provisos linked to Philhealth fund issue

THE two special provisions in the 2024 budget placed by the bicameral conference committee appeared to be “anomalous” because the General Appropriation Act 2024 cannot override a special law, former Senator Panfilo M. Lacson said last Thursday. Lacson, reputedly the most zealous examiner of the annual budgets, was referring to the Universal Health Care Act and the charter of the Philippine Health Insurance Corp. (PhilHealth). It is from the latter entity where nearly P90 billion in funds are being plowed back to the national treasury to fund unprogrammed appropriations.
“In the 2024 budget, ito ang medyo [this is somewhat] anomalous as far as I’m concerned being a legislator. Dinagdagan nila ng dalawa [they added two],” the former Senator said.
“They included two special provisions, including the GOCCs [among those from which funds can be swept to Finance unprogrammed items]. Since PhilHealth is classified as a GOCC (government-owned or -controlled corporation), pwede nila galawin ang pondo that [they can touch the funds of] PhilHealth. And the fifth one, foreign-assisted project,” added Lacson, who filed this week his candidacy to return to the Senate.
He explained in a television interview that “the GAA is a general law [and that] all lawyers and legislators should know that a general law cannot amend a special law.”
“What special laws am I referring to? [The] PhilHealth Act as amended and UHC Act; it’s very clear there, that if PhilHealth has an excess fund, it may only be used to increase the benefits of members or to bring down premiums. So did [they cannot be touched] under the PhilHealth Act and UHC Act.” Lacson pointed out that the UHC law (Republic Act 11223) has provisions stating that “there should come a time—I think three years is the timetable—when each and every Filipino is entitled to health benefits.”

THE International Finance Corp., the World Bank Group’s private sector arm, has invested $7 million (roughly P395 million) in a technology company providing smart banking solutions to small businesses in the Philippines.
In a statement, the IFC said its investment in Full Circle Growth Finance Corp. will be used to expand digital financial services for small and medium-sized enterprises (SMEs) in the Philippines.
The IFC was joined in this undertaking by Endeavor Catalyst Inc. and Fasanara Capital Ltd., as well as existing investors Insignia Ventures Partners Pte. ltd. and Accion AfricaAsia Investment Co.
“We are proud to be a part of this funding round for First Circle and help the company expand its operations to support more Filipino businesses, especially those accessing

funded over 3,000 unique customers, of which over two-thirds are SMEs accessing credit for the first time.

The IFC said the fintech industry in the Philippines has witnessed significant growth in recent years. Based on the 2023 Fintech Philippines report, the number of fintech companies rose from 115 in 2017 to close to 30,000 as of December 2022.
Despite the industry’s growth, the IFC said only a handful of companies focus on providing services specifically for MSMEs. Access to finance remains a key challenge for smaller businesses.

“And I’m sorry to say, to the incumbents in Congress whether Senate or [the House of Representatives], if and when I have the opportunity to scrutinize the budget again, I will really strongly move to delete the two additional special provisions,” Lacson said. “I think it’s illegal because a general law cannot amend a special law.”
Unfortunately, he said, the sneaking of the provisions happened during the bicameral committee for the 2024 General Appropriations Act.
“If you don’t look diligently, you will not see the two additional provisions; many legislators were surprised. They didn’t notice that there was something like this… Nalusutan talaga. At ito sa bicam nangyayari ito. [This was really sneaked in; and it happened in the bicam],” Lacson said.
He added that he has also filed a resolution to make the bi-cameral conference committee (BCC) “more transparent.”
“The BCC has no minutes. It’s considered the third and the most powerful chamber when it comes to the budget bills,” Lacson explained.
He added that the meeting is opened and then legislators appoint a small group in the bicam composed of two persons: the chairman of the appropriations committee and the finance committee chairman.

TEW) expects its credit card business will increase its overall lending suite of products with the re-introduction of a new line of products in partnership with Singapore Airlines (SIA).
Lawrence L. Lee, the bank’s executive vice-president and consumer lending cluster head, said credit card growth in the Philippines will continue to grow at a pace of about 30 percent. Its products will be at par with such growth, Lee added.
The executive told reporters that there was an expectation that revenge spending and revenge travel after lockdowns during the pandemic would taper off.
“But I think people are still spending. Overall, our economy is doing okay. We’re growing as per the expectation of the government. I think the expectation is [the economy would] continue to be robust,” Lee said at the sidelines of the bank’s relaunch of its credit card and rewards program.

Rural bank to get dibs in fintech fundraiser
SALMON brand owner FHL Financing Co. Inc. announced having raised $30 million from its Series A-2 equity financing round to support its lending business and launch new products for underserved consumers in the country.
According to FHL Financing, part of the proceeds will be allocated to the Rural Bank of Santa Rosa to increase the bank’s total capital to P1.2 billion by the end of 2025. However, this will be subject to approval by the Bangko Sentral ng Pilipinas (BSP), the firm’s statement read.
The planned round saw strong participation from key institutional investors of the company, including the International Finance Corp. (IFC) and Abu Dhabi-domiciled Lunate Holding RSC Ltd., according to FHL Financing. Both institutions committed “amounts substantially in excess of their pro-rata allocation rights,” the firm added.
“With this latest investment round, we are positioned to scale our operations even further, bring new products to market, and deepen our partnerships across the financial ecosystem,” FHL Financing Co-Founder Pavel Fedorov was quoted in the statement as saying.
A portion of the proceeds will also bolster marketing activities at retail locations across the Philippines, as well as expand online offering, according to the fintech.
The planned capital infusion in the Rural Bank of Santa Rosa will also support the bank’s continued growth. Can a 6-second kiss each day lead to a more intimate relationship?

AFTER 13 years of marriage, Bethany Meola acknowledges she and her husband can get mired in the midlife chaos that comes with navigating careers and raising three children. That’s why the six-second kiss felt so good.
A daily intimacy exercise pioneered by couples therapists and clinical psychologists John and Julie Gottman, the six-second kiss is what it sounds like— taking a few moments out of each day to connect physically with your partner.
“It’s kind of a funny thing to put on the to-do list,” said Meola, who first learned of the Gottmans’ work while studying for a theology master’s degree focused on marriage and family.
Even when it felt a little silly, it made a difference.
“It’s long enough to kind of ground you and say, ‘Here’s this other person that I love that I’ve committed to,’ and you’re resting in their presence in kind of a renewed way,” said Meola, co-founder of the nonprofit Life-Giving Wounds in Bowie, Maryland, which aims to help adult children of divorced or separated couples.
WHY DOES SIX SECONDS MATTER?
SIX seconds is not an arbitrary number, John Gottman said during a joint video interview with his wife and collaborator. The couple married in 1987 and cofounded the Gottman Institute, which trains couples therapists.
After studying more than 3,000 couples over 30 years, the Gottmans found that six seconds of intentional intimacy is enough to trigger the release of oxytocin. It’s the same hormone that’s widely believed to be responsible for bonding a baby with its mother; the Gottmans say it builds trust in a relationship by calming down the fear center of the brain.
Gottman cited research by neuroeconomist Paul Zak that suggests a 20-second hug does the same. “It comes whenever mammals cuddle with one another,” said Gottman, author of The Seven Principles

WHAT KIND OF COUPLE DOES THIS WORK FOR?
JULIE GOTTMAN said an elongated kiss works best for couples who are committed to each other and have built a level of trust. Couples who are in distress and working through issues in therapy might not be ready for it.
“We’re certainly not going to give that information to a very distressed couple early on before significant changes,” she said. “Because it won’t feel authentic if there’s still a lot of distrust.”
HOW TO START
COUPLES have to decide to take time out of their day to prioritize their relationship. One partner might open the discussion by saying they believe the
exercise could deepen their bonding, and why not try it out? Then it’s best to create a ritual. Set aside the same moment every day, for instance when everyone is about to leave for work and school or just before bedtime.
Creating a ritual of connection during these transitional moments guards against “the managerial relationship, where the only thing a couple does together is adding to their very long list of tasks,” John Gottman said. “We want to really nurture the romance.”
Rituals also foster a shared sense of purpose, Julie Gottman said. Just be sure to savor it, rather than making it a thing you’re supposed to do.
And to the couples who say they can’t find the time? She didn’t mince words. “You really don’t have six seconds?” she said with a laugh. “You know, we’re not talking six hours here. We’re talking six seconds. So, tell me more about what that block is about. Is there something else going on?” ■

HOUSTON—An attorney said on Tuesday he is representing 120 accusers who have come forward with sexual misconduct allegations against Sean “Diddy” Combs, the hip-hop mogul who is awaiting trial on sex trafficking charges.
Houston attorney Tony Buzbee said he expects lawsuits to be filed within the next month, with most expected to be filed in New York and Los Angeles. Buzbee described the victims as 60 males and 60 females, and that 25 were minors at the time of the alleged misconduct. One individual alleged he was 9 years old when he was abused, Buzbee said. The allegations cover a period from 1991 to this year.

IN Maggie Smith’s death scene as Violet Crawley in the phenomenal British period drama Abbey, her body is about to give up the soul but all throughout that episode her acerbic repartee is intact. With the English restraint manifested in the major characters of the series, Lady Crawley’s maid is free to show her lower-class status by clothing her grief with hysteria. To this the lady shushes her, lightly admonishing how she, Lady Crawley, wishes to hear herself die.
Wit and wisdom, the latter cloaked in caustic epigram and mordant musing, are two traits—or talents—that, with due respect to the monumental casting of Downton Abbey, of Violet Crawley that we would remember her by. Maggie Smith so inhabited the role of a dowager in the second film based on the monumental British series, that her passing is a magisterial component of the screenplay. In other words, she has to die grandly and with her demise is the passing of an era. Smith deserves so much that reference and to do otherwise is to manufacture her exit in the form of a footnote or a tiny citation is no less than a crime against drama and divas.
In another scene, which is actually the last ball Violet Crawley shall ever attend, she finally confesses to her favorite granddaughter what she was doing earlier in London. She was in the city to see her physician who frankly told her she does not have long to live. The granddaughter of course is shocked but Grandma Crawley stops her. After all, she tells the young woman, she has led a privileged and interesting life.
That scene is most appropriate when the real death of Maggie Smith came. And, without question, the death also of Violet Crawley. The actor has indeed lived a pretty colorful and distinguished biography. And the privileged life has not ceased. Her work lives on and that is most precious for this thespian.
To talk about Maggie Smith is not to recall how she lived or where she was born; to know her and invariably to memorialize her is to look at her works—dramatic readings, interviews, in performances in theater and cinema. The new technology has allowed us to enjoy the wealth of memories tied to this fabulous being named Maggie Smith.
We can start with that memorable interview called Tea with the Dames, where four British stalwarts are gathered around a table: Joan Plowright, Eileen Atkins, Maggie Smith, and Judi Dench. They have a topic and it is about the honors they have received during their long career. It is a triumph of their own individual psychology that they are not embarrassed about the fact that all of them share one thing in common: being all Dames—DBE or Dame of the
British Empire.
Of the four, Maggie Smith stands out as one of those rare British thespians who also develop a commercial following in cinema. In the case of Smith, she won the Oscar for Best Actress and then the Best Supporting Actress—the first for The Prime of Miss Jean Brodie and the second for California Suite.
The achievement of Maggie Smith is nothing but stellar. She is a recipient of two Academy Awards, three Golden Globe Awards, five BAFTA Awards, four Emmy Awards, and a Tony Award. She is one of those who have won the so-called Triple Crown of Acting, which are the Academy Awards, the Emmy, and the Tony.
Her citation for the DBE mentions her great contribution to British drama. This is interesting if we are to note her professional debut as happening on Broadway in 1952.
Thus, it is memorable when in 1990, Smith finally received a Tony for Best Actress in a Play for Lettice and Lovage. While we can be experts on her dossier for cinema, very few of us had the luck and means to chart her growth in the theatrical circuit. But thanks to archiving and technology, we can catch a scene from Lettice and Lovage. In this satire by Peter Shaffer (also noted for Equus and Amadeus), Smith plays this tour guide prone to exaggeration and theatrics that the board decided to let her go. She would win her Tony Award for Lettice and Lovage

The film version, which is available online, shows Smith to be an intensely physical actor. In many critical essays, it has been written that for Olivier, he met his match in the impeccable Maggie Smith.
On Maggie Smith’s death, another great actress, Helen Mirren, pays a tribute to her by claiming how she was terrified of the actress. That apprehension is hiding in itself a devout admiration from Mirren who calls Smith “iconic,” a word that is not an exaggeration after all.

It has been written that when the pre-production for Travels with My Aunt began, the first choice was Katharine Hepburn. It is not fair to compare Smith to Hepburn but we can only gawk at how the mannerisms brought by Smith from her previous characterizations begin to bloom again—a trait deplored by Pauline Kael in Hepburn but definitely embraced by fans. Smith even did Tennessee Williams’ Suddenly last Summer, where she was Violet Venable. One could feel the tingling broad inflection of Hepburn in her, although Smith tones down the famous elocutory style of Hepburn and comes up with an altogether more emotionally accessible persona.

The abuse that’s being alleged took place mostly at parties held in New York, California and Florida where individuals were given drinks that were laced with drugs, Buzbee said. Some of the alleged conduct took place at auditions where “many times, especially young people, people wanting to break into the industry were coerced into this type of conduct in the promise of being made a star,” Buzbee said.

In my book, however, the pleasure of appreciating the genius of Maggie Smith is to see her in films where she does not act like a countess or any character embedded with some royal chips. I recall one movie called Lily in Love, where she is a writer married to a successful stage actor who can be full of himself, played by Christopher Plummer. The critics had the last words: Plummer, noted for his infinitely theatrical acting, succeeds but you need to look again, for there is his co-actor Smith almost underplaying. Mirren in that interview calls the day of Maggie Smith’s death as sad for cinema and theater. Like her unflinching grand Violet Crawley, whose face will be, according to her granddaughter, peering from portraits on the wall, Maggie Smith however lives on. She is Jean Brodie who will never resign, will never leave. Up in heaven and among the real stars, Maggie Smith should be comfortably immortal. She will, I believe, attempt to transform all of the angels into Brodie’s pupils, singing: “Till the sheep in the valley come home my way/Till the stars fall around and find me alone....” n

Shelmed the MG brand in the country, numerous models have been brought in in less than a year. So, when they invited us to join their first-ever media ride and drive, the anticipation was there. But instead of the usual extravagant kick-off, MG opted for a day trip with a more intimate and easy-going experience. Commissioned were the MG 3 Hatch Hybrid, the G50 Plus MPV, the ZS, and the One. For this trip, our group were assigned to the G50 Plus and the One. We drove through Skyway Stage 3, NLEX, and SCTEX from the MG dealership on Quezon Avenue up to Rali’s restaurant in Subic Bay.

Truth be told, headroom compensates for full-seating capacity and better air circulation inside. Moreover, the MPV even has a separate rear aircon switch and controller for rear passengers.
Behind-the-wheel, everything was blissful. The elevated seating configuration provided that comfort and good vantage point. The level of cabin noise suppression is superb for its size, even at highspeed limits. That is a definite plus factor, particularly for rear passengers. As for the ride, it leans toward the comfort side with fewer tire rebounds.
Having a 1.5-liter four-cylinder turbocharged gasoline engine generating 178 hp 280 N-m of maximum torque on paper at our disposal, we already knew what the vehicle was capable of, delivery-wise. One of the notable improvements is the seven-speed “wet-type” dualclutch transmission. Shifting has been seamless with better torque registration. Since the eco mode is by default, it was good on highways stretches, constantly on lower engine speed. But switching to sport mode became spirited with higher rpm, within the optimum range, and quick throttle response. We eventually reached the venue in Subic feeling relaxed.
Safety is also a priority, with
the G50 Plus featuring an array of safety technologies such as airbags, ABS with EBD, and a rearview camera system. Moreover, there is an anti-lock brake system, hill hold control on automatic transmission models, an electronic stability program, standard-issue parking sensors, reverse camera, cruise control, EPB with auto brake hold, and a push-button ignition system.
The head-turning MG One DRIVING back to Manila, the MG One was our next ride. Built on the SAIC Motor Intelligent Global Architecture (SIGMA) platform, it has that distinct, pronounced, and broad Sonic Boom Grille. There are also dynamic threedimensional LED headlights and taillights. Another notable design is the sloping roofline, suggesting a coupe-like profile while rolling on wide 19-inch wheels. In other words, it is basically a head-turner. Inside is all about advanced tech, convenience, and space. The main highlight is the 30inch wrap-around triple screen, which consists of a 5.4-inch touch switch screen, 12.3-inch driver
information center, and 12.3-inch touch screen infotainment system with Apple Carplay and Android Auto capabilities. The triplescreen display panels serve as a unified instrument cluster, and infotainment display. The system alone surrounds the driver and ensures essential information is instantly accessible.
There is also a smart key passive entry system with remote engine start, push-button start/stop ignition, and a wireless phone charger inside the roomy and technologically advanced interior. Notably, the dash has no conventional buttons but touch-operated switches. Another unique is the gear shifter lever with that broad handle. Of course, seats are leather-wrapped.
Behind-the-wheel, the standard 1.5-liter turbocharged gasoline engine generating 167 hp and a staggering 285 N-m of torque mated with a Continuous Variable Transmission (CVT) immediately made an impression. Acceleration was effortless despite loaded with four adults and more. Performance was this vehicle’s major strong points along with the tech features.
But the way it behaved on the road is also one of its high points. While the damping leans towards comfort, there was enough firmness for stability, good steering feedback, and made the vehicle well-planted on the freeway. There is enough legroom for rear passengers while relishing the panoramic sunroof view. As for safety, the MG ONE is equipped with an array of advanced driver assistance features. The chief safety feature is the MG Pilot, a driver assistance system that can intelligently control the car’s various features to avoid accidents and collisions. Its functions include Adaptive Cruise Control, Intelligent High-beam Control, Traffic Jam Assistance, Lane Departure Warning, Blind Spot Detection, Rear Cross Traffic Alert, and Door Opening Warning.
On top of that, the car is equipped with a 360-degree camera. Other standard inclusions are automatic emergency braking, blind-spot monitoring, rear crosstraffic alert, and up to six airbags around the vehicle. The vehicle’s rigid body structure keeps it sturdy and provides top-notch protection.

Toyota remains the dominant market player with 46.15-percent share, followed by Mitsubishi with
19.2 percent, Ford 6.22 percent, Nissan 5.99 percent and Suzuki 4.33 percent. Expect more movement upwards as Christmas approaches.

GENEVA—Facing a longtime crisis in winter sports because of climate change, the International Ski and Snowboard Federation (FIS) teamed up with the United Nations (UN) weather agency on Thursday.
The initial five-year partnership between FIS and the World Meteorological Organization (WMO) aims to help national ski federations, venues and race organizers better understand weather forecasting to manage natural and artificial snow. An online meeting is set for November 7. The Switzerland-based organizations said in a joint statement “winter sports and tourism face a bleak future because of climate change” and warmer temperatures. FIS said weather issues forced the cancellation of 26 of its 616 World Cups last season across disciplines including Alpine and cross-country skiing, snowboard park and pipe, freestyle skiing and ski jumping.
“Ruined winter vacations and canceled sports fixtures are—literally— the tip of the iceberg of climate change,” WMO Secretary-General Celeste Saulo said in a statement.
Event organizers have long relied on using local water resources to make artificial snow for preparing courses and it is common to see broadcasts of races on a ribbon of white through brown and green forests and fields.
“The climate crisis is obviously far bigger than FIS, or sports, for that matter,” its president Johan Eliasch said.
“It is a genuine crossroads for mankind.
“It is true, though, that climate change is, simply put, an existential threat to skiing and snowboarding.”
As global temperatures rise, the International Olympic Committee has said by 2040 just 10 countries could have a “climate-reliable” outlook to host snow events at a Winter Games.

In Switzerland, the federal weather office has said Alpine glaciers have lost about 60 percent of their volume since 1850.
“The thawing of frozen ground in mountain, arctic and sub-arctic regions has direct consequences on the stability of infrastructures built on it, as well as contributing to increasing the amount of carbon in the atmosphere,” the WMO said.
Less snow is falling at lower altitudes up to 800 meters (2,600 feet), with the number of snowfall days halved since 1970, the Geneva-based UN agency said.
The volume of Switzerland’s glaciers shrank again this summer, compounding the negative impact of climate change after a devastating two-year run that depleted the ice by more than 10 percent , scientific experts reported Tuesday.
The cryosphere observation team at the Swiss Academy of Sciences reported that high temperatures in July and August, combined with the heatabsorbing impact of reddish-yellow dust blown northward from the Sahara Desert onto Swiss glaciers, led to a loss of 2.5 percent of their volume this year.
The shrinkage came despite “extremely favorable” conditions through June, the academy said, thanks to 30 percent more snowfall in the preceding winter compared to average levels, meaning that the glaciers had an extra layer of protective covering of snow—before temperatures rose.
“August saw the greatest loss of ice recorded since measurements began,” the academy said in a statement summarizing the findings. AP

Reyes, Cajayon aiming to repeat as Highlands Ladies Cup champs

MCajayon are returning to the Highlands Ladies Cup with a mission—to defend their titles in the 16th staging of the annual event set Saturday at the Tagaytay Midlands Golf Club.
Reyes, a 13-handicapper, secured the Class A trophy in the ladies division last year with a net 69, edging out Micah Barrera by one, while Cajayon captured the men’s Class B crown with a net 70, pulling off a one-stroke victory over Generoso Mamaril, who is also out to improve on his finish last year.
Keen competition is also seen in the overall gross and net championships as well as in Class A of both the ladies and men’s divisions and in Classes B and C in ladies and men’s classes, respectively. The sold-out tournament will be played across both the Midlands and Lucky 9 courses, providing participants
