The latter surfaced with sev eral high-profile cases where some criminals booked orders of huge value, but gave wrong addresses, leaving riders holding the prover bial empty bag. In some cases, the public, touched by their plight as their stories went viral, pitched in to help the riders cover their costs. At the height of one such viral case, a netizen remarked that riders deserve public appreciation because, in a manner of speaking, “they took the Covid bullet for us” by going everywhere to deliver what people needed badly, the high risk of infec tionsThnotwithstanding.estudyfoundthat benefits beyond direct task-specific risks such as educational and calam ity assistance and sick pay are not available for platform workers, providing them with no “safety net to safeguard workers in cases of in ability to work due to illness or an accident.”Fairwork also found that some platform contracts “can be oner ous, difficult to understand, and may not always be communicated in a comprehensible language to workers.”

The business models for the dig ital platforms have rapidly evolved in the first two years of the pandem ic, as people gave feedback on how to improve services, and how to treat kuya—the rider who’s frontliner of the platform—better. However, forall their best intentions and efforts, the plat form companies have had to deal with the impact of the pandemic, which gouged out economies and businesses worldwide. Sure, they provided badly needed jobs and in come opportunities for thousands displaced since 2020; sure, they brought households most of their needs. However, it’s not a perfect world and, as it turns out, many platform workers experienced ex ploitation and dangerous working conditions, according to a study conducted by the Fairwork Project of the University of Oxford. According to the study, nine digital platforms in the Philip pines had generally low perfor mance of five key fairness metrics set byThFairwork.esefiveprinciples are: Fair Pay, Fair Conditions, Fair Con tracts, Fair Management, and Fair Representation. FILIPINO platform workers—or those employed by digital apps that serve as middle men between customers and a service—have been widely hailed for their indispensable role in the pandemic, helping people surmount lockdown restrictions by bringing them most of the daily essentials like food, water, medicine, groceries, documents, and even feel-good treats for the Covid-weary, like plants.

work adapted in their study, the state of platform work in the Philippines is quite unique: there are several local nuances and practices prevailing between local platforms and their work ers—allowing both parties to work harmoniously towards their common goals,” Grab said. Foodpanda, for its part, echoed Grab’s statement, while noting that its Fairwork scores were low because it failed to provide the re quested documents on time. “ While we respect the score given by Fairwork based on their own findings, we have also ob served that the criteria or the principles used do not fall squarely within the Philippine context, con sidering the legislation and regula tions being applied with regards to freelancers. It is our hope that any evaluation of the labor practices of digital platforms such as Foodpan da Philippines would consider laws implemented in this jurisdiction,” Foodpanda said.

SORIANO: “We say here that platform labor does appear as an opportunity for workers, but it also tells us the broader labor conditions.” FAIRWORK ability to come up with effective policies as well as us in general, the users to the platform,” Fairwork Philippines Principal Investigator Cheryll Soriano said. Soriano, a professor at the De La Salle University’s Department of Communication, added that the scores represent a “generally low performance overall with some variation.”Fairwork estimates that the Philippines has “close to half a mil lion platform workers” registered. Below minimum wage FAIRWORK’S research showed that no platform studied ensured that workers earn at least the daily minimum wage of P537 per day af ter work-related costs. S oriano explained why it reached this conclusion: Fairwork considered the amount earned by the worker for their work, as well as the work-related costs and waiting time between jobs. These include the cost of gas, tools, maintenance and labor, among many other factors. “Although some workers that work for long hours in a day can meet the minimum wage thresh old at a gross income level, many fall below it when the cost of taskspecific equipment they need for performing the tasks and other work-related costs are factored in,” Soriano said. Fu rthermore, Fairwork could not find evidence that platforms ensure workers earn at least the lo cal living wage of P710. We say here that platform la bor does appear as an opportunity for workers, but it also tells us the broader labor conditions,” she said. No safety net THE research also found that only four platforms, GrabCar, Grab Food/Express, Angkas and Lala move have employed certain prac tices to protect workers from risks associated with their jobs. Some examples of good prac tices included providing safety through three methods: Data re search, worker interviews and manager interviews. Out of the nine digital plat forms, GrabCar and GrabExpress/ GrabFood ranked the highest, but scoring a measly 3 out of 10 points; Angkas and Lalamove trailed at the second place with 2 points out of 10.Brozo, Foodpanda, Joyride, TokTok and Transportify all scored 0 out of 10. “ The scores that we revealed to you show that exploitation and dangerous working conditions are not just accidents; they are choic es made by platform companies alongside governments and its in forms should be nudged to publicly articulate policies supporting equal ity, diversity and inclusion and a commitment to implementing fair algorithms, as none of the platforms evaluated could prove either of these living wages,” the report said. L astly, Fairwork found that no platform “assured freedom of as sociation and the expression of col lective worker voice.” Soriano said Fairwork intends to have the study submitted to congressional hearings to further advocate for the rights of platform workers. Lack of local context GRAB Philippines, which operates GrabCar, GrabExpress and Grab Food, said it welcomes the Fairwork report, as it reveals opportunities towards building a better platform economy in the Philippines. However, Grab also believes that while the study had provided valid points, it lacked local context. The reshuffle, second in just 10 months since Kishida took office, followed his July election victory that had been expected to ensure long-term stability until 2025. But Abe’s shocking assassination on July 8 and its impact on politics in creased uncertainty as public sup port for Kishida’s Cabinet plunged. K ishida said it was important to gain people’s trust and that the new Cabinet included only those who agreed to strictly review their ties to the church and help the vic tims of the allegedly fraudulent re ligious businesses. “ We have to be careful about our relationship with an orga nization that has known social problems so that they won’t raise suspicions among the public,” Kishida said.

Japanese Communist Party senior lawmaker Akira Koike said the reshuffle failed to cover up the Unification Church ties. “It only showed the LDP’s deep ties to the church because they cannot form a Cabinet if they exclude lawmakers linked to the church.” K ishida said the main pur pose of the reshuffle was to “break through one of biggest postwar cri ses” such as the coronavirus pan demic, inflation, growing tensions between China and self-ruled Tai wan and Russia’s war on Ukraine. He said that bolstering Japan’s mil itary capability and spending was a top priority. The ‘new’ Cabinet KISHI was replaced by former De fense Minister Yasukazu Hamada, and Taro Kono, who previously served as a vaccination czar during the pandemic as well as foreign and defense minister, returned to the Cabinet as digital minister. A long with Matsuno, Foreign Minister Yoshimasa Hayashi, Econ omy Minister Daishiro Yamagiwa, Transportation Minister Tetsuo Saito, Finance Minister Shunichi Suzuki also kept their jobs. Economy and Trade Minister Koici Hagiuda, who also had church ties, was shifted to head the party policy research committee and re placed by former Economy Minis ter Yasutoshi Nishimura. Katsu nobu Kato was appointed health minister for the third time, tasked with coronavirus measures. The new Cabinet suggested Kishida tasked veterans with key portfolios such as diplomacy, de fense, economic security and pan demic measures while carefully keeping a power balance among party wings to solidify unity amid growing speculation of a power struggle within Abe’s faction. Despite criticism that Japa nese politics is dominated by older men, the majority of the Cabinet members are still men older than 60, with only two women. They include Sanae Takaichi, an ultra-conservative close to Abe who was appointed economic secu rity minister, and Keiko Nagaoka, a first-timer who became education minister and replaced Shinsuke Suematsu, who also acknowledged his Unification Church links. Gender Minister Seiko Noda, who admitted to sending a message to a church-related group’s event in 2001 that was attended by her aide, was replaced by Masanobu Ogura in his first Cabinet post.

By Butch Fernandez S ENATORS are at work on a proposed enabling legislation providing college students with longterm personal loans for living expenses under Senate Bill 274 filed by Senator Manuel “Lito” Lapid. The Lapid bill aims to establish the College Living Expenses Financing (CLEF) program intended to “support higher studies of Filipino students of good academic standing.” Onceenacted into law, it will mandate the national government to set up a loan guarantee fund on student loans to be provided by the Development Bank of the Philippines (DBP) and the Land Bank of the Philippines (LBP).  As filed, the bill recognizes Republic Act 10931, also known as the Universal Access to Quality Tertiary Education Act, which provides for free tuition and exemption on other fees for students of state colleges and universities. Italsoprovides that the administration of the CLEF Program will be a shared responsibility of the (1) the Commission on Higher Education (CHED)—which shall process and endorse the loan application requirements of eligible students and (2) the disbursing financial institutions, which shall release the amounts based on an approved disbursement program agreed with the student. Lapid anticipates that once enacted, his proposed  law will “significantly contribute to making quality education accessible to all,” even as he noted that “there a lot more factors that hinder the attainment of this desired goal.” For instance, he expects that “one such obstacle is the costof-living expenses and other education-related expenses which discourage qualified students in families below the poverty line to consider pursuing higher education.” He conceded this is “more problematic” for students coming from far-flung areas. “ Mas ramdam pa lalo ang problemang ito ng mga estudyanteng galing sa malalayong lugar at kailangan pang magbyahe at lumipat para makapag-aral. Kailangan na mabigyan sila ng pagkakataon na magkaroon ng pagkukunan ng pondo para sa kanilang tirahan, libro at iba pang gastusin habang nag-aaral sila ,” LapidTheexplained.senatorpointed out the CLEF Program is a long-term personal loan program designed to provide for the living expenses of Filipino College students. L EADING VisMin developer Cebu Landmasters Inc. (CLI) achieved its highest H1 net income performance of P1.55 billion, an increase of 40 percent versus the first half of 2021, on the back of strong sales and project completions. Without the adjustment from CREATE law, CLI grew its earnings attributable to parent by 18 percent from the reported P1.1 billion of the same period last year. Real estate sales also grew by a robust 45 percent from P5 billion to P7.36 billion yearon-year. All other business units continued to improve performance as the firm fast-tracked construction and strengthened operations. These resulted in higher percentage of completion, paving the way for more units to qualify for revenue collection. Gross profit margin was maintained at a healthy 45 percent as the company strongly mitigated inflationary pressures while sustaining 100 percent of its construction operations. CLI’s economic housing brand Casa Mira accounted for the largest share of H1 2022 revenues indicative of the significant housing backlog in key VisMin cities. A hefty 40 percent of H1 2022 revenues came from Cebu; with Davao following at 16 percent; Cagayan de Oro, 15 percent; Iloilo, 12 percent; and the balance from Ormoc, Bacolod, Dumaguete and Bohol. With CLI’s portfolio now encompassing over 15 key VisMin locations, the company sees increased contributions from its new expansion areas in the coming quarters. The listed firm’s first-half leasing business expanded by 20 percent year-onyear as both office demand and retail foot traffic saw a healthy rebound especially in Cebu. With heightened tourism activity accompanied by increased mobility in VisMin, CLI’s hospitality business registered a 271-percent growth as occupancy rates significantly improved. CLI’s capital expenditures rose by 42 percent to P5.5 billion from last year’s P3.88 billion, with most of the amount earmarked for project development, while 22 percent was spent on land banking including the purchase of a 17-hectare expansion site in Butuan City. CLI is also gearing up for its large-scale townships in Davao, Cagayan de Oro and Minglanilla in Cebu as these are now moving strongly at different stages of development.DavaoGlobal Township (DGT), envisioned to be the premier central business district in Davao, was recently inaugurated with the site development completion of the 23-hectare estate. The company also announced that limited commercial lots were being made available for sale to select developers and investors in the estate, awarded as Best Township in Asia 2021 by PropertyGuru Asia Property Awards. The first four towers of The East Village at DGT, the township’s first residential offering, is now 90 percent sold in only four months since its March 2022 launch date. Boosting these positive developments was CLI’s announcement that it would increase its retail bonds offering to P8 billion from P5 billion and a P3-billion oversubscription. Strong interest from institutional buyers prodded the move. Meanwhile, the maiden retail bonds of CLI was rated PRS Aa plus with stable outlook by PhilRatings on the back of sound management and strategy with a sustained competitive advantage in the Visayas and Mindanao markets. Jose Soberano III, CLI chairman and CEO, disclosed: “We are on track to achieve another record year and there are several strong indicators for CLI to achieve its growth guidance of 20 percent this year. Years of Covid-19 school closures leave Philippines with deep scars pendent on remittances sent back by its overseas nurses, teachers and engineers, among other workers. A steady flow of graduates is also essential to the country’s push to establish itself as an outsourcing center for international corporations and to increasing the number of decent jobs closer to home. “The impact is huge,” the country’s economic planning chief Arsenio Bali sacan said in an interview. “The quality of graduates we produce affects the com petitiveness of our labor force.”  While protracted school closures have bedeviled many countries—particularly poorer ones—the problem is particularly acute in the Philippines, where the shut down has been one of the longest in the world according to data from the United Nations Children’s Fund. ON August 22, schools in the Philippines will finally re open their doors to students after two and a half years—one of the longest pandemic-induced school closures in the world. As well as devastating the individ ual prospects of countless children, the extended hiatus is threatening to leave long-term scars on an economy historically reliant on sending highskilled workers abroad. Protracted school closures worsen basic literacy standards and will like ly reduce the productivity and earn ings of children once they enter the workforce, the World Bank warned in a recent report.  About 10 percent of Filipinos work abroad and the economy is de

B OCA RATON, Florida—The American health-care sys tem faces a significant ag ing population combined with an increase in seniors living with mul tiple chronic diseases. Medicare enrollment is expected to increase from 66 million seniors to 78 mil lion by 2030, with 85 percent of older adults having at least one chronic health condition, such as heart disease, cancer, and diabetes. Hospitals and health systems will experience unprecedented chal lenges in delivering quality care and reducing costs, requiring new approaches to keep seniors healthy and avoid costly emergency visits. At-home care has proven to provide a better quality of life and outcomes for seniors requiring perpetual care, and it has tremen dous potential to relieve some of the burdens our healthcare system will face with today’s aging popula tion,” said Pamela Jung, president of Cross Country Workforce Solutions Group, a division of Cross Country Healthcare. “We believe that keeping seniors at home for as long as pos sible is a win-win for patients and the health-care system.” By 2030, 21 percent of the Ameri can population will be at retirement age, and seniors are seeking to dis tance themselves from traditional institutionalized care. According to the “Aging in Place” survey, provid ing transportation to and from ap pointments and getting medically necessary care are the two most requested at-home care services. With the average senior collecting $18,000 annually in social secu rity, transportation and financial burden create barriers to access ing care, driving more seniors to wait until their condition is severe enough to require emergency medi cal care. Support services, such as the PACE Medicare program, pro vide customized care to help ease the overwhelming hospital setting while providing the comforts of home to the patient. PACE, a state-based program, provides comprehensive medical and social services to elderly par ticipants still living in the commu nity. Most of the participants who are in PACE are dually eligible for both Medicare and Medicaid. Living Independence for the Elderly (LIFE) is another managed care program that provides a comprehensive, allinclusive package of medical and supportivePioneeredservices.inCalifornia, PACE enables seniors to age with dignity and independence at home in their communities where they want to be with the people they love. It’s bet ter, safer, and less expensive than institutional care,” said Peter Han sel, Chief Executive Officer of the California PACE Association. “By enrolling with us, seniors receive individualized, integrated care from a team of doctors, nurses, therapists, and aides. These famil iar faces know them, their family, and their home. Our personal touch to care is why 92 percent of seniors enrolled in PACE recommend it. With the nation’s elder population growing, expanding PACE access is critical to meet care expectations and challenges that come with this demographic change.” Other study highlights: 70 percent of respondents said their preference for care as they get older is to remain at home with support. And 57 percent of respondents have not considered a budget for what they may need for aged care services and support. The time horizon for changing living arrangements decreases with age, with 59 percent of respondents in their 50s expecting a change in 16-plus years and 32 percent of respondents in their 70s expecting to make a change within the next five years. Does honesty pay in the Philippines?

Higher pension for senior citizens could be enforced by 2023: NCSC

MY SIXTY-ZEN’S WORTH By Nick Tayag a badge of macho pride for some. Even in companies, employees fake their accomplishment re ports or tamper records to register complete working hours in spite of absences or tardiness. Many domestic maids, too, are dishon est. Students will not hesitate to cheat just to get a passing grade. Never mind politicians. W hat could be the reason for the Filipino’s rampant dishonesty? One is probably his skewed moral viewpoint. He lives by the “don’t get caught” code of morality. Hindi bawal kung hindi ka nahuhuli (As long as he is not caught, it is OK to do it). As one law student puts it: “What’s wrong with cheating in the bar examinations as long as you do not get caught?” In his essay The Structure of Filipino Morality, Professor F. P. A. Demeterio III writes: “This norm of moral behavior also gives rise to a conflict in the individual be tween the ‘don’ts’ of the authority figure and ‘what every else does’ in the latter’s absence. As long as a policemen is on duty, Filipino drivers will obey traffic rules; but if there is no policeman, then everyone else tries to make puslit or get ahead of the others, often causing a traffic jam.” He relates a story about a prison official who addressed his new prisoners thus: “Here there are no Ten Command ments. You can obey or break the rules as you please. But God help you if you get caught.” A nother reason is rationaliza tion. The Filipino will justify his dishonest ways by pointing at his poverty—“Hirap na hirap ako sa buhay” (life is getting harder and harder). Or he will blame it on the system: “Lahat naman gumagawa” (everybody is doing it), which is an excuse for shirking personal responsibility.Thisiswhythere’s no compunc tion felt by people who use a fixer to facilitate government paper registrations even if it is against the law. We get away with it like those in power. What we have is a culture of impunity. T hen again the Filipino will justify dishonesty—he is doing it for his family. In other words, he will lie, cheat and even steal as long as it benefits his or her family. I know of a relative who worked as a secretary in a big company. She used to bring home reams of bond paper, several punchers, staplers, all pilfered from company stocks. She generously gave them away to members of her family. I’ve heard of cases involving Filipino women who have been ly ing to their foreign husbands and sending money secretly to their families in the Philippines. They don’t feel guilty about it and even consider their dishonest ways as an achievement for their families. But then again, how can we blame Filipinos for not being honest? Without a decent job to feed a family, “honesty is the best policy” becomes meaningless. To be pushed to the limit of human existence and suffering can lead one to compromise his integrity as a human being. “Kapit sa patalim,” as the saying goes. The average Pi noy will only be as honest as his situation permits. On the other hand, there are cultural values the Filipinos cher ished in the past that are still val ued today. We read about janitors and taxi drivers returning bags or envelopes containing money, documents and valuables to the rightful owners. These are simple folks who need the money but choose to be honest. However, it has been pointed out that the fact that they are hyped as news means these inci dents are rare. More often than not, the average Filipino keeps what he finds. But I refuse to give up totally on his honesty. My gut feel is that the Filipino is basically a kind and honest person and respects the dignity of hard work, which I see in people who hawk cigarettes, candies, bottled water, and fruits in the streets under the hot sun or even on a rainy day. I feel it in the tireless middle-aged woman carrying her basket of puto and kutsinta, loudly calling out to customers with her strong voice. I sense it in the aged man and his son who quietly scavenge the gar bage bins in our neighborhood day after day to earn a living. I still believe that no matter how poor or needy, deep within, he values dangal—his self-respect, knowledge of one’s true worth. As one government employee puts it: Kung sino pa ang mahirap, siya pa ang mas honest (The poor man is sometimes more honest). She mentions as an example a lowly parking attendant who refused to leave before 5 p.m. in contrast to the department head, who often would go home early, leaving his subordinates to while the hours playing games on the computers or chitchatting during office hours. Even in the midst of opportuni ties that tempt us to be dishonest, many of us still choose to give our family the fruits of honest work. It gives us a clear conscience and peace of mind.   Perhaps the day will come when honesty will pay in the Philip pines, a code to live by. That day will probably come only when our people will able to break out of the poverty cycle and no longer face on a daily basis the challenges of lack of money, lack of job, scarcity, and lack of social protection. W hen will that be? I honestly don’t know.

‘HONESTY store, launched by a cook in Rosario Cavite” reads one headline of an on line news website that I saw just last month. As I read on, I found out that there’s this mini grocery store that has no one on hand inside the premises to receive payments for goods bought. It’s all run by the honor system. At the end of the article was the dangling ques tion: “Will buyers be honest?” “ Honesty Bus” was another ex perimental project that was launched sometime before the pandemic. The said social project consisted of buses without conductors plying the metro that lets the passenger pay for his fare himself. It was anchored on the “hon esty is the best policy” motto. I actually rode one of those honesty buses, curious as to how the system worked. During my trip, I observed the system was not well thought out and did not anticipate all the nuances of how people behave in such situation. I wasn’t surprised that later, after a month or so, a news item announced the end of the project. T he reason was the bus company did not make money. Many took advantage of the absence of the conductor. Three out of 10 passengers did not pay the fare. Some passengers paid only the minimum fare even for long distances and they should have paid more. I have a strong feeling the “Honesty Store” is bound to meet the same fate as the Honesty Bus. To be honest about it, honesty does not seem to be the best policy in the way we live and work now. We are willing to forego issuing official receipts to avoid paying taxes just to be able to pay less for goods or services. We hear about “ghost employees” who only appear during paydays. Husbands lying about their infidelity are common and now even

MANILA—The National Commission on Senior Cit izens (NCSC) on Thursday announced that the increase in the monthly social pension of indigent senior citizens could be enforced starting January 2023. During the Laging Handa public briefing, NCSC chairperson Frank lin Quijano said Congress would first have to approve the budgetary requirement for the new law, which raises the monthly social pension of indigent senior citizens from P500 to P1,000.“Theeffectivity is in 2023 because we are in the middle of the year, and this cannot be released imme diately, especially if we do not yet have a budget. If it will be released, there should be a budgetary process, which Congress will have to approve,” Quijano said. “We can see that the time where it would be implemented would be in January of 2023. Hopefully, keeping our fingers crossed that the budget will be approved for 2023.” Quijano expressed confidence that the new law would receive suf ficient funding support. Earlier, House of Representatives Deputy Speaker Ralph Recto pointed out that doubling the monthly pen sion would mean that the budgetary requirement would also double from P25 billion to P50 billion. “I’m confident that from the assurances of the different gov ernment agencies, including the Department of Finance that this will receive funding. But it really will depend on our legislative mill,” Quijano said. He said once Congress provides the budgetary requirement for the law, the Department of Budget and Management (DBM) would adjust the amount of social pension. “This has already been ap proved and it is Congress that will be able to give the necessary fund ing support. Of course, DBM will make the necessary adjustments, because the National Expenditure Program has been passed and this new law that has been passed must be taken into consideration after the National Expenditure Pro gram,” he added. Quijano said the NCSC is prepar ing to promulgate the implementing rules and regulations of the law in consultation with the Department of Social Welfare and Development (DSWD), DBM, and other concerned government agencies and nongov ernment organizations, as well as people’s organizations. The NCSC will be in charge of the implementation, distribution and management of the monthly pen sion, instead of the DSWD. “We are preparing and the readi ness is also defined in terms of the transition. The work right now is in the hands of the DSWD and our memorandum of agreement says that this readiness also has a time line,” he Republicsaid.Act 11916, which lapsed into law on July 30, is expected to benefit more than 4 million indigent seniorThecitizens.newlaw also encourages the hiring of senior citizens through a tax incentive to employers. AP ONOJO, Japan—In August 2022, the Japanese electric bed for elderly brand PLATZ introduced a bed for the elderly that can be powered up and has a guard rail, which is suitable for senior citi zens who have difficulty getting up and are at risk of falling. According to the Technical Guide lines for Falls Intervention in the El derly issued by the Chinese Ministry of Health, falls are the leading cause of injury-related death among the el derly over 65 years old in China. In addition to the death of the elderly, falls also lead to a large number of disabilities and affect the physical and mental health of the elderly. It is estimated that an average of 40 million elderly people in China fall once a year. For example, getting out of bed in the morning or at night is a highincidence scene of falls in the elderly. For different scenarios, in addition to strengthening the stability of the bed and guardrails, the PLATZ Bed for the Elderly also provides users with free home-based fall prevention consulting services. These include fall risk assessment for the elderly, risk assessment of the home environ ment, and provision of correspond ing improvement programs. T he model Ai Fukuhara’s mother injured her lower back two years ago and needed a wheelchair for daily ac tivities. Therefore, Ai Fukuhara has always been very concerned about the safety and health of the elderly. “My mother was hurt, so my heart aches for her,” she said. For the safety and health of parents all over the world, Ai Fuku hara said that she will fully support PLATZ to work with caring brothers and sisters to solve the problem of preventing falls in the elderly.

On July 21 SEARCA conducted a training-workshop on vegetable production for teachers and staff of local government units in Bu suanga, Palawan. A total of 46 school heads, GPP coordinators, and agricultural extension work ers from the said town and Coron were trained by experts from Pili pinas Shell Foundation Inc., one of SEARCA’s partners, to enhance crop production and vegetablegardening activities to address food and nutrition insecurity, as well as poverty in rural areas. The training-workshop was a collaborative activity of SEARCA, DepEd, Kansas State University, Salvacion National High School, and Regalo ng Kilit Foundation.

The program has courses on horticulture, animal science and entrepreneurial initiative, where interns also participate in farm ing-based research subjects, while empowering them to plan and establish agricultural business enterprises.From2006 to 2016 more than 6,000 Filipino students from 27 state universities and colleges attended the program. Last year Tesda entered into an agreement under Agro Studies to send 500 Fil ipino interns for five years—2021 to 2026—in participation of seven SUCs.The agency facilitated the train ing of 401 interns in the 20202021 training season; another 400 are now undergoing the current learning period in Israel. Interns in the Agro Studies program receive an hourly allow ance of about $9 to cover living expenses, travel and fees. Partic ipants are also entitled to other work benefits, including overtime pay, annual vacation leave, paid holidays, and sick pay. Interns learn from Israel’s best practices and innovation. Not only do they gain actual exposure to its agri-tech; they also learn various tools in commercial agriculture. After finishing the program, they are expected to contribute to the improvement of Tesda’s agricultural curriculum and other training institutions nationwide. Scholars are required to enforce their formulated agriculture busi ness plan under the guidance of their Israeli tutors in line with the new administration’s prior ity: to turn subsistence farmers to become entrepreneurial as they beef up agricultural productivity and food security. One of them is Rafael M. Decena Jr., an instructor at Tesda’s Que zon National Agricultural School in Pagbilao, Quezon Province, who has already begun implementing his proposed entity. Launched last March 28, his “ Gatas para kay Juan ” project applies farming techniques he learned under Agro Studies. It aims to promote goat-milk pro duction and teach local farmers to engage in sustainable backyard dairy-farming ventures. T he City Government of Tanauan, the National h i storical Commission of the Philippines (N hC P), and the Provincial Government of Batan gas led the observance of the re cent 158th birth anniversary of Apolinario Mabini at the Mabini Shrine in Tanauan City, Batangas.  Also taking part in the celebra tion is the Department of Tourism Calabarzon Region which brought members of the Republica Filipina Reenactment Group, an associa tion of professionals which seeks to rekindle public awareness and patriotism through the portrayal of the Philippine Revolution’s his toric personalities and events. The regional office’s participation in the historic event is in line with the thrust of DOT Secretary Christina Garcia-Frasco to promote museums as part of local tourism circuits.  Known as the Sublime Para lytic and Brains of the Revolu tion, Mabini was born on July 23, 1864 to humble beginnings at the Taal lakeshore village of Talaga in Tanauan town. he r ose to become legal and constitutional adviser to the Philippine Revolu tionary Government, and later as Prime Minister of the First Phil ippine Republic.  he d ied in 1903 and buried in Manila, and was reinterred to the current Shrine in 1956 from the Manila North Cemetery’s Maosuleo delos Vet eranos dela Revolucion. In photo, at the commemorative ceremony are (first row) Tanauan City Vice Mayor h e rminigildo Trinidad Jr., Mayor Nelson Col lantes, Batangas Third District Congresswoman and event key note speaker Rep. Tomas, and members of the Repub lica Filipina Reenactment Group (third row).

Upon the suggestion of then Tanay Senior Tourism Operations Officer (and now Municipal De velopment and Planning Officer) Jeff Pino and with the assistance of acting Tourism Officer Joicee Jules Gapido, I made plans to again try out no-frills camping at Fresno Agro Forestry and e co Tourist Campsite, a hiking desti nation opened last 2019.  Owned by Mabini Dela Sada, an IP (Indigenous Person), the camp site was developed and managed by Reynaldo Zapanta Fresno, a Capiznon from Mambusao town. Joining me on this trip were my son Jandy and Ramon “Mon” Sa rinas, a fellow Don Bosco Makati high school batchmate and an avid outdoorsman and photographer.   After a two-hour trip, Mon and I met up at the camp’s registration area beside the entrance. After lunch at the restaurant, we drove our cars all the way up a rough, steep, and narrow dirt road to the summit of Mount Kulis (620 MASL), parking our cars just out side a pavilion. Still, a work in prog ress, the building, when finished, would house some 10 rooms and a second-floor view deck where one can watch both the setting and rising sun. Already in place are restrooms and a restaurant where you can order silog meals (tapsilog, tocilog, etc.). The sum mit once housed “Cardo Dalisay’s” kubo (the “bahay ni Cardo” from the ABS-CBN primetime TV series FPJ’s Ang Probinsyano) but this was destroyed during the power ful Category-4 Typhoon Ulysses.  Beyond the building is the campsite where the grassy hill side has been terraced to create level platforms where campers could pitch their tents. The ter raced platforms can accommodate some 16 tents.  As we arrived on a weekday, we were the only camp ers. On weekends, the area gets packed with tents all around the place sprouting like mushrooms.   Despite the afternoon sun, a cool breeze was blowing. Around us we could espy, on the east side of the hill, the destinations for our tour tomorrow—the Spider Web below us and, in the distance, Mount Sambong and Noah’s Ark.  Come dusk, we were treated to a beautiful sunset.  After a delight ful dinner of pork liempo grilled over our stovetop grille (bonfires and campfires are not allowed), with rice cooked by the staff at the restaurant, we retired to our tents and warmed ourselves with shots of fruit-flavored gin while listening to cool music.  It was lights out by 10 pm, a curfew set and enforced by management.         We woke up before 6 am to wit ness an equally fiery sunrise and, after a filling breakfast of hot cof fee, corned beef omelet, and fried rice (prepared by the staff from our leftover rice the night before), we met up with e d ong Penamante, the head of the 200-strong Fresno Tour Guide Association (about 90 percent of which are indigenous people) who was to be our man datory guide for our 5-hour tour of Camp A and Camp B.   After a preliminary briefing by e d ong, we all went down Mount Kulis, via a cleared dirt trail (the sides of which have been leveled to accommodate more tents), to the giant Spider Web, a favorite of most trekkers. We only had to wait a little while for a previous group to finish. Getting on board was tricky and we had to crawl to make it to the center of the “web,” made with nylon ropes. Once in place, e d ong, high up on a perch, directed us to create star-like configurations before taking our photos. On one side of the area are some 13 native-style huts, of different sizes, which are rented out.  Nearby are some common public toilets.  It was uphill from thereon as we made our way up, via a steep and rocky trail, to Sambong Peak (629 MASL) or h e art Peak, named after the heart-shaped, flowerlined wood and bamboo backdrop where couples pose. Located at the back of Mount Kulis, it was named after the generous number of na tive sambong plants ( Blumea bal samifera) in the area. There are also limestone karst formations on a cliff, perfect for Instagram shots.  From Sambong Peak, we next made a 30 to 45-minute hike, along a trail involving mountain ous slopes, rocky and grassy areas, to Noah’s Ark.  This boat-shaped wooden structure, with bamboo outriggers, sits atop a limestone karst formation and is approached via a wooden bridge with bamboo railings. A sea of clouds sometimes envelopes the mountain and No ah’s Ark was designed as such to create the illusion that you are sailing over this sea of clouds. Visitors also pose atop a limestone karst formation beside the bridge.  From Noah’s Ark, it was an other 30-minute hike to the Reg istration Area where we had our lunch and rested awhile prior to our visit to Camp B. It is a steep uphill-downhill hike to get to the h a nging Bridge at Camp B but, luckily, there was an open top 4 x 4, driven by Stephen Fresno (a relative of Reynaldo), that would take us there. Still, it was a bumpy, roller coaster ride going to the h a nging Bridge. We also had to look out for tree branches that could knock us off our feet. For safety purposes, only a maximum of seven persons are allowed on the bridge. After crossing just halfway for our pose, we made our way back and hiked, along another dirt trail, to a riverside swimming pool created by a dam. h e re, we rested our tired bodies as we im mersed ourselves in its bracingly cold Thiswaters. capped our tour and we made our way back, this time up hill via the same 4 x 4, back to the Registration Area (where others alighted) and continued our way, again uphill, back to our campsite at Mount Kulis. The piece de re sistance of our stay was now over, so we spent the rest of the day relaxing our tired bodies inside our tent. Come morning, after another hearty breakfast, it was time to pack up and make our way back to the not-so-great indoors of Manila.

A vulnerability in Twitter’s software that exposed an undetermined number of owners of anonymous accounts to potential identity compromise last year was apparently exploited by a malicious actor, the social-media company said Friday.Itdid not confirm a report that data on 5.4 million users was offered for sale online as a result but said users worldwide were affected. The breach is especially worrisome because many Twitter account owners, including human-rights activists, do not disclose their identities in their profiles for security reasons that include fear of persecution by repressive authorities. “This is very bad for many who use pseudonymous Twitter accounts,” US Naval Academy data security expert Jeff Kosseff tweeted. The vulnerability allowed someone to determine during log-in whether a particular phone number or e-mail address was tied to an existing Twitter account, thereby revealing account owners, the company said. Twitter said it did not know how many users may have been affected, and stressed that no passwords were exposed. “We can confirm the impact was global,” a Twitter spokesperson said via e-mail. “We cannot determine exactly how many accounts were impacted or the location of the accountTwitter’sholders.”acknowledgment in a blog post Friday followed a report last month by the digital privacy advocacy group Restore Privacy detailing how data presumably obtained from the vulnerability was being sold on a popular hacking forum for $30,000. A security researcher discovered the flaw in January, informed Twitter and was paid a reported $5,000 bounty. Twitter said the bug, introduced in a June 2021 software update, was immediately fixed. Twitter said it learned about the data sale on the hacking forum from media reports and “confirmed that a bad actor had taken advantage of the issue before it was addressed.”

T O introduce Prime Video to Filipino viewers, the video streaming service has launched a local marketing campaign featuring actress Anne Curtis. One of the campaign’s highlights is a TVC showing the actress and TV host arriving at a wedding wearing a blue gown and saying, “Iba ang dating!” Another video shows a man running from the police and when he is finally caught, Curtis appears on a bike and the guy says he wants to be chased again but she is the one who should arrest him. “I’m so nervous,” said Curtis during a party to introduce her to KOLs, influencers and members of the press as Prime Video’s face in the Philippines. Indeed, the actress’ voice was wavering and she had to catch her breath a few times and you understand because like the rest of us, she’d been quarantined for all of two years. Curtis’s situation is even more special because she gave birth to her daughter Dahlia Amélie during the pandemic and she was in Australia when all that happened. So, the Prime Video party was Curtis’s first time to formally meet members of the press since the world as we know it changed in 2020. “It’s all part of coming back into this world again, right?” said the actress during the interview. “I’m so excited for people to watch the different series on the platform here. As mentioned earlier, their eyes are on the Philippines, on Asia. They will be creating local content, which I think will be great, because it’s also supporting our local entertainment industry.”Ontop of Curtis’s recommended shows on Prime Video is The Marvelous Mrs. Maisel, which is set in the 1950s. The character of Mrs. Maisel is played by Rachel Brosnahan. The story is that of Midge Maisel, a housewife in New York who finds out that she has a knack for stand-up comedy. Curtis said she loves the series because of the strong female lead. “The show is really funny and the outfits are so beautiful! The production value is so so good!”

BY RODERICK L. ABAD Contributor SMARTPHONES are highly needed as offices and schools now shift to post-pandemic phase. In fact, around of 80 percent of Filipino workers prefer the new hybrid, Internet-heavy setup of their job sites. This is reflected in the constant growth of the local smartphone market, which increased by 22.6 percent in 2021. Studies have shown that six out of 10 Filipinos make their purchases and book their trips through mobile apps. A pre-pandemic survey revealed that about 55 percent of kids own a smartphone and 80 percent opt to surf the Internet than watch television. Unfortunately, accidents occur to a smartphone and the most frequent of these is the device falling out of a pocket or dropping into the toilet bowl, per a research. Such dependence has made the operability and safety of these gadgets a priority for a lot of people. Being an expensive investment to own and maintain these essential tools, it’s not surprising that their protection has become a necessity. Mobile insurance covers the repair of a damaged phone. “Mobile devices are no longer seen as just a status symbol or used solely for work but have become a necessity, helping us to further our careers, businesses, and day-to-day activities,” said Etiqa Philippines president and chief executive officer Rico Bautista. “In securing them, the mobile insurance plans will ensure that the lives and activities of their users will continue with minimal disruption, even if these devices are damaged. This is aligned with our commitment to offering products and services that will make our customers’ lives easier.” Applying technology to the insurance industry has paved the way for insurtech. Technology makes online policy enrollment, checking or buying a plan, and topping up efficient, safe and in real time through digital platforms, like GCash or Shopee. Other insurtech examples include social insurance, data analytics as a method to understand consumer behavior and improve customer service, and the customization of policies for specific groups and Southeast Asian insurtech company Igloo has developed mobile insurance plans with Etiqa Philippines for coverage of phone screen and its functionalities (Phone Screen Protection plan) or the entire device (Full Phone Protection plan). But these plans exclude cases where the devices have been experiencing gradual deterioration, stolen, or lost; and damage due to malware, repairs or servicing. Policy holders need to report any damage within 48 hours of the incident before making a claim. These plans are cost-effective while giving premium value to the wide demographic range of smartphone users, especially those who rely on them for their living. One plan, for instance, is equivalent to paying for one small snack a month while its coverage amount is enough to buy a value smartphone.

gestures for easier rotating, zooming, moving, and drawing functions. The projected image or screen doubles as a digital whiteboard where the students and teachers can freely annotate using an interactive pen and/or their fingers. Epson’s interactive projectors are built with functionality that allows them to be projected on any flat surface without requiring a special board. They also produce vivid and natural color which ensures readability and a wider view for students in the classroom. Built with 3LCD technology, these projectors can be expanded to a flexible display of up to 300” in size, without compromising the projected material’s resolution and quality. The interactive projectors are equipped with wireless connectivity, which allows students in school to instantly project what is on their gadget’s screen using the Epson iProjection App. Additionally, teachers can instantly save the presentation materials with annotations in the projector and directly send them to the students afterward, without the need for a personal computer. Teachers can simply input the recipients’ e-mail addresses in the projector and click send.Epson’s line of interactive projectors for the HyFlex Classroom includes the EB-73Fi Interactive Laser Projector, the EB-1485Fi 3LCD Projector, and the EB695Wi Ultra-Short Throw Projector.

FOR the longest time, our educational system has remained basically the same since the time of our great grandfathers. Despite the use of new technologies and various reforms, students still followed the same routine: wake up in the early morning, head to school, sit in front of the teacher for the rest of the day, then go home to do more homework. Dress codes, school facilities, and technology may have changed but what students and teachers actually do has not. Then came the Covid-19 pandemic that shut down schools and forced educators to think differently about educational delivery. These closures shattered those familiar routines and interest in homeschooling and other alternatives exploded. All of this loosened the status quo’s grip on school norms, parental expectations, and the public imagination. The sudden shift to remote learning urged new practices, leading teachers to discover new skills and strategies. It also created unparalleled transparency for parents regarding what happens in the classroom and changed how parents interacted with their children’s schools. The disruption brought about by this once-in-a-lifetime pandemic also gave educators a chance to try out different methods of teaching. In an effort to address the need for a shift in learning setups to accommodate the growing needs of students and educational institutions, Epson introduced the HyFlex Classroom, a hybridflexible classroom designed to accommodate the simultaneous teaching of in-person and online learners by reflecting real-time changes directly on the screen. HyFlex is short for Hybrid-Flexible learning.Atthe recent Epson Fusion Lite Thanksgiving event held at the Marco Polo Hotel in Manila, Ed Bonoan, marketing division head of Epson Philippines, discussed how this new HyFlex Classroom could benefit our schools. “The pandemic caused a shift in learning setups. Educational institutions have recognized the need for online blended learning but have also continuously expressed doubts about its effectiveness and readiness to implement such setups for longer periods. This new HyFlex Classroom will ensure that educational institutions have the opportunity to innovate their system and operation to match the evolving needs of the students. Furthermore, the easily accessible and seamless features of Epson’s interactive projectors serve as the perfect companion for hybrid learning setups,” he said. The HyFlex setup works by having interactive projectors flash learning materials on the classroom’s whiteboard, screen, or wall, allowing teachers to use them as visuals, and to freely annotate on the projected content to further explain them. The teacher can see and monitor the students at home using a secondary projection (optional setup) at the back of the Meanwhile, classroom.studentson site can connect their laptops to the main interactive projector to view and annotate on their own screen using the annotation feature of the video conferencing app—seeing real-time changes and annotations projected on the screen.

EVEN as the country’s economy gradually improves with the easing of pandemic restrictions, millions of Filipinos still grapple with hunger. In the first quarter of the year, 3.1 million Filipino families said they experienced involuntary hunger at least once, based on the latest Social Weather Stations (SWS) survey. Unemployment was on a three-month high at 6 percent in May, while inflation accelerated to 6.1 percent in June, a nearly four-year high year on year. Prices of basic goods have risen. In a bleak tally of the war for Russia, an economy that was picking up speed at the start of 2022 swung into a contrac tion during the second quarter. Data due on Friday will show gross domestic product shrank for the first time in over a year, dropping an annual 4.7 percent, according to the median fore cast of 12 analysts surveyed by Bloomberg.

Along with Covid curbs that have strained businesses and consumer activity, the city is contending with challenges from rising interest rates and weakening global trade. The US Federal Reserve has sharp ly raised interest rates several times this year to combat infla tion—moves that Hong Kong has been forced to follow to maintain the local dollar’s peg to the US dollar. In addition, Covid outbreaks and restrictions in mainland China have hurt Hong Kong’s trade. After posting double-digit growth every month last year, Hong Kong’s exports contracted in May and June as demand in ChinaFinancialslumped. Secretary Paul Chan recently said such problems would push the city to “inevitably revise down” its full-year growth forecast thisThemonth. restrictions also contributed to a record brain drain, with the city’s population falling 1.6 percent to around 7.29 million in the year ended June 30, government data released on Thursday showed. Hong Kong did get some good news this week when Chief Execu tive John Lee said the city would reduce the amount of time arrivals must spend in hotel quarantine.

Investment GROWTH in fixed asset investment likely held up in July as policy makers pushed for an acceleration in the construction of major infrastructure projects. Economists forecast an increase of 6.3 percent in the seven months through July, little changed to 6.1 percent in the first half of the year. Manufacturing investment also likely got a boost from strong export demand, along with improving profitability due to a moderation in price pressures. Property investment, however, likely slowed further in July amid a widening mortgage boycott crisis and weakening buyer confidence. China’s top 100 developers recorded combined contract sales that plunged 40 percent from a year earlier, China Real Estate Information Corp. data showed. Economists expect property investment to contract 5.6 percent in the January to July period, compared to a drop of 5.4 percent in the first six months of the year.   Industrial output

The pressure is especially great this year with the number of students graduating hitting a record 10.76 million. The frequent Covid outbreaks also bode ill for migrant workers, as authorities might shut down construction sites and restaurants once there’s a flareup.

China’s economic recovery tested as coronavirus outbreaks persist

The median estimates for thirdand fourth-quarter growth were also trimmed to 1.8 percent and 2.9 percent, respectively, from 2.3 percent and 4.1 percent.

Liquidity action THE People’s Bank of China (PBOC) will have an opportunity to drain funds from the banking system through policy loan operations on Monday, which would help rein in risks created by excessive liquidity. Eight out of 12 analysts polled by Bloomberg forecast the PBOC will roll over only part of the 600 billion yuan ($88.8 billion) of maturing one-year medium-term lending facility, with the median estimate at 400 billion yuan. That would be the first monthly drainage since December 2021.

C HINA will likely report a further recovery in its economy in July although the strength and longevity of that rebound is far from certain as Covid outbreaks continue to spread and a property slump shows no sign of easing.  Official data on Monday will probably show a raft of key indicators—including industrial output and retail sales— improved last month as business and consumer activity gradually picked up from the worst of the Covid lockdowns in the second quarter. The government will publish the data at 10 a.m. local time on Monday. The economic picture might be mixed, though, as property investment probably slowed, and the unemployment rate likely remained elevated. Independent high-frequency data have also painted a more negative picture of the economy’s outlook, with truck flows—a proxy for economic output—significantly lower in July than at the same time last year and home sales last month plunging from a year earlier.  With policy makers signaling a “wait-and-see” attitude toward more stimulus and inflation creeping up, the data for July will offer important clues on the policy direction for the rest of the year.

THE recovery momentum in the industrial sector likely stayed intact: Industrial output is estimated to have grown 4.4 percent in July, survey results showed, up from 3.9 percent in the previous month. However, weaker-than-expected official and private purchasing managers indexes pointed to softer manufacturing activity. While Covid disruptions to supply chains have eased in general, regional flareups are still causing hiccups.

But the existence of any isolation period at all—it’s now three days in a hotel instead of seven, with a monitoring period afterward— still places Hong Kong in stark contrast with other places that have moved on. “Don’t expect this reduction in quarantine to change the world, because it’s not going to change the world,” said Alicia Garcia Herrero, chief economist for Asia Pacific at Natixis SA. “It’s just clear that the economy is doing really poorly and that mobility is a problem, especially cross-border mobility, which is much more important for HongSomeKong.”economists suspect Hong Kong’s economy could even con tract in 2022, which would mark the third time in four years. Fitch Ratings Ltd. this week revised its annual growth forecast for Hong Kong to a 0.5 percent contraction, down from a previous forecast of 1 percent. Although economic activity has marginally improved re cently with some easing in Co vid restrictions, the “recovery remains hampered by enduring social controls, which we view as unlikely to be rescinded fully un til similar policies are relaxed in the mainland,” Fitch said. Vladimir Putin’s invasion of Ukraine set Russia’s economy back four years in the first full quarter after the attack, putting it on track for one of the longest downturns on record.

Here’s what to look for on Monday: Retail sales RETAIL sales probably grew 5 percent in July from a year ago, according to the median estimate in a Bloomberg survey of economists, up from 3.1 percent in June as Covid controls were relaxed.Automobile sales were also boosted last month because of favorable policies, such as subsidies and tax cuts, rolled out this year to entice buyers. Spending on transportation and hotels may have picked up because of seasonal demand for summer vacations.  The rebound could be short-lived though as Covid outbreaks in popular tourism destinations in August put a brake on spending and travel. Authorities recently shut down parts of Tibet’s capital and left thousands of tourists stuck on the tropical island of Hainan to contain infections.

H ONG KONG’S economy will struggle to expand at all this year, the latest Bloomberg survey of economists shows, as the city grapples with Covid restrictions, a trade slump and other global headwinds.  The government is set to cut its forecast for GDP growth for the year when it reports final GDP figures for the April-to-June period on Friday. That would be the second down grade this year, after officials cut their forecast in May to a range of 1 percent to 2 percent growth.

The jolt of international sanc tions over the war disrupted trade and threw industries like car manufacturing into paralysis while consumer spending seized up. Although the economy’s de cline is so far proving less pre cipitous than initially feared, the central bank projects the slump will worsen in the quarters ahead and doesn’t expect a recovery un til the second half of next year. “The crisis is moving along a very smooth trajectory,” said Evg eny Suvorov, lead Russia econo mist at CentroCredit Bank. “The economy will reach its low point by mid-2023 at best.” The Bank of Russia acted to contain the upheaval in markets and the ruble with capital controls and steep hikes to interest rates. Enough calm has returned to roll back many of those measures. Oil extraction has been recovering and spending by households showed signs of Fiscalstabilization.stimulusand repeated rounds of monetary easing in re cent months have also started to kick in, blunting the impact of in ternational sanctions.  The response has ensured a softer landing for an economy that analysts at one point expect ed would contract 10 percent in the second quarter. Economists from banks, including JPMor gan Chase & Co. and Citigroup Inc. have since improved their outlooks and now see output dropping as little as 3.5 percent in the full year. Even so, the Bank of Russia pre dicts GDP will shrink 7 percent this quarter and possibly even more in the final three months of the year. It estimates the economy contracted 4.3 percent in the sec ondThequarter. standoff over energy ship ments to Europe raises new risks for the economy. Monthly declines in oil output will start as soon as in August, according to the Inter national Energy Agency, which predicts Russia’s crude production will decline about 20 percent by the start of next year. “The slump in 2022 will be less deep than expected in April,” the central bank said in a report on monetary policy this month. “At the same time, the impact of sup ply shocks may be more extended over time.” Bloomberg News

The interest rate for the MLF will likely remain unchanged at 2.85 percent, according to the consensus estimate, as rising inflation risks restricts the room for further monetary easing. Cash has been piling up in the market for the past few months, and has struggled to turn into loans that benefit the real economy. Seven-day interbank borrowing costs have slumped to a two-year low and are far below the short-term policy rate. The increase in leveraged bond trading may lead to financial risks should liquidity start to tighten, a former PBOC official warned. Bloomberg News

Jobless rate JOBS figures are gaining increasing attention as top leaders downplay the country’s GDP growth target of “around 5.5 percent,” in favor of attaching greater significance to stability in employment and prices.  China’s unemployment rate likely remained heightened in July, with economists expecting the surveyed jobless rate to stay unchanged at 5.5 percent. C OPENHAGEN, Denmark—Western countries agreed Thursday to continue long-term funding to help Ukraine’s military keep fighting nearly 5½ months after Russia invaded its neighbor, saying 1.5 billion euros ($1.5 billion) has been pledged so far and more is coming. The money is for enhancing armaments production, including artillery and ammunition; developing and strengthening the training of Ukrainian soldiers and assisting Ukraine’s efforts to demine areas. “All the countries that came to Copenhagen came with the intention of supporting Ukraine,” Danish Defense Minister Morten Bødskov said at the end of the one-day meeting of 26 nations and the European Union. British Defense Secretary Ben Wallace said the meeting proved that Russian President Vladimir Putin’s ambition (of the West losing its willingness to support Ukraine) has failed. “We are still determined,” he said. The 1.5 billion euros included donations by the UK, Denmark and Norway but “it will grow,” Bødskov said, adding “some of the countries need to go back home and get the support of their parliaments.” Bødskov said that “money alone will not do the trick, as you say, we need increased productions.”Hethanked Poland, Slovakia and the Czech Republic for signaling a “willingness to expand production of artillery systems, ammunitions and other equipment.” At the conference, Norway said it would help train Ukrainian troops in Britain. Sweden and Finland earlier said they would do the same. Iceland will assist demining efforts in Ukraine “by training trainers,” its foreign minister said. In a live feed, Ukrainian President Volodymyr Zelenskyy called on Western nations to provide more money, saying “the sooner we stop Russia, the sooner we can feel “Wesafe.”need armaments, munitions for our defense,” he Ukrainiansaid.Defense Minister Oleksii Reznikov, who attended the conference, declined to give details on what weapons his country will get. BRAZILIANS RALLY FOR DEMOCRACY, SEEK TO REIN IN JAIR BOLSONARO S Ā O PAULO—Thousands of Brazilians flocked to a law school Thursday in defense of the nation’s democratic institutions, an event that carried echoes of a gathering nearly 45 years ago when citizens joined together at the same site to denounce a brutal military dictatorship.In1977, the masses poured into the University of S ā o Paulo’s law school to listen to a reading of “A Letter to Brazilians,” a manifesto calling for a prompt return of the rule of law. On Thursday, they heard declarations defending democracy and the country’s elections systems, which President Jair Bolsonaro has repeatedly attacked ahead of his reelection bid. While the current manifestos don’t specifically name Bolsonaro, they underscore the country’s widespread concern that the far-right leader may follow in former US President Donald Trump’s footsteps and reject election results not in his favor in an attempt to cling to power. “We are at risk of a coup, so civil society must stand up and fight against that to guarantee democracy,” José Carlos Dias, a former justice minister who helped write the 1977 letter and the two documents read Thursday, told The Associated Press. In S ā o Paulo, drivers stuck in traffic on one of the main roads to the law school applauded and honked as marching students chanted pro-democracy slogans. A huge inflatable electronic voting machine by the building’s main entrance bore the slogan “RESPECT THE VOTE.” Inside, hundreds of guests gathered in the university’s Great Hall to hear speeches, while others stood outside watching on big flat screens. The proclamations are contained in two letters. The first went online on July 26 and has been signed by nearly 1 million citizens, including ordinary people; popular musicians such as Caetano Veloso and Anitta; high-profile bankers and executives; and presidential candidates, among them former President Luiz Inácio Lula da Silva, who leads all polls ahead of the October election. The second letter, published in newspapers last Friday, carries the endorsement of hundreds of companies in banking, oil, construction and transportation—sectors that traditionally have been averse to taking public political stances, said Carlos Melo, a political science professor at Insper University in Sao Paulo. They appear to have made an exception now, given the fear that any democratic backslide would be bad for business, he “Democracysaid.is important for the economy,” he Bolsonaro’ssaid. commitment to democracy has been scrutinized since he took office, in large part because the former army captain has insistently glorified the country’s two-decade dictatorship, which ended in 1985. Man who tried to breach FBI office killed after standoff

W ILMINGTON, Ohio—An armed man clad in body armor who tried to breach the FBI’s Cincinnati office on Thursday was shot and killed by police after he fled the scene and engaged in an hours-long standoff in a rural part of the state, the Ohio State Highway Patrol said. The confrontation came as officials warned of an increase in threats against federal agents in the days following a search of former President Donald Trump’s Mar-a-Lago estate in Florida. The man is believed to have been in Washington in the days leading up to the January 6, 2021, insurrection and may have been present at the Capitol on the day of the attack, according to a law enforcement official briefed on the matter. The official could not discuss details of the investigation publicly and spoke on condition of anonymity. The suspect was identified as Ricky Shiffer, 42, according to the law enforcement official. He was not charged with any crimes in connection with the Jan. 6 attack, the official said. Federal investigators are examining whether Shiffer may have had ties to far-right extremist groups, including the Proud Boys, the official said. Shiffer “attempted to breach” the visitor’s screening area at the FBI office at around 9:15 a.m., and fled when agents confronted him, according to federal authorities’ account of the incident. After fleeing onto Interstate 71, he was spotted by a trooper and fired shots as the trooper pursued him, said Lt. Nathan Dennis, a Ohio State Highway Patrol spokesperson, at a news Shifferconference.lefttheinterstate north of Cincinnati and abandoned his car on rural roads, where he exchanged gunfire with police and sustained injuries, though no one else was hurt, Dennis said. Shiffer was shot after he raised a gun toward police at around 3 p.m. Thursday, Dennis said. The fatal encounter with police happened after negotiations failed and police tried unsuccessfully to use “less lethal tactics,” Dennis said, without providing details. State highway workers blocked off roads leading to the scene as a helicopter flew over the area. Officials locked down a mile radius near the interstate and urged residents and business owners to lock doors and stay inside. The interstate has been reopened. There have been growing threats in recent days against FBI agents and offices across the country since federal agents executed a search warrant at Mar-a-Lago. On Gab, a social media site popular with white supremacists and antisemites, users have warned they are preparing for an armed revolution.

By Josef Ramos H AVING no legitimate world champion should be no cause for alarm, according to Top Rank chief Bob Arum. “This thing is a cycle for now. A few years from now, probably there will be three to four [Filipino] champions… soon,” Arum told BusinessMirror on Friday via internet call. “I wouldn’t be threatened without world champions because there’ll be potential kids that can rise up next.”

“And as of this date [2019], modesty aside, I produced fresh and young talents who became members of that country’s national team,” she said with her trade mark smile. “I’m happy because my efforts have bore fruits after a decade-and-a-half,” Diay narrated before turning a sad face.   But I’m sad. That’s what makes former athletes’ lives sad. We aren’t tapped to serve our future athletes,” Diay said. “Don’t tell us that we don’t have the mindset and skills to do that and that we didn’t learn anything about our sport as athletes.” Diay was first celebrated her rise as “Asia’s Fastest Woman” and “Asia’s Sprint Queen” in 1979 when she strung victorious in almost every race she saw action in. In this writer’s account, she had participated in 95 races since she was discovered a year or so earlier. Of this total, 53 were in the international field, including a pair of International Amateur Athletic Federation (now World Athletics) championships. During the SCOOP’s Awards Night that year, when she was enshrined to the organizations’ Hall of Fame, De Vega had won 14 gold medals in her favorite 100 meters, eight in 200 meters, three in 400 meters and two in long jump. She also competed in triple jump, an event introduced for women in 1990, which she won in her first try in the 1993 National Open. Diay was the first and only woman athlete to rule the 100 meters backtop-back in the Asian Games of 1982 in New Delhi and 1986 in Seoul. She, too, won a are golden sprint double at the Asian Amateur Athletic Association (4 As) championships in 1983 in Singapore and 1987 in Jakarta, the city where she scored a hat trick by ruling the 100 meters, 200 meters and long jump in the 14th SEA Games. Her first unforgettable moment came in 1981 when the country first hosted the SEA Games. She led a bunch of gritty products of the then  twoyear-old Project: Gintong Alay initiated and headed by President Ferdinand Marcos’s nephew Michael Keon, now the mayor of Laoag City. You can never say never but Manny Pacquiao is unique, he was different, and so they don’t come a long every day or every decade, but never say never,” Arum said. He also expressed full support to Pacquiao’s upcoming exhibition bout against DK Yoo in December in South Korea “for as long as he will not be seriously hurt.” It’s just an exhibition, not a real fight,  and as long as Manny doesn’t get hurt, it’s fine,” he said. “It’s a good opportunity to earn good money and he deserves it.” A rum added: “I will always do the best I can to satisfy him if he wants my help. I will help him.” The former eight-division world champion Pacquiao retired September last year after losing to Cuban Yordenis Ugas. This year, Jerwin Ancajas, Nonito Donaire Jr., Rene Mark Cuarto and Mark Magsayo lost their world titles one after the other. KINGWHALE’S Gantogtokw Khandsuren tries to break the defense put up by Creamline’s Alyssa Valdez and Ced Domingo.

K INGWHALE-TAIWAN set up a showdown with Creamline for the Premier Volleyball League Invitational Conference crown after squeezing out a 25-15, 17-25, 25-22, 24-26, 15-5 decision over the first finalists Cool Smashers to the disappointment of the big crowd that packed the Filoil EcoOil Arena in San Juan on Friday. T he Taiwanese turned a shaky start in the fifth into a winning attack, overcoming a 0-2 deficit with a string of hits from Chang Chih Hsuan while cashing in on the Cool Smashers’ string of miscues to fashion out the two-hour, fiveminute victory. It was the visiting squad’s third straight win that came on the heels of its straight-set triumph over Army and another five-set escape over PLDT, thus formalizing its crack at the championship while dealing the crowd favorites their first loss in four matches at the close of the latter’s semis stint.

She hobbled as she made her way to the dugout and didn’t see action the rest of the way but said she was okay and is expected to suit up in the finals where the Cool Smashers will go for back-to-back after topping the Open Conference last April. M ichele Gumabao stepped up for Creamline and spearheaded the team’s fightback from 1-2 set down in the fourth. But after taking the first two points in the fifth, the Cool Smashers lost control of their game and scrambled trying to neutralize the Taiwanese fightback—to no avail as Chang came through with backto-back kills and Gumabao’s attack sailed long to give KWT the lead it never relinquished.

For even when she was still active in successfully carrying the country’s colors in all sporting capital in the world, the pretty lady from Meycauayan, Bulacan, was never very vocal in expressing her desire to help Filipino athletes develop and molded into world beaters like she and her contemporaries were.In 2019, this writer, again and for the last time, heard from her as we, along with “Paneng,” were having lunch at a popular restaurant fronting the Manila Cathedral in Intramuros  following the motherand-child’s guesting at the Sports Communicators Organization of the Philippines Forum. Diay took respite from her job as coach-trainer in Singapore to play the role as one of the flagbearers in the opening cer emony of the 30th Southeast Asian Games the country was hosting that year.

SEN. Win Gatchalian filed a resolution expressing the Senate’s condolences and sympathy on the death of Lydia de Vega, who was known as Asia’s Fastest Woman in the 1980s. I n Proposed Senate Resolution No. 132, Gatchalian cited how de Vega was revered as Asia’s undisputed fastest woman. The senator also recognized how de Vega continues to inspire a younger generation of Filipino athletes, “especially the young women who are bent on breaking both barriers and records” to uplift the country’s spirit. From 1981, the sprinter from Meycauayan collected a total of 15 gold medals across multiple international sports competitions. She was also a two-time Olympian in Los Angeles 1984 and Seoul 1988. Gatchalian recalled that during the 1981 Southeast Asian (SEA) Games in Manila, de Vega had a remarkable opening salvo to a long and successful athletics career when she won the 200 and 400 meters golds. It was in the 1982 Asian Games in New Delhi where de Vega started her ascent as Asia’s Sprint Queen when she won her heat in the 100m at 11.77 seconds.Gatchalian also cited that from 1987 until 2020, de Vega held the Philippine Record in the 100 at 11.28 seconds. From 1987 until 2019, she held the national 200 meters record for 32 years at 23.35 seconds. Her national and national junior record in the 400 stood from 1981 to 2013. A s of December 2020, de Vega still holds two Philippine records in the 60 meters indoor and 200 meters junior women. Throughout her stellar career, Lydia de Vega-Mercado not only ruled the race tracks, she also won the hearts of Filipinos for her world-class talent,” Gatchalian said in his resolution. “Her victories in the sports of track and field rallied our country, bringing it in the limelight of world sports competition and giving our countrymen a great sense of national pride and honor.”
