At the same time, Brosas said repealing Republic Act 4653, which bans the commercial importation of ukay-ukay, may further open up the Philippines to “unlimited” im ports and deny the local garments industry a chance to recover.

The newly approved application for registration of AOSPI will serve as a new services export provider for its Virtual Customer Services (VCS) project in its new business site at the Mall of Asia Complex in Pasay City.

According to the Philippine Ex port Development Plan (PEDP) for 2018 to 2022, the IT-BPM is a key export sector of the country. The project is seen to strengthen the realization of the PEDP 2018-2022 end-period target for exports of goods and services.  The IT-BPM is among the sec tors that the Department of Trade and Industry (DTI) has actively pro moted to spur the country’s exports. In 2021, the country’s IT-BPM industry recorded an estimated revenue of $29.5 billion, signify ing a 10.6-percent jump from 2020. Further, the number of full-time employees in the country soared by 120,000 in 2021, bringing the sector’s total headcount to 1.44 mil lion and recording a growth of 9.1 percent compared to 2020.

Ordinario THE National Economic and Development Authority (Neda) on Friday outlined at least a dozen domestic and ex ternal risks that could derail the country’s economic recovery. In his speech at the Manage ment Association of the Philip pines (MAP) forum on Friday, Socioeconomic Planning Secretary Arsenio M. Balisacan said seven of these risks are domestic in nature while the rest are external risks posed by the global economy. Despite these risks, however, Balisacan said the President’s eco nomic team remains confident that the Philippine economy will recover and meet the government’s macro economic targets in the short- and medium-term.“Theeconomic managers re main optimistic. Despite these headwinds, we believe that the headline macroeconomic tar gets for the medium-term—out lined by the President during his State of the Nation Address— are attainable,” Balisacan said. “The overall goal from 2023 to 2028 is to reinvigorate job creation and poverty reduction by steer ing the economy back to its highgrowth path,” he added. The domestic risks highlighted by Balisacan include the spread of the African swine fever and other highly-infectious animal diseases; low production of agricultural commodities; inclement weather (typhoons, re-emergence of La Niña) and natural disasters and local value chain disruptions. He added that the list includes the government’s tighter fiscal space; limited absorptive capac ity of implementing agencies and local government units; and the emergence of new Covid-19 variants. The Neda chief said the “most pressing” concern is high infla tion, particularly for food and transportation. This, he said, was mainly caused by high commod ity prices brought by geopolitical and trace tensions. These issues, Balisacan said, are “exacerbated by disruptions in our food sector as highly-infectious animal diseases, low production levels in agricultural commodi ties, and inclement weather dis rupt the Meanwhile,sector.” Balisacan said these risks are elevated interna tional commodity and input prices and the weaker-than-expected global recovery, even slowdown/ recession in major economies. Balisacan also noted that global headwinds include monetary poli cy normalization; geopolitical and trade tensions; and global value chain disruptions that could af fect the Philippines.

“In 2021, the US ranked as the Philippines’s third largest trading partner, the top export market destination, and the fifth largest import supplier,” said Pascual. In terms of investments, the Trade chief bared that the US remains one of the Philippines’s top sources of investment. In fact, last year, it ranked fifth in total approved investments in the Philippines.

“True enough, the approval of this project shows that we are not faltering in our efforts to advance the IT-BPM industry in the country. This is just the start of more invest ments being injected into the coun try’s economy, specifically into the IT-BPM industry. We are making it happen in the Philippines,” Trade Undersecretary and BOI Managing Head Ceferino Rodolfo said.  The agency said the company sees the Philippines as the top priority for its new project and investments, pointing to the high technical skills and level of English proficiency of the Filipino work force.  As for its potential contribu tion to the economy, the BOI said, “Based on the project’s multiplier values, it is projected to gener ate 1,058 jobs for Filipinos, with a P959.5-million contribution to the economy and P616.9 million to household income.”   The project will adopt 100 per cent work-from-home operations for its contact center agents, said the BOI. Moreover, the VCS proj ect is set to expand AOSPI’s current operation in the remote workplace, not just as a response to the persist ing pandemic, which requires a hy brid workspace—combining both on-site and remote operations, but following the global work trends as well.

The Trade chief underscored, “The Philippines has consistently been a top beneficiary of the US Generalized System of Preferences (GSP) and a significant source of imports for US manufacturers andTheconsumers.”GSPdeal is a unilateral preferential trade arrangement by the US to 122 beneficiary developing countries and least developed beneficiary countries, including the Philippines. It aims to promote economic growth, development and trade by providing duty-free market access to about 5,000 products into the US. While the program expired last December 31, 2020, Pascual said, “we are now awaiting the reauthorization of the GSP.” He added, “our countr y’s high utilization rates of the GSP demonstrate a growing awareness and demand for GSP-listed export goods from the Philippines.”

Prior to this project, AOSPI had three existing sites across the Phil ippines: two in Cebu City and one in Metro Manila.  The BOI said the approved proj ect of AOSPI is expected to strength en the country’s IT-BPM industry. The project will commence commer cial operations in September 2022.  “The VCS project will provide customer and vendor management services to support Amazon’s glob al retail business and sellers,” said BOI in a news statement issued on Friday. According to BOI, AOSPI pro vides various support services such as remote technical support services, IT development, custom er support, customer care servic es, business process outsourcing (BPO), and back-office support, which includes but is not limited to systems, hardware, software, and human resources relating to the back-office, among others.

M AKATI Mayor Abby Binay on Friday said the Department of Health (DOH) has issued a license to operate as a primary care facility to the city’s health center in Barangay Palanan. It is the first 24/7 health center in Metro Manila to be granted the license. The mayor said she was elated with the development, which means that the Palanan Health Center adheres to standards under the Universal Health Care Act. “Primary care facilities are essential, particularly in times of crisis such as the Covid-19 pandemic, because these centers provide the most inclusive, accessible, affordable, and efficient approach to enhancing people’s health,” Mayor Abby said in a news statement. She said the criteria for obtaining the license include patient rights and organizational ethics, patient care, leadership and management, human resource management, information management, safe practice and environment, performance, facilities, public access to information, and equipment and instruments. The mayor said the city is currently upgrading two health centers in Barangays Pitogo and Tejeros to obtain a license to operate as primary care facilities from the “PalananDOH. 24/7 will ser ve as the model for other barangay health centers in Makati to make health services more accessible to Makatizens. We are planning to upgrade other health centers soon so these can operate as primary care facilities,” she said. Established in 2014, Makati’s first 24hour health center located in Palanan is intended to serve Makatizens when other health centers are closed by 5pm. Palanan Health Center has a clinical laboratory and pharmacy. It also provides dental services, maternal and child care, immunization, nutrition counseling, communicable and non-communicable disease prevention and control, reproductive health and family planning, tuberculosis prevention and control, minor surgical procedures, and elderly care. At present, Makati has 27 health centers located in different barangays except for the six Undervillages.the Hospital Licensure Act, all hospitals and health-care facilities are required to register and secure a license to operate (LTO) from the DOH to ensure the delivery of safe and quality primary care services to Filipinos. The issuance of LTO to primary care facilities is further strengthened through the implementing rules and regulations of the Universal Health Care Act of 2019. The LTO is a prerequisite to the accreditation of a health facility by an accrediting body of theTheDOH.Universal Health Care Act states that all Filipinos will be automatically enrolled in PhilHealth and enjoy access to licensed primary health services.

The case was tested and confirmed positive for monkeypox via Reverse Transcription Polymerase Chain Reaction or RT-PCR by the DOH Research Institute for Tropical Medicine (RITM) on August 18, 2022. To date, no close contact has been identified. V ergeire said that the third case is a 29-year-old Filipino national who had recently traveled to a country with documented confirmed cases of monkeypox. The case was tested and confirmed positive for monkeypox via RT-PCR by the DOH RITM on August 19, 2022. To date, 17 close contacts of the third case have been identified. Their details are beingCaseverified.investigation and contact tracing is ongoing in both cases. Th e DOH official added that they are also being cared for and are under strict isolation. Vergeire noted that the two new cases are not related to each other, or to the first case. The first case has already recovered and been discharged from isolation as of August 6, 2022. “The Philippines is ready for monkeypox. Our surveillance systems are detecting cases. Our hospitals and health-care workers know and are implementing the latest protocols to care for cases and halt infection. Fast case investigation and contact tracing keeps the disease from spreading. Let us continue to be vigilant, to follow our health protocols, and to get the right information only from DOH and its partner agencies,” said Vergeire. The DOH said monkeypox spreads mostly by skin-to-skin contact with those who have rashes or open lesions. It is not like Covid-19 that spreads mostly through the air. Investigation of recent monkeypox cases in non-endemic countries indicates potential transmission through sexual contact. Monkeypox symptoms are mild, and the disease is rarely fatal. T HE Department of Migrant Workers (DMW) is upbeat over job prospects offered by the resurgent cruise line industry for Filipino seafarers and cruise line personnel, Secretary Susan Ople said on Friday.“Weare talking of employment for thousands of seafarers. Barring unforeseen circumstances, the industry sees sustained growth in demand for our maritime workers given the uncertainty in the Ukraine,” Ople said. Ukraine is the sixth largest source of seafarers, but the ongoing conflict has forced shipping companies to look elsewhere, she explained.Atpresent, one out of five international seafarers is a Filipino. Ople said the local manning industry has assured her that they can meet the demand for Filipino seafarers. In a recent meeting, representatives of Magsaysay Maritime Corporation told Ople of plans to hire some 5,000 seafarers for various cruise ship staffing requirements in the next three months. “The cruise line industry offers highly competitive salaries and benefits, and I share the view of the manning industry that Filipino seafarers possess the skills, training, and attitude needed by the industry,” Ople said. She stressed the important role that local manning agencies play in securing stable jobs and employment for the country’s seafarers and maritime workers, and noted the strong partnership and engagement as well between the DMW and the shipping industry’s Joint Manning Group, or JMG. However, Ople reiterated her reminder for jobseekers to deal only with licensed agencies.Thecruise line industry has recorded a resurgence in operations following a painful two-year disruption caused by the Covid-19 global pandemic. Aldaba said creating a necessary EV pol icy environment would pave the way for the deployment of electric vehicles and charging infrastructure to lead cities in the country. She listed these lead cities as Baguio, Davao, General Santos, Clark and Subic. “The mayors of these different cities have already signified their commitment to be our partners in implementing this particular project,” said Aldaba.  During the event, the Trade undersec retary also disclosed that the technical as sistance from the e-mobility project will take effect from 2022 to 2027. The project will include e-trikes, ejeepneys, e-buses and other electric ve hicles depending on the transportation plan for each area.  She stressed the importance of the Electric Vehicle Industry Development Act (EVIDA), adding that the Trade de partment aims to build or implement another program similar to the Compre hensive Automotive Resurgence Strategy (CARS) program, which is the Electric Vehicle Incentive Strategy (EVIS).

The incentive strategy for electric ve hicles aims to narrow the cost gap between EVs and traditional motor vehicles and enable the shift of the local traditional motor vehicle industry to EVs.  Aldaba’s presentation at the event indicated that the EVIS also aims to provide time-bound, targeted, perfor mance-based, and transparent fiscal and non-fiscal support.   Another objective of the incentive strategy for electric vehicles is to set local production targets to be achieved within eight years from the promulgation of the EV incentive strategy.   The CARS program, a government stimulus program aimed at raising lo cal vehicle manufacturing to expand the country’s auto parts making ca pabilities, is also time-bound and performance-based.  InJune,DTIsaidit is targeting to im plement the incentives strategy for elec tric vehicles by early next year. According to Aldaba, DTI initially aimed to provide a total of P83-billion fiscal support for EVs.   However, the Trade undersecretary told the BusinessMirror two months ago that the agency is “recalibrating” the fig ure because DTI is reviewing assumptions that it used in estimating demand for EV. This, especially given the pandemic and changes in consumer behavior and other developments along with the assumptions used in estimating fiscal support.   Aldaba earlier said there are currently income-based incentives like income tax holiday and duty or tax-free importation of capital equipment and raw materials and other fiscal incentives available to EV and EV parts manufacturing and charg ing facilities through the Corporate Re covery and Tax Incentives for Enterprises (CREATE) law.

The bill proposes that the council shall be composed of the Department of Trade and Industry (DTI) Secretary as Chairper son; a co-chairperson to be chosen from the private sector members, to be rotated among the private sector members of the NFSC every three years, among others. Among its mandates is to provide advice to the trade department on rel evant trends and updates on innovative work force development and JobsNext program.Moreover, the bill contains a section on the creation of a Future Skills Bureau, which also tapped DTI as the lead im plementing agency of the program. Aldaba said the $3.8-million project “would provide technical assistance to both national and local government units in order for us to create the necessary EV policy environment and ecosystem.”

T HE enactment of the JobsNext bill will not just benefit at least 4.5 million Filipinos but will also equip the economy with a compe tent and resilient workforce, the Phil ippine Business for Education (PBEd), an industry-led advocacy group, said. The JobsNext bill or House Bill (HB) 00945 was filed by Quezon City 5th Dis trict Rep. Patrick Michael “PM” Vargas. It seeks to encourage and incentivize up skilling and reskilling the work force by creating a skills voucher program that will help the Filipinos adapt to automa tion and digitization.

Based on International Labour Or ganization (2020) estimates, approxi mately 7.2 million wage workers could be displaced by 2025 due to automation and“WeCovid-19. thankCongressman PM Vargas for pushing this bill. The advocacy group said together with development partners and LGUs, they will train at least 1,000 young individuals for future skills needed in areas such as data and artificial intelligence, engi neering, cloud computing, and content production. Theindustry-led advocacy group under scored that there must be access to life-long learning opportunities so that competen cies are continuously upgraded and updated, as outlined in AmBisyon Natin 2040.  PBEd said it sees this policy not only to address current problems, but also to future-proof the workforce and thrive in the changing economic landscape.  “With the current administra tion’s focus on upskilling the labor force, especially in growth indus tries, PBEd, with the support of the private sector, underscores the value of lifelong learning for workforce development,” said Raagas.  Under the JobsNext bill, there is a section that discusses the establishment of the National Future Skills Council (NFSC), which shall generate and scale up action in all levels and areas of edu cation, training, research and develop ment towards prompting innovation in workforce employability.

PHOENIX—It’s been 80 years since the first Navajo Code Talkers joined the Marines, transmitting messages using a code based on their then-unwritten na tive language to confound Japanese military cryptologists during World War II—and Thomas H. Begay, one of the last living members of the group, still remembers the struggle. “ It was the hardest thing to learn,” the 98-year-old Begay said Sunday at a Phoenix ceremony marking the anniversary. “But we were able to develop a code that couldn’t be broken by the enemy of the United States of America.”

T HE documentary I watched recently features the story of a decent-looking Japanese young man in his mid 20s who accom panies a comely office girl for a few hours as she goes window shopping, eats in a restaurant and just sits in a park. Then at the end, he gets paid around 10,000 yen for the service. I thought she was crazy to let a com plete stranger chaperone her; it’s not only risky but also “cheapens” her since it’s a paid service. A pparently in Japan, the renta-companion service is a socially accepted phenomenon. In the said documentary, all the young man is asked to do is to show up at the appointed time, be present and listen to the woman renter talk for an agreed number of hours. He describes his activity as “a do nothing job” but it’s a decent way to make a living. He is very pro fessional about it and manages to have 3 sessions a day. T he guy is an independent service provider but there are companies that offer rent-a-companion service. Since most of the customers are men, they offer only women companions. The services do not include sexual services (that’s what they claim). F rom the looks of it, life in a city like Tokyo can be difficult without female friends. Being at the factory or office all day long sometimes up to 8 p.m. leaves no time for the typical Japanese male to cultivate relationships with the opposite sex. This makes it even worse for those who don’t have a naturally sociable disposition. They end up needing to tell someone willing to listen sympathetically about their personal troubles without being judgmental.Myonline research led me to dis cover that individuals and companies offering “Rent-a-Companion” services have grown in number not only in Ja pan but also worldwide. I have seen videos of individuals giving free hugs to strangers in the street to end lone liness. There’s even a Free Hugs Campaign involving individuals who offer hugs to strangers in public places. The hugs are meant to be random acts of kindness just to make others feel better. But to learn that there are in dividuals out there who are so desperately lonely that they’re willing to pay for what essentially is a “simulated romance” or sexless platonic companionship, it’s mind opening. W hat is even more surprising is that this renting of human con tact or physical presence seems to benefit some lonely people. O ne Japanese male said that initially he didn’t like the idea of paying someone to be a com panion, but he soon realized how valuable a change of scene and good conversation has been to his mental health. Even his workmates have noticed that he’s not as irritable as he used to be. In the short documentary I watched, the woman renter says of her companion: “He improves the quality of my time.” Think about it: no petty arguments, no bickering, arguing, just some one who listens quietly, occa sionally nodding, which serves as a gesture of sympathy and understanding.Maybeso.The key word is “seems.” Seriously, deep inside, does the rent-a-companion ser vice satisfy the hunger for human interaction? To me it is more like a palliative to the pain and agony experienced by lonely people. I think the happy feeling does not last. In fact, one of the frequent users of the service spends as much as 30,000 yen or more a month. That shows the signs of an Paddiction.erhapsthe individuals or companies offering the ser vice should consider making their service more helpful or “therapeutic” by sending out companions who have an in nate disposition and attitude to listen with empathy, compas sion and understanding. They should also have had training in counseling, stress manage ment or psychotherapy. C an this companion-for-rent service thrive in the Philip pines? I highly doubt it. Loneli ness doesn’t seem to be a major problem in our part of the world. We have too wide a network of support of “pakialameros” and “entremeditas” from our im mediate family circle who won’t leave us alone. B ut who knows? Even in our families there’s probably a real hunger for human interaction. However, my quibble with our so-called support network or circle is the quality of their pres ence as companions. Our par ents, siblings and friends have a penchant for talking inces santly and giving us unsolicited advice when we are undergoing a personal crisis. Do they know what’s really troubling us deep in our heart? Are they truly lis tening? Perhaps it’s better if we talked less and instead just qui etly hugged each other more.

MANILA—Manila Mayor Honey Lacuna-Pangan said at least 86.7 percent of the elderlies in the city are now considered fully inoculated after receiving two doses of the Covid-19 vaccine. During the Pinaslakas vaccina tion event held at the SM Manila on Wednesday, Lacuna-Pangan reiter ated her stand that vaccination is the solution to the Covid-19 pandemic. “ We ourselves conduct home vac cination for our senior citizens, espe cially the bedridden. Here in our city, 86.7 percent of senior citizens have already received the full dose, while more than 50 percent of the total tar get population has received the first booster,” Lacuna-Pangan said. In a media interview dur ing the “PinasLakas” vaccine cam paign at SM City Manila, the Presi dent said he is already discussing with Department of Health (DOH) Officer in Charge Undersecretary Maria Rosario Vergeire the possible extension of the state of public health emergency "until the end of the year.” Marcos said there was also a plan to amend the law on government procurement “in the middle of an emergency.” He was referring to Republic Act (RA) 11525 or the act expediting the vaccine procurement and administration process. Vergeire on Tuesday said the DOH is recommending amending the pro visions of RA 11525, in case the state of calamity declaration due to the Covid-19 pandemic is not extended. A t the end of the day, it takes you and I to dispel other people’s loneliness. Let’s reach out, starting with our family and friends. Why can’t each of us be a “presence on call”? Why not make ourselves available for free to others if not physically then spiritually in a refreshingly deep way? I have two long-time friends who call me occasionally to meet up for coffee. After some snacks, the three of us ran domly go to a bookstore or an art gallery or even attend a book launch or showing of a free movie. We don’t talk much except to share our comments about a book find or a piece of painting. But in a laconic way. At the end the day, we part, reenergized to resume our respec tive daily tasks: I to my writing, the second one to his painting and the third to his photogra phy and book designing. We did not do anything spectacular or astoundingly memorable. B ut just like what that Japanese woman said: “He improves the quality of my time.” In the words of Henry David Thoreau: “To affect the quality of the day, that is the highest of arts.”

B oth Aguinaldo and Ramos were holders of the military rank of general.Aguinaldo was a general in the Philippine Revolutionary Army while also serving as president until he was captured by pursuing Ameri can forces in Palanan, Isabela on March 23, 1901. On the other hand, Gen. Ra mos was former chief of the Armed Forces of the Philippines (AFP) and also served as secretary of National Defense during the administration of the late former President Corazon C. Aquino (1986-1992). He was also the last chief of the Philippine Con stabulary, precursor of the present Philippine National Police (PNP). Incidentally, the death of Ramos occurred on the eve of the obser vance on Aug. 1 of the death anni versary of two other former Philip pine presidentsManuel L. Quezon (1935-1944) and Corazon C. T HE Embassy of the Republic of Korea (South Korea) recently announced the opening of the King Sejong Institute’s (KSI) new branch at the University of Santo Tomas-Angelicum College (USTAC) in Quezon City this month. KSI is an educational institution supported by the Korean government providing foreign students with Korean language courses. It fos ters and supports Korean language and culture education through academic and nonacademic courses and programs. Currently it has a total of six branches in the cities of Cainta, Cebu, Balanga, San Juan, Iloilo and Taguig. The embassy notes that the newly established institute in the USTAC will enhance the acces sibility of Korean language education, as it will continue to aid learning focused on the Korean language and culture. It also hopes “the educa tion would [help motivate people] to expand their perspectives and explore Korea.” Likewise, USTAC takes its senior high school’s (SHS) “Lingua,” its foreign-language program, up a notch with the support of the college’s new partner from South Korea: Seoul National Uni versity of Science and Technology (SeoulTech). Representatives from KSI recently visited USTAC to assist in the Lingua offering to SHS learners. Their evaluation of the said program and the college’s facilities will be the basis for the support that will be given by the South Ko rean government through the establishment of a partnership with SeoulTech. I was in Goa for the first time back in 2015 as part of my first month-long trip around India. I stayed in o l d Goa for two days with the sole intention of visit ing its celebrated European-style churches. Four years later, I saw myself needing to return there again to pick up some things I nev er got to do previously: to spend six days by the beach and two days in the Fontainhas old quarter of the capital Panaji. Part of the lure was also being able to sample more extensively the traditional Goan cuisine, which apparently includes some of the spiciest dishes I have tried in the Churchescountry.andConvents of Goa. It is now difficult to imagine how o l d Goa in the 16th century was once a metropolis with a popu lation much larger than that of London and Paris. to day, hardly anything else stands from that prosperous era aside from its im pressive churches, seven of which are inscribed as u N ESC o World h e ritage Sites. Four of them sit at the center of the town: Se Ca thedral, Basilica de Bom Jesus, St. Francis of Assisi Church, and St. Catherine Chapel. t h e more than 400-year-old Basilica de Bom Jesus is the most important as it houses the remains of St. Fran cis Xavier who was influential in evangelizing India, East, and Southeast Asia. t h e saint’s mag nificent mausoleum was sculpted by Florentine master Giovanni Foggini in 1698, while the silver casket was a gift of Cosimo III de’ Medici. t h e interiors of the Se Cathedral and castle-looking St. Francis Church are both stun ning, containing artwork that in my opinion is superior to the Basilica’s.St.Cajetan Church, patterned after St. Peter’s Basilica in Rome, sees lesser tourists and is, there fore, able to provide a better spiri tual experience. t h e fortresslooking o u r Lady of the Rosary Chapel stands on top of the hill where Alphonso de Albuquerque commanded his army in captur ing the city from its Muslim rul ers in 1510. t h e conquest took place earlier than Cortez’s with the Aztecs and Pizarro’s with the Incas on the other side of the globe. Not far away is the ruins of St. Augustine Church, believed to have been the largest church built in Asia. t h ese churches are endur ing testaments to the early Chris tianization of India and the rest of the region, as well as favorite shooting locations for countless BollywoodExcellentmovies.Beaches. A decent beach close to the airport is Bog malo beach, preferred for its clear and calm waters. Panaji’s Miramar beach, on the other hand, offers a good vista for sunset watching for those staying in the city and it just cannot be missed. While there are hundreds of beaches to choose from along Goa’s 100-km coast, Agonda beach became my base for five days and there is simply nothing to complain about. Ag onda is not only beautiful but also quite—perfect for the laid-back lifestyle. t h ose who settle there are those who want to relax, away from the hectic and crowded scen ery on the more popular beaches. Most facilities are locally-owned too, which even more adds to its welcoming vibe. t h ere are rock formations nearby where one can explore, and there is no shortage of res taurants offering old-style Goan cuisine. Dishes not to miss out on include pork vindhalo, chicken cafreal, feijoada (beans), seafood xacuti, and bebinca—a delectable dessert that shares similarities to the Filipino bibingka. o t herwise, there are also a lot of restaurants offering Western and other re gional food. o l d Quarter of Fontainhas. o l d Goa may have the best collection of Portuguese-built churches, but Fontainhas prides itself in its large ensemble of well-pre served colonial houses and cot tages painted in various pastel colors. Founded in the late 18th century when Panaji succeeded o l d Goa in becoming the capital of the Portuguese government, Fontainhas today is a pleasant visual reminder of Goa’s past splendor. In fact, it is regarded as India’s only Latin Quarter. Lined along its streets, there are shops that have continued to exist for over 100 years already. Another thing that has persisted is the tra dition laid out by the colonizers; the houses should be repainted every year after the monsoon seasons—a practice definitely worth emulating! t he re are various art galleries in town that exhibit contemporary works done by local and interna tional artists. Street art has also started coming up in recent years further adding to the attractive ness of the place. Fontainhas does not run out of fancy cafes, restau rants, and boutique hotels such as the h o spederia Abrigo de Botelho where my friend and I stayed, so it is a very convenient base in Panaji. o l d Goa can also be visited on a day trip from there. o n e cannot fall out of love with Goa easily. It simply has the best of both worlds: old and new, East and West, culture and nature. Eilish’s “Happier Than Ever” was released in 2021 but it’s still very popular on TikTok. “I’m optimistic about the ability of these stocks to outperform over the intermediate and long term, since they’re being fueled by underlying trends that remain quite strong,” said Hilary Frisch, senior research analyst at ClearBridge Investments. “Valuations are at multi-year lows in some cases, but the fundamental picture has only gotten more clear.” While none of these stocks are household names like industry giants Microsoft Corp. or Oracle Corp., investors large and small flocked to them during the bull market of the past couple of years because of their rapid sales growth and, in many cases, their exposure to hot sectors such as cloud computing or cybersecurity. This year has been tough. A Goldman Sachs Group Inc. basket of high-growth software has slumped 41 percent in 2022, more than twice the decline of the Nasdaq 100 Index, and steeper than the 23 percent drop of the iShares Expanded Tech-Software Sector ETF. The slump came as the Fed began aggressively raising rates to fight inflation, a headwind to high-valuation stocks that are priced on their prospects far out in the future. Investors, however, looked optimistically at Fed chairman Jerome Powell’s comment last month that the central bank will slow the pace of increases at some point, suggesting a friendlier environment for growth stocks. The yield on the 10year Treasury has gone from a recent peak near 3.5 percent to less than 2.7 percent, relieving some of the pressure on growth-stock multiples.  Since a June 16 closing low for the Nasdaq 100, Goldman’s software basket has easily outperformed, jumping about 30 percent. “By and large, software weakness has been 100 percent about the macro environment, not fundamentals,” said Jordan Klein, a managing director and tech analyst at Mizuho Securities, who noted some exceptions, such as pandemic beneficiaries, like Zoom Video Communications Inc. Otherwise, he said, corporate results are illustrating the enduring strength of their businesses. The Goldman basket trades at 7.8 times forward sales, about half its average going back to 2018. In early 2021, it was trading at nearly 25 times estimated sales. The Nasdaq 100 has a multiple of about 4 times estimated sales. Among specific reports, ZoomInfo Technologies Inc. spiked more than 10 percent in the wake of its results, while Confluent Inc. rose 11 percent after hiking its forecast and Alteryx popped nearly 20 percent after its own bullish forecast. Atlassian, HubSpot Inc., and Cloudflare all gained after reports late on Thursday, with Atlassian up 8.2 percent and Cloudflare climbing 14 percent. The sector has not been uniformly strong, with ServiceNow Inc. and Datadog Inc. both falling after their reports. “Our model works on heat from hydrogen,” said Andrew Horvath, chairman of Star Scientific Ltd. The system is “plug-and-play,” he said at the company’s research fa cility in the town of Berkeley Vale. “It is quickly deployable, it’s a lot smarter to work with.” Wearing high-vis jackets and safety goggles, Chief Technology Officer Steve Heaton and another member of the team demonstrated an experimental model that looks like a French coffee press. Bottled hydrogen and oxy gen are fed into a glass cylinder containing the secret catalyst, which quickly turns orange as it heats up to around 700 degrees Celsius (1,292 Fahrenheit). If the technology can scale up, it could ultimately allow power plant op erators that burn coal to retrofit generators to run on green hydro gen without having to construct a completely new plant.  “We think there are a lot of op portunities in existing steam tur bines that have some longevity,” said Horvath, citing the example of Japan where 70 percent of its turbines still have 40 years of life left. “Why would you throw them away? They’re already connected to the grid.” In January 2021, the company signed an agreement with the Phil ippine government to study retrofitting coal-fired power plants in the Southeast Asian nation. Star Scientific’s system differs from traditional ways of generat ing heat from hydrogen, such as through combustion or in fuel cells, according to Horvath, who as a child would spend weekends in the lab of his nuclear physicist father, experimenting with the gas.  “We don’t burn hydrogen and that’s going to be the real key that we’ve been driving and people are taking notice of,” he said. Staff are fielding dozens of emails a day from prospective clients, he said, and the company is in talks with water-treatment companies, brewers, dairy firms and abattoirs about using the sys tem. “There’s so much demand, the market’s coming to us,” he said. A pilot project to test the system at a factory run by a local unit of Mars Inc. is awaiting regulatory approval, which Horvath expects will come in 2023. During the research, the team unexpectedly discovered a way to convert hydrogen into heat with out burning it, a breakthrough patented as the Hydrogen Energy Release Optimiser, or HERO. “Star Scientific’s technology can be scaled up and used for a variety of different applications either direct energy generation through a turbine or just ther mal heating,” said Scott Donne, a professor at the School of En vironmental and Life Science in the University of Newcastle, near Star Scientific’s lab. “Around where we are in New castle, there are four very large coal-fired power stations that ba sically use steam to actually drive their turbines. At the moment, it’s done with coal-fired power, but it could conceivably be done with hydrogen using the existing infrastructure.” HorvathsaidStar Scientific isn’t planning to do a public share sale. “We have a unique funding model that is confidential at this time,” he said. The company in 2019 set up a subsidiary called Planet Power Finance AG in Zurich to invest in hydrogen and green electron tech nologies, hiring as CEO Franziska Blindow-Prettl, a former partner at LGT Capital Partners and head of the LGT Family Office—part of the $250 billion wealth management group of the Liechtenstein Royal Family, according to its web site.
