ITH countries embracing digitalization as a strategy to boost economic growth, governments and businesses are prodded to tackle the costs that come along with this ongoing evolution in technology.
“Data-driven technologies like the Internet of Things, robotics and artificial intelligence (AI) can enhance climate-change monitoring, optimize energy use and production processes, and promote lowemissions technology adoption,” according to the United Nations Conference on Trade and Development (Unctad). However, Unctad said in an article published on its website on December 7 that digital transformation has “left its mark” on the planet through raw material depletion, energy and water use, pollution and waste. Torbjorn Fredriksson, head of Unctad’s e-commerce and digital economy branch, said, “We are at a crucial juncture, where the path we choose in digitalization will significantly impact our environment and, ultimately, the future of our planet.” In fact, the United Nations’ trade and development arm said that since 2010, global Internet users have more than doubled and data traffic has expanded 25-fold. “An increase in online activities like streaming videos and downloading files demands more energy and generates more emissions,” Unctad said. Unctad also cited the International Panel on Climate Change which said that data centers and networks powering online and cloud services generate an esti-

mated 1 percent of global energyrelated greenhouse gas emissions (GHG). And devices, data centers and ICT networks account for 6 to 12 percent of global energy use. It added that “emerging” digital services and technologies such as cloud gaming, blockchain and virtual reality are set to further increase demand for data services. On the e-commerce aspect, the United Nations’ trade and development arm cited Global Findex database, saying an estimated 2.3 billion people worldwide shopped online in 2021, up 68 percent from 2017. “The conveniences of e-commerce come with environmental costs, such as the waste created by the stream of packages and the
GHG emissions from last-mile delivery and returns,” Unctad said. Meanwhile, electronic waste, or e-waste, from the constant flow of new gadgets and devices, is also a “growing concern,” noted Unctad. The latest Global E-waste Monitor reported a 21-percent increase in global e-waste from 2014 to 2019, reaching 53.6 million metric tons, primarily originating in developed countries. That amounts to roughly 7 kilograms per person annually—a figure that could double by 2050, said Unctad. “Sadly, only 17 percent of ewaste is properly recycled. Improper disposal can contaminate soil and water sources,” Unctad said. With these consequences, Unctad underscored the importance of setting a “precedent” for future technologies. “We must consider the digital and environmental transitions together,” Fredriksson said. For his part, World Wide Waste author Gerry McGovern stressed the importance of governments and businesses working together to tackle the environmental impacts of digitalization.
DTI chief recognizes ‘costs’
THROUGH the Philippine government’s lens, Trade and Industry Secretary Alfredo E. Pascual recognized the costs of embracing digital economy. “The growing environmental impact of the digital economy is a complex and multifaceted issue,” Pascual told the BusinessMirror in a Viber message. He said that when evaluating the environmental costs of digitalization, it is crucial to consider both its direct and indirect effects on climate action and the environment. For one, he said, the analysis should consider the “direct environmental impact” of digitaliza-
tion as this “involves the consumption of resources, including energy for data centers, manufacturing of electronic devices, and the disposal of e-waste.” In contrast, Pascual recognized the “indirect environmental benefits” of the advancement of digitalization. “On the other hand, digitalization can lead to more efficient resource use, lower carbon emissions, and enhanced environmental monitoring. For example, digital technologies can optimize energy use in various industries, enhance remote working [thus reducing commuting emissions], and improve the efficiency of renewable energy sources,” the Philippines’ trade chief said. In weighing the pros and cons, it is essential, Pascual said, to compare the environmental costs of digitalization with the costs of achieving similar economic outputs without digital technologies. The country’s trade chief said this comparison should take into account these factors: resource efficiency, emission reductions, and long-term sustainability. For resource efficiency, Pascual deems it important to ask, “Are digital solutions more resource-efficient than traditional methods?” In reducing emissions, he said it should be considered if digital technologies enable “significant” reductions in greenhouse gas emissions. In terms of sustainability, Pascual said it is crucial to contemplate if digitalization will lead to more sustainable practices and business models in the long run. To measure the impact of digitalization, he also stressed the importance of conducting a “comprehensive lifecycle analysis” on the digital products and services from production to disposal. Pascual also cited the importance of considering the potential
for innovation within digital technologies to reduce their environmental impact. This, he said, includes advancements in “energy-efficient” hardware and data centers, renewable energy sources for powering data centers, and better recycling methods for electronic waste. He emphasized that while these actions are already happening now, it still needs to be intensified.
Regulators’ role
MEANWHILE, the country’s trade chief highlighted that governments and regulatory bodies play a crucial role in shaping the environmental impact of the digital economy. “Policies promoting green technology, penalizing unsustainable practices, and encouraging responsible consumption can help mitigate the environmental costs of digitalization,” he said.
Along with this, he noted that the public and corporations also have to be held accountable as they should also track their environmental footprint. “Educating the public and holding corporations accountable for their environmental impact are crucial steps. Consumers and businesses need to be aware of the environmental footprint of digital services and products and make informed choices, including e-commerce,” Pascual said. While digitalization comes with a cost, he noted, “Its potential to drive more efficient and sustainable economic models should not be overlooked.” He emphasized that a “balanced and nuanced” approach, considering both the costs and benefits, is “essential for harnessing the potential of digital technologies to support climate action.”

How are Houthi attacks on ships in the Red Sea affecting global trade? By Courtney Bonnell & David McHugh

ONDON—Yemen’s Houthi rebels have escalated attacks on ships passing through the Red Sea during the Israel-Hamas war, raising concerns about the impact on the flow of oil, grain and consumer goods through a major global trade artery.
Israeli-linked vessels have been targeted, but the threat to trade has grown this week as a Norwegian-flagged oil tanker was struck and missiles were fired at a vessel carrying jet fuel toward the Suez Canal, where about 10 percent of the world’s trade passes through. Here are things to know about the recent attacks and the impact on global shipping:
WHO IS ATTACKING SHIPS IN THE RED SEA AND WHY?
THE Houthis are Iranian-backed rebels who swept down from their northern stronghold in Yemen and seized the capital, Sanaa, in 2014, launching a grinding war against a Saudi-led coalition seeking to re-
store the government. The Houthis have sporadically targeted ships in the region over time, but the attacks have increased since the start of the war between Israel and Hamas. They have used drones and anti-ship missiles to attack vessels and in one case used a helicopter to seize an Israeli-owned ship and its crew. In recent days, they have threatened to attack any vessel they believe is either going to or coming from Israel. That’s now escalated to apparently any vessel given the attacks this week, with the Houthis also hailing vessels by radio to try to convince them to change course closer to the territory they control. “The numerous attacks originating from Houthi-controlled territories in Yemen threaten international navigation and maritime security, in grave contravention of international law,” the European Union foreign policy office said Wednesday. Houthi “interference with navigational rights and freedoms in the waters around the Arabian Peninsula, particularly the Red Sea, is unacceptable.”
WHY IS THE RED SEA IMPORTANT?
THE Red Sea has the Suez Canal at its northern end and the narrow Bab el-Mandeb Strait at the southern end leading into the Gulf of Aden. It’s a busy waterway with ships traversing the Suez Canal to bring goods between Asia and Europe. A huge amount of Europe’s energy supplies, like oil and diesel fuel, come through that waterway, said John Stawpert, senior manager of environment and trade for the International Chamber of Shipping, which represents 80 percent of the world’s commercial fleet. So do food products like palm oil and grain and anything else brought over on container ships, which is most of the world’s manufactured products.
HOW ARE HOUTHI ATTACKS AFFECTING TRADE?
SOME Israeli-linked vessels have apparently started taking the longer route around Africa and the Cape of Good Hope, said Noam
Raydan, senior fellow at the Washington Institute for Near East Policy. That lengthens the trip from around 19 days to 31 days depending on vessel speed, increasing costs and adding delays, she said. The global oil market has shrugged off the most recent attacks. Prices have fallen, and the market is more worried about weak demand in major economies. The single biggest immediate impact of the Houthi escalation has been increased insurance costs. The attack and attempted strikes this week show the increased threat to vessels in the Red Sea and represent a “significant impediment” to commercial shipping in the region, said Munro Anderson, head of operations for Vessel Protect, which assesses war risks at sea and provides insurance with backing from Lloyd’s, whose members make up the world’s largest insurance marketplace. “The latest incident represents a further degree of instability facing commercial operators within the Red Sea which is likely to continue to see heightened rates across the short to medium term,” he said. Insurance costs have doubled for shippers moving through the Red Sea, which can add hundreds of thousands of dollars to a journey for the most expensive ships, said David Osler, insurance editor for Lloyd’s List Intelligence, which provides analysis for the global maritime industry. For Israeli ship owners, they
have gone up even more—by 250 percent—and some insurers won’t cover them at all, he said. While shippers are applying a so-called war risk charge of $50 to $100 per container to customers bringing over everything from grain to oil to things you buy off Amazon, that’s a low enough fee that it should not drive up prices for consumers, he said. Osler expects insurance costs to keep rising but said the situation would have to get a lot worse— such as the loss of several ships— to raise prices considerably and make some ship owners rethink moving through the region. “At the moment, it’s just an inconvenience that the system can handle,” he said. “Nobody likes to be paying hundreds of thousands of dollars more, but you can live with it if you have to.”
COULD THE HOUTHIS BLOCK THE RED SEA?
UNLIKELY, experts say. The Houthis have no formal naval warships with which to impose a cordon, relying on harassing fire and only one helicopter-borne assault so far. Meanwhile, US, French and other coalition warships patrol the area, keeping the waterway open. Still, the attacks are making the shipping industry nervous, and “it’s not being taken lightly,” said Stawpert of the shipping chamber. But “you’ll still see there’s an awful lot of trade going through the Red Sea because it’s such a crucial supply line for Europe and Asia.” He noted that the Houthis’ area of influence in the waterway also remains limited. “I just don’t see there being a possibility of the Houthis shutting transport through the Red Sea,” he said. It is “simply not how the shipping industry works. It’s not how we respond to threats like this. We will do everything we can to mitigate any such threats and keep trade flowing.” That’s been on display in other conflicts like the war in Ukraine, with the closure of some parts of the Black Sea, Stawpert said. He doesn’t see a threat to shipping in general or closure of Red Sea routes, but “if that were to arise as a potentiality, I think we would see a much more robust reaction from navies in the area.”

F typhoons “Yolanda” and “Ompong” were bad enough, the worse part of the latest story coming out of scientists tracking climate says these cyclones could find even more damaging versions in the future. In fact, the Philippines should brace for potentially stronger and more destructive typhoons due to climate change, warns new research coming out of the University of the Philippines-Diliman College of Science’s Institute of Environmental Science and Meteorology (UPD-CS IESM). Dr. Rafaela Jane Delfino and Dr. Gerry Bagtasa, together with colleagues from the UK, found that future Philippine typhoons may have a higher cyclone damage potential (CDP) than today’s typhoons. CDP is a metric that takes into account several factors, including the size of the cyclone and the speed of its winds. The scientists gathered data from recent typhoons and projected these onto likely future climate scenarios to figure out future CDPs. The greater the CDP, the greater potential damage costs, particularly from winds. Specifically, the researchers looked at three of the most deadly super typhoons in recent history: Haiyan (which happened in 2013 and was locally named Yolanda); Bopha (2012, Pablo); and Mangkhut (2018, Ompong). They then hypothesized the potential damage from these typhoons if they happened in a future where the climate is forecast to be warmer and more humid, based on multiple climate projections for the years

He made the remark when asked if he supportive of the push of the House of Representatives to amend the 1987 Constitution. Rather than the Constitution, he said, it is the laws, which are derived from it, which cause “opportunity cost” for investors making the country non-viable for them.

On a year-to-date basis, cash remittances increased to $27.49 billion for a 10-month period of 2023, higher by 2.8 percent than the year-ago level of $26.74 billion. BSP said the growth in cash remittances from the United States, Saudi Arabia, and
Singapore contributed mainly to the increase in remittances in the 10-month period of 2023. In terms of the countries where these remittances originate, the US had the highest share of overall remittances during the period, followed by Singapore and Saudi Arabia. Meanwhile, personal remittances from overseas Filipinos (OF) also increased by 3.1 percent to $3.33 billion in October 2023 from $3.23 billion in the same month last year.

Moreover, by employing various projections and considering several factors such as atmospheric temperature, sea surface temperature, pressure, and relative humidity, the researchers were able to conclusively link climate change to the intensification of the three Philippine typhoons mentioned in the study. They also found that future typhoons may be expected to be stronger and more damaging. Like spinning tops, the potentially faster winds and slower movement of these future typhoons could lead to them lingering longer over land and therefore causing more damage. For example, under one forecast model, the CDP from a future cyclone similar to Supertyphoon Yolanda was seen to be as much as 37 percent greater than the damage experienced in 2013. In another simulation, Supertyphoon Ompong, which had a simulated maximum wind speed of 205 kph under present climate conditions, could potentially hit 270 kph under future climate conditions. The projections also showed an increase of as much as 50 kph in the maximum wind speeds of future typhoons like Yolanda and Pablo. “Based on our simulations, it is found that the most damaging tropical cyclones like Haiyan, Bopha, and Mangkhut will have higher wind-related damage potential in the future,” the researchers concluded in their paper. “Tropical cyclones of such intensity and damage potential in the future will have serious implications with the increasing exposure and vulnerability in the Philippines,” they added, calling for further research using other models and typhoon data sets.
BSP expects BOP to shift to surplus in ‘23 and ‘24
water security during El Niño. “With the El Niño projected to last until the second quarter of 2024, we must prioritize the repair of water pipes to prevent leakages and the completion of ongoing water supply projects to ensure that we have adequate supply,” Marcos said. The P11-billion Poblacion WTP, which will taps its raw water supply from the Laguna Lake, will provide 150 million liters per day (MLD) of water to consumers in Parañaque, Las Piñas, Muntinlupa, and Cavite. It is part of Maynilad’s P220-billion Service Enhancement Program from 2023 to 2027. DOST projected the drought-affected provinces are expected to increase starting next month. These areas will have below rainfall conditions for five consecutive months or way below rainfall conditions for three consecutive months. It noted that the number of provinces with droughts is expected to rise to 65 by May next year. Samuel P. Medenilla “That’s why the study is really not about the Constitution. It’s about what we need to do—what do we need to change so that these potential investors will in fact come to the Philippines,” Marcos said. Earlier this week, House Speaker Ferdinand Martin G. Romualdez announced that they will push for the constitutional amendment next year. The lawmaker said he wants to “lift the restrictive” economic provisions of the Constitution.
Sen. Koko airs caution on Cha-cha call
SENATE Minority Leader Aquilino Koko Pimentel III said Friday he is open to the idea of revisiting Charter change, which Sen. Robin Padilla pitched earlier this week. However, he said in a radio interview he will be very cautious or wary of proposals to allow foreigners to own land in the country, a concept that he sees has potentially dangerous implications. Pimentel said he is open to Padilla’s proposal to amend the term limits for nationally elected officials, specifically, to cut the terms of the President and Vice President from six years to four, but with one reelection allowed.

HE country’s Balance of Payments (BOP) is expected to register a surplus this year and next year, according to the Bangko Sentral ng Pilipinas (BSP). In its latest BOP outlook, BSP said the country could register a surplus of $1.1 billion this year, significantly higher than the contraction of $100 million estimate last September. However, the BSP said the country might register a lower surplus of $400 million in 2024 compared to the $1 billion surplus estimated in September. “The BSP continues to emphasize limitations to the forecasts, particularly given continued buildup of external challenges. The BSP will continue to monitor closely emerging external sector developments and risks and how these may impact the BSP’s fulfillment of its price and financial stability objectives,” the BSP said in a statement. Overall BOP position for Januar yOctober 2023 posted a surplus of $3.2 billion, a reversal from the $7.1 billion deficit recorded in the same period a year ago. Downside risks to the country’s external position, BSP said, stemmed from weak global demand as well as trade and investment prospects. The BSP also said these risks include the high interest rate environment; high inflation; and the escalation of geopolitical tensions around the world. Domestically, BSP said risks include weaker than expected GDP growth and higher-for-longer interest rates, which could “weigh on the country’s external sector.” “Positive reinforcements to the country’s external sector continue to include the rebound in the global tech cycle supporting the recovery of electronics exports, the international lifting of the state of health emergency which will support both travel and the hiring of Filipino workers overseas, with the latter benefiting as well from labor shortages in countries challenged by an aging population,” the BSP added. Given this, the country’s gross international reserves are expected to be higher at $100 billion in 2023 compared to the $99.5 billion estimate last September. For 2024, BSP said the GIR estimate is expected to remain at the $102 billion estimated last September. The BSP data showed that GIR, as of end of November 2023, amounted to $101.3 billion from a level of $101 billion in endOctober 2023. Meanwhile, in 2023, BSP said the improvement in its BOP outlook was due to foreign loan availment in line with the government’s borrowing plans. The BSP said the stronger-than-expected improvements in travel receipts as well as the sustained resilience in BPO revenues and overseas Filipino remittances will also improve the country’s BOP position. The current account, BSP said, is expected to remain in deficit driven by the persistent trade-in-goods gap despite the recent contraction in goods imports due mainly to easing global commodity prices. “Goods exports are seen to register a decline in 2023, unchanged from the previous projection, amid the slowdown in external demand,” BSP said. “The projected inflows of foreign direct investments [FDI] have been kept unchanged while that of foreign portfolio investments [FPI] have been revised downward consistent with an overall subdued investment climate,” it added. Meanwhile, for 2024, the overall BOP estimate reflected the estimated narrower current account gap for next year as well as the slightly lower than previously projected non-resident investment inflows. The BSP said the increase in demand for meetings, incentives, conferences, and exhibitions (MICE) facilities and the resumption of cruise tourism, are expected to boost travel

This resulted in total personal remittances rising by 2.9 percent to $30.57 billion in the first months of 2023 from $29.72 billion recorded in the comparable period in 2022. BSP explained that personal remittances
receipts back to its pre- pandemic level by 2024. The improvement in the net services and income accounts, BSP estimated, will
cover cash sent through banks and informal channels as well as remittances in kind. This is computed as the sum of net compensation of employees (i.e., gross earnings of OF) workers with work contracts of less than one year. This includes all sea-based workers, less taxes, social contributions, and transportation and travel expenditures in their host countries as well as personal transfers. These personal transfers include those in cash or in kind by OF workers with work

In response to questions about alleged mistreatment, the Israeli military said that detainees were “treated according to protocol” and were given enough food and water. The army spokesman, Rear Adm. Daniel Hagari, said the men are questioned and then told to dress, and that in cases where this didn’t happen, the military would ensure it doesn’t occur again. Those believed to have ties to Hamas are taken away for further interrogation, and dozens of Hamas members have been arrested so far, he said. Photos and video showing Palestinian men kneeling in the streets, heads bowed and hands bound behind their backs, sparked outrage after spreading on social media. To Palestinians, it is a stinging indignity. ne day a little amphibian creature made its presence felt in our dirty kitchen. It didn’t make any croaking sound, as is usually expected from its kind. It was just me and him, staring at each other. It stood still and unmoving, but when I went near for a closer look, it backed away just a bit. How did it squeeze its way in? Has it been hiding in the dark nooks of our kitchen all this time? Since it not did not appear to be capable of doing any harm and it wasn’t bothering anyone, I left it alone. One rainy day, I scooped him with my hands and carried him outside thinking it would love to frolic in the rain like any typical frog. But later that night it was there again in our dirty kitchen. It seemed to say hey I’m back, I prefer to be here. Soon our household got used to him. Now and then, he comes out of his nook and appears to be greeting us. I call him Kermito, after Kermit the Frog the famous muppet of Jim Henson’s. I googled bits of information on Philippine frogs, and it looks like my little frog is a banded bullfrog, also called an Asian painted frog or sometimes called the “chubby frog.” I’m not even sure if it’s a he or a she. I’ve learned that frogs thrive in moist places where the temperature is naturally low. I guess our dirty kitchen is damp enough for Kermito to make it his abode. It must also be a good source of food for him, such as ants, insects, and mosquitoes. By the way, the Philippine Post Office issued several collectible stamps featuring our endemic frogs sometime in December of 2011. It’s a very informative and useful guide. Actually, we have several bullfrogs in our backyard. Quite big and ugly, they seldom show themselves, hiding behind hollow blocks or junk pile. We know they’re in our yard because on a rainy night, they make loud choral mooing sounds, just like cows in a pasture. Is that why they are called “bull” frogs? The banded bullfrog was first described in 1831 by the British zoologist John Edward Gray, as Kaloula pulchra (pulchra meaning “beautiful” in Latin). It’s puzzling why it’s called that because it’s a stretch of the imagination to call it beautiful. Be that as it may, would you believe some people have pet frogs? They are even sold in pet stores, where they are kept in terrariums, feeding on crickets or mealworms. In Europe and the United States, the demand is on the rise, with the banded bullfrog being the favorite pet frog. In contrast, there’s low interest for frogs in the Philippine pet trade. Since Kermito has decided to take residence inside our home, I wonder if I could turn it into a house pet. Other members of our family think it’s a yucky idea. After all, Kermito can’t be stroked like a dog or a cat because it’s not cute-looking, and it’s moist and slimy to the touch. Can frogs tolerate regular handling? How good is it actually for them? In the streaming videos I’ve seen, I admire the people who devote love, care and attention to their pet frogs. Still, I can’t help but wonder whether these pet frogs would be much happier outside in the wild. Maybe a herpetologist, an expert on frogs, can tell us more. Are there any benefits to people who keep frogs as pets? I don’t know much at this point but it could be educational for our kids, a starting
lesson on biodiversity. And just for comparison, frogs as pets don’t need much space, don’t shed hair on the couch, don’t leave their droppings around the house, won’t cause allergies, won’t scratch the furniture and don’t need to go for a daily walk. Although frogs don’t express themselves like humans and other animals, I’m starting to form a bond with my resident frog. Greeting Kermito and giving him attention, he seems to feel more and more at ease around us. Maybe he can feel the positive vibe, and he feels grateful to our family for providing him a source of his food and comfort. I n my h i g h sc hool biolog y class, I was given a preserved bullfrog to study. That activity was supposed to introduce us to the basic anatomy of vertebrates and other animal body systems. I must confess that I have forgotten what I learned from looking at that preserved frog. The pungent smell of formalin is what stays in my memory. This must be shocking to the squeamish, but what I love most about frogs is they taste great. Yes, I have no qualms about eating them, more specifically frog legs. When I was a kid my mother used to cook “Sinampalukang Palaka.” It’s been awhile since I had it. Frog leg meat has the texture of chicken and tastes like white fish. It is also high in protein, potassium, and other vitamins, making it highly nutritious as a meal. Do you know that demand for frog legs is rising? Exotic meat markets and restaurants are buying frogs from all over the world to serve them to experienced and curious customers alike. Outside the Philippines, you can eat frog legs in France, Turkey, Indonesia, and the southern parts of the USA. Frogs have been featured in popular entertainment. There’s of course Kermit the Frog. Why not a superhero named Super Frog? There’s now a fan-suggested film called Space Cat, and it is being visualized with the help of AI tools. Frogs also appear in folklore and fairy tales. The most famous of all is the Brothers Grimm story of “The Frog Prince.” In Korea, there’s a folk tale entitled “The Green Frog” that explains why frogs cry in the rain. The Japanese have a folk take called “The Two Frogs.” In ancient Egypt and Mesopotamia, frogs or toads symbolized fertility; the Greeks and Romans associated frogs with fertility, harmony, and licentiousness. In Chinese culture, a threelegged toad biting a coin can bring wealth and good fortune to a household. In Chinese restaurants around the world, it is common to see a golden toad displayed at the front counter near the cash register, with a gold coin in its mouth. It is a classic and popular folk symbol of wealth and prosperity. Hilaire Belloc the English poet, historian, and essayist once wrote a lighthearted poem about frogs and here’s a shortened version: Be kind and tender to the Frog, And do not call him names, No animal will more repay A treatment kind and fair; At least so lonely people say Who keep a frog (and, by the way, They are extremely rare). Yes, Mr. Belloc, rest assured that in our household Kermito will be treated kind and fair. His presence in our home is a daily living lesson about the web of life. Humanity and the wild can and must learn to live as one.

170K seniors in Davao City to receive annual subsidy

AVAO CITY—The City Social Welfare and Development Office (CSWDO) has targeted around 170,000 senior citizens here to qualify for the annual subsidy. In a radio interview on Tuesday, CSWDO Finance Section head Julieta Vigil said those qualified will receive P1,500. “The senior citizens may find their names on the master list and the payout schedule through the CSWDO district offices, barangay social workers or senior citizen organizations,” she said. During house-to-house visits to consolidate the list, CSWDO area coordinators will take photos of se-
nior citizens with their identification (ID) documents, including a voter’s ID and membership in a senior citizen organization. “The voter’s ID is required to ascertain the residency of the beneficiaries, if they are indeed from Davao City,” Vigil said. The annual subsidy will be distributed at barangay gyms, while the bedridden or sick can authorize a family member to claim the money on their behalf. Meanwhile, the number of tourist
arrivals in Davao City could hit about 170,000 to celebrate Christmas or 10,000 more than last year’s record. Even without firecrackers or display of pyrotechnics, the city has become a destination for local tourists because of its month-long Pasko Fiesta. Davao City Tourism Operations Office (CTOO) chief Generose Tecson said the city is targeting around 170,000 tourists who will be coming to the city to celebrate Christmas. “We know that our fellow Dabawenyos are the ones who invited their friends and relatives to experience the celebration of Christmas here in the city,” she said. She said tourists can experience the activities of the Pasko Fiesta sa Davao such as the “Kaan sa Davao” or the food festival along Palma Gil Street and kan anan sa Tribo at the Magsaysay Park’s Kadayawan Village where people can experience the different indigenous food of the
city’s tribes. “We want them to experience how we celebrate as people. Despite our differences in our culture and traditions we still unite and that’s our difference from other places,” she said. She said the visitors can also enjoy the lantern parade and the choral competition at City Hall. Last year, Tecson said the number of city visitors reached 160,000 based on the hotel occupancy. That was even the year when a bomb exploded at the Roxas night market. “We are really targeting to top last year’s arrivals. We’ve seen the trend that after the declaration of martial law our tourist arrivals decreased,” she said. “However, it was surprising that in July our tourist arrivals increased and during Kadayawan that was really terrific because there are many people who came to Davao,” Tecson added. Centenarian survivors of Pearl Harbor attack return to honor those who died 82 years ago By Audrey Mcavoy & Claire Rush The Associated Press

EARL HARBOR, Hawaii—Ira “Ike” Schab had just showered, put on a clean sailor’s uniform and closed his locker aboard the USS Dobbin when he heard a call for a fire rescue party. He went topside to see the USS Utah capsizing and Japanese planes in the air. He scurried back below deck to grab boxes of ammunition and joined a daisy chain of sailors feeding shells to an anti-aircraft gun up above. He remembers being only 140 pounds (63.50 kilograms) as a 21-year-old, but somehow finding the strength to lift boxes weighing almost twice that. “We were pretty startled. Startled and scared to death,” Schab, now 103, said. “We didn’t know what to expect and we knew that if anything happened to us, that would be it.” Eighty-two years later, Schab returned to Pearl Harbor Thursday on the anniversary of the attack to remember the more than 2,300 servicemen killed. He was one of five survivors at a ceremony commemorating the assault that propelled the United States into World War II. Six of the increasingly frail men had been expected, but one was not feeling well, organizers said. The aging pool of Pearl Harbor survivors has been rapidly shrinking. There is now just one crewmember of the USS Arizona still living, 102-year-old Lou Conter of California. Schab, the oldest of those who attended this year’s ceremony, arrived in a wheelchair with his son, daughter and other family. A crowd of a few thousand invited guests and members of the public joined them in holding a moment of silence at 7:55 a.m., the same time bombs began falling decades ago. Four F-22 jets flew overhead and broke the quiet, one splitting away from the rest in a “missing man formation” that honored the fallen. Thursday’s ceremony was held on a field across the harbor from the USS Arizona Memorial, a white structure that sits above the rusting hull of the battleship, which exploded in a fireball and sank shortly after being hit. More than 1,100 sailors and Marines from the Arizona were killed and more than 900 are entombed inside. Harbor, noted that for many years survivors frequently volunteered to share their experiences with visitors to the historic site. That’s not possible anymore. “We could be the best storytellers in the world and we can’t really hold a candle to those that lived it sharing their stories firsthand,” Kilton said. “But now that we are losing that generation and won’t have them very much longer, the opportunity shifts to reflect even more so on the sacrifices that were made, the stories that they did share.” The US Department of Veterans Affairs doesn’t keep statistics for how many Pearl Harbor survivors are still living. But department data show that of the 16 million who served in World War II, only about 120,000 were alive as of October and an estimated 131 die each day. There were about 87,000 military personnel on Oahu at the time of the attack, according to a rough estimate compiled by military historian J. Michael Wenger. Schab never spoke much about Pearl Harbor until about a decade ago. He’s since been sharing his story with his family, student groups and history buffs. And he’s returned to Pearl Harbor several times since. The reason? “To pay honor to the guys that didn’t make it,” he said. Harry Chandler, 102, recalled raising the flag at a mobile hospital in Aiea Heights in the hills above Pearl Harbor in 1941. He was a Navy hospital corpsman 3rd Class at the time. Sitting in his front row seat on the ceremony grounds overlooking
the harbor on Thursday, Chandler said the memories of the USS Arizona blowing up still come back to him today. “I saw these planes come, and I thought they were planes coming in from the states until I saw the bombs dropping,” Chandler said. They took cover and then rode trucks down to Pearl Harbor where they attended to the injured. He remembers sailors trapped on the capsized USS Oklahoma tapping on the hull of their ship to get rescued, and caring for those who eventually got out after teams cut holes in the ship. “I look out there and I can still see what’s going on. I can still see what was happening,” said Chandler, who today lives in Tequesta, Florida. Asked what he wants Americans to know about Pearl Harbor, he said: “Be prepared.” “We should have known that was going to happen. The intelligence has to be better,” he said. Schab’s ship, the Dobbin, lost three sailors, according to Navy records. One was killed in action and two died later of wounds suffered when fragments from a bomb struck the ship’s stern. All had been manning an anti-aircraft gun. Marine Corps. Capt. Daniel Hower, the 29-year-old grand-nephew of Conter, the last remaining USS Arizona survivor, delivered the keynote address, reading from a podium as he faced the survivors seated in the front row, Pearl Harbor sitting still behind them beneath a light blue sky and scattered white clouds. Hower acknowledged the collective humil-
ity of their military service. “Whenever my Uncle Lou or any other veteran of World War II is recognized or thanked for their service, they humbly answer: ‘We just did what we had to do,’” Hower said. Hower then hailed their sacrifice, determination, heroism and courage. “The legacy that you all built remains unmatched and a lesson that keeps on teaching,” Hower said. That Sunday morning had started peacefully for Schab. He was expecting a visit from his brother, who was also in the Navy and was assigned to a naval radio station in Wahiawa, north of Pearl Harbor. The two never did get together that day. Schab spent most of World War II in the Pacific with the Navy, going to the New Hebrides, now known as Vanuatu, and then the Mariana Islands and Okinawa. After the war, he worked on the Apollo program sending astronauts to the moon as an electrical engineer at General Dynamics. Schab has slowed down in recent years. But he still gets together each week for cocktails over Zoom with younger members of his fraternity, Delta Sigma Phi. He drinks cranberry-raspberry juice. At his age, he’s thankful to still be able to return to Pearl Harbor with his family and caregivers. The family has a GoFundMe account to help them raise money for the pilgrimage. “Just grateful that I’m still here,” Schab said. “That’s really how it feels. ONTRARY to some opinions, there is no disconnection between the academe and the industry, as far as the integration of new technologies in learning is concerned. “I think the difference is, there is more openness to collaborate over the past five years for [CHED], at least in my time,” explained Chairperson Prospero de Vera of the Commission on Higher Education, in an interview with journalists during the recently concluded “CHEDx2023: Experience, Exchange, Explore” summit held in Mandaluyong City. “I really reached out [and] worked with the industry. We have a big project with the Information Technology-Business Processing Association of the Philippines [ITBPAP], which is running for about four years now,” de Vera added. The objective, he said, is to invite industry practitioners to teach in the IT programs of schools to enable students to have the
avenues to work in the industry after they graduate: “We’ve done that four years ago, [with funding] by CHED.” The CHED chair said the country has no choice but to adjust to the future, wherein IT and other technologies would be the cornerstones of the economy. De Vera urged more collaboration between industry and the academe to equip students and educators with the knowledge, tools, and network to navigate the new workplace with confidence and purpose. Alfredo Ayala, representing the private sector, said the industry and the CHED will continue to collaborate in accelerating the digital transformation of higher educational institutions (HEIs) in the country as “the world keeps on changing so fast.” “Government will play a key role in the regulation and convening all stakeholders to allow us to ‘walk the talk,’” Ayala said. Aileen Judan Jiao, who is the president and country manager
of IBM Phils., pointed out that the time is now to join the IT industry, because it is present in almost any industry: “Our role here is to collaborate with CHED, and help the [government’s] digitalization of the country.” She echoed Ayala’s sentiments that “it is time to execute, and ‘walk the talk’ beyond politics.” Being a technology company, Jiao pointed out that IBM has the capability and the resources to share with the stakeholders in enabling the country to boost its technology capacity in the digital economy: “It is our role to guide the government and the learners on how to do it the right way.” Dr. Maria Teresita Medado, who is the president of Asia Pacific College (APC), said the school has been a consistent advocate of promoting technology in its delivery of educational services. A co-organizer of the event, the college has recently been awarded four stars by Singapore-based Quacquarelli Symonds (QS) Stars Rating. Medado said the QS Stars
Rating is indeed an “alignment of stars” toward achieving the school ’s institutional purpose and goals. “Our ag ilit y in innovating teaching and reinventing ways to learn are our paramount strengths in educational management,” the APC official said in a press statement. “We explore ways to teach and learn using cutting-edge technology. In collaboration…APC can now claim that we develop the future leaders of [businesses and industries] beyond the employability of graduates.” Medado shared that APC joined the program to follow the mandate of management to provide continuous improvement and delivery of promises to stakeholders. QS applicants were rated under the following criteria: teaching, employability, internationalization, research, and academic development. HE Senate has moved to make college entrance exams free for qualified Filipino students. Senators, voting 22-0-0 on Monday, approved on third and final reading Senate Bill No. (SBN) 2441 or the proposed “Free College Entrance Examinations Act,” which would waive entrance examination fees in private higher educational institutions (HEIs) for disadvantaged graduates, or graduating students who show potential for academic excellence. “This free exam can be a recruiting tool aimed at the best and the brightest,” said Sen. Francis “Chiz” Escudero, who is the chairperson of the Committee on Higher, Technical and Vocational Education and sponsor of SBN 2441. “The fee that we’re waiving is minimal, and this bill is supported by the association of private schools as well,” Escudero added. SBN 2441 consolidates the bills filed by senators Ramon “Bong” Revilla Jr., Mark Villar, Manuel “Lito” Lapid, Christopher Lawrence “Bong” Go, and Raffy Tulfo. Under the “Free College Entrance Examinations Bill,” learn-
ers are exempt from paying examination fees and charges if they: are a natural-born Filipino student; belong to the top 10 percent of their graduating class; and, if they belong to a family whose combined household income falls below the poverty threshold as defined by the National Economic and Development Authority or Neda, or cannot afford to provide for their minimum basic needs duly certified as such by the Department of Social Welfare and Development or DSWD. Students may avail themselves of the waived entrance exam fees once they satisfy all other requirements specified by the private HEI, the bill stated. Escudero said the waiver would apply to any private HEIs within the country. The Commission on Higher Education, or CHED, would be authorized to determine and impose sanctions against private HEI officials and employees who fail or refuse to comply with the proposed law. “Some entrance exam fees are equivalent to a minimum day’s wage, such that taking the former will mean meals foregone,” the senator said. “No family should starve for a day because [money for food] has been traded for an examination fee.”

Such an annual event is conducted in communities supported by McDonald’s Phils.’ charity of choice RMHC, through its “Bahay Bulilit” program that offers children a safe space to play and learn while their parents work. “Next year, we hope to extend this celebration to more partner-communities” Yang bared. “Beyond the holidays, our goal is to share the light experience not only during this season, but every day.” The fast-food giant will continue to support the three flagship programs of RMHC, per Hernandez. “Aside from partnering with more schools for Ronald McDonald ‘Read to Learn,’ serving more meals in ‘Ronald McDonald Kindness Kitchen,’ our big goal is also to scale up…Bahay Bulilit,” she said, as she cited that they now have 39 learning centers nationwide, where each can accommodate 80 to 100 preschoolers per academic year. The goal is to establish more day care hubs in areas that mostly need them via partnerships with the Department of Social Welfare and Development or DSWD, as well as local government units. Following the Covid-19 pandemic, the reading and learning school projects are now in full swing. In fact, three Bahay Bulilit centers were opened in Davao, Cavite, and Pampanga just this year. “Our target is double the number of [learning] houses we opened this year. So at least six all over the Philippines,” Hernandez disclosed. “We want to open more of these learning centers because we really see the need to help the education sector. hen people visit Palawan, El Nido and Coron easily comes to mind. But often overlooked and taken for granted is the largest island in the province that is also considered as the gateway to Palawan’s more popular tourist destination. Busuanga is the largest island in the province of Palawan which also includes Coron. Its airport is known as Francisco B. Reyes airport, named after the former mayor of Busuanga. The marina’s location is protected naturally from the habagat (southwesterly wind) and the amihan (northeasterly wind), offering the most sheltered spot for your boat with access to
modern conveniences. Their Mediterranean style floating dock is state of the art. There were guests who come in their yachts, stay at the resort for a few days and then return to their point of origin after a relaxing stay with their family. The resort offers accommodations for travelers who want to explore more of what Busuanga has to offer. Guests stay at villas which have their own pavilion, a large daybed and a hammock. The room has a luxurious king size bed and is about 30 square meters and accessed by a set of stairs. There is enough space to add an extra bed or mattress. A romantic and private dinner can also be set up in the villa’s pavilion. The wifi signals are good but it’s rare to feel even more connected to nature and the calm seas than the internet. The villa offers wonderful ocean views, resulting in a peaceful and stress-free stay. The internet and cable TV is almost forgotten at this point in time as you go through that meditative state of mind. For travelers who want to maximize their time exploring Busuanga, a quick bite at the resort’s restaurant offers wraparound ocean views, saving time on going to town for a bite to eat. The menu features Filipino and international dishes made with both local and imported ingredients. The kitchen also features daily specials with the fresh catch of
the day and their seasonal produce. A typical lunch would include a delicious plate of grilled squid with rice. Certainly a delightful taste of the sea that welcomes us to the resort and that island lifestyle.
Island tours
Busuanga island tours has its own allure as compared to El Nido and Coron. Take a speedboat trip to Black Island and Pass Island. Both are located near Marina del Sol and enough reason to visit Busuanga. The seas here are calm and there are pearl farms along the way. The waters can be best described as calm and mirror smooth. Black Island’s allure is capable of ensnaring people who prefer swimming pools over beaches. Its clean and powdery white sand is a playground for kids and adults alike. Close to the beach lies a Japanese WW2 wreck in about 6 feet of water. While snorkeling, guests can encounter a school of jacks which is quite a sight. A few steps from the beach are two caves, one with two fresh water sumps that is perfect for swimming. The other cave has a smaller entrance that opens up to a bigger space that leads to an exit close to the entrance. Along the way, you will encounter monitor lizards just lounging around and foraging for food. They mind their own business and don’t really bother the island’s visitors.

I
recently attended the launch of Viral Records and the introduction of its roster of artists, and there was one thing that the label’s CEO Patsy Ferrer said that struck me. “We want Viral Records to be a safe space for local artists where they will be championed and given opportunities.” I was amazed that Viral Records didn’t just introduce seven artists (four groups and three solo artists) but they also placed their bets on relatively unknown ones instead of looking for singers and groups who have gone viral on social media. “Viral Records sees itself more than just a record label. It’s a place that artists can call home. In that home, artists are given opportunities to express and enhance their musicality—from creating the sounds they want, to learning from fellow artists. Finally, by being both a haven and a launching platform,” said Ferrer. For the launch, Viral Records staged a showcase at Whitespace Manila, Makati City Generational trio Lirico kicked off the performances with their upbeat and groovy song “Tara,” which invites listeners to travel on a journey toward happiness. After Lirico, solo artist Chandler took to the stage to serenade everyone with his song “Pampam,” which is about wanting the attention of one’s crush. Akashita was next, performing “So Sure,” which highlighted the band’s love for unexpected and nuanced sounds. Noodlez performed “Untimely We,” a song the group used to rely on for band battles. Jefn melted everyone’s hearts with “Sana,” a song about letting go of a lover. Isaiah then sang “Tama Na,” which featured Nicole of Lirico. The song is a conversation between two lovers deciding whether to continue their relationship. Capping off the performances was Top Notch with their most streamed song to date, “Pagbigyan,” which highlighted the power of combining vocals with musical instruments. The musical showcase was then followed by a press conference, where the artists took turns answering questions about being signed with Viral Records, their plans for the local music industry, and their dreams as artists. Like many Filipino artists, Viral Records’ talents also had their share of struggles before they were
signed by the label. Chandler, who is 21, is the son of singer Camille Victoria, who won Ang Bagong Kampeon in the 1980s. The young singer said he was exposed to music early in life. Chandler said he would stay long hours— sometimes even until 3 in the morning—in a recording studio with his mom who wanted to show him what it was like and what it took to be a recording artist, if in case he decided to be one. The name Lirico was taken from the members’ names, which are Lito, Ricky, and Nicole. The trio was also exposed to music because of their families. Nicole, the lead singer, said her influences include KZ Tandingan, Ariana Grande, and Taylor Swift. Starting out in rap music back in 2006, Lino and Ricky were known as Lewor Malakas and Makatang Aktibista, their MC (master of ceremonies) names. The two rappers decided to join forces and turn into a duo. However, there was an element missing. Realizing the importance of harnessing the younger generation, the duo became a trio with the addition of Nicole. Asked about artists he looks up to, Isaiah named six people in mind: Machine Gun Kelly, Eminem, Travis Scott, Flow G, Loonie, and Ron Henley. “Longevity is important to me, which is why I look up to these artists. When I accomplish something with my music, I will only be motivated to improve myself further.” Top Notch began in 2017 when Dominic and Lawrence started playing guitars at the back of their classrooms. Richard saw the two and merely picked
up a box to follow the beat while Johann, curious about what the three were doing, approached them and started singing. Akashita (pronounced Akash-ta), composed of Asher (lead guitarist), JP (drummer), Ramon (pianist and rhythm guitarist) and Raven (bassist), came from different groups but came together to pursue their own brand which celebrates their musical skills and preferences. The origin of Noodlez is simple. The group, composed of JP, Kelvs, Daniel and Pipz, liked to eat pancit canton so they used the name Noodlez when they joined Battle of the Bands. “We really consider this fate—choosing not to release any original music so far and waiting until finally signing with Viral Records. We believe that all the years prepared us for this—the right time for us to share our music through the label, meet fellow artists, and bring our music outside of Cabanatuan and into the big city,” said the group. Jefn considers music his coping mechanism. “My music is like my diary. The lyrics I write are usually introspective, which is why I sometimes feel apprehensive about sharing them with people. However, I realized that if my lyrics can help at least one person, then it is selfish of me not to release them,” he said. “We are committed to innovation, authenticity, and the talent of every artist. As we launch Viral Records, we extend our deepest gratitude to the musicians, creators and supporters who joined us on this journey,” said Patsy Ferrer. ■

The ability of such technologies to provide synthesized information is one key feature that will complement their programs. “But of course practicing being critical about the sources used in generating such. There has been new ways to explore and capitalize these technologies to make lifelong learning significantly better,” explained Veroya, who has a masters in engineering (industrial engineering) from Mapua University. Veroya said one important feature of ALPHA’s programs is that it has a certification component for individual competency. Although the training component can be augmented by Generative AI, he stressed participants cannot get the certification and they still have to enroll at ALPHA. Veroya said ALPHA is its own utilizing Learning Management System (LMS) called ALPHA Digital to make the learning process and experience significantly better. “The utilization of digital technology has improved how we operate as a business as well as how learners consume educational content from our courses and programs,” he said. He also acknowledged the vital role of digital technology in enabling ALPHA to cope with the challenges brought about by the pandemic. He said digital technology facilitated the flip on the business model that it is using and paved the way to introduce other revenue streams in new and expanded market segments. “The use of digital technology created more value for us as a business and to our customers as well,” he said. OSCOW—Russian President Vladimir Putin questioned the International Olympic Committee (IOC) rules mandating Russian athletes compete at the Paris Olympics as neutrals. Putin also indicated on Thursday that Russia has yet to take a final decision on whether its competitors will take part next year. The IOC rejected a blanket ban last week when it confirmed Russians will be allowed to compete under the name of Individual Neutral Athletes. The IOC wants no national symbols such as the flag or anthem, no team sports, and to exclude athletes who are contracted to the Russian military or security services, or who have publicly supported Russia’s military campaign in Ukraine. Similar measures apply for Russia’s ally Belarus, which Moscow used as a staging ground for troops and equipment before sending its army into Ukraine. “I’ve always said that athletes train for years and that they need to be given the opportunity to compete at the largest competitions, including the Olympic Games,” Putin said. “Everyone knows, whether it’s our flag or not, everyone knows it’s our athlete. It’s an obvious thing. And therefore in principle I supported our athletes going to such competitions, but now it needs to be carefully analyzed, what kind of conditions the IOC is setting out.” He expressed concern that “politically motivated artificial conditions” could be used to exclude top Russian competitors. “If the aim of this is to cut out our leaders and show that Russian sport is not developing or on the contrary is withering away, then it is necessary for the Sports Ministry and the National Olympic Committee of Russia to analyze and to take a balanced decision,” Putin said. Russian athletes previously competed without national symbols at the Winter Olympics in 2018 and 2022, and at the last Summer Olympics in Tokyo in 2021. GSW: Green needs serious help L OS ANGELES—The Golden State Warriors believe Draymond Green needs serious help to stop the increasingly frequent outbursts in his long history of unsportsmanlike behavior. Coach Steve Kerr and general manager Mike Dunleavy Jr. are hopeful Green’s indefinite suspension for hitting Phoenix center Jusuf Nurkic in the face will provide the time and motivation for their star forward to make real progress on the mental and emotional challenges that led him to this grim point in a decorated career. “To me, this is about more than basketball,” Kerr said Thursday night before the Warriors faced the Clippers. “It’s about helping Draymond. I think it’s an opportunity for Draymond to step away and to make a change in his approach, in his life, and that’s not an easy thing to do.” Dunleavy and Kerr both said the team is satisfied with the National Basketball Association’s (NBA) latest punishment for Green, the four-time NBA champion who was indefinitely banned Wednesday. The suspension was the sixth of Green’s career and his fourth in 2023. “I think this is something that a lot of people may see as a problem, but we’re looking to turn it into a positive,” Dunleavy said on the UCLA campus during the Warriors’ morning shootaround. “[Green is at] a point in his career and his life where we want to get some things straightened out, and maybe sometimes you need a jolt like that.” Dunleavy repeatedly said the Warriors will “help” Green during his absence, but didn’t specify the nature of that aid. Kerr said Green will get counseling from professionals outside the team to identify the reasons
behind his escalating series of physical outbursts, including his decision to punch thenteammate Jordan Poole during training camp in October 2022—an act for which the Warriors fined Green, but didn’t suspend him. “The whole key for me is what this can do for his life long-term,” Kerr said. “I want him to be happy. I want him to reap the rewards of an incredible career and legacy, and I want him to finish that career in a really wonderful, dignified manner. This guy is one of the great winners of all time, one of the great competitors of all time, but he’s crossed a line. He knows that. He knows he needs help, and he’s going to get that help, and we’re going to help him with it.” Green will be around the Warriors extensively during his suspension, although he can’t be with the team on game nights. Kerr said Green, who didn’t travel to Los Angeles, will maintain his conditioning when he returns to team, although both sides “need a little space” at the moment. “There’s a lot of ways you can go about this, but for now, we think the healthiest thing is for him to be around,” Dunleavy said. “It may not be every single day, but we’re not jettisoning the guy off somewhere.” Dunleavy also unambiguously confirmed the Warriors are committed to the 33-year-old Green, who is in the first season of a four-year, $100 million contract extension. Although Dunleavy pointedly said Golden State’s starting lineup hasn’t played well enough during the team’s 10-13 start, he praised the play of Stephen Curry and Green.
“He’s been here for a long time,” Dunleavy said of Green. “He’s hung a ton of banners and means so much to this organization. I think this is about turning this thing into a positive and getting better. I think that happens, and we feel really good. Like I said, his play has been terrific. It’s just his lack of availability that’s not been great, and we want to make that better.” Dunleavy said Green and the Warriors had discussions with the NBA about the nature of the suspension before it was announced this week, and all parties agreed on a truly indefinite suspension. Dunleavy said there are no guaranteed parameters on the ban’s length. About 400 athletes, including women, will arrive at a marine boot camp in the southeastern port city of Pohang on Monday for a three-day training aimed at building resilience and teamwork, the Korean Sport and Olympic Committee said.
