State of calamity declared in Agusan del Sur after flooding displaces thousands and damages huge farmlands, wiping out an entire planting season’s work.

AN FRANCISCO, Agusan del Sur— The heavy rains brought about by the trough of a Low-Pressure Area (LPA) outside the Philippine Area of Responsibility (PAR) have displaced thousands of individuals in Agusan del Sur prompting the province to declare a state of calamity.

the Low-Pressure Area,” said Vice Governor Samuel Tortor during the provincial special session. According to the report of the Provincial Disaster Risk Reduction Management Office (PDRRMO) of Agusan del Sur, 1,368 families have been affected by the flooding in Rosario across the seven barangays, while 74 families in Trento are affected from two barangays. Agusan del Sur Board Member Edwin Elorde pointed out that 923 families or 2,000 individuals in Bunawan town are currently taking shelter in three evacuation centers in the municipality. Department of Social Welfare and Development-Caraga said they distributed an initial 7,832 food packs to the affected families in Bunawan, Agusan del Sur, on Wednesday. Liza Mazo, Office of Civil Defense (OCD) Caraga chief, pointed out that the situation was aggravated by the heavy rains that soaked

According to the National Disaster Risk Reduction Management Council’s latest report dated February 1, the trough of the LPA has affected a total of 19,183 families or 65,871 individuals across Region XI and Caraga in 21 municipalities, displacing a total of 34, 227 individuals.

Robbed of planting season

“LOOKING at the flooded field, it’s a pity and sad that hundreds of hectares here had been flooded. Several of the rice fields had just been planted, while some, like myself, had just planted our rice seedlings,” expressed Raquel Daluyo, a 44-year-old farmer in Prosperidad town. Provincial Agriculturist Armando G. Valiente revealed that of the total area (14,851 hectares) planted to rice in the province, some 6,499.5 hectares are affected, accounting for 43.7 percent. The

most impacted stages are the seeding and vegetative stages, with the highest age of rice still at one month. “The flooded crops are primarily rice and corn, according to reports from municipal agriculturists and initial monitoring. All areas, except the municipality of Sibagat, have experienced flooding. Among the 12 municipalities, none have been spared from the inundation,” Valiente said. “With this data showing a significant 43.7 percent of the planted area affected, based on the memorandum circular serving as the basis for assessing agricultural damage or livelihood, a minimum requirement of 30 percent is needed to declare a state of calamity,” he added. Alex Escabardo, Public Information Officer of Agusan del Sur, said that an estimated P28 million worth of rice seedlings in the town of Veruela were damaged after they got flooded and covered with mud. With reports still coming in from the barangays, the provincial agriculture office expects the figures on crop damage to rise as the flooding continues.

Agusan River Basin status

ACCORDING to the Agusan River Basin Flood Forecasting and Warning Center’s latest advisory, the water level along upstream and midstream Agusan River along the towns of Veruela and Bunawan is still at above critical level. Water levels along several bridges in the towns of Rosario, La Paz and Bayugan City were reported to be at critical levels, while Talacogon town and Butuan City reported that water levels are rising fast, spurring fears that flooding could reach areas in the city of Butuan. “The trough of the low-pressure area outside PAR brought a significant amount of rainfall over Agusan River Basin since Monday. In the next hours and tomorrow, the trough of this low-pressure area will still bring scattered moderate to heavy rain showers and thunderstorms over the Agusan River Basin and neighboring areas. Flooding and rain-induced landslides are still expected in areas that received significant amounts of rainfall since Monday. The rising water level along Agusan River and tributary rivers is still expected during the forecast period,” the advisory said.

Pagcor’s 2023 revenue up 34.63% to ₧79.37 billion By Reine Juvierre Alberto

TATE-RUN Philippine Amusement and Gaming Corporation (Pagcor) announced that its revenue for 2023 reached P79.37 billion, noting the rising electronic games and licensed casinos’ earnings to its growth. In a statement, the governmentowned and -controlled corporation said its revenue in 2023 rose by 34.63 percent, higher than the revenue it posted in 2022 at P58.96 billion. Pagcor noted that its double-digit growth was driven by gaming operations, which reached a total of P73.11 billion. Licensed casinos in the country’s integrated resorts are the biggest drivers in the gaming operations revenue at P33.18 billion or 45.38 percent of the gaming income. This was followed by the fast-rising electronic games, including e-bingos, specialty games and sports betting at P21.66

billion or 29.62 percent. Pagcor-operated casinos contributed P15.12 billion or 20.68 percent and offshore gaming at P3.15 billion or 4.31 percent of total gaming revenues. Other sources, such as services, business income, gains, and non-operating income contributed P6.26 billion to Pagcor’s overall revenue. The gaming corporation’s net income was P6.81 billion, posting a double-digit increase of 53.27 percent from P4.44 billion in 2022. Pagcor Chairman and CEO Alejandro H. Tengco said the state gaming firm increased its contributions to nation building (CNB) to P49.56 billion due to its higher earnings, higher than the P34.67 billion CNB in 2022. “Our robust revenue generation in 2023 allowed us to remit more funds to the government to finance various services, including funding for the Universal Health

Care program, also known as PhilHealth,” the Pagcor chief was quoted in the statement as saying. Tengco said majority of Pagcor’s CNB amounting to P34.72 billion has been remitted to the National Treasury, while P17.36 billion will go to PhilHealth to fund the free healthcare coverage to millions of Filipinos. The Bureau of Internal Revenue (BIR) also received P3.65 billion as 5 percent franchise tax and P285.20 million for corporate income tax paid by Pagcor. Meanwhile, the Philippine Spor ts Commission was also given P1.73 billion, while athletes and coaches who won in international competitions also received a separate P92.58 million as mandated by the Sports Incentives and Benefits Act. Pagcor will also remit P3.06 billion to the National Treasury in cash dividends and the local government units (LGUs) that host Casino Filipino branches will receive a total of P451.72 million.

Additionally, P63.12 million would be given to the Department of Justice’s Board of Claims to compensate persons who were wrongfully imprisoned. “With the Philippine gaming industry’s full recovery from the impact of the pandemic, we are optimistic that Pagcor will sustain this growth momentum in the coming years,” Tengco said. Last month, Pagcor posted its gross gaming revenues (GGR) for 2023, which rose by 11.22 percent to P285.27 billion, higher than the revenue posted in 2019 at P256.49 billion and breaching its pandemiclevel revenues. “The main driver really is electronic gaming. The [e-gaming sector] has brought up our revenue substantially. The growth is very exponential and I believe it will continue to grow,” Tengco told reporters earlier. HEAD of the deadline for Public Utility Vehicle (PUV) consolidation, the Department of Transportation (DOTr) reminded operators to join cooperatives, which have been “successful” in their operations as profitability rests on the efficiency of a co-operative. “‘Yung pagkalugi or pagkita is depende sa management. Dapat ‘yung mga operators, they know how to manage,” Department of Transportation Secretary Jaime J. Bautista told reporters on the sidelines of the Philippine Chamber of Commerce and Industry’s (PCCI) 1st General Membership Meeting Thursday. “Bakit, marami namang profitable yung operations. Bakit may nalulugi? Siguro may pagkukulang yung mga nalulugi dahil it’s a business venture as far as operators are concerned,” Bautista added. The DOTr chief underscored the importance of consolidation, saying, “If you consolidate, you will have more efficient operations, you will have fleet management, tamang dispatch.” Bautista emphasized, “Siguro dapat makinig din tayo doon sa mga kumikita kasi siguro ‘yung mga nalulugi, hindi nila napapatakbo ng maayos ‘yung kanilang organisasyon.” Bautista said in his speech during the said forum, “We have bent backwards, accommodating multiple demands of program oppositors.” Despite this, he said they are “pushing for full implementation [of the PUV Modernization Program] because “we strongly believe that we will transform the country’s public transport.” The deadline for consolidation had been extended by three months or until April 30. “With this extension, we target a nationwide consolidation rate of at least 80 percent. Although we are good to go even at 65 percent.” Bautista earlier said, “76 percent is more than enough to implement the program,”

adding that “at 85 percent, I’m very sure this will be a very successful project.” The Transportation chief explained the concept of consolidation, “Consolidation is when you become a member of the co-operative. You will own shares in the cooperative or corporation, ‘yun ang asset ng mga operators na magjo-join. It’s not another business.” Meanwhile, he also responded to the issue of importing units, pointing out that the government is not requiring operators to import their units. “Nasa kanila ‘yung decision where to buy, hindi kami nag-eendorse ng any supplier or any company where to buy, may mga list ng available supply…it’s really up to them,” Bautista said. He advised the officers and managers of co-operatives to pick the cheapest option in the market as long as it adheres to Philippine National Standards. “Eto ay mayroong engine na Euro 4, Euro 5, Euro 6 or electric-powered. Pero yung sinasabi na mag import ka, hindi nire-require ng gobyerno yun,” Bautista explained The PUV Modernization Program (PUVMP), initiated by the government in 2017, aims to overhaul the nation’s public transportation system, particularly focusing on jeepneys, the backbone of public transport in the Philippines. The program aims to modernize and unify the fragmented public utility vehicle industry, emphasizing the replacement of older vehicles with those meeting Euro 4 emissions standards. The program’s objectives include changing the franchising system, introducing new routes, and providing education to drivers. Commuter groups and networks and driver organizations have called on the government to delay the implementation of the program, as this will result in a significant loss in transport supply, which they argue has already been insufficient to meet the current demand. ISITING United Nations special rapporteur on press freedom Irene Khan said she would recommend that the Philippine government abolish the interagency task force formed during the Duterte administration to quash the 52-year old communist insurgency. But the National Security Council is hesitant at the idea of outright abolition of the National Task Force to End Communist Armed Conflict (NTF-ELCAC), saying that it has been the “game changer” in the county’s success in ending the communist rebellion. Khan, the UN special rapporteur for the promotion and protection of the right to freedom of expression and opinion, was in the country for an assessment on the state of freedom of the press and expression in the country. During her trip for the past 10 days, she met with government officials, journalists, civil society leaders and legislators in Manila, Baguio and Cebu cities. She also visited the young activists Frenchie Mae Castro Cumpio, Mariel Alvez Domequil and Alexander Philip Dizon Abinguna who are detained in a Tacloban City jail in connection with their ties with the NPA.

Maynilad explores $300-M pre-IPO round, sources say

AYNILAD Water Services Inc. is considering raising about $300 million in a funding round before a potential initial public offering (IPO) that could take place as soon as 2025, according to people with knowledge of the matter. HSBC Holdings Plc has been picked to assist with the pre-IPO round to sell less than 10 percent of the company’s equity, the people said. HSBC has also been tapped with Morgan Stanley for the possible first-time share sale in Manila, said the people, asking not to be identified as the process is private. Maynilad is seeking a valuation of $3 billion to $4 billion in the potential IPO, the people said, with one adding that the company will be legally required to sell 30 percent of its shares to the public by the start of 2027. That deadline relates to a franchise agreement signed with the government in 2021. If the pre-IPO round proceeds, Maynilad

would reduce the size of its IPO to between $500 million and $700 million from an initial target of $750 million to $1 billion, the people said. Deliberations are ongoing and details such as the size of the offering and banks involved could change, the people said. Maynilad President and CEO Ramoncito Fernandez, responding to a query from Bloomberg News, said the company regularly raises funds to finance its expansion. He said it is “too early to specify” any fundraising amount. HSBC didn’t respond to a request for comment and representatives for Morgan Stanley declined to comment. Bloomberg reported in September that Maynilad was evaluating proposals from financial advisers and planning a listing in 2025. A first-time share sale could boost the IPO market in Manila, which hosted just three listings in 2023, raising $72 million, compared with $315 million in 2022, according to data compiled by Bloomberg. Only Citicore Renewable Energy Corp. has filed for a listing in the Philippines so far this year, with its debut expected on March 22. Quezon City-based Maynilad was founded in 1997. HE Bureau of Internal Revenue (BIR) filed the 23rd case under the Run After Fake Transactions (RAFT) against a known cosmetic brand with total tax deficiencies amounting to P9.3 million. The BIR filed a criminal complaint against Ever Bilena Cosmetics Inc. (Ever Bilena) before the Department of Justice on Thursday. A news statement said the cosmetic brand is being sued for total tax deficiencies of P9.32 million for taxable years 2018 and 2021. The BIR said Ever Bilena violated the following sections of the National Internal Revenue Code: 254 (Tax Evasion); 255 (Failure to Supply Correct and Accurate Information in the Income Tax Return and Value-Added Tax Return), 267 (Perjury); and, 257 (Making False Records or Report). “BIR records of investigation showed that Ever Bilena made it appear that it had millions of purchases in the years 2018 and 2021,” the BIR said in the statement. The BIR clarified that there were no such transactions and that its purchases were based on non-existent goods or services from a ghost company. Ever Bilena was able to declare purchases that are almost equal to its sales due to the “fictitious” and “imaginary”

transactions, added BIR. The bureau explained that “fictitious purchases” from the ghost companies are intended to “over-claim” deductions both in the Annual Income Tax Return (AITR) and the quarterly value-added tax returns (QVTRs). These would eventually lead to a lesser or almost minimal income and VAT payments, the BIR said. The charges are made under the bureau’s RAFT program launched in March 2023, part of BIR’s intensified programs to boost its revenue collection performance. Previously, the BIR also filed cases against four ghost corporations with estimated tax liabilities of P25.5 billion and three corporate buyers and their officers, accounting firms, and certified public accountants (CPA) with total estimated tax liabilities of P17.9 billion. The bureau has also filed 15 criminal charges against buyers and sellers of ghost receipts against a total of 69 respondents with estimated tax liabilities worth P1.8 billion. UTUAN CITY—At least 188,080 indigent senior citizens in the Caraga Region received financial assistance through the Social Pension for Indigent Senior Citizens (SocPen) program of the Department of Social Welfare and Development (DSWD) in 2023. In a statement on Wednesday, DSWD-13 (Caraga) said some P1 billion worth of SocPen funds were disbursed during the period to support the financial needs of indigent senior citizens, especially for their medicinal needs.

“The SocPen program aims to provide crucial financial support to our vulnerable sectors, especially the indigent senior citizens,” the agency said, adding that it remains optimistic about the program’s continuity this year amidst its transition to the National Commission of Senior Citizens. The agency noted an increased monthly stipend for the SocPen program will also start this year, from P500 to P1,000. The increase, it said, is mandated under Republic Act 11916, or the Social Pension for Indigent Seniors Act signed on July 30, 2022. PNA

have noticed that a growing number of elderly individuals are struggling to manage their outbursts of anger. Many can’t seem to endure long waiting. They get annoyed and riled easily and constantly, in long lines, heavy traffic, during lengthy commercial breaks, or when longwinded friends just won’t get to the point. They are suffering from patience deficit or hurry sickness. In light of our advancing years, my fellow peers and I confront the stark reality that our remaining time is dwindling. Poet Andrew Marvell eloquently captures this sentiment as “time’s winged chariot hurrying near.” Is this why many of us are showing annoying symptoms of senior “entitled-mentia” by always claiming the right to be given priority in everything, everywhere? Nevertheless, expressing impatience through temper tantrums does not expedite the arrival of the desired outcome. Instead, it often provokes enmity and ill feelings in others. Fretting for not being promptly attended to only serve to reinforce the image of old people as a cantankerous, obnoxious and entitled group. For aged persons, losing one’s temper can even trigger palpitations or pains in the chest, increase our blood pressure and bring on other unwanted body ailments. As it often happens, temper tantrums can be a waste of emotions over nothing—not worth it. Someone wittily described patience as a “virtue that carries a lot of wait.” Indeed, its value can be weighty, too. Since we cannot do away with waiting in most cases, perhaps we can embrace the moments of waiting instead. M. J. Ryan, author of the book “The Power of Patience,” says: “Not everything can be accomplished through will power—sometimes what we need is a

bit of wait power.” All it takes is just a slight shift of awareness or attitude. Welcoming and accepting the act of waiting can often present opportunities we wouldn’t be able to seize if we allow impatience to take over our emotions. For example, just the other day, I was with my wife at the drug store to buy our maintenance medicines. Just our luck, the transactions with customers ahead of us were taking so long. I can bear seniors who can’t remember the names of their medicines or who keep pestering the clerk for cheaper alternatives, but what I found irritating on that day was the way certain senior customers chatting casually with the clerk, not bothered by the fact that they were making other elderly customers wait unnecessarily. It was supposed to be a lane reserved for seniors to minimize waiting, but I noted that the lines in the next lanes for regular customers were moving faster; waiting time was shorter, I could sense those behind us becoming itchier by the minute, mumbling infuriatedly to themselves. In my younger days, I would most likely tell my wife, ”I don’t have time for this” and would just leave and go to another drug store. But not anymore, at this point in my life. Instead, I told my wife to just wait it out. As for me, I eagerly looked for an empty chair and opened the Notes app on my old but reliable smart phone. Coincidentally, on that particular day, I found myself under time pressure to generate innovative ideas for our pitch in order to secure a successful bid. I quietly observed the diverse people there, picking up snatches of their conversations. A little later, I left my chair and walked around the drug store, looking

EBU CITY—Around 300,000 indigent senior citizens in Central Visayas have benefited from the P1.8 billion monthly social pension program of the national government. Before I knew it, the transactions with the customers ahead of my wife’s were finally finished and it was her turn to be served. Within that brief interlude of waiting, I was able come up with at least 10 very rough but promising concepts and creative expressions. The long wait was just what I needed to get my mind focused and get it working. That waiting in the drugstore was a gift of time for me as in many instances. Indeed, quiet waiting can be an opportunity to spend time actively, creatively, productively, even contemplatively or however else you choose. My wife does challenging puzzle games to keep her mind sharp or she strikes up a conversation with the person beside her. As for me, when not writing down thoughts I’ve been mulling over in my mind, I read books I’ve digitally downloaded, which I’ve reserved for such lull moments. Rather than looking at it as time wasted or lost, see it as “found time,” as time that you can make use of. Inspirational writer Barbara Cawthorne Crafton gives us a whole new perspective on waiting: “Once you’ve mastered the art of waiting and acquired the virtue of waiting then what a gold mine of unused time we have in airports, train stations, doctors’ offices, supermarket checkout lines. I’m not sure I want to know how much it all amounts to—it’s got to be a couple of years, at least, out of the average lifetime.” You can also transform waiting time into “being-in-the-present” time. How? By putting yourself in the here and now. Awaken your deadened awareness to reconnect with what’s around you— sights, smells, weather, people. Is there anything at all in this current moment that makes waiting just a little more tolerable or, better yet, meaningful? Remember what our old folks would tell us: “Habaan pa ang pasensya” (be a little more patient). M. J. Ryan whom I mentioned earlier says that patience is a habit (a virtue in fact) that can be learned and reinforced by motivation, awareness, and practice. Why not use those interminable waiting moments and forced delays to flex your patience muscles? Doing so helps us live longer and more stress-free, guards the door to anger outbursts, gives us greater tolerance and empathy, makes us better and mellower persons in old age. So, next time you see that long line ahead, see it not as aggravation but as invitation to calm down and relax. It is when we are most relaxed and unstressed that the mind works better. After all, the good old book assures us: “Good things come to those who wait.”

SWIECIM, Poland—A group of survivors of Nazi death camps marked the 79th anniversary of the liberation of the Auschwitz-Birkenau camp during World War II in a modest ceremony Saturday in southern Poland. About 20 survivors from various camps set up by Nazi Germany around Europe laid wreaths and flowers and lit candles at the Death Wall in Auschwitz, where the Nazis executed thousands of inmates, mostly Polish resistance members and others. Later the group, along with state officials and other participants, gathered for a ceremony by a brick women’s barrack at Birkenau that has recently undergone conservation. Next, they prayed and lit candles at the monument in Birkenau, near the crematoria ruins. They were memorializing around 1.1 million camp victims, mostly Jews. The memorial site and museum are located near the city of Oswiecim. Observances were also held in many other countries Saturday. Nearly 6 million European Jews were killed by the Nazis during the Holocaust—the mass murder of Jews and other groups before and during World War II. Soviet Red Army troops liberated Auschwitz-Birkenau on January 27, 1945. Marking International Holocaust Remembrance Day, the survivors were accompanied by Polish Senate Speaker Malgorzata Kidawa-Blonska, Culture Minister Bartlomiej Sienkiewicz and Israeli Ambassador to Poland Yacov Livne. Halina Birenbaum, a 94-year-old survivor, was moved to speak beside barrack 27, where she spent part of August 1943 until the forced evacuation of camp inmates on foot on January 18, 1945. She said the suffering and tragedy of people in contemporary wars and from the October 7 Hamas attack on Israel was “painful” for her and an extension of her Auschwitz experience. Livne, the ambassador, defended Israel’s massive retaliation in Gaza. “We hoped that the lessons of the Holocaust have been learnt. Yet, today we are astonished by accusations of genocide against the Jewish state while we fight for our existence,” he said. The theme of the observances was the suffering of the individual human being, symbolized in simple, handdrawn portraits of the camp’s inmates that were beamed on a screen during the observances in Birkenau. In Germany, where people laid flowers and lit candles at memorials for the victims of the Nazis, Chancellor Olaf Scholz said his country would continue to bear responsibility for this “crime against humanity.”

HE era of AI is upon us, whether we like it or not, and companies like Samsung are making sure that artificial intelligence goes mainstream faster with new products like the Galaxy S24 series. The Galaxy S24 series is the first smartphone equipped with Gemini Pro and Imagen 2 on Vertex AI. The multimodal Gemini can generalize and seamlessly understand, operate across, and combine different types of information including text, code, images and video. Users can utilize the summarization feature across Notes, Voice Recorder, and Keyboard. Gemini Pro on Vertex AI provides Samsung with critical Google Cloud features, including security, safety, privacy, and data compliance. Galaxy S24 series users can also immediately benefit from Imagen 2, Google’s most advanced text-to-image diffusion technology from Google DeepMind to date. With Imagen 2 on Vertex AI, Samsung can bring safe and intuitive photo-editing capabilities into users’ hands. These features can be found in Generative Edit in S24’s Gallery application. Samsung isn’t the only mobile phone maker with an excellent camera on its flagship phone but the Korean tech company made changes to the S24 Ultra that makes it more sophisticated and polished than others and still with a lot of fun features. I will be reviewing the camera of this phone in the very near future but for now, let’s talk about Galaxy AI. One, the S24 Ultra can do real-translation and interpretation. If, for example, you are conversing online with someone who speaks only Korean, the S24 Ultra will turn the person’s words into your preferred language and vice versa. This without needing to be connected to the Internet. The phone also does translations for face-to-face interactions. Wait, there is more: an AI voice assistant can translate a conversation in two different languages. Two, using the Samsung Notes app, the S24 Ultra can summarize chunks of text. Let’s put it this way: you can write an article and the phone can make a

summary and notes about it. I tried this and it was pretty cool. Third, the S24 Ultra has generative AI photo editing, which lets you remove things or people in your photos. The AI will create entirely new pixels to replace the missing space. For example, I took a picture of my daughter in a coffee shop and there was a man behind her so I used this feature and the man’s image was replaced by a wall. Four, Circle to Search is a feature on the Galaxy S24 that enables you to search for details about an image or text automatically by drawing a simple gesture with the S Pen or your finger. For example, you saw a celebrity wearing a nice pair of shoes on TikTok. You simple draw a circle on the shoes to find out what brand it is and where you can get it. These features can be found in the Galaxy S24 series, which includes the S24, the S24 Plus, and the S24 Ultra. As part of the Samsung and Google Cloud partnership, Samsung is also one of the first customers to test Gemini Ultra, Google’s most capable and largest model for highly-complex tasks. The S24 series will also use Gemini Nano, an on-device LLM delivered as part of the Android 14 operating system, the most efficient model of Gemini for on-device tasks.

He warned that the Philippines should brace for more ransomware attacks in 2024 as it received 1.87 million ransomware detections in 2023. “Several companies in different sectors whether private or public/government are prone to ransomware attacks due to possibility in vulnerability exposure, social engineering attacks, or an even more targeted way of attack,” he said. While GenAI and large language model’s LLM datasets will be a challenge for threat actors to influence, specialized cloud-based machine learning models are a far more attractive target. The more focused datasets they are trained on will be singled out for data poisoning attacks with various outcomes in mind—from exfiltrating sensitive data to disrupting fraud filters and even connected vehicles. Such attacks already cost less than $100 to carry out. These trends may, in turn, lead to increased regulatory scrutiny and a push from the cybersecurity sector to take matters into its own hands. “In the coming year, the cyber industry will begin to outpace the government when it comes to developing cybersecurity-specific AI policy or regulations,” said Greg Young, vice president of cybersecurity at Trend. “The industry is moving quickly to self-regulate on an opt-in basis.”

Analysts polled by FactSet Research expected Microsoft to generate revenue of $61.14 billion, and currently project revenue of $60.97 billion for the January-March quarter. The country’s data protection authority, known as Garante, said on Monday that it notified San Francisco-based OpenAI of breaches of the EU rules, known as General Data Protection Regulation. The watchdog started investigating ChatGPT last year, when it temporarily banned within Italy the chatbot that can produce text, images and sound in response to users’ questions. Based on the results of its “fact-finding activity,” the watchdog said it “concluded that the available evidence pointed to the existence of breaches of the provisions” in the EU privacy rules. OpenAI, which has 30 days to reply to the allegations, said it would work constructively with Italian regulators. “We believe our practices align with GDPR and other privacy laws, and we take additional steps to protect people’s data and privacy,” a company statement said. “We want our AI to learn about the world, not about private individuals. We actively work to reduce personal data in training our systems like ChatGPT, which also rejects requests for private or sensitive information about people.” The company said last year that it fulfilled a raft of conditions that the Garante demanded to get the ChatGPT ban lifted. The watchdog had imposed the ban after finding that some users’ messages and payment information were exposed and because ChatGPT didn’t have a system to verify users’ ages, allowing children to get answers from the AI tool that were inappropriate for their age. It also questioned whether there was a legal basis for OpenAI to collect massive amounts of data used to train ChatGPT’s algorithms and raised concerns that the system could sometimes generate false information about individuals. The growing popularity of generative AI systems like ChatGPT are also drawing increasing scrutiny from regulators on both sides of the Atlantic. The US Federal Trade Commission opened an inquiry last week into the relationships between AI startups OpenAI and Anthropic and the tech giants that have bankrolled them—Amazon, Google and Microsoft. HILE Huawei didn’t join the smartphone launching spree last month, it did introduce three new devices—a uniquely designed pair of earbuds called the FreeClip, an updated version of its MateBook D16 laptop, and their most premium tablet, the MatePad Pro 13.2-inch. Initially focusing on entertainment, Huawei shifted its tablet focus to productivity to respond to its consumer’s needs. The MatePad Pro, with features like Multi-Screen Collaboration, further blurred the lines between tablets, phones and other devices, boosting efficiency in office work. It’s been a while since I last reviewed a Huawei tablet, though I am still using the very first MatePad Pro they released a few years ago as my laptop sub whenever I travel, or when I just need to do light work. Huawei has already released several updates to the MatePad Pro series, but it was the sheer size (and price) of this tablet that piqued my curiosity. With a massive screen size of 13.2 inches and an equally hefty price tag of P59,999 for the 12GB RAM/256GB variant and P64,999 for the 12GB RAM/512GB model, this tablet is definitely not for the majority, but rather designed for a particular group of users who want a premium Android tablet that can meet their demands. This could include executives, creative professionals, content creators, and power users who want a portable device that delivers PC-like performance. I will be dividing this review into three sections, to share with you how the Huawei MatePad Pro 13.2inch performs as a tablet, as a digital canvas with the M-Pencil, and as a PC/laptop when connected to the Smart Magnetic Keyboard.

DESIGNED TO IMPRESS AND ENTERTAIN

STARTING off with its sleek, and elegant design, the Huawei MatePad Pro 13.2 comes in either futuristic green or golden black color option. A nanoscale optical coating enhances its metallic appearance giving it a subtle luster finish, while its microsand texture provides a high-quality feel as well as fingerprint resistance. The back cover is crafted from high-strength glass fiber material, making it lighter than most 12-inch tablets with a weight of just 580g, and measuring 5.5mm thin. The MatePad Pro 13.2-inch also introduces a brand-new R angle design, giving it a more streamlined and angular appearance, as well as a more robust and comfortable grip. Moving on to the display, the Huawei MatePad Pro 13.2-inch has a 94 percent screen-to-body ratio with incredibly thin bezels measuring just 3.4mm. It has a 2880x1920 resolution, a 120Hz refresh rate; P3 Premium Color Management; 1,000,000 : 1 Contrast Ratio and 1000nits peak brightness so I didn’t have any problems using it even under bright sunlight. The 3:2 screen ratio, meanwhile, allows it to display more vertical text content and table rows, making it easier when reading text and processing tables or documents at work. The tablet is the first to have a large-size flexible OLED screen that also features Huawei’s anti-burn screen algorithm, doubling its display lifespan. The MatePad Pro 13.2 boasts of Huawei’s X-True Display technology, known for its strict emphasis on four key display attributes: accurate color reproduction; authentic contrasts between light and shadow; smooth and clear visuals and; comfortable eye protection with TÜV Rheinland Global Eye Care 3.0. Complementing that excellent visual experience is Huawei Sound for a more immersive audio experience. Huawei upgraded its sound field expansion algorithm, utilizing differences in sound distance and time for an immersive stereo field. This technology automatically adjusts sound effects based on scenes, ensuring users enjoy immersive audio without manual adjustments for each scenario.

Compared to other tablets, the MatePad Pro 13.2 isn’t just louder and clearer, it also has the best bass. I know I’ve told you to just forget the cameras on a tablet, but this dual camera setup—13MP main plus 8MP wide angle—is actually okay and it can even shoot 4K videos at 30fps. As for the 16MP Front Camera, it’s good enough for making those video calls and attending virtual meetings.

NEARLINK MAKES THE M-PENCIL EVEN BETTER

FOR artists who are used to using their tablets as a digital canvas, accuracy is paramount and a responsive stylus makes writing and drawing on a tablet a lot better. Huawei is the first to incorporate NearLink Technology to further improve its proprietary M-Pencil (3rd generation). The NearLink technology embedded in the M-Pencil ensures rapid and stable connectivity with the tablet, facilitating fluid and uninterrupted interaction. The stylus also boasts a remarkable zero-latency performance, enhancing real-time response in usage. From the previous 4096 levels, it is now equipped to deliver over 10,000 levels of pressure sensitivity, enabling nuanced control over ink flow, line thickness, and clarity of strokes, closely mirroring the feel of traditional pen-on-paper writing. The stylus also incorporates a “one calibration” algorithm that intuitively corrects and standardizes drawn shapes, transforming a roughly drawn circle for example into a perfect one, and allowing for precise angle adjustments in polygons. There’s also an upgraded highlighter feature, handwriting-to-text conversion, and sharing editable HiNote format via Huawei Share. Included in the M-Pencil packager are two types of nibs: a firm Transparent nib which is ideal for painting and an opaque nib which is slightly softer and more flexible for smoother writing experience, making it better suited for notetaking. While I’m not particularly skilled in art, my experience using the tablet for note-taking and casual doodling has been impressively similar to writing on paper. The pressure sensitivity of the stylus is quite noticeable, allowing for varied brush strokes based on the pressure applied. There is even a double tap pen gesture so you can quickly switch from pen to eraser. Besides Huawei Notes and Mojing Paint, you can discover more apps for the M-Pencil by heading over to the M-Pen Zone.

PRO-LEVEL PRODUCTIVITY

UNDER the hood, the MatePad Pro 13.2 is powered by a Kirin 9000S (7nm) processor that is paired with 12GB of RAM and either 256GB or 512GB of internal storage. This high-end chipset from Huawei makes this tablet a beast in terms of performance and is capable of intensive multitasking and even running those graphically demanding games. What makes this truly a viable laptop replacement is its full sized Smart Magnetic Keyboard. Compared to other tablet keyboards I’ve used, this one has a very spacious touchpad and complete set of function keys on top. The touchpad has uniform pressure sensors across its entire surface, providing consistent haptic feedback. It also offers several gesture controls such as pinching or stretching two

versatility, the Huawei Smart Magnetic Keyboard split design allows you to switch between Laptop Form, Split Form, and Studio Form with ease. When you are at your desk for office work, you can attach the keyboard to the tablet to turn it into a laptop. If you’re in a limited space, such as on an airplane, or just want a different angle for your screen you can detach the keyboard, place the tablet nearby and still enjoy normal keyboard functions via Bluetooth. For Studio Form, you can remove the keyboard and just use the kickstand for that perfect angle for sketching or watching some videos. The Huawei MatePad Pro 13.2 comes with an 88W fast charger that supports both USB A and USB C charging cables. A 10-minute quick charge is enough to watch an entire movie, and it only takes just over an hour to fully charge the tablet. The adopted 2S series battery architecture ensures safety while doubling the tablet’s battery capacity. As for the usual hesitations about finding apps, I was quite surprised as to how the App Gallery and Petal search has improved. All you need to do is type the name of the app on the Petal Search bar and it will direct you to where you can download it. As for Google apps, all you need is to install GBox first and it will show you a list of the Google apps you can download.

Senate commends DLSU on essential EDCOM II role

HE Senate adopted a resolution citing the De La Salle University (DLSU) for its research-partnership pact with the Second Congressional Commission on Education (EDCOM II). On Januar y 23, the Upper House unanimously adopted Senate Resolution 819 introduced by senators Edgardo “Sonny” Angara Jr., Pia S. Cayetano, Francis “Chiz” Escudero, Sherwin Gatchalian, and Majority Leader Joel Villanueva. EDCOM II and DLSU formally ratified their research collaboration through the signing of a memorandum of agreement (MOA) made and executed on June 14, 2023. The commission is mandated by Republic Act 11899 to implement a “comprehensive national

assessment and evaluation of the performance of the Philippine education sector for the purpose of recommending transformative, concrete and targeted reforms in the sector, with the end in view of making the Philippines globally competitive in both education and labor markets” in the years between 2023 and 2025. Consistent with its vision-mission to be a leading learner-centered and research-university and its core values of faith, service, and communion, DLSU had conveyed its intention to support the mandate and objectives of EDCOM II.

GATCHALIAN BARES EDCOM 2 INITIAL FINDINGS

Sen. Sherwin Gatchalian presented the initial findings of EDCOM II, which identified several challenges that must be addressed. He cited as an example the country’s basic education system which boasts a net enrollment rate close to 90 percent. However, the senator said results of various international and national assessments indicate that students are not learning effectively while in school. Gatchalian said this might be due to the lack of sufficient and highquality learning resources, especially textbooks. According to him, while over a billion pesos is allocated for textbook procurement each year, EDCOM II’s review showed that over the past decade, the government has successfully procured only 27 textbook titles for Grades 1 to 10 students, utilizing less than a billion pesos out of the allocated P12.6 billion for textbooks from 2018 to 2022. hen I signed up for this trip, I expected to explore the Caraga region that includes the five provinces of the Sur and Norte parts of Surigao and Agusan, as well as Dinagat Island. Little did I know that in the province of Davao Oriental, there is a municipality also called Caraga that claims its name from the word kalagan, which in native language refers to a “spirited person.” Having my geographical assumptions about our destination proven wrong has never made me gladder. I began to experience the unparalleled sense of anticipation I always feel whenever I visit a new destination as we set out on a long road trip from Davao City. In this case, to a quaint town where the easternmost tip of the country is also located, as well as a plethora of breathtaking natural landscapes and diverse customs and traditions.

Before Sunrise After a relaxed first day highlighted by gorging on local cuisine, we woke up extra early the next morning to witness the day’s earliest sunrise in the country. Facing the Pacific Ocean, a jagged stretch of rocky cliff called Pusan Point is where one can witness the first daybreak in the Philippines. The Pusan Point marks the easternmost part of the Philippines and where the sun rises at its earliest in the country. During the morning of January 1, 2000, many people gathered here to witness the first sunrise of the millennium. A lighthouse, a sundial, an ampitheater and a cross currently rises amidst the steep cliffs where also the waves of the Pacific Ocean first crashes into the Philippines.

Chasing Waterfalls A local tourism official told us that there is currently more than 40 documented waterfalls found in Caraga and more are still being explored. With only five days of exploring Caraga we were fortunate to have visited at least three waterfalls. The first one, the multi-tiered Kyabatangan Falls, which spills into a 25–30-foot drop to a big and invit-

While the phrase “hidden gem” already make people doubt it every time its mentioned, this waterfall truly exemplifies what it means because of its secluded setting and absorbing appearance like something out of a fairy-tale book. Located on the same road leading to Kyabatangan Falls, the much taller and more isolated Agosais Falls can be seen plunging its clear waters down the mountainside, encircled by towering trees, appearing more majestic in the embrace of Mother Nature. We set out on foot the following morning to reach Kapuka Falls, which

is almost 160 feet tall. The path was difficult, with hazards such as a slick descent pathway, crawling over stones, and fording a river with a shallow depth but strong current that cuts through the barangay of Lamiawan. Despite my missteps, I finally reached the plunge pool of Kapuka Falls, where I was able to take in the breathtaking scenery and cool off in its Gatorade blue-colored waters. We could have spent an extra hour hiking to Ugwad Falls, which is just a few kilometers away, had we had more time.

Chill and Surf Since the municipality of Caraga is

edged by a long shoreline facing the Pacific Ocean, it shouldn’t come as no surprise to discover several surfing spots in Caraga. The main one is found on the long stretch of San Luis Beach which supplies endless swells for both seasoned and beginner surfers. The powdery gray sands also makes it an ideal beach to bum around and swim as well. Not far away, there are a few other beaches worth seeing. The Pantad Tide Pool, south of Caraga, conceals a series of natural pools that are visible during low tide. It is preferable to visit around low tide so that you can sink into the natural pool whenever the splashing

waves pulls back to the ocean. Mabiga beach has a couple of quaint resorts, Villa Mabiga and Elah Moana, where one can relax under a tree or in a hammock and engage one of its owners, an irrepressible New Zealander who boasts of amazing scuba diving stories and has written a draft of a book titled “Rough Guide to Treasure Hunting” that he hopes to publish one day.

A Dose of Local Culture Amidst the many wonderful great outdoor attractions in Caraga, the municipality is proud of its local history and culture. For h istor y ent hu si a sts, one

shouldn’t miss the San Salvador Del Mundo Parish Church. Built by the Jesuits in 1884 from stones and wood, it is the oldest Catholic church in Mindanao today. The National Historical Commission of the Philippines (NHCP) designated it a National Historic Site in 2012. Inside, are a number of items dating back centuries, including the Church’s bell, which was cast in 1802, the old Baptismal registry, the ruins of the old rectory, which was briefly used as a prison near the end of Spanish rule, and the original statue of San Isidro Labrador, the town’s patron saint. To learn more about the culture and traditions of Caraga, better pay a visit to the community of the Mandaya Ethnic Group in Sitio Sangab, their ancestral domain in the Caraga municipality, Davao Oriental. One of the eleven Indigenous Peoples’ communities in the Davao Region, the Mandaya are known as “inhabitants of the upland” and have one of the best-preserved cultures. The Mandaya’s vibrant Dagmay cloth and elaborate embroidery are symbols of their rich cultural heritage. Led by their young chieftain Maigen Christine Banugan, the community also educates visitors on the proper use and wearing of their dagmay cloth creations as part of their cultural sensitivity advocacy. After you’ve seen the community, the Mandaya Educational Research on Heritage beside Colegio de Caraga should be next on your list. It is a modest museum that preserves historical relics, musical instruments, traditional attire, and written works that are extremely important to the cultural practices and traditions of the Mandayan people. If you’re fortunate to time your visit when you can meet Norma Gonos, an Indigenous People Affair Consultant. You can then make the most of the opportunity by listening to her speak at length about Mandaya culture and how to be respectful of other cultures when using or wearing their creations. Having spent many days winding through Caraga’s picturesque highways, rugged roads, and hiking trails, I became well-acquainted with the region’s breathtaking natural scenery and learned a great deal about the homegrown culture, which continues to this day to serve as an inspiration to other creative communities across Mindanao and the Philippines.

ANGASINAN—Renowned for its hundreds of islands and westward-facing beaches along the South China Sea, a new attraction has emerged here known for its death/depth pool. Roughly 180 miles away from Metro Manila, Burgos, a town just a 30-minute drive from Alaminos, the provincial capital, is steadily gaining popularity as a new summer beach spot in Northern Luzon, with its white sand beach called Cabongaoan, where a natural death/depth pool can be found. The province, well-known for its diverse tourism offerings encompassing island and beach activities, nature and adventure experiences, cultural and heritage sites, as well as farm and faith tourism. With iconic destinations such as the Hundred Islands in Alaminos and Patar Beach in Bolinao, making it a sought-after destination for tourists. But why is one of the attractions here in Cabongaoan called a death/depth pool? Has it claimed many lives that makes it seem inherently dangerous to visit, or is there another mysterious aspect surrounding it? According to local residents, the death/ depth pool is a natural lagoon created by centuries of continuous waves crashing against the shore, with a depth of approximately 20 feet, hence earning its name as a “depth pool.” However, some tourists perceive it as a

“death pool” because of their belief that one could be sucked underneath and might lead to a death. While some initially thought of it as a death pool due to its resemblance in sound to “depth.” That’s why it’s been dubbed the death/depth pool, as the place has become known by this name as well. Meanwhile, the local beach resort owners reassured that there’s no cause for concern as they prioritize the safety of every tourist. They have coast guards and lifeguards stationed to monitor the activities of visitors within the natural lagoon. When the water and waves are calm, people can swim near or even in the pool itself. But, it is advisable to be careful and wear life vests, as the pool can be unpredictable and risky. In the over five years since Cabongaoan Beach opened up to tourists, there have been no records of fatalities or accidents in the said death/depth pool. However, some minor incidents, such as slipping or getting scratches while navigating the rugged rock formations, have been reported. To ensure safety, it’s advised to wear aqua shoes or appropriate footwear when exploring Cabongoan’s natural lagoon for a secure walk and climb on the rocks. Visitors may take over 15 minutes to walk from their cottages to the natural pool, but the duration can vary based on how fast they walk and what they stop to enjoy, because along

the way, there are scenic spots that are ideal for snapping photos. It encourages visitors to unleash their creativity and strike their best vacation poses for a memorable moment.

Experience Cabongaoan Beach

If you’re heading over the Cabongaoan beach, the area offers a plethora of accommodation options, ranging from private resorts to welcoming public ones that won’t break the bank. It’s wise to make an advance booking reservation since it’s quite distant from Metro Manila and can be challenging to navigate. But, over time, Cabongaoan has improved its road access to enhance tourism development and convenience for tourists. With its recent surge in popularity, the area is continuously developing and improving its amenities and services. Moreover, locals are committed to providing a friendly reception and assistance to visitors. So, no need to fret about the ongoing improvements, because the local hospitality makes up for it. Potential WADA ban on PHL shocks POC membership

HILIPPINE Olympic Committee (POC) president Abraham “Bambol” Tolentino officially informed the body’s General Assembly of an impending World Anti-Doping Agency (WADA) suspension on the country unless the Philippine Sports Commission (PSC) complies with the international agency’s code. The presidents or secretarygenerals of the 38 national sports associations who attended the assembly on Thursday were shocked. “Everybody was shocked, but I had to report to the general assembly because it’s my responsibility,” said Tolentino during Thursday’s General Assembly at the East Ocean Seafood Restaurant in Parañaque City. “Nobody wanted this for sure, nobody wanted to be in this delicate situation and we are also celebrating our 100 years of participation in the Olympics in Paris,” he said. “So we are all praying and hoping that we comply.” The Philippines stands the risk of its flag not being flown in Paris because of the PSC’s non-compliance with the WADA Code. The PSC in a statement last week said it’s been working on complying with the code and has until February 13 to complete the task. Non-compliance, the WADA stressed in its notification to the PSC last January 22, would result in the Philippine flag banned from the Olympics Paralympic Games, Asian Games and Para Games, Southeast Asian Games and Para Games and world championships. Non-compliance would also ban the country from hosting international competitions. “We [POC leadership] were totally uninformed of the WADA issue. They [PSC] didn’t even approach us for help, maybe we can do something,” Tolentino said. “The clock is ticking and it’s only 11 days to go.” “It’s sad and disappointing if that happens because all our athletes are religiously training to qualify for the Olympics,” Tolentino said. “We’re hoping it’s not too late yet.”

US foils attacks off Yemen as Houthis keep targeting Red Sea

MERICAN forces foiled two attacks off the coast of Yemen in the span of few hours on Thursday, drawing fresh focus to Houthi militants’ continued ability to cause turmoil in a vital trade waterway despite repeated US and UK military strikes. US forces shot down a drone off Yemen’s southern coast in the Gulf of Aden at about 5 a.m. local time on February 1, US Central Command said in a statement. About five hours later, they destroyed an unmanned vessel laden with explosives in the Red Sea. Two hours after that, two antiship ballistic missiles meant for a Bermuda-flagged cargo ship fell harmlessly in the Red Sea. “US Central Command’s actions will protect freedom of navigation

and make international waters safer and more secure for US Navy vessels and merchant vessels,” according to the statement. The continued attack highlighted how the Iran-backed Houthis still have the means and the will to harass ships in the Red Sea nearly three weeks after the US and its allies began targeting their launchers, radar stations and supply depots in a bid to end attacks that have disrupted shipping through the Red Sea. Moscow court extends detention of Russian-US journo Kurmasheva

OSCOW—A Russian cour t on Thursday ordered a detained Russian-American journalist to be held in jail for two more months pending trial in a case widely seen as part of the Kremlin’s unrelenting crackdown on dissent and free speech. Alsu Kurmasheva, an editor for the US government-funded Radio Free Europe/ Radio Liberty’s Tatar-Bashkir service (RFE/ RL), was taken into custody on October 18 and charged with failing to register as a foreign agent while collecting information about the Russian military. Later, she was also charged with spreading “false information” about the Russian military. Kurmasheva, who holds US and Russian citizenship and lives in Prague with her husband and two daughters, could face up to five years in prison if convicted. The court in Tatarstan has rejected appeals from Kurmasheva’s lawyer to place her under house arrest. China’s central bank adds $20B in cheap housing funds

HE People’s Bank of China (PBOC) provided 150 billion yuan ($20.9 billion) worth of low-cost funds for lending to housing and infrastructure projects last month, stepping up support for the economy. The outstanding amount of the PBOC’s Pledged Supplemental Lending program to policyoriented banks 3.4 trillion yuan at the end of January, according to a central bank statement Thursday. The PSL program is seen as an important tool for Beijing to support the economy and mitigate the impact from the worst property downturn on record. The cheap

central bank money is for policy banks to lend to projects, which could help alleviate the decline in construction activities. The PBOC increased the quota of PSL funds by 500 billion yuan for the so-called “major projects,” which include building government-subsidized housing and renovating run-down inner city districts, according to an article

Then his concentration sharpens, at least for a while. “Am I addicted to it? Absolutely,” he said. “But it’s something I very much enjoy.” Zyn, a tiny bag of nicotine that fits under the lip, has become the latest performance-enhancing drug in certain corners of the corporate world. Like Adderall and caffeine before it, nicotine pouches contain a highly addictive stimulant. The products have sparked public health worries, even as they’ve inspired a fervent devotion among some workers in demanding industries like finance and tech. “It’s almost become ubiquitous with juniors in the finance industry,” Moran said. “You’re working long hours, you’re bored. It’s discreet enough that you could have a Zyn in a client meeting. You could be talking to a partner. It’s culturally accepted in finance.” Nicotine pouches are having a moment. Philip Morris International Inc. sold 105.4 million tins of Zyn in the US in the third quarter—a 66 percent jump— boosting its profit outlook for the year. In the four weeks ending Jan. 13, sales of Zyn were up 87 percent, according to a report from TD Cowen. have previously vaped or smoked. “At least anecdotally, the people I know who consume Zyn among that office worker set previously used a different form of tobacco,” he said. These substations then further step down the voltage for distribution transformers energizing end-users, such as homes and businesses, it added. The ERA and other substations are considered the backbone of the power distribution network, substations and lines are vital facilities that ensure the delivery of power to every home, business, and industry, it said. The ERA station was named after Ernesto R. Aboitiz “who led Davao Light beginning in the 1950s, the

ERA Substation is the first of two 138 kV/69 kV sub-transmission substations of Davao Light.” This started operating in the early 1990s with a lone 150 MVA transformer. It said that with the growth and development of Davao City, the substation reached full capacity prompting the necessary upgrade it achieved recently. Davao Light began the upgrading project in 2019 and installed the second 150 MVA transformer in 2022. It was energized in December last year and was completely loaded on January 7 this year, which the company described as “a fitting start to the year for the distribution utility.” “This strategic addition bolstered the overall capacity of the substation which carries the load spanning across downtown to northern and southern parts of Davao City, and positions it to

AVAO CITY—The extension of the low-pressure area south of Mindanao killed seven residents and displaced almost 300,000 residents in the series of flash flood and landslides since Wednesday. Two died and six were injured in New Bataan, three in Maragusan and one was injured in Compostela, all in Davao de Oro province, the Office of Civil Defense (OCD) reported. A s m a ny a s 278,74 8 residents, mostly in Davao Oriental (113,553) and Davao del Norte (114,580) were affected in the flood and landslide, and 469 families heeded local government calls for preemptive evacuation. The OCD said 34 barangays were flooded in Davao de Oro, eight in Davao Oriental and 14 in Davao City. L a n d s l i d e i n c i d e nt s w e r e reported in 45 places in the Davao Region, 38 of them in Davao de Oro. One case of soil subsidence was also reported in

AMID reports of landslides and flooding incidents in Davao City due to the trough of a low pressure area (LPA), the Office of Civil Defense (OCD) Region 11 reported that it still has a fewer number of affected population as a result of preemptive evacuation activities conducted by LGUs.

“We thank the Davao City Disaster Risk Reduction and Management Office for leading the preemptive evacuation. [We] also [thank] the people of Davao City for heeding and closely cooperating with the government. This positive attitude of Dabawenyos in Davao City and in all the five provinces of Davao region is clearly the main reason for fewer deaths and injured individuals as shown in the LGU situational reports submitted to OCD 11. The preemptive evacuation also resulted in a fewer number of affected population,” OCD Region 11 Director Ednar G. Dayanghirang said. “We are seeing the results of capacity building and training provided by OCD to local government units and the communities. The OCD will continue these programs and expand to a lot more sectors like in the GIDA [geographically isolated and displaced area] communities of the Indigenous Peoples and urban and rural Muslim communities [JAMA AH],” he added. KRAINE’S top general doubled down on a confrontation with President Volodymyr Zelenskiy over military leadership, escalating a power struggle in Kyiv at a critical time in the war against Russia’s invasion. Valeriy Zaluzhnyi, whose future as commander-in-chief of the armed forces is hanging in the balance, said in an opinion piece for CNN that bureaucrats are holding back Ukraine’s defense industry and “a new philosophy of training and warfare” is needed in 2024. Zaluzhnyi refused to step down on Monday at a meeting with Zelenskiy as the president seeks to reinvigorate his military after Ukraine’s counteroffensive fizzled in the fall, according to people familiar with the discussions. That left the two men at odds while military support from the US is increasingly at risk. Zaluzhnyi renewed criticism of the government for slow, insufficient conscription and said Ukraine’s allies are facing shortages of materiel. “We remain hamstrung by the imperfections of the regulatory framework in our country, as well as the partial monopolization of the defense industry,” the top commander said. “These lead to production bottlenecks—in ammunition, for instance—which further deepen Ukraine’s dependence on its allies for supplies.” Signs of a rift between Zelenskiy and Zaluzhnyi have built over the past year, spilling into the open when the general said in an interview with The Economist in November that the war was at a stalemate—an assessment that the president’s office challenged.
