N the final week of January in the eastern coastal province of Davao Oriental, hordes of residents from Caraga town were rushed to a district hospital in another town, or to the medical center in the capital town of Mati.
They were all complaining of gastrointestinal pains, and rectal swabs done at the government’s Southern Philippines Medical Center in Davao City confirmed the presence of the Vibrio cholerae bacteria, which causes cholera. By the first week of February, some 491 residents of Caraga’s barangays Santiago, San Jose, T. Pichon, PM Sobrecarey, Poblacion and DL Bolante were all sent to hospitals for treatment. Unfortunately, six died. Caraga later declared a state of calamity.

THE municipal government of Caraga has constructed a makeshift hospital at its evacuation center to accommodate patients from the affected barangays. Severely dehydrated patients were sent to the Davao Oriental Provincial Hospital in the neighboring town of Manay. Provincial health officer Dr. Reden Bersaldo and his team delivered IV fluids and other medical supplies to the town and were coordinating with local authorities to address the outbreak. Ambulances and additional health-care personnel were placed on standby. While the cause remained unknown, the symptoms and complaints of patients have authorities suspecting contaminated food or water. The Provincial Disaster Risk Reduction and Management Office described it as a waterborne disease
outbreak and the Provincial Health Office sent a team of 21 doctors, nurses, sanitary inspectors and support staff. Bersaldo said the active surveillance, treatment and monitoring of the outbreak included a house-to-house survey of families to assess hydration status. Aside from providing medical supplies and mobilization of additional manpower, Governor Nelson Dayanghirang also ordered concerned offices to provide assistance to families of those who died in the outbreak. The World Health Organization said cholera “is an acute diarrhoeal infection caused by ingestion of food or water contaminated with the bacterium Vibrio cholerae.” While authorities were yet to disclose the source of the outbreak, it has ruled out food contamination and has focused its investigation into the water sources, where initial test in Caraga found the water samples positive with the cholera bacteria. The town’s health office has also asked residents to refrain from getting their drinking water direct from their faucets. Residents were also advised to boil their water before using it. Incidentally, Caraga’s most affected Barangay Santiago was also the same area hit by a diarrheal outbreak in October last year, which downed 80 residents, with one turning out positive for cholera, the provincial government said.
Expected occurrences
WATER-BORNE diseases such as diarrhea and cholera are commonly expected or associated with occurrences of calamities and conflict. For example, the Department of Health (DOH) reported more than 100 cases of acute gastroenteritis and diarrhea in Central Visayas and the Caraga Region (not referring to the town of Caraga, an area in Davao Oriental) in the weeks after Typhoon Odette (international code name: Rai) devastated the areas, including
water facilities. DOH Undersecretary Maria Rosario Vergeire said 54 cases of diarrhea were recorded in Siargao. Cebu also reported 16 diarrhea cases. On Dinagat Island, which was also hit by Odette, 80 people fell ill due to gastroenteritis. “There were water interruptions in these areas. In some places, there’s water, but the pipes underground were damaged so it is possible there was contamination,” Vergeire said. Continued on A2

How supply chain issues are crushing hotels–and your stay

renovate without going over budget. Construction material costs jumped nearly 20 percent in 2021, according to an analysis by the Associated General Contractors (AGC) of America. In a separate AGC survey from winter 2021, 90 percent of contractors attributed such issues to the supply chain, and 72 percent said projects take longer than anticipated because of Covid-19.

OR many, supply chain issues mean something like the grocery store is out of oat milk, so you’re stuck with soy instead. For hotels—an industry already hit hard by the Covid-19 pandemic—supply chain issues are causing even bigger problems.
Vimal Patel knows this all too well. Patel is CEO of QHotels Management, which operates franchises of hotel brands, including some Hampton Inn, Holiday Inn and Best Western properties. Lately, he’s scrambling to find towels, shampoos, notepads and other supplies his hotels run through (and run out of) due to supply chain problems. “Ever since the pandemic, serving paper products like plates and napkins, as well as food itself, has become a huge problem—and a customer service challenge,” he says. “Guests often don’t understand why a product is unavailable.” Things got heated at one of his hotels, which advertises 12-ounce cups of coffee. “We could only find 8-ounce cups, and we couldn’t find any lids,” Patel says. “We had to use a substandard cup, because that’s all we could get. That was deeply upsetting to some customers.” For weary travelers seeking to caffeinate, lidless coffee might feel like a reason to leave a one-

Unpredictably long time
MOST of Patel’s properties are franchises of larger brands and require conforming to brand standards. Patel typically orders items from an approved vendor, which previously took about 48 hours to arrive. “Now, it can take months,” he says. “You’re lucky to get it within three weeks.” Towels are typically reordered every other month, as they get discolored after enough use (and some just disappear). Yet, bulky items like these are tough to stockpile, since most hotels have limited storage space. “We’ll have a family of four use all the towels in the morning, and then ask for a second set in the evening,” he says. “Sometimes we just don’t have enough.”

Amid the coffee cup shortage, Patel had to send an employee to Costco to buy whatever cups they could find. “With basic necessities, it’s hard to tell a customer, ‘We don’t have that,’ so sometimes you just have to make it work,” he says.
Costs, staffing
THE entire nation is witnessing inflation—and hotels are no different. Hotels reported a 79-percent cost increase on day-to-day cleaning and housekeeping supplies, a 77-percent increase for linens and other soft goods, and a 77-percent increase in food and beverage sup-
plies, according to a November 2021 survey of about 500 hotel operators conducted by the American Hotel & Lodging Association (AHLA). In a separate AHLA survey from October 2021, 94 percent of respondents said their hotels are understaffed (including 47 percent who say they are severely understaffed). Additionally, 96 percent of hotel operators said they are trying to hire, yet are struggling to fill open positions. And for an already overworked hotel employee, dealing with a customer upset about their undersize coffee cup can be extra challenging.
Construction challenges
THE coffee chaos was small beans for Patel’s business, which operates in Louisiana. Nearly half of his properties are closed due to flooding and roof damage in the aftermath of Hurricane Ida. He says local home improvement stores are out of materials, and construction workers are tough to hire. While the hurricane brought extra challenges for Louisiana businesses, hotels nationwide are experiencing construction-related issues. In the first year of the pandemic, many hotels put off planned renovations. Now, it might be too late to

Of the AHLA survey respondents, 36 percent said they expect supply chain disruptions to last at least another year. For travelers, that means anticipated renovations might not have even started. It means you might not have the exact amenities you’re used to—and that sometimes, the amenities you expected will not be available, period. Patel says he hopes customers will understand the challenges that the hotel industry faces. “We’re not cutting corners because we’re trying to nickel and dime,” he says. “It’s simply the situation we’re in.” And just as a hotel likely wants you to feel like you’re at home, Patel says he hopes people realize the supply chain shortages felt at home are hitting his industry too. “Whether it’s finding groceries or a roof for your own home— they’re the same challenges that businesses are facing, but 10 times,” he says.

Many areas ravaged by Odette remained without enough food and water supply, and electricity needed to run water-refilling stations. In the outburst of armed fighting in Marawi City in 2017, some 471,000 people have been displaced and hosted by families or evacuation centers in surrounding municipalities. Local and international relief and disaster-response agencies said the displacement “has put the IDPs [internally displaced persons, or evacuees] and host families into a precarious situation, with overwhelming threats of humanitarian nature, including the spread of epidemics.” They reported that between May 26 and June 28, nine confirmed cases of cholera were reported in the municipalities of Iligan, Saguiaran and Balo-i. In addition, the WHO-supported Surveillance in Post Extreme Emergencies and Disasters (SPEED) suggests that a total of 584 cases of acute gastroenteritis were reported between May 31 and July 12.
Protect water source
THE incident has brought to the fore the importance of protecting water sources for potable use, especially in the countryside where the amenities and privilege of treated water and safe distribution process are practically absent. Reports though have become few and far between of gastrointestinal outbreaks due to contaminated open water sources in the countryside, but occasional outbreaks like in Caraga town of Davao Oriental would come to the attention of previous finding and recommendation of the DOH 2019-2023 Food and Water-Borne Disease Prevention and Control Program (FWBD-PCP) Strategic Plan. It warned that improvements in handling of potable water sources in many parts of the country would not ensure safe drinking water for all. It said periodic occurrences of water-borne diseases due to contaminated water sources were caused by inappropriate messages and ineffective information dissemination to community residents, limited number of sanitary inspectors at the local level or other health personnel are multi-tasked, underreporting of cases due to various reasons (e.g., concern of tourism being affected), poor reporting system, with issues on reliability of data, lack of confirmation, no clear communication structure or late communication of local governments,
where problems at the lower level would already be unmanageable. Worse, the DOH strategic plan found out the low priority given by local leadership on the prevention and control of FWBDs. “There is lack of ownership of the program and poor appreciation of FWBDs’ consequences on the welfare and health of their constituents,” it said. It said the promotion of personal hygiene and health sanitation practices “has not been palpable” and there were no surveys “carried out to establish the level of awareness, attitudes and practices of the population relative to personal hygiene and sanitary practices”. While it said “there is a robust set of laws and policies that support food and water sanitation practices in the country; the extent of compliance and adherence, however, to these laws and policies cannot be fully ascertained given the absence of data relative to such practices.” Other laws related to water and food safety include RA 10611 on Food Safety Act (to strengthen the food safety regulatory system), RA Act 9003.200 (providing for an ecological solid waste management program), and Presidential Decree 856, the Code of Sanitation of the Philippines. “Compliance and adherence to national laws and policies is low, while enforcement of sanctions and penalties by concerned authorities is weak. The increasing number of food and industrial establishments and growing population especially in urban areas against a stagnant number of sanitary inspectors available in the field prevent the conduct of regular inspections,” it said, citing such laws as the Philippine Clean Water Act of 2004. This law “aims to protect the country’s water bodies from pollution from landbased sources, industries and commercial establishments, agriculture and community household activities.” In some cases, FWBD cases were underreported, even neither recorded nor reported.
Strain in health system, economy
THE DOH action plan said food and waterborne diseases are among the most common cause of diarrhea, which remains one of the 10 leading causes of morbidity and mortality in the country. As outbreaks from FWBD can be very massive and catastrophic “since most of these diseases have no specific treatment modalities, the best approach to limit economic losses due to FWBD is prevention through health
education and strict food and water sanitation.” It said the occurrence of FWBDs “remains a significant health issue in both developed and developing countries with illnesses and deaths a constant threat to public health security and socio-economic development of any country.” “FWBDs strain health-care systems, severely affect infants, young children, the elderly and the sick. They perpetuate a vicious cycle of diarrhea and malnutrition, hurting the national and local economy and international trade. In developing countries, about 80 percent of all the illnesses are caused by FWBDs, with diarrhea being the leading cause of childhood death. In the Philippines, FWBDs are among the most common causes of diarrhea, which remains as one of the 10 leading causes of morbidity and mortality in the country.” FWBDs are usually manifested as diarrhea, the DOH said, and accounts for 9 percent of total deaths among children below five years old. Morbidity rate due to diarrhea has gone down, though, from 1,520/100,000 population in 1990 to 347.3/100,000 population in 2010. Despite the decline, however, several notable outbreaks continue to occur. It is believed that since the occurrence of FWBDs is essentially related to economic and socio-cultural factors, these outbreaks will continue to persist unless underlying social ills are corrected, the DOH said. The Philippines is considered one of the most vulnerable countries in the world to extreme weather events, being first in vulnerability to tropical cyclones, third for the number of people exposed to these seasonal events, and fourth most vulnerable to natural disasters. It experiences an average of 20 typhoons per year and faces increasing disaster risks. The country is also challenged by intermittent political instability and episodic armed conflict in the South and localized areas of Luzon, which limit the delivery of social services and cause population displacement that may facilitate disease introduction or transmission. The DOH strategic plan has recommended regulating and monitoring food and water sanitation practices at the local level through enforcement of national and local legislations, application of appropriate technical standards and participation of nongovernment agencies.

Oil set for first weekly drop since December on Iran progress

il headed for the first weekly loss since midDecember as a flurry of diplomacy increased the chance of an Iranian nuclear deal being revived, paving the way for a resumption in official flows from the nation. Futures in New York slid toward $89 a barrel on Friday and are down more than 3 percent this week. Officials from the US to Europe have indicated that sides are closing in on a nuclear pact after talks resumed in Vienna Tuesday. A bigger-than-expected jump in US inflation that stirred hawkish Federal Reserve comments added to the bearish sentiment. Oil’s surge to the highest level since 2014 has been underpinned by stronger-than-expected demand and supply outages in some regions. While the rally has taken a breather, OPEC said in a monthly report Thursday that the recovery in global consumption could surpass its forecasts this year as the rebound in economic activity and travel gathers pace.
Rising energy prices are causing concern for governments worldwide. W hite House Economic Advisor Jared Bernstein told CNN this week that releasing more crude reserves to tackle surging gasoline prices was an option, while the soaring cost of diesel is straining truck operators throughout Asia. “The situation on Iran will be watched closely by the market, although that impact is likely further down the line,” said Suvro Sarkar, an energy analyst at DBS Bank Ltd. in Singapore. “The oil market is consolidating and waiting for further news at this time, traders are in a wait-andwatch mode.” The resumption of a nuclear accord with Iran could help alleviate some of the tightness in the global supply-demand balance. White House Press Secretary Jen Psaki said a deal that addresses concerns of all sides was in sight and EU foreign policy chief Josep Borrell said parties were “reaching the last steps.” Bloomberg News
Bongbong draws 51% as UniTeam gains ground in Bicol; Robredo 33%

ITING pre-election surveys, the camp of presidential aspirant Ferdinand “Bongbong” Marcos Jr. said the former senator’s candidacy is gaining traction even in his opponent’s home region of Bicol, referring to Vice President Ma. Leonor “Leni” Robredo. In the latest survey conducted by Laylo Research Strategies in January this year, Marcos garnered 51 percent as compared to Robredo’s 33 percent. Marcos actually padded his lead considering the results of the same firm’s November 2021 survey when he registered 45 percent versus Robredo’s 29 percent. Francisco Moreno Domagoso recorded 8 percent in January, compared to his 7 percent in November, Manny Pacquiao dropped to 3 percent from his previous 4 percent, while Panfilo Lacson dropped to 4 percent from a relatively higher 6 percent last November. Overall, Marcos garnered 64-percent voters’ preference nationwide in January from an already dominant 58 percent in November, while Robredo’s numbers rose from 13 percent to 16 percent.
Tangere poll
Meanwhile, in a January 2022 survey conducted by Tangere, the country’s biggest online market research panel, Marcos led all presidential candidates in Bicol with 45.27-percent voters’ preference as compared to Robredo’s 25.57 percent. Moreno was third in the same region with 17.42 percent, followed by Pacquiao with 6.88 percent, and Lacson with 3.96 percent. Nationwide, according to the BBM camp, Marcos has stretched his lead to 57.67 percent, reinforced by his good showing in Mindanao at 67.03 percent; National Capital Region with 57.99 percent; and 63.59 percent in Northern and Central Luzon. “Figures don’t lie. This is science talking. Well, those massive caravans and the number of people who attended the proclamation rally in Bulacan even if we are still in the pandemic is a sure sign that the numbers indicated in the different surveys and the reality on the ground coincide. Again, it will take more than just prayers to beat
Marcos in this election,” the Marcos camp quoted one political expert as saying.
Valenzuela’s support
Meanwhile, Marcos Jr. and his running mate Davao City Mayor Inday Sara Duterte on Thursday held a grand rally in Valenzuela City, Metro Manila’s vote-rich industrial center, on Thursday, during which they and UniTeam’s entire Senate slate were formally endorsed by local government officials led by Mayor Rex Gatchalian. Bongbong and Sara were greeted with screams and shouts of joy shortly after they arrived at the Wellness Entertainment Sports (WES) Arena where the event was held. In his speech, Bongbong expressed gratefulness for the warm welcome and noted that unity within the city and among all those who were present in the event was very evident. “I wish to thank the people of Valenzuela for their warm welcome for the Marcos-Duterte tandem and the entire UniTeam. We in UniTeam desire unity. And from what I see here in Valenzuela, there is already such UniTeam [pagkakaisa],” said Marcos. Mayor Sara for her part explained that they are called UniTeam because they are convinced that in unity and togetherness, “everything that is good for the country can be achieved.” “Bakit UniTeam? Dahil naniniwala ako na ‘ in unity there is strength,’ sa pagsasama at pagkakaisa magagawa natin lahat para sa bansa,” Sara pointed out. Mayor Rex Gatchalian formally endorsed the BBM-Sara coalition, saying that among all presidential aspirants, UniTeam’s message of unity resonates most strongly with people. Sen. Sherwin Gatchalian, brother of Mayor Rex, and who is in the UniTeam senatorial ticket, also urged their city-mates to give their unequivocal support to their team especially to Bongbong and Sara, as they carry the message of unity for the country.

End-January GIR dips to $108.45B on declines in gold, forex holdings

HE country’s dollar reserves dipped in the first month of 2022, largely due to declines in the Bangko Sentral ng Pilipinas’ (BSP) gold and foreign exchange holdings. Data from the Central Bank showed that end-January 2022 gross international reserves (GIR) of the country settled at $108.45 billion, slightly down from the end-December 2021 level of $108.79 billion. The country’s GIR is the level of foreign exchange holdings managed by the Central Bank during a given period. The GIR is a crucial
component of the economy as it is often used to manage the country’s foreign exchange rate against excess volatility. “ T he month-on-month decrease in the GIR level reflected mainly the national government’s [NG] payments of its foreign currency debt obligations and downward adjustment in the value of the BSP’s gold holdings due to the
decrease in the price of gold in the international market,” the BSP said in a statement. January 2022’s GIR is also lower than the $108.67-billion GIR level in January 2021. Broken down, the country’s foreign exchange holdings plummeted to $785.3 million from the $3.1 billion in the previous month. Gold holdings, meanwhile, declined to $9.18 billion from the $9.33 billion in December 2021. The declines were partially offset by the gains in the BSP’s foreign investments to hit $93.74 billion from the $91.62 billion in December last year. Despite the decline, the BSP said the latest GIR level represents a “more than adequate external liquidity buffer” equivalent to 10.3 months’ worth of imports of goods and payments of services and pri-
mary income. It is also about 8.6 times the country’s short-term external debt based on original maturity and 5.9 times based on residual maturity. Rizal Commercial Banking Corporation (RCBC) Chief Economist Michael Ricafort said continued inflows of the country’s structural sources of US dollar revenues could support the country’s GIR. Ricafort said these would likely come from remittances, business-process outsourcing (BPO) revenues, Philippine Offshore Gaming Operators (POGO) revenues, foreign tourism receipts and foreign direct investments (FDI). “Near record high GIR may further strengthen the country’s external position, which in turn, fundamentally supports the country’s favorable credit ratings,” Ricafort said.
Binondo-Intramuros Bridge 92 percent complete, to open soon
T
he Department of Public Works and Highways (DPWH) on Friday reported that the P3.39-billion Binondo-Intramuros Bridge Project is already 92 percent complete. DPWH Acting Secretary Roger Mercado announced that the project is the next flagship infrastructure project of DPWHUnified Project Management Office (UPMO) Operations that will be completed soon. DPWH Undersecretary for UPMO Operations Emil Sadain said the works are progressing well and on track for the planned opening during the Holy Week this year. “At 92 percent, we are rushing to finish the soon-to-be one of newest landmarks in Manila with its iconic basket-handle tied steel arch. By March, the contractor will begin the final retouching of the steel arch bridge and asphalt will be laid on the concrete slab so we are hoping for continued good weather,” said Sadain, who is the chief implementer of flagship infrastructure projects under “Build, Build, Build” program. Sadain reminded anew the contractor, China Road, and Bridge Corporation, of the project’s target opening during the inspection on Thursday with Project Director Benjamin A. Bautista and Project Manager Melchor Kabiling of DPWH UPMO Roads Management Cluster 1. Among works being conducted is the completion of the up and down ramps at Binondo and Intramuros. The ramps at Binondo side are located at Muelle dela Industria Street for up-ramp and Rentas Street and Plaza del Conde Street for down-ramp. Also ongoing are the construction of ramps at Intramuros side with an up-ramp at Riverside Drive and down-ramp at Solana Street. “Just like the steel arch main bridge, the girders of the ramps are made of fabricated steel members done internationally
in Shanghai delivered in the Philippines in several delayed shipments because of the pandemic,” Sadain said. The project is financed by a government aid grant from the
People’s Republic of China. Under a similar grant, the DPWH UPMO has completed in 2021 the new EstrellaPantaleon Bridge included in the Metro Manila Logistics

Kids’ vaccination to spur larger economic activities–Neda chief T

he vaccination of children aged five to 11 years old could pave the way for greater economic activities and resumption of face-to-face (F-to-F) schooling, according to the National Economic and Development Authority (Neda). Socioeconomic Planning Secretary Karl Kendrick T. Chua recently said the rollout of the pediatric vaccination program is essential to ensure
children’s safety in returning to Fto-F schooling. At the same time, Chua said, it would also enable families to have additional protection when they go outside their homes. He also said Covid-19 vaccinations should already be included in the list of vaccines needed for children. “More than 30 percent of our population is below 18 [years old], so the sooner we vaccinate them, the more economic activities will follow,”
Chua said. “All babies are already being vaccinated for various diseases like measles and chickenpox. So this is just another one of the many [vaccines] that kids should start to get,” he added. Chua, whose six-year-old son also got his first dose at the launch of San Juan City’s Resbakuna Kids Covid-19 vaccination, also encouraged parents to get their children registered in the vaccination program as soon as they can.
With the inoculation drive being expanded to cover a broader eligible population, the government assures the public that there is enough supply of vaccines to inoculate the pediatric population. The Departments of Finance and Budget and Management have already secured funding for more booster shots, along with vaccine doses for children below 5 to 11 years old. PHL gets $2-million technical aid from Japan to fund UHC

he Philippines received a $2-million technical assistance (TA) grant from the Japan Fund for Prosperous and Resilient Asia and the Pacific (JFPR) to finance
Universal Health Care in the country. The TA aims to support the pilot implementation of UHC policy reforms in select local government units and provide policy recommendations for
subsequent UHC-related program/s. The grant also serves to support the ADB’s $600-million loan to the Government of the Philippines (GOP) for the “Build Universal Health Care Program.” “The Philippines is now regarded on the same path [as Japan],” Ambassador Kazuhiko Koshikawa said. “This achievement and the leadership of the GOP, in particular the finance and health departments, have to be applauded.” The Japanese government said among the expected outputs of the TA by the end of its implementation in October 2024 includes the strengthened financing and strategic purchasing for UHC. The data also showed the increased quantity and quality of health facilities and workers and expanded access to primary care and health promotion services. The Japanese government said
the Philippines is the first country to receive this newly introduced UHC window project under the JFPR trust fund administered by the Asian Development Bank (ADB). Koshikawa said with the increasing calls on UHC implementation worldwide, Japan aims to take the lead in the UHC discourse by using international platforms to highlight the role of UHC in nation building. He likewise underscored Japan’s achievements in reaching universal health coverage and decreasing infant mortality rate early on, which eventually became the impetus for Japan’s high-growth period. The JFPR was established in May 2000 after the Asian Financial Crisis and has since been instrumental in extending grant aid to underprivileged and vulnerable groups in developing member-countries of the ADB.

Subic Freeport Covid cases now zero after Jan spike

UBIC BAY FR EEPORT—Just like the rest of the country, the Subic Bay Freeport Zone is now recording a downtrend in the number of active Covid-19 cases, with numbers plunging to zero on February 9 after a steep spike in mid-January. Subic Bay Metropolitan Authority (SBMA) Chairman and Administrator Wilma T. Eisma said that since Wednesday, there was not any new case of Covid-19 here for both Subic Freeport residents and transient workers, although two active cases remained among SBMA employees. “This is a good sign. It looks like the Omicron surge has peaked last month, and that our vaccination program is really helping to arrest local infection,” Eisma said. “Still, there is no reason to put our guards down. We must continue observing health protocols because this is the surest way out of the pandemic,” she added. Data released by the SBMA on February 9 showed that 39 residents of the Subic Bay Freeport, 14 transient workers, and 27 SBMA employees recently recovered from Covid-19 infection after quarantine and treatment, leading to the lowest case record in more than a month. Said recovered residents tested positive between Januar y 19 and Febr u a r y1, wh i le t he recovered guest workers were infected between Januar y 23 and 31. The SBMA employees also tested positive between January 23 and 31. The SBMA continues to monitor cases among its employees and reports on them even when these properly fall under the care of local government units where the employees reside, Eisma explained. Dr. Solomon Jacalne, who heads
the SBMA Public Health and Safety Department (PHSD), said the surge in Covid-19 cases here was consistent with Department of Health (DOH) findings that community transmission of the highly-infectious Omicron variant began in the second week of January. “According to the DOH, 80 percent of the cases now are caused by the Omicron variant,” Jacalne said. “Again, this was consistent with our monitoring reports that those infected in Subic either travelled outside of the free port, or had some visitors coming in during the holidays,” he added. PHSD monitoring showed that active cases began rising here on January 1 when six free port residents tested positive of the virus. By January 9, 36 residents were infected, and by January 18 a total of 78 active cases was recorded. Among transient workers, meanwhile, the tally climbed from zero cases in January 1, to nine cases on January 9, and 17 cases on January 18. The cases began to taper off in the last week of January, dropping to only 27 active cases among residents as of January 28. At the same time, there were just 11 active cases among transient workers, and six among SBMA employees. The Subic infection figures dovetailed with national records, which put the peak of infections on January 17 when the seven-day average was at 34,735 cases. The latest seven-day national average recorded on February 10 was 6,016. The total confirmed Covid-19 cases in Subic now stand at 421 for residents, 175 for transients, and 233 for SBMA employees. Meanwhile, total recoveries were at 417 for free port residents, 171 for transients, and 224 for SBMA employees.
Economists back Leni’s Palace bid

ver a hundred economists, including some who served under the presidency of the late strongman President Ferdinand Marcos Sr., have thrown their support behind the presidential bid of Vice President Ma. Leonor “Leni” Robredo. The group includes former Socioeconomic Planning Secretaries Solita “Winnie” Collas-Monsod, Ernesto M. Pernia, Emmanuel F. Esguerra, Dante B. Canlas, and Cielito F. Habito. The list also includes Congressional Representative and former economics professor Stella Quimbo; Diwa C. Guinigundo, former deputy governor of the Bangko Sentral ng Pilipinas; and two former presidents of the Philippine Institute for Development Studies, the government’s official think tank. “We believe that VP Leni Robredo is our best hope to turn the tide and bring back the people’s trust in government in order to restore and sustain vigor to people’s lives and livelihoods at the soonest possible time,” they said. The economists identified three reasons for their support. They said these are Robredo’s solid economics and legal background that are needed to hasten economic recovery. They also highlighted her “genuine concern” for the poor and marginalized given her work as a human rights lawyer. These, the economists said, are crucial in regaining the public’s trust in government. The last reason, the economists said, is Robredo’s track record of leadership and good governance. They noted that her Covid recovery plan, which was released in November 2021, is comprehensive and could address the lack of jobs and the need to provide economic aid
and education assistance for the poor. The economists said they are encouraging their colleagues and other groups to join them in supporting Robredo’s Palace bid. They said choosing her would put the Philippines on a path to rebuild institutions and restore faith in the public sector. “Bad governance is a poison that kills both lives and livelihoods. The pandemic made that clear. Robredo’s brand of good governance is the antidote this country needs in order to build back better from the twin crises plaguing our health and economy exacting a huge toll on the different sectors of the country,” they said. “Her leadership will also lend our country much-needed credibility on the world stage. This will be instrumental in revitalizing our partnerships in the global economy and asserting our national sovereignty in the region, especially where the West Philippine Sea is concerned,” they added. Earlier, Robredo said she is hopeful that the upcoming elections will give the country its first highest leader from the Bicol region, as she spelled out the importance of next year’s presidential poll. The Vice President dropped the possibility of the country having its first President from Bicol during the second day of the campaign on Wednesday wherein she solicited the support of her fellow Bicolanos. At the same time, Robredo encouraged Bicolano voters to make use of the elections to change the kind of politics that has become the norm in the country, asking them to unify behind a government that is not driven by politics, but by a will to serve with decency and competence. Is there light at the end of the Omicron tunnel? By Rory Visco

HILE the Covid-19 pandemic rages, punctuated by the arrival in the country of the highly transmissible Omicron variant, unemployment in the Philippines continue to be a concern. In December 2021, unemployment rose to 6.6 percent, a tad higher from 6.5 percent a month earlier, the lowest since January 2021, while unemployed Filipinos stood at 3.27 million compared to 3.16 million in November. Covid-19 continues to be a hot topic, and so is the elections, which is now on a frenzy as the official campaign period started early this week. Realistically, amid all the election brouhaha, unemployment continues to be a threat to the lives of Filipino workers and even companies and those in the service contracting industry, who direly need their workers to come back. For its 390th General Membership Meeting (GMM) held recently, the Philippine Association of Legitimate Service Contractors (PALSCON) decided to talk about the enduring threat of Covid-19 as one of the GMM’s topics, and how the association will look forward to dealing with the disease now and in the future when it would simply burn out and just be a painful memory in our history.
First things first: Omicron
Fr. Nicanor Austriaco, a Filipino-American molecular biologist and priest, confirmed his belief that it is the beginning of the end of the pandemic. He said there’s a growing consensus among scientists around the world that Omicron, in fact, will lead to the beginning of the end.
Now what happens after Omicron?
In the more likely endemic Covid-19 scenario, Fr. Austriaco said Omicron will be a milder variant than Delta and be a dominant variant in the Philippines and eventually globally, will infect both vaccinated and unvaccinated, and will make the immunological memory of the people against Covid-19 be more robust. Pointing to the Institute for Health Metrics and Evaluation (IHME), one of the best pandemic modelers in the US and in the world, Fr. Austriaco said the group forecasts that by the end of March 2022, half of the world will become infected with Omicron. In the Philippines, IHME estimates that 55 million Filipinos will be infected with Omicron, but according to the National Vaccination Operations Center (NVOC), 55 million Filipinos are already fully vaccinated, which means a significant number of the population are already protected against Covid-19. So, just like the Spanish flu, Omicron is burning itself out, and in a few months, there will be no more to infect that’s why the surge is dropping dramatically, particularly in the National Capital Region (NCR). But Fr. Austriaco reminded that the national government should finish the target of vaccinating 90 million people by the end of the second quarter, and make sure that there are enough anti-viral drugs that those who will get Covid-19 will be properly treated. “Once these are in place, we can begin to relax and return to the way we deal with influenza.” In an endemic Covid-19 environment, Fr. Austriaco said that what it will look like is that most people will eventually get Omicron when their natural or vaccineacquired immunity wanes “but it will be mild for you because you have been vaccinated and boosted so your body has learned how to fight Covid-19.” However, it may still cause hospitalization and death for vulnerable patients like the elderly and immunocompromised so they have to be vaccinated and boosted on a regular basis. “What scientists are looking now is having an Omicron-specific vaccine to complement the other vaccines. Yearly, Omicron will become milder and eventually, we would
just learn to live with it.” Fr. Austriaco said that eventually, people would need to take anti-viral drugs like molnupiravir and paxlovid and other therapies to mitigate hospitalizations and death. And in an endemic Covid-19, the concern for it will shift from the public to the private sector, just like the flu. “When that happens, people won’t go anymore to the local government unit to be treated but in a clinic, then buy drugs at the pharmacy, go home and rest, or even get vaccination through a doctor. Eventually, we will move to no more lockdowns or no social distancing, and the last to go will be no more masks.” But for the less likely scenario, future Covid-19 variants can be more transmissible and severe, leading to a pattern of mild and severe surges, and that the country will remain in a state of emergency in the near future. However, he cited a “mutational landscape analysis” posted online late December 2021 which concluded that it would be very difficult for a scarier variant to evolve because of Omicron. This led Fr. Austriaco to say that Omicron is the beginning of the end because it causes a significantly milder disease, it infects more people thus increasing immunological memory and less likely to create a scarier variant capable of immune escape, so it’s going to be a “blessing in disguise.” However, he cautioned that Omicron is still deadly so people should be vaccinated and boosted to provide protection even against “long Covid,” where Covid symptoms linger, from six months to as long as a year. People should also continue to mask, observe minimum public health standards, strengthen the health-care system infrastructure, and purchase anti-viral drugs and therapies for those who may get sick. “Right now, we must move from crisis mode to control mode; we must move from fear to responsibility.”
Moving forward
Alexander Chichioco, PALSCON secretary General, said they decided to digress a little by discussing Covid-19 in their GMM to keep themselves informed. “Even at the start of the pandemic, PALSCON has always been informed and updated of the effects of the virus on the health of our workers, as well as ours and also our livelihood. In this way, we can provide our members vital information on how to pivot to this new normal.” Majority of industries and associations were affected by Covid-19. Business, of course, slowed down, Chichioco said, with closures and shutdowns of companies. As part of its Covid-19 response, PALSCON helped its members through linkages with the national government and local government units for some financial assistance and even tax breaks. Chichioco said PALSCON’s mindset now is to look forward to a better normal and let the “old normal” stay behind them, while they address issues like crises management, business rebound and even their preparedness to the world of artificial intelligence (AI). However, he said their yardstick in work performance whatever the environment in a post-Covid era, whether work from home, face to face, brick-and-mortar or traditional business transitioning to an online or digital business, will still be efficiency and effectivity in the work place. “Change is the only constant in life and that should always be our mindset. In our service contracting business, we should always be ready to adapt to change, be innovative and creative in finding ways to improve, upgrade and even reinvent our business and even ourselves. This way, we evolve and address the changing needs of our clients and even discover in the process a by-product or new service that would complement the industry.”

US inflation highest in last four decades with no letup in sight W
ASHINGTON—Inflation soared over the past year at its highest rate in four decades, hammering American consumers, wiping out pay raises and reinforcing the Federal Reserve’s decision to begin raising borrowing rates across the economy. The Labor Department said Thursday that consumer prices jumped 7.5 percent last month compared with a year earlier, the steepest year-overyear increase since February 1982. When measured from December to January, inflation was 0.6 percent, the same as the previous month and more than economists had expected. Prices rose 0.7 percent from October to November and 0.9 percent from September to October. Shortages of supplies and workers, heavy doses of federal aid, ultra-low interest rates and robust consumer spending combined to send inflation leaping in the past year. And there are few signs that it will slow significantly anytime soon. Wages are rising at the fastest pace in at least 20 years, which can pressure companies to raise prices to cover higher labor costs. Ports and warehouses are overwhelmed, with hundreds of workers at the ports of Los Angeles and Long Beach, the nation’s busiest, out sick last month. Many products and parts remain in short supply as a result.
The latest inflation data suggested to some economists that the Fed could raise its key rate in March by one-half a percentage point, rather than its typical quarter-point hike. James Bullard, the president of the St. Louis Federal Reserve Bank, told Bloomberg News that he supported a sharp increase of a full percentage point in the benchmark short-term interest rate by July. Over time, higher rates will raise the costs for a wide range of borrowing, from mortgages and credit cards to auto and business loans. That could cool spending and inflation, but for the Fed, the decision to steadily tighten credit could also trigger another recession. Federal Reserve Chair Jerome Powell signaled two weeks ago that the central bank would likely raise its benchmark short-term rate multiple times this year. Stock prices declined after the inflation report was released and fell further after Bullard’s remarks. The broad S&P 500 index fell 1.3 percent in afternoon trading. The yield on the 10-year bond jumped to 2.03 percent, a sign that investors see more Fed rate hikes ahead. Prices for a broad range of goods and services accelerated from December to January—and not just for items directly affected by the pandemic. Apartment rental costs rose 0.5
percent in January, the fastest pace in 20 years. Electricity prices surged 4.2 percent in January alone, the sharpest rise in 15 years, and are up 10.7 percent from a year earlier. Last month, household furniture and supplies rose 1.6 percent, the largest one-month increase on records dating to 1967. Food costs, driven by pricier eggs, cereal and dairy products, increased 0.9 percent in January. New car prices, which have jumped during the pandemic because of a shortage of computer chips, were unchanged last month but are up 12.2 percent from a year ago. The surge in new-car prices has, in turn, accelerated used-car prices; they rose 1.5 percent in January and are up a dizzying 41 percent from a year ago. “Just as price pressures in some areas ease, inflation in other parts of the economy” is picking up, said Sarah House, an economist at Wells Fargo. “The upshot is that inflation is likely to remain uncomfortably high.” The steady rise in prices has left many Americans less able to afford food, gas, rent, child care and other necessities. More broadly, inflation has emerged as the biggest risk factor for the economy and as a serious threat to President Joe Biden and congressional Democrats as midterm elections loom later this year. Among the Americans who are struggling with pricier food and gas is Courtney Luckey, who has changed
her shopping habits and taken on additional work shifts at a grocery store in Charlotte, North Carolina, where she lives. Luckey, 33, used to be able to fill up a grocery cart for $100. Now, she said, $100 barely fills half the cart. Tomatoes have reached nearly $5 a pound, “which I think is ridiculous.” Luckey has switched to canned tomatoes and has begun using coupons for Family Dollar and Food Lion. To help pay bills, she’s also picked up more hours at a Harris Teeter grocery store. But the store is 30 minutes from her house, so she’s had to spend more on gas. All her forced additional spending has caused Luckey to pull back on the family activities, such as bowling, with her daughter, her brother and his two sons. Those outings now typically happen once a month, rather than every week or two. In the past year, sharp increases in the costs of gas, food, autos and furniture have upended many other Americans’ budgets, too. In December, economists at the University of Pennsylvania’s Wharton School estimated that the average household had to spend $3,500 more than in 2020 to buy an identical basket of goods and services. Comelec’s acting like pandemic czar restricts citizens’ rights–Macalintal

HE Commission on Elections (Comelec) cannot use the pandemic for “frivolous” impositions that unduly “restrict the movement and activities of candidates, political parties, and even private persons exercising their freedom of choice and expression in holding political rallies or activities,” a veteran election lawyer said Friday. Atty. Romulo B. Macalintal said in a statement sent to the BusinessMirror said that while the continuing pandemic still warranted health protocols to prevent events that could be “superspreaders” for Covid-19, the poll body cannot use this to prevent activities that are at the heart of the elections, such as private gatherings to discuss the advocacies of candidates. Macalintal said the Comelec should not be “distracted” by such tasks that are better left to the Inter-Agency Task Force on Emerging Infectious Diseases (IATF). He particularly denounced Comelec Resolution No. 10732 issued on November 24, 2021, imposing an additional requirement for both candidates and non-candidates, thus arrogating upon itself the power and authority to first “approve” the conduct of a rally before the applicant could get a mayor’s permit. “This is a flagrant violation of Section 87 of the Omnibus Election Code (OEC) and Batas Pambansa 880 or the Public Assembly Act which gives sole authority to the mayors to issue such permit,” said Macalintal. “What used to be a mere act of the mayor in issuing the said permit to hold the rally would now need the concurrence of the five members of the Comelec’s Campaign Committee (CCC) composed of the Comelec and representatives of the Department of Health, Department of the Interior and Local Government, Philippine National Police and the Armed Forces of the Philippines,” he noted. There is nothing in existing laws that provides for Comelec’s intervention in granting such permit under any circumstances, he stressed. “For sure, this is not
one of the powers of the Comelec defined under the Constitution, which is limited to the enforcement of laws relative to the conduct of elections. Comelec may issue rules to implement election laws, but it cannot prescribe what the laws do not provide. The Comelec might find some gaps in the law, but it is not its function to supply the gaps since its function is not legislative.” For instance, he noted that under its “guidelines,” the Comelec sets its own “Alert Levels”; the rules on “authorized persons outside of residence” who could participate in such political actions; wearing of face shields with facemasks; persons who are not allowed to join therein like those below 18 years of age and those over 65 years of age; only people “belonging to same households” could join in same vehicle, and such other guidelines which, Macalintal said, “are clearly not within the power of the Comelec to prescribe as there is no law allowing it to provide therefor.” The guidelines, he said with alarm, “placed private persons who are noncandidates on the same level of candidates and political parties in that if a group of private persons would like to hold rallies and express their preferences in the election, they are also required to seek said approval from the CCC. The same is true if they will be conducting their own private campaign activities, like distributing campaign materials where prior CCC approval is now being required by Comelec. What a very absurd political situation.” He called it a clear “violation of the people’s right to peaceably assemble and their right to freedom of expression,” and pointed to the Supreme Court’s 2015 ruling in Diocese of Bacolod vs Comelec, which held that “the Comelec does not have the authority to regulate the enjoyment of the preferred right to freedom of expression exercised by a non-candidate in this case.” He also cited the 1992 case of Adiong
vs Comelec, where the late Justice Isagani A. Cruz, in his separate opinion, reminded the Comelec that it should not “impose all manner of silly restraints (for) reaching the
electorate is precisely the purpose of an election campaign, but the Comelec obviously believes that the candidates should be as quiet as possible.”

State Department backs $14B sale of F-15 jets to Indonesia

he State Department has approved the potential sale of as many as 36 new F-15EX fighter jets built by Boeing Co. to Indonesia, bolstering US ties with a key ally and Southeast Asia’s biggest economy. The proposed sale is valued at about $9.5 billion for the aircraft and approximately $4.4 billion for related equipment, according to a statement Thursday from the State Department. From a geopolitical standpoint, the proposed sale improves the “security of an important regional partner that is a force for political stability, and economic progress in the Asia-Pacific region,” according to the State Department. “It is vital to US national interest to
assist Indonesia in developing and maintaining a strong and effective self-defense capability.” The US Congress has 30 days to review the decision but is expected to support it. After that, it’s up to Indonesia and Boeing to negotiate a contract. The deal, which would be the first export sale of the F-15EX, comes as the Biden administration seeks to refocus its foreign policy strategy on the Indo-Pacific region. The decision also marks a surge
in spending by Indonesia for newer military aircraft. Earlier on Thursday, Indonesia signed a contract with Dassault Aviation SA for 42 Rafale fighters, a deal valued at $8.1 billion. The Indonesia sale is also a coup for Chicago-based Boeing, which sees the market for the jets, originally built in the early 1970s, continuing to grow. The F-15EX’s “contemporary sensors and radar, advanced cockpit, and range, speed and payload capacity have resulted in a modernized platform that will serve as a key asset in any force structure—today and into the future,” Boeing said in a statement. “The jet is gaining interest from multiple international customers.” Richard Aboulafia, an aviation analyst at AeroDynamic Advisory, signaled that there’s still work to do on both sides to ensure the agreement goes through.
UK leader: Most dangerous moment in Ukraine crisis

OSCOW—British Prime Minister Boris Johnson said Thursday the Ukraine crisis has grown into “the most dangerous moment” for Europe in decades, while his top diplomat held icy talks with her Moscow counterpart who said the Kremlin won’t accept lectures from the West. Amid the deadlock, Russian forces held sweeping maneuvers north of Ukraine in Belarus, part of a buildup of over 100,000 troops that has stoked Western fears of an invasion. NATO also has stepped up military deployments to bolster its eastern flank, with the US sending troops to Poland and Romania. A British Royal Air Force jet carrying 350 troops landed Thursday in Poland in a move that followed London sending anti-tank missiles to Ukraine to help boost its defenses. “This is probably the most dangerous moment, I would say in the course of the next few days, in what is the biggest security crisis that Europe has faced for decades, and we’ve got to get it right,” Johnson said at NATO headquarters in Brussels. Lavrov set a stern tone for his talks in Moscow with UK Foreign Secretary Liz Truss, who again warned Russia that attacking its neighbor would “have massive consequences and carry severe costs.” Lavrov rejected Western worries about the Russian troop buildup as “sheer propaganda” and noted that Moscow won’t stand for lectures. “Ideological approaches, ultimatums and moralizing is a road to nowhere,” he said, noting that his talks with Truss marked the first meeting of the countries’ top diplomats in more than four years as Russia-UK ties have been ravaged by the 2018 poisoning of former Russian spy Sergei Skripal in England, along with other tensions. Russia says it has no plans to invade Ukraine but wants the West to keep Ukraine and other former Soviet countries out of NATO. It also wants NATO to refrain from deploying weapons there and roll back alliance forces from Eastern Europe. The US and NATO flatly reject these demands. Truss reaffirmed a call for Moscow to pull back its troops, while Lavrov rejected the demand as inappropriate and pointed to British and NATO military buildups in Eastern Europe. The daily Kommersant reported that as part of the tense exchange, Lavrov emphasized Moscow’s right to deploy its forces on its own territory and asked Truss if she recognizes the Voronezh and Rostov
regions in southwestern Russia as part of the country, to which she answered, “no.” Asked about the gaffe, Truss told the Russian news outlet RBC that she thought Lavrov was referring to territories in Ukraine but then confirmed that the regions that he mentioned were part of Russia. At a frosty briefing afterward, Lavrov said he was disappointed with the meeting, which he described as a “conversation between deaf and dumb.” He said Truss ignored Russian arguments, reflecting what he described as an “egoistic” stand. He mocked claims that Russia was waiting for the ground to freeze to send tanks into Ukraine, saying the British side was as unreceptive to Moscow’s arguments as the frozen soil. Russia’s top diplomat alleged that Western politicians were fanning tensions over Ukraine for domestic political gain. Russia has always planned to move back its troops after the maneuvers, Lavrov said, and once it does, “the West will raise an uproar and claim that it has forced Russia to de-escalate.” “It’s selling hot air,” he snapped. Russia’s buildup includes deploying troops on the territory of its ally Belarus for sweeping joint drills that entered a decisive phase Thursday and will run through February 20. The Ukrainian capital is located about 75 kilometers south of the Belarus border. Gen. Mark Milley, chairman of the US Joint Chiefs of Staff, spoke Thursday with his Belarusian counterpart about regional security. ORONTO—The Biden administration urged Prime Minister Justin Trudeau’s government Thursday to use its federal powers to end the truck blockade by Canadians protesting the country’s Covid-19 restrictions, as the bumper-to-bumper demonstration forced auto plants on both sides of the border to shut down or scale back production. For the fourth straight day, scores of truckers taking part in what they dubbed the Freedom Convoy blocked the Ambassador Bridge connecting Windsor, Ontario, to Detroit, disrupting the flow of auto parts and other products between the two countries. The White House said Homeland Security Secretary Alejandro Mayorkas and Transportation Secretary Pete Buttigieg spoke with their Canadian counterparts and urged them to help resolve the standoff. Federal Public Safety Minister Marco Mendicino said Royal Canadian Mounted Police reinforcements are being sent to Windsor, Ottawa and Coutts, Alberta where another border blockade is happening. Trudeau met virtually with leaders of Canada’s opposition late Thursday and said he spoke with Windsor’s mayor. Trudeau’s office said there is a willingness to “respond with whatever it takes” to end the blockades. Conservative Ontario Premier Doug Ford, meanwhile, moved to cut off funding for the protests by successfully asking a court to freeze millions of dollars in donations to the convoy through crowd-funding site GiveSendGo. Ford has called the protests an occupation. Canadian officials previously got GoFundMe to cut off funding after protest organizers used the site to raise about 10 million Canadian dollars ($7.8 million). GoFundMe determined that the fundraising effort violated the site’s terms of service due to unlawful activity. With political and economic pressure mounting, Windsor Mayor Drew Dilkens announced the city will seek a court injunction to end the occupation. “The economic harm is not sustainable and it must come to an end,” he said. In the US, authorities braced for the possibility of similar truck-borne protests inspired by the Canadians, and authorities in Paris and Belgium banned road blockades to head off disruptions there, too. The US Department of Homeland Security said in a bulletin to local and state law enforcement agencies that it has received reports that truckers are planning to “potentially block roads in major metropolitan cities” in a protest against vaccine mandates and other issues. The agency said the convoy could begin in Southern California as early as this weekend, possibly disrupting traffic around the Super Bowl, and reach Washington in March in time for the State of the Union address, according to a copy of Tuesday’s bulletin obtained by The Associated Press. Omicron makes booster shots more critical for vulnerable senior citizens for Disease Control and Prevention endorsed booster shots for people 65 years old and up, as well as some other high-risk groups. But since that time, the need for booster shots for all vaccine-eligible people has become clearer. The CDC recently reported that vaccine effectiveness against hospitalizations from Covid-19 goes from 38 percent up to 90 percent with a third booster dose. The CDC is now calling having received a booster shot as being “up to date” on Covid-19 vaccination.

EOPLE are understandably worn out, tired of thinking about Covid-19 and wanting to get back to a true normal. This so-called “pandemic fatigue” is real. But it’s also contributing to lapses in Covid-19 precautions and to more people getting infected with the Omicron variant. It is becoming starkly clear that this pandemic is not behind us yet. Since late December 2021, Covid-19 infections have been surging, exceeding the rates seen at any other point in the pandemic. The people who are becoming most sick—needing hospitalization or even dying from infection—are the unvaccinated. But new data suggests that older adults who have received two shots of the Covid-19 vaccine but who have not yet received a booster shot are also getting sick and having poor outcomes. The Omicron variant, which spreads very easily, is putting a spotlight on how critical it is for these seniors to get a booster shot— especially older adults living in close quarters with others. As a geriatrician at the University of Virginia, I see patients who are over 65 years old. Many of them have experienced someone close to them becoming ill or even dying from Covid-19 infection in the past two years. Having witnessed this directly, most of my patients continue to practice safety measures to minimize risk of infection, like wearing masks, limiting their exposure to large crowds and practicing social distancing. They want to be able to safely visit with their families and friends. A booster shot has now become an important part of protecting them against infection and poor outcomes.
Renewed focus on boosters
SOME of my patients live independently and have full access to schedule an appointment for their booster and drive themselves to a pharmacy to receive it. Others are not as mobile. Some are homebound or live in a long-term care facility, assisted-living facility or memory care unit. In these cases, my patients can only get vaccinated if the vaccine comes to them. In December 2020 and January 2021, when the first Covid-19 vaccines were becoming available, there was a massive push to get vulnerable elderly people living in long-term care vaccinated. They were considered “Phase 1 priority.” Teams of public health officials and pharmacy staff came to vaccinate these residents as quickly as possible. And the efforts were successful. Nearly 90 percent of the people living in these types of congregate settings received a Covid-19 vaccine. But the recent numbers show that those herculean efforts may need to be replicated in order to reach these community members for booster shots. As of late January 2022, nearly 90 percent of people ages 65 and up have received two Covid-19 shots—but about a third of those, or more than 15 million older adults, haven’t received their Covid-19 booster.

Of all the localities in the region, this capital city recorded the highest vaccination rate for the elderly population without comorbidities, pegged at 77 percent. As ‘Gravediggers’ book sparks outrage, France probes Orpea

In “The Gravediggers,” author Victor Castanet describes the daily life of residents at one of Orpea’s most exclusive retirement homes— overlooking the Seine River in the chic Paris suburb of Neuilly—where patients pay up to 12,000 euros ($13,500) a month. Through interviews with staff, he paints a picture of a residence with an “awful smell of piss” and the rationing of meals and diapers even for the sick, with profit-obsessed managers showing little regard for patient welfare. ATELY we’ve been hearing a new term: multiverse. My grown up son was excitedly telling me about the latest Spiderman film entitled Spider-Man: Into the Spider-Verse. It is supposed to be all about the superhero character co-existing or should I say multiexisting in many parallel alternate worlds and banding together with other Spider-men from various parallel universes to save his universe from an evil being. I told him this concept is nothing new. There’s a film produced in 2001 that also deals with the concept of multiverses and interdimensional travel. In that movie, Jet Li portrays a rogue agent who travels to parallel realities in order to kill other versions of himself to become a mythical super-being known as “The One.” Coincidentally, Facebook’s CEO Mark Zuckerberg recently introduced the metaverse—defined most simply as a virtual world where people can socialize, work, and play—and believes it is the future of the Internet and of his trillion-dollar company. His metaverse idea is closer to the Matrix concept where nothing is real, everything is virtual. Look, this is really nothing new to me. My nerd friends and I have

been talking about this 30 years ago. It is all rooted in the theory. The multiverse theory suggests that the cosmos contains multiple universes, not just a universe. The universe that we know is just one of them. Are you following me? Think about this. Mankind, or humanity, is but a tiny speck on a planet, within a galaxy, that itself makes up just a tiny, infinitesimal fraction of the universe we know. Astrophysicists estimate that so far, we’ve explored only 0.1 percent of this ungraspable vastness, more or less! That being said, isn’t it entirely possible that our universe is just one of many others? Indeed, some scientists believe that there are an infinite number of universes; which means an infinite number of civilizations, histories, and versions of you. Alter egos. In fact, even here in this universe, we can have an alter self or a doppelganger. A doppelganger is a mysterious, exact double of a living person. It’s a German word that literally translates to “double walker” or “double goer.” A doppelganger isn’t someone who just resembles you, but is an exact double, right down to the way you walk, act, talk, and dress. There is a belief that the doppelgänger phenomenon is caused by people
suddenly gaining the ability to tap into another time phase to view alternate versions of themselves or other people. A more scientific explanation is that it is a symptom in schizophrenia and epilepsy, and is considered a possible explanation for doppelgänger phenomena. How likely is it that you actually have a doppelgänger? According to one study, the likelihood of two people sharing the exact facial features is less than 1 in 1 trillion. Put another way, there is only one chance in 135 that a single pair of doppelgängers exists on our planet of more than 7 billion people. Yet, I know at least two people who have met their doppelgangers. However, the multiverse theory is still highly controversial, and we’re not likely to be charting parallel universes anytime soon. To induce a splitting headache in your brain, read more about the so-called string theory, a physics model that says there are many more dimensions that exist out there, at least 10 dimensions that are far more than three dimensions of space that we know—length, width and depth—and one dimension of time. Then if you want to get confused more, there is this socalled Quantum Entanglement, which is the phenomenon by which two particles in totally different parts of the universe can be linked to one another, mirroring the behavior and state of their partner. Quantum entanglement is a phenomenon observed at the quantum scale where entangled particles stay connected (in some sense) so that the action
has forced the government to act. The stakes are high with President Emmanuel Macron facing re-election in April and having to pay attention to the growing demographic of the elderly as France—like the rest of Europe—ages. “We’re going to question the entire group,” Brigitte Bourguignon, the junior minister charged with elderly policy, said on France Inter radio Tuesday, ahead of a meeting with the company’s management. She characterized her reaction to the book as “disgust.” Orpea, which initially called the allegations false, outrageous and prejudicial, is now trying to restore shattered confidence. Quantum entanglement is a bit of a nuisance for classical physics, because it breaks some fundamental laws that we previously thought unbreakable. Nonetheless, studies suggest that quantum entanglement does indeed exist. And even though we don’t understand it, we could still potentially use it. Because of its spooky characteristics, entanglement could eventually become the bedrock of next-generation computing

If two particles from different parts of the universe can mirror each other, is it possible that we have a parallel image of ourselves in another universe? Then there is this thing called antimatter. It sounds crazy, but the sub-atomic particles that make up everything around us— electrons, protons and neutrons— all have evil twins. Antimatter particles are the same mass as normal particles, but the opposite electric charge. And because of this, antimatter wipes out normal matter on contact. Poof! Both are destroyed in an instant. So antimatter has the potential to destroy us and everything we love. But fear not! There’s very little antimatter roaming around in the cosmos. W hat ’s more, antimatter could even prove useful. When antimatter and matter meet and destroy each other, energy is released. In a PET scanner, antielectrons are created and their annihilation in the body allows doctors to create sophisticated images. What’s more, scientists hope to one day use the energy released by antimatter/matter interactions to power spacecraft. Our problem is we seem to be living in our own separate universes. While one half is getting vaccinated, the other half is demonizing vaccines. While the government is mandating mask wearing, many are poopooing it. Let’s not even talk about where we are going as a nation. Our politics are so fragmented and distorted, no thanks to social media platforms, which are flourishing in their own truth-bending and reality-warping universes. We are not locked in. The more we know, the more we don’t know. I guess I will just stick to the verse I know: verses that rhyme and trippingly on the tongue in metered beats. Quoting from one of the songs of a folk singing duet, “Verses out of rhythm, couplets out of rhyme.” “There are more things in heaven and earth, Horatio, than are dreamt of in your philosophy.” Let’s leave it at that. TESDA to add farming-related courses; urges farmers to enroll A

armers nationwide may now avail of the free training in two new courses by the Technical Education and Skills Development Authority (TESDA). Secretary Isidro S. Lapeña said TESDA has been offering six programs tailored for the Rice Extension Services Program (RESP), while Pest and Nutrient Management, and the Digital Agricultural course, will soon be ready for rollout. “Based on the baseline survey [we] conducted in 2020, these are the areas that contribute to the farmers’ yield and income,” TESDA’s director general disclosed. “However, their knowledge about pest and nutrient management and other innovative knowledge on agriculture is still low.”
Lapeña said TESDA had approved 52,421 scholarship slots for the RESP courses last year: Farmers Field School (FFS) on Production of High- Qua lit y Inbred Rice and Seed Certification, Farm Mechanization, A g ro - E nt re pre ne u r s h ip NC (national certificate) II, III, IV, Rice Machinery Operations NC II, as well as Drying and Milling Plant Servicing NC III. O f f e r i n g t h e a d d it i o n a l courses, said the secretary, is TESDA’s response to the baseline survey, and another way to help the rice farmers. For 2022 TESDA is eyeing to
open 50,000 scholarship slots for courses under the RESP. “I encourage a l l our r ice farmers listed under the Registry System for Basic Sectors in Agriculture to avail of various free courses we are offering under the RESP,” he said. “Not only [will these free training upskill them; more important, applying their acquired skills to their farming methods] will help increase their harvest and income.”
The government agency recently reported that more than 38,000 rice farmers and their dependents have finished the courses under the RESP. Its records showed that 26,898 have completed training on FFS on Production of High-Quality Inbred Rice and Seed Certification as well as Farm Mechanization; 4,008 on Service Motorcycle/ Small-Engine System; 3,628 on Rice Machinery Operations NC II; 511 on Agro-Entrepreneurship NC II; and 24 on Drying and Milling Plant Servicing NC III. Each scholar was entitled to a P160 daily allowance, free training and assessment, plus entrepreneurship training and insurance, according to TESDA. Under the RESP, the agency is tasked to “teach skills [in rice-crop production, new ricefarming techniques, seed production, farm mechanization, and knowledge or technology transfer via] farm schools nationwide.” Ma. HE P ubl ic Rel at ions Society of the Philippines (PRSP) recently announced that eight universities were able to move forward to the second phase of the Grand Prix Hack Sprint Edition—the second leg of the recent Students’ PR Congress. They are De La Salle University-Dasmariñas, Far Eastern University, Holy Angel University (HAU), Polytechnic University of the Philippines (PUP), San Beda University, Saint Louis University, University of the Philippines-Manila and UP-Los Baños. These universities successfully advanced after participating in the first phase of the initiative where students nationwide were invited to submit a position paper about
“The Great Resignation,” a topic provided by JobStreet Philippines—platinum sponsor of the event. One team represented each school, composed of three members. In the second phase, the Hack Sprint, students were given 24 hours to develop their communications plan. They were briefed on February 3 and asked to start developing their plan, which were presented in a maximum of 10 slides and submitted on February 4. A jury evaluated and scored the entries, then identified five outstanding teams that advanced to the third and final phase. The Top 5 teams then proceeded to the final round of the competition on February 5, the Pitch Proper, where each team
presented their plan to a select jury composed of industry thought leaders and experts. GROUP of young activists opposed a recently filed bill by Sen. Francis N. Pangilinan which aims to enable the financing of studies of one member of an eligible Filipino household in the country until his or her graduation. Senate Bill (SB) 2495, or the “Bawat Pamilya May College Gradweyt” Act, meant to amend the previous Republic Act (RA) 10931—commonly known as the Free Tuition Law— recognized the economic barriers preventing underprivileged students from universal application, given that their families have more difficulty attaining education. Pangilinan’s proposal aims to expand the provisions of R A 10931 by providing one member of a lowincome family with a full college scholarship and other subsidies until he or she finishes tertiary education. This, however, includes specific parameters that will decide which students are entitled for the program, thus making the initiative “an exclusive one, and not an affirmation of the universal right to education,” according to Samahan ng Progresibong Kabataan (SPARK). “It isn’t enough. The efforts to amend our education accessibility laws are insufficient in the face of greater systemic problems. Pangilinan’s bill, as well as the previous Universal Access to Quality Tertiary Education Act, fails to address root systemic issues,” the group said. With the justification of “at least one graduate per family” in the proposed measure of the senator, SPARK foresees reduction in the appropriation for education. “If the government continues to limit itself on just investing in the education of a select few students, it provides a justification for cutting the education budget as a whole,” the group explained. “Ensuring universal access to quality education should mean more spending by the government. But with neoliberalism abound in the Philippines, it becomes clear why the government would rather not
spend on something they have the duty of providing, such as universal access to education.” The group noted that the hindrances for inclusion within the bill only reinforces the “unjust education system” in the country that holds education, especially the quality kind, “as a privilege, and not a right;” thus, allowing “marginalization and economic disparity to continue and fester.” For SPARK, SB 2495 only offers Filipinos “shallow, surface-level solutions” that will not solve the education crisis in the country. It said: “If we want to fix this issue, we must tackle that root problem. Charitylike programs and meager subsidies can only do so much, and can only go so far.” To address such a concern, the group suggested an expansion of the coverage of the Universal Access to Quality Tertiary Education Act, and eventually implement systemic changes to guarantee that free quality education is available to all in all levels, such as, but not limited to, increasing the education budget as well as the inclusion of students and faculty in the decision-making processes. “To uphold that universal right to quality education is the duty of the government. Our government of elites has so far only given us false hopes and promises, while rejecting the urgent need to tackle the root systemic issue. That is an inherent feature in a government of elites,” it said. “SPARK stands firm, as we always have, on the urgency of the need for free quality education, and for a truly people-centered government that serves the masses. Senator Pangilinan must retract his bill and redirect his efforts toward genuinely ensuring free universal quality education. If [he] insists on his detrimental and tokenistic bill, he must face the verdict of youth and student voters this coming May,” the group concluded. Roderick L. Abad
Phil. School for the Deaf undergoes renovation

HE Philippine School for the Deaf (PSD)—the pioneer and sole government-owned institution for those who are hard of hearing in the country—is currently under renovation through an initiative of 14 student-artists. Dubbed “Pandama: Resonating with Silence,” after the Filipino word for “senses,” the project aims to transform the dining hall of the new PSD dormitory into a multipurpose environment for the deaf. The 89.1-square-meter space will be refurbished into a modular learning, dining and lounging area that can accommodate around 50 PSD students. The room will allocate wide pathways, and will be furnished with rhombus-shaped tables, movable benches with pull-down drawer storage, and a custom folding counter. It will be completed with wall-mounted fixtures—including writing boards, floating shelves and built-in cubby holes. The area will be equipped with specialized acoustic and lighting systems translated throughout a cur v ilinear silhouette ref lected around the area. It will likewise feature sound-absorbing materials such as acoustic panels, soft and padded furniture pieces and curved edges to lessen the noise and vibrational diversions. The lighting design will help minimize eye strain as well as control distractions caused by shadows. There will be a color-coded lighting system to utilize visual cues in signaling or alerting the users: red for emergencies, green for announcements, and blue for lights out. The outreach task is being spearheaded by young innovators from the Interior Design Program of the De La
Salle-College of Saint Benilde (DLSCSB), who applied principles from the Deafspace Design Guidelines by Gallaudet University—a private and premier United States-based institution dedicated for the deaf and hardof-hearing learners. The Pandama team, mentored by IDr. Celiza Sim, is comprised of Erika Ordinario, Tala Gil, Kim Guinto, Kyrah Sy, Patricia Pesebre, Michaela Mandap, Millicent Go, Nina Rubio, Jermela Munji, Aundrea Bunyi, Michael Vazquez, Mica Tempongko, Jasmine Sy and Mark Arana. “Our overall goal was to design a space…inclusive to its users: [one that understands, motivates and] is limitless,” Munji, a Marketing Committee member, shared. “Pandama’s vision is to amplify sensory reach through design interventions permitting the hard of hearing to connect with the space and with one another.” “The design amplifies the fact that these communities are here, and should be seen and heard through a different light: [one] that takes their needs into consideration without limitations through accessible design,” Gil and Guinto, front-of-the-house duo, explained. “Their capabilities are then amplified, as they are more than what they seem.” “It’s a stigma in the Philippines that interior design is a luxury for those who can afford it; and while there is truth to [that] thought, the interior design industry is making strides in cultivating a more innovative and accessible practice that allows well-designed spaces to benefit those who need them the most,” Ordinario, who is Pandama’s project manager, added. Airbnb announces relief program supporting Filipino guests impacted by Covid-19
A
irbnb has announced a new way to support guests as they navigate the impact of a recent surge in Covid-19 cases, via the launch of its Guest Covid Support Program. The company is introducing the program to provide relief to guests no longer able to proceed with their previously booked reservations due to unexpected travel disruptions caused by government mandates—such as border closures or mandatory extended quarantine requirements. For guests in these situations who are unable to obtain a full refund under their hosts’ cancellation policies, Airbnb will provide relief in the form of a travel coupon covering 50 percent of the cost of the unrefunded portion of the reservation. The company is funding this program with $20 million initially to help defray the financial impact to guests, and ensure guests that the company is listening to their concerns. This program is effective immediately, and applies retroactively to reservations that (1) have a check-in date on or after
December 1, 2021, and (2) had to be canceled by the guest due to border closures, government mandates, and certain other Omicron-related travel restrictions not in effect at the time of booking. If guests had reservations for stays with check-in dates on or after December 1, and they had to cancel in advance of check-in due to unexpected travel disruptions caused by government mandates, they are eligible for relief under this program. For example, if a traveler in October booked a stay in Manila with a check-in date for late December—and Manila’s restrictions on outside travel were announced after the date of booking but before the date of check-in— the program would retroactively apply. However, if a traveler books a stay in Manila today while the same travel restrictions are already in place, the program would not apply. Guests who believe their canceled reservations meet the program criteria should contact Airbnb’s 24/7 Community Support team. This program is meant to support guests who have encountered extreme and
unexpected government-mandated travel disruptions due to Omicron and through no fault of their own. Other circumstances such as a guest testing positive
for Covid just prior to a reservation will still be covered by Airbnb’s Extenuating Circumstances policy and therefore will not be eligible under this new program.
Additionally, extreme travel disruptions such as earthquakes, wildfires, etc. that are not related to Covid are also covered under Airbnb’s Extenuating Circumstances policy. “Since the World Health Organization’s declaration of Covid-19 as a pandemic in March 2020, Airbnb has continued to prioritize public health. Our guiding principle has been that people should not travel or host if they are sick with this virus,” shared by Amanpreet Bajaj, Airbnb general manager for Southeast Asia, India, Hong Kong, and Taiwan. He continued, “We are grateful that our Host community as a whole has sought to offer guests greater flexibility—with almost two-thirds of active listings globally now offering moderate or flexible cancellation policies. AN RAMON, California—Samsung is trying to reclaim lost ground in the coveted high end of the smartphone market with a new lineup of Galaxy S models designed to appeal to consumers who are increasingly sharing videos of their antics on TikTok, Facebook, YouTube and other popular apps. Although the Galaxy S22 phones unveiled Wednesday feature some improvements from last year’s models, the differences aren’t dramatic. Samsung is emphasizing new features on the phones that are supposed to produce more vibrant and more stable videos. One of most most noticeable changes is the addition of a built-in pen to take digital notes and draw on the screen of the Ultra model that will cost $1,200. That “S Pen” had to be purchased separately for $40 on last-year’s model, which didn’t include a slot to hold it when not in use. The standard Galaxy S22, priced at $800, and the Galaxy S22 Plus, priced at $1,000, don’t include the S Pen, which was popularized on its Note line of phones that were made more for getting work done than for leisure and entertainment. All three of the Galaxy S22 models—available in stores February 25—are supposed to have longer battery life and better cameras, particularly for pictures taken in dark lighting and for videos that Samsung estimates now account for about 80 percent of Internet usage. The camera improvements largely rely on advances in artificial intelligence technology that aren’t easy to grasp, so the success of the Galaxy S22 models may hinge on how well Samsung’s marketing campaigns can illustrate how the changes will enrich people’s lives, said Forrester analyst Thomas Husson. Almost imperceptible improvements have become all too familiar across all major smartphone manufacturers since 2015, and are unlikely to spur consumers to shell out anywhere from $800 to $1,200 to buy a new one, unless their old device is wearing out, said International Data Corp. analyst Nabila Popal. “These are fabulous devices,” Popal said of the Galaxy S22 phones, “but they lack a ‘wow’ factor. Consumers are feeling like they aren’t seeing anything really new in smartphones from one year to the next.” Samsung, not surprisingly, doesn’t share that view. TM Roh, who oversees Samsung’s mobile devices, hailed the new Ultra as the “ultimate smartphone
that will rewrite the laws of innovation,” during a prerecorded presentation that was streamed Wednesday to promote the latest Galaxy lineup. But Samsung’s most expensive phones have been losing some of their luster recently, even as its cheaper models continue to sell extremely well. In the premium category consisting of smartphones priced at $800 and above, though, Samsung’s global market share has shrunk from 28 percent in 2019 to 18 percent through the first nine months of 2021, according to IDC’s calculations. Meanwhile, Apple’s share of that lucrative segment, has climbed from 63 percent to 72 percent during the same period, based on IDC’s figures. Apple’s gains reflect the iPhone’s loyal following, particularly in the US and China, as well as the company’s marketing savvy that has burnished its brand with a sheen of prestige, Popal said. Likening it
to a luxury fashion designer, Popal dubbed the iPhone the “Louis Vuitton of phones.” The latest iPhones introduced last September have proven so popular that Apple supplanted Samsung as the worldwide leader in total market share across all price categories during the October-December period, according to IDC. With the next generation of iPhones not expected to be released until late September, “Samsung has a great window of opportunity to raise the bar in premium smartphones,” Forrester’s Husson said. Drew Blackard, Samsung’s vice president of product management, disputed IDC’s findings about the the shift in sales in the premium phone market and maintained the company is still holding its own. “We are very comfortable where we are,” Blackard told The Associated Press during an interview. “But we are very ambitious, and have a plan for growth.” ■

ANQING, China—Anything can happen in any sport—particularly in alpine skiing where the elements play major roles of either making or making champions. Two-time Olympic champion Mikaela Shiffrin experienced the worse in her career and was DNF (Did Not Finish) in women’s giant slalom and slalom at the Beijing Winter Olympics earlier this week. And Asa Miller and dad Kelly said Shiffrin found herself in the brutal side of the sport. “It happens to all the top skiers, even to the best,” said the 21-year-old Miller, who didn’t DNF in his Games debut in Pyeongchang four years ago and finished 70th among 120 participants. “Look at any race and some of the best do not finish.” Mikaela Shiffrin, the two-time Olympic champion and one of the most recognizable in the Games, had consecutive DNFs in women’s giant slalom and slalom earlier this week. The American icon crashed in all her runs, spending no more than 20 seconds on the Ice River, the ski course that reared its brutal side to the gold medal favorite. Kelly Miller, an active ski patroller at Mount Hood in Oregon for 27 years, said the key to avoiding a crash is to train and adapt to the course days before any race. “Every race course, how it’s set and the snow conditions change. You try to understand all the variables and plan how to ski it,” Kelly Miller said. “But sometimes you are off and can’t recover from a mistake. I’m sure she [Shiffrin] will come back.” Shiffrin did come back in the Super-G but her time didn’t push her to a medal finish. Also a three-time World Cup champion, four-time slalom world champion and winner of 47 World Cup slalom races, Shiffrin DNFed in a slalom race only three times in the last eight years. “Really what is more surprising is that DNFs are so few,” Kelly Miller said. “In the 229 career Olympic, World Cup and world championship races that Shiffrin has entered, she skied out of a race course just 14 times and has done so only three times in the last four years.” Shiffrin’s previous DNF in slalom before Beijing happened a month ago in a World Cup event in Kranjska Gora, Slovenia. Asa Miller’s American coach Will Gregorak, who arrived here Thursday, said a fraction of a mistake in a second could instantly drive anybody off the course. “That’s what happened to Shiffrin,” said Gregorak, who raced in the World Cup 23 times for the US team. “The sports skiing is one of the sports where people only pay attention when the Olympics comes around. But the nature of the sport of skiing to go on Shiffrin’s level, it is miraculous that she finished the races, as she does attacking, as hard as she does.” Josef Ramos

EIJING—Mikaela Shiffrin completed the super-G at the Beijing Olympics on Friday in a time way out of medal contention—but for the first time in three races at the 2022 Games, she made it to the finish. The two-time Olympic Alpine gold medalist crossed the line at the bottom of a course known as The Rock with a time of one minute and 14.30 seconds. That left her 0.79 seconds behind champion Lara GutBehrami of Switzerland and in ninth place overall after all 44 entrants had taken their turns down the slope. Shiffrin failed to finish her opening run in the two-leg events that preceded the super-G in Beijing: the giant slalom and the slalom, both of which she won at past Olympics. On Friday, she called her skiing “a little bit uncertain—or very uncertain.” “Training has felt really good, but when we got to the race, it felt
different than I thought it would to make the turns. Different enough that I didn’t finish,” she said with a bit of a laugh. “A lot of disappointment over the last week. There’s a lot of emotions and not really easy to reset and know if I was up to the challenge today.” The 26-year-old American never had entered a super-G at an Olympics before, although she did win a gold in the event at the 2019 world championship and a bronze at last year’s worlds. “I didn’t think there was a very big chance to come in and win, or even medal, in this race,” Shiffrin said. “It’s a really big relief to be here now in the finish.... I wasn’t skiing safe or anything. But I also did get to the finish and that’s really nice for my heart to know.” Shiffrin actually started well enough Friday, reaching the initial check point in 12.66 seconds—ahead of Gut-Behrami’s pace. But from there, Shiffrin lost touch with the leader, losing hundredths, then tenths, of seconds along the way. The Beijing Olympics hardly went to plan for Shiffrin at the outset. Couldn’t have gotten off to a worse start, really. First came Monday’s giant

That was followed by Wednesday’s slalom, which she won at the 2014 Sochi Games to become, at 18, the youngest women’s champion in that race in Olympic history. Quite similar to the GS, she skidded wildly on a turn after five gates—this time, her day was done five seconds into the first leg of a two-run event. What was so hard for fans, and Shiffrin, to believe is that not only are the slalom and giant slalom her two best races, and have been for
years, but she almost never makes the sort of mistake that results in a “Did Not Finish” next to her name on the result sheet. The flub in the giant slalom created her first “DNF” in that event since January 23, 2018, a streak of 30 races. Her 47 World Cup slalom wins are more than any other skier in any Alpine event in history. After that second surprisingly quick exit Wednesday, Shiffrin cast some doubt on whether she even would be on the slope Friday, saying: “If I’m going to ski out on the fifth gate, like, what’s the point?” But then she went out Thursday with other athletes for the two allowed practice trips on the super-G competition hill. EIJING—For a country determined to keep out the virus that first emerged within its borders, bringing in more than 15,000 people from all corners of the world was a serious gamble. It appears to be working. One week into the 17-day event, China seems to be meeting its formidable Covid-19 Olympic challenge with a so-called “bubble” that allows Beijing Games participants to skip quarantine but tightly restricts their movement so they don’t come in contact with the general population. There have been 490 confirmed cases—many of them positive tests on symptomless visitors—and no reports of any leaking out to date. Inside the bubble, Olympic organizers are employing a version of the government’s zero-tolerance approach. Everyone is tested daily for the virus, and anyone who tests positive is rapidly isolated to prevent
any spread. Athletes and others are required to wear N95 face masks when not competing. “Arguably the riskiest thing they’ve done so far is to host the Games, and if they can get through that, then they can continue to use this strategy to keep localized outbreaks under control for a long time,” said Karen Grepin, a public health expert at the University of Hong Kong. China has tight restrictions on who can enter China and requires those who do to quarantine at designated hotels for two to three weeks. It responds to even the smallest outbreaks with lockdowns of buildings and neighborhoods, followed by mass testing of all residents to root out and isolate positive cases. The strategy is not without costs. In the run-up to the Olympics, China expanded its lockdowns to entire cities of more than 10 million people to stamp out outbreaks, forcing factories and nonessential
shops to close and restricting people to their residential compounds. A southwestern area of about 4 million people bordering Vietnam has been locked down this week because of an outbreak that has infected about 180 people. In Beijing, two residential neighborhoods remain locked down because of a handful of cases two weeks ago. The closed loop, as the Olympics bubble is officially called, has created two separate worlds. Athletes and other participants aren’t able to visit Beijing’s tourist sites or restaurants and bars in their downtime. Their only glimpses of the city are from the windows of buses that shuttle them from lodging to venues and back. Both their hotels and the competition venues are fenced off with temporary walls; guards are posted to keep people from going out or coming in. Outside, life goes on as normal for most in the nation’s capital.
Select groups—school children, corporate sponsors, winter sports groups, foreign diplomats and journalists among others—are being invited to fill the stands partially, but most follow the Games on their smartphones or TV. “We don’t feel the Winter Olympics are far from our life,” said Yi Jianhua, a retiree from Hunan province visiting his daughter in Beijing. “We can watch it on TV and mobile phone. Although we cannot be there in the venue, we still pay close attention to it, because this is a grand event. Yes, there are regrets but it’s acceptable.” China has had scattered outbreaks in the past month, but none related to the Olympics. On Friday, health authorities reported 22 new cases in an outbreak in Liaoning province, east of Beijing. None of the 450 confirmed infections inside the loop have spread to others in the bubble, Huang Chun, a pandemic control official, said earlier this week.
