Fitch affirms PHL investment-grade rating, but keeps outlook ‘negative’

NTERNATIONAL credit watcher Fitch Ratings announced on Friday that it is keeping its investment-grade rating of the Philippines steady amid the lingering disruptions caused by the pandemic on the economy. Fitch’s outlook on the affirmed rating, however, was kept “negative” as it cited the continuing risk that the satisfactory economic indicators may decline within the policy horizon of a year to 18 months. Reacting to the development, economic managers issued separate statements defending the Philippine economy’s performance, with Finance Secretary Carlos Dominguez noting the country’s debt level remained manageable in 2021 and is seen to remain so this year. Bangko Sentral ng Pilipinas (BSP) Governor Benjamin Diokno, meanwhile, said price and financial stability will help sustain Philippine economic recovery and growth. Fitch Ratings affirmed the Philippines’ Long-Term ForeignCurrency Issuer Default Rating (IDR) at “BBB”, citing the country’s economic gains and sustained recovery from the pandemic. The credit watcher forecasts the country’s gross domestic product (GDP) growth to recover to 6.9 percent this year and rise further

HOWEVER, Fitch assigned a negative outlook to the rating. A negative outlook means the rating could be subject to a downgrade if economic indicators in the country start to deteriorate in the policy horizon of about 12 to 18 months. “The negative outlook reflects uncertainty about medium-term growth prospects as well as possible challenges in unwinding the policy response to the health crisis and bringing government debt on a firm downward path,” Fitch Ratings said. Among the flagged indicators in the country are lagging per capita income and governance, weak government revenue mobilization and sharp rise in the government’s debt-to-GDP ratio.

Fitch also said there are downside risks to their positive growth forecast scenario for the country. “Downside risks to the economic recovery stem from potential pandemic-related scarring effects on medium-term growth prospects and the risk of further Covid-19 waves from new variants,” Fitch said. “Presidential elections scheduled for May 2022 also create uncertainty around the post-election fiscal and economic strategy, although we assume broad policy continuity will be maintained given the Philippines’ record of a generally sound policy framework,” it added. The ratings agency added that these factors could lead to a negative rating action: reduced confidence in a return to strong medium-term growth, failure to reduce the government debt-to-GDP ratio and the deterioration in external indicators, including foreign-currency reserves, current account deficit and net external debt. Meanwhile, a positive rating action from Fitch could result from sustained broadening of the government’s revenue base and strengthening of governance standards.

Risk of a Ukraine war spreading in Europe rests on unknowns By Robert Burns | The Associated Press

ASHINGTON—A Russian invasion of Ukraine would be devastating and a wider European war even worse. Whether a larger war happens would depend partly on Russian President Vladimir Putin’s ambitions, partly on the West’s military response and partly on plain luck.

Although US and European officials have said for days that a Russian invasion appeared imminent, Putin’s government on Tuesday publicly welcomed further security talks with the West. It also announced that some of its forces bracketing Ukraine will be returning to their regular bases, although the United States and its allies said Wednesday they saw no sign of a promised pullback and it was too early to tell whether the threat had receded.

WAR by its nature is unpredictable, and the stakes are enormous, not just for an overmatched Ukraine but for Europe and the United States. At risk, arguably, is the European security order established after World War II and then altered peacefully with the reunification of Germany, the demise of

communism in Eastern Europe, the collapse of the Soviet Union and the expansion of NATO. President Joe Biden has said he will not fight Russia in Ukraine, nor would America’s NATO allies. So a Russian invasion would not automatically trigger a wider war. But if Putin took his offensive beyond Ukraine’s borders onto NATO territory, the United States could get drawn into it. That’s because Washington is obliged by the North Atlantic Treaty to defend its allies, some of whom fear they are Russian targets. “Make no mistake. The United States will defend every inch of NATO territory with the full force of American power,” Biden said Tuesday. “An attack against one NATO country is an attack against all of us.” Biden also said that if any American in Ukraine is targeted by Russia, “We will respond forcefully.” Beyond the seemingly unlikely scenario of Putin deliberately extending an invasion beyond Ukraine, there is a risk that even a limited war could spread as a result of an accident, a miscalculation or a misunderstanding. Once the fighting started, a bit of bad luck could lead to more conflict.

Incidents

AN incident between American and Russian aircraft over the Mediterranean Sea that came to light Wednesday offered a glimpse at how even routine military movements can lead to unsafe results. US officials complained to Russia through diplomatic channels about three incidents last weekend in which American reconnaissance aircraft reported what they called unprofessional intercepts by Russian fighter aircraft. In one case, a Russian SU-35 was reported by American crewmembers to have flown within about 5 feet of a Navy P-8A plane, according to a US defense official who spoke on condition of anonymity to provide details beyond a Pentagon statement. Even if Putin were to back off in coming days and pursue a negotiated path to his security goals, the enormous tension created by his buildup of forces on Ukraine’s borders could have a lasting impact elsewhere in Europe. US allies on NATO’s eastern front, particularly the Baltic states of Estonia, Latvia and Lithuania, which were

Scenarios

A FULL range of scenarios for ending the Ukraine crisis and managing relations with Russia will be on the table Wednesday when US Defense Secretary Lloyd Austin joins a two-day meeting of NATO defense ministers in Brussels. Austin is expected also to meet jointly with his counterparts from the three Baltic states. Biden has ordered about 5,000 extra troops, including a senior Army general, to Europe to demonstrate US commitment to eastern flank allies like Poland and Romania that share borders with Ukraine. Some of those extra soldiers include elements of an airborne infantry combat brigade in southern Poland, not far from the Ukrainian border, preparing for the possibility of being asked to temporarily house and assist civilians who would flee Ukraine in the event of a Russian invasion. Aside from the risk of an unintended or unexpected incident along Ukraine’s western borders, the scope of Russia’s military buildup and its options for disrupting Ukrainian and Western communications offer possibilities for an escalation that could draw in the United States. James Stavridis, a former chief commander of NATO forces in Europe and a retired Navy admiral, says two wild cards in the Ukraine crisis are the prospect of an escalation to cyberwar and the possibility of an

unintended escalation in the Black Sea, where Ukraine’s small fleet is caught between the bigger navies of Russia and NATO nations. “A missile that goes astray and strikes a non-combatant, say a US destroyer, could be explosive,” Stavridis said. He believes cyber warfare would be a central feature of any Russian attack on Ukraine, with the United States and its allies attempting to protect the Ukrainian military’s ability to communicate with and command forces in the field, and to preserve the electric grid and other civilian infrastructure. “That could easily lead to Russian retaliation in the cyber world, broadening the conflict quickly and dangerously,” Stavridis said. Biden cited a similar unconventional danger. “If Russia attacks the United States or our allies through asymmetric means, like disruptive cyber attacks against our companies or critical infrastructure, we’re prepared to respond,” he said. Jim Townsend, who was the Pentagon’s top Europe and NATO policy official throughout the Obama administration, said he sees little chance that Putin would deliberately extend an offensive beyond Ukraine unless he believed Biden would be unwilling to go to war to defend NATO allies. More likely, he said, is an unintended scenario such as a Western military aircraft getting shot down along the border. “My great fear is that we go down a slippery slope that nobody wants,” he said.

Macalintal chides Comelec for forgetting SC ruling, urges halt to ‘Oplan Baklas’

OLITICAL parties, candidates and constitutionalists have gotten strong legal backing from veteran election lawyer Romulo B. Macalintal in their dispute with the Commission on Elections regarding its controversial “Oplan Baklas” drive to tear down illegal— mostly for being oversized—election materials, even those inside private property. T he Come le c , M ac a l i nt a l stressed, “has no power to remove campaign materials posted by noncandidates on their private properties even if such materials do not comply with the size prescribed by the Comelec, without notice and hearing or without giving them the opportunity to be heard.” T he election law yer ca l led untenable and unconstitutional Comelec’s position that Section 28 of its Resolution No. 10730 had provided it can “motu proprio (on its own) immediately order the removal of such campaign materials” because it denied said non-candidates their fundamental right to due process. He chided Comelec for having “easily forgotten how it was reminded by the Supreme Court (SC) in the 2015 case of Timbol vs Comelec that while it may have “motu proprio” power, the same could only be exercised after due notice and hearing.” The SC, added Macalintal, held that “this motu proprio authority is always subject to the (person’s)

opportunity to be heard—an essential element of procedural due process. In election cases, due process requirements are satisfied when the parties are afforded fair and reasonable opportunity to explain their side of the controversy at hand.” Such campaign materials are properties of the owners and they cannot be deprived of their constitutional right to use it without due process, he stressed. Macalintal urged Comelec to immediately stop tearing down alleged oversized campaign materials posted on private properties with the consent of the owners who are non-candidates, without notice and hearing. Meanwhile, he said Section 9 of Republic Act No. 9006 pertaining to Comelec’s power to regulate the posting of campaign materials “only applies to candidates and political parties” as held by the SC in the 2015 case of Diocese of Bacolod vs Comelec. “Surely [such] provision of RA 9006 does not give the Comelec the authority to prescribe the size of a campaign material that a person could post on his own private property,” he said. The SC had added that the “2 feet by 3 feet size, at certain distances, if cannot be read by the general public would render speech meaningless. It will amount to the abridgment of speech with political consequences.”

3 PAF personnel killed, 1 hurt in QC road crash

T

he Philippine Air Force (PAF) has confirmed that three of its enlisted personnel were killed while another one was injured when their vehicle smashed into a concrete barrier at the southbound lane of the Edsa in Quezon City early Friday. “The accident involved four PAF personnel, wherein three were confirmed dead. The only survivor was brought to a hospital for immediate medical treatment,” PAF spokesperson Lt. Col. Maynard Mariano said in a news statement. Killed were Airman 1st Class (A1C) Aaron Cabarle, A1C Angelo Sabado, and A1C Kyle Justine Velasco, all assigned at the PAF’s main headquarters in Villamor Air Base, Pasay City. The injured survivor was identified as Airman Second Class (A2C) Manuel Ognes. Mariano said the accident is now under investigation and no details yet as to the circumstances which led to the mishap. Initial reports from the Quezon City Police District Cubao Police Station said the accident took place around 1:59 a.m. along Edsa corner North Road, Barangay Bagong Lipunan Crame. Ognes was driving a Honda City (NDR 7213) when the accident occurred. They were heading towards Ortigas Avenue when they accidentally hit the concrete and plastic barriers. Witnesses were able to pull out the driver from the car before it burst into flames. “The other passengers (deceased) remained inside the vehicle,” Cubao Police Station commander Col. Elizabeth Jasmin said in the report. PNA

Group presses freeze of 12% VAT on petroleum products

T

HE Samahang Industriya ng Agrikultura (SINAG) is pressing for the suspension of the 12-percent value added tax (VAT) on petroleum products, citing the steady spike in oil prices fueling inflation seen to derail recovery from the pandemic. According to SINAG chairman Rosendo So, they are only seeking a four-month petrol VAT suspension enough to bring down food prices in the market. He reminded that farmers are also using petrol products for their farm machineries, just like the fishermen who also need to buy gasoline for their fishing boats.

The SINAG chairman suggested that the government can very well absorb the foregone revenue from VAT suspension on oil products. He added that the annual revenue collected from petrol VAT range at P32-billion for the whole year, noting this means “only ¼ or 25 percent is likely to be foregone from the proposed VAT suspension.” Still, the SINAG chairman asserted this could be recovered, citing as example the restoration of tariff rates on imported pork. Senate leaders press full-blown probe into ‘disappearance’ of cockfight bettors

he Senate leadership affirmed Friday full support for the initiative of first-term Senator Ronald “Bato” de la Rosa to conduct a full-blown inquiry into the reported mysterious disappearance of 29 cockfighting aficionados. T h is developed a s Just ice Secretar y Menardo Guevar ra ordered the National Bureau of Investigation (NBI) late Thursday to investigate the case of the missing “sabungeros.” Guevarra directed NBI Officer in Charge Eric Distor to look into “and if evidence warrants, to file the appropriate charges against all persons involved and found responsible.” Senate President Tito Sotto III and Senator Panfilo Lacson assured in separate news statements they are backing a Senate probe set to be spearheaded by de la Rosa who, like Lacson, was a former Philippine National Police (PNP) chief. The Lacson-Sotto presidential tandem running under the Partido Reporma ticket vowed to take a break from their campaign sorties, giving priority to ensure justice for the missing cockfighting enthusiasts. De la Rosa, now presiding over the Senate Committee on Public Order and Dangerous Drugs, like Lacson who was a former PNP chief before him, is expected to convene an initial hearing anytime soon. In their regular “Meet the Press” conference on Thursday, the Lacson-Sotto tandem said the “sabong” enthusiasts should be found right away because their lives were at stake. Some family members had already approached the longtime public ser vants for help in f ind ing t he “sabungeros,” who were first reported missing Januar y 14. “So, ako, hindi na kasi ako ‘yung chairman ng public order and illegal drugs sa Senate. Kung ako ‘yung chairman, I think we should call for a Senate inquiry, kasi medyo malala na talaga,” Lacson said. (I am no longer the chairman of the Senate public order and illegal drugs [committee]. If I were still the chairman, I think we should call for a Senate inquiry because it has gotten out of hand.) Sotto said they received information that some of the relatives of the missing persons wanted to divulge something about the e-sabong (electronic or internet cockfighting operation). “So, we’ll find ways to be able to talk to them and if necessary, if none of the members of the Senate presently are not interested, we can always ask the chairman of the Committee on Games to conduct an investigation or hearing from that,” Sotto, the vice presidential candidate added. Earlier, the veteran senators had previously vowed to pass laws to regulate e-sabong owing to the social problems the gambling system was creating, especially among overseas Filipino workers and the youth who are reportedly getting addicted to it. DENR’s Cimatu quits post for ‘health reasons’

E

NVIRONMENT Secretary Roy Cimatu has resigned, citing unspecified health reasons, weeks after a gamechanging decision by government to lift the ban on open-pit mining spurred optimism among mining stakeholders of growth in the sector. Reacting to the news, the Alyansa Tigil Mina (ATM), which has been critical of the DENR’s policies on mining, said in a statement: “We are surprised by Sec. Roy Cimatu’s resignation as DENR Secretary. We are praying he recovers from his health situation.” At the same time, ATM called on Undersecretary Jim Sampulna, who is temporarily taking over, “to listen to mining-affected communities and open the lines for discussion on resolving mining issues and concerns.” The nongovernment alliance also aired hopes that the DENR would consider “reimposing the ban on open-pit mining and the suspension of operations of mining sites that are detrimental to communities.” Cimatu, a former Armed Forces chief of staff, was tapped by President Duterte to head the DENR in 2017.

PHL rejects China’s move to exclude US, other powers in SCS code of conduct talks By Malou Talosig-Bartolome

T

he Philippines has rejected moves by China to exclude the US and other countries from the negotiation of the Code of Conduct (COC) for the South China Sea (SCS). “We want an early conclusion of an effective and substantive Code of Conduct in the South China Sea that excludes no country or power in the rest of the world,” Foreign Affairs Secretary Teodoro Locsin Jr. declared. Locsin and other foreign ministers in Asean are having a two-day “retreat”—informal, free-flowing discussion on various issues—in Cambodia this week. This is the first time all foreign ministers gathered on an in-person interaction since the pandemic started in 2020. For the past two years, ministerial meetings are simply held via video conference call, or a hybrid video call with limited in-person attendance. “Our face-to-face gathering shows we are on the mend; but it will take time if ever for us to go back to the way we were. I don’t

know if we can build back better; I know we must recover what was lost,” Locsin said During his intervention, Locsin immediately steered the discussion on the COC of the SCS that would identify specific actions of six claimants to de-escalate tension and prevent a full-blown war from erupting. The SCS issue remains one of the security flashpoints in the region, and the decades-long dispute included Asean members the Philippines, Vietnam, Malaysia and Brunei and non-Asean members China and Taiwan. Although fence sitters in the SCS disputes, the US, European Union, Australia, Japan, India and other Asean members wanted SCS remains open and that their ships and planes passing through the area will not be hampered. About a third of the global trade transported by sea passes through SCS. Analysts predict that any disruption in the SCS trade would trigger a global economic crisis. “The COC will not nor can it claim for itself the sea after which it is named. That would

curtail the immemorial freedom of the seas and international law,” Locsin said, referring to China since the international name of the disputed sea still bears “South China” on it. He cited Indian External Minister Subrahmanyam Jaishankar whom he met earlier this week in Manila and told him that “in this brave new world there needn’t losers when others gain.” India is a member of the “Quad”—a loose alliance of democracies of US, Japan and Australia—many foreign policy experts say is meant to counter China’s growing power in Indo-Pacific. It has been 20 years since Asean and China have agreed to have a COC. However, until now the only progress so far on the draft agreement is the Preamble. Since then, China has already expanded its occupation by creating artificial islands on the rocks and reefs, and now equipped with military facilities and long-range missiles. “We appreciate initiatives to finally advance the negotiations beyond the provisional approval of the Preamble,” Locsin stressed.

Bigger than Wuhan, Hong Kong virus outbreak defies ‘Covid Zero’ Playbook

H

ong Kong is now dealing with a bigger Covid crisis than the outbreak in Wuhan that heralded the start of the pandemic, throwing into doubt whether China’s “Covid Zero” playbook of mass testing, isolation and quarantine can stamp it out. Daily cases in the city have surged to more than 6,000 from a little over 100 in less than a month, topping anything seen in China’s initial wave centered around Wuhan save for February 12, 2020, when a backlog of reporting saw daily cases spike above 15,000. That, and subsequent outbreaks in China, were brought under control by lockdowns that Hong Kong Chief Executive Carrie Lam said are off the table. Instead, authorities are planning to test each of the city’s 7.5 million residents while turning hotels into isolation centers. However, the testing blitz won’t start until next month, raising concerns the virus will be able to ran rampant in the meantime, further straining an already overwhelmed health system. “Lining up and gathering for testing presents a huge infection risk,” said Jin Dong-Yan, a virologist at the University of Hong Kong. “If the case load reaches tens of thousands as predicted, mass testing will only make things go from bad to worse. What you need to do is to avoid contact as much as possible.” The thousands of daily infections means the opportunity to deploy mainland China’s strategy of mass testing to disrupt transmission has already been lost, Jin said. “In China they are only able to do this because infections are so low so they can shoot mosquitoes with cannon balls.” he said, referring to the outsized response mainland authorities mount at the detection of just a handful of cases. While more is now known about the virus and how to treat it than when it first appeared in Wuhan, Hong Kong is also dealing with the more-infectious Omicron variant.

And while more than 10 billion vaccine doses have been administered worldwide, just 35 percent of Hong Kong residents aged 80 or above have been inoculated, leaving them particularly vulnerable. Hong Kong will report at least 3,600 confirmed Covid cases Friday and about 7,600 preliminary cases, local media outlets reported. Authorities should now aim to mitigate the spread of Covid, rather than seeking to bring cases back to zero, said Ben Cowling, an epidemiologist at the University of Hong Kong. “That means home isolation, home quarantine, and rapid testing to inform people’s behavior,” Cowling said in an interview on Bloomberg Television. “At the moment we’re still seeing every case is supposed to be admitted to hospital. This can’t continue.” Hong Kong is struggling to increase its testing capacity from the current level of just 20,000 a day. Hospitals have also filled up due to the rigid policy of admitting all confirmed infections, even if people are symptom-free. The Hong Kong government is also scrambling to convert hotel rooms into isolation centers while waiting for the mainland to help build a giant isolation facility. “I wouldn’t rule out hundreds of thousands of infections that could be detected by this mass testing exercise,” Cowling said. “Where would all these cases be put because we simply don’t have the isolation facility for that many people.” Lawmaker Michael Tien described the lack of ample isolation facilities as the main obstacle to applying the mainland’s Covid Zero playbook. Mass testing can only be possible after there’s 20,000 to 30,000 isolation units available, he said. “This is actually more about damage control, I think, at this point,” Tien said.

Meanwhile, a political analyst said Marcos’s refusal to participate in some interviews apparently did not affect his numbers in the recent survey conducted by Pulse Asia. DOH reports 52% decline in PHL coronavirus cases

he country’s average daily coronavirus cases from February 11 to 17 are 52 percent lower than the week before that, effectively controlling the spread of the Omicron and other variants, a health official said Friday. “Atin na pong nalampasan ang hamon na buhat ng Omicron at kasalukuyan na po tayong nasa low-risk-case classification (We have overcome the challenge of Omicron and we’re now at low-risk case classification),” Health Undersecretary Maria Rosario Vergeire said in an online media briefing. South Korea keeps crowd limits as Omicron causes 25-fold spike

EOUL , Sout h Korea— South Korea will extend restaurant dining hours but maintain a six-person limit on private social gatherings as it wrestles with a massive coronavirus wave driven by the highly infectious Omicron variant. The 109,831 new cases reported on Friday was another record and about a 25-fold increase from the levels seen in mid-January, when Omicron became the country’s dominant strain. The more than 516,000 infections counted in the past seven days alone raised South Korea’s caseload to over 1.75 million. Long lines snaked around public health offices and testing stations in the densely populated capital Seoul, where health workers in hazmat suits distributed rapid antigen test kits and collected throat and nasal samples from senior citizens and other high-risk groups. There’s also concern that campaigning for the March 9 presidential election could worsen transmissions. Thousands of supporters packed a rally in the southwestern city of Suncheon by ruling party candidate Lee Jae-myung, where they clapped, shouted and chanted his name. Lee’s conservative opponent Yoon Suk Yeol also drew huge crowds during a rally in the southeastern city of Sangju. Omicron has so far seemed less likely to cause serious illness or death than the Delta variant, which hit the country hard in December and January. But cases are growing much faster and appear to be putting the country on a verge of a possible hospital surge. Prime Minister Kim Boo-kyum, Seoul’s No. 2 official behind President Moon Jae-in, acknowledged people’s frustration with extended virus restrictions and the shock on service sector businesses, but said officials couldn’t afford to ease social distancing significantly when

Officials did extend the curfew on restaurants and other businesses from 9 p.m. to 10 p.m. but private social gatherings of seven or more people will continue to be prohibited at least through March 13. People will continue to be required to show their vaccination status through smartphone apps or documents to enter potentially crowded spaces like restaurants, coffee shops, gyms and karaoke venues. “Experts are expecting the (Omicron outbreak) to peak sometime between late February and March,” Kim said during a meeting on anti-virus strategies. “When we reach a point where we could confirm the (outbreak) has peaked and was in decline, we will start meaningfully easing social distancing measures like other nations so that people could go back to their precious normal lives.” T he Hea lt h M i n i st r y sa id about 30 percent of intensive care units designated for Covid-19 treatment are currently occupied. Hong Kong hospitals hit 90% capacity as Covid cases surge

ONG KONG —Hong Kong’s hospitals reached 90 percent capacity on Thursday and quarantine facilities were at their limit, authorities said, as the city struggles to snuff out a record number of new Covid-19 cases by adhering to China’s “zero tolerance” strategy. To ease the strain on the city’s healthcare system, officials said they will take a different approach to hospitalization and isolation policies and allow some patients to be discharged sooner. The move comes amid reports of patients being treated on beds outside a hospital in the city’s working-class neighborhood of Sham Shui Po. Hong Kong reported 6,116 new coronavirus infections on Thursday. Any person in the city who is infected with Covid-19 must be admitted to a hospital or community isolation facility. Under the new approach, people who are infected but present mild symptoms in hospitals and government-run isolation facilities will be allowed to leave after just seven days if they test negative on the seventh day and do not live with anyone in a high-risk group, such as senior citizens, pregnant women or immunosuppressed people. Those who do not meet these criteria must complete the full 14day isolation period or wait until they test negative, according to health officials. Health experts from mainland China arrived in Hong Kong to help the city raise its testing capabilities and assist with medi-

cal resources and facilities. Hong Kong leader Carrie Lam welcomed them at the land border with the city of Shenzhen. “Fighting the pandemic is our paramount task,” Lam said. “We will devote every resource and manpower we have. We will impose any measures that we should. The aim is to make sure Hong Kong people’s lives and health are protected and to uphold Hong Kong’s stability.” Authorities reported 24 new deaths over the past week. The city has now confirmed a total of 16,600 infections, with 219 deaths. “In the last few days, we have had a lot of emergency cases where we had to accommodate patients in tents,” said Chuang Shuk-kwan, the head of Hong Kong’s Communicable Disease Branch, during a regular Covid-19 briefing Thursday. “For these situations, our medical staff are very unhappy. We are worried about our patients’ care,” she said. The city’s Hospital Authority has appealed to medical professionals for assistance, asking doctors in private hospitals to help treat patients at quarantine facilities. California adopts nation’s 1st ‘endemic’ virus policy

ACRAMENTO, California— California became the first state to formally shift to an “endemic” approach to the coronavirus with Gov. Gavin Newsom’s announcement Thursday of a plan that emphasizes prevention and quick reaction to outbreaks over mandated masking and business shutdowns.

The milestone, nearly two years in the making, envisions a return to a more normal existence with the help of a variety of initiatives and billions in new spending to more quickly spot surges or variants, add health care workers, stockpile tests and push back against false claims and other misinformation. “We are moving past the crisis phase into a phase where we will work to live with this virus,” he said during a news conference from a state warehouse brimming with pandemic supplies in Fontana, east of Los Angeles. The first-term Democrat, who last year survived a recall election driven by critics of his governance during the pandemic, promised the state’s nearly 40 million residents that as the Omicron surge fades, “we’re going to keep them safe and we’re going to stay on top of this.” A disease reaches the endemic stage when the virus still exists in a community but becomes manageable as immunity builds. But there will be no definitive turn of the switch, the Democratic governor said, unlike the case with Wednesday’s lifting of the state’s indoor masking requirements or an announcement coming Feb. 28 of when precisely schoolchildren can stop wearing face coverings. And there will be no immediate lifting of the dozens of remaining executive emergency orders that have helped run the state since Newsom imposed the nation’s first statewide stay-home order in March 2020. “This pandemic won’t have a defined end. There’s no finish line,” Newsom said. The World Health Organization declared the Covid-19 outbreak a pandemic on March 11, 2020, and with Omicron fading in many parts of the world some countries have begun planning for the endemic stage. But no state has taken the step Newsom did and offered a detailed forward-looking plan. Republicans have been frequent critics of Newsom’s handling of the coronavirus and were quick to disparage his latest effort. State GOP Chairwoman Jessica Millan Patterson called it “an extralarge helping of word salad” and renewed the call to “follow the lead of other blue states and end his state of emergency or lift his school mask mandate.” Newsom’s plan sets specific goals, such as stockpiling 75 million masks, establishing the infrastructure to provide up to 200,000 vaccinations and 500,000 tests a day in the event of an outbreak, and adding 3,000 medical workers within three weeks in surge areas. Newsom’s administration came up with a shorthand acronym to capsulize key elements of its new approach: SMARTER. The letters stand for Shots, Masks, Aware-

ness, Readiness, Testing, Education and Rx, a reference to improving treatments for Covid-19. Dr. Jeffrey Klausner, an epidemiologist at the University of Southern California, said while some may argue these should have come sooner, he believes “the timing is right on.” “Surveillance, testing, vaccination and treatment make the context very different and make it appropriate to shift our response from a pandemic response of trying to do everything possible, to a more rational response to try to implement things that we have strong evidence that work,” Klausner said. The plan includes increased monitoring of virus remnants in wastewater to watch for the first signs of a surge. Masks won’t be required but will be encouraged in many settings. If a higher level of the virus is detected, health officials will determine if it is a new variant. If so, state and federal officials have a goal to determine within 30 days if it responds to existing tests, treatments and immunities from vaccines or prior infections. California’s health secretary, Dr. Mark Ghaly, said one of the goals is to avoid business closures and other far-reaching mandates. However, he said the state’s requirement that schoolchildren be vaccinated against coronavirus by fall remains in effect. The plan includes new education, including “myth-buster videos” to fight misinformation and disinformation and help interpret ever-evolving precautions for a confused public whiplashed by safeguards that seemingly shift by the day and vary across county lines. In coordination with the federal government, it calls for a first-inthe-nation study of the pandemic’s direct and indirect impacts longterm on both people and communities. All this will cost billions, much of it already outlined in the pandemic response package Newsom sought as part of his budget last month. That includes $1.9 million that lawmakers already approved to boost staffing at hospitals and increase coronavirus testing and vaccine distribution, as well as existing money and anticipated federal funds. His proposed budget also includes $1.7 billion to beef up the state’s health care workforce, with more investment in increased laboratory testing capacity, data collection and outbreak investigation. Newsom, who has faced criticism for sometimes failing to follow his own rules, defended keeping in place some of his executive emergency orders, which he said most recently have allowed the

UN council backs diplomatic solution, but no Russia pledge against invasion

NITED NATIONS—One by one, UN Security Council members called for a diplomatic solution to the crisis in Ukraine. Even Russia’s deputy foreign minister said everything should be done to find a diplomatic solution. But he didn’t respond to US Secretary of State Antony Blinken’s appeal to state unequivocally that Russia will not invade Ukraine. So what Blinken called the most immediate threat to international peace and security in the world today remains, with all eyes still on Russia. The annual Security Council meeting was called by Russia to focus on implementation of the Minsk Agreements aimed at restoring peace to eastern Ukraine where Russian-backed separatist have been at war with government troops since Moscow’s invasion of Crimea in 2014. The open session brought together all the key players who now confront broader security grievances from Moscow: It is demanding a NATO ban on Ukraine joining the alliance, which its members say is impossible. Blinken, alluding to a speech to the Security Council by his predecessor Colin Powell in 2003 laying out purported US evidence of Iraqi weapons of mass destruction ahead of the American invasion which turned out to be erroneous,

told council members he wanted to be clear: “I am here today not to start a war, but to prevent one.” But Blinken said US information indicates that the more than 150,000 troops Russia has amassed around Ukraine “are preparing to launch an attack against Ukraine in the coming days.” He said the world can expect Russia “to manufacture a pretext” for its attack, possibly fabricating a terrorist bombing inside Russia, inventing the discovery of a mass grave, staging a drone strike against civilians or a fake or real attack using chemical weapons. In the past few days, Russian media “has already begun to spread some of these false alarms and claims, to maximize public outrage,” he said. Blinken outlined a scenario in which this could be followed by high-level Russian emergency meetings saying the government must respond “to defend Russian citizens or ethnic Russians

in Ukraine,” which would be followed by attacks using missiles and bombs, jamming the country’s communications, shutting down key Ukrainian institutions, and tanks and troops advancing on key targets including the capital, Kyiv. Russia’s Deputy Foreign Minister Sergey Vershinin, who spoke just before Blinken, did not address the military build-up on Ukraine’s borders. Instead, he accused Ukraine of failing to implement the Minsk Agreements, which he called “the only legal basis to settle the civil conflicts in the east of Ukraine.” And he accused Ukraine’s “Western sponsors” of supporting the government, which has pushed “the Ukrainian hotheads to new excuses and military adventures against their own people.” “Many millions in (eastern) Donbass are still presented as foreigners in their own country. They have automatic rifles, sniper rifles, Howitzers and strike drones targeted at them,” Vershinin said. The Russian minister referred to a document circulated to the Sec u r it y Cou nc i l Wed nesd ay night alleging that crimes have t a ken pl ace i n sout hea ster n Ukraine, telling members: “You will be horrified by it.” After the 15 council members spoke, US A mbassador Linda Thomas-Greenfield said the United States hoped it would hear a response from Vershinin to Blinken’s call for Russia to announce that it won’t invade Ukraine. “But instead, it was a continuation of the disinformation and the rhetoric that we continue to hear, and we’ve heard before,” she said.

Vershinin responded saying “no one” has or will ever say words on behalf of Russia like “war aggression” that were used by some council members. Later, he told reporters that “we reiterated very firmly our commitment to the de-escalation and peaceful solution of this crisis, once more being based on the Minsk agreements.” He called on Western capitals to “drop and to stop this hysteria about the intentions of Russia in the region,” and reiterated Moscow’s announcement that after military drills Russian troops would return to their bases in Russia. “I believe in diplomacy and I’m glad that our partners belief in diplomacy,” Vershinin said. “Certainly we should do all that is possible to find a diplomatic and peaceful solution for this interUkrainian crisis and conflict.” But Thomas-Greenfield told reporters that “what we heard from Russia today and out of Russia in recent days has been exactly the kind of incendiary rhetoric and disinformation that we and others have been warning about.” “ T he rest of t he Sec u r it y Council has delivered a clear, unambiguous message to Russia to pursue the diplomatic path, do not pursue the path of confrontation,” she said. “Unfortunately, this is not the path Russia has chosen.” European council members France, Ireland, Albania and Norway, joined by Germany, Estonia and the European Union delegation echoed UN Secretary-General Antonio Guterres’ urgent call to resolve the Ukraine crisis through

Britain’s deputy foreign minister James Cleverly urged Russia “to match its words with actions, to withdraw its troops, to engage in meaningful talks and to act in the best interests of peace, security and stability in Europe.” China’s UN Ambassador Zhang Jun, a close Russian ally, said Beijing subscribes to Guterres’ view that even the most intractable issues can be solved by diplomacy and supports “his good offices aimed at reducing tensions.” But he also supported Moscow’s opposition to NATO membership for Ukraine. Ukraine’s UN Ambassador Sergiy Kyslytsya told the council his country remains committed to peaceful resolution of the conflict “by political-diplomatic means” but said, “in the even of Russia opting for escalation, Ukraine will defend itself.” He accused Russia of carrying out a blockade of large parts of the Black Sea under the pretext of naval exercises, a disinformation campaign and cyberattacks as part of a “”hybrid war against Ukraine.” And he called Russia’s accusation that Ukraine is carrying out “genocide” in the occupied east “fake and irresponsible” propaganda. Biden: Russian threat to invade Ukraine within days ‘very high’

YIV, Ukraine—Fears of a new war in Europe resurged Thursday as US President Joe Biden warned that Russia could invade Ukraine within days, and violence spiked in a long-running standoff in eastern Ukraine that some worried could provide the spark for wider conflict. World dignitaries raced for solutions, but suspicions between East and West only seemed to grow, as NATO allies rejected Russian assertions it was pulling back troops from exercises that had fueled fears of an attack. Russia is believed to have built up some 150,000 military forces around Ukraine’s borders. Concerns escalated in the West over what exactly Russia is doing with those troops, which included an estimated 60 percent of Russia’s overall ground forces. The Kremlin insists it has no plans to invade, but it has long considered Ukraine part of its sphere of influence and NATO’s eastward expansion an existential threat. UBAI, United Arab Emirates—Saudi Arabia is signaling it isn’t willing to pump more oil and won’t push for changes to an agreement with Russia and other producers that has kept a lid on oil production levels. This has Washington concerned as gasoline prices rise and tensions with Russia over Ukraine fuel market uncertainty. The Biden administration dispatched Brett McGurk, the National Security Council’s Middle East coordinator, and the State Department’s energy envoy, Amos Hochstein, to Riyadh on Wednesday to talk about a range of issues—chief among them the ongoing war in Yemen and global energy supplies. Asked by reporters in Washington whether the US officials were also urging Saudi Arabia to pump more crude to alleviate high oil prices, White House press secretary Jen Psaki said she did not have more details on the meeting. A White House official said the two US officials had not asked the Saudis to increase oil production at their meetings in Riyadh. The person insisted on anonymity. Saudi Arabia has the ability to produce some 12 million barrels a day, but its output is around 10 million barrels a day in line with the Opec+ curbs made during the coronavirus pandemic. HE National Capital Region is expected to be downgraded to Alert Level 1 by March 1, and with the easing of restrictions on all government offices, the Social Security System should now lift its restrictions on face-to-face Annual Confirmation of Pensioners (ACOP). The SSS has asked the 3 million pensioners to comply with the ACOP until March 31, 2022. The monthly pensions of those who fail to comply will be stopped on the following month. Senior citizen and journalist Emmanuel Geslani said that the other methods of the SSS for ACOP compliance is thru mail, drop, courier, online or thru chats with the SSS staff by enrolling in the MYSSS account. Geslani is appealing to the SSS to allow pensioners to comply with ACOP by personal appearance, which was the regular means to assure the pensioners’ continued monthly pensions. Many of the SSS pensioners are not computer literate and a lot of them, especially in the provinces, do not have computers to use for online compliance. It’s also a challenge to most of them to complete the ACOP form online, assuming they are able to get a computer for this purpose. Another burden is to bring the completed ACOP form to the nearest SSS branch office for drop box, mail or courier. This is additional expense, so why not just go to the SSS office for their ACOP compliance. The requirements that Geslani opposed is the inclusion of a medical

certificate in the envelope containing the ACOP application, two IDS, self declaration of non-marriage, and signatures of the bank manager or the Barangay chairman when filing through mail or drop box. The requirement of a medical certificate will be a burden to many pensioners who will have to spend for the medical exam, and they might have difficulties or are unable to see a doctor in their localities. SSS removed the face-to-face confirmation of its pensioners amid the pandemic and due to the rise in alert levels in the country. The agency suspended the ACOP for almost two years as a concession to the pensioners. However, from October 1, 2021 to March 31, 2022 pensioners are now required to confirm their existence thru the different methods like mail, drop box or online. The IATF has downgraded the NCR classification to alert level 2 and expects to go to Alert Level 1 by March 1. Hopefully, the relaxations of alert levels with follow in other areas in the country. It is now the right time for SSS to return to the face-to-face confirmation for the benefit and ease of millions of senior pensioners. After all, they who deserve more in life should not be burdened by bureaucratic systems. The lowering of the NCR to low risk and Alert level 1 in March will allow more personnel of SSS to attend to the needs of our pensioners, instead of making it more difficult for them to receive their hard-earned pensions. VEN now in her early 70s, Aurit, my wife, still plays the piano quite well, although her fingers aren’t as nimble and flexible as when she was younger. If truth be told, she had the potential to be an outstanding concert pianist. That’s what her teachers and even one acclaimed visiting foreign pianist told her. The road of life has twists and turns. Something can turn us around and change our plans and dreams. She met me, we got married and had children, and she gave up a future career as a piano concert performer. But then she did not let her prowess as a pianist go to waste. As one door closes, another one opens. She gave piano lessons for a while and then found new joy in being an accompanist.

She had a great stint accompanying budding pianists, violinists, cellists, flutists as well as vocal groups and individual singers. Many went on to build successful careers. But came the time when my wife had to stop due to age and health issues. What she cherishes most in her memory is accompanying a retired tenor who every Saturday afternoon would sing arias from the great operas such as “Nessun Dorma,” or “Tatarin” and other immortal operatic songs. The old school gentleman was once the toast of Philippine opera and probably those Saturday afternoon interludes were his way of reliving the glory of yesterday’s performances. It’s a demanding but a thankless job, underappreciated and overlooked but

The moment a performance is under way, she is completely lost in the moment, filled with the joy of bringing to life magnificent music in synchrony with a soloist performer. This is the key to being an excellent accompanist: to accept fully one’s supporting role as an inconspicuous “collaborator,” providing the musical boost and upliftment that a soloist or singer needs to soar in highpressure settings like concerts, competitions and auditions. She is single-mindedly focused on helping the solo performer give her best, muting or covering her inadequacies or lapses, always making sure not to drown her rendition. As one musician said, accompanying is based on a desire for completion—“to be whole, to

be in harmony, to be connected.” But accompanying is not just confined to the world of music. Even world-famous performers and achievers in other fields of endeavors had accomplices to enable them to scale heights never reached before. For every hailed hero who gets to the top of Mt. Everest, there is a Sherpa who accompanied and supported him all the way to the top. In business, we know the main performer, but we tend to forget the partner who made their success possible. Bill Gates and Paul Allen built Microsoft, as we know it today. But note that one of them is more known because the other didn’t mind being the silent half. Where would Steve Jobs be without Steve Wozniak? The fusion of Woz’s technical skills and Jobs’ business foresight gave birth to Apple. Of course you know who became more famous. It was the same with John Lennon and Paul McCartney who together achieved tremendous success as a songwriting team. They complemented and completed each other. But when they parted ways and went on their respective solo careers, their compositions were not as great as when they “accom-

Every one of us is needed to serve as a wind beneath the wings of another person, content to let her shine, always walking a step behind, to paraphrase the lines of that popular song. If so, with generosity of spirit, let us strive to give it our best to support the people we love and work with and enable them to “fly higher than an eagle,” so they can

In the Oscar Awards, supporting actors get their due recognition. So why shouldn’t we rise and silently applaud all the supporting cast in our daily lives? Let us remember to celebrate them by showing our gratitude and recognition in whatever way we can. Let’s give one big round of applause to all the unsung accompanists of the world!

Introduced in 1997, the program was designed as one of the ADMs offered by any public or private school, in response to the needs of learners who are unable to attend formal schooling due to medical conditions or family circumstances. “Aside from our current interventions, we have strengthened our homeschooling program to ensure our learners have choices

HE United States government, through the US Agency for International Development (USAID), recently handed over nearly P10 million worth of early-grade reading materials in the Maguindanaon language to the Ministry of Basic, Higher and Technical Education (MBHTE) for the province of Maguindanao, Cotabato City, and special geographic areas in the province of Cotabato. The materials will benefit nearly 100,000 children from K indergarten to Grade 3, and more than 2,000 teachers in the region. Ramos, who heads the SEARC A Training for Development Unit (T4DU) said the participants are from Agusan del Sur State College of Agriculture and Technology, Aklan State University, Benguet State University, Bulacan Agricultural State College, Cagayan State University, Ifugao State University, Ilocos Sur Polytechnic State College, Jose Rizal Memorial State University-Dapitan City, Occidental Mindoro State College, Romblon State University, Sorsogon State University, University of AntiqueH a mt ic C a mpu s, Un ive rs it y of Eastern Philippines, University of the Philippines-Los Baños (UPLB), Visayas State University, and West Visayas State University. LOBAL informationtechnology services, consulting and business solutions organization Tata Consultancy Services concluded its Sustainathon Philippines 2021 on January 28 in an exclusive online event, as students from the University of the PhilippinesCollege of Medicine and De La Salle University-Manila bagged top place with their entry: “Read-IO Works.” Various challenges and issues surfaced when the country’s education sector embraced distance and flexible learning amid the pandemic. Foremost of these are lack of resources, Internet access, as well as a clear and stable line of communication between teachers and students. Through TCS Sustainathon Philippines 2021, TCS hopes to encourage and empower the Filipino youth in using technology to explore solutions for these problems their generation experiences first-hand, while collaborating with local stakeholders such as businesses and schools. St udents f rom va r iou s parts of the country pitched their proposed solutions for the local theme. Among the submissions, 10 groups made it to the finals. Technologies developed by the teams involved web and mobile apps, as many programs were included to provide convenience and flexibility in education. Their entry delved into realizing a deep-learning enabled, digital game-based reading intervention centered on phonics and oral-reading fluency. The invention gives way to evidence-based instruction, as well as game-based assessments that are not only accessible for off line use, but leverages on the gadgetdistribution initiatives of the Department of Education. Their entry is about gamifying students’ online learning space which helps in initiating active thinking and peer-to-peer learning through interactive games. More than anything, learning is best done with peers, where students can learn vital knowledge, as well as develop values of teamwork and leadership. TCS Sustainathon Philippines 2021 Finals’ champion will receive P150,000 in cash prize, while third and second placers will take home P50,000 and P100,000, respectively. TCS Sustainathon Philippines 2021 was in partnership with the Asian Development Bank and its Southeast Asia Development Solutions, Converge ICT Solutions Inc., Gokongwei Brothers Foundation, De La Salle-College of Saint Benilde, Ronald McDonald House Charities of the Philippines Inc., Edukasyon.ph, and United Nations Sustainable Development Solutions Network-Youth. “TCS Sustainathon Philippines showed us the extensive knowledge and passion of the younger generation to deliver solutions to improve the current situation of our education sector,” said TCS Philippines Country Head Shiju Varghese. “We, together with our partners, are all impressed with the work that we saw… from these students, and how they utilized technology for the better. n easing of Covid-19 alert levels in Manila allowed me, my wife, Grace, and my son Jandy to take a break from the confines of our home and make our long-awaited visit to the National Museum of Natural History (NMNT), one of the National Museum of the Philippines’ (NMP) three-component museums (the other two are the National Museum of Fine Arts and the National Museum of Anthropology). Following protocol, we reserved and booked slots online a few days before our visit.

Constructed in 1940 as the Agriculture and Commerce Building, this sixstory museum was designed in a NeoClassical style by Architect Antonio Toledo. Destroyed in World War II, it was reconstructed in 1949 according to the original plans. At some point in time, the building was occupied by the Department of Tourism (DOT). In 2015, the building became the NMNT when the DOT moved its offices to Makati. After a nearly P1 billion renovation, the museum was officially inaugurated on September 30, 2017, and on May 18, 2018, the NMNT opened. At the atrium is a fitting introduction to the museum—the striking “Tree of Life.” This commanding DNA-like, double helix architectural structure, linking the dome to the atrium’s ground, broadens near the roof, making it similar to a tree trunks leaves and branches extending in the canopy of the museum. However, its scenic central elevator, itself an attraction, was closed during our visit. It would have offered a great 270-degree view of the museum’s foyer/atrium. The National Museum of Natural History has six floors with 12 galleries that display zoological, botanical, and geological specimens with interactive displays, video guides, diagrams, and illustrations integrated. Before ascending the ramp system that allows visitors to move from one floor to the other with ease, we first visited the Richard McGregor Hallway and its collection of 88 foreign and 8 petrified wood, donated by Larry and Pat

Gotuaco to the NMP in 2018. Behind the glass, we also saw the Philippine eagles Gemma and Tinuy-an mounted in the form of taxidermy. The First Floor houses the Hyundai Entrance Hall, Lower Courtyard, Education, Function Halls, and Visitor Services. The Hyundai Entrance Hall houses a prominent highlight of the museum’s osteological collection, the almost completely intact, 13.5 m (43.5 ft) long skeleton of the Marinduque Sperm Whale hanging from its ceiling. At the Lower Courtyard is the large-scale glass sculpture “ARCANUM XIX, Paradise Regained” (1976) by renowned glass sculptor Ramon Orlina. The Second Floor houses two galleries, the Upper Entrance Hall, the Shell Philippines Centennial Upper Courtyard, and the Ayala Reception Hall. Hanging from the ceiling of the Ayala Reception Hall is the skeleton of “Lolong,” the former Guinness World Records holder as the largest saltwater crocodile in captivity from September 3, 2011, until his death on February 10, 2013. Gallery XI (Our Natural Inheritance), at the Phinma North Exhibition Hall, focuses on climate change. Here, you can learn about various environmental issues that the country has been facing over the years. Gallery XII, at the Phinma South Exhibition Hall, houses temporary exhibits. Giant tapestry posters along with this courtyard feature three unique animals endemic to the Philippine archipelago—the Philippine Eagle, the Tamaraw, and the Philippine Tarsier. The Third Floor houses two galleries. Gallery IX (Mangroves, Beaches, and Intertidal Zones), at the Bloomberry North Exhibition Hall, highlights the different types of coastal ecosystems such as beach forest, intertidal zone, mudflat, sandy beach, seagrass bed, and mangrove forest. Gallery X (The Marine Realm), at the Bloomberry South Exhibition Hall, provides a closer look at underwater

scenes. Check out the replica of a submarine which presents an interactive underwater experience. On the Fourth and Fifth Floor each house four galleries. Gallery V (Mossy, Montane, and Pine Forests), at the Zuellig Family Exhibition Hall, is about the highelevation forests of the Philippines and the wildlife that inhabits these particular types of forests. Gallery VI (Lowland Evergreen Rainforests) is a facsimile of the most common forest type in Southeast Asia and the Philippines. Gallery VII (Ultramafic and Limestone Karst Forests), at the First Philippine Holdings Exhibition Hall, features mini replicas of these two unique forests types as well as a replica of a cave.

N 2021, many people stayed home and became K-pop and K-drama fans and that was exciting as our previously “civilian” friends got into the things we love. The Philippine entertainment scene also got a boost, thanks to blockbusters like He’s Into Her, featuring the popular loveteam of Donny Pangilinan and Belle Mariano (known as DonBelle). The entertainment audience is very active on the side of Twitter, known as stan Twitter. Movie buffs, music junkies and series binge-watchers all gather on the app to share their thoughts on the things they enjoy. Content related to streaming platforms content grew with 25.5 million tweets in 2021 around shows and movies on streaming services from Southeast Asia, said Twitter. People went on Twitter to discuss fan theories and express their excitement whenever a movie or show teaser dropped. Philippine entertainment in 2021 saw a boost in streaming content, music, films and TV show conversations, while the most talked about streaming services on Twitter were Netflix, iFlix, iQIYI, Viu and WeTV. From Twitter, here’s a rundown of what kept Filipinos entertained in 2021.

Content on demand

THERE were 4.4 million tweets about streaming platforms content from January to October 2021. Viewers had a variety of choices with streaming services providing every genre of entertainment possible on-demand, and they took to Twitter to share when new seasons or episodes dropped. K-drama and superheroes movies, which has expanded its audience through streaming services, appealed to global viewers of all genres. From Hometown Cha-Cha-Cha to the raves for WandaVision, Filipinos tweeted their reactions to every episode. Aside from international content, people were also interested in locally produced content available on key platforms. A milestone for Filipino pop culture in 2021 was the release of the animated adaptation of Trese on Netflix.

Love local TV

THE rise of streaming platforms does not dampen the continuous growth of conversations around local TV in the Philippines. There were over 27.4 million tweets about the shows He’s Into Her and The World Between Us. Celebrities also dominated the conversation about local TV as fans continued to tweet their support for their favorite individual stars and loveteams like Maine Mendoza and DonBelle.

Cinema feels at home

EVEN if most cinemas are still closed, the conversation around cinema and movies is going steady in the Philippines. Twitter recorded more than 3 million tweets about cinema from January to October 2021, most of which were tweets celebrating locally produced movies, such as Princess DayaReese and Hello Stranger: The Movie, and the strong interest in the actors who topbilled these movies. International movies also remained popular, proving that Filipinos are among the first movers when it comes to knowing the latest in global content, from seeing the much-awaited Justice League Snyder Cut and hyping the buzz for Spider-Man No Way Home.

Staying in tune

THE biggest growth on Twitter regarding entertainment conversations went to music with a whopping 92.8 million tweets from January to October 2021. Stan Twitter is home to many fandoms. Filipino group SB19 ruled the scene, and was and still is the most talked-about band in the country. Since the Philippines is one of the top markets on K-pop Twitter conversations, some of the most talkedabout artists in the stan Twitter world were BTS, EXO and TWICE. ■

New Pokémon Legends video released THE Pokémon Co., headquartered in Minato-ku, Tokyo, with CEO Tsunekazu Ishihara, has released a Pokémon Legends: Arceus Hisui 360° View video. It features the setting for the Pokémon Legends: Arceus, Jade Region in 360 degree view. In the Hisui 360° View video released this time, the Pokémon company recreated a realistic world where you can “immerse” in the rich nature and vast land of the Hisui Region, the stage of this adventure. In the video, the player can encounter Pokémon by clicking or tapping on the screen. MICROPROCESSOR manufacturing colossus Intel recently said gaming across platforms is getting more popular in the Philippines specially among the younger generation “While I can’t break out exact numbers, I can say that the Philippines is a very important and growing market for Intel in APAC, especially from a gaming tech perspective. By our own internal estimates, we saw the total addressable market (TAM) for PC sales in the Philippines grow by 12 percent from 2019 to 2020, and by another 20 percent from 2020 to 2021,” Steve Long, Intel corporate vice president and general manager for Asia Pacific and Japan (APJ) region, told BUSINESSMIRROR in an e-mail interview. Although mobile gaming remains popular to a majority of Filipinos, Long pointed out that Intel is playing an important role in the cloud gaming infrastructure and helping enable cloud processing that several mobile games rely on for a great consumer experience. From an ecosystem perspective, Long said Intel is covering all the bases and providing the best hardware available and software optimizations to boost gaming, streaming or mega-tasking across a multitude of

devices. “Speaking about the gaming market broadly, we know that gaming on mobile devices is hugely popular in the Philippines, as it is in much of Southeast Asia. This can be attributed to factors such as portability, high smartphone penetration, free-to-play apps, and improving Internet speeds,” Long explained. Furthermore, Long said PC gaming is also popular, and esports is gaining momentum. Citing research group Statista, Long said around 70 percent of the men’s urban population and 61 percent of women in the Philippines played games on personal computers in 2020. ABAD Contributor FOR singles or hopeless romantics out there, chances are they can have a date at a click of a button since four out of 10 people in the Philippines are dating on the web under the “new normal,” according to a womenfirst dating and social networking app. Based on its latest research on the top trends that will shape the dating scene in the country this year, dating app Bumble reported that 42 percent of Filipinos have been using a dating app since the Covid-19 pandemic and claiming to be optimistic about it in 2022. The health crisis has brought a lot of changes for daters, but many have adjusted along the way by embracing video chat and planning virtual dates. Among the research findings is that 68 percent of Bumble users nationwide are ready to hit the reset button on their dating journey in the new year. Talking about the impacts of the pandemic on them, 67 percent of daters on the app claimed that it has drastically changed what they are looking for in a partner while 75 percent said that it has made them now prioritize finding a lover who is more emotionally available. “Slow dating” is empowering to have better quality chats on the web as 32 of the survey respondents admitted that they are taking their time to know their dates with video dates before meeting in person and taking things to the next level. Their search for someone might have shifted, per the study, but this hasn’t necessarily made dating super serious. In fact, the ensuing crisis has made 77 percent of people question what their “type” even is. Looking ahead this year, 43 percent would describe their dating approach as exploratory and 46 percent as adventurous. More Filipinos are now looking for partners outside their city with 59 percent of participants claiming they are open to dating someone living in another town or city. It is also shown that those clingy on their partners won’t bother to be seen by other people as 79 percent said they are more open to public displays of affection post-pandemic. Netizens are more open to finding a new activity amid the pandemic, with 78 percent of the app’s users having picked up new hobbies and skills as 63 percent are planning their dates around their new pastimes. The report indicated this as an easy way for people to get back into dating post-lockdown by doing something they already love and it’s a great way to connect over shared interests. “The last two years have given people an enormous amount of time and space for self-reflection, and have been all about change and discovery,” Bumble Asia Pacific Communications Director Lucille McCart said. “2022 is going to be the year that we put this all into action, with the knowledge that we are able to date on our own time and at our own pace. With over 68 percent of single Filipinos looking to ‘reset’ their dating lives, 2022 looks likely to be a big year for romance,” she added. Bumble conducted the research using internal data and polling between October 6 to 21, 2021, with a sample of over 8,500 of the app’s users across the Philippines, Australia, Canada, France, Germany, India, Mexico, the United Kingdom, and the United States.

EIJING—The Philippine Olympic Committee (POC) will embark on a search for homegrown and heritage Filipino athletes who could potentially qualify for the 2026 Winter Olympic Games in Milano and Cortina in Italy. POC President Rep. Abraham “Bambol” Tolentino said the POC will encourage the Philippine Ski and Snowboard Federation (PSSF) and Philippine Skating Union (PSU) to start in earnest their campaign for the 2026 Winter Games. “It’s time to look for other talents not only in Alpine skiing but also in other events like figure skating, bobsleigh, curling, snowboard and freestyle and crosscountry skiing,” said Tolentino. “I believe that there’re a lot of talents abroad with Filipino blood who can represent the country.” Asa Miller was the country’s lone representative in the Beijing Winter Games in men’s giant slalom and slalom. The two-time Winter Olympian, however, didn’t finish in both races.
