Accuracy in establishing causes of deaths is crucial in identifying and planning for the next pandemic, says a UN report.

ONITORING the number of deaths and their causes can help identify the next pandemic or health crisis, according to the United Nations Economic and Social Commission for Asia and the Pacific (Unescap).

Unescap said this is one of the key messages of the latest report on the region’s progress in achieving universal civil registration and vital statistics (CRVS) systems by 2024. The Regional Action Framework contains 15 targets. The report noted that the timely mortality statistics disaggregated by causes of death are needed to develop and monitor public health policies and detect emerging health crises such as the Covid-19 pandemic. “The recent surge in Covid-19 in our region once again highlights the urgent need for universal civil registration of births, deaths and causes of death,” Armida Salsiah Alisjahbana, United Nations Under-Secretary-General and Executive Secretary of Unescap, said. “These developments emphasize the importance of our work to improve CRVS systems in the region.”

Needed: Accurate doc’s certification

UNESCAP stressed that there is a need to further train doctors and increase their awareness of the importance of accurate death certification. the number of children born without a birth certificate, far too few deaths in the region are registered with a medically certified cause of death,” Unescap said. Based on the report, the Philippines is stagnating in meeting the targets on reducing ill-defined cause of death code and in the use of verbal autopsy. The report stated that 22 countries did not have regular training provided on cause of death coding. The report added that nine of these countries did not have ad hoc training either.

Unescap said verbal autopsy involves interviewing persons familiar with the deceased to determine the likely cause of death. This is currently used by 13 countries, and more are planning to do so by the end of the decade. Meanwhile, the Philippines was also stagnating in achieving higher birth registration of children under five and the population whose birth has been registered. Unescap noted that birth registration is crucial in creating a legal identity and “permanent” record of a child’s existence. This is also part of the targets set under the Sustainable Development Goals (SDGs) which need to be met by 2030. “Even for countries with high birth registration completeness, it is not clear if they have truly achieved universal registration, and even one unregistered birth is one too many,” Unescap said. The Unescap said since 2012,

Filipinos who died of ischemic heart diseases in 2020 posted the highest increase compared to their five-year average, while pneumonia posted the largest reduction compared to the 2015 to 2019 period. The top three causes of death in 2020 were ischemic heart diseases, neoplasms, and cerebrovascular diseases. A total of 66,179 Filipinos died of neoplasms and 64,104 passed away due to cerebrovascular diseases. Deaths caused by Covid-19 last year accounted for a total of 30.14 deaths or 4.9 percent of the total registered deaths in 2020. Continued on A2

the number of unregistered children under five across Asia and the Pacific has been reduced by half, resulting in greater access to health, education and financial services. However, death registration is lagging behind with only a third of all deaths in the region receiving a death certificate and medically certified cause of death. A key reason for this is a lack of training for doctors and coroners.

Causes of death

MOST of the 10 leading causes of death have already exceeded their averages in the last five years, according to the Philippine Statistics Authority (PSA). Based on PSA data, ischemic heart diseases have killed 105,114 Filipinos in 2020. This is 22,567 more than the total average of 82,547 Filipinos who died of the disease between 2015 and 2019. However, a total of 34,251 Filipinos died of pneumonia in 2020.

Countries using Chinese, Astra shots increasingly eye boosters

HEY’RE the main source of Covid-19 vaccines for much of the developing world, but concerns over the protection level provided by Chinese developers and AstraZeneca Plc., particularly against the virulent new delta strain, has some countries looking to provide extra doses.

Though definitive evidence is yet to emerge validating the necessity of so-called “booster” shots, health officials from Thailand to Bahrain and the United Arab Emirates have already decided to offer third doses for some people previously fully inoculated with vaccines from makers like Sinovac Biotech Ltd., Sinopharm and AstraZeneca. Officials are being driven by concerns that delta and other variants appear to be breaking down defenses of vaccines not made from the super-effective messenger RNA technology. In places like Mongolia and the UAE, high levels of coverage by Chinese shots using the older, less effective inactivated platform hasn’t stopped a surge in cases. In the Seychelles, five people fully vaccinated with AstraZeneca’s shot have died. Research shows that the delta mutation is powerful enough to even make mRNA shots from Bio­N Tech SE and Moderna Inc. less effective, bringing down ef-

ficacy to below 90 percent. The effectiveness of AstraZeneca’s viral vector vaccine against symptomatic infections caused by the variant was lower at 60 percent, a study showed, though it can still prevent more than 90 percent of hospitalizations. Countries are hoping a booster —either mRNA or a dose of another shot previously taken— could bolster protection ahead of the return of colder weather that’s optimal for the virus’s spread. Unlike Western developers, Sinovac and Sinopharm have shared little about how their vaccines could protect against variants. Shao Yiming, a researcher with the Chinese Center for Disease Control and Prevention, said in May that preliminary studies indicated Chinese vaccines were still protective against variants emerging from India, without elaborating. The two inactivated vaccines produced by Sinopharm were 73 percent and 78 percent effective against symptomatic Covid in

Phase III trials. Various results from Sinovac’s clinical trials across Brazil, Indonesia and Turkey put efficacy at a wide range of 50 percent to over 80 percent,

which has fueled uncertainty about how well it works. “We recognize that the weaker vaccines in particular seem to lose their ability to protect against Covid-19 relatively quickly, particularly against the variant strains,” said Nikolai Petrovsky, a professor at the College of Medicine and Public Health at Australia’s Flinders University. “Even the better vaccines seem to be showing increasing levels of vaccine failure due to variant infections.” Yet any plans by wealthier nations to acquire additional shots stands to further strain global supply and exacerbate the inequality gap that has left poor countries with fewer inoculations. The World Health Organization has called on richer nations to share doses to help meet a goal of vaccinating at least 40 percent of every country’s population by the end of the year. Global deaths passed 4 million this week, as the disparity leaves poorer places exposed to outbreaks. Giving extra doses “could easily divert one to two billion doses of vaccines over the coming 12 months to boost people already immunized that might otherwise go to developing countries where people have yet to receive their first immunization,” Petrovsky said.

Great unknown

THE WHO has expressed caution in encouraging third doses. Chief scientist Soumya Swaminathan

said in June that such a recommendation was unnecessary and premature given the paucity of data on booster shots and the fact that high-risk individuals in much of the world still haven’t been fully vaccinated. But governments are racing ahead as the delta variant spreads to more than 100 countries after devastating India, where it was first identified. The concern is particularly acute in places which had earlier relied on Chinese vaccines, which are available in nearly 100 nations. In the Middle East, some countries have already started offering booster shots—including Pfizer and Sinopharm—for people who completed their vaccinations months ago, mostly with Sinopharm. Thailand plans to use vaccines from AstraZeneca and Pfizer as boosters for health-care workers who earlier received Sinovac shots. The Indonesian Doctors Association this week also called for booster shots for health workers, after some medical staffers died despite being fully inoculated with Sinovac and AstraZeneca. In Singapore—which has indicated that it’s preparing to ensure booster shots can be administered as early as year-end should they be needed—people inoculated with Sinovac aren’t being counted in the official vaccine tally, amid efficacy concerns and risk of vaccine breakthrough.

Preliminary studies from Thailand show that a first dose of Sinovac followed by an AstraZeneca shot three to four weeks later can elicit a stronger immune response than two doses of the Sinovac jab. Even China, which has fully immunized more than a third of its 1.4 billion people with homegrown vaccines, has a study underway to evaluate the benefit of booster shots. Sinovac CEO Yin Weidong has said a third shot of the company’s vaccine, given three to six months after full inoculation, could raise antibody levels by as much as 20 times. China is currently reviewing the BioNTech vaccine for approval. A few options are being considered by officials, including using it as a booster shot for people already fully inoculated with local vaccines, according to people familiar with the matter, asking not to be named as the talks are not public. No decision has been made, and adding the mRNA shot as another option in China’s general rollout is also being discussed, the people said. “If you can explore different combinations, there frequently is a combination where you get a better outcome than just using the same vaccine twice in a row,” said Shane Crotty, a professor at the Center for Infectious Disease and Vaccine Research at California’s La Jolla Institute for Immunology. “I do think that’ll happen for Covid vaccines.”

By classification, Covid-19 with virus not identified was the seventh leading cause of death in the country with 20,840 cases or 3.4 percent of the total deaths in 2020. Meanwhile, registered deaths due to Covid-19 with virus identified accounted for 9,300 or 1.5 percent of the total deaths in 2020, making it the top 14 cause of death during the year.

By regions

AMONG the 17 regions, the National Capital Region (NCR) registered the highest number of deaths due to Covid-19 with 13,004 or 43.1 percent of the total Covid-19 deaths. In NCR, Quezon City reported the highest number of deaths due to Covid-19, with 2,637 deaths or

20.3 percent of the total Covid-19 deaths in the region. This was followed by the City of Manila and City of Pasig with 1,961 or 15.1 percent and 1,465 or 11.3 percent Covid-19 deaths, respectively. The data also showed that Covid-19 deaths in Calabarzon ranked second with 7,001 deaths or 23.2 percent of total deaths in the country last year. This was followed by Central Luzon, which came in third with 2,692 deaths, or a share of 8.9 percent of total Covid-19 deaths. Other regions that registered over a thousand Covid-19 deaths were Central Visayas and Western Visayas, with 2,362 or a 7.8-percent share; and 1,138 or 3.8-percent share of deaths, respectively. Meanwhile, the Autonomous Region in Muslim Mindanao (ARMM) reported the least num-

ber of registered Covid-19 deaths with only 52 or 0.2 percent of the total. The PSA noted that the data on causes of death presented in this press release were obtained from the timely and late registered deaths at the Office of the City/ Municipal Registrars throughout the country and submitted to the Office of the Civil Registrar General through the PSA Provincial Statistical Offices for encoding. Information presented includes deaths that occurred from January 2020 until December 2020 (cut-off date is as of 17 June 2021 on the processed death certificates). The data is considered preliminary and may differ in the final counts. Deaths of Filipinos abroad were also not yet included—only those who died in the country but whose usual residence is abroad.

WESM prices push up Meralco power rates this month

LECTRICITY rates in the franchise area of the Manila Electric Company (Meralco) are going up this month by P0.2353 per kilowatthour (kWh) to P8.9071 per kWh, mainly due to charges in the Wholesale Electricity Spot Market (WESM). The overall rate for a typical household, or those with an average monthly consumption of 200 kWh, increased by P0.2353 per kWh, from last month’s P8.6718 to P8.9071 per kWh this month. This is equivalent to an increase of around P47 in the total bill. Generation charge—a major component of a power bill—for July stood at P4.8707 per kWh, a P0.2536 increase from last month’s P4.6171 per kWh. WESM charges remained high at P8.7424 per kWh due to tight supply conditions in the Luzon grid, aggravated by the ongoing Malampaya natural gas supply restriction. It can be recalled that the Luzon grid was placed on Red Alert from May 31 to June 2 and on Yellow Alert on June 4 as major power plants went on forced and prolonged shutdowns, shaving off as much as 4,000 megawatt (MW) of power from the grid. Moreover, Luzon demand reached 11,640 MW on May 28, the highest so far on record. As a result of these, WESM prices were persistently high for extended periods, almost doubling the times when the secondary price cap was imposed during the June supply month. Charges from Independent Power Producers (IPP) also increased by P0.1929 per kWh. With reduced gas supply from Malampaya, affected plants resorted to the use of more

expensive liquid fuel to continue operating and avoid more or longer brownouts. IPP charges were also pushed up by the peso’s depreciation, as dollardenominated charges account for 97 percent of IPP costs. Meanwhile, cost of power from Power Supply Agreements (PSA) decreased by P0.0521 per kWh. WESM, IPPs, and PSAs provided 7.8 percent, 39.5 percent, and 52.7 percent of Meralco’s energy requirement this month, respectively. Meanwhile, transmission charge for residential customers registered a reduction of P0.1463 per kWh due to a significant decrease in Ancillary Service charges. Taxes and other charges registered an increase of P0.1280 per kWh. Meanwhile, collection of the Universal Charge-Environmental Charge remains suspended, as directed by the Energy Regulatory Commission (ERC). Distribution, supply, and metering charges of Meralco have remained unchanged. Meralco said this month’s increase was tempered by the continued implementation of the Distribution Rate True-Up refund, which began March. The ERC provisionally approved Meralco’s proposal to refund around P13.9 billion over a period of 24 months or until the amount is fully refunded. T h i s a mou nt re pre s e nt s t he d i f fe re nc e b e t w e e n t he A c t u a l Weighted Average Tariff and the ERC-approved Interim Average Rate for distribution-related charges for the period July 2015 to November 2020. For residential customers, the refund rate is P0.2761 per kW h and appears in customer bills as a line item called “Dist True-Up.”

Duterte thanks Japan for over 1-M AstraZeneca vax donation

resident Duterte on Thursday ex pressed gratitude to the Japanese government for its donation of more than 1 million doses of AstraZeneca vaccine to the Philippines. During the turnover rites of 1.124 million coronavirus disease 2019 (Covid-19) jabs developed by AstraZeneca, Duterte thanked the Japanese government for helping the Philippine government have an “equitable” access to vaccines. “These more than 1 million doses of AstraZeneca vaccine will surely go a long way in our quest for herd immunity,” Duterte said in a speech delivered at the Villamor Air Base in Pasay City. Duterte said the Philippines and Japan’s cooperation in fighting the Covid-19 pandemic indicates the two countries’ “deep friendship.” “Ja p a n c o nt i nu e s t o b e o u r strong partner in various development prog rams,” he sa id. “A ga in, I ex press my hear tfelt g ratitude to Japan for a l l of t he assistance you have e x tended to our countr y dur ing t hese cha l leng ing times.” Duterte also thanked Japan for ensuring the “safe and efficient” delivery of AstraZeneca vaccines to the Philippines and preserving the jabs’

quality and integrity by providing cold-chain transport and ancillaries. The donation of the 1.124 million vials of AstraZeneca vaccine to the Philippines is part of the Japanese government’s initiatives to support Southeast Asian nations amid the pandemic. In a message read by Minister Nakata Masahiro of the Embassy of Japan, Prime Minister of Japan Suga Yoshihide said, “Japan has ensured to provide Covid-19 vaccines to the Philippines. This initiative is a clear testament to the deep-rooted bonds of friendship between our two nations. As we commemorate this year the 65th anniversary of the normalization of Japan-Phi lippines d iplomatic relations and the 10th anniversary of our strategic partnership, Japan will work to surpass the unprecedented challenges brought about by the Covid-19 pandemic, in unison with the Philippines, a true friend closer than a brother.” At the same, Duterte renewed his call on his fellow Filipinos to get vaccinated against Covid-19 to stop its further transmission. Duterte reassured the public that Covid-19 vaccines being delivered to the country are “safe and effective.”

IATF allows outdoor activities for kids 5 years and above in GCQ, MGCQ zones

hildren can now go outdoors in areas with low community quarantine classifications under a new Inter-Agency Task Force for the Management of Emerging Infectious Disease (IATF) issuance. In a news statement issued on Fr id ay, P resident i a l s pokesm a n Harr y Roque said the new I ATF policy will apply to those ages five and above in areas under modified ge ne r a l com mu n it y qu a r a nt i ne (MGCQ ) and genera l communit y quarantine (GCQ ), e xcept t hose under heightened restr ictions. The Palace official said local government units (LGU) would be given the discretion to increase the age restriction in their respective jurisdiction. “Children must be supervised by adults and observe minimum public

health standards, such as wearing of face masks and social distancing,” Roque said. He said children will be limited to the following outdoor areas: parks, playgrounds, beaches, biking and hiking trails, outdoor tourist sites and attractions as may be defined by t he Depar tment of Tour ism, outdoor non-contact sports courts and venues, and al-fresco dining establishments in the previously mentioned areas. Roque noted children would still not be allowed in mixed-use indoor/ outdoor buildings and facilities such as malls and similar establishments. PHL exports, imports post double-digit jump in May

he country’s export and import performance continued to post double-digit growth in May 2021, according to the latest data released by the Philippine Statistics Authority (PSA). The PSA said the country’s total export sales in May 2021 reached $5.89 billion representing a growth of 29.8 percent from $4.54 billion in May 2020. This growth was slower than the 74.1 percent in April 2021 but faster than the contraction of 26.7 percent in May last year. Imports, meanwhile, grew 47.7 percent to $8.65 billion in May 2021 from $5.855 billion in May 2020. The growth was slower than the 152.8 percent in April 2021 but faster than the decline of 40.5 percent in May 2020. PSA said the country’s cumulative export earnings from January to May 2021 amounted to $29.35 billion, a 21.4-percent increase from the export value earned from January to May 2020. In the first five months of the year, imports amounted to $43.53 billion, representing a growth of 27.6 percent from the import value of $34.12 billion in the same period of 2020.

The PSA said the country’s total external trade in goods in May 2021, which amounted to $14.54 billion, representing a growth of 39.9 percent. In the previous month, the annual increase was recorded at 114.5 percent, while in May 2020, the decline was 35.2 percent. “Of the total external trade in May 2021, 59.5 percent were imported goods, while the rest were exported goods,” PSA said. PSA said the Balance of trade in goods (BoT-G), in May 2021 amounted to $2.76 billion, representing a trade deficit with an annual increase of 109.7 percent. The trade deficit in the previous month recorded an annual increase of 1,548.9 percent, while in May 2020, it declined 64 percent. The PSA said the BOT-G is the difference between the value of export and import.

Goods

The PSA said electronic products continued to be the country’s top export in May 2021 with total earnings of $3.43 billion. This amount accounted for 58.2 percent of the total exports during the period. This was followed by other manufactured goods with an export value of $374.62 million or 6.4 percent of the total and export of cathodes and sections of cathodes of refined copper, which amounted to $194.97 million or 3.3 percent of the total. However, in terms of growth rate, the top exports are Other Sugar and Products posted the fastest growth at 1,090 percent followed by Travel Goods and Handbags, which grew 884.1 percent and Christmas Decor which grew 433.6 percent. Exports over the past five months saw Christmas Decor posting the fastest growth of 507.2 percent followed by Other Sugar and Products at 377.7 percent; and Ceramic Tiles and Décor, 292.9 percent. In terms of imports, PSA data showed electronic products were the country’s top import with a value of $2.39 billion or a share of 27.7 percent to the total imports in May 2021. This was followed by mineral fuels, lubricants and related materials, valued at $973.57 million which accounted for 11.3 percent of the total and transport equipment which amounted to $585.06 million or 6.8 percent. In terms of growth rate, Chemical

Compounds posted the fastest growth at 303.4 percent followed by Mineral Fuels, Lubricants and Related Materials which posted 301.6 percent and Home Appliances, 253 percent. PSA data showed that in the past five months, the top imports in terms of growth rates are Chemical Compounds which posted an average growth of 134.2 percent; Home Appliances, 84.1 percent; and Metalliferous Ores and Metal Scrap, 75.7 percent.

Markets The country’s top export markets in May 2021 were the People’s Republic of China, which accounted for $954.28 million or a share of 16.2 percent to the total exports during the month. Other top export markets included the United States of America (USA) with $918.11 million or 15.6 percent of the total; Japan, $829.01 million or 14.1 percent; Hong Kong, $792.05 million or 13.4 percent; and Singapore, $324.95 million or 5.5 percent. The Philippines’s imports in May 2021 were sourced mainly from the People’s Republic of China worth $2.21 billion or 25.6 percent of the total imports in May 2021. The country’s top import sources also included Japan with imports worth $758.91 million or 8.8 percent of the total; Republic of Korea, $615.09 million or 7.1 percent; Indonesia, $601.04 million or 6.9 percent; and the USA, $584.84 million or 6.8 percent.

World Bank says sorry to PHL over release of education report

he World Bank has decided to “temporarily remove” its report on the state of education in the Philippines after the Department of Finance (DOF) called on the Washington-based lender to recall the report. In a news statement sent on Thursday evening, the World Bank expressed regrets that the report was “inadvertently published earlier than scheduled.” T he multilateral development bank admitted that the report was released sans inputs from the Department of Education (DepEd). “This was an oversight on our part, and we conveyed our personal apologies in our communication with

the government. Recognizing the inadvertent release of the report, we have taken steps to temporarily remove it from the web site,” the World Bank said. The World Bank also agreed with Education Secretary Leonor Magtolis Briones and said the quality of education in the Philippines had a “long historical context.” “We have reached out to Secretary Briones on this matter and look forward to continuing our dialogue with the Department of Education on the opportunities and challenges in the education sector,” it added. World Bank data showed it had 32 projects that were dedicated to or linked to education. Five of these

The members of the SWG include the Department of Health, the Bureau of Quarantine, the Overseas Workers’ Welfare Administration, the Department of

Foreign Affairs, the Department of Transportation and its One-Stop Shop, the Philippine Coast Guard and the Department of Tourism. Roque said the IATF guidelines on the implementation of exemptions would apply passengers of the said special flights. Last May, the IATF imposed travel restrictions from travelers coming from India, Pakistan, Bangladesh, Sri Lanka, Nepal, United Arab Emirates, and Oman as part of the government’s efforts to prevent the entry of the delta variant in the country. The said variant, which is set to be more infectious compared to the regular SARS-CoV-2, has led to the spike of Covid-19 in several countries. The effectivity of the ban has been extended until July 15, 2021.

The oldest education-related project of the World Bank in the Philippines, based on available public records of the bank, was to construct facilities and procure equipment for the College of Agriculture at the University of the Philippines in Los Baños. Half of the cost of the project was financed through a World Bank loan. The loan amounted to $6 million and had an interest rate of 5.5 percent annually. The loan, signed by former Foreign Affairs Minister Carlos P. Romulo and the World Bank’s fourth President George D. Woods in October 1964, was closed in December 1972.

AIRO—Anti-poverty organization Oxfam said Thursday that 11 people die of hunger each minute and that the number facing famine-like conditions around the globe has increased six times over the last year. In a report, titled “The Hunger Virus Multiplies,” Oxfam said that the death toll from famine outpaces that of Covid-19, which kills around seven people per minute. “ The statistics are staggering, but we must remember that these figures are made up of individual people facing unimaginable suffering. Even one person is too many,” said Oxfam America’s President and CEO Abby Maxman. The humanitarian group also said that 155 million people around the world are now living in crisis levels of food insecurity or worse—some 20 million more than last year. Around two thirds of them face hunger because their country is in military conf lict. “Today, unrelenting conflict on top of the Covid-19 economic fallout, and a worsening climate crisis, has pushed more than 520,000 people to the brink of starvation,” added Maxman. “Instead of battling the pandemic, warring parties fought each other, too often landing the last blow to millions already battered by weather disasters and economic shocks.” Despite the pandemic, Oxfam said that global military spending increased by $51 billion during the pandemic—an amount that exceeds by at least six times what the UN needs to stop hunger.

It’s intended to be a flashy confidence boost for customers seeking their own short joyrides. The lucrative, high-stakes chase for space tourists will unfold on the fringes of space 88 kilometers to 106 kilometers up, pitting Virgin Galactic’s Richard Branson against the world’s richest man, Blue Origin’s Jeff Bezos. Branson is due to take off Sunday from New Mexico, launching with two pilots and three other employees aboard a rocket plane carried aloft by a double-fuselage aircraft. Bezos departs nine days later from West Texas, blasting off in a fully automated capsule with three guests: his brother, an 82-year-old female aviation pioneer who’s waited si x decades for a shot at space and the w inner of a $28 -million charity auction. Branson’s flight will be longer, but Bezos’s will be higher. Branson’s craft has more windows, but Bezos’s windows are bigger. Branson’s piloted plane has already flown to space three times. Bezos’ has five times as many test flights, though none with people on board. Either way, they’re shooting for sky-high bragging rights as the first person to fly his own rocket to space and experience three to four minutes of weightlessness. Branson, who turns 71 in another week, considers it “very important” to try it out before allowing space tourists on board. When that did not look likely for my generation, I registered the name Virgin Galactic with the notion of creating a company that could make it

‘Overdue’: Biden sets Aug. 31 for US exit from Afghanistan

ASHINGTON—President Joe Biden says the US military operation in Afghanistan will end on August 31, delivering an impassioned argument for exiting the nearly 20year war without sacrificing more American lives even as he bluntly acknowledged there will be no “mission accomplished” moment to celebrate. Biden pushed back against the notion the US mission has failed but also noted that it remains unlikely the government would control all of Afghanistan after the US leaves. He urged the Afghan government and Taliban, which he said remains as formidable as it did before the start of the war, to come to a peace agreement. “We did not go to Afghanistan to nation build,” Biden said in a Thursday speech from the White House’s East Room. “Afghan leaders have to come together and drive toward a future.” The administration in recent days has sought to frame ending the conflict as a decision that Biden made after concluding it’s an “unwinnable war” and one that “does not have a military solution.” On Thursday he amplified the justification of his decision even as the Taliban make rapid advances in significant swaths of the country. “How many more, how many more thousands of A merican daughters and sons are you willing to risk?” Biden said to those calling for the US to extend the military operation. He added, “I will not send another generation of Americans to war in Afghanistan, with no reasonable expectation of achieving a different outcome.” T he ne w w it hd raw a l d ate comes after former President Donald Trump’s administration negotiated a deal with the Taliban to end the US military mission by May 1. Biden after taking office announced US troops would be out by the 20th anniversary of the September 11, 2001, attack, which al-Qaeda leader Osama bin Laden plotted from Afghanistan, where he had been given refuge by the Taliban. With US and Nato ally forces rapidly drawing down in the past week, there was growing speculation that US combat operations have already effectively ended. But by setting August 31 as the drawdown date, the administration nodded to the reality that the long war is in its final phase, while providing itself some cushion to deal with outstanding matters. The administration has yet to complete talks with Turkey on an arrangement for maintaining security at the Kabul airport and is still ironing out details for the potential evacuation of thousands of Afghans who assisted the US military operation. Biden said that prolonging US military involvement, considering Trump had already agreed to withdraw US troops, would have led to an escalation of attacks on

American troops and Nato allies. “The Taliban would have again begun to target our forces,” Biden said. “The status quo was not an option. Staying meant US troops taking casualties. American men and women. Back in the middle of a civil war. And we would run the risk of having to send more troops back in Afghanistan to defend our remaining troops.” The President added that there is no “mission accomplished ” moment as the US war comes to an end. “The mission was accomplished in that we got Osama bin Laden and terrorism is not emanating from that part of the world,” he said. US forces killed bin Laden in 2011. US forces this week vacated Bagram Airfield—the US epicenter of the conflict to oust the Taliban and hunt down the al-Qaeda perpetrators of the 2001 terrorist attacks that triggered the war. Remaining US troops are now concentrated in Kabul, the capital. The Pentagon said the top U.S. commander in Afghanistan, Gen. Scott Miller, is expected to end his tour of duty this month as final arrangements are made for a reduced US military mission. Biden, answering questions from reporters after his remarks on Thursday, said that Kabul falling to the Taliban would not be an acceptable outcome. The President also pushed back against the notion that such a scenario was certain. “Do I trust the Taliban? No,” Biden said. “But I trust the capacity of the Afghan military, who is better trained, better equipped and more competent in terms of conducting war.” To be certain, the West hopes Taliban gains will be confined mostly to rural areas, with the Afghan government and its allies retaining control of the cities where much of Afghanistan’s population resides. And while the Taliban remain a major power in Afghanistan, the government’s supporters hope that Afghans will work out the Taliban role in the post-US Afghanistan power structure more through political than military means, partly through the inducements of international legitimacy, aid and other support. Asked by a reporter whether rampant corruption within the Afghan government contributed to the failure of achieving the sort of stability that his predecessors and American military commanders envisioned, Biden didn’t exactly dismiss the notion. “The mission hasn’t failed—yet.” Biden continues to face pressure from congressional lawmakers to offer further detail on how he intends to go about assisting thousands of Afghans who helped the US military as translators, drivers and in other jobs. ORT-AU-PRINCE, Haiti— Seventeen suspects have been detained so far in the stunning assassination of Haiti’s president, and Haitian authorities say two are believed to hold dual US-Haitian citizenship and Colombia’s government says at least six are former members of its army. Léon Charles, chief of Haiti’s National Police, said Thursday night that 15 of the detainees were from Colombia. The police chief said eight more suspects were being sought and three others had been killed by police. Charles had earlier said seven were killed. “We are going to bring them to justice,” the police chief said, the 17 handcuffed suspects sitting on the floor during a news conference on developments following the brazen killing of President Jovenel Moïse at his home before dawn Wednesday. Colombia’s government said it had been asked about six of the suspects in Haiti, including two of those killed, and had determined they were retired members of its army. It didn’t release their identities. The head of the Colombian national police, Gen. Jorge Luis Vargas Valencia, said President Iván Duque had ordered the high command of Colombia’s army and police to cooperate in the investigation. “A team was formed with the best investigators...they are going to send dates, flight times, financial information that is already being collected to be sent to Port-au-Prince,” Vargas said. The US State Department said it was aware of reports that Haitian Americans were in custody but could not confirm or comment. The Haitian Americans were identified by Haitian officials as James Solages and Joseph Vincent. Solages, at age 35, is the youngest of the suspects and the oldest is 55, according to a document shared by Haiti’s minister of elections, Mathias Pierre. He would not provide further information on those in custody. Solages described himself as a “certified diplomatic agent,” an advocate for children and budding politician on a web site for a charity he started in 2019 in south Florida to assist people in the Haitian coastal town of Jacmel. On his bio page for the charity, Solages said he previously worked as a bodyguard at the Canadian Embassy in Haiti.

Canada’s foreign relation department released a statement that did not refer to Solages by name but said one of the men detained for his alleged role in the killing had been “briefly employed as a reserve bodyguard” at its embassy by a private contractor. He gave no other details. Calls to the charity and Solages’s associates at the charity either did not go through or weren’t answered. Witnesses said a crowd discovered two of the suspects Thursday hiding in bushes in Port-au-Prince, and some people grabbed the men by their shirts and pants, pushed them and occasionally slapped them. An Associated Press journalist saw officers put the pair in the back of a pickup and drive away as the crowd ran after them to a nearby police station. “They killed the president! Give them to us! We’re going to burn them,” people chanted outside. The crowd later set fire to several abandoned cars riddled with bullet holes that they believed belonged to the suspects. The cars didn’t have license plates, and inside one was an empty box of bullets and some water. Later, Charles urged people to stay calm and let his officers do their work. He cautioned that authorities needed evidence that was being destroyed, including the burned cars. Officials have given out little information on the killing, other than to say the attack was carried out by “a highly trained and heavily armed group.” Not everyone was buying the government’s description of the attack. A Haitian judge involved in the investigation said Moïse was shot a dozen times and his office and bedroom were ransacked, according to the Haitian newspaper Le Nouvelliste. It quoted Judge Carl Henry Destin as saying investigators found 5.56 and 7.62 mm cartridges between the gatehouse and inside the house. Moïse’s daughter, Jomarlie Jovenel, hid in her brother’s bedroom during the attack, and a maid and another worker were tied up by the attackers, the judge said. Interim Prime Minister Claude Joseph, who assumed leadership of Haiti with the backing of police and the military, asked people to reopen businesses and go back to work as he ordered the reopening of the international airport. Joseph decreed a two-week state of siege after the assassination, which stunned a nation already in crisis from some of the Western Hemisphere’s worst poverty, widespread violence and political instability. While the Japanese fashion industry, which accounts for billions of US dollars in sales annually, is one of the best platforms worldwide for a young brand to launch, it also proves to be inscrutable and impenetrable, according to Coates. “Japanese buyers are always fascinated to look at new brands. So hopefully we can have that knowledge with respect to quality, with respect to cut and fit, with respect to fabrications and pricing,” he said. To cater to them at the best of their ability, Matera emphasized the need for local designers, who know their design aesthetic and market, to pivot and understand that what they know in the Philippines does not necessarily apply to the Japanese market. “So the mentoring program addresses that,” she said. “The designers we are working with are very receptive. They acknowledge that what they already know is not the end-all and be-all of fashion. And there’s also the mutual respect be-

tween us and designers.” Feanne, one of the mentees of the program, shared that PHx Tokyo arrived at an ideal point in her career. She said: “Having been self-taught and self-directed for so many years, I feel that structured guidance from industry veterans could help me take my creative career to the next level.” PHx Tokyo was developed from a 2019 iteration of the PHx Fashion Conference, an initiative by Seph Bagasao, Esme Palaganas, and Trickie Lopa in coordination with the Philippine Trade Training Center to spark conversations on how the Philippine fashion industry could move forward. The program and its participants were introduced in the October 2020 launch of FAME+, Citem’s digital platform for the country’s home, fashion, and lifestyle sectors. PHx Tokyo then commenced in November, with one-on-one sessions with designers and a different topic every month until June 2021. To date, designers involved here have produced a 292-strong and Japanese market-ready collection of apparel and accessories. All PHx Tokyo brands are also housed on FAME+.

OTABATO CITY— The Regional Board of Investments-Bangsamoro Autonomous Region in Muslim Mindanao (RBOI-BARMM) has provisionally registered the P998-million petroleum project by the Esmaulana Global Ventures Company Inc. (EMGVCI) in the region under the Department of Energy’s (DOE) Philippine Conventional Energy Contracting Program (PCECP). RBOI-BARMM Chairman Ishak Mastura revealed this in a statement Tuesday following a recent zoom meeting with DOE and EMGVCI representatives. “The proposed investment project covers the Liguasan Marsh in Maguindanao and the Sulu Sea but the areas that fall within the BARMM jurisdiction are subject to the joint determination by the BARMM regional government and the national government,” Mastura, a lawyer, said. He said the EMGVCI

participated in the PCECP of the DOE and purchased the appropriate data package for pre-determined areas in the BARMM—the Cotabato Basin and Sulu Basin—amounting to over P2 million. “As such, the DOE informed EMGVCI that the awarding of the service contracts for BARMM areas were held in abeyance since the modality of processing and awarding of such contracts in the BARMM for petroleum investments still have to be worked out in the Intergovernmental Relations Body, as established under the Bangsamoro Organic Law [BOL],” Mastura said. He said the EMGVCI registered with the RBOIBARMM subject to the final approval of a service contract by President Duterte so they can prepare, recruit, and train manpower as well as obtain capital equipment for future exploration, utilization, and development of their target areas in the BARMM. Mastura said the registration of the investment project

does not mean that EMGVCI can proceed with their study, but rather the latter is only recognized as a firm operating in the BARMM area since the BOI provides preference to BARMM residents in the exploitation of its natural resources, particularly oil and gas reserves if any. He said no financial incentives were given to EMGVCI by the RBOI-BARMM because petroleum companies have their own terms and conditions under a service contract. “However, EMGVCI can apply in the future for reduced duties and taxes for the importation of capital equipment should their oil and gas venture progress during their talks with the BARMM regional government and the national government,” he said. AVAO CITY—Philippine coffee entries to the recently concluded Philippine Coffee Quality Competition (PCQC) 2021 impressed the international judges, with the country’s Arabica entries getting the accolade of being one of the world’s “best washed coffees.” The outstanding impressions Philippine coffee entries have elicited from the international judges generated strong sales in the online auction held at the side of the competition. In his final report as one of the international judges, Krude CheHao Lin, founder of Taiwan Coffee Laboratory, said that some of the winning specialty Arabica coffee entries of PCQC 2021 “could rival the best washed coffees” that he has ever tasted, according to the Washington, DC-based international development organization ACDI/VOCA. “Tremendous insight and efforts were clearly put into the coffee’s cultivation, harvest, and processing,” the ACDI/VOCA said in a news statement sent to the BusinessMirror, quoting Lin as saying. The judge, likewise, was impressed with the improvement in quality of the other widely grown Robusta coffee from the Philippines. Lin said the fine Robusta coffee entries

from the Philippines were “clean, sweet, and flavorful and came very close to their Arabica counterparts.” “I believe this to be a crucial breakthrough in the world of coffee, as coffee growers are facing various challenges due to climate change,” he said. He said the Philippine Robusta entries he cupped for the PCQC were exemplary, which he said, should improve the status of Robusta coffee. He said Robusta coffee “has been unfairly treated as second-class citizen in the world of specialty coffee.” The ACDI/VOCA also quoted Shaun Ong of Better Coffee Co. in Singapore, head judge of this year’s competition, as saying that the entries “have shown that the quality of Philippine coffee is improving year after year.” “I was blown away by this year’s entries. The top 3 Arabica winners are among the best in the Philippines, while the Robusta top 3 winners are the best that I have tasted as a judge in the last four years,” he said. The winning entries also notched a golden feather when it fetched alltime record-high prices during the online auction facilitated and hosted by the Philippine Coffee Guild in partnership with USDA’s PhilCAFE Project, the ACDI/VOCA added. The entry of Marites Arellano of Balutakay, Davao del Sur, which won the top prize for the specialty Arabica category secured the highest bid price of $52.20 (P2,550) per kilogram. Meanwhile, Mabini Ubuan’s entry of Robusta coffee from Sigay, Ilocos Sur fetched the highest bid price of $18.00 (P879) per kilogram for Robusta entries. All 22 Arabica and Robusta coffees, which totaled to 3,016 kilograms were sold during the auction with an aggregate value of $51,689.40 (P2,481,091). The auction successfully sold 1,478 kilograms of specialty Arabica, and 1,538 kilograms of fine Robusta. Of the 29 registered bidders, four were from outside the Philippines, and the rest were from across the country. In an online press briefing, Labor attaché in Geneva, Switzerland Cheryl Daytec-Yañgot said this will be included in the list of their additional agenda in the ILO, along with the protection of migrant workers and indigenous people. In a report to Labor Secretary Silvestre Bello III, the Philippine Overseas Labor Office (POLO) in Geneva said the Philippines formally assumed the post last week after completing its vice chairmanship position. This is a historic moment for the Philippines, which is the first nonregular member country of the ILO to take such role. This marks a significant shift in the policy-making global tripartite body that has been traditionally led by big, powerful member-countries, DOLE said.

Britain to force care home staff to have Covid-19 jab

New legislation will require people working in Care Quality Commission-accredited care homes to be fully vaccinated with two doses from October, the Department for Health and Social Care said on Wednesday in a statement. UGUEGARAO CITY—A directly dated rock art created 3,500 years ago and found at the Callao Caves in Peñablanca town is believed to help answer queries on folk migration in Cagayan, archaeologists said. Dr. Andrea Jalandoni, who heads the Griffith University’s Place, Evolution and Rock Art Heritage Unit, on Tuesday said dated samples from the art rock were taken last year from a black pigment human figure, which was found in Hermoso Tuliao Cave, one of the about 19 included in the Callao Caves. Jalandoni, together with Jennifer Baquiran, Cagayan provincial tourism officer, and Noel Hidalgo Tan, a senior specialist in Archaeology of the Southeast Asian Regional Center for Archaeology and Fine Arts in Bangkok, Thailand, spoke in a virtual media briefing. Jalandoni, who is the lead author of a paper, dubbed “First Directly Dated Rock Art in Southeast Asia and The Archaeological Implications,” said the first-time art rock discovery was earlier published in the Radiocarbon Journal and uncovers a timeline in the human activities at that time such as foraging in Eme and Arku Caves and pottery in the Callao Caves. early folks in the countryside, she added. The rock art was believed to have been created by either early Austronesians, who arrived around 4,000 years ago, or the Agta Negritos who migrated during the Ice Age, Jalandoni said. The groups still live in the area, “so more rock art needs to be dated to determine its origin,” she noted. “The [3,500 years] date is older than anyone expected it. The discovery marks the beginning of the direct rock art dating revolution in Southeast Asia. Hopefully, this will lead to a better appreciation and more protection for this significant cultural heritage in the Philippines,”

Jalandoni told the Philippine News Agency in a virtual interview. Direct dating rock art involves a process whereby the paint material from the artwork itself is dated, rather than the materials around or on top of the artwork, she explained. “The black pigment human figure forms part of a gallery of paintings with two other human figures, and a few leaf and circle motifs. Similar motifs have been found in other places in Southeast Asia,” she added. Tan said black rock art is more recent because it is placed over red art, or because the subjects depicted are quite modern. The new finding has prompted archaeologists to be more cautious

about attributing black rock art as “recent” and to do direct dating for more rock art sites in the region, he added. Earlier, archaeologists and historians predicted that more fossils of unique animal species are expected to be unearthed after the discovery of three erstwhile unknown species of giant cloud rat fossils, locally known as buot, in Callao Caves. Baquiran said more fossils are expected to be dug after those of extinct mammals have earlier been discovered in Callao such as an endemic deer, a giant hog, dwarf water buffalo, rhinoceros and other species. These species include those fossils of Homo luzonensis, believed to be the first species of people in the area some 50,000 to 67,000 years ago. Fossils of archaic humans, that lived during the Late Pleistocene were first discovered in the cave and documented in 2007 by a team led by UP’s Armand Mijares and reaffirmed with the discovery of now-extinct human sub-species, Calla, according to studies. Scientists describe a cache of seven teeth and six bones from the feet, hands and thigh of at least three individuals. They were recovered from Callao Cave in the northern town of Peñablanca in Cagayan province in 2007, 2011, and 2015. Tests on two samples show minimum ages of 50,000 years and 67,000 years, research showed.

MY SIXTY-ZEN’S WORTH

I

N the traditional scenario, at this stage of our life, my wife and I are supposed to enjoy a house that’s without kids. Our home should have become what they call an “empty nest.” But look, everyone is here: all three of our grown-up kids, one married and two unmarried, with the addition of two grand kids who are growing up in our midst. I am not complaining. In fact, my wife and I are delighted. We are physically together as family every day of the year. My friends and my neighbors are in similar situations. In fact, there are at least three young families living in the house next door. The children have gotten married but they did not move out. I have a friend who has two daughters in their late 30s who are still unmarried and who have no plans of living on their own. He nudges them to get married, but they seem to shun the idea of marriage. Is this a trend now? In our case, it’s not because they did not try. One son got married and had two kids and they lived in an apartment until his young wife died of cancer. After trying it out as a working single parent, he decided to just build a two-story structure on the empty space in our yard and moved in with his two kids. Another son, the youngest in the brood, tried to live an independent life and after a while he found it unsuitable to his health, as well as his wallet. After a year, we invited him to move back and he did not hesitate to do so. That’s why ours is a full house once again. Nowadays, it seems that young adults ages 18 to 34 are more likely to be living at home with their parents than with a lifetime partner, not surprising given the rising cost of living. Many never left home, and many have also returned after living independently. Another observation is that young people are delaying marriage and some of them have marriage far from their minds because of other priorities. We usually expect our children to equal or surpass their parents in building a life of comfort and convenience for their respective families in a place of their own. As for me, I was really itching to get a job and be on my own after college graduation. Thankfully, I got employed shortly and that got me started on the journey to an independent life. I made sure to pull myself up by my bootstraps, to use the cliché. Even when I got married, my wife andInevertroubledourparentswiththe expenses.Werentedourownapartment and with our little savings, we were able to acquire a home and lot of our own. We even managed to help both parents financially as they aged and faced health issues. In contrast, it looks like it’s not turning out that way for many with today’s younger generations. Expenses have doubled; home ownership is out of reach; and the stability of a five-day-a-week job is being replaced by the gig economy. So it looks like we have to embrace the new trend of full nest. I think it naturally suits the Filipino because we have close family ties, so strong that sometimes people choose to stay at home even after graduation or even aftermarriage.Extendedfamilymembers are living under one roof—grandparents, cousins, grandchildren, parents, uncles, aunts, and so on. A happy Pinoy home is addition, not subtraction. Another reason why young Filipinos stay in their family homes is because they don’t know how to summon the will (courage and stamina) to live an independent life. Takot makipagsapalaran, as we say. I know from experience that paying for rent, utilities,

and taxes is complicated business, and today’s young adults, it seems, don’t want to go through that. Living with one’s parents has all the perks: free food, comfortable bed, and even some weekly free laundry. Their easy way out is to just give back to their families and help them with their finances whether that means paying for rent, groceries, medical bills and/or utilities. Of course, a full nest has its plusses and minuses. There are new joys, but also new headaches. One of the things my wife and I most appreciate is that there is no physical distance between the children and us. There is no need for us to travel to different locations to check on them. Their physical presence in our house is considered an everyday blessing for my wife because she is a constant worrier. In fact, we are reverting to our parenting mode—making sure they’re eating enough and eating healthfully, and washing their clothes. It’s a good thing they also seem to like being with us. We are their comfort zone. They have a relaxed companionable relationship with us. The art of co-living also means sharing in adult responsibilities. We don’t encourage loafing and dependency. They have to earn their keep. One welcome side benefit is that I now have a handyman in my eldest son, who does the small repairing tasks at our home, including old appliances that break down. My youngest son is a techie of sort and he is helpful when we encounter problems with our digital gadgets. What’s the downside? Maybe lack of space. And less privacy. Our house is not exactly a mansion. Our kids and grandkids freely enter our room. There are modus vivendi arrangements and unspoken house rules that we observe so family members don’t get on top of one another. Then because of the pandemic, our kidshavebeenworkingfromhome.The grandkids are also into virtual schooling. This means everybody is always at home. We have to make adjustments andscheduleouractivitiessothey’renot bothered while having a zoom meeting or having online lessons. The good thing is we have been so physically close together for a long time, we know each other’s likes, dislikes, faults, quirks and because of this, we’ve learned to get out of each other’s way and minimize vexations, which can’t be helped sometimes. We’ve always known that this arrangement is temporary, and we want to help our children out in every way possible to live a life on their own. We keep reminding them of the value of saving for their future. We really don’t know how many more years we can give them, because sooner or later the fatigue of it all will slowly begin to set in, not to mention the inevitable health issues of aging. It is possible to love your children completely and simultaneously be exhausted by them. That is the truth, and there is nothing shameful about acknowledging that. Yet, as parents, it is the most important and fulfilling thing we’ve ever done. At the end of the day we can truly say, we rose to the challenge and have given it our all. For now, my wife and I just want to enjoy the joy of their company. We savor the good times of being together underoneroof:thepandemicstaycation at home, the family movie nights while snacking, the occasional birthday celebrations, being together on Christmas and New Year’s eve, praying and going tomasstogether(nowjustonlinemass), cheering each other up in sad moments, watching each other’s health, and so on. If in poker a full house is a winning hand, then our family’s full house seems to be a win-win deal for our children and us.

HINKING it was too good to be true, 19-year-old B.S. HE Ateneo School of Government, through its public policy think tank Ateneo Policy Center, recently launched the first university-based opinion and survey research unit that will provide stronger evidence and information to secure the Filipino voice on significant public-policy issues. “Boses, Opinyon, Siyasat, at Siyensya para sa Pilipinas [BOSES Pilipinas]” centers on advancing empirical, interdisciplinary and policy-oriented public opinion studies on democracy, governance, and development. Dr. Imelda Deinla, BOSES Pilipinas convenor, said the survey group promises “to provide knowledge and credible information that can assist [the public] in making informed choices” on issues, such as choosing the right leaders for the upcoming 2022 national elections, priorities that should be performed by the government, and the needed policies to address poverty and the pandemic. The group also aims to conduct studies other than politics and economics. “There are critical issues that we need to probe,” Deinla noted, while citing ways Filipinos view their foreign policy, the West Philippine Sea issue, those that affect their individual and collective security, and the impact of global issues on their lives and the country’s future direction. According to Deinla, BOSES Pilipinas is composed of very competent and recognized experts from various fields, such as political science, economics, psychology, law, public administration, and mass communication. She added they will also use an interdisciplinary lens in probing influences of peoples’ feelings: “We will combine disciplines in the way we examine complex problems... the country faces,” the convenor explained. “It is our goal that our leaders and decision-makers will use those survey results in crafting responsive and effective policies and decisions.” Deinla pointed out that BOSES Pilipinas is nonpartisan and academic-based, and will “not accept commissioned surveys from politicians.” “As an academic unit, we are duty-bound to observe the highest degree of rigor, transparency, and ethical conduct in our work,” she insisted. “Therefore, the public can [take comfort in the fact that our surveys will be conducted only after undergoing university review and approval of our survey protocols compliant] with ethical guidelines,” she said. In the coming months, BOSES Pilipinas, together with nonpartisan and pro-democracy coalition Participate, will release opinion polls and evidence-based studies on presidential satisfaction, 2022 elections voting preferences among the youth, disinformation and fake news, youth leadership and Sangguniang Kabataan, as well as votebuying, among others. tool in conserving marine habitats in his country, while compatriot Prof. Fabio Labra shared the way Earth observation systems and geographic information-system technology can be used to alleviate the invasive macrophyte problem in the Rio Cruces wetlands. In 2018 UST’s Manila campus started to offer STS as a course under the General Education curriculum to inculcate science appreciation among the students—especially on the way science and scientific skills can be used

to address pertinent social issues of this generation. UST’s STS offering is unique in the manner it is anchored on the teachings of Pope Francis in his encyclical Laudato Si’, which champions the care for our planet. The milestone led by the team of organizers of the STS summit fostered collaboration between the two UST institutions, and also inculcated the scientific values of working with nature to conserve biodiversity aligned with society’s needs.

n January 12, 2020, just two months before the Covid-19 lockdown on March 16, 2020, Taal Volcano awoke from 43 years of quiet and began to spew gases, ash, and lava into the air. The ash affected, to varying degrees, a number of cities and municipalities of Batangas within the 14 and 17 km. danger zones, reaching as far as Metro Manila as well as the provinces of Cavite, Laguna, Rizal and Bulacan. Dur ing the er uption, 39 people perished due to healthrelated problems. W hen people were evacuated from the island, large numbers of livestock and pets left behind also died from starvation. Ash even affected the tilapia and milkfish being raised in aquaculture pens in Taal Lake as about 30 percent of the fish cages in Taal lake were destroyed due to changes in acidity and temperature. Today, one and a half years after that fateful day, the view of volcano from the 686-m high Tagaytay Ridge in Tagaytay City, is way different when it was years ago prior to the eruption as the island ’s lush vegetation have all been killed or stripped of leaves, turning much of the island into a ghostly gray desert. However, some vegetation remains at the northern part. Even after the eruption, volcanic activity still continues. Last March 9 of this year, the volcano was placed under Alert Level 2 (increased unrest) and on July 1, at the time of this writing, it was raised to Alert Level 3 after a phreatomagmatic eruption. Now that it’s back in the headlines, let’s get to know more about this volcano as well as its surrounding lake.

Although it’s grand viewpoint is in Tagaytay City in Cavite, the volcano and its lake are entirely located in the province of Batangas, with 10 towns (Agoncillo, Alitagtag, Balete, Cuenca, Laurel, Mataas na Kahoy, San Nicolas, Santa Teresita, Taa l and Talisay) and two cities (Lipa a nd Ta nau a n) encirc l ing t he lake. The northern half of the island is under the jurisdiction of Talisay, the southern half to San Nicolas. T he volc a no i n most Ta a l Volcano postcards, the 311-m high Mount Binintiang Malaki (translated as “giant leg”), the northwest cinder cone which emerged overnight during the 1707 eruption, is actually old and dormant. It may seemingly look like an island, but Mount Binintiang Malaki is actually connected to the 16-sq-km , 8.8km long Volcano Island. In fact, it is the island ’s highest point. The aforementioned is also not the volcano’s only cone. In fact, there are 47 identified cones (26 tuff cones, 5 cinder cones and 4 maars), each a past eruption site. Speaking of records, Taal Volcano is the lowest active volcano in the world (only the 180-m high, inactive Pali-Aike volcanic field in the Argentina-Chile

border region is lower). It is also the second most active (out of 37 volcanoes, 21 of which are active) volcano in the country, after Mayon Volcano in Albay, with 41 recorded historical eruptions. The most notable eruptions are the violent, 7 month long eruption of 1754 (May 15 to December 12) and the American colonial period eruption of 1911 (January 27 to February 8) which killed 1,335 people. Most major eruptions, from 1749 to 1911, were from the Main Crater Lake, the largest lake on the island. The nearly

300-m high crater, with a diameter of about 2-kms, has a small rocky island called Vulcan Point. This setup was immortalized in “Ripley’s Believe It or Not” as an island (Vulcan Point) on a lake (Main Crater Lake) on an island (Volcano Island) on a lake (Taal Lake) on an island (Luzon Island). After the 2020 eruption, the Main Crater Lake mostly evaporated or drained but, after a series of typhoons, rainwater allowed the lake to fill up again. The lake is formerly called Bonbon Lake. The present day

Taal Lake itself is thought to be a remnant of a huge, 5,500- to 6,000-m high, perfectly formed, cone-shaped volcano that collapsed during a gigantic and violent eruption. Today, this big volcano is now considered by scientists to be dormant or extinct. Volcano Island, of course, is a different story. For the record, it is the third largest lake (at 268-sq-kms) in the country (after the 949-sqkm Laguna de Bay and 340-sqkm Lake Lanao), with an irregular shoreline measuring about 23 by 16 kms. It is classified as a

freshwater lake yet, before 1754, its waters were referred to by Spanish priests and historians as “salty.” The lake’s water salinity only ranges from 1/1000th to almost 1 percent (the ocean is 3 percent). The remains of dead coral and unusual marine life are found in Taal Lake in what you would normally find in the sea. How is all this possible? The answer can be found in old maps that once showed Lake Taal as a bay connected to the West Philippine Sea by a wide, clear channel. Taal Volcano’s 1754 eruption may have blocked this channel with tephra, causing the waters to rise and, eventually, submerging the lakeside towns of Tanauan, Taal and Lipa, causing them to transfer to their present sites. It also trapped t hese m a r i ne c re at u res a nd forced them to adapt to a freshwater environment. Today, only a wide fissure at the southwest edge of the crater enables the lake to drain via the 10-km. long Pansipit River into Balayan Bay. Today, the lake is home to marine anomalies such as the generally docile but poisonous Hydrophis semperi (one of five Hydrophis genus, it is one of only two freshwater sea snakes in the world); the tasty and very expensive, 1-m long maliputo or yellowfin jack (Caranx ignobilis); the 10-cm long, overharvested tawilis (Harengula tawilis, a lake delicacy, it is one of a few freshwater sardine species in the world); the archer fish and pipefish (Dunck-erkocampus dactiliophorus). Up until the 1930s, bull sharks (Carcharhinus leucas) once swam the lake’s waters until they became extinct, again through overfishing.

NLINE youth platform Edukasyon.ph and tech firm ASUS have teamed up to provide educators with the right tools so they can continue to teach and guide students through the difficult and challenging online setup. “There’s no telling how much tougher distance learning could get in the coming months. To help address this, we need to help the ecosystem and not only students/teachers” said Edukasyon.ph CEO Grace David. The World Bank has raised the alarm on the crisis in Philippine education which started in 2019, pre Covid-19, and has worsened since the start of distance learning. According to three different multi-country assessments spearheaded by the World Bank, one in every four Grade 5 students in the Philippines does not have the reading and mathematics skills for Grade 2 or 3, and four in every five 15-year-old students do not understand basic mathematical concepts such as fractions and decimals that should be mastered by fifth graders. The Philippines participated in the Program for International Student Assessment (Pisa) for the first time in 2018, the Trends in International Mathematics and Science Study (TIMSS) in 2019 after a break of 16 years, and the first cycle of the Southeast Asia Primary Learning Metrics (SEA-PLM) in 2019. Pisa assessed achievement and application of key knowledge and skills of 15-year-old students in reading, mathematics and science, while TIMSS measured proficiency in mathematics and science at the fourth and eighth grades. Meanwhile, SEA-PLM evaluated reading, writing and mathematical literacy, with an initial focus on Grade 5. Poor learning results were observed among students in the Philippines, with more than 80 percent of them falling below minimum levels of proficiency expected for the respective grades. The Philippines was last in reading and second to last in science and mathematics among 79 countries in Pisa. It ranked last in mathematics and science among 58 countries in the fourth-grade assessment and was among the bottom half of the six countries in reading,

mathematics and writing literacy. It takes about three hours to finally arrive at something I’m satisfied with. And then the rest follows. The thing is, I treat my music as an outlet for my emotions or the current situation I am in, so I have to be in a certain kind of mood when I create music, otherwise it doesn’t feel sincere.” Brillantes is currently working on an EP, which would be composed of original tracks that he started sharing with the public last year. Twitter revamps misinformation labels LAST May, as Twitter was testing warning labels for false and misleading tweets, it tried out the word “disputed” with a small focus group. It didn’t go over well. “People were like, well, who’s disputing it?” said Anita Butler, a San Francisco-based design director at Twitter who has been working on the labels since December 2019. The word “disputed,” it turns out, had the opposite effect of what Twitter intended, which was to “increase clarity and transparency,” she said. The labels are an update from those Twitter used for election misinformation before and after the 2020 presidential contest. Those labels drew criticism for not doing enough to keep people from spreading obvious falsehoods. Now, Twitter is overhauling them in an attempt to make them more useful and easier to notice, among other things. Beginning Thursday, the company will start testing the redesigns with some US users on the desktop version of its app. Experts say such labels—used by Facebook as well—can be helpful to users. But they can also allow social-media platforms to sidestep the more difficult work of content moderation—that is, deciding whether or not to remove posts, photos and videos that spread conspiracies and falsehoods. “It’s the best of both worlds” for the companies, said Lisa Fazio, a Vanderbilt University psychology professor who studies how false claims spread online. “It’s seen as doing something about misinformation without making content decisions.” While there is some evidence that labels can be effective, she added, social-media companies don’t make public enough data for outside researchers to study how well they work. Twitter only labels three types of misinformation: “manipulated media,” such as videos and audio that have been deceptively altered in ways that could cause real-world harm; election and voting-related misinformation, and false or misleading tweets related to Covid-19. One thing that’s clear, though, is that they need to be noticeable in a way that prevents eyes from glossing over them in a phone scroll. It’s a problem similar to the one faced by designers of cigarette warning labels. Twitter’s election labels, for instance, were blue, which is also the platform’s regular color scheme. So they tended to blend in. The proposed designs added orange and red so they stand out more. While this can help, Twitter says its tests also showed that if a label is too eyecatching, it leads to more people to retweet and reply to the original tweet. Not what you want with misinformation. Then there’s the wording. When “disputed” didn’t go over well, Twitter went with “stay informed.” In the current test, tweets that get this label will get an orange icon and people will still be able to reply or retweet them. Such a label might go on a tweet containing an untruth that could be but isn’t necessarily immediately harmful. More serious misinformation—for instance, a tweet claiming that vaccines cause autism—would likely get a stronger label, with the word “misleading” and a red exclamation point. It won’t be possible to reply to, like or retweet these messages. “One of the things we learned was that words that build trust were important and also words that that were not judgmental, non-confrontational, friendly,” Butler said. This makes sense from Twitter’s perspective, Fazio said. After all, “a lot of people don’t like to see the platforms have a heavy hand,” she added. As a result, she said, it’s hard to tell if Twitter’s main goal is to avoid making people angry and alienating them from the platform instead of simply helping them understand “what is and isn’t misinformation.” AP

HEN realme contacted me about reviewing another phone, I thought it was going to be the realme 8i. Afterall, their number series always comes in threes and since the 8 and 8 Pro are out, all that’s left was the 8i. So, I was quite surprised when I opened the package and saw the realme 8 5g instead. realme has had long line of solid, inexpensive phones that made them the No. 1 smartphone brand in the country, and the realme 8 5G is their first device to help you make the leap to 5G as cheaply as possible. It offers an appealing design, and some impressive specs, with next-gen connectivity being one of the highlights, but should you take the leap now?

DESIGN AND BUILD

THE first thing you’ll notice is the missing “Dare To Leap” branding on the back unlike its siblings. The design has been quite divisive, but if you are really part of the squad, there’s no better way to show off your love than with that emblazoned tagline on your phone. Then there’s the textured back of the 8 Pro, instead of that sandblasted finish (which I love) we get with the realme 8 5G, what the company calls a Dynamic Speed Light design. Its shiny, shimmering but not that splendid as we’ve seen it in a lot of other phones. The sides and back of the phone are made of plastic, but the color scheme does give it a little personality. We have the Supersonic Blue, which is more fun to look at, but you could also get it in Supersonic Black for a more mature vibe. I do like the fact that its superslim at just 8.5mm and feels light to hold at only 185g despite having a 5000mAh battery. Located on the left side are the volume buttons together with the triple-card tray

UP front you get a 6.5-inch LCD screen with relatively slim bezels and a slightly thicker chin. It’s got a punch hole on the upper left for the selfie camera and above it in the bezel is the earpiece. The 2400 x 1080 HD resolution was better than I expected and when you ramp up the brightness, it’s more than enough for games and movies. You won’t have any problems even outdoors. But the highlight of its display is its 90Hz refresh rate. If you’re going to use it on the fastest Internet connection, enjoy buttery-smooth scrolling and browsing. If you want to save battery, though, head over to the display setting and turn on “auto select” and it will dynamically switch between 90Hz and 60Hz refresh rates depending on the task. As for sound quality, its decent at best since you only get a single loudspeaker. It’s good enough if you are alone in a small room, otherwise there always the headphone jack available if you want better sound output.

CAMERAS

THE realme 8 5G is equipped with a humble triple rear camera array, although you might have noticed four circles within the bump. One of them doesn’t actually contain a lens, but just an “AI” badge. It’s a bit deceiving, but it serves the purpose of keeping the layout balanced and make the phone look fancier. The phone’s 48MP main sensor is no slouch and for everyday quick snaps, it’s perfectly fine. The depth sensor and the 2MP macro are there to give it a bit more versatility as the camera modes are a bit limited. Macro shots can be a bit tricky to pull off and the 2MP can only do so much. You can still get photos at night, with a reasonable amount of detail by activating night mode and keeping your subject close. It boosts the brightness up a bit, just make sure to keep your phone steady for longer. For selfies, the 16MP front camera works best under natural lighting and again the quality is just okay with fair enough details and a bit of depth in portrait mode.

PERFORMANCE AND BATTERY

THE realme 8 5G is equipped with a MediaTek Dimensity 700 chip paired with a Mali-G57 GPU, and a generous 8GB of RAM +128GB storage. This 5G processor mixes two highly capable Arm Cortex-A76 cores in its octa-core CPU operating up to a speedy 2.2GHz. That said, using the realme 8 5G for the past few weeks was an overall pleasant experience. There was no noticeable lag when switching between apps and menus, and opening multiple websites and media files were snappy. I also loaded several casual games and it was able to handle all of them quite well with the help of Gamespace. Now, it doesn’t mean you could play those resource-heavy games, but you have to be content with the default settings. The realme 8 5G is equipped with a 5000mAh battery

which again is enough for moderate day-to-day use. You also get an 18W type-c charger which gets you 48 percent in 30 minutes. It’s also worth noting that the phone supports Smart 5G Power Saving. As 5G brings more power consumption to the phone, this feature helps to lessen the strain on its battery life. Smart 5G technology can intelligently sense the surrounding signal environment and “senselessly” switch between 4G and 5G without switching time, which achieves 30 percent lower power consumption than phones without the Smart 5G feature. As we were finishing this review, realme launched several new TechLife products; the realme Watch 2 Series, the realme Buds Wireless 2 Neo, the realme Night Light, and the realme Pocket Bluetooth Speaker. The realme Watch 2 Pro seeks to be the professional sports and fitness companion, featuring a massive 1.75” Ultra Large Display with a high resolution of 320 x 385 pixels and 30FPS refresh rate for increased smoothness and reactiveness. It has Dual Satellite GPS and an incredible battery life of up to 14 days. The realme Watch 2, on the other hand, features realme’s industry-leading blood oxygen and 24/7 heart rate monitor to help you keep track of your health, and supports up to 90 kinds of sports modes to monitor your physical activities like cycling, strength training, running, among many others. FINAL WORD: So should you get this budget 5G device? Everybody is talking about 5G and the telcos are going all out to make it available in more locations nationwide. Now, electronics makers are turning to the technology to tackle a smaller-scale problem— headphones running out of power. Swedish start-up Exeger is pushing the trend, putting its thin and flexible solar-cell material into headphones made by the company Urbanista, also from Sweden. Capable of self-charging from either the sun or indoor lighting, the roughly $200 product promises users “virtually infinite playtime”

without the need for finding an electrical socket. On Wednesday, Exeger announced another partnership with an affiliate of German sports giant Adidas AG. This venture—which also includes headphone maker Zound Industries International AB, a licensee of Adidas—is gearing its offering more toward athletes than Urbanista’s version. The product should be available for purchase in 2022 and hasn’t been priced yet. “I want to personalize solar,” Giovanni Fili, chief executive officer of Exeger, said in a phone interview of his goals for a technology many people probably associate with their monthly power bills.

Founded in 2009, Exeger’s material—called “Powerfoyle”—is also being used in a bike helmet from yet another Swedish company, POC, that automatically lights up when it gets dark. Exeger aims to put the solar cells in a variety of other products, including web-connected devices in homes and workplaces, Fili said. HOENIX—The ball went from Chris Paul to Devin Booker and didn’t stop moving until Deandre Ayton scored after every Suns player had touched it. The 10-pass sequence was the prettiest play of the National Basketball Association (NBA) Finals and the kind the one-man show Bucks couldn’t dream of. “We actually talked about that play right after the game, me and Mikal [Bridges], and he was like, ‘I think that was the most pumped I’ve ever been after a play,’” Booker said. “And I was like, me too.” Imagine the feeling if his team gets two more wins. Booker scored 31 points, Paul had 23 and the Suns beat Milwaukee, 118-108, on Thursday night to take a 2-0 series lead. The Suns have never been closer to an NBA title. Not bad for a team whose coach told them earlier this season had the league’s sorriest starting unit, forcing the players to figure things out. “We did and we’re going to keep it going,” Paul said. Booker made seven 3-pointers and the Suns went 20 for 40 behind the arc. Bridges scored 27 points, and Paul finished with eight assists. German Politt wins Tour de France Stage 12 in Nimes

IMES, France—Rarely in the spotlight, Nils Politt struggled to believe victory was his when it finally came at the Tour de France. After dropping his last remaining rivals on the road leading to the city of Nimes in southern France, the German rider hit his helmet several times and shook his head as if to say, “I can’t believe it.” After the strange feeling sank in, with the finish in sight, Politt made a big heart sign with his hands and crossed the line on his own to post only the second stage win of his professional career. Politt was part of a larger group that jumped out of the main pack in the early stages of the windy 159.4-kilometer Stage 12 between Saint-Paul-Trois-Chateaux and Nimes. The German rider from the Bora-Hansgrohe team had attacked with three other rivals from the 13-man breakaway group about 40 kilometers from the finish. He then went solo with 12 kilometers left with a sudden acceleration that was left unanswered. “There were quite a lot of sprinters in our group, so I had to make the race hard and attack quite early,” Politt said. “I made first attack.
