For badly hit tourism sector to recover, cheaper Covid tests, smart digitalization is the way to go

ITH the lowering of community quarantine status in many parts of the country and lifting of travel restrictions, a number of Filipinos have taken to traveling and going on pandemic breaks with their loved ones.

Tourism Secretary Bernadette Romulo Puyat, however, feels more can still be done to help the tourism sector get back on its feet. For one, the price of Covid tests needs to be further cut, and another, local governments have to ease the visitors’ experience by providing smart tourism platforms. Romulo Puyat noted that testing for Covid-19 remains expensive and out of reach of budget-conscious travelers and that a cheaper option will encourage more domestic trips, without sacrificing the test-before-travel requirement of many local government units (LGUs). “The added cost of Covid-19 tests can be quite significant especially for big families traveling together. I brought this up with the IATF [Inter-Agency Task Force for the Management of Emerging Infectious Diseases] because a slash in the cost of RT-PCR tests would encourage more travelers to pursue their travel plans. In return, this will spur economic activities and reinvigorate the tourism industry,” she said in a news statement.

put a price cap on RT-PCR nasal swab tests at P5,000 for private hospitals and laboratories, and P3,800 for public health facilities. “If PGH and PCMC can offer swab tests at P1,800 and P1,500, respectively, why can’t the other hospitals,” asked the DOT chief. Lowering such cost will also provide relief to individuals who need the test, such as our returning overseas Filipinos and overseas Filipino workers, she added. Romulo Puyat also called on the Research Institute of Tropical Medicine (RITM) to certify more facilities performing saliva-based RT-PCR tests. At present, only the Philippine Red Cross has been certified by RITM to conduct such test, at P2,000 per head. “If more hospitals and laboratories are certified to conduct saliva tests, this cheaper alternative will be more accessible to the public and will be recognized by more LGUs in their entry requirements for local travelers. But needless to say, the facilities conducting such tests should be thoroughly screened. We defer to DOH [Department of Health] in addressing this concern,” she stressed.

MEANWHILE, over P11.65 million has been spent by the Tourism Promotions Board (TPB) to help boost the digitalization projects of several local governments. This is in keeping with the DOT’s goal to transform the tourism experience in the country to a safer and seamless digital platform. The TPB is the marketing arm of the DOT. Romulo Puyat said, “Digital innovations are playing a crucial role in the recovery of the tourism industry. Not only do they improve the efficiency of business operations, and promotions, they also allow for a safer environment through contactless transactions, virtual meetings, and visitor registration and monitoring.” As of June 2021, the funds were downloaded to LGUs for projects involving the development of the Visita platform, an online visi-

tor management and monitoring system; setting up of local tourism websites and mobile applications, and digital marketing tools. The first recipient of TPB funds to set up the Visita app was Baguio City, in October 2020. Other recipients now include the regions of Ilocos, Central and Eastern Visayas, Northern Mindanao, Metro Manila, and the provinces of Bohol, Marinduque, Oriental Mindoro, Quirino and Zambales; the cities of Bacolod, Davao, Dumaguete, Iloilo, Tuguegarao; as well as the municipalities of Agoncillo in Batangas, El Nido in Palawan, and Pasil in Kalinga. A recent output of the funding is Oriental Mindoro’s tourism web site www.travelorientalmindoro.ph and mobile application “Lakbay Oriental Mindoro.” Launched on July 8, these are digital travel guides to the province’s 14 municipalities. KAIN NA! is a hybrid food and travel festival, in partnership with Ayala Malls, offering an array of digital events along with the presence of physical booths to promote the produce and services of food and farm tourism. Earlier this month, the DOT also partnered with mobile video-sharing app TikTok and launched its #SarapMagingPinoy campaign, which aims to promote local recipes and celebrate Filipino culture.

Cuba, Haiti stir fresh political pressures for US president By Aamer Madhani & Matthew Lee

ASHINGTON—They are two tiny Caribbean states whose intractable problems have vexed US presidents for decades. Now, Haiti and Cuba are suddenly posing a growing challenge for President Joe Biden that could have political ramifications for him in the battleground state of Florida.

Cuban demonstrators have taken to the country’s streets in recent days to lash out at the communist government and protest food shortages and high prices amid the coronavirus pandemic. In Haiti, officials are asking the US to intercede in a roiling political crisis after last week’s assassination of President Jovenel Moïse in a nation where military and humanitarian interventions by US presidents from Woodrow Wilson to Barack Obama have proved to be politically harrowing. Biden is facing increased pressure from Republican lawmakers for his administration to step up support of Cuban demonstrators. And his aides have demonstrated determined caution in response to requests for more US involvement in Haiti. The administration has come under fire from both sides of the political spectrum for its responses to each of the crises, both unfolding less than two hours’ flying

time from Miami. The troubled US history in both countries has hardened positions, making virtually any policy decision politically unpalatable for a president seeking to toe a middle line. In the background: How the Biden administration handles the crises looms large in electorally rich Florida.

Florida. “Democrats learned in 2020 that country of origin is a much more powerful voting cue in Florida than historical voting affiliation, and Trump’s hammering on socialism proved to be an effective message.” Indeed, as the situations play out in Cuba and Haiti, Biden administration officials have responded cautiously. The White House on Sunday dispatched representatives from

the Justice Department, the Department of Homeland Security and the White House National Security Council to meet with Haiti’s interim Prime Minister Claude Joseph, designated Prime Minister Ariel Henry and Joseph Lambert, the head of its dismantled Senate, whom supporters have named as provisional president in a challenge to Joseph. White House officials said Haiti’s request for the US to deploy troops was under review. At the State Department, Spokesman Ned Price said Tuesday he was not aware that the administration had rejected any request from Haitian officials but said the focus was on supporting the investigation into the assassination rather than providing military assistance. US officials have also made clear that the administration remains concerned about the infighting over who is rightfully Moïse’s successor in Haiti. The White House is coordinating with Joseph in his capacity as acting prime minister, but is urging Haitian officials to work together to hold legislative and presidential elections as soon as feasibly possible. Meanwhile, the White House said a review of its Cuba policy remains underway. To be sure, US efforts to press for regime change have had their fair share of failures over the years: the 1961 Bay of Pigs invasion, CIAbacked assassination attempts on Cuban leader Fidel Castro, and sanctions that inflicted pain but never produced the ultimate goal of ending communist rule. “We’re going to be taking a close look at what has and has not worked in the past, and unfortunately in the case of Cuba, there may be more that has not worked

than what has worked,” Price said.

Outpouring

THIS week, Cuban police have been out in force as President Miguel Díaz-Canel has accused Cuban Americans of using social media to spur a rare outpouring of weekend protests. The demonstrations in several cities and towns were some of the biggest displays of antigovernment sentiment seen in years in tightly controlled Cuba, which is facing a surge of coronavirus cases as it struggles with its worst economic crisis in decades. There are political crosscurrents for Biden as he addresses both situations. On Cuba, the political right in the US has accused Biden—who said as a presidential candidate that he would revert to Obama-era policies that loosened decades of embargo restrictions on Havana— of not being supportive enough of Cuban dissidents. Democrats, meanwhile, are unhappy that Biden has yet to reverse Trump’s hard-line approach to the island’s communist government as his administration carries out its review of Cuban policy. Trump, in a news statement, criticized Biden’s past promises to loosen restrictions on Cuba. “Don’t forget that Biden and the Democrats campaigned on reversing my very tough stance on Cuba,” Trump said. Florida Republicans Sen. Marco Rubio and Rep. Carlos Gimenez, a freshman lawmaker who represents a Miami district that Democrats are hoping to flip in next year’s midterm election, were among elected officials this week who called on the administration to maintain Trump’s Cuba policy. They also called on Biden to

aid the protesters, including by making free satellite internet access available on the island to subvert the Cuban government’s effort to stop activists from broadcasting their messages on social media to the world. Gimenez said in an interview that simply maintaining the status quo is not enough at a moment when the island is seeing some of the most intense protests in more than 60 years—what Biden himself referred to as a “clarion call for freedom.” Biden lost Florida by about double the margin by which Trump beat Democrat Hillary Clinton there in 2016. Trump was helped in part by narrowing the Democrats’ margin of victory in population-rich Miami-Dade County by nearly 13 percentage points. Gimenez and another freshman lawmaker of Cuban descent, Maria Elvira Salazar, picked up Democratic-held seats as Trump and Republicans focused on courting Cuban Americans, an important voting bloc in the state. The majority of Cubans in Florida supported Trump over Biden, 58 percent to 41 percent, according to AP VoteCast. The margin was nearly reversed among other Hispanic voters in the state, who were more likely to support Biden than Trump, 59 percent to 40 percent. “Biden is no fool,” said Gimenez. “It’s not just the Cuba issue, it’s the whole issue of socialism and communism and censorship that’s shifted the people of Miami-Dade over to the right. The problem that the President has is the extreme parts of his own party seem to be driving the agenda, and that he just can’t escape right now.” White House Spokesman Chris Meagher said Biden, dating back to his days in the Senate, has been a fierce critic of the Castro regime and is committed to Cuban human rights. “He’s committed to forming his policies toward Cuba based on two principles: that standing up for democracy and human rights is paramount, and that Americans—especially Cuban Americans—are the best ambassadors for freedom and prosperity in Cuba,” Meagher said. Carlos Diaz-Rosillo, who served as a director of policy and interagency coordination in the Trump White House, said the situations in Cuba and Haiti offer Biden a chance to demonstrate his oft-repeated dictum that democracies can better service their people than autocracies as well as his preference for multilateral efforts to address big global problems. “This is an administration that says that they believe in international organizations and that they believe in these multilateral bodies. If that’s the case, get our allies in the hemisphere together ... and see how they can rally others to help out,” Diaz-Rosillo said.

IATF places entire Iloilo, CDO, Gingoog under ECQ By Samuel P. Medenilla

H

eeding the recommendation of health officials and experts, the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) has placed four areas in the country under enhanced community quarantine (ECQ) on Friday. In a news statement, Presidential spokesman Harry Roque said the IATF elevated to the most restrictive ECQ from the more relaxed modified ECQ the entire lloilo Province, Iloilo City, Cagayan de Oro and Gingoog Cities until the end of the month.

Also placed under a higher community classification is Misamis Oriental, which will now be under general community quarantine (GCQ ) from its previous modified GCQ (MGCQ ) classification. The amended community classification of list of the IATF also extended the GCQ of Antique from July 22, 2021 to July 31, 2021. “The reclassification was made upon the recommendations of the Department of Health, its Technical Advisory Group, and the Technical Working Group on Covid-19 Variants,” Roque said.

pposition Sen. Francis Pangilinan took up the cudgels for wife Sharon Cuneta and daughter KC on Friday, filing cybercrime cases against Google Philippines and two YouTube channels for posting “malicious and fake videos.” The aggrieved senator, vowing to “do what it takes” to protect his family, went to court for what he alleged to be multiple fake news and defamatory videos claiming domestic violence and adultery. “Ang pamilya ko ang buhay ko. Gagawin ko ang lahat para protektahan sila. [My family is my life. I will everything within my power to protect them],” Pangilinan said as he personally appeared before the Department of Justice (DOJ) to lodge a formal complaint. “Hindi lang kami ang nakakaranas ng ganitong problema. Marami rin tayong mga kababayan na ilang beses nang nagreport ng mga mapanira na videos sa YouTube, pero wala silang aksyon. [I surmise that this is not an isolated case. Many of our countrymen have been victimized by YouTube’s defamatory videos but it seems they’re no doing anything to address the matter],” he complained in a news statement. Pangilinan pointed out “there is obviously a gap somewhere,” asserting “this needs to stop. Social-media sites need to step up and be more responsive to reports and more especially to legal complaints. These are harmful to individuals and to families.” At the same time, the opposition lawmaker enlisted the technical assistance of the National Bureau of Investigation’s crack probers in Cybercrime Division to disclose Starlet’s and Latest Chika’s information and relevant data, to search and seize related computer data, and to identify the authors or persons responsible for

the creation and management of the YouTube channel. He recalled that just last May 2021, several videos were uploaded on Starlet and Latest Chika YouTube channels “with the title, content, and caption claiming that Senator Pangilinan was physically hurting his wife, Sharon Cuneta-Pangilinan, and that cases were filed against him for physical violence by Ms. Sharon and daughter KC,” adding that the videos also claimed that “Ms. Sharon was committing adultery.” The senator asserted that both claims were “repeatedly denied and proven to be untrue.” Moreover, Pa ng i l i n a n g r iped that his office already reported 82 fake and malicious YouTube, “ but 54 of the 82 videos have yet to be decided upon, while 28 have been rejected through a template uniform message claiming that the videos have already been reviewed and that the defamation claim has no merit.” He noted that as of June 2021, the videos have already garnered hundreds of thousands of views even after he lodged a complaint, where he cited that “as owner and service provider of YouTube, Google is liable under Philippine laws as a foreign corporation doing business in the Philippines, adding that its country manager, Bernadatte Nacario, is responsible for YouTube’s day-to-day operations in the Philippines.” Pangilinan protested that despite submissions of defamator y c l a i m s a nd pr ior k nowle d ge of existence of the said defamator y v ideos, “Google’s inaction and refusal to remove said v ideos v iolate Philippine laws and YouTube’s own Community Guidelines.” “We must defend the truth, and hold responsible those purveying lies and fake news,” the senator said, vowing “we will see them in court.”

Galvez says no more Pfizer vaccine for ‘negligent’ LGUs

accine czar Secretary Carlito Galvez Jr. on Friday warned that they might cease to allocate Pfizer anti-Covid-19 vaccine to local government units (LGUs) that could only result in spoilage. “We will not give them Pfizer anymore. Imi-minimize natin ang vaccines na hindi nila kaya i-handle [We w i l l minimize t he vaccines that they can’t handle]. We will sanction the LGU and the vaccine safety officer,” said Galvez, chief implementer of the National Task Force Against Covid-19, at a media forum of the Department of Health (DOH), when asked of his reaction on the reported vaccine wastage of undetermined doses of Pfizer vaccine in Muntinlupa City on July 15. “Sa ngayon, ang bakuna ay ginto, so dapat ang lahat ng nakakatanggap nito

In an advisory on July 15, Muntinlupa City admitted that the safety and efficacy of the Pfizer vaccines stored at the Festival Mall may have been compromised due to “the change in temperature.” With this, the city government informed the residents that they will no longer use the vaccines. Galvez lamented that such an incident occurred, stressing that there is only a limited vaccine supply in the country. DOH reports 16 new Covid delta variant cases in PHL

he Department of Health (DOH) on Friday disclosed the detection of 16 Covid delta variant cases, including 11 local cases. Although local cases have been recorded already, Dr. Alethea de Guzman, Epidemiology Bureau Director of the DOH, assured there is still no “ local transmission” in the country. “We have local cases [of delta variant]...We have clustering from other regions but we are still carefully studying if they are linked to each other,” de Guzman explained, adding that they continue to probe deeper to determine if there is already a “ local transmission.” University of the PhilippinesPhilippine Genome Center (UP-PGC) Executive Director Dr. Cynthia Saloma, also denied that delta variant mutated naturally in the country saying, “[this Delta variant] is 100 percent sourced from abroad.” The DOH said that 16 new delta (B.1.617.2) variant cases, including the first 11 local cases were detected based on the latest whole genome sequencing report of the UP-PGC and the UP-National Institutes of Health (UP-NIH). Health Undersecretary Maria Rosario Vergeire said that five of the 16 cases are Returning Overseas Filipinos (ROFs). One case arrived in the Philippines from the United Kingdom on April 26, 2021 and has been tagged as recovered after undergoing the 14day quarantine period. Another two of these cases arrived in the Philippines from Qatar on June 15, 2021 and have also been tagged as recovered. The DOH is still verifying the arrival and quarantine status of the two other ROF cases. Eleven cases are classified as local cases. Of these, two are from City of Manila, five from Cagayan de Oro, one from Misamis Oriental, two from Antique, and another, whose indicated address was in Pampanga, but was tested in Metro Manila. resident Duterte has approved the opening school year (SY) 20212022 on September 13, the Department of Education (DepEd) announced on Friday. The September 13 date, Education Secretary Leonor Magtolis Briones said, is among the options that she recommended earlier to the President. Other dates are August 23 and September 6. “We thank the President for his full support to the delivery of quality basic education for the incoming school year,” Briones said in a news statement. “We hope for our stakeholders’ continued cooperation and support as we prepare for another challenging yet worthwhile endeavor of educating our children amid a global health crisis,” she added. Alpha, beta, and theta variants are part of a large cluster of cases, with dates of onset between June 23 and 28. All have been tagged as recovered. One case was tagged as dead after being rushed to the emergency room of a hospital on June 28. The other case is an outpatient with an onset date of June 23, who was tagged as recovered. One other case, an outpatient with an onset date of June 27 and was also tagged as recovered, was initially tested in the National Capital Region but has an indicative address in Region 3. All these cases have no known connection to each other. The last two local cases were detected in Antique, both with an onset date of May 27. Both have also been tagged as recovered. The DOH is in close coordination with the Centers for Health Development and Local Government Units to

Four-door policy With the detection of local cases, Vergeire said that they are now intensifying their “Doors 3 and 4” policy. “We have delayed the entry of the delta variant with the activation of Doors 1 and 2. Now that the country has detected local cases of the delta variant, Doors 3 and 4 are being activated. Door 3 would involve strengthening the implementation

of the PDITR [Prevent-Detect-IsolateTreat-Reintegrate] strategies, while Door 4 is ensuring that our healthcare capacity is ready for a possible surge,” Vergeire stressed. The DOH also reminded the public that the spread of Covid-19 globally, while being controlled by vaccination, is still being driven by the emergence of variants of concern, increased social mobility, and inappropriate use of public health measures.

Border control Meanwhile, Vergeire said that granular lockdowns or restrictions would be part the government’s response to help contain the variant. “However, cases are sporadic, it is not only clustering in one area,” she said. Vergeire also said that the strict border control measures that were implemented gave them time to prepare, especially the health-care system of the country. “We will not going to wait until we get overwhelmed,” she said, adding local government units should strictly implement the PDITR strategy. “Even people are being vaccinated, minimum public health measures such as physical distancing and masking should not be neglected,” she said.

Biden says US to warn business on ‘deteriorating’ Hong Kong

resident Joe Biden said his administration will issue an advisory cautioning US companies about the risks of doing business in Hong Kong because of “what may happen” as China continues to tighten its control over the island.

“The situation in Hong Kong is deteriorating and the Chinese government is not keeping its commitment that it made, how it would deal with Hong Kong,” Biden said at a White House news conference alongside German Chancellor Angela Merkel on Thursday. “It is more of an advisory as to what may happen in Hong Kong,” Biden added. “It’s as simple as that, and as complicated as that.” The advisory is expected to be issued on Friday. It will underscore how swiftly China’s push for more control over Hong Kong has brought an end to the “one country, two systems” approach that Beijing had promised when it resumed oversight of the former British colony in 1997. companies to scale back investments or leave Hong Kong, Biden administration officia ls wor r y that major banks and other multinational businesses with headquarters in the city haven’t yet come to grips with just how much the landscape there has changed and how much risk they now face. The key message in the administration’s “business advisory” will be that Hong Kong’s once-independent legal system is now essentially as subject to government interference as mainland China’s, where the ruling Communist Party has almost complete control, according to people familiar with the order, who asked not to be identified discussing the document before it’s public.

Financial capital The advisory won’t demand specific action by the banks, businesses and investors that have transformed

Hong Kong into one of the world’s financial capitals alongside London and New York. Instead it’s meant to underscore the threats—legal, financial and otherwise—the US sees as Beijing consolidates its grip. While businesses have grown increasingly uneasy about t he city’s shifting landscape, experts and consultants say the changes in Hong Kong have been so swift that many still haven’t sufficiently grappled with the inherent dangers. At the same time, they argue that the situation may not be as dire as the US says, and they don’t anticipate massive departures. “Non-Chinese firms should recognize that Hong Kong presents both unique business opportunities and newly compounded risks,” said Kurt Tong, a partner at the Asia Group consulting firm. “There is no safety in numbers, but neither should firms join a stampede to exit.” According to the people, the advisory will warn firms about the potential ramifications of Hong Kong’s national security law, imposed on the city by Beijing, which prohibits collusion with foreign forces or anything construed as subverting the authority of the central government. Data that foreign companies store in Hong Kong could also be at risk, they said. So far, many financial institutions have actually ramped up hiring. Citigroup Inc. said in May that it plans to hire more than 1,000 professionals across its wealth franchise in Hong Kong over the next five years, stepping up its expansion amid an increasingly heated grab for talent in the region. Goldman Sachs Group Inc. is hiring 320 staff in China and Hong Kong, as China opens its $54-trillion financial market fully to foreign brokerages and asset managers. Even without making specific demands, the US advisory will mark a stunning turnaround for a city that still hosts the world’s biggest banks and for decades marked an entry point to China as its development accelerated beginning in the 1980s. China’s “one country, two systems” approach to Hong Kong had

already been under pressure before massive anti-government protests erupted in 2019. Under President Xi Jinping, Beijing quickly moved to silence independent voices, arresting protest leaders, imposing a national security law that allows for the extradition of people accused of crimes to China and forcing the closing of Apple Daily, a high-profile media outlet critical of corruption and the Communist Party. Geopolitical tensions are nothing new for companies that do business in China. But an “anti-foreign sanctions” law that China’s rubber-stamp parliament passed in June will put multinationals in a difficult position because it may force companies to weigh complying with US sanctions on Chinese entities against the risk that China may punish them for doing so. “Chinese counter par ties are nervous about agreeing to comply with foreign sanctions,” said Adam Smith, former senior adviser in the Treasury Department’s sanctions unit and now a partner at Gibson, Dunn & Crutcher. “It’s creating an ‘us versus them’ scenario for multinational businesses.” The advisory on Friday will mark a further step in the Biden administration’s far more pessimistic tone about Hong Kong in the months since the Trump administration rolled back the city’s special trade privileges, saying the former British colony’s “high degree of autonomy” was quickly eroding. China’s dismantling of Hong Kong’s freedoms—and the US response—has been a driving force for worsening ties between the world ’s two biggest economies. Starting under President Donald Trump, Beijing and Washington were increasingly at odds over issues including trade, technolog y, the origins of the Covid-19 pandemic and human-rights. China’s pork imports set to plunge 50 percent as local prices tumble

hina’s record demand for foreign pork is about to crater after domestic prices plummeted, potentially easing pressure on the world meat market and cooling at least one constituent of global food costs. The planet’s biggest importer of the protein staple could slash overseas purchases by more than 50 percent in the July-December period from the first half of the year because local supplies are now cheaper than overseas shipments, said Jim Huang, head of China-America Commodity Data Analytics, an independent consulting firm focused on agriculture. Benchmark global hog futures have surged more than 25 percent in Chicago this year on strong demand and higher feed costs. By contrast, pork prices in China have slumped more than 50 percent on increased supplies as domestic herds rebound from African swine fever. US pork is now more expensive than domestic meat after tariffs and freight, Huang said. This also means that the government can now replenish state reserves more cheaply on the local market. The plunge in China’s demand for foreign pork could be welcome news for consumers elsewhere in the world. Rising prices of meat, grains and edible oils have helped boost global food costs this year to the highest level since 2011, igniting inflation fears,

as the world struggles to emerge from the pandemic. As an illustration of the increase in local supply, pork production in China jumped 36 percent in the first half of the year from a year earlier to about 27 million tons, while hog numbers were up almost 30 percent to 439 million at the end of June from 12 months earlier, according to statistics bureau data Thursday. For the whole of 2020, China imported a record 4.4 million tons of pork, more than double a year earlier, while in the first five months of this year overseas purchases were already about 14 percent higher at almost 2 million tons, official customs data show. Spain, Brazil and the US were the top suppliers. The government no longer needs to import pork for state reserves after the slump in local prices, said Lin Guofa, senior analyst at consultancy Bric Agriculture Group. Beijing has now been buying on the domestic market instead, purchasing 13,000 tons this week and 17,000 tons last week. Until earlier this year, the government was selling pork from stockpiles to cool the market after African swine fever cut hog numbers by almost half and sent prices soaring. HK study: BioNTech shot produces 10 times more antibodies than Sinovac

here is a substantial gap in the amount of antibodies that mRNA and inactivated vaccines can generate against the virus that causes Covid-19, according to a Hong Kong study, in the latest finding on what may have contributed to the varied outcomes following mass vaccination using different types of shots. The research, published in The Lancet on Thursday, found that antibody levels among Hong Kong health workers who have been fully vaccinated with BioNTech SE’s mRNA shot are about 10 times higher than those observed in the recipients of the inactivated vaccine from Sinovac Biotech Ltd. W hile disease-fighting antibodies don’t account for the full picture when it comes to measuring the ability to generate immunity and the effectiveness of Covid vaccines, “the difference in concentrations of neutralizing antibodies identified in our study could translate into substantial differences in vaccine effectiveness,” the researchers said. The finding adds to a growing body of evidence suggesting the

superiority of mRNA vaccines in providing potent and comprehensive protection against Sars-CoV-2 and its variants, compared to vaccines developed by more traditional methods such as inactivated shots. Countries from Israel to the US that have relied mostly on mRNA vaccines from Pfizer Inc. and its Ger ma n pa r t ner BioN Tec h, as well as Moderna Inc., have seen a marked reduction in infections. Those using mostly inactivated shots from China’s Sinovac and Sinopharm haven’t experienced as much of a dent in case numbers, though the use of both kinds has significantly prevented more severe Covid and fatalities. Microsoft says it blocked spying on rights activists, journalists and dissidents

ICHMOND, Virginia—Microsoft said Thursday it has blocked tools developed by an Israeli hacker-for-hire company that were used to spy on more than 100 people around the world, including politicians, human-rights activists, journalists, academics and political dissidents. Microsoft issued a software update and worked with the Citizen Lab at the University of Toronto to investigate the secretive Israeli company behind the hacking efforts. Citizen Lab said the company goes by several names including Candiru, which according to legend is a parasitic fish found in the Amazon that attacks human private parts. Microsoft said people targeted in “precision attacks” by the spyware were located in the Palestinian territor y, Israel, Iran, Lebanon, Yemen, Spain, the United K ingdom, Turkey, A rmenia, and Si n g ap ore. M ic rosof t d id not name the targets but described them generally by categor y. Citizen Lab said Candiru’s spyware infrastructure included web sites “masquerading as advocacy organizations” such as Amnesty International and Black Lives Matter. The reports by Microsoft and Citizen Lab shine new light on an opaque and lucrative industry of selling sophisticated hacking tools to governments and lawenforcement agencies. Critics say such tools are often misused by authoritarian governments against innocent people. “A world where private sector

companies manufacture and sell cyberweapons is more dangerous for consumers, businesses of all sizes and governments,” Microsoft said in a blog post. Attempts to reach representatives of Candiru were unsuccessful. Microsoft said the business mode l for compa n ies suc h a s Candiru is to sell its services to government agencies, which then likely choose the targets and run the operations themselves. Citizen Lab published parts of what it said were a leaked proposal by Candiru for hacking services that offered a la carte hacking options. For 16 million euros ($18.9 million), the company would allow the customer to monitor 10 devices simultaneously in a single country. For an extra 5.5 million euros ($6.5 million), 25 additional devices could be monitored in five more countries. Citizen Lab said Candiru’s spyware targets computers, mobile devices and cloud accounts. Thursday’s disclosure by Microsoft was part of what the company said was a broader effort to “address the dangers” caused by hacker-for-hire companies. Microsoft is supporting Facebook in its lawsuit against NSO Group, which is also based in Israel and is perhaps the most prominent private offensive spyware company. Facebook filed a federal civil suit in 2019 allegedly that NSO Group targeted some 1,400 users of Facebook ’s encrypted messaging service WhatsApp with highly sophisticated spyware.

WHO chief: Still ‘premature’ to rule out Covid-19 lab leak

ER LIN—T he head of the World He a lt h O rg a n i z a tion (WHO) acknowledged it was premature to rule out a potential link between the Covid-19 pandemic and a laboratory leak, and he said Thursday he is asking China to be more transparent as scientists search for the origins of the coronavirus. In a rare departure from his usual deference to powerful membercountries, WHO Director General Tedros Adhanom Ghebreyesus said getting access to raw data had been a challenge for the international team that traveled to China earlier this year to investigate the source of Covid-19. The first human cases were identified in the Chinese city of Wuhan. Tedros told reporters that the UN health agency based in Geneva is “asking actually China to be transparent, open and cooperate, especially on the information, raw data that we asked for at the early days of the pandemic.” He said there had been a “premature push” to rule out the theory that the virus might have escaped from a Chinese government lab in Wuhan—undermining WHO’s own March report, which concluded that a laboratory leak was “extremely unlikely.” “I was a lab technician myself, I’m an immunologist, and I have worked in the lab, and lab accidents happen,” Tedros said. “It’s common.” In recent months, the idea that the pandemic started somehow in a laborator y—and perhaps involved an engineered virus—has gained traction, especially with President Joe Biden ordering a review of US intelligence to assess the possibility in May. China has struck back aggressively, arguing that attempts to link the origins of Covid-19 to a lab are politically motivated and has suggested that the outbreak might have started abroad. At WHO’s annual meeting of health ministers in the spring, China said

that the future search for Covid19’s origins should continue—in other countries. Most scientists suspect that the coronavirus originated in bats, but the exact route by which it first jumped into people—via an intermediary animal or in some other way—has not yet been determined. It typically takes decades to narrow down the natural source of an animal virus like Ebola or SARS. Tedros said that “checking what happened, especially in our labs, is important” to nailing down if the pandemic had any laboratory links. “We need information, direct information on what the situation of this lab was before and at the start of the pandemic,” the WHO chief said, adding that China’s cooperation was critical. “If we get full information, we can exclude [the lab connection].” T h rou g hout t he p a nd e m ic , Tedros has repeatedly praised China for its speed and transparency despite senior WHO officials internally griping about obfuscation from their Chinese counterparts. Last year, The Associated Press found that WHO was frustrated by a lack of details from China during the early stages of the coronavirus’ spread and showed that China was clamping down on the hidden hunt for the pandemic’s origins. Numerous public health experts have also called for an independent examination of Covid-19’s origins, arguing WHO does not have the political clout to conduct such a forensic analysis and that the UN agency has failed after more than a year to extract critical details from China. Over 60 dead, dozens missing as severe floods strike Europe

ERLIN—More than 60 people have died and dozens were missing Thursday as severe flooding in Germany and Belgium turned streams and streets into raging torrents that swept away cars and caused houses to collapse. Among those killed were nine residents of an assisted living facility for people with disabilities and two firefighters involved in rescue efforts across the region. “I grieve for those who have lost their lives in this disaster,” German Chancellor Angela Merkel said during a visit to Washington, expressing shock at the scope of the flooding. Speaking alongside US President Joe Biden at the White House, Merkel said her thoughts were with all those who had lost loved ones or were still searching for them. “I fear the full extent of this tragedy will only be seen in the coming days,” she said. Biden likewise paid his condolences for the devastating loss of life and the destruction due to the f looding. “Our hearts go out to the families who’ve lost loved ones,” he said. Authorities said at least 30 people died in North Rhine-Westphalia state and 28 in neighboring Rhineland-Palatinate to the south. Belgian media reported eight deaths in that country. Recent storms across parts of western Europe made rivers and reservoirs burst their banks, triggering flash floods overnight after

the saturated soil couldn’t absorb any more water. Among the worst-hit German villages was Schuld, where several homes collapsed and dozens of people remained unaccounted for. Rescue operations were hampered by blocked roads and phone and internet outages across the Eifel, a volcanic region of rolling hills and small valleys. Some villages were reduced to rubble as old brick and timber houses couldn’t withstand the sudden rush of water, often carrying trees and other debris as it gushed through narrow streets. Karl-Heinz Grimm, who had come to help his parents in Schuld, said he had never seen the small Ahr River surge in such a deadly torrent. “ T his night, it was like m a d n e s s ,” h e s a i d . Dozens of people had to be rescued from the roofs of their houses with inf latable boats and helicopters. Hundreds of soldiers were deployed to assist in the rescue efforts. “There are people dead, there are people missing, there are many who are still in danger,” the governor of Rhineland-Palatinate state, Malu Dreyer, told the regional parliament.

In the Uzbek capital of Tashkent, a two-day regional meeting t hat beg ins T hursd ay was originally supposed to deal with “connectivity” in South and Central Asia, encouraging trade ties and transport issues. But it has mor phed into a high-level gathering of senior US, Russian and EU officials that most certainly will be consumed with Afghanistan and the impact of the rapidly advancing Taliban. In recent weeks, the Taliban have gained control of key border posts with neighbors Iran, Pakistan, Uzbekistan and Tajikistan. In many instances, Afghanistan’s security forces and military have put up little to no resistance, after often being left without resupplies or reinforcements. Two weeks ago, more than 1,000 Afghan military men fled across the border into Tajikistan. The Taliban did not pursue them. The Taliban have also issued statements, including from their senior leader Mullah Abdul Ghani B a r ad a r, w ho ne got i ate d l a st year’s deal with the US, assuring Afghanistan’s neighbors they have nothing to fear from the insurgent movement. PHL exports sustain recovery with 29.8% growth in May ’21

HILIPPINE exports led the way to the continued expansion of global trade, spurred by the gradual opening of major economies abroad as it contributed $5.89 billion to total trade, or a 29.8-percent growth for May 2021 over the previous year’s $4.54 billion.

This effectively shrunk the Balance of Trade by $329.9 million from April 2021 figures, even as imports expanded 47.7 percent as demand for industrial inputs rose due to growing economic activity in the country. Total sale exports in May 2021 comes after an increase of 74.1 percent in the previous month. “We are very optimistic that we can sustain this upward exports performance trajectory as our major trading partners continue opening up their borders and easing travel restrictions, given the success rate

Non-electronics products that performed beyond expectations include travel goods and handbags (884.1 percent), Christmas décor (433.6 percent), Basketworks (380.7 percent), ceramic tiles (420.8 percent), and fine jewelry (390.7 percent). The trade chief explained that this is an indication of the gradual recovery of the consumer market as more people resume their lives interrupted by the pandemic. Total non-electronics exports expanded 20 percent year-on-year (YOY). “As we focus our efforts on the key export sectors of our country, we hope to regain our lost opportunities due to the Covid-19 pandemic and maintain the momen-

tum of accelerating our export growth,” Lopez added. China continues to be the Philippines’s top market with a market share of 16.2 percent, amounting to $954.3 million, with growth tapering to 22.3 percent. The USA, Japan, Hong Kong, and Singapore complete the top 5 markets—comprising 64.8 percent of total exports to the world. The USA market, in particular, expanded an impressive 84.6 percent, and if this growth continues, it is poised to overtake China as the Philippines’s top market in succeeding months. EIJING—China’s exports surged in June while import growth slowed to a still-robust level as its economic rebound from the coronavirus leveled off. Exports rose 32.2 percent from a year earlier to $281.4 billion, accelerating from May’s 28-percent growth, Customs data showed Tuesday. Imports grew 36.7 percent to $229.9 billion, but that was down from the previous month’s explosive 51-percent rise. China led the global recovery from the pandemic but domestic consumer spending and other activity is weaker than expected. Exporters face disruptions in the global flow of industrial components, including processor chips and controls imposed by some governments on travel and business to fight the virus’s more contagious delta variant. Trade “still faces many uncertain and unstable factors,” said a spokesman for the Customs agency, Li Kuiwen. VERSEAS Filipinos (OFs) received guidance on saving and investing for the future during the second episode of the Trabaho, Negosyo, Kabuhayan (TNK) webinar series organized by the Philippine Trade and Investment Centers (PTIC) in Bangkok, Dubai, Jakarta, Jeddah, Kuala Lumpur, New Delhi, Singapore, and Sydney last July 2, 2021. In the presentation, Sarah Padilla, bank officer under the Economic and Financial Learning Office of the Bangko Sentral ng Pilipinas (BSP), shared useful financial tips to help OFs pay debt and increase their savings. Padilla stressed that financial security is not the responsibility of OFs alone, but their families back home should also take part by saving 10 percent or more of the money they receive and use it as capital for business. Overseas Filipino workers’ (OFWs) households set aside a third (33 percent) of remittances for savings, 17 percent for debt payments, and only 6 percent for investments, according to the BSP’s latest Consumer Expectations Survey. The BSP presentation also featured the Personal Equity & Retirement Account (PERA), a voluntary retirement savings program that Filipinos may avail through any of the three accredited PERA Administrators—ATR Asset Management (ATRAM) Trust Corporation, Banco De Oro (BDO) Trust and Investments Group, and Bank of the Philippine Islands (BPI) Asset Management and Trust Corporation. Tax benefits unique to PERA include a 5-percent annual tax credit on total contributions, tax-free earnings from PERA investments, and tax-free distribution (i.e., PERA investments are not subject to estate tax). The maximum annual contribution is P100,000, but OFs can invest up to P200,000 per year into various investment products. Francis Fellone, overseas remittance officer of Asia Pacific, LandBank of the Philippines, walked OFs through the process of opening an Overseas Filipino bank (OFBank) account. An OFBank account can be opened from any place in the world, allowing OFs to pay bills and transfer money to their loved ones back home. Fellone also shared details about the OFW reintegration program, which aims to provide business opportunities to OFs as

an alternative to overseas employment. Under the business loan prog ram, elig ible OFWs can borrow to start or expand franchising, agr icultura l and non-ag r ic u lt u ra l product ion, construction, ser vice/trading, transportation, and other viable projects. Atty. Oliver Leonardo, officer-in-charge of the Enforcement and Investor Protection Department of the Securities and Exchange Commission, discussed basic investment scams and encouraged OFs to be vigilant before giving up their hardearned money. OFs should check if companies offering investment schemes have a certificate of incorporation and certificate of permit from the SEC to sell securities. The agent or salesperson should also be licensed and the product itself should be authorized by concerned government agencies. “Anyone with money to invest is practically a target. At hindi biro ang mabiktima ng scam,” said Atty. Leonardo. “Gaya ng lagi naming paalala, mag-imbestiga, ‘wag maging biktima.” During the Q&A session, the OFW audience raised locationspecific questions about LandBank accredited remittance centers and asked for a consolidated list of blacklisted investment enterprises. OFs also asked to expand ex isting gover nment sav ings programs to a greater number of digital platforms, specifically adding LandBank to the list of PERA administrators. Cryptocurrency was also a topic of interest for OFs, but government speakers advised caution in parking their money into these volatile investment instruments, especially since cryptocurrency investments are not endorsed by the BSP. Over 200 participants attended the Zoom webinar. The simultaneous Facebook Live video also drew significant interest, reaching 3,200 people and garnering 1,300 views. N celebration of the 152nd birthday anniversary of Filipino hero Dr. Pio Valenzuela, the P53-million home care facility called Bahay Kanlungan Tahanan nina Lolo at Lola in Barangay Maysan finally opened its doors to abandoned and abused elderly and differently-abled individuals. The establishment of Bahay Kanlungan was mandated by City Ordinance 863, Series of 2021. This directive, likewise, seeks to provide the aged and persons with disability or impairment (PWDIs) residing in the city and even nonresidents with “equitable access to medical and physical home care through personalized and intelligent evidence-based psychosocial and spiritual modalities.” It is pursuant to Republic Act 7876 or “An Act Establishing a Senior Citizens Center in All Cities and Municipalities of the Philippines and Appropriating Funds Therefore,” and Republic Act 10070, or the “Magna Carta for Disabled Persons.” “We owe a lot to our senior citizens and our PWDIs,” said Councilor Bimbo dela Cruz, ordinance author, which is why we pushed hard for this project. “As they say, true progress is

Designated ‘martir’ in the family

I

F there is a designated survivor for a government in crisis, there is a designated caregiver in the typical Filipino family. By default, by the norms of our culture and tradition, the family member who is expected to make the ultimate sacrifice of taking care of aging parents is usually the eldest or youngest female sibling, preferably unmarried or separated. It may look unfair but that’s the way it is. As the tacitly designated martir in the family, the caregiver burden falls on her. That’s what happened in the case of our parents. Fortunately, our youngest sibling, female and still unmarried, was not alone in handling the thankless task. My three other sisters took turns in nursing and taking care of both our parents in their last years in the house of one of my sisters. As a male sibling, I was not expected to do caregiving chores but I did my share by visiting my parents from time to time and contributing to the common fund reserved for the medical needs of my parents. My late mother-in-law died at age

86, but in her last three years she went into deep dementia. The youngest two in the family did not hesitate to put on the yoke of taking care of her till the end. And when she died, they were grateful that they were given the opportunity to serve their mother in her last years on earth. In a few instances, the one who takes on the caregiver burden may even be a son. I know a man named P. who, even in his middle age, took care of his mom in advanced stage of dementia in an uncomplaining and devoted way as only a child would do for his mother: feeding her, giving her medicines, bathing her, changing her nappies, day in and day out, faithfully for years until her death. There is this old film about a village in ancient Japan that disposed old men and women by bringing them to a remote place in the mountains and leave them there to die all by their lonesome selves. That way they would not bother and burden the family members who were all busy eking out a living. Cruel as it might seem, it was a practice accepted by all members of the family. I am recalling this film because it’s

not easy to take care of parents in the final stage of their journey. There was a joke we used to tell ourselves: “Mahirap magpalaki ng magulang,” referring to the intransigence and stubbornness of parents living with their children. But nowadays magpalaki stretches to mag-alaga all the way to the end. How many times I heard old folks in the province say to our parents: “Masuwerte ka marami kang anak, may mag-aalaga sa iyo pagtanda mo.” That’s because when a parent grows old in the Philippines, the family members are expected to look after their health needs till they eventually pass away. This obligation is then passed on to the next generation. In a lot of cases, a parent’s fall or memory decline can suddenly thrust the family into a crisis for which they are totally unprepared. It puts everyone constantly on edge as the parent is brought to the hospital at the slightest emergency. It is draining and exhausting emotionally, physically and financially for the children who are somehow duty-bound to do everything to extend their parents’ lives as long as possible. Nursing a parent with a major ailment can test the stomach and patience of even a saint. Just consider the case of my wife’s late aunt before her demise, who used to throw her feces on the walls and all over the room. No wonder, contracted caregivers gave up, one after the other.

voluntarily or compulsory, qualified Valenzuelano senior citizens and PWDIs will be charged depending on the applicant or his/her immediate family’s income. Rates range from P3,900 to P5,000 a month. Indigents are given refuge pro bono. It’s not just physically exhausting; it also comes with a lot of emotional turmoil. Guilt. Anger. Stress. Depression. These are only a handful of common emotions experienced by a family member tasked to care for a loved one who may have a disability or may be elderly and frail. One relative confides: “You are supposed to be patient, kind, loving and caring at all times, then you feel bad when that’s not the case.” Another confesses: “No matter what you do, it’s never going to be enough. Here is someone you care about who is suffering, and no matter what you do, you can’t relieve their suffering.” Because she feels her caregiving skills are inadequate, she feels guilty: “I can’t take care of her the way that I would like to.” But even if she does it out of love and devotion, there is a breaking point. I know someone who runs out of patience looking after a demented parent, treating her like a wayward kid, loudly berating her, just short of physical chastisement. But who are we to judge? The saddest thing about it is that the family’s designated caregiver sometimes feels so alone. Common complaints include lack of family support and monetary considerations. Sometimes she may spend out of pocket when contributions from other siblings fall short. But most of all, she is underappreciated. As one relative said to my wife: “Gusto ko lang naman kumustahin ako paminsan-minsan.”

Meanwhile, non-city residents will be billed P15,000 monthly. They will also shoulder all medical expenses that they have accumulated while admitted in Bahay Kanlungan. Collected fees will be used for the various home care services offered Many times she questioned herself: “At what point do you say to yourself, ‘I can’t do this anymore?’” Many times I have heard it from my fellow seniors that in their last years, they wouldn’t want to saddle their children with the heavy burden of being cared for. “When my time is up, I want to go as quietly and as quickly as possible, without fuss, no constant trips to the hospital.” Another puts it simply: “I don’t want to be a problem.” The question now comes: What can aging parents do now to help lighten a future burden that is inevitably going to come? For one thing, seniors like me should live healthy lives so as to prevent the onset of major debilitating ailments. Another thing is to save up for the end days. I know someone who regularly squirreled away some money and put it in a reserve fund. She specifically told her children not to touch that fund. It was exclusively for her medical expenses. True enough, when the time came, that fund saved her children from having to dip into their own pockets. The fund was enough to cover her hospitalization and even internment expenses. Some parents urge their children to take up nursing or a course on caregiving as insurance that someone in the family has the skills to nurse them in the eventuality they become sick. This may seem self-serving but from another perspective, it is realistic

The government should consider a way to provide hands-on instruction on how to care for a loved one. Let’s face it, members of the family who are compelled to be caregivers lack the handson knowledge to care for someone else. Lifting a parent improperly from a chair or bathtub, for example, can lead to injuries to the sick parent as well as the caregiver. Added to that, a support network is also essential to a caregiver’s emotional status, including counseling. More and more parents are now living longer with conditions such as cancer, heart disease, Alzheimer’s, and the like. This means more designated martirs in Filipino families will need to answer the call and make the supreme sacrifice. It’s time to put the spotlight on the designated martir in our respective families, for they are the unrecognized silent heroes. Truly, if there’s a “warrior” who also needs to be given a medal of valor, it’s them. To them I dedicate the passage from John 15:13 but with a twist: “Greater love hath no woman than this, that a woman devote and sacrifice her time for her parent.”

E La Salle University (DLSU) has named as its 24th president Br. Bernard Oca FSC, EdD, as he is set to assume office on August 1. DLSU Board of Trustees Chair Nestor V. Tan made the announcement in a message to the Lasallian community. The board elected “Br. Bernie” following the search for a new president, with participation from the university’s multisectoral representatives. Prior to his appointment, Br. Bernie has been DLSU’s chancellor since 2018. A Lasallian through and through, the new president finished his grade school at De La Salle Taft, his high school at La Salle Green Hills, and his Bachelor of Arts in Literature, Master’s degree in Languages and Literature, and Doctor of Education in Religious and Values Education from DLSU. Locsin Jr. and Ambassador of Japan Kazuhiko Koshikawa on July 6 signed and exchanged notes on the Project for Human Resource Development Scholarship for Academic Year 2022. A fund amounting to ¥329 million (valued at P143 million, or approximately $3 million) will be provided for matriculation of a maximum 22 Japanese Grant Aid (JDS) fellows consisting of young officials from various Philippine government institutions. They will enter Japan at the start of the academic year to pursue postgraduate studies.

The project aims to enhance the JDS fellows’ expertise in their respective fields, and to help build a pool of future Filipino leaders who will greatly contribute to the country’s overall economic development. According to its embassy, the Project for Human Resource Development Scholarship is Japan’s long-standing scholarship program that supports two-year Master’s and Doctorate courses at prominent Japanese universities for young officials in the Philippine civil service. HE Pamantasan ng Lungsod ng Maynila (PLM) marked a milestone of sorts on July 8 as 200 members of its faculty, staff, and some of their dependents received vaccines for the coronavirus disease 2019 (Covid-19). The local government of the City of Manila provided a total of 200 Sinovac doses for PLM. Vaccination teams from the Manila Health Department, through City Health Officer Dr. Arnold Pangan, converted the University Activity Center into a pop-up vaccination venue. The process started at 8 a.m. Vaccination teams were able to inoculate 108 employees and 92 immediate family members with their first vaccine shots inside the PLM campus. They are scheduled to receive their second jabs on August 5, which will provide full protection against severe Covid-19 symptoms. All vaccine recipients waiting in line were requested to observe standard health protocols. A day prior, President Emmanuel Leyco of PLM personally encouraged university personnel who have yet to receive the vaccine jab to sign up

for inoculation: “Vaccination against Covid-19 is crucial in managing the pandemic.” Leyco added, “We are grateful to Mayor [Francisco Domagoso/]Isko Moreno for his proactive leadership in addressing the...pandemic in the city, which included the aggressive procurement of vaccines, massive testing, and construction of [a hospital for Covid-19 patients]. We hope... the City of Manila and the entire country can secure additional vaccine supplies so that we can protect more people against the outbreak.” He concluded, “We are pleased with the turnout of PLM staff and their loved ones during our first Covid-19 vaccination drive. We hope more of them will be able to get the vaccines as soon as possible, as this is the way for us to return to normalcy and face-to-face classes after more than a year of restrictions.” As the global health and economic crises persist, PLM reminds its students, faculty, and staff to continue practicing minimum health standards at all times to reduce the risk of contracting or transmitting Covid-19.

Now, this was way effective as I actually got curious about the phone. It was a good thing that our friends from TeamAsia sent us an Oppo Reno 5 4G review unit.

You can choose from the color-refracting pearlescent Fantasy Silver or shiny Starry Black colorway. Now, unless you absolutely hate any other color besides black, you should definitely go for the Fantasy Silver option because no amount of shimmer can make the Black variant exciting. I even went to an Oppo store just to check out the Fantasy Silver variant in real life, and I saw that it not only produced gradients of varying colors but also had a textured back finish that looks like frosted glass. On the other hand, the black one looks very ordinary—or maybe I’ve just had it with shiny black phones. The Oppo Reno 5 4G has a 6.4” FHD+AMOLED screen with 2400×1080 resolution; a 20:9 ratio and a 90H refresh rate. As expected, animations and transitions are smooth and you’ll appreciate it more when playing games. You also get vibrant colors and good viewing angles, so if you do binge-watch this phone is like having a mini-cinema. There is an in-display fingerprint scanner that is fast and responsive provided you properly registered your fingerprints. As for audio, it only has a single down-firing speaker that is loud and crisp but weak when it comes to bass. It’s good enough for watching videos, listening to music, and gaming, and you could always switch to a pair of earphones for better audio. Powering the Reno 5 4G is a Qualcomm Snapdragon 720G octa-core CPU, Adreno 618 GPU, and 8GB of RAM +128GB storage. It’s a good configuration for a mid-range device and performance was snappy. I never encountered any lag or slowdown when opening or switching between apps and multitasking. Battery-wise, it has a 4,310mAh capacity with support for 50W fast charging. You get a 50W SuperVOOC charger in the package that can fully charge the phone in less than an hour. If there’s one reason to buy this smartphone, it’s the cameras—more specifically the camera modes. You get a quad-rear camera setup consisting of a 64MP F1.7 main, 8MP F2.2 ultra-wide, 2MP F2.4 macro, and 2MP F2.4 portrait. It performs great in bright conditions and you’ll see accurate colors, great contrast, and it will spoil you with details. Oppo is targeting content creators for this device and I must agree that you could create a lot of unique content with this phone. You’ll spend hours just trying different ways to shoot photos and videos, and the

SoLoop app has quickly become my favorite editor. For photos, the Image-Clear Engine (ICE) embedded in the operating system optimizes its ability to obtain a quick snapshot, allowing users to take clearer portrait photos even when the subject is moving. It’s a great feature for capturing sports or taking pictures of kids playing. Leveraging AI Scene Enhancement, it automatically adjusts color/ saturation/brightness and can recognize and optimize 22 different scenes. There are also a lot of video modes you can experiment with, and I had fun using Dual-View Video. This enables you to record videos from the front and rear camera simultaneously. It supports three different split-screen layouts: Split, Round and Rectangle and its great to use for vlogging, singing a duet with your friend, or recording a review with your face and the subject in the same image at the same time. If you are an Oppo user looking to get an upgrade and don’t mind the lack of 5G, the Oppo Reno 5 4G is a good option especially with the recent price drop that brings it down to P16,999. If you are not in a rush, however, you might want to wait a few more weeks for the release of the Reno 6 next month, which might further bring the price even lower. However, I don’t think its the phone that will make you switch brands, notwithstanding Nadine’s charm’s, because there are just a lot other options with better-looking designs, specs and price points. ■

Etheridge recovering from Covid-19

IRMINGHAM, England— Philippines goalkeeper Neil Etheridge reported he is “slowly on the mend” from Covid-19 though he remained hospitalized Thursday. Birmingham, Etheridge’s team in England, announced Wednesday that Etheridge was receiving treatment in the hospital. He had recently reported back to the second-division club for pre-season training. “I’m feeling stronger today,” the 31-year-old Etheridge wrote on his Instagram Stories on Thursday. “I will put a more detailed message out in due course but I just wanted to let everyone know I’m slowly on the mend.” The accompanying photo, which Birmingham tweeted, showed Etheridge sitting upright with what appeared to be an oxygen tube in his nose.
