StatDev 2020: 53% of 300 development indicators have rankings of either high or medium likelihood of being met

In terms of Shelter and Housing, the PSA said the proportion of socialized housing met versus housing needs posted a value of 8.38 percent compared to its target of 16.53 percent. However, the PSA noted that the proportion of low-cost housing targets met to housing needs was at 5.27 percent, which almost hit the 5.5-percent target. In order to assess the progress of each sector in achieving the end-of-plan targets of its respective indicators, the PSA said the good, average and poor thresholds were used. The good threshold sector meant that the percentage of indicators included in StatDev 2020, which posted low likelihood of achieving their respective end-of-plan targets, is at most 33.3 percent. For average, the percentage of indicators included in StatDev 2020, which posted low likelihood of achieving their respective endof-plan targets, is more than 33.3 percent but at most 50 percent.
ESS than a year before President Duterte steps down from Malacañang Palace, data obtained from the Philippine Statistics Authority (PSA) indicate that his administration may be distant from the finish line in achieving its Philippine Development Plan (PDP) targets. And the pandemic may not be the only reason for the performance.
Based on 2020 Statistical Indicators on Philippine Development (StatDev 2020), PSA data, however, showed that only the administration’s targets on the Environment, Competitiveness, and Industry and Services are considered to have a high likelihood of being achieved. In terms of overall performance, only 53 percent of the 300 indicators of the StatDev have either high or medium likelihood ranking of being achieved by 2022. “Medium Likelihood indicates the performance is on average pace of reaching the end of plan target. Since the start of the PDP 2017-2022, annual StatDev overall pace of progress is medium, hence, we cannot conclusively say that the current performance is mainly due to the pandemic,” Assistant National Statistician Wilma A. Guillen told the BusinessMirror.
‘No comparison’
GUILLEN, however, said the results are not intended to compare administrations with previous ones, saying that the indicators used are different. This is because each administration has a different set of PDP. “StatDev is not intended to compare performance across government administrations as it is anchored on the PDP indicators. We are aware that each administration has different socioeconomic-environment development priorities, thus, it’s not comparable,” she stressed. Based on the data, 10 of the 14 sectors had at least half of their indicators posting high or medium likelihood of being
achieved by 2022. A total of 126 indicators showed a high likelihood of being achieved; 33, medium likelihood; and 141 showed low likelihood of achieving their respective targets in 2022. The PSA said a high likelihood of being achieved means a score of over 0.9, while a medium likelihood has a score range of 0.5 to 0.9. For low likelihood, the score should be less than 0.5. The targets on Science and Technology; Social Protection; Agriculture, Forestry and Fisheries; and Shelter and Housing have low likelihood of being achieved. “It is important to note that an indicator with low likelihood of achieving the target does not necessarily mean that the end-of-plan target will not be met,” the PSA said. “The likelihood serves as an indicator that the actual growth rate from the baseline to the latest data given the number of years elapsed is relatively low for the required growth rate from the baseline to the end-of-plan target given the number of years covered. The likelihood may improve as the actual data improve in succeeding years,” it explained.
Who’s to blame?
IN terms of Science and Technology, the PSA said the low likelihood stemmed from the low number of technology business incubators (TBI) graduates. Based on the data, TBI graduates were only 18.8 percent or 188 graduates of the 1,000 target between 2017 and 2020. In terms of the poor indicators, the percentage of indicators included in StatDev 2020, which posted low likelihood of achieving their respective end-of-plan targets, is more than 50 percent. “It should be noted that poor sectoral progress does not necessarily mean that the concerned agencies under the sector performed poorly,” PSA said. “The sectoral progress is affected by two factors, namely: number of indicators considered and latest available data for the indicators. A poor sectoral progress may still improve in subsequent years during the plan period with the changes/updates in the sector,” it added. The StatDev 2020 is anchored on the PDP 2017-2022. Based on the PDP Results Matrices (PDPRM), strategies and programs have been identified to get the country moving toward sustained growth. The targets have been set for these strategies against which the development efforts of the government will be measured vis-à-vis the plan. From the measurable outputs/targets in the PDP-RM, the PSA compiled data for the key indicators by sector. However, the PSA said, due to data unavailability, not all the strategies or targets in the PDP are covered in the StatDev.

ogy, Engineering and Mathematics (STEM) graduates in Higher Education Institutes (HEIs) already passed the 50-percent mark of their end-of-plan target. Meanwhile, in terms of social safety nets in 2020, the number of deaths and the number of missing persons due to natural and human-induced disasters placed at 257 and 56, respectively, were a long way from the end-of-plan target of zero. Further, the number of overseas Filipino workers (OFWs) who are members in the Overseas Workers Welfare Administration (OWWA) declined to 710,837 in 2020 from 1,375,015 in 2019, rendering a shortfall of 1.2 million from the target value. The PSA also said the percentage of the population covered
by social health insurance posted at 87 percent is still short of the 100-percent target coverage. For Agriculture, Forestry and Fisheries, the PSA said, out of 12 major commodities, only sugarcane and abaca posted medium likelihood, while the rest had low likelihood of achieving their respective target yields. “Majority of the indicators under the sector showed low likelihood of achieving the 2022 target,” the PSA said. Further, the number of small farmer/fisherfolk organizations that participated in institutional capacity building on innovative financing was 198, which was way below the target of 1,325.

HEN Indonesian President Joko Widodo spoke with influential business groups on June 30 to discuss imposing a full-scale lockdown as Covid-19 cases spiked, he was met with widespread resistance.
Earlier in the day, senior ministers including Indonesia’s top health official visited the presidential palace in Jakarta with a clear message: the caseload—and death toll—would spike dramatically if the government didn’t immediately impose sweeping measures. They called on the President, known as Jokowi, to restrict the movement of all people in the hardest hit areas, according to a person familiar with the meetings who asked not to be identified discussing private conversations. At the time it was evident things were getting bad: Some 24 hours earlier the Indonesian Red Cross issued an appeal for urgent care, saying one of its hospitals was “overflowing” and the Delta variant was driving Southeast Asia’s biggest economy “closer to the edge of a Covid-19 catastrophe.”
But in a Zoom call with the president later on June 30, the business associations pushed back against the recommendations from health experts, the person said. Led by Rosan Roeslani, who until a few weeks ago was chairman of the Indonesia Business Chamber of Commerce and Industry, known as Kadin, various speakers said the measures would stifle the country’s economic recovery and force massive layoffs. The following day, Jokowi’s administration announced restrictions that avoided the full lockdown proposed by health officials.

ting to become the next Indonesian Ambassador to the US, didn’t respond to multiple calls and text messages. After that July 1 announcement, Indonesia became the new virus epicenter in Asia. Daily infections more than doubled to surpass India’s Covid-19 case numbers before peaking last weekend, and World Health Organization (WHO) data shows Indonesia is now reporting more deaths each day than any country across the globe. With hospitals overwhelmed, patients being turned away and only 6 percent of its 270 million population fully vaccinated, Indonesia is bracing for the worst. Jokowi now faces a choice: Stick with the limited measures announced or ease the restrictions in a bid to protect the livelihoods of millions even as the virus runs rampant. This week one of his ministers said the current restrictions would be extended until July 25, with the President saying curbs would be loosened afterward if cases continue to fall. “There is reluctance to take the bitter pill of restricting business,” said Achmad Sukarsono, associate director and lead analyst for Indonesia at Control Risks. “Indonesia is not using health-specific considerations as the main reasoning behind their policies. It’s more economic survival, and that comes from a lot of demand from people around the president, many of whom have businesses or are tied to businesses.”
Don’t ‘kill’ economy
ON Wednesday, Arsjad Rasjid, Kadin’s new chairman who succeeded Roeslani, released recommendations for the government from 11 business groups that included calls for essential industries to fully operate, non-essential sectors to open at half-capacity, and aid for both workers and businesses. He
also confirmed he attended the June 30 meeting with Jokowi. “Please don’t take decisions that kill business or the economy because it will be very costly and dangerous for our social life,” Rasjid, the president director of listed firm PT Indika Energy Tbk, told reporters at a briefing in Jakarta. “We understand that health is very important but we can’t stop the economy totally.” The push-and-pull between the president and industry groups shows the sway business interests hold over politicians in Jakarta— particularly when they warn of job losses that could backfire during elections. During a previous Covid wave in January, Jokowi also resisted strict curbs adopted by other countries in favor of so-called micro-restrictions that prevented local governments from imposing broader measures. Indonesia is home to more than 70 million informal workers, many of them in services most affected by tighter curbs. The pandemic had already dragged as many as 2.75 million Indonesians below the poverty line as of last September and cost 1.6 million people their jobs, according to government data. Earlier this month, Indonesia lost its prized upper middle-income classification from the World Bank after only a year. Other developing countries like Brazil, Malaysia and Thailand have likewise grappled with the impossible choice between keeping the economy open enough to protect livelihoods, and strict lockdowns to keep the pandemic from spiraling out of control. Few can afford the kind of fiscal support to cushion the blow to businesses from strict social distancing rules, unlike smaller and wealthier jurisdictions like neighboring Singapore. THE increasingly desperate situation is starting to affect Jokowi’s popularity, which overall still remains relatively high. A poll released Monday from Lembaga Survei Indonesia shows his approval rate dropping to 59.6 percent on June 21 from 68.9 percent in December. The hashtag calling for his resignation, #BapakPresidenMenyerahlah or “just give up, Mr. President,” has trended on social media. A former furniture maker of humble origins, the President rose to power as an outsider in a political system dominated by the business elite. From the outset, he staked his legacy on an ambitious economic reform agenda backed by a $412-billion infrastructure plan, and built a powerful coalition in parliament to implement it. He also tapped the scions of billionaires as special staff members, while appointing former election rivals and the biggest shareholders of local tech unicorns to his cabinet. Until recently Jokowi’s broadbased, business-friendly approach had proved popular among the public and allowed him to push through difficult reforms, including a landmark labor law that eased restrictions on companies in October when Covid-19 infections began sweeping the country. But it’s starting to look more like a liability with the latest Covid surge, particularly with former business executives in key posts. In December, the health minister was replaced by Budi Gunadi Sadikin, a former chief executive of state lender PT Bank Mandiri and state mining company PT Indonesia Asahan Aluminium. The government’s Covid-19 mitigation task force was also placed under both Coordinating Minister for Economic Affairs Airlangga Hartarto, a former board member of industrial manufacturing firms, and State Enterprises Minister Erick Thohir, another businessman and former part owner of Football Club Internazionale Milano, or Inter Milan. Last week, a public backlash prompted Jokowi to cancel a plan by a state-owned pharmaceutical company to sell vaccines for a profit that were left over from a Kadin-organized campaign to get employees at top businesses inoculated sooner. Since Indonesia offers free Covid-19 vaccines through a public program, anger grew that richer citizens could jump the queue for a shot. It’s surprising that Jokowi’s approval ratings haven’t taken more of a hit given the country’s “slow and haphazard” pandemic “made worse by the premature opening of a ‘new normal’ which prioritized economic recovery and led to difficulties in the mitigation of the health crisis,” said Deasy Simandjuntak, an associate fellow at ISEAS-Yusof Ishak Institute in Singapore. “Yet with the current upsurge of cases, it is likely that the president’s popularity will be impacted,” she said. “Especially if the present measures fail to improve the situation.”

Amid Delta variant threat, PHL foists travel ban on Thailand and Malaysia

nbound travelers from Malaysia and Thailand would no longer be allowed to enter the country until the end of the month. President Duterte has approved the recommendation of the InterAgency Task Force for the Management of Emerging Infectious Diseases (IATF) on Thursday to impose travel restrictions due to the surge in Covid-19 cases in the two Southeast Asian countries. “This action is undertaken to prevent the further spread and community transmission of Covid-19 variants in the Philippines,” Presidential spokesman Harry Roque said in a news statement issued on Friday. The surge in infection in Malaysia and Thailand is being blamed to the Delta variant of the Covid-causing severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). Roque said the new restriction would cover all travelers coming from Malaysia and Thailand or those with travel history in both countries within the last 14 days preceding arrival in the Philippines.
He said the new policy would take effect from 12:01 a.m. of July 25, 2021, until 11:59 p.m. of July 31, 2021. Roque said travelers, who are already in transit from Thailand and Malaysia prior to the travel restriction before July 25, 2021, would still be allowed to enter the county. However, he said these travelers would still be required to undergo full 14-day facility quarantine, notwithstanding a negative Reverse Transcription -Polymerase Chain Reaction (RT-PCR) result. The Palace official reiterated that travel restriction would not cover the repatriation and special commercial flights for Filipinos. Aside from Thailand and Malaysia, the government also imposed similar travel restrictions in India, Pakistan, Bangladesh, Sri Lanka, Nepal, United Arab Emirates, Oman and Indonesia due to the presence of the Delta variant in the said countries. Presidential spokesman Harr y Roque said the President approved the recommendation of Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) to elevate the quarantine classification of the National Capital Region (NCR) f rom genera l communit y quarantine (GCQ ) to GCQ “with heightened restrictions.” Also to be placed under GCQ with heightened restrictions are Ilocos
Norte and Ilocos Sur, which were both previously under modified general community quarantine (MGCQ ). Meanwhile, Roque said the IATF relaxed the community quarantine classification of Davao de Oro and Davao del Nor te f rom mod if ied enhanced community quarantine (MECQ ) to GCQ w ith heightened restrictions. In areas under GCQ with heightened restrictions, personal care services will be allowed to operate with 30 percent venue capacity and additional 10 percent for the said establishments with a “Safety Seal” issued by the government. The classification also limits the venue capacity for outdoor tourist attraction to 30 percent capacity, while staycation hotels will still be allowed
to operate with up to 100 percent venue capacity. Other accredited establishments accredited by the Department of Tourism may operate with 30 percent capacity. Companies are also allowed to have indoor dining with 20 percent capacity, and outdoor dining with 50 percent. Roque noted children five years old and above will not be allowed to go to outdoor areas in areas under GCQ with heightened restrictions. Roque said the IATF also downgraded the community quarantine classification of Davao del Sur from MECQ to GCQ. The said new community quarantine classifications will take effect from July 23, 2021, until the end of
the month, according to Roque. To further halt the spread of the Delta variant, which is being blamed for the surge of Covid-19 cases in severa l countr ies like Indonesia and Malaysia, the IATF also reiterated the stricter implementation of the Prevent-Detect-Isolate-TreatReintegrate (PDITR) Strategy of the government. Roque said the IATF also encouraged companies to develop and convert more outdoor spaces into temporary outdoor weekend markets and dining spaces and permanently accessible urban green spaces, outdoor recreational spaces and public sanitation facilities. On Thursday, the Department of Health confirmed the community transmission of the Delta variant.

On Thursday, the SBMA, through its Labor Department, issued a ceaseand-desist order to 1 Aim High for the company’s failure to address violations that the SBMA had indicated in its Notice of Inspection Results in July 14 last year. SBMA Labor Department manager Melvin Varias said the firm failed to pay its workers the following: overtime premium during regular days and holidays to workers who worked for 12 hours; special holiday pay; night differential pay; rest day premium; and underpayment of regular holiday pay to employees who worked on April 9 last year, which was a
regular Philippine holiday. Varias said that after serving the Notice of Inspection Results last year, the SBMA gave 1 Aim High five days to comply, but it was only on February 24 this year that the agency’s ow ner-president Romeo Maningding Jr. appeared before the SBMA to manifest intent to comply and to pay all fines incurred during the period of non-compliance. Still, the firm failed to honor its commitments, Varias said, thus prompting the SBMA Labor Department to recommend the suspension or revocation of the company’s CRTE. Last June 22, the SBMA Board
of Directors, upon management recommendation, approved the suspension of 1 Aim High ’s CRTE until such time that the firm proved its full compliance with SBMA findings contained in the July 14, 2020 Notice of Inspection Results. Covid rise in hot-spot US states is forecast to worsen

he recent rise in Covid-19 cases shows no signs of abating in the US states that have fueled the uptick as the delta variant proliferates. Nationally, cases are likely to rise to 306,909 for the week ending August 14, up 39 percent from last week, according to an ensemble of forecasts from the Centers for Disease Control and Prevention. Surges are expected in some states where case rates are among the worst. Florida rates are seen climbing to 62,744 cases per week, more than half the state’s winter peak. The trend looks similar in Missouri, where the governor this week announced a new vaccine incentive program. The numbers reflect a concerning next chapter in the pandemic, one in which more transmissible variant cases spread through unvaccinated sections of the US. Testing and mask use are on the decline, and those infected skew younger. Over 600,000 US residents have died. The University of Washington’s Institute for Health Metrics and Evaluation estimates 50,000 deaths between July 12 and Nov. 1, bringing the estimated total to about 653,000. The group still isn’t forecasting “exponential surges” like those seen in
the UK, due to higher rates of prior infection and higher inoculation with the more effective mRNA vaccines, according to a July 14 briefing. Hospitalizations are climbing from some of the pandemic’s lowest levels, though still far from January peaks, as older people and the most vulnerable are better protected. For the week ended July 19, the US reported an average 3,521 hospital admissions, a 32 percent increase from the week prior. Nationally, the US is reporting a seven-day case rate of about 79 per 100,000, its highest since mid-May. At least 1,662 people have died in the past week. New Zealand recently imposed quarantine restrictions on travelers from New South Wales, Victoria and South Australia states, where lockdowns have been introduced to contain delta variant clusters. Prime Minister Jacinda Ardern said quarantine-free travel would be suspended from anywhere in Australia from 11:59 p.m. New Zealand time. Ardern said she hoped to have all New Zealanders who wanted to return flown home from Australia with managed flights within a week. The travel bubble has existed since April and has provided both countries with their only quarantine-free international flights. Both Australia and New Zealand have been among the most successful in the world in containing coronavirus outbreaks. But Sydney is failing to contain a cluster of the highly contagious delta variant, which has spread across the country. On Friday, New South Wales state declared an emergency over the Sydney outbreak. Authorities reported one fatality and 136 new infections in the latest 24-hour period, the biggest daily jump since the outbreak began in mid-June. In other news in the AsiaPacific region: n Ho Chi Minh City in Vietnam has extended a two-week lockdown with even tighter restrictions as confirmed Covid-19 cases climbed to a new record. Vietnam reported over 6,000 new cases, 4,200 of them from the southern metropolis, in the last 24 hours. The latest directive from the city authority says people in high risk areas are only allowed to go out twice a week for necessities
including food and medicine. Only a handful of essential businesses are open, interprovincial public transportation is suspended while a limited number of domestic flights continue to operate from Ho Chi Minh City. Passengers are subjected to a three-week quarantine. n Philippine officials say they have detected the highly contagious delta variant and announced tighter restrictions in the capital and a weeklong ban on the entry of travelers from hard-hit Malaysia and Thailand. The Health Department said it has been looking into at least 47 delta variant infections, including some in returning Filipino travelers. It said clusters “were seen to be linked to other local cases, therefore, exhibiting local transmission.” The Philippines reported 5,828 new cases and 17 deaths in the last 24 hours, bringing the total confirmed infections to more than 1.5 million and 26,891 deaths. Officials warned provincial and city governments to prepare for the worst by stocking up on medicine, oxygen tanks and critical care equipment. After recently easing lockdowns in Manila and outlying regions, the government announced that the capital region of more than 13 million people, along with four provinces, will be placed back under a general quarantine “with heightened restrictions” from Friday till the end of the month. n South Korea is extending the toughest distancing rules imposed on the greater Seoul area for another two weeks. South Korea on Friday reported 1,630 new cases, marking a 17th straight day its daily caseload is above 1,000. About 70% of the recent cases have been detected in the Seoul area. Interior and Safety Minister Jeon Hae-cheol says it’s inevitable that social gatherings and travel are restricted. The current rules ban gatherings of three or more people after 6 p.m. and require high-risk facilities such as nightclubs to close. EIJING—China cannot accept the World Health Organization’s (WHO) plan for the second phase of a study into the origins of Covid-19, a senior Chinese health official said Thursday.
Zeng Yixin, the vice minister of the National Health Commission, said he was “rather taken aback” that the plan includes further investigation of the theory that the virus might have leaked from a Chinese lab. He dismissed the lab leak idea as a rumor that runs counter to common sense and science. “It is impossible for us to accept such an origin-tracing plan,” he said at a news conference called to address the Covid-19 origins issue. The search for where the virus came from has become a diplomatic issue that has fueled China’s deteriorating relations with the US and many American allies. The US and others say that China has not been transparent about what happened in the early days of the pandemic. China accuses critics of seeking to blame it for the pandemic and politicizing an issue that should be left to scientists. The Biden administration, in a news statement issued on Thursday, criticized China’s rejection of the WHO’s plan for the second phase of a study into the origins of Covid-19. “We are deeply disappointed. Their position is irresponsible and, frankly, dangerous,” the W hite House said. “A longside other member-states around the world, we continue to call for China to provide the needed access to data and samples. And this is critical so we can understand to prevent the next pandemic. This is about saving lives in the future, and it’s not a time to be stonewalling.” Tedros Adhanom Ghebreyesu s, t he d i rec tor - gener a l of WHO, acknowledged last week that there had been a “premature push” after the first phase of the study to rule out the theory that the virus might have escaped from a Chinese government lab in Wuhan, the city where the disease was first detected in
late 2019. Most experts don’t think a lab leak is the likely cause. The question is whether the possibility is so remote that it should be dropped, or whether it merits further study. The first phase was conducted earlier this year by an international team of scientists who came to Wuhan to work with their Chinese counterparts. The team was accused of bowing to demands from the Chinese side after it initially indicated that further study wasn’t necessary. Zeng said the Wuhan lab has no virus that can directly infect humans and noted that the WHO team concluded that a lab leak was highly unlikely. He added that speculation that staff and graduate students at the lab had been infected and might have started the spread of the virus in the city was untrue. Yuan Zhiming, the director of the biosafety lab at the Wuhan Institute of Virology, said they had not stored or studied the new coronavirus before the outbreak. “I want to emphasize that....the Wuhan Institute of Virology has never designed, made or leaked the novel coronavirus,” he said. The WHO team concluded that the virus most likely jumped from animals to humans, probably from bats to an intermediate animal. The experts visited markets in Wuhan that had sold live animals, and recommended further study of the farms that supplied the market. “In the next step, I think animal tracing should still be the priority direction. It is the most valuable field for our efforts,” Liang Wannian, who headed the Chinese side, said at Thursday’s news conference. His words were echoed at the same virtual news conference by Germany’s health minister, Jens Spahn, who called on China to intensify cooperation in the search for the origin of the virus. Aussie wine exports to HK soar after China tariff hit

USTRALIAN wine companies may have hit a big roadblock in getting bottles to China because of sky-high tariffs. But the road to Hong Kong appears to be wide open. Shipments to the city rocketed 111 percent in the 12 months ended June 30, to A$187 million ($136.7 million), according to the latest data from Wine Australia. That compares with a steep 45-percent drop in exports to mainland China.
The Hong Kong market still pales in comparison to the mainland, and China remains the largest wine market for Australia by value. But Hong Kong has now jumped to the No. 4 position, up three spots from a year earlier. The former British colony has the potential to become a backdoor entr y for wine into the mainland, as appears to be the case with Australian rock lob-
sters, which saw exports to the city explode more than 2,000 percent after Beijing banned them in 2020. But unlike lobsters, it’s harder to disguise the origin of Australian wine. Still, direct delivery options that grew popular during the pandemic make it “easier than ever to get wine in any label into the hands of eager consumers,” according to Deborah Elms, Singapore-based executive director of the Asian
Trade Centre. The product in Hong Kong could be held by wholesalers or specialist sellers privately and then sold directly to customers in China, she said. “If I had to guess, the wine in Hong Kong is not staying in Hong Kong,” Elms said. “Once you build a culture of eating and drinking at home, it might be a lasting shift for many.” China effectively closed off the market for Australian wine late last year with crippling tariffs. Those tariffs do not apply to Hong Kong, which has an independent tax system from the mainland. China’s biggest online retailer JD.com still has listings for Australian wine, showing that the mainland is not completely offlimits for the industry. The market gains in Hong Kong represent a small win for the wine sector Down Under, which has had to grapple with the economic fallout from the tariffs. Total exports were down 10 percent for the fiscal year, to A$2.6 billion, with most of the damage sustained in the first half as Chinese shipments plunged a dramatic 97 percent to just A$13 million. “Exports increased to the UK, Singapore, South Korea, Malaysia, Taiwan and Hong Kong by a combined A$240 million, but they did not offset the decline in exports to mainland China,” Rachel Triggs, Wine Australia’s general manager of corporate affairs and regulation, said in the note. This is followed by Bread and Pastry NC II with 915 graduates or 8.14 percent of the total 11,240 OFW graduates in the first half of this year. Around 5,558 of them are either returning or repatriated while 5,682 of the enrollees are their dependents. Most of them are coming from Region 6 (Western Visayas) with a total number of 1,021; followed by Region 7 (Central Visayas) with 595; and Region 9 (Zamboanga Peninsula) with 470.

Owning more books than one can read
Y overflowing bookshelves have been a constant bone of contention for Aurit, my wife, and me. “Why do you need so many books when you won’t be able to read all of them in your lifetime?” Ouch. And then to slam home her point, she adds: “The termites will devour them before you get to read them!” I can’t argue back because our house sits on a piece of land that happens to be a chomping ground of termites, which have already eaten at least two or three boxfuls of my books. Why do I own more books than I can read is a good question, to which I can’t give a satisfying answer. My 3 children do not share my love of books. Besides, how can book reading compete against the ubiquitous digital gadgets in today’s era of touchand-click? So I can’t pass my collection

That probably sparked my lifelong love of book reading. During our pre-pandemic trip to the local mall, while my wife would head for the grocery section, I would go straight to a second-hand bookstore nearby and walk out with two or three books after a while. This is not a case of bibliomania, which is the obsessive collecting of books to show them off to people, and not their eventual reading. I don’t brag
about my collection. Buying books is not really an obsession or addiction because I don’t buy books beyond what I can afford. For me, it’s more of a kind of “passionate enthusiasm.” The problem is that my bookbuying habit outpaces my ability to read them. This leads to occasional pangs of guilt over the unread volumes about to spill over from my shelves. So I could cover more books and squeeze as much pages into my snatched reading time, I read three books at a time, alternating them, something like 10 pages per book. That’s probably a lateral skill I developed from my forced multitasking at work. But lately I have learned to stop worrying about it because I am not alone apparently. Many readers buy books with every intention of reading them, only to let them stay unread on the shelf. According to statistician Nassim Nicholas Taleb, in his bestselling book The Black Swan: The Impact of the Highly Improbable, the eminent author and scholar Umberto Eco had a personal library with a staggering collection of 30,000 books. I doubt if he was able to read all of them. Eco stated

Drawing from Eco’s example, Taleb believes surrounding ourselves with unread books enriches our lives as they remind us of the things we don’t know. Jessica Stillman, a writer and editor, calls this realization “intellectual humility.” It is a constant, niggling reminder of our limitations—the vast quantity of things we don’t know, halfknow, or will one day realize we were mistaken about. Research indicates that reading is a behavior that transfers strongly from generation to generation. By simply exposing my grandkids to the daily sight of my stacks of books in our home, I am crossing my fingers that one day, they might be piqued enough to put down their tablets and smart phones for a while and pick up a book or two from my collection. Nothing can equal that immense joy I felt as a first-time book owner. That deep delightful feeling has never waned even now. Some kind of boyish exhilaration fills me every time I open an unread book for the first time. I pray that in the same way, by some kind of a magical spark, the deep joy and the power of learning through book reading will be kindled in them.

O empower young Filipino engineers and bolster quantity sur veyor education across the countr y, the Technological Institute of the Philippines (TIP) recently renewed its ties with the Philippine Institute for Certified Quantity Sur veyors (PICQS) through last month ’s signing of a memorandum of understanding (MOU). With the revived collaboration, TIP is now set to offer certificate courses, elective tracks, and a diploma program in quantity sur veying (QS). The alliance likewise provides for a PICQS student chapter in the said institute, which grants provisional membership to its fellows in the organization upon graduation. To achieve chartered or certified status, QS practitioners undergo rigorous training and the Assessment of Professional Competence. In the aftermath of a natural or manmade accident, for instance, top quantity sur veyors are called to assess property damage and replacement cost. “We...are in a global practice, but...only have a few chartered or certified quantity sur veyors,” explained PICQS Founder Julie Christie dela Cruz. “ The signing of this [MOA] will not just bring more joint collaborations between TIP and PICQS, but hopefully inspire more students to take on [QS] as a profession.” Headquartered in the Philippines, PICQS is a 2,500 -strong all-Filipino organization of QS-trained engineers. It first partnered with TIP in 2018 when the former introduced the QS profession to the school ’s engineering and architecture students. Some PICQS members have likewise taught in TIP’s Professional Science Master’s Degree Program in Construction Management. “Our collaboration with PICQS was productive, to say the least. Last June the current batch of Aboitiz’s tech-voc scholars graduated from their respective courses. They hailed from two educational institutions supported by the program: the Banilad Center for Professional Development (BCPD) in Cebu, and the Dualtech Training Center (DTC) in Laguna. One of the latter’s pioneer scholars is Pelagio Guanzon II, who hoped for a life-changing opportunity when he left his home province of Bohol and took his chances in Laguna. As he set education aside and took on part-time jobs as a laborer, Guanzon was ready to settle down, until he learned about the DTC. “I realized it’s always better to finish one’s studies,” he said in mixed Filipino and English. “When I learned about Dualtech, I didn’t hesitate to grab [that] chance.” His advice: “If you are given the opportunity to study, do not waste it. Aboitiz Foundation can help us reach our dreams.”

All 20 Aboitiz scholars in DTC—including him—completed their program, with four finishing with awards. “It was the best batch among the sponsorships. I was expecting that perhaps some would fall out normally, as in other groups, especially since [the pandemic] struck...The pioneer batch of Aboitiz scholars survived with flying colors,” President Arnolfo Morfe of DTC said, as he added the incoming batch of Aboitiz scholars were chosen not on the basis of poverty alone, but because they have ambitions. The program also empowers women to pursue national certi-
fications (NC) from the Technical Education and Skills Development Authority (Tesda). One is Dwinzelle Suico, a BCPD graduate of Hotel and Restaurant Services II. While enjoying the benefits of being a scholar in an all-girls techvoc training hub in Cebu, it did not stop her from working while studying. She emphasized that the support she got from Aboitiz Foundation made her life easier as a student. “[To my fellow scholars:] Don’t worry about the tuition fees. What’s important is your willingness to learn,” Suico shared, who graduated from BCPD in April and has since earned four Tesda NCs II. “I got the
scholarship from Aboitiz Foundation for having good grades in my secondary level.” President and COO Maribeth L. Marasigan of Aboitiz Foundation pointed out that having the right institutional partners played a key role in the success of their tech-voc scholars under the new normal. “Like many academic institutions, we are happy to know that our tech-voc partner schools have quickly adapted to [the way] education must continue, without sacrificing the level of learning and quality of skills of the students,” Marasigan said. “We very much appreciate all our scholars who graduated with awards, and those who were immediately absorbed by...on-the-job training partners.” “With this bright opportunity for the youth, we are glad to [partner anew with BCPD and DTC] for School Year 2021-2022,” she added. “We know that once the scholars graduate, employment will come easy, as their expertise is highly needed by the work force.” For the coming school year, the Aboitiz Foundation Tech-Voc Scholarship Program will have 68 scholars. SSESSMENT is a cr itica l window in gauging learning, and acts as a communication channel between students and educators, especially in online learning environments. While face-to-face classroom settings may enable educators to physically observe students, online learning can remove some of the traditional methods educators use in checking learners’ progress. As the former rely more on digital assessments, it is crucial to ensure that no student gets an unfair advantage, or gets left behind in the remote learning setting. With inclusive assessments, educators have an opportunity to gather valuable information, while helping improve teaching and enhancing the efficacy of the curriculum, regardless of any platform or format. This also allows them to strengthen teacherstudent relationships through positive feedback and interaction. Educator effectiveness and student learning will ultimately depend on the integrity of assessment design and delivery. In addition, while the importance of assessment looms large in online learning environments, adapting in-person assessments to fit remote delivery is not without challenges.

EDUCATION institutions are re-
sponsible for safeguarding assessment arrangements against academic misconduct, while ensuring that students submitting their work in challenging circumstances are treated fairly. They also need to consider the amount of activities assigned to students and ensure that they have adequate time to produce their best work. In most cases, to compensate for the lack of in-person interaction, educators tend to give more written works and performance tasks, which can overwhelm students, who may then resort to shortcuts to complete the requirements. Lack of face-to-face interactions may complicate the assessment process, and may push students to commit acts of misconduct such as using cheat sheets, plagiarizing responses or turning to more extreme forms of misconduct like contract cheating and impersonation. They can also resort to other forms of academic dishonesty such as using translation engines and text spinners to bypass integrity tools, as well as artificial intelligence text generators and computational applications to answer asynchronous exams. When students engage in academic dishonesty to complete assessments, learning outcomes are invalidated, and educators miss out on insights that can help improve the quality of teaching. In the Philippines, a recent study on the perception toward online education during the pandemic found
that faculty members from state universities considered online education to result in more academic dishonesty. With activities spread across various technology platforms, they find it challenging to detect academic dishonesty, such as contract cheating or plagiarism in their students’ output.
Upholding academic integrity
THE function of assessment is to both measure student understanding and gain insights into teaching efficacy. Thus, it is imperative to ensure checks and balances are woven into the design and delivery of remote assessments. To help ensure academic integrity in assessments, educators may integrate the following steps: n Create multiple versions of the test by rephrasing and rearranging question sequences to prevent student collusion. To support marking and evaluation, educators can use grading software like Gradescope with built-in Answer Grouping and learning analytics features to identify meaningful patterns in exam responses. n Set a completion time frame for students that works with the school’s assessment policies and academic calendar. Educators can use tools such as browser lockdowns and test trackers to enforce deadlines and manage the test environment. n Create assessment questions that require students to explain their higher-order thinking, such

as showing their work or attaching a brief video of their thought process, using Gradescope’s file upload or free-response field. n Provide feedback and support to students encouraging independent thinking and upholding originality of writing and computer code assessments. n Leverage on advanced integrity tools such as Turnitin Originality to check for text and code similarity, as well as identify deliberate text manipulations designed to bypass plagiarism checkers, toward detecting signs of contract cheating. Meaningful assessment is a vital component of student learning, especially in a remote learning setting. Thus, awareness of the existing and emerging forms of academic misconduct is a foundational element of upholding the integrity and accuracy of assessments for academic institutions and educators. By recognizing the various forms of misconduct and gaining access to technologies that can help detect them, educators are empowered to design accurate assessments and create an environment advocating authentic learning for students.

HE European Union Delegation to the Philippines, EU member-states, their EU cultural institutes, and 16 university-partners have announced the opening of “Teatro Europa: The Second Edition” festival. Laughter, giggles, tears, anguish, sighs and trepidation are just some of the emotions expected to fill up the “virtual” air when Teatro Europa returns for the second time after a successful run last year. The rage and range of raw emotions banner Teatro Europa’s comeback, with table reads until July 30, full video performances for the entire month of August, and reruns in the whole of September on its official Facebook page: @TeatroEuropaPH. Sixteen European theater plays from famous playwrights will be showcased as a way of sharing the continent’s culture. The masterpieces curated from Austria, Belgium, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Netherlands, Poland, Romania, Spain and Sweden focus on genres such as comedy, tragedy, drama and romance. “Theater is a mirror of all human emotions, and helps to better understand Europe and its culture: from the plays [staged] in ancient Greece, to the current online performances,” said EU Ambassador Luc Véron. “Teatro Europa provides a platform for artistic Filipino youth to share talents in acting, directing and production design.” This year the delegation welcomes 16 participating universities from all over the country, with additions from Metro Manila, Benguet, Bulacan, Nueva Ecija, Iloilo City, Bacolod City and Ozamiz City. They will join the original seven theater groups which participated in 2020. s I learn the extent of pain and suffering caused by the Covid-19 pandemic in India, the more heartbroken I feel for the country and its people who have given me countless wonderful experiences. To momentarily blank out the sorrow, I draw from an almost full vault of delightful memories and remember India the way I experienced it. From time to time, I will share some of my fondest recollections of India such as the renowned Taj Mahal. Breathing fog out of my mouth, we stride the streets embraced by the darkness of the winter tail-end dawn. I feel my body shivering not because of the cold weather, but of my overflowing enthusiasm knowing only the thick walls separate me before I finally laid eyes on the Taj Mahal. It has been a long journey for me to get her—both literally and figuratively. Ever since we hopped into the airport cab at Kolkata and seen with my eyes the wild street activities of our first destination in India, my mind was set in gleeful anticipation of seeing this famous landmark, which the late great Rabindranath Tagore refers to as “a teardrop on the cheek of time.” Agra, where the Taj is located is penciled on the first leaf of our 25-day journey across India and our third stop after Kolkata and Varanasi. Despite the sensory overload brought upon by a myriad of religious activities we witnessed at the Ghats along the holy Ganges River at Varanasi, I am still betting on Taj Mahal to top that experience. A 12-hour sleeper train journey later, we arrived at Agra the previous day under mask of the afternoon dust and the normal chaos of train stations dotting the length of India’s inner belly. Figuratively, my journey to Taj Mahal began when I first read a book

about famous landmarks in my school’s library way back in grade school. Since then, I became consumed by the idea that I should visit it someday. As the sun slowly rises from the horizon and sunlight began to sweep our surroundings, we’re introduced to a thick crowd all waiting in line at the gates. Slowly, as the queue starts to move I feel my heart beating faster. In a matter of seconds later, I catch my first glimpse of the grand structure and in one synchronized motion I pump my fist and drop my jaw in sheer awe. Long gone are the camel trains that transported the glistening marbles used to construct the Taj Mahal. It is now replaced by mechanical trains that run surprisingly efficient. The men and women in bright sari clothing have remained along with the long-lasting aura of love still enveloping the magical journey through time of Taj Mahal. Playing the integral part behind the story of this 17th century mausoleum was Emperor Shah Jahan, of the Mughal Dynasty. Disconsolate at the death of her favorite wife; Mumtaz Mahal after giving birth to their 14th child in 1631, the Shah envisioned the monument he ordered built in the same year, to be his posthumous gift and never-ending symbol of love for his departed wife. It took more than 20 years before the Taj Mahal rose with unmatched splendor the world had ever seen on the banks of the Yamuna River in 1654. Artists, marble sculptures and cutters from all over India were summoned along with more than 20,000

workers and toiled for the whole duration to decorate the interiors of the Taj Mahal with impressive carvings and calligraphy that matches its combination of Indian, Mughal, Islamic and Persian architecture to perfection. As the crowd made its way to the Taj, I stood behind dozens of visitors parallel to the reflecting pool giving us a full view of the Taj with the four towering minarets impeccably framing the main tomb. I took my sweet time pacing my steps toward the grand building housing the tombs of Shah Jahan and Mumtaz Mahal. I was milking the experience little by little. Taking photographs from afar and gazing to appreciate every detail of the Taj’s exterior. As I crept closer, the main marble

dome and the ornamental spires spreading from the limits of the base walls appear more spectacular—instantly I feel my architecture-junky-self experiencing optical orgasm. Despite the hordes of us tourists crawling all over the massive compound, the sheer size of the Taj Mahal dwarfs my existence and I imagined myself being just one of the thousands of workers who labored to build this extraordinary landmark. Inside, visitors can only see the replica tombs of Shah Jahan and Mumtaz Mahal in a plain interior consisting of marble walls, as their actual sarcophagi are housed in the basement where it is locked from view of anyone. The bare interiors appear in stark contrast from the visceral feast adorning the exte-
rior, where one can appreciate the several decorative elements believed to be the finest representation of Mughal architecture. HKTB debuts great outdoors summer video series with ASMR features

his summer, Hong Kong’s great outdoors will be very much within reach to those who reside abroad—thanks to a series of uniquely soothing sensory videos created under the 360 Hong Kong Moments initiative by the Hong Kong Tourism Board (HKTB), which have managed to capture and bottle the city’s auditory essence into highly immersive and pleasurable viewing experiences. A highlight of the Great Outdoors Hong Kong (GOHK) 2021-2022 summer campaign, four distinctly themed Autonomous Sensory Meridian Response (ASMR) videos will each feature 30-second snapshots of
dreamy environmental acoustics heard in far-flung corners of the city. The videos are designed to stimulate the senses and to heighten one’s sensitivity to the harmonic countryside symphonies just a stone’s throw from the city. ASMR in Peng Chau invokes a ship’s horn, a temple’s chimes and the hypnotic kau cim (shaking of fortune sticks). Swaying leaves, dripping waterfalls, chirping birds and flapping wings angle for attention in ASMR in Shing Mun Reservoir. ASMR in Stanley spans splashing in the ocean and swooshing open a paper fan, to biting into a piece of deliciously warm French toast at
a local cha chaan teng diner. Finally, ASMR in Sai Kung delves into the myriad tones and timbres of the open sea, which can be encountered during a lone stand-up paddleboarding session. Both calming and provoking, the video series stars curious individuals exploring the outskirts of Hong Kong through a hyper-focused lens, and culminates in a three-minute magnum opus, which brings all the contrasting elements together into one beautifully euphoric whole. The ASMR videos form part of the broader GOHK summer campaign, which will also showcase 13 seasonal routes, covering hik-

China fines Tencent, tech giants over child exploitation CHINESE Internet regulators slapped fines on technology firms including Tencent Holdings Ltd. and Alibaba Group Holding Ltd. for spreading sexually suggestive content involving children. Kuaishou Technology, Tencent’s QQ, Alibaba’s Taobao, Weibo Corp. and Little Red Book were ordered to remove the offending accounts and pay an unspecified amount in fines, the Cyberspace Administration of China said in a statement on Tuesday. The penalties were issued as part of a campaign to tackle online content deemed “harmful to the physical and mental well-being of minors.” The agency will “step up the enforcement of laws and regulations, and punish those who violate the
rules,” CAC said in the statement. “There will be a ‘zero tolerance’ approach toward issues that hurt minors.” In recent months, social media users and state news outlets have called out e-commerce platforms where sellers use suggestive photos of child models to sell goods as well as manipulated gifs and videos that exploit minors. The cyberspace regulator is also planning to tackle underaged live-streaming, the quality of online education platforms, violent and sexually explicit animation, online communities and celebrity fan clubs as part of its campaign, the statement added. The crackdown adds to the pressure on China’s
Internet sector, which is already facing scrutiny over issues ranging from antitrust to data security. The CAC this month burst into prominence after announcing a probe into Didi Global Inc. and unveiling rules that will require any company seeking to go public in a foreign country to seek its approval. Kuaishou sank as much as 3.2 percent following the CAC’s statement. Tencent shares were nearly 2 percent lower while Alibaba slid 0.6 percent in afternoon trading. Global technology companies have also been taking steps to tackle child exploitation. Facebook Inc. in February announced new tools to prevent users from sharing content that victimizes children. Speaking of Twitter, around 35.2 percent of Filipinos on Twitter are Millennials, with 56 percent using the app at least once a day. The youngest among Millennials is 25, while the oldest is 38. Here are more insights: ■ Filipino Millennials are on Twitter fulfilling various pursuits, such as keeping in touch with their friends (77 percent), doing some work-related networking or research (44 percent), and finding likeminded people (32 percent). ■ Millennials on Twitter keep track of news stories (56 percent), content such as memes (44 percent), events or trends as they happen (32 percent). ■ Filipino Millennials on Twitter talk about their lives such as sharing stories about their pets, shows they recently streamed, or just random thoughts (49 percent). They also voice their opinions and take a stand on the things that matter to them (44 percent). Majority of Millennials on Twitter are working (59.4 percent), with 74 percent of them optimistic their finances will get better in the next six months months. ■ About 76 percent of Filipino Millennials are into music streaming, 65 percent like online streaming, another 65 percent prefer gaming consoles, while 45 percent are into podcasts.

WITTER has announced a new version of TweetDeck with enhanced functionality. The new version, which is initially available for randomly selected users in the US, Canada and Australia, incorporates more of what users see on www.twitter.com. TweetDeck is a tool that you can use to manage multiple Twitter accounts, schedule posts and keep abreast of trends and hashtags. If you’re a social media manager, TweetDeck is probably one of your best friends. In March, Twitter hinted at a TweetDeck overhaul and now it’s here. People participating in the TweetDeck Preview
can expect to see features that include a full Tweet Composer, advanced search features and new column types. Twitter is also introducing Decks, which is a new way to group columns into clean workspaces. If you get the invitation to test the new version of TweetDeck and accept it, you’ll have the option to copy your search, list and profile columns into the new TweetDeck. This is a one-time option to copy this information into the new TweetDeck. If you switch between the current and preview versions of TweetDeck, changes you make in one version will not carry over to the other. The new tweet composer will also allow you to add GIFs, polls or emojis to your tweets, including scheduled tweets in addition to photos and videos. You can now write threads and tag images. You can also access new column types, including Profile, Topics, Explore, Events, Moments and Bookmarks. But other column types, including Activity, Followers, Likes and Outbox, have been removed. Another new feature is called “Decks,” which allows you to organize sets of columns into separate workspaces. ABAD Contributor A HOMEGROWN e-commerce platform designed for mothers, Edamama has raised $5 million, or roughly P250 million, in its latest pre-series A round to bankroll its automation, product development and innovations, as well as the company’s warehouse and logistics operations. The round was led by Gentree Fund, together with Foxmont Capital Partners, Robinsons Retail, and Kickstart Ventures Inc. a wholly-owned unit of Globe Telecom. Edamama was founded amid the pandemic by Bela Gupta D’Souza, who witnessed the pain points of mothers as consumers when purchasing online. She said that it is common for them to spend many hours in search of the best products for their children only to end up with substandard items from untrusted sources. With this in mind, the platform addresses the quality issue and other challenges common among e-commerce sites, such as channel fragmentation, non-established brand trust, the lack of a discovery-led buying experience, and poor customer service. It enables mothers to get easy online access to quality products and services while ensuring the lowest prices through a simplified purchasing system. Since its conception, Edamama has launched several products designed to make shopping more convenient for moms and their families. Through the portal’s Gift Registry, users can create gift wish lists for special occasions, share these with loved ones, and then receive their desired items gift wrapped and in time for the event. Another feature is Subscribe & Save—the Philippines’ first online diaper subscription service launched in exclusive partnership with Pampers—wherein moms can subscribe to Pampers variants for delivery every 30 or 60 days, with free shipping and freebies. An HKTDC commissioned study predicts that the category’s value will surpass the $1 billion mark in 2022. “E-commerce is a scale game and we’re very excited about scaling up,” D’Souza said. Catering to mothers across the country, Edamama acknowledges the need for further upgrades on its logistics operations to cope with the increase in orders nationwide. It hopes to use part of the funds raised to expand its warehouse capabilities and further improve its delivery services for customers to receive their goods more quickly. Apart from this, the company is also working on omnichannel expansion and providing new mediums of direct-to-consumer communication, such as selling through a live stream. “Our goal is to continue being vertically focused, so we could gain and build the trust of more mothers in the country,” D’Souza said.

ILLENNIALS are often called out for feeling entitled, being too sensitive, even described as “generation snowflake”—a disparaging term for being sheltered, politically correct, and sensitive. But for a generation who has to deal with the toxicity of social media, hateful comments and cyberbullying every single day, can we really blame them for getting easily offended? This is one of the reasons why TikTok has come up with its #CreateKindness campaign which aims to combat cyberbullying through kindness and compassion. The global campaign aims to boost awareness about cyberbullying, and promote kindness and inclusion online. As a platform committed to providing its users with a friendly, inclusive environment where they can freely and creatively express themselves, TikTok actively takes measures to address important issues such as negativity and cyberbullying within its community. At a recently held #CreateKindness Conversations webinar, various creators and resource speakers spoke about cyberbullying, and how to protect one’s mental well-being when faced with discrimination and other issues on social media. According to Kristoffer Rada, TikTok Head for Public Policy, the #CreateKindness campaign’s mission is to spark kindness across the platform, bringing awareness and ensuring a positive environment. TikTok will also be coming up with an anti-bullying animated video series that offers perspectives from different creators on how choosing kindness can help combat harmful behavior on the app. Josel Anne Miolata, a registered psychometrician and member of the Philippine Mental Health Association Inc. (PMHA), discussed the negative effects on a person’s psychological and physical health, as well as academic performance, and how it may result in depression and a high risk of suicidal ideation. She also shared expert advice for how to respond to cyberbullies. “It is important to know and be aware of the effects of cyberbullying. We cannot correct bad behavior if we do not know if the behavior is bad. Knowing that your actions and behavior can affect other people can help stop bullying,” she said. Maribeth Santiago-Chua, from the Child Protection Unity of the Department of Education, talked about the DepEd’s creation of the Child Protection Unit, which ensures that students have a safe learning environment. She also explained how they promote kindness to the youth, teach them the different kinds of bullying, and encourage them to speak up. Packed with a MediaTek Dimensity 700 processor, a 90Hz refresh rate display, a 48MP main camera, 5,000mAh battery and 5G—at a price that starts at P8,990—is it just too good to be true? ■ DESIGN AND BUILD: Right off the bat, the Poco M3 Pro 5G scores on design. When you talk about sub-P10K phones, you don’t expect it to be particularly attractive or uniquely designed, yet Poco was able to give it a makeover that looks familiar yet strikingly different. Instead of the horizontal black camera panel of the M3, Poco shifted to a switchblade design with the blacked out portion now occupying the upper left side of the body next to the triple cameras and accented by a large silver brand logo. It is available in three colors, with the brand’s signature Poco Yellow the best looking of the bunch, followed by Cool Blue and Power Black. My only problem is that you can see the word Poco three times on the back of the phone: on the logo, the “Designed by Poco” tagline underneath, and another small “Designed by Poco” adjacent to the 5G logo and warning symbols. While the glossy, mirror-like finish at the back makes the phone appear more expensive than it actually is, the illusion of premium-ness lessens when you notice the phone’s plastic frame. Don’t get me wrong, the phone doesn’t look cheap, but you’ll know that it’s made from more affordable materials other than metal and glass. ■ DISPLAY AND SOUND: The Poco M3 Pro 5G has a 6.5-inch IPS LCD screen with a 2400x1080 full HD+ resolution, 90Hz refresh rate and Gorilla Glass 3 protection. The 8-megapixel selfie camera is housed in a punch-hole notch at the top middle of the display, which is okay, although placing it at the corner would have been less obtrusive. It has a Dynamic Switch 90Hz refresh rate option that automatically adjusts between 90Hz, 60Hz, 50Hz, and 30Hz, allowing it to adapt refresh rate to content while saving power. The updated Reading Mode 3.0 with paper texture mode helps reduce eye strain, while the new dual ambient sensors on both the front and rear ensure 360° light detection, allowing for natural brightness adjustment. The display quality is as good as any IPS panel and thanks to its 1080p resolution, colors are nice and vibrant with consistent viewing angles. As for audio, the single downward-firing speaker tries its best and it does a good enough job if you are alone in a small room. You get decent highs and mids, but as with other phones of this price range, don’t expect a lot of bass. ■ CAMERAS: The Poco M3 Pro 5G packs a triple camera setup at the back consisting of a 48MP main
sensor, 2MP depth sensor and 2MP macro lens. The cameras are perhaps the least exciting feature of this phone for me. I’m not saying it’s bad, but everything is just okay. Outdoor and daytime photos taken using the rear camera are sharp and clear, but it can get over-exposed or washed out if you don’t tap the screen and find the correct focus. If you want to get more details, switch to Pro or use the 48MP mode; however, don’t expect a big jump in quality. Portrait mode with the rear camera is surprisingly good, and you can even adjust the bokeh effect after taking the photo. If things get a bit too dark, it also has night mode which can brighten up your photos a bit. For selfies, you get the usual beauty effects and filters, and you can also use Portrait mode to add bokeh effects. The Poco M3 Pro 5G can shoot videos of up to 1080p at 30fps, which is good enough for social media posting and those TikTok dance videos, but use a tripod as it doesn’t have any stabilization. ■ PERFORMANCE AND BATTERY: For the first time ever, Poco is making use of MediaTek Dimensity technology, offering enhanced overall performance and speed. The MediaTek Dimensity 700 5G is paired with Mali-G57 MC2 GPU, and you have the option to get either 4GB or 6GB of RAM. This octa-core CPU operates at up to 2.2GHz and fast UFS 2.2 storage supports power users with high performance when streaming videos, playing games, or snapping pictures. Overall performance is great and the device can easily handle all your daily tasks, app switching and media consumption. I didn’t experience any lags but do note that I was using the 6GB/128GB configuration. Poco has another winner in the M3 Pro 5G. It is one of the nicest looking phones in its price range, has a capable set of cameras, a new processor, 90hz refresh rate and 5G—if its available in your area. Now the 4GB + 64GB variant is priced at P8,990 but if you could spend a bit more, I’d go for the higher 6GB + 128GB at P11,990. ■
YouTube revamps health videos as Biden chides social media BY MARK BERGEN Bloomberg News YOUTUBE will start labeling health videos with information on how authoritative the source is just days after President Joe Biden tore into social media for “killing people” by spreading falsehoods about vaccines. YouTube, part of Alphabet Inc.’s Google, announced the changes on Monday. Beneath certain videos about health, the company will add information panels that will alert viewers if the source is “authoritative,” such as when the video comes from an accredited hospital. YouTube will also start displaying select videos more prominently on the site when people search for health terms, similar to how it now treats certain news topics. For both the material in these panels and its ranking system, YouTube said it will rely on a recent set of guidelines for verifying online information from the National Academy of
Medicine, a non-governmental organization. “These principles for health sources are the first of its kind,” Garth Graham, director of health care for YouTube, wrote in a blog post. “We hope that other companies will also review and consider how these principles might help inform their work with their own products and platforms.” Graham, a former health insurance executive, was hired by YouTube at the start of the year to lead a new effort to highlight and produce these videos. Like social networks Facebook Inc. and Twitter Inc., YouTube has worked to better moderate its flood of usergenerated media to deal with misinformation on Covid-19 and vaccines. The platform has removed thousands of videos for violating its misinformation rules since the pandemic began, which has led to criticism for being too censorious, particularly from the political right. Yet the Biden Administration has gone on an offensive against technology companies in its push for more
Americans to get vaccinated and the surgeon general released a report on health misinformation. And on Friday, Biden criticized social networks for their role in letting antivaccination material spread. Democratic Senator Amy Klobuchar said Sunday that misinformation on social media about vaccines adds urgency to her call to change liability standards for what is published on their platforms. “YouTube removes content in accordance with our Covid-19 misinformation policies,” the company said. “We also demote borderline videos and prominently surface authoritative content for Covid-19-related search results, recommendations, and context panels.” The company said it will continue working with health organizations and other medical experts to prevent the spread of misinformation. Three years ago, YouTube started adding fact-check labels beneath videos that dealt with popular conspiracy theories, like those about the moon
landing or linking vaccines to autism. Twitter also said it would do its part to “elevate authoritative health information.” YouTube has argued that it doesn’t operate the same way as social networks, since it doesn’t have the same sort of viral sharing. But its algorithm does feed people a majority of the videos watched on the site. The surgeon general’s report didn’t mention YouTube by name, but it cited a recent academic study that examined vaccine information on YouTube. Since late 2019, provaccine videos show up higher in YouTube’s search rankings, according to the research. But once viewers watch an anti-vaccine video, YouTube’s system ends up exposing them to more of the same, it added. A YouTube spokesman said the company has been working on these recent changes since February. They are coming to viewers in the US first, and the company is planning to add more countries.

OKYO—Cris Nievarez provided a whiff of fresh air to a Philippine campaign that teetered a day before opening day on Friday, clinching a quarterfinalround berth in rowing at the Sea Forest Waterway on Tokyo Bay. “I feel real good,” said the 21-year-old Nievarez, a first-time Olympian who stood head and shoulder with his stronger and bigger opponents in the sport traditionally devoted by athletes from the other side of the globe. A Covid-19 scare hounded Team Philippines on Thursday, one that could have cost the entire Philippine campaign in the 32nd edition of the Olympics where the country’s bid for first—or even more—gold medal looked attainable. “First Olympics, first race—this is for the Philippines,” Nievarez, born to a humble family in Sariaya, Quezon, said. Nievarez was impressive with his time of seven minutes and 22.97 seconds over the 2,000-meter event raced over closed to calm conditions with some tailwind. YULO’S GOLDEN QUEST UNFURLS OKYO—Carlos Yulo spent much of the afternoon soloed in his room at the Team Philippines secretariat inside the Olympic Village on Friday as he psyched himself up for the men’s artistic gymnastics that gets going on Saturday at the Ariake Gymnastics Centre. “He’s okay,” said Gymnastics Association of the Philippines president Cynthia Carrion-Norton, who, since arriving in Tokyo on Sunday, never let a day pass making sure her ward gets everything necessary for his Olympic debut. “We scientifically studied Nikita’s most recent performance and Caloy [Yulo] stands a good chance,” said Carrion, adding Nikita Nagornny, the multi-titled Russian who poses as the biggest threat to Yulo’s gold medal bid, hasn’t perform at par in a recent competition. “He [Nagornny] did 6.6 in his last competition,” Carrion-Norton said. Carrion-Norton said the competition held in Nagornny’s native Russia showed a dent in the three-time world champion’s armor. “If Nikita does 6.6 here and Caloy makes 6.8, then Caloy’s done it,” Carrion-Norton noted. Yulo is focused on winning the men’s floor exercise gold medal, but he would have to do it the safer way. The 21-year-old Yulo, who has made Japan his home for some five years now, dropped his signature triple back and double forward flip following a misstep in training two weeks ago. He hurt his right hip in the process. Nagornny, on the other hand, is expected to up the degree of difficulty of his routine with his own triple dive— and that’s exactly what Yulo’s camp is hoping for: for the Russian to commit a mistake. Dozens of pro boxers to take swings at Olympic gold medal

OKYO— When professional boxers were first welcomed into the Olympics a half-decade ago, many people around the sport hated the idea—and many still do. “I think it messes things up,” said Freddie Roach, the famed pro trainer who was an alternate on the US Olympic team in 1976. “I really think they should keep them separate. I don’t think it’s good for the
amateurs, and I think it’s really bad for the pros.” Boxing veterans and aspiring fighters alike feared a future filled with hardened professionals bullying and battering amateurs. Roach and others saw no point in altering the Olympics, which had been the amateur launching pad for dozens of brilliant pro careers over several decades, simply to enable a few famous fighters’ gold medal avarice and the sport’s desire for a higher profile. Among the roughly 286 Olympic boxers making their final preparations for Tokyo this week, the influence of the professional sport is proliferating—but so far, it isn’t as sinister or as pervasive as many people around the sport feared.
An Associated Press examination of the Tokyo Olympic field found 36 men and seven women with professional boxing experience, representing 24 nations from six continents. It’s a sharp rise from the three pros who competed with minimal success in Rio de Janeiro, the first Olympics in which professionals were allowed to participate. Pros will comprise about 19 percent of the 186 men, 7 percent of the 100 women and 15 percent of the entire Tokyo group. Yet nearly all of the prizefighters in the Tokyo field have very limited résumés, with 23 of the 43 showing fewer than three recorded pro bouts. Even fewer pros likely would have been
in Tokyo in 2020, with several qualified fighters only starting their pro careers during the yearlong pandemic delay. “Turning pro developed me into a more complete fighter, and I’m coming back as an amateur with no pressure,” said US lightweight Keyshawn Davis, who will fight in Tokyo after taking three professional bouts in early 2021. “I loved my taste of pro boxing, and I’m bringing that back to the Olympics.” Instead of flooding the Olympics with 30-something bruisers, the change has opened a new career path for young fighters willing to keep one foot apiece in the professional and Olympic modes of boxing. OKYO—The athletes of the Tokyo Olympics were greeted by a few familiar notes Friday night. Those video game songs that get stuck in your head. An orchestral medley of songs from iconic Japanese video games served as the soundtrack for the parade of countries at the opening ceremony. The arrangement included songs from games developed by SEGA, Capcom and Square Enix. Video game themes are often maligned as annoying earworms, but in Japan, the music that accompanies games is considered an art form. Video game composers are famous in Japan, and NieR, one of the series featured in the parade, has seen three of its soundtracks appear on Japanese music charts. The first song played Friday was Roto’s Theme from the Dragon Quest series. Dragon Quest was enormously influential as the first console role-playing game, launching a genre. The series became so popular in Japan that 300 students were arrested for truancy after they left school to purchase Dragon Quest III. The music of the Final Fantasy series is among the most familiar to western audiences. The parade included the main Final Fantasy theme and “Victory Fanfare,” the song that plays when a player wins an encounter. Both arrangements have been part of the series from its first to its fifteenth installments. Another well-known song that was featured was Star Light Zone, from the original Sonic the Hedgehog. In addition to appearing in the original game, a remixed version appeared in the DS version of Mario & Sonic at the Olympic Games. Many of the iconic themes from other Nintendo games, such as Mario Bros. and The Legend of Zelda, weren’t played in the parade.
