DSWD, NGO sign pact to help distraught Mindanao OFWs, children they left behind

LL does not glisten—or glitter— in foreign lands. This was the gist of the partnership between the Department of Social Welfare and Development (DSWD) and the Mindanao Migrants Center for Empowering Action Inc. (MMCEAI), as they attempt to extend government social services, this time, to the distraught children of overseas Filipino workers (OFWs) left behind here in the Philippines, and to the OFWs themselves.
While parents or their children resort to migration to seek economic relief from dire straits at home, data from government and NGOs like MMCEAI reveal the human toll: distressed situations encountered by some returning OFWs, indicating that the proverbial pot of gold at the end of the rainbow could sometimes be nothing but a myth, or a bad tradeoff
for ruined lives at home. There would be periodic cases of abuse of whatever form, whether financial, physical or social, mental or sexual, and there would be cases of misfortune every now and then. Thus, it would not surprise Filipinos that even in the government’s conditional cash transfer program for the poorest of the poor, there

would be beneficiaries from even among the OFWs themselves.
The pact
IN the memorandum of agreement the parties signed on May 24, the government and the Mindanao NGO pledged to work together “in extending programs and services to children of OFW parents who are Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries.” It said they would also promote and strengthen the implementation of 4Ps in the Davao Region. Lawyer Vanessa B. Goc-ong, DSWD director for the Davao Region, said government has acknowledged the profound work of the MMCEAI for migrant workers, especially among distressed returning OFWs, and among their children and families left behind in their hometowns in Mindanao. This made the MMCEAI the ideal partner to ensure an enhanced implementation of the conditional cash transfer program among OFW beneficiaries. “Working with MMCEAI has allowed us to take a deeper look at the phenomenon of distressed OFWs and their children. We also see how our joint efforts started with rescue, and then later these
evolved into other programs like rehabilitation and referral to psychosocial legal experts,” she said at the signing ceremony witnessed by teams from the regional DSWD office and some officers of OFW community organizations in Davao City. She said the organization’s long experience would help DSWD extend its financial and social services assistance program to the children, especially those of returning OFWs traumatized by physical and sexual abuse by employers, or facing abandonment by spouses and of the squander of their hard-earned remittances by guardians.

A red-hot job market awaits US teens while employers sweat By Paul Wiseman & Mae Anderson

ASHINGTON—Mary Jane Riva, CEO of the Pizza Factory, has a cautionary message for her customers this summer: Prepare to wait longer for your Hawaiian pie or calzone.
The Pizza Factory’s 100 West Coast locations are desperately short of workers. With about 12 employees per store, they’re barely half-staffed—just when many more Americans are venturing out to restaurant chains like hers. “The days of 15-minute orders,” Riva said, “may not be happening anymore.” Talk to other employers in America’s vast hospitality sector— hotels, restaurants, public pools, ice cream parlors, pick-your-own strawberry farms—and you’ll hear a similar lament. They can’t fill many of their summer jobs because the number of open positions far exceeds the number of people willing and able to fill them—even at increased wages.
Reinforcements on the way
SOME help may be coming: School’s out for summer, cutting loose millions of high school and college students for the next three months. Riva, for one, is hoping to field more job applications from students seeking summertime spending money. Teens are in an unusually commanding position—at least those among them who want a
job. Researchers at Drexel University’s Center for Labor Markets and Policy predicted in a report last month that an average of 33 percent of youths ages 16 to 19 will be employed each month from June through August this year, the highest such rate since 34 percent in the summer of 2007. Among them is Samuel Castillo, a 19-year-old four-year veteran of Miami’s Summer Jobs Connect program who’s already built an impressive résumé. In one former job with the program, he worked in a legislative office, registering constituent complaints. His first summer, he saved $900 to buy parts to build his own computer. Now, he’s studying computer engineering technology in college and working in the Jobs Connect program again this summer, earning $15 an hour teaching other students how to manage money. “The goal for working is to pay my bills,’’ he said. “School costs money. Books cost money.’’ This year, for the first time in a couple of years, employers might get more help from overseas. The company employs about 950 staffers. “Finding staff that are eager to fill hospitality roles remains a challenge,” said Cindy D’Aoust, a company executive. “But it is great to see the return of our international students as well as returning college students for the summer season.”

STILL, today’s level of teen employment isn’t close to what it used to be. In August 1978, 50 percent of America’s teenagers were working. Around 2000, teenage employment went into a decade-long slide. In June 2010, during the agonizingly slow recovery from the 20072009 Great Recession, teenage employment bottomed at 25 percent before slowly rising again as the economy recovered. It was more than economic doldrums that kept teens away from work. Longer-term economic forces and changing personal choices contributed, too. The US economy now offers fewer low-skill, entry-level jobs—ready-made for teens—than in the 1970s and 1980s. Many such jobs that do remain, from supermarket clerk to fast-food burger flipper, are increasingly likely to
be taken by older workers, many of them immigrants. And many teens from affluent families, eyeing admission to top universities, have chosen to forgo summer jobs for summer school or volunteer work that bear mention on college applications. Others now spend their summers playing sports.
Pandemic factor
BUT Covid and its economic damage changed everything. At first, the economy collapsed as businesses locked down and consumers hunkered down at home. Soon, vast federal aid and ultra-low interest rates ignited an unexpectedly fast recovery. Businesses scrambled to recall employees they had laid off and to find new ones to keep up with resurgent customer orders. The US unemployment rate has dropped to 3.6 percent, just above a half-century low. This week, the government reported that employers posted 11.4 job openings in April, down from a record 11.9 million in March but still extraordinarily high.

ON average, there are now roughly two jobs available for every unemployed American. Suddenly, teenagers are in much greater demand. And the pay available to them—$15 or $16 an hour for entry-level work—is drawing some back into the job market. Teen-
age employment has already topped prepandemic levels even though the overall job market still hasn’t. With desperate employers jacking up hourly wages, many teens can take jobs that pay better than the usual seasonal openings at summer camps, RV (recreational vehicle) parks, and resorts, said Julia Pollak, an economist at ZipRecruiter. “We have this big gap in the market now,” she said. “There are no takers for jobs that are typically given to teens for pocket money.” Economists and other analysts welcome the reversal in fortune. Summertime jobs give young people experience and make it more likely they will work later in life, the Drexel researchers say—good news for a US labor force that is losing the vast baby boom generation to retirement. Entry-level jobs also give teens the opportunity to learn how to handle money and to mingle with colleagues and customers from diverse economic and cultural backgrounds. Lauren Gonzalez, who operates two hostels with her sister—The Local in New York and Lolo Pass in Portland, Oregon—is looking for a barista, a bartender, an events manager and a sales manager. She recently raised pay for housekeepers and receptionists, jobs that she had previously had little trouble filling. “I definitely throw my hands in the air sometimes and say: ‘Where is everyone?’”
Left behind, but not forgotten the blighted communities where the distressed OFWs and their families also reside. It has also established footholds in the cities of Butuan, Cagayan de Oro, Cotabato and Zamboanga, with the core group composed of heads of regional offices of government agencies and key leaders of associations with migrant concerns. She said the MMCEAI has already served or established initial contacts with more than 4,000 OFWs in distressed conditions. The MMCEAI has also referred the families left behind by the OFWs to appropriate government agencies for assistance.

The DSWD-MMCEAI agreement would also encourage the latter to join the periodic training on the 4Ps program, so that the MMCEAI may develop its own activities that would cater to the needs of the current and “would-be beneficiaries of the program.”

China snubs anew PHL protest on SCS fishing ban By Malou Talosig-Bartolome

or the nth time, Beijing merely shrugged off Philippine protest of China’s imposition of a unilateral fishing moratorium in the South China Sea (SCS). Instead of complaining, Manila should instead see the fishing ban as “an objective and corrective perspective” in the name of “sustainable development of fishery” in the disputed territory, the Chinese foreign ministry said. “China cannot accept the unwarranted accusation of the Philippine Foreign Ministry,” Chinese Foreign Ministry spokesman Zhao Lijian said when asked during a news briefing in Beijing. The Philippine foreign affairs department had earlier protested the unilateral imposition of the three-and-a-half month fishing moratorium in waters and land features north of the 12 degrees north latitude, including the West Philippine Sea. The Chinese annual fishing ban started May 1 this year and is expected to last until August 16. “The summer fishing moratorium in the South China Sea adopted by China is a normal measure of protecting marine biological resources in waters under China’s jurisdiction, and a manifestation of fulfilling obligations under international law including UNCLOS by the Chinese side,” Zhao explained. UNCLOS or the UN Convention on the Law of the Sea is the
Constitution of all water forms that countries must abide to ensure peace and order in the seas, as well as protect its marine habitat. Both China and the Philippines are members of UNCLOS. Citing UNCLOS provisions, the Philippines challenged China’s sweeping maritime claim over SCS before the arbitration tribunal in The Hague, Netherlands. The Permanent Court of Arbitration ruled that the nine-dash line in Chinese ancient maps over SCS couldn’t be used as evidence to show its maritime jurisdiction over SCS. Given that, the 2016 arbitral court also ruled China has no right to impose a unilateral fishing moratorium in the SCS, including areas which are within the Philippines’s exclusive economic zone. China did not participate in the arbitration proceedings and never recognized the arbitral ruling. Zhao did not comment though on the Philippine citation of the 2016 arbitral ruling. He simply said that the Philippines could just simply join hands with China in promoting sustainable fishery in the disputed waters. “ We h o p e t h e Ph i l i p p i n e side can view it in an objective and cor rect perspective, and earnestly fulfill the obligations as a littoral state of the South China Sea to jointly promote sustainable development of fishery in the South China Sea,” Zhao added.

Senate adopts committee report on e-sabong probe

he Senate, before adjourning the last plenary session of the 18th Congress Wednesday night, adopted the findings in a committee report on the senators’ inquiry into the unsolved case of 34 missing individuals believed abducted in disputes related to e-sabong anomalies. Conducted by the Senate Committee on Public Order and Dangerous Drugs, chaired by Sen. Ronald “Bato” Dela Rosa, the probers recommended the adoption of 18 administrative and 7 legislative actions based on findings in the case of the 34 still missing e-sabong players. After four hearings, Dela Rosa disclosed that probers were able to establish that 7 cases involving 32 victims, out of eight reported “abduction incidents, were connected to sabong and e-sabong operations.” Noting there was similarity in the pattern of the abductions,
Dela Rosa surmised the probable motives were game-fixing called “tyope” and “cloning” of an esabong web site, citing the case of victim Ricardo Lasco Jr., who was a master agent abducted in his house in San Pablo, Laguna. In his 77-page Committee Report No. 646, Dela Rosa also prodded the state-run Philippine Amusement and Gaming Corporation (Pagcor) to establish a mechanism that will “deny minors from gaining access to electronic gambling platforms and for money transfer facilities to strictly implement the ‘KnowYour-Customer” policy.’

he Department of Health (DOH) on Friday reported the detection of two cases of Omicron subvariant BA.5 in the country. Health Undersecretary Maria Rosario Vergeire said that two individuals residing in the same

symptoms. “They are now asymptomatic a n d t a g g e d a s r e c o v e r e d ,” Vergeire added. The DOH was able to identify their close contacts that are household members currently undergoing isolation. One tested positive, the other, negative.
“Contact tracing is key at this stage of early detection,” the health official stressed. The DOH assumes that all posit ive resu lts may be new subvariants or variants, hence “ indiv idua ls are immediately isol ated fol low ing protocol while waiting for sequencing results.”
At the same time, the senator suggested suspending business permits of cockpit arenas found violating ordinances mandating installation of CCTV cameras, collection by the Bureau of Internal Revenue of tax dues from e-sabong operators, and “no letup in investigation by the police and the National Bureau of Investigation on cases of the missing individuals.” Moreover, Dela Rosa also prodded the Department of Social Welfare and Development to extend assistance to families of missing cockfight aficionados, and the Department of Education to “include in the curriculum discussions on the perils of gambling and its nature as a social ill, based on Republic Act No. 11476, otherwise known as the GMRC and Values Education Act.” As for remedial legislation, Dela Rosa is also mulling over options to recommend possible a mend ment s to P resident i a l Decree No. 449, or the “Cockfighting Law of 1974,” to include strict monitoring of cockfighting activities, increase in penalty for obstruction of justice “to deter concealment of a committed crime, passage of a law mandating local government units to install CCTV cameras in off-site betting stations and commercial establishments, and setting-up
of a reward system for witnesses of crimes.” Enlisting Senate President Vicente Sotto’s support, De la Rosa said, “I am praying and wishing that there will be no more abductions and missing cases related to e-sabong. “Nagdarasal at humihiling na sana ay hindi na madagdagan at maulit pa ang pagkawala ng ating mga kababayan ng dahil lamang sa sabong, e-sabong o iba pang paraan ng sugal,” Dela Rosa said.” In his sponsorship on the committee report, Dela Rosa, a former National Police chief, likewise likened gambling addiction to drug addiction, warning that “Ang pagkalulong sa sugal ay hindi nalalayo sa epekto ng pagkalulong sa droga at iba pang bisyo na dapat nating bigyang importansya at solusyon. Ang pagtatapos ng pagdinig sa isyung ito ay hindi nangangahulugang pag tatapos sa usapin patungkol sa e-sabong ngunit simula pa lamang sa mahabang diskuyon ng mga isyung pumapalibot dito.” He added: “Though e-sabong is an industry known to be raking in billions of pesos and is claimed to be of help to the country and community, it will never be as significant and as treasured as compared to the lives of our fellow Filipinos,” asserting that a human life cannot be equated with money.”

RIVATE tourism stakeholders groups welcomed this week the nomination of re-elected Liloan City Mayor Christina Garcia Frasco to the post of Secretary of Tourism. In a news statement, the Tourism Congress of the Philippines (TCP) congratulated Garcia Frasco, saying that, with her “extensive experience in local government, and in a prime destination at that, we are confident that she will continue the revival of the country’s tourism industry and guide us through whatever challenges come our way. We certainly welcome her statements regarding the creation of safety nets for the industry as cushion for our tourism stakeholders against future calamities.” The TCP said it looked forward to
strengthening its ties with the Secretarydesignate and the Department of Tourism (DOT) “in carrying out the vision and ideals of the industry, as outlined in Republic Act 9593, the Tourism Act of 2009. We, tourism stakeholders, continue to pledge a collaborative relationship with government, as it has proven to be effective in the success of our industry.” With Garcia Frasco at the helm of the their industry, they said they “eagerly anticipate” its return to pre-pandemic profitability. Under RA 9593, the TCP is the legally mandated private sector consultative body “to assist the government in the development, implementation and coordination of Philippine tourism policy.” It is composed of representatives of accredited tourism enterprises and former government officials involved in the tourism industry.
For its part, the Philippine Hotel Owners Association (PHOA) extended its “warmest congratulations to Garcia Frasco,” adding that the group’s officers and members “commit their unwavering support… as she assumes her new position and spearheads the recovery efforts for the tourism industry.” PHOA is a non-stock, non-profit organization established in 1977. It has around 300 members composed of major hotels, resorts, casino hotels and other accommodation establishments all over the country. In a recent interview, Garcia Frasco said she wanted to shine a spotlight on the less known leisure destinations in the country to spread out the benefits of economic growth. “We have seen the importance of shedding light on local products, local talents that may be lesser known, but are certainly not on the lesser talent or quality.
And I think that by expanding our reach by expanding our hand to the periphery of more well-known tourist sites, then we would be able to extend more economic opportunities and we would be able to bounce back stronger, as an economy in general,” she stressed. Garcia Frasco also batted for social safety nets to help stakeholders in the time of calamities or pandemics. With the DOT, the Tourism Congress was able to push for the inclusion of jobless stakeholders in the Bayanihan program, for them to receive financial assistance, while micro-, small-, and medium tourism enterprises were able to tap zero-percent interest, collateral-free loans to prop up their operations during the pandemic.
Davao City taps Covid facilities for possible monkeypox exigency

AVAO CITY—This city’s Covid-19 task force is readying its cluster clinic intended for Covid-19 response for any entry of the monkeypox, another emerging disease currently with cases in Europe and the US. Dr. Michelle Schlosser, spokesman of the task force, said the city government would utilize the Covid Cluster Clinics (CCCs) in handling cases, saying the CCC was intended for Covid-19 and other emerging and reemerging diseases that includes monkeypox. “Monkeypox is part of our
emerging and reemerging disease. Our Covid-19 Cluster Clinic will also be handling this one. Fortunately we do not have a case here,” Schlosser said. The Department of Health (DoH) said monkeypox is like Covid-19 which could be transmitted through respiratory droplets. “It can also be transmitted through an open wound, body fluids, and physical body contact including sexual transmission.” “Incubation period for this is from five to 21 days. The first symptoms are fever, and swelling of lymph nodes. Some of the
patients with monkeypox also manifest headache, chills, sore throat, and fatigue,” she said. She said rashes look like chickenpox but are larger. “The good thing about this is it has two to three weeks recovery, and to prevent the severity there is already a pre-exposure vaccine for monkeypox,” she said. T he Philippines has no known case yet but it is present in other countries such as Spain, Portugal, and European Union countries. She said the city government opened its first CCC in San Vicenta

The announcement was management’s implementation of the directive of the Board of Governors to set up the Alang-alang Branch in Leyte Chapter and La Carlota City and San Carlos City Branches in Negros OccidentalBacolod City Chapter. The newly established branches in Visayas are a fulfillment of the PRC ’s mandate to support the government by bringing its ser vices and programs closer to the most vulnerable communities. In coordination with the Leyte Chapter in Tacloban City and Alang-alang Municipality, the Alang-alang branch has scheduled its Mobile
Blood Donation to make blood more accessible to the community. Likewise, La Carlota City and San Carlos City branches have started providing blood services to their communities. Balita urges PRC to hold special exam for professional teachers
R
epresenting more than 10,000 education graduates of Batch 2021 and Batch 2022, Educator Dr. Carl Balita has appealed to the Professional Regulation Commission (PRC) for a special licensure examination for professional teachers (LEPT). In a letter sent to PRC, Balita empathized with Batch 2021 who had been delayed in taking the LEPT as well as the graduating class of 2022. In an earlier resolution, the PRC Board of Professional Teachers declared that the Batch 2021 and 2022 are not eligible to take the LEPT scheduled in September 2022. They will have to wait to join the schedule LEPT in March 2023, PRC ruled. The reason cited is the fact that these batches are products of the new Teacher Education curriculum, which started in 2017, for which PRC has aligned the Table of Specification for the LEPT.
Balita, however, pointed out, “We cannot make these batches suffer from the circumstances outside their control and authorities should have anticipated.” With more than 10,000 signatories (and growing) to the appeal via Google Form floated nationwide, Balita appealed for the holding of LEPT for the two batches. PhilCare survey reveals ‘quandary’ of working parents in new normal

ilipino workers support the government’s efforts to contain the coronavirus through vaccination. Majority of respondents of the PhilCare Wellness Index: The Philippine Roadmap to the Next Normal were positive that 70 percent of the population would be fully vaccinated in order to achieve herd immunity within this year. The majority of the survey respondents were also positive about their return to their workplaces. However, they were least positive about students returning to school with the physical classroom set-up. “Most parents are hesitant to send their children back to school because vaccination for young people just started rolling out recently. As working parents readjust to the resumption of on-site work, it could be difficult for them to look after their children with the same focus that they had when they were working from home,” explained PhilCare President and CEO Jaeger Tanco. “Children are much more at risk if they get exposed to the coronavirus. That’s why it is understandable that parents would want their children to stay at home until the coronavirus is contained.” Since the release of the Wellness Index, the Department of Health (DOH) has increased its target for the number of vaccinated individuals in order to achieve herd immunity, from 70 percent to 90 percent. At the current rate of vaccination, health experts predict that it may take until 2023 to reach the government’s target of vaccinating 90 percent of the population. The Department of Education (DepEd) announced in February 2022 the implementation of the “progressive expansion of face-toface [F-to-F] classes.” This means
that public and private schools in areas under Alert Levels 1 and 2 will be allowed to conduct F-to-F classes as long as they are compliant with the standards of DepEd’s School Safety Assessment Tool (SSAT). The DepEd has approved the conduct of F-to-F classes for 6,686 schools nationwide. The number is expected to increase as more schools comply with the SSAT. During the pandemic, parents were able to assist their children in their online classes as most of them are also working from home. Now that more employers are asking their employees to report on-site, working parents have to adjust to two new possible realities for their children: 1) continued online classes; or, 2) return to school for F-to-F classes. Tanco said that the workplace can help their employees adjust to the demands of the new normal by maintaining the same flexibility that they had during the height of the pandemic. The Covid-19 created a reality that many people had to adjust to. Trying to revert to a pre-pandemic mindset in terms of managing operations and employees is contrary to the principle of the new normal. “The wellness of the employee’s family should be part of our definition of employee wellness. What happens at home affects employees and what they do at work. By extending the workplace’s care and concern to their employees’ family, employers would enjoy better productivity and brand loyalty from their employees. As schools open for face -to -face c l a sses, pa rents would need to help their children adjust to the new reality. To help parents cope, employers could be flexible in terms of work arrangements in order to accommodate such transition,” added Tanco.

California regulators okay state’s 1st robotic taxi fleet

alifornia regulators on Thursday gave a robotic taxi service the green light to begin charging passengers for driverless rides in San Francisco, a first in a state where dozens of companies have been trying to train vehicles to steer themselves on increasingly congested roads. The California Public Utilities Commission unanimously granted Cruise, a company controlled by automaker General Motors, approval to launch its driverless ride-hailing service. The regulators issued the permit despite safety concerns arising from Cruise’s inability to pick up and drop off passengers at the curb in its autonomous taxis, requiring the vehicles to double park in traffic lanes. The ride-hailing ser vice initially will consist of just 30 electric vehicles confined to transporting passengers in less congested parts of San Francisco from 10 p.m. to 6 a.m. Those restrictions are designed to minimize chances of the robotic taxis causing property damage, injuries or death if something goes awry. It will also allow regulators to assess how the technology works before permitting the service to expand. Cruise and another robotic car pioneer, Waymo, already have been charging passengers for rides in parts of San Francisco in autonomous vehicles with a back-up human driver present to take control if something goes wrong with the technology. But now Cruise has been cleared to charge for rides in vehicles that will have no other people in them besides the passengers—an ambition that a wide variety of technology companies and traditional automakers have been pursuing for more than a decade. The driverless vehicles have been hailed as a way to make taxi rides less expensive while reducing the traffic accidents and deaths caused by reckless human drivers. Gil West, Cruise’s chief operating officer, in a blog post hailed Thursday’s vote as “a giant leap for our mission here at Cruise to save lives, help save the planet, and save people time and money.” He said the company would begin rolling out its fared
rides gradually. Waymo, which began as a secret project within Internet powerhouse Google in 2009, has been running a driverless ride-hailing service in the Phoenix area since October 2020, but navigating the density and difficulty of more congested cities such as San Francisco has posed more daunting challenges for robotic taxis to overcome. That’s one of the reasons Cruise’s newly approved driverless service in San Francisco is being so tightly controlled. Besides being restricted to places and times where there is less traffic and fewer pedestrians on the streets, Cruise’s driverless service won’t be allowed to operate in heavy rain or fog either. While Cruise’s application for a driverless taxi service in San Francisco won widespread backing from supporters hoping the technology will become viable in other cities, some transportation experts urged the Public Utilities Commission to move cautiously. “Many of the claimed benefits of (autonomous vehicles) have not been demonstrated, and some claims have little or no foundation,” Ryan Russo, the director of the transportation department in Oakland, California, told the commission last month. Just reaching this point has taken far longer than many companies envisioned when they began working on the autonomous technology. Uber, the biggest ride-hailing service, had been hoping to have 75,000 self-driving cars on the road by 2019 and operating driverless taxi fleet in at least 13 cities in 2022, according to court documents filed in a high-profile case accusing the company of stealing trade secrets from Waymo. Uber wound up selling its autonomous driving division to Aurora in 2020 and still relies almost exclusively on human drivers who have been more difficult to recruit since the pandemic. And Tesla CEO Elon Musk promised his electric car company would be running robotic taxi fleet by the end of 2020. That didn’t happen, although Musk is still promising it eventually will. AP
Oil set for sixth weekly gain as OPEC+ supply boost disappoints
O
il headed for a sixth weekly advance after a keenly anticipated OPEC+ meeting delivered only a modest increase in output that failed to assuage concerns over a widening supply deficit. The producer cartel agreed to a hike that amounts to just 0.4 percent of global demand over July and August. There had been speculation the Saudis were preparing to pump significantly more as part of a reset of relations with the US, and there were even suggestions that Russia might be exempted from the alliance’s monthly supply agreements. That didn’t happen, with West Texas Intermediate closing up 1.4 percent after the decision and trading near $117 a barrel in Asia on Friday. A six-month long rally in the US benchmark—the longest such run in more than a decade—now looks set to continue. A report showing American crude stockpiles falling more than twice as much as expected last week at the start of the summer driving season highlighted the growing supply deficit. OPEC+ agreed to production hikes of 648,000 barrels a day for July and August, about 50 percent larger than the increases seen in recent months. The decision came after the European Union approved a partial ban on Russian oil imports and after months of pressure by Washington on Saudi Arabia. There were doubts the group would be able to fully deliver on the pledged increases, given they will be spread across its members, many of whom have struggled to raise output. The decision by OPEC+ could, in practice, mean 132,000 barrels a day each month of actual additional output from Saudi Arabia, the United Arab Emirates, Kuwait, and Iraq, Citigroup Inc. said in a note. Prices have been marching higher in the past week as markets assessed the EU move, Chinese lockdowns were lifted and the US summer driving season got underway, it said.
“The agreed supply increases look big on paper, but in reality it is very unlikely the group will manage to hit these production targets,” said Warren Patterson, head of commodities strategy for ING Groep NV based in Singapore. “Russian output is likely to edge lower in the months ahead as sanctions bite, while there’s limited spare capacity among other members.” ING’s forecast for Brent to average $122 a barrel over the second half remains unchanged, he said. Oil has been driven higher this year on rebounding demand as countries threw off virus restrictions, while Russia’s invasion of Ukraine has reduced supply from one of the world’s three-biggest producers. A potential resurgence in consumption in China, the world’s biggest crude importer, is now threatening to add even more upward pressure to prices. The ramp up in OPEC+ supply wouldn’t be enough to balance a market that’s shifting into deficit due to the demand recovery in China, Goldman Sachs Group Inc. said in a note. The bank said its expectations for output from the alliance are skewed to the downside, given the European ban on Russian imports and a lack of progress on negotiations with Iran. It reiterated its forecast for Brent to average $125 a barrel in the second half. The OPEC+ announcement also didn’t have much impact on oil’s market structure. Brent’s prompt timespread was $2.62 a barrel in backwardation—a bullish pattern where near term prices are higher than those further out—compared with $2.73 at the close on Wednesday. US crude stockpiles fell around 5.1 million barrels last week, more than the median estimate for a decline of 2.1 million barrels, according to an Energy Information Administration report Thursday. Supply-chain relief sparks feud over softer US economy

ome supply strains in the US are easing, two years after a jump in demand started emptying shelves, snarling shipping and sowing the seeds of soaring inflation. The line of 25 cargo ships headed to Southern California’s two big ports is less than a quarter of the record backup in January, and spot container rates have dropped almost 20 percent this year. Flexport Inc.’s average transpacific shipping journey of 102 days is the quickest since November. Delays moving containers out of rail depots in Detroit and Memphis are shorter than they were in September, according to Hapag-Lloyd AG. But for every sign that a cooling economy will give supply chains room to rebalance, there’s a reason for skepticism. On the East Coast, ship bottlenecks are building again. The dwell time for containers is still climbing at rail yards near Chicago and Kansas City. At 9.6 days in April, the wait to move freight on rail from the adjoining ports of Los Angeles and Long Beach was the longest since July. The muddled picture is dividing observers. To some, the logistics links between factories and consumers will get stretched again when China allows factories to run full steam. Others sense the start of a longer-term weakening in the demand for goods as inflation erodes purchasing power and spending on services picks up. Howe Wallace is in another camp—those who’ve given up guessing. “I’ve stopped just speculating what’s going to happen for the next year,” said Wallace, president of Bartow, Florida-based PalletOne Inc., a large producer of wooden pallets. He said business is “still fairly strong” but the next several months are “too uncertain to call.” Watching the pallet market is one way to track the economy’s subterranean strength. Here are a few obscure gauges from the
supply-chain world that give clues about the degree of the slowdown ahead:
Product packaging
An oft-forgotten bellwether of activity is the demand for product packaging—corrugated boxes. According to a Bloomberg Green Markets survey that’s yielded data for the past nine months, sentiment of packaging producers has recently gone negative after staying mostly strong for the past two years. Through the pandemic, the demand for box packaging was so strong that the time from order to delivery peaked at 22 days in February. With order backlogs shrinking, the lead time shrank by three days last month to 14, and industry participants believe it could fall below 10 days by July, according to Bloomberg Intelligence analyst Ryan Fox. Experienced managers in the industry see corrugated packaging as the proverbial canary in the coal mine, but one that might not be flat-lining just yet. “They believe that packaging is a leading indicator to the economy since so many products are shipped in boxes,” Fox said. “And yet some see the dip in demand as needed respite. They’ve been killing themselves for the last two years so the return to normal is welcomed.”
Flatbed trucks
A nother real-time pulse of physical commerce is the prevailing rate to move goods on flatbed trucks excluding fuel surcharges, which is only down about 3 percent from the peak reached a year ago, according to Bloomberg Intelligence senior logistics analyst Lee Klaskow. These rates are still almost 57 percent higher than they were in May 2019.
Flatbed trucks move a lot of heavy machinery, industrial components and homebuilding materials. “Things are moderating but will remain better than before the pandemic,” Klaskow said. Some smaller truck carriers that entered the market recently and now face crippling diesel costs will be forced out of business in a spot freight-market correction, though the contract market has held up much better, Klaskow said. Contractual rates for flatbed trucking excluding fuel surcharges were up 3.7 percent in April compared with a 13.1 percent increase in April 2020, he added.
Freight trains
Former Federal Reserve Chairman Alan Greenspan liked to study old-school numbers like scrap metal prices and railroad shipments. Consumers have purchased a lot of goods since early 2020, so it’s still instructive to monitor how much merchandise and bulk commodities are still crisscrossing the country on trains. North American rail volume during the first 20 weeks of 2022 totaled 13.5 million carloads and intermodal units, down 3.8 percent from a year earlier, according to data from the Association of American Railroads. So far this year, intermodal volumes—those goods traveling by sea, road and rail—have largely mirrored 2019 levels but trailed 2021’s traffic amid lingering congestion. According to Bloomberg Intelligence, the four-week moving average for train velocity has slowed
5 percent, while dwell time has risen 9 percent. The sluggishness doesn’t look to end in the near term. China’s lockdowns might give American railroad operators challenges in the weeks ahead as shipping containers from Asia flood already slammed ports, according to Klaskow.
Shipping pallets
At Virginia Tech, home of the nation’s leading pallet engineering lab, they claim “pallets move the world,” and it’s not much of an exaggeration given there are almost 2 billion in the US alone. As goods purchases outweighed services spending over the past two years, prices for the new wooden pallets—the base of a so-called unit load—have jumped 59 percent nationally since the start of 2020 and are still rising. Chaille Br ind ley, editor of the Pallet Profile, says demand is still strong. “Pallet manufacturers and recyclers remain very busy. Many are worried about a downturn that could be coming. But they haven’t seen it materialize yet,” he wrote in a market report this month. Higher transport costs, severe labor shortages and sustained demand are keeping pallet prices high. For example, in the mid-Atlantic region, a top-quality used pallet might sell for $12-$13, but in the West the price might be $18-$20 if you can find them, according to Brindley. In some regions, that’s almost double the pre-pandemic cost. Bloomberg News
Covid vaccines for kids under 5 are set to begin in US this month

hildren under age 5 are expected to be able to receive Covid-19 vaccines as soon as the week of June 21, President Joe Biden’s Covid-19 czar said, if regulators ultimately authorize the shots. “We expect that vaccinations will begin in earnest as early as Tuesday, June 21, and really roll on throughout that week,” Ashish Jha said at a White House briefing Thursday. “Our expectation is that within weeks, every parent who wants their child to get vaccinated will be able to get an appointment,” he said. A Food and Drug Administration (FDA) advisory panel will meet June 15 to consider whether to clear vaccines by Moderna Inc. and Pfizer Inc.-BioNTech SE for use in younger children. The FDA will then make its own decision, followed by the Centers for Disease Control and Prevention (CDC). Doses can be shipped once FDA clears the shots and can be administered after the CDC issues its guidance. States will be able to
begin ordering doses on Friday, Jha said. Moderna is seeking authorization for ages 6 months through 5 years; Pfizer-BioNTech is seeking to expand its existing approval, for children ages 5 and up, to as young as 6 months. The White House continues to call on Congress to pass a new round of pandemic funding, warning that the government will otherwise run out of vaccines and treatments and also risks a collapse of Covid-19 test production. The White House sought $22.5 billion, but lawmakers have struggled to agree to even half as much. Republicans in April blocked a Senate deal for $10 billion. Jha has said the administration is looking at programs it could claw back
to come up with money to buy vaccines—particularly an expected new generation designed to boost protection against the Omicron variant and its subvariants. Recorded Covid cases in the US have leveled off again after rising through April and most of May, CDC data show. The US is seeing an average of just over 100,000 cases a day, well above levels seen in March
but well below highs set in the Omicron wave early this year. Hospitalizations—a lagging indicator—are rising, up 6.4 percent from the previous week, the data show. About 83 percent of the eligible US population has received at least one dose of a Covid-19 vaccine, while nearly have of those eligible have also gotten at least one booster.

New York legislators set to raise age to buy and own semi-automatic rifles

LBANY, New York—New York’s legislature is poised to ban people under age 21 from buying or possessing a semi-automatic rifle, a major change to state firearm laws pushed through less than three weeks after an 18-year-old used one of the guns to kill 10 people at a supermarket in Buffalo.
The Legislature spent Thursday evening debating the bill ra ising t he age l im it, wh ic h passed the Senate 43-20 along pa r t y l i nes. T he leg isl at ion, which also launches a licensing requirement, is the centerpiece of a package of gun control bills
announced earlier this week by Democratic legislative leaders and Gov. Kathy Hochul. New York already requires people to be 21 to possess a handgun. Younger people would still be allowed to have other types of rifles and shotguns, but the change in
the law would restrict ownership of the type of fast-firing rifles used by the 18-year-old gunmen in the mass shootings in Buffalo and at a Texas elementary school. Besides raising the legal purchase age to 21, the bill would also require anyone buying a semi-automatic rifle to get a license—something now only required for handguns. Republicans chastised Democrats for pushing a more sweeping measure than Hochul originally pitched. Sen. Gustavo Rivera, a Bronx Democrat, rebuffed Republicans who argued the bill will inconvenience gun owners and infringe Second Amendment rights: “It is meant to be a hassle to those folks who might want to get their hands quickly on something with which they could mass murder people.” Semi-automatic rif les auto-
matically load each bullet after firing, although firing requires pu l l i ng t he t r ig ger for eac h round. That makes it possible for mass murderers to kill more people in a short amount of time. The change would largely impact areas outside New York City, which already requires permits to possess, carry and purchase any type of firearm and prohibits most applicants under 21. Alexis Weik, a Republican of Long Island, pointed out that an 18 year old could still travel to another state and buy a semiautomatic rifle. Sen. Kevin Thomas, a Long Island Democrat and one of the bi l l ’s sponsors, replied, “A re you advocating for federal gun
control? Because that what’s needed.” New York would join a handful of states—including Florida, Hawaii, Illinois, Vermont and Washington—that require buyers to be at least 21 instead of 18 to purchase some types of long guns. Similar legislation has been proposed in Utah. California’s attempt to raise the legal buying age for a semiautomatic weapons has been challenged in court. On May 11, a US Appeals court panel ruled 2-1 that the state’s ban on the sale of semi-automatic weapons to adults under 21 is unconstitutional. The two judges who ruled in the majority were part of Republican President Donald Trump’s wave of conservativeapproved nominees that reshaped the famously liberal court. The National Rifle Association
is also challenging Florida’s ban on the sale of rifles and other firearms to adults under age 21, which was passed in the wake of a 2018 shooting that killed 17 students and staff at a high school in Parkland. Another bill set to pass in New York would require new guns to be equipped with microstamping technology, which would allow law enforcement investigators to more easily link weapons to fired bullets. The state is also expected to pass legislation that would restrict the purchase of body armor and expand the list of people who can apply for an extreme risk protection order, a court order that can temporarily prohibit someone from purchasing or possessing a firearm if they are believed to be a danger to themselves or others. MES, Iowa—A man shot two females to death and then apparently killed himself Thursday night outside a church in Ames, authorities said. The man killed the two females outside the Cornerstone Church, a megachurch on the outskirts of Ames, Story County Sheriff ’s Office Capt. Nicholas Lennie told the Des Moines Register. Investigators didn’t know the ages of those killed, Lennie said. The shooter appeared to have then shot himself but his death is still being investigated, Lennie said. The church is near Interstate 35, about 48.28 kilometers north of Des Moines. The sheriff ’s office didn’t identify those killed or give details about what led to the shooting. Jan. 6 panel sets prime-time hearing date for findings

A S HI N G T O N — T h e H o u s e committee investigating the January 6 insurrection at the Capitol will go public with its findings in a prime-time hearing next week, the start of what lawmakers hope will be a high-profile airing of the causes and consequences of the domestic attack on the US government. Lawmakers plan to hold a series of hearings in June that they promise will lay out, step-by-step, how former President Donald Trump and his allies worked feverishly to overturn his loss in the 2020 presidential election, spreading lies about widespread voter fraud—widely debunked by judges and his own administration—that fueled a violent assault on the seat of democracy. The six hearings, set to begin June 9 and expected to last until late June, will be the first time the committee discloses “previously unseen material” about what it has discovered in the course of a sprawling 10-month investigation that has touched nearly every aspect of the insurrection. The committee, which has called Jan. 6 “one of the darkest days of our democracy,”
was formed in the aftermath to “investigate the facts, circumstances, and causes relating to the domestic terrorist attack on the Capitol.” Unlike any other congressional committee in recent times, the panel’s work has been both highly anticipated by Democrats and routinely criticized by Trump and the former president’s allies, including some Republicans in Congress, who complain it is partisan. More than 1,000 people have been interviewed by the panel, and only brief snippets of that testimony have been revealed to the public, mostly through court filings. All told, it’s a formula for what could be a momentous and rancorous final month. “June is invariably a hectic and contentious time at the court,” said Greg Garre, a Washington appellate lawyer who served as solicitor general under thenPresident George W. Bush. “And in that sense, this June will be no different. But the storm clouds obviously look more severe in terms of what could lie ahead.” In addition to abortion and guns, the justices are scheduled to decide whether to restrict the Environmental Protection Agency’s (EPA) power to tackle climate change, whether to force President Joe Biden’s administration to keep a Trump-era asylum policy and whether to give public-school teachers and staff more freedom to pray openly on campus. Arguments earlier in the term suggested Republicans would reap the dividends from filling three vacancies during Donald Trump’s presidency, giving the court a 6-3 conservative majority. In their first full term together, the three Trump appointees—Justice Neil Gorsuch, Brett Kavanaugh and Amy Coney Barrett—have signaled a readiness to fulfill top items on conservative wish lists. The strains fueled by that ideological shift have seeped out into the public.
During arguments in the abortion case last year, liberal Justice Sonia Sotomayor asked whether the court would “survive the stench that this creates in the public perception that the Constitution and its reading are just political acts.” More recently, conservative Justice Clarence Thomas said the opinion leak deeply damaged the institution, undermining trust among the justices. And he compared the current membership unfavorably to the “fabulous court” during the late 1990s and early 2000s. Along the way, two potential bridgebuilders, Justices Kavanaugh and Elena Kagan, have sniped at one another over the court’s handling of its stream of emergency requests, dubbed the “shadow docket” by critics.
‘Extremely fractious’
All that antagonism may explain why the term is so backloaded. In a highly unusual move, the court isn’t issuing opinions this week, suggesting the strife might be delaying even low-stakes cases. The discord “just feels like it’s off the charts,” said Leah Litman, a University of Michigan law professor and former law clerk to since-retired Justice Anthony Kennedy. “It just seems like an extremely fractious time.” The abortion ruling could fulfill a decades-old conservative dream. A draft majority opinion published last month by Politico would overturn Roe, the 1973 ruling that established abortion as a constitutional right. That followed an argument in which all three Trump appointees expressed interest in overturning Roe. “After almost 50 years, we really could see a major sea change in the country,” said Carol Tobias, president of the National Right to Life Committee. The lingering question is whether Chief Justice John Roberts can persuade one of his conservative colleagues to join him in a narrower opinion, perhaps upholding
Mississippi’s ban on abortion after 15 weeks of pregnancy without entirely overturning Roe. “I wasn’t optimistic after the argument, and I’m not particularly optimistic on seeing the draft opinion and what followed,” said Litman, an abortion-rights supporter. Polls show that more Americans favor abortion rights. A new Wall Street JournalNORC survey taken after the leaked draft opinion found 68 percent of respondents don’t want to see Roe overturned, while 30 percent support that move. A new Gallup poll found 58 percent opposed to reversing Roe, with a near-record 55 percent identifying as “pro choice,” the highest figure since 1995. Should the court overturn Roe, 26 states either will or are likely to ban almost all abortions, according to the Guttmacher Institute, a research organization that backs abortion rights.
Handgun clash
The gun case was already set to be the biggest Second Amendment ruling in more than a decade before mass shootings in Buffalo, New York, and Uvalde, Texas, turned firearm access into a front-burner national issue. During arguments in November, the justices suggested they will rule that most people have a constitutional right to carry a handgun outside the home and will strike down a New York law requiring a special justification to get a concealed-carry permit. New York is one of eight states—along with California, Massachusetts, New Jersey, Maryland, Rhode Island, Delaware and Hawaii—with laws that the National Rifle Association says prevent most people from legally carrying a handgun in public. The EPA case could undercut Biden’s pledge to reduce US greenhouse-gas emissions in half by the end of decade. Coal companies and Republican-led states are asking the court to pre-emptively stop the EPA from issuing the type of sweeping emissions rules President Barack Obama tried to put in place. Under Obama’s Clean Power Plan, states
were encouraged to shift electricity generation away from coal-fired plants to lower-emitting sources. The power industry is backing the Biden administration, as are environmental advocates. An especially broad ruling could reach beyond the EPA and keep other federal agencies from issuing major regulations without explicit authorization from Congress.

OTASHNYA, Ukraine—In 100 days of war in Ukraine, countless lives have been forever shattered, ripped apart, upended. For tens of thousands, life has been brutally ended. Those who have survived sometimes barely know how to begin picking up the pieces. When a house symbolizing a lifetime of labor and memories is destroyed, how does one rebuild? Nila Zelinska and her husband, Eduard, returned for the first time this week to what used to be their home in a village outside Kyiv. It was in ruins, reduced to charred walls with no roof by shelling in the days after Russia’s Febraury 24 invasion of Ukraine.
“Rex! Rex!” she yelled, calling for the black Labrador they’d been forced to leave behind. Only later did the faithful hound finally reappear, tail wagging under its owner’s loving caresses. But Rex aside, nothing was as it had been. Instead of a home, their broken house is now a symbol of their broken lives. Nila Zelinska recalled the terror of the bombardments that forced them to leave. They scooped up her 82-year-old mother and then escaped the flames and explosions by fleeing with her through their garden. “Everything was on fire,” she said. “I didn’t think I could get her out of there, because she is very old. But we grabbed her by the arms
and began to run.” Much of what happened next is a hazy memory. The family evacuated westward, well away from the fighting that engulfed the outskirts of the Ukrainian capital and other cities to the north and east. Repelled by Ukrainian defenders from capturing Kyiv, Russia has since redirected its troops and concentrated its attacks on the eastern industrial Donbas region, where the fighting is still fierce. Clinical study shows Mitopure promotes healthy aging, improved muscle health

AUSANNE, Switzerland & San Francisco—Amazentis, a spinoff of the Swiss Federal Institute of Technology (EPFL) pioneering scientific breakthroughs in cellular health and nutrition, announced recently that the peer-reviewed clinical and translational journal Cell Reports Medicine published new clinical results showing the muscle health benefits of the gut microbiome postbiotic Urolithin A. Age-associated muscle decline can start as early as 40 years old and there are currently no effective interventions to counteract it other than exercise. This milestone study showed that daily intake of Amazentis’ proprietary Urolithin A, Mitopure, significantly improved muscle strength by 12 percent after four months. These findings further validate Mitopure’s benefits for muscle and mitochondrial health and show it is safe and well tolerated. Mitopure works by supporting the cells’ ability to renew their powerplants, the mitochondria, during the aging process. Muscles have a high demand for energy and there are a very large number of mitochondria in muscle cells. Previous research showed that Mitopure improved muscle endurance, reduced inflammation, and resulted in healthier mitochondrial function in older adults 65 to 90 years old. This new double-blind, placebo-controlled trial in middleaged adults 40 to 64 years old was conducted in London, Ontario, Canada following approvals from Health Canada and an independent IRB. Participants were randomized to receive daily supplementation with either 500mg, 1,000mg Mito-
pure or placebo for 4 months. Muscle strength, exercise performance tests and biomarkers of healthy mitochondrial function and inflammation in skeletal muscle biopsies and blood plasma were assessed at baseline, 2 months and 4 months. Two measures of skeletal muscle strength were improved in the supplemented groups compared to the placebo group. Muscle strength in the hamstring skeletal muscle was significantly increased in both 500mg (+12 percent) and 1,000mg groups (+9.8 percent). Muscle strength during knee flexion was also significantly improved at both 500mg (+10.6 percent) and 1,000mg doses (+10.5 percent). Clinically meaningful improvements on aerobic endurance (+ 10 percent in peak oxygen consumption [VO2]), physical performance (+ 33 meters on the 6 min walk test), and power output (+5 percent) were observed in the 1,000mg group, though not statistically significant. The blood tests and biopsies showed a significant improvement in biomarkers of healthy mitochondrial function and reduced inflammation”. These results are exciting because this is the first in human demonstration that Urolithin A repairs the mitochondria via mitophagy and can translate to meaningful physiological benefits. HE measure seeking to increase the monthly social pension for indigent senior citizens from P500 to P1,000 now only needs the approval of President Duterte. This, after the House of Representatives adopted Senate Bill 2506 as an amendment to House Bill 9459. The adoption of the Senate version avoided the need for a bicameral conference committee since there is only one version of the bill. The measure will now be submitted to the Palace for President Duterte’s signature. Under the bill, indigent senior citizens shall be entitled to a monthly stipend amounting to not less than P1,000 to augment the daily subsistence and other medical of senior citizens. The measure said the Department of Social Welfare and Development, subject to the approval of the Department of Budget and Management, in consultation with other stakeholders, review and, when necessary, adjust the amount of the social pension every two years after its effectivity, taking into account the present consumer price index. It also said the monthly stipend shall be released to target beneficiaries either in cash, direct remittance through the engagement of a service provider duly accredited by the Bangko Sentral ng Pilipinas, electronic transfer, or other mode of delivery, whichever is more practical and ac-
ceptable to the beneficiary, ensuring its release in the most expeditious and efficient manner. The bill said the transaction fee, if any, shall not be charged to the beneficiary. The measure said the amount necessary for the initial implementation of this proposal shall be charged against the current appropriations of the DSWD. Thereafter such amount necessary for the continued implementation of this proposal shall be included in the annual General Appropriations Act. Sen. Joel Villanueva, principal author of the bill, said the amount of P500 monthly social pension for indigent senior citizens has remained unchanged for more than a decade since it was first established in Republic Act No. 9994 or the “Expanded Senior Citizens Act of 2010.” For his part, House Deputy Minority Leader and Bayan Muna Rep. Carlos Isagani Zarate welcomed the approval of the social pension increase from P500 to P1000 but likewise expressed reservations as the Senate version adopted by the House of Representatives to expedite its approval maintained the “discriminatory provision requiring that the elderly should be weak, sick or disabled before being considered an indigent senior citizen to qualify for the pension.” “This provision was already removed through the amendments introduced by Bayan Muna and approved in the House in August 2021, but the Senate version prevailed,”

Aging Japanese militant marks 1972 Israel attack in Beirut B
EIRUT—An aging Japanese militant who spent more than a decade in an Israeli prison for his part in a deadly attack on Tel Aviv’s airport showed up in Beirut on Monday at an event commemorating the 50th anniversary of the attack. Kozo Okamoto, 74, served 12 years in an Israeli lockup for a May 30, 1972 attack on the international airport outside Tel Aviv that was thought to be carried out by members of the Japanese Red Army guerrilla group. Twenty-six people were killed, including Christian pilgrims. Okamoto was freed in 1985 in a prisoner exchange between Israel
and Palestinian guerrillas and has since gained political asylum in Lebanon where he has been living quietly for decades. The ceremony at a Beirut cemetery where many Palestinian militants are buried was organized by a radical Palestinian faction, the Popular Front for the Liberation of Palestine. It was attended by a few dozen people and officials from Lebanese and Palestinian factions including Lebanon’s Hezbollah. N June 2020, I became hopeful when a law was passed that makes it mandatory for Good Manners and Right Conduct and Values Education to be taught as core subjects from kindergarten to senior high school in both public and private schools. The said law focuses on character development and values formation. More specifically, to inculcate the basic tenets of good manners and right conduct such as caring for oneself, giving concern for others, according proper respect to people, upholding discipline and order, and cultivating sincerity, honesty, obedience, and above all, love for country.
But then, on second thought, I asked myself: Why has it become necessary to legislate the teaching of good manners and right conduct? Is it because we’ve reached a point that should alarm us? Consider where today’s youth are now residing—on social media. This is where they are learning and picking up information, including new words and new ways of behaving. How to be vicious, how to act in ways that will get you more likes. The weirder, the more clicks; the more lascivious, the more clicks. Four-letter words have lost their ability to shock. Lying, deceiving, misinforming, bad manners and
offensive behavior are becoming the new normal. I was silently chuckling at the irony that the said law was signed by a president who has normalized cussing in public. Video sharing platforms helped create this polluted environment, and it looks like parents and educators are helpless. Our young have not only waded into the cesspool but are deep into it. Indeed, the times are a changing…for the worse. But let’s rally around the new law and push back against the tide. Let’s talk about the ways to do it because very often, even the noblest intentions can go awry in the execution. My idea is the pushback must start in school. And the arts are the central and fundamental means to do it. Let’s harness the power of the arts and humanities to instill good values and attitudes in school. Making them part of learning must be a major, sustained effort from kinder to grade 12. It will be like injecting a vaccine to build im-

DepEd eyes 100% resumption of in-person classes next SY

HE Education Department said the country is ready for a full and nationwide implementation of the face-to-face classes next year, but modalities may still vary depending on their locations.
At the “Laging Handa” public briefing on May 30, Department of Education (DepEd) chief Leonor Magtolis Briones said around 73.28 percent of the total number of public schools have already been considered for in-person learning. “In the next academic school year, we’re expecting that the face-to-face implementation will be…100 percent; but again, I just want to emphasize that the modalities of face-to-face vary in every situation in schools, depending on their local governments,”
Briones said. As of May 26, some 34,238 schools have been nominated for face-to-face classes. Over 33,000 of them are public schools; the remaining 1,174 are private. HE education sector will play a key role in preparing Filipino youth for the Fourth Industrial Revolution (FIRe), also known as Industry 4.0. In an e-mail interview, Gibu Matthew, vice president and general manager in Asia-Pacific at Zoho Corp., echoed the call of the World Economic Forum for a “quantum leap in education even as early as high school, so that young adults will be better equipped with future skills that are required across various industries.” “These emerging technologies include artificial intelligence, quantum computing, material discovery, drug development, finance, space exploration and more,” Matthew said. “Current low digital adoption rates are, in part, due to the lack of an adequately skilled labor force. In the long term, the education sector should rise to the occasion to meet current and future education needs of the country.”
The executive believes education experts should look beyond formal education and pursue a roadmap to create a life-long learning curriculum to support industry needs. He pointed out that the Philippines needs to boost its digital capabilities, with 56 percent of micro, small and medium enterprises not having a web, social or e-commerce presence, and only 10 percent with the experience in advanced digital tools such as enterprise resource planning, customer-relationship management or “big data” as part of their business model, according to the Department of Trade and Industry (DTI). Matthew feels this is an excellent chance for the education sector to step up and bridge the gap. The absence of an embedded culture of learning, he said, would have an adverse local impact, and would be a herculean challenge for Filipino firms to address and meet the demands of an ever-changing consumer landscape. “This is of even greater signifi-
cance, as the Philippines transitions to the endemic phase, and businesses that have reskilled and upskilled their work force are in a better position to leverage technology to achieve better business outcomes,” Matthew explained. “All boils down to having the knowledge and experience to make the most out of digital technologies and platforms.” With 75 percent of human resource practitioners from e-commerce acknowledging that the sector is thriving very well in the Philippines, Matthew said the country needs to seize the opportunity to ensure the government provides the right impetus for businesses to uptake the mission while building the right talents to harness digital technologies and future-proof industries. According to a survey conducted by the Employers Confederation of the Philippines, the three primary challenges faced by employers in the Philippines are job-skills mismatch (42 percent), labor poaching
(49 percent) and shortage of labor supply (46 percent). Reskilling efforts help mitigate these issues by providing employees with new skills and capabilities to utilize new tools and technologies needed by the business. Reskilled workers will also feel grateful and appreciated. This could inspire greater loyalty and generate more resilience against poaching and resignations. Before embarking on upskilling and reskilling, Matthew urged local firms to first align their programs with the Philippine Skill Framework initiative launched by the DTI, which aims to upskill and reskill, as well as prepare the country’s human capital and increase competitiveness, as businesses prepare for the FIRe. “With this framework, the government encourages continuous involvement and collaboration from both the private and public sector to address the need to elevate employee skills and potential,” he said.

With the tie-up, Lipp will donate biogas yield testing equipment to Mapúa to support biogas research efforts into new feedstocks—the organic matter fermented to generate biogas. “As a tropical country, the Philippines has plenty of organic material whose biogas yield has not yet been tested,” said Managing Director Manuel Lipp. “I think there is a lot of po-
tential for biogas production in [this country]…we want to help access that potential.” In Germany, chambers of commerce and industry play a central role in ensuring the industry’s active engagement in education and training. “C lose col l aborat ion bet ween industry and academia is a cornerstone of Germany’s higher and dual education, and the main reason for [our] country’s economic success,” says Christopher Zimmer, executive director of the German-Philippine Chamber of Commerce and Industry. “Through the Lipp-Mapúa partnership, we were able to localize an
important element of the German training system [locally] and support waste-to-energy research.” Biogas is an energy carrier generated through anaerobic digestion of feedstock. Potential feedstocks include animal by-products, agricultural wastes, vegetables, and fruit wastes, as well as slurry and manure. To optimize biogas yield, the input material needs to be studied, and their energy value understood. Testing the energy content of a potential feedstock is the first step to explore the feasibility of potential investment in a biogas plant. The current lack of a comprehensive testing
facility in the Philippines requires biogas companies to ship feedstock as far as Germany for testing. However, despite the Philippines’s huge amount of organic waste, biomass contributed only 1 percent to the energy mix in 2020, according to a report from the Department of Energy. “We welcome the opportunity to establish a biogas yield laboratory here at Mapúa,” averred Dr. Reynold B. Vea, president of Mapúa University. “This will support our research and instructions, as well as fast-track the growth of the Philippine biogas industry through industry-academe collaboration.”

HE United States Agency for International Development (USAID), through its “ABC+: Advancing Basic Education in the Philippines” and “All Children Reading-Philippines” projects, as well as the Bangsamoro Autonomous Region in Muslim Mindanao’s (BARMM) Ministry of Basic, Higher, and Technical Education (MBHTE), recently launched the “Beginning Reading” program for learners in Cotabato City and Maguindanao so that every child from BARMM will have opportunities to be able to read. “The goal…is to ensure that every Bangsamoro child has access to learning. By teaching children to read, [we are opening doors] to economic opportunity and lifelong learning,” said USAID Philippines Office of Education Director Dr. Thomas LeBlanc. The technology-based project uses Learn Kernels, or low-cost electronic tablets, which can be used without Wi-Fi to help children in Kindergarten to Grade 3 learn to read. Each device includes earlygrade reading materials and videobased reading modules in Magindanawn, codeveloped by USAID
and the Bangsamoro MBHTE. USAID launched the Beginning Reading program in Negros Occidental last month. The agency also handed over health and educational supplies to 100 schools in Maguindanao, which will help ensure the safe return of children to school. “Education is very…important to us. We are extremely thankful that USAID is supporting the use of our language,” said MBHTE Minister Mohagher Iqbal. “This is very critical [in our efforts to make our identity as Bangsamoro be recognized].” In the same event, USAID also introduced the school-in-a-bag program for Bangsamoro learners. In partnership with Smart Communications and Philippine Business for Social Progress, the agency will provide 20 schoolin-a-bag packages composed of a laptop and 10 tablets for schools in geographically isolated, disadvantaged, and conflict-affected areas. For the past 60 years USAID has worked with the Philippine government and local organizations to achieve shared development goals as it has invested more than P247.5 billion ($5.1 billion) to support the country.

UPLICATING its success in establishing 13 campuses throughout the country since 1998, The Abba’s Orchard is set to open inside Pueblo de Oro Townscapes in Malvar, Batangas, in August 2023. Formalizing this initiative, the biggest and one of the most highly regarded Montessori schools in the country has sealed its partnership with Pueblo de Oro Development Corp., developer of the 42-hectare mixed-use area. Being an educational partner for the township project, the educational institution, under their 50-year lease agreement, will construct a 1-hectare learning center in Townscapes to initially offer its Casa and Level-One program for children between 3 to 6 years old, and those aged 6 to 9 for Academic Year 2023-2024. The master-planned community will be delivered in a prepared environment set by the Montessori
pedagogy under the supervision of well-trained guides. The program will focus on the child’s absorbent and inquisitive mind in the learning aspects of practical life, sensory development, mathematics, language, the arts and the sciences. As part of the plan, the campus will then offer Level Two for 9 to 12 years old, and the Erdkinder farm environment for adolescents between 12 and 18. The Abba’s Orchard prides itself to have been the first to establish a Montessori farm campus in Asia, which is in Bukidnon in 2006. Aside from the latter, it is to date the only one offering the program in the Philippines in the following locations: Rizal (Antipolo City), Cebu, Davao and Bukidnon. HILE many public universities have struggled to stay afloat in these challenging times, the City of Malabon University (CMU) found itself on a new trail, as it has now innovated into becoming a local economic enterprise (LEE) contributing to the income of the city through its various income-generating services. “This [development] was really something that the management wanted to do to contribute to the city,” said Engr. Sheila Ibay-Villanueva, CMU vice president for Institutional Development and External Affairs. “Since the university can generate additional income, we are able to create
more [tailor fit] programs…that will contribute to the needs of the industry and the progress of the community.” To realize CMU’s vision, a technical team conducted feasibility studies on converting the school into an LEE. They yielded positive results, as the university’s team started creating a business plan immediately. Then came the presentation of their proposal to both university and local government stakeholders. By operating as an LEE, CMU strives to achieve academic freedom, organizational autonomy, and humanresource autonomy—all of which will also benefit the students, faculty members, and nonteaching staff.
Revenue-generating programs such as creating instructional materials for graduates and professionals, conducting certificate courses marketed to industries intended for executives, as well as continuing education for professionals are some of the sustainable ways supporting CMU, enabling it to generate additional funds.

THERE are significant benefits for the students, said Engr. Ibay-Villanueva: “Most significant would be the expansion of the facilities and improvement of the overall learning experience of the students, allowing CMU graduates
to become competitive in the jobs market, ready [to take on] the challenges of the global economy.” Another notable benefit of being an LEE is the improvement of the physical infrastructure and learning materials that are crucial to ensuring quality education. E’VE been hearing the word “hybrid” a lot in the past few months in reference to our work setups. Hybrid, in this context, essentially means being more flexible and employers allowing employees to work onsite, at home or any other place where they are more comfortable. So many adjustments have been made to make sure employees are well physically, mentally and emotionally. For instance, a friend of mine who works for a BPO recently went back onsite but a few weeks into that, there was a mini Covid-19 outbreak at their office. The company then decided to adapt a hybrid set-up, which allows the employees to work from home four times in a week. Working online hasn’t been without its challenges, including poor Internet connection and, if you’re working from home, dealing with sounds of babies crying, a TV set with the volume turned up, and even
dogs barking. I was once in a call with an officer from my consultancy job and a client, and when I played the recording later I could clearly hear my mother sneezing loudly and repeatedly (think 15 consecutive times) in the background. So, here’s some good news: Google recently announced updates to Google Workspace to help working individuals to be more productive and fight information overload. Here are seven upcoming features—most made possible by AI—on Google Workspace in the coming months: Portrait restore uses Google AI technology to improve video quality. This means that even if you’re using Google Meet in a poorly lit room, your video will be automatically enhanced. Portrait light uses machine learning to simulate studio-quality lighting in your video feed. It also allows you to adjust the lighting position and brightness. This feature also eliminates the need for a ring light. Dereverberation filters out echoes in spaces with hard surfaces, so it sounds like you’re in a conference room with microphones, even if you’re not. Live sharing will sync content that’s being shared in a Google Meet call and allow participants to control the media. All participants will see and hear what’s going on at the same time. There will now be auto-summaries in Spaces so users will get updates on conversations you missed. There will be automated transcriptions of Google
Meet meetings to Google Workspace, so users can catch up on meetings they couldn’t attend. This is a big relief for someone like me as transcription is not something I look forward to. Google said it takes security seriously, so the security protections used for Gmail are coming to Google Slides, Docs and Sheets. “Our latest AI innovations are designed to help employees bring focus to what matters, collaborate securely, and strengthen human connections across the ways and places work happens,” said Johanna Voolich Wright, vice president of product management for Google Workspace, in the company’s recent blog post. Again, Google emphasized that they are big on security. “We keep more people safe online than anyone else in the world, and Gmail blocks more than 99.9 percent of spam and phishing messages from ever reaching users’ inboxes,” said Johanna Voolich Wright. Thus, Google Workspace comes with enterprise-grade access management, data protection, encryption, and endpoint protections built in. Google said it will scale the phishing and malware protections that guard Gmail to Google Slides, Docs, and Sheets to bolster security even more. “Our systems constantly learn from each attempted attack against the billions of users who rely on our products. These insights enable us to anticipate and thwart new attacks by identifying emerging patterns and entry points,” said Wright. ■

In the last 12 months, Ninja Van said it has delivered around 2 million parcels per day across the region covered in this report, corroborating the wider observation of immense e-commerce growth. “As shoppers acclimatize to online shopping, they also engage in cross-border retail. More than half of the respondents have bought from foreign web sites, and most have expressed doing so several times,” Ninja Van said in its webinar. Google, France’s Engie team up to accelerate wind power BY MARK BERGEN Bloomberg News FRENCH utility Engie SA will begin using an experimental technology from Google that aims to boost efficiency and power from wind farms, the companies announced on Wednesday. Google is selling the service through its cloud division, which is trying to lure clients with tools for managing energy usage and reducing emissions. In 2019, Google said it worked with DeepMind, a sister company of parent Alphabet Inc., to make artificial intelligence software that could predict wind power output 36 hours
in advance. That would let energy providers schedule inputs into energy grids ahead of time with more accuracy, countering some of the unpredictability of wind generation. Early tests on Google’s data centers improved the value of wind energy by 20 percent, according to Google. For utility customers, Google’s AI service offers forecasts that can sharpen their decisions when they buy and sell in energy markets, said Larry Cochrane, director of global energy solutions for Google Cloud. “The best way to think about it is as a trading recommendations tool,” he said. Engie will be the first customer to use
Google’s feature, starting with the utility’s wind portfolio in Germany. If the pilot program is successful, the companies plan to expand across Europe, Cochrane said. The companies did not share financial terms. According to Cochrane, Google may soon offer similar forecasting services for other renewable markets like solar power and storage. The French utility plans to more than double its renewable power generation to 80 gigawatts by 2030, despite a recent uptick in prices for solar panels and wind turbines. Previously, Engie has publicized its work with Amazon Web Services, a Google cloud rival.

ARLIER this week, listeners could not access many of their favorite podcasts due to an outage on Megaphone, one of the more popular podcast hosting platforms on Spotify. The outage was due to the company’s failure to renew Megaphone’s security certificate—a simple mistake that cost podcasters thousands of lost downloads and ad revenue. If it wasn’t for the popularity of podcasts, the eighthour outage wouldn’t even matter and make the news, but now it is almost like being denied access from your favorite streaming service. Podcasts have been around for nearly two decades, but the format has come into its own over the last five years especially because of the pandemic. As more and more podcasts have popped up, listenership has also had a dramatic increase. Back in the summer of 2005, Steve Jobs launched iTunes and predicted that podcasts were the future of audio. AN FRANCISCO—Once Boston’s balanced roster of National Basketball Association (NBA) Finals first-timers found a groove from long range, the determined Celtics delivered a memorable comeback and rallied past Stephen Curry and the Golden State old guard. Jaylen Brown fueled the late charge and scored 24 points, Al Horford hit six 3-pointers and the Celtics rode the most lopsided fourth quarter in NBA Finals history to a 120-108 victory over the Warriors in Game 1 on Thursday night. HEN Carlos Edriel Yulo checks his bank account through his phone app probably next week, the five-gold medal winner at the Vietnam 31st Southeast Asian Games will find out that he’s P.55 million richer. Kim Mangrobang, gold medalist in women’s triathlon and duathlon, will also discover she’s gone P200,000 richer. That’s because the Philippine Olympic Committee (POC) announced on Friday that the body will grant more than P11 million in cash bonuses to medalists in the Vietnam SEA Games. “The POC will always recognize the efforts of the athletes who trained, prepared and fought hard in Vietnam despite the
circumstances,” Tolentino said. “We may not have retained the overall championship, but what we saw in Vietnam was a fighting Team Philippines.” Tolentino said the incentives were made possible by the POC’s partners—Manuel V. Pangilinan’s MVP Sports Foundation, Ramon S. Ang’s San Miguel Corp. and Charlie Gonzales’s Ulticon Builders Inc. This marks the second time under the leadership of Rep. Abraham “Bambol” Tolentino that the POC is rewarding the medalist athletes for their accomplishments in the SEA Games held last May 12 to 23 in main hub Hanoi and other Vietnam provinces. HE Move As One Coalition urged the government to utilize the mandated budget and policies to build protected bike lanes during the celebration of the World Bicycle Day on Thursday. The United Nations declared June 3 as World Bicycle Day to acknowledge that the bicycle “is a simple, affordable, reliable, clean and environmentally sustainable means of transportation, fostering environmental stewardship and health.” Based on surveys by the Social Weather Stations from May 2020 to May 2021, 1 out of 4 Filipino households nationwide use bicycles for essential and recreational activities. The number of households with bicycles in urban areas and the National Capital Region has more than doubled over the past year, indicating the strong demand for active transport. Compared to pre-pandemic levels, 2 out of 5 cycling households (40 percent) have been riding more frequently. “For the Filipinos from all walks of life who have gotten bitten by the biking bug, the bicycle is not just an alternative form of transportation. It is the nest mode of transport,” the coalition said in a statement. “Biking is here to stay.” However, there are reports of cyclists dying on roads because to the lack of protected bike lanes. From 2019 to 2021, the Metropolitan Manila Development Authority reported a total of 82 cyclist deaths and 4,588 injuries. “Cyclists who are the main breadwinners and who die on the road leave their families with a huge emotional and financial loss,” the coalition said. “The Coalition believes that Filipino cyclists should arrive alive. We demand more than just thoughts and prayers from the government for the cyclists who have died on our unsafe roads.” The coalition added: “We urge the government to incorporate active transport infrastructure in P264 billion worth of Department of Public Works and Highways roads and bridges as required under the 2022 General Appropriations Act.”
