The tricky business of restarting tourism

OURISTS from the National Capital Region (NCR) eagerly trooped to Boracay Island on June 3, as government relaxed restrictions for residents of the region and four surrounding provinces traveling to areas under modified general community quarantine (MGCQ).

By June 5, tourist arrivals on the island reached 2,149 with residents from Metro Manila accounting for 64 percent of the three-day total, much to the joy of its residents and businesses. Malay Councilor Nenette Aguirre-Graf eagerly announced on her Facebook page on June 6, “Good news! 959 tour-

island in 2018, the pandemic in 2020, and just as hotels and resorts were booked for the Holy Week, the Inter-Agency Task Force on the Management of Emerging Infectious Diseases (IATF) clamped down on leisure tourism for residents in NCR, Bulacan, Rizal, Cavite and Laguna, due to the surge in Covid-19 cases in these areas. Boracay used to record 1 million visitors from domestic markets, with the NCR being its main source. But no sooner had the island reopened to tourism, an old problem was back—11 visitors from NCR were caught with fake RT-PCR negative test results, much to the consternation of the Malay LGU and the Department of Tourism (DOT). The latter had earlier haled to court six tourists from Metro Manila who had presented fake negative Covid-test results in January, three of whom were found to actually be positive for the disease.

Start and stop and start again

DUE to uncertain developments in the global arena, for now the Philippines remains closed to international leisure travelers. Balikbayans (homecoming Filipinos) are currently allowed but, vaccinated or not, they still need to quarantine for 14 days—10 in an accredited quarantine hotel, and four days at home. Domestic tourism is being firmly pushed, also a not-so-easy feat. Tourism Secretary Bernadette Romulo Puyat acknowledges the difficulties of reopening leisure destinations and restarting tourism in general due to the constantly changing Covid-19 developments in the Philippines. “We were so ready for Holy Week. Many resorts in Boracay received a lot of bookings, then the surge happened. It was disappointing for many, of course, most of all for the tourism stakeholders there who were counting on the revenues. Continued on A2

APE TOWN, South Africa —US plans to donate 500 million more Covid-19 vaccines to developing countries were met Thursday with both celebration and hesitation amid questions over whether the effort will be enough to help poor regions desperate for doses. Some health officials and experts expressed hope that the pledge would encourage more donations to ease the inequities in vaccine supplies that have become pronounced in recent months. Other observers stressed that the doses needed to roll out quickly. “Saving lives requires shots in arms now. Not at the end of 2021, not in 2022, but now,” said Kate Elder, senior vaccines policy advisor to the Doctors Without Borders organization. The donated vaccines “better come in sufficient volumes and urgently.” Hours after the US President Joe Biden’s administration committed to the donation, British Prime Minister Boris Johnson announced that the Group of Seven nations were set to share at least 1 billion coronavirus shots with the world, with half coming from the

US and 100 million from the UK. The announcement on the eve of the G-7 summit in England previewed a coordinated effort by the world’s advanced economies to make vaccination available everywhere. The first 200 million doses from the US will start to arrive in countries in August, the White House and manufacturer Pfizer said, with the rest following in the first half of 2022.

Searing reminder

INOCULATION campaigns in several richer countries have surged ahead while efforts have barely begun in many poorer nations. The recent surge in cases in India offered a searing reminder of how Covid-19 can devastate entire countries when vaccines are scarce or nonexistent. “We’ve seen that the virus is not over. It might feel like it’s nearly over for some of us living in countries where we’re lucky enough to have been vaccinated. But in other parts of the world, the virus is still absolutely raging out of control,” said Lily Caprani, head of vaccines advocacy for Unicef. The Biden administration’s decision to donate Pfizer vaccines raised doubts about whether the

doses would reach the poorest of the poor because those doses need to be stored in ultra-cold conditions. Many low-income countries with limited infrastructure will probably be unable to take them to their most remote areas. The Africa Centers for Disease Control and Prevention (CDC) said it would advise its countries to use the Pfizer shots in major cities.

Big help

STILL, the administration’s promise was “clearly a cause for celebration,” said Dr. John Nkengasong, director of the Africa CDC, particularly at a time when infections are increasing on the continent of 1.3 billion people, and some countries still have not administered a single dose. “Absolutely, it’s going to be a big help,” Nkengasong said. The donation of the Pfizer shots is crucial because the global disparity in vaccination has become a multidimensional threat: a human catastrophe, a $5-trillion economic loss for advanced economies and a contributor to the generation of mutant viruses, said Jerome Kim, head of the International Vaccine Institute, a nonprofit dedicated to making vaccines available to developing countries. The US will work with the global Covax vaccine alliance to deliver the shots. The G-7 summit might also give an indication of whether and how far other nations in the elite club are willing to follow the US and the UK on vaccine sharing. Richer countries have been the focus of widespread criticism that they have fallen woefully short of lofty promises of fairness when the vaccines were being developed. Germany and France have each promised to donate 30 million doses by the end of the year. The gaps in vaccine access are clear: The US and Britain have fully vaccinated more than 40 percent of their populations, according to a global tracker kept by Johns Hopkins University. ti, on America’s doorstep, Burundi and many others have vaccinated few, if any, of their people. “So far, 77 percent of all the vaccines administered have gone into the arms of people in 10 countries,” said Covax co-chairman Jane Halton. “Now that has got to change.”

Virus mutations

THE inequality is not just a matter of fairness. There is also increasing concern over virus variants emerging from areas with consistently high Covid -19 circulation. At least three variants are circulating in Africa, the African CDC said, and driving infections. Even countries like Britain, with high rates of vaccination, have cited variants as an ongoing concern. “While Biden’s plan is welcome, it is a small piece of the puzzle, and it doesn’t help countries that are struggling now,” said Fifa Rahman, who is a civil

society representative on a World Health Organization (WHO) body focused on increasing access to Covid-19 vaccines. She cited the East African nation of Uganda as an example, saying the country’s intensive care units are already full, and it has only small numbers of vaccines left. Biden’s announcement is also tangled up in geopolitics. He hopes to put the US and its allies at the forefront of the global virus fight in the face of a growing supply of Chinese and Russian vaccines. China has exported 350 million doses of its vaccines to dozens of nations, according to its Foreign Ministry. While those vaccines have faced scrutiny because of a lack of transparency in the sharing of clinical trial data, many poorer nations were eager to receive anything at all. The shots promised by the

About 4.8 million tourism workers have been affected by the Covid-19 restrictions, either losing their jobs, or now working part-time. “But we always have to defer to the health experts, to the Department of Health (DOH). For instance, even as travel restrictions to MGCQ areas were lifted, we had to respect the wishes of the DOH that NCR-plus residents still [take the RT-PCR] test before [traveling]. This applies even if the tourist has been vaccinated.” She has also forwarded a proposal for green lanes for vaccinated balikbayans that would cut their quarantine to seven days. This is still being studied by the IATF technical working group. She has also had to contend with a number of leisure destinations, like surfing capital Baler, which continue to remain firmly closed to tourism.

Confusion among LGU, DILG, IATF, DOT

VETERAN hotelier J., who oversees a number of properties in many parts of the country, points his finger at local government units (LGUs) and the Department of the Interior and Local Government (DILG) for the difficulties in kickstarting tourism. “It’s already been more than a year, it’s still the same banana—each LGU differs from the other [in terms of travel requirements]…. Does the DILG try to harmonize? There seems to be no progress on that front. On

a marketing standpoint, how can the country sell itself as a destination when regulations change from one region to another?” J. requested that he not be identified as he didn’t want his hospitality company to encounter difficulties with the government. “For instance, in Puerto Princesa, there are no protocols. They are still talking about drafting of protocols in contrast to those LGUs with established online registrations. When they finally came up with it, their website was always down, or no flights available per CAB [Civil Aeronautics Board]. In Nuvali, which is Biñan, Laguna, we have to follow the rules of Silang, Cavite [where our hotel is located], across a creek.” An aviation source who also requested anonymity blames the confusing regulations issued by the IATF as among the reasons the tourism industry can’t really take off. Just recently, the airline industry was confounded by IATF Resolution 118-A, which lifted the restrictions on NCR-Plus residents, regardless of age, allowing them to travel to MGCQ areas from June 1 to 15. In the same resolution, however, the IATF said, travel will be allowed to MGCQ areas “subject to an RT-PCR test-before-travel requirement for those below 18 and above 65, and other protocols and restrictions as may be imposed by the DOT and the [LGU] of destination.” It didn’t help that the DOT issued a similarly baffling news statement, merely copying the bewildering IATF provision. Did they mean NCR-Plus tourists between the ages of 18 and 65 no longer needed to present a negative RT-PCR test? The aviation source said then, without any clarification, “the airline will have

to follow the IATF resolution.” Eventually, as in more than five hours later, the DOT issued another news statement clarifying that the RT-PCR test requirement “still applies to travelers within the 18 to 65 age group, if so required by the LGU of destination.” Whew. DOT’s own travel app has had to play catchup to the speedy turn of events. On Friday, it showed a number of destinations under modified enhanced community quarantine (MECQ) still open for NCRPlus tourists.

A door opens, but a window closes

IN a separate interview, Philippine Airlines spokesperson Cielo Villaluna said the carrier has had to deal with passengers presenting incomplete documents. “In some instances, they present fake RT-PCR tests. We have a tieup with the [Philippine National Police] Aviation Security Group, which has led to several apprehensions.” On the upside, the reopening of domestic tourism has led to an “improvement in passenger loads to leisure destinations for PAL,” she underscored. “For our flights to Caticlan on June 10 totaling three, we had an average of 77 percent load factor. Passenger loads to Caticlan on previous days were slightly lower, which can be attributed to the fact that the green light for domestic tourist travel has just been given. Passenger loads to Puerto Princesa, Tagbilaran (Panglao Island), Siargao, etc., are building up gradually, with passenger volume to Caticlan taking the lead.” Among the challenges the airline industry faces with regard to restarting tourism: is one, “For international travel, passengers who

Although located in Davao del Norte, Samal Island’s resorts have been ordered closed by its mayor, as most visitors access it from the city. This is expected to impact some 130 resorts on the island, as only DOT-star rated hotels and those with staycation certificates are allowed to continue operating. At the end of May, also declared hands-off from tourists until June 15 are Iloilo City and its heritage homes and palate-pleasing cuisine; and Zamboanga City and its popular pink-sand beach and resorts. These two have recently been put under MECQ. It will be a long uphill climb for the tourism industry, and its footing will remain unsure while Covid-19 continues to wreak havoc in the country. Romulo Puyat believes the only way out of this uncertainty will be the vaccination of more Filipinos. “Our real goal, since we have already started our vaccination, is ‘no quarantine’ at all [for international tourists], and the lifting of domestic travel restrictions. But that can only happen if we have more vaccinated people.”

Nationalism in the New Normal

such a long time is isolating, but at the end of the day, these health protocols were put in for a reason. According to the Center for Disease Control, masks, when worn properly over the nose and mouth, serve as a barrier to help prevent diseases from reaching others. In this manner, disease is less likely to spread and infect more vulnerable members of the population, but it must also be paired with practicing social distancing to further prevent spreading. So while wearing a mask feels stifling, it actually saves people from getting infected. By observing these health protocols, one ensures the safety of both their loved ones and their community.

NDEPENDENCE day in the Philippines is the day we commemorate every hero who fought, bled and died for the freedom we currently enjoy. Under normal circumstances, this day would be celebrated with a yearly flag raising at the Aguinaldo Shrine in Kawit, Cavite, followed by a reading of the Declaration of Independence. In some years, a civil military parade is held in the capital of Manila. Symbolically, the day represents the centuries of Filipino resilience and nationalist pride that shaped our history.

However, since the country is still on lockdown due to the pandemic, these celebrations have been cancelled to keep close contact as minimal as possible. Moreover, the dire state of the economy combined with the perceived mishandling of the

situation committed by some government officials may make one feel that there is nothing to be proud of. Be that as it may, actions do speak louder than words, and Filipinos can do just that in the new normal. In fact, nationalist pride is something that is necessary to pull

the country out of its current state. By showing nationalism in another, more timely and practical way, Filipinos can not only overcome the pandemic, but also push the country in the right direction towards progress.

Follow health protocols

ONE way of expressing nationalism under the new normal is to simply follow health protocols. One may feel that wearing a mask is uncomfortable and having not seen people for

Since many businesses have suffered during lockdown, the importance of every sale is suddenly magnified, especially for small and medium enterprises. Therefore, if one has the means, it is only right to help these SMEs by patronizing their goods. If one cannot purchase, then you can direct others who can to that business. Through the power of the Internet, people have been sharing and creating posts of

businesses and individuals who have been defying the odds to survive in the hopes it will bring awareness towards them. In this way, many Filipinos will be able to lend a hand in helping the economy get back on its feet faster.

Vote Wisely

IT’S been all over social media to the point of exhaustion, but it still holds true-vote wisely. Government officials should be elected because they share the values and the drive of the common people. They should not act based on their own selfish needs, but rather they must work with the people and use their platform to create laws that would benefit everyone. They should not be voted in based on name recognition or connections, but based on their integrity, work ethic and credentials. The Philippines cannot expect progress if the government is constantly at odds with the population. At the same time, people cannot expect any positive changes when they do not elect people who embody the change they want to see. Nationalism under the new normal does not have to die even in the most dire of circumstances. Rather, it should be a driving force towards a brighter, better future for the Filipino people.

China slams US-Australian navy drills in SCS as ‘muscle flexing’

EIJING—China on Friday said the US and Australia were “flexing their muscles” with recent naval drills in the South China Sea (SCS), underscoring Beijing’s sensitivity over the strategic waterway it claims as its own.

The US Navy’s 7th Fleet said the guided-missile destroyer USS Curtis Wilbur and the Royal Australian Navy frigate HMAS Ballarat concluded a week of joint operations in the SCS. Those included maneuvering drills along with resupplying vessels,

cross-deck helicopter operations and live-fire gunnery exercises. “The ships honed their advanced mariner skills in a joint environment while enforcing the normalcy of routine operations throughout the region in accordance with

international law,” the Navy said. At a daily briefing in Beijing, Foreign Ministry spokesperson Wang Wenbin said the two countries should “do things that are conducive to regional peace and stability, instead of flexing their muscles.” The US and China’s neighbors have rejected Beijing’s claim to virtually the entire South China Sea, through which an estimated $5 trillion in trade travels each year. Australia has joined them in expressing concern over China’s growing presence in the SCS, most notably through its construction of militarized manmade islands built atop coral reefs in the highly disputed Spratly island group. Taiwan, the

Philippines, Brunei, Malaysia and Vietnam have claims that overlap with China’s. China for its part calls the US naval presence in Southeast Asia the biggest threat to regional security, particularly its insistence on sailing close to Chinese-held territories in what is termed freedom of navigation operations. In a bid to assuage concerns, Beijing hosted foreign ministers from the 10-member Association of Southeast Asian Nations this week, with Foreign Minister Wang Yi telling them China remained committed to signing a long-stalled code of conduct on activities in the SCS to prevent conflicts.

ONDON—The easing of lockdown restrictions in April helped the British economy grow at its fastest rate since July 2020 and recoup further ground lost during the coronavirus pandemic, official figures showed Friday. The Office for National Statistics said the economy grew by 2.3 percent during April, which saw the reopening of shops selling non-essential items and a number of other service providers, such as hairdressers, resuming work. Schools were fully open for inclass learning, while pubs and restaurants were able to serve customers outdoors for the whole month. The four nations of the UK—England, Scotland, Wales and Northern Ireland— have been lifting lockdown restrictions in stages after new coronavirus infections fell sharply and vaccines were rolled out rapidly. Despite the growth recorded in April, the British economy remained 3.7 percent smaller than it was in February 2020, before the UK’s first virus lockdown. Of the major sectors in the economy, only construction was above the level it was at on the eve of the pandemic. The British economy is expected to regain more ground over the summer as remaining restrictions are lifted. “Following the historic collapse in spring 2020, the UK remains on track to return to its pre-pandemic level by the turn of the year,” said Holger Schmieding, chief economist at Berenberg Bank. “Judging by recent data trends, that could happen even sooner.” Though most sectors of the economy have reopened, there are concerns that the next planned easing for England, scheduled for later this month, may have to be delayed because of a recent spike in new infections largely due to the delta variant that was first identified in India. The hope is that the rapid rollout of vaccines will dramatically break the link between new infections, hospitalizations and deaths. So far, the evidence suggests that a large proportion of the people being infected are in younger age groups, many of which have yet to receive a first dose. Under the government’s plan for ending lockdown measures, social distancing restrictions are set to be lifted on June 21, which would be a particular boon to businesses such as pubs and cinemas. World’s richest face tax squeeze after 40% run-up in fortunes

mazon.com Inc. founder Jeff Bezos has the resources to launch himself into space. Elon Musk does, too. In many ways, though, the world’s richest people left the rest of us behind long ago. The world’s wealthiest 500 individuals are now worth $8.4 trillion, up more than 40 percent in the year and a half since the global pandemic began its devastation. Meanwhile, the economy’s biggest winners, the tech corporations that created many of these vast fortunes, pay lower tax rates than grocery clerks, and their mega-wealthy founders can exploit legal loopholes to pass huge windfalls onto heirs largely tax-free. Now, a group powerful enough to challenge the supremacy of the tech titans is on the verge of taking action. The leaders of the Group of Seven, including US President Joe Biden and UK Prime Minister Boris Johnson, meet in southwestern England this weekend, where they’re expected to endorse a plan to plug holes in the world’s leaky tax system. While the changes still need approval from a larger group of nations, including China, before becoming reality, the agreement by the G-7 marks a historic turning point after decades of falling levies on multinational corporations. “It is very easy for multinationals and the richest people to escape tax. What we are seeing with the G-7 is that the time has come for politicians to take back power,” said Philippe Martin, a former adviser to French President Emmanuel Macron who now heads the Conseil d’Analyse Economique. “There is a window of opportunity, a turning point at which they are realizing they need tax power and they need to spend more.” The deal would bolster Biden’s own plans to boost taxes on corporations and the wealthy by raising rates, making heirs pay more, and equalizing rates between investors and workers. The proposals are part of a global revival of initiatives to target the rich, from Buenos Aires to Stockholm to Washington, including new taxes on capital gains, inheritances, and wealth that have gained momentum since Covid-19 blew massive fiscal holes in government budgets around the world. US Treasury Secretary Janet Yellen framed the G-7 deal as a way for governments to protect their national sovereignty to set tax policy. “For too long there has been a global race-to-the-bottom in corporate tax rates,” Yellen said following the G-7 finance ministers’ meeting in London last week, ahead of this weekend’s gathering. Amazon and some other tech companies, meanwhile, have endorsed the agreement, believing the global regime will be more manageable than costly alternatives being pursued by individual countries. Bezos has also voiced support for higher US corporate taxes to pay for infrastructure. Advocates for higher taxes say the steps are necessary to stave off a rise in populism and even for the sustainability of capitalism. “The most visible and prominent winners of globalization are these big multinationals whose effective tax rates have collapsed,” said University of California at Berkeley economics professor Gabriel Zucman, who tracks wealth and inequality. “That can only lead to a growing rejection of that form of globalization by the people.”

Sinkhole at central Mexico farm swallows more land, traps 2 dogs

EXICO CIT Y—A large sinkhole that appeared in late May at a farm in central Mexico has grown larger than a football field, begun swallowing a house and trapped two dogs in its depths. The government of the central state of Puebla responded Thursday to emotional requests from animal lovers to try to rescue the two dogs, who are trapped on a ledge on the sheer sides of the hole dropping 50 feet to water. Because the loose soil at the edges keeps collapsing into the water at the bottom of the pit, it would be dangerous to try to rescue the animals. But officials said they have been throwing food down to the two pups, who are named Spay and Spike. “In a responsible way, the rescue of Spay and Spike, who fell into the sinkhole in Santa María Zacatepec, is being analyzed,” the state government said in a news statement. “Despite the risky conditions and taking all precautions, the dogs have been fed.” Pressure built on officials to do something. The dogs, which were apparently playing in the farm field surrounding the sinkhole, fell in about four days ago. A nonprofit animal rescue squad volunteered to attempt to bring the dogs up. The unit proposed sending a rescuer down on a rope and said the animals might have to be tranquilized so that they could be caught and pulled up. The sinkhole is now over 400 feet across in some places, and may be 150 deep at its deepest point. It is hard to tell, because water fills the crater. But the bottom of the hole is filled with water that appears to have strong currents, and the national civil defense office said experts think it was caused by something like an underground river. “It is highly probable that the origin is associated with the presence of subterranean water flows,” the office said. Puebla Gov. Miguel Barbosa said experts are studying both possibilities, and if water extraction is the culprit, he would cancel any permits. AP

G-7 nations gather to pledge 1-B vaccine doses for world C

A R BIS BAY, England—World leaders from the Group of Seven industrialized nations are set to commit at their summit to share at least 1 billion coronavirus shots with struggling countries around the world—half the doses coming from the US and 100 million from the UK. Vaccine sharing commitments from President Joe Biden and British Prime Minister Boris Johnson on Thursday set the stage for the G-7 leaders’ meeting in England, where leaders will pivot Friday from opening greetings and a “family photo” directly into a session on “Building Back Better From Covid-19.” “We’re going to help lead the world out of this pandemic working alongside our global partners,” Biden said, adding that the G-7 nations would join the US in outlining their vaccine donation

commitments at the three-day summit. The G-7 also includes Canada, France, Germany, Italy and Japan. The G-7 leaders have faced mounting pressure to outline their global vaccine sharing plans, especially as inequities in supply around the world have become more pronounced. In the US, there is a large vaccine stockpile and the demand for shots has dropped precipitously in recent weeks. Biden said the US will donate 500 million Covid-19 vaccine doses and previewed a coordinated effort by the advanced economies to make vaccination widely and speedily available everywhere. The commitment was on top of 80 million doses Biden has already pledged to donate by the end of June. Johnson, for his part, said the first 5 million UK doses would be shared in

the coming weeks, with the remainder coming over the next year. “At the G7 Summit I hope my fellow leaders will make similar pledges so that, together, we can vaccinate the world by the end of next year and build back better from coronavirus,” Johnson said in a statement referencing the US president’s campaign slogan. Earlier Thursday, French President Emmanuel Macron welcomed the US commitment and said Europe should do the same. He said France would share at least 30 million doses globally by year’s end. “The European Union needs to have at least the same level of ambition as the United States,” he said at a news conference. He added that time was of the essence, saying, “It’s almost more important to say how many [doses] we deliver

the next month than making promises to be fulfilled in 18 months from now.” Biden predicted the US doses and the overall G-7 commitment would “supercharge” the global vaccination campaign, adding that the US doses come with no strings attached. “Our vaccine donations don’t include pressure for favors or potential concessions,” Biden said. “We’re doing this to save lives, to end this pandemic, that’s it.” He added: “Our values call on us to do everything that we can to vaccinate the world against Covid-19.” The US commitment is to buy and donate 500 million Pfizer doses for distribution through the global COVAX alliance to 92 lower-income countries and the African Union, bringing the first steady supply of mRNA vaccine to the countries that need it most. Meralco adjusts June power rates

ower rates for residential customers of the Manila Electric Company (Meralco) will go up this month by P0.0798 per kilowatt hour (kWh), or about P16 for those consuming 200 kWh. T he sl ight upwa rd adjustment this June is a result of higher charges in the W holesa le Elect r ic it y Spot Ma rket (WESM). However, this month’s overall rate is still lower than

last year’s rate by P0.0534 per kW h and also the lowest rate for June since 2018. Generation charge for J u n e s t o o d a t P4 . 6 17 1 p e r kW h, a slight P0.0697 per kW h

i n c r e a s e f r o m l a s t mo nt h ’s P4.5474 per kW h. WESM charges increased by P1.6322 per kWh due to tight supply conditions in the Luzon grid. With the increase in temperature and economic activity, demand in the grid increased by 1,131 megawatts from 10,425 MW in April to 11,556 MW in May. The Luzon grid was placed on Yellow A lert on May 5 due to insufficient operating reser ves as average capacity on outage remained at the 3,000 MW level. In the same period last year, capacity on outage was around 2,700 MW. As a result, WESM prices were persistently high for extended periods, triggering the imposition of the secondary price cap from May 4 to 7 and then again from May 20 to 22.

The increase in WESM charges was mitigated by the lower charges from the Power Supp l y A g re e me nt s ( P S A s) a nd I nd e p e nd e nt Po w e r P ro du c ers (IPPs), which decreased by P0.0476 per kW h and P0.0037 per kW h, respectively, due to i mproved average pl a nt d is patch and peso appreciation. PSAs and IPPs provided 52 percent and 42 percent of Meralco’s energy requirement this month, respectively. Meanwhile, the share of WESM further declined to 6 percent. Transmission charge, taxes, and other charges for residential customers also registered a slight increase of P0.0101 per kWh. Meanwhile, collection of the Universal Charge-Environmental Charge amounting to P0.0025

per kWh remains suspended as directed by the Energy Regulatory Commission (ERC). The distribution, supply, and metering charges, meanwhile, have remained unchanged for 71 months, after these registered reductions in July 2015. Meralco said it does not earn from the pass-through charges, such as the generation and transmission charges. Payment for the generation charge goes to the power suppliers, while payment for the transmission c ha rge goes to t he Nat iona l Grid Cor poration of the Philippines. Ta xes and other public policy charges like the Universal Charges and the FIT-A ll are remitted to the government. The increase this month was tempered by Meralco’s continued

implementation of the Distribution Rate True-Up refund, which began March 2021. The ERC provisionally approved Meralco’s proposal to refund around P13.9 billion over a period of 24 months or until the amount is fully refunded. This amount represents the difference between the Actual Weighted Average Tariff and the ERC-approved Interim Average R ate for d istr ibution-related charges for the period July 2015 to November 2020. For residential customers, the refund rate is P0.2761 per kW h and appears in customer bills as a line item called “Dist True-Up.” Meralco continues to encourage its over 7 million customers to practice energy efficiency initiatives at home to help manage their consumption.

HE Department of Health (DOH) has ordered both public and private hospitals in Visayas and Mindanao to increase their Covid-19 beds by up to 50 percent as they experience a surge in the number of Covid-19 infections. In an online media for um Health Undersecretary Abdullah Dumama and CESO III for the Field Implementation and

Coordination Team (Visayas and Mindanao), also said that in Regions 6, 9, 11, 12, and 13, a total of 365 intensive care unit beds and 957 ward beds were added. Likewise, Dumama said that the contact tracing and testing capacities were strengthened in Visayas and Mindanao due to the “fast increase” in the number of Covid-19 cases in Regions 6, 7, 8, 10, 11, 12, Caraga, and Bangsamoro Autonomous Region in Muslim Mindanao. Dumama also said that around

4,000 health-care workers were deployed to the hospitals in Visayas and Mindanao. “Ipinag-utos na sa mga pampublikong ospital na bisitahin at pag aralan ulit ang kanilang [We already ordered public hospitals to revisit and study their] Covid-19 surge plans,” Dumama said. Meanwhile, Health Undersecretary Maria Rosario Vergeire said that clustering in workplaces has been identified as the reason in the increase in cases.

Other factors, she said, are the presence of variants and noncompliance with minimum public health standards. Mindanao logged 13,425 active cases, while 9,725 new infections were recorded in the Visayas on June 8.

Locsin Jr. on Friday greeted Queen Elizabeth II of the United Kingdom on her 95th birthday, calling her “the singular example in our time, of true commitment to duty, holding back nothing of herself, yet never showing the strain.” In a virtual greeting arranged by Ambassador to Manila, Daniel Pruce, Locsin said, “On this most auspicious occasion of the Queen’s 95th birthday, we convey our best wishes for her majesty’s continued good health and happiness and the prosperity and well-being of the British people.” He added, “She has given her all, in trying times with gratuity and grace, with unfailing elegance and charm, in the most regal aspect of rule, and in the most mundane aspect of life. She is the light of her race to be envied on her account.” Actually, Queen Elizabeth has two birthdays—her real one—on April 21, as she was born on April 21, 1926; and a second one—the

official celebration—on the second Saturday of June, the 12th for this year. AMPANGA II Electric Cooperative (Pelco II) and La Pampanga Energy Corporation (LPEC) have signed a 15-year power supply agreement (PSA) that would provide a stable and secure power supply in the former’s franchise area. LPEC—a consortium of Vivant Energy, its wholly owned subsidiary Amberdust Holding Corporation (AHC), and Gigawatt Power Inc.— will construct and operate a power generation facility with a total dependable capacity of 15 megawatts (MW) peaking power supply with ancillary service capability. The 3 x 5.76-MW dieselfueled power plant of LPEC will be constructed in Porac, Pampanga and will maintain grid stability and security in the franchise area of Pelco II. The power project will be able to address the peaking power supply requirements of

Pelco II. Also, it will provide stable, reliable and quality power to its coverage area even during peak hours. “We look forward to becoming part of the recovery and growth of the Province of Pampanga by providing stable and reliable power to Pelco 2,” said Vivant Energy Corporation EVP and COO Emil Andre M. of Emerging Infectious Diseases issued its Resolution 120 allowing these establishments to operate in NCR plus—the collective term for Metro Manila, Laguna, Cavite, Bulacan and Rizal—at 30 percent venue capacity once they obtain the necessary Safety Seal Certification. The Safety Seal Certification issued by several government

agencies ensure that these establishments are compliant with minimum health standards. IATF also allowed historical sites and museums in NCR plus to reopen at 20 percent venue capacity provided these establishments comply with minimum health standards, suspend guided tours, and have the approval of concerned local government units (LGU).

DFA and DOLE sign pact on hiring of private staff F

Bello III signed a memorandum of understanding (MOU) between the Department of Foreign Affairs (DFA) and the Department of Labor and Employment (DOLE) on Cooperation in the Deployment of Private Staff. Private staff are members of the household of Foreign Service Personnel (FSP) and overseas representatives of government agencies who render full-time domestic work under a private employer-employee relationship. T he sig n i ng of t he MOU,

which recognizes private staff as “a special class of overseas Fi lipino workers [OF W],” establishes new procedures and mechanisms for their deployment. Prev iously, a l l pr ivate staff endorsed by FSP and attachés to join them in their country of assignment went through the DFA only. With the signing of the MOU, they will have to go through the Philippine Overseas Employment Administration like other OFWs. Under the Joint Guidelines of the MOU, private staff must be paid the minimum wage of the countr y of destination, or in its

absence, $600.00 per month. T his represents a 50 -percent i nc re a s e f ro m t he p re v iou s minimum wage requirement of $400.00 per month. SC to issue rules on cops’ use of body cams in serving of search and arrest warrants

UPREME Court Chief Justice Alexander Gesmundo on Friday said the Court will be amending its Rules of Criminal Procedure to adopt a provision on the use of bodyworn cameras in the enforcement of court-issued search and arrest warrants.

During his first media interview coinciding with the SC’s 120th anniversary celebration, Gesmundo said the amended Rule would likely be finalized and implemented by July. Associate Justice Marvic Leonen, who was assigned by the Court to study the matter, has submitted a working draft to the Court en banc on the proposed revisions. “They are working on it and in relation to that we will be amending the Rules of Criminal Procedure with respect to those provisions and one of the things we are working on is the adoption of the rule on the use of body-worn cameras,” Gesmundo told mediamen. He said the proposed revisions would be discussed by the Court en banc when it resumes session on

June 15 considering that the justices have already submitted their respective inputs on the matter. “I’m very optimistic, maybe after two or three deliberations we will come up with the final version,” the chief magistrate said. “So, we hope with the issuance of these tools on bodyworn cameras, these issues will be addressed. It’s in the works and by July perhaps we will have the final version and we will approve it for implementation immediately,” he added. Pending this provision, Gesmundo reminded trial court judges to strictly adhere with the provisions of the Constitution and the Rules of Court on the issuance of search and arrest warrants. The amendment of the Rules

was approved by the Court following calls from various law groups seeking Court’s action on the series of killings allegedly perpetrated by police officers during service of warrants. The proposal to compel law enforcers to wear body cams in the service of search warrant was aired following the death of nine activists and the arrest of several others simultaneous police and military operations conducted in the provinces of Cavite, Laguna, Batangas and Rizal on May 7 as well as several other alleged extrajudicial killings (EJK) incidents allegedly perpetrated by law enforcers. The wearing of body cameras, according to its proponents, would prevent speculations of summary killings or EJKs against law enforcers in case a shootout happens during service of warrants and results in deaths. This would also prevent parties from issuing false accusations or accounts of what transpired during the implementation of the warrants, according to the lawyer. Last April 22, CJ Gesmundo led the SC in a virtual meeting with the leadership of the Philippine National Police (PNP) to discuss the issue. Meanwhile, the Chief Justice said he has directed the Office of the Court Attorneys to conduct a research and gather materials that could guide the Court on

the revisions of the Writ of Kalikasan, Writ of Habeas Data and Writ of Amparo. “I understand the Writ of Kalikasan was adopted as early as 2010, and a number of changes have happened concerning protection of environment. We are awaiting the report of the Office of the Court of Attorneys for the materials that they’ ll be gathering,” CJ Gesmundo said. “The same with the Writ of Amparo, we are doing our continuous efforts to revise these specific rules, it’s just that we have to gather more materials to guide us for the revisions. But it is one of the priorities of the Court for revisions,” he added. The Writ of Amparo is a remedy available to any person whose right to life, liberty and security is violated or threatened with violation by an unlawful act or omission of a public official or employee, or of a private individual or entity. The writ covers extralegal killings and enforced disappearances or threats thereof. BARMM’s halal verification lab upgrade nears completion

OTABATO CITY—Construction is ongoing for the P47-million renovation and equipment upgrading of the Halal Verification Laboratory (HVL) inside the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) compound here.

An update released Monday by the Bangsamoro Information Office (BIO)-BARMM said the project is 70 to 80 percent complete. “The renovation started earlier this year and will be finished by July 2021,” BOI-BARMM senior officer Albashir Saiden said. In a news statement, BARMM Minister Aida Silongan said the renovation intends to accommodate high-end equipment and state-ofthe-art technology for halal verification testing. Once completed, the laboratory will consist of state-of-the-art equipment that will include the gas chromatography-mass spectrometry-FID

(GC/MS/FID); gas chromatography triple quadruple mass spectrometry (GC/MS); liquid chromatography triple quadruple mass spectrometry (LC/MS); graphite furnace-atomic absorption spectroscopy (GF-AAS); and reverse transcription-polymerase chain reaction apparatus. ALO, Leyte—The Philippine Coconut Authority (PCA) is upbeat that higher copra prices will prevail until the end of this year, improving the income of nearly 400,000 families in the Eastern Visayas region. Average farm-gate price of copra, a major by-product of coconut, rose to P30 per kilogram in May from P17.68 in the same period last year, according to PCA’s price watch data. The current copra trading price

is way better than the P11.36 per kilogram recorded two years ago. PCA regional manager Joel Pilapil said the high demand for coconut from a Sorsogon-based processor has helped in increasing the price of copra, a raw material for the production of premium oils overseas. “In many parts of Leyte and Southern Leyte, the whole nut buying has been established especially in farms within the national road. Many farmers don’t process coconut

into copra anymore, thus, reducing the volume of copra,” Pilapil said in an interview last week. The region’s major buyer of whole nuts is the Peter Paul Philippine Corp. for its operation of their Sorsogon plant. The firm has been processing whole nuts into desiccated coconut, virgin coconut oil, coconut water, coconut cream, and coconut milk for export to the United States. Higher price is also attributed to the rising demand of coconut oil in the global market as more consumers realize the nutritional value of the coco-based oil. Copra is the dried meat or kernel of the coconut. Premium oil is extracted from copra. It also yields coconut cake after oil extraction, which is mainly used as feed for livestock. The improving copra price has been benefiting about 400,000 coconut farmers and their families in the region. PCA estimated that 1.83 million people or nearly half of the 4.4 million population of the region are dependent on coconuts. The region is the fifth top coconut-producing region in the country with an average copra production of 320,000 metric tons every year. PNA

ANILA—Did you know that Gen. Emilio F. Aguinaldo, the first president of the Philippines after the end of the Spanish rule, also wanted a monument for himself like that of Dr. Jose P. Rizal at the old Luneta, now better known as Rizal Park, in Manila? Such a wish was personally conveyed to President Diosdado P. Macapagal by the then 92-year-old revolutionary general during the first-ever celebration of Philippine Independence on June 12, 1962, instead of July 4 as granted by the United States in 1946. In his nationwide address on that occasion at the Luneta, Macapagal, as quoted by the monthly Philippine Geographic magazine of

November 1993 (Vol. 1, No. 2), explained why and how he changed the celebration of Independence Day from July 4 to June 12, the day in 1898 when the Filipino people first declared their freedom from foreign rule. The Food and Drug Administration approved the drug from Biogen based on study results showing it seemed “reasonably likely” to benefit Alzheimer’s patients. It’s the only therapy that US regulators have said can likely treat the underlying disease, rather than manage symptoms like anxiety and insomnia. The decision, which could impact millions of Americans and their families, is certain to spark disagreements among physicians, medical researchers and patient groups. It also has far-reaching implications for the standards used to evaluate experimental therapies, including those that show only incremental benefits.

Shintaro Katsu’s ‘Zatoichi’ revisited

LD timers like me want to revisit old loves and past guilty pleasures. It so happened that during the long lockdown, as I was rummaging through my old DVDs, I was able to dig out my collection of Zatoichi movies and watched them again on my old DVD player. And then lately, I also discovered some Zatoichi movies are accessible on YouTube. As a young man, I avidly watched Shintaro Katsu’s Zatoichi movies featuring the travails of a lone blind master swordsman during the Edo period. I also followed the Zatoichi series, which were then aired on Channel 13, if my memory serves me right. In a 2003 film, a Zatōichi reboot was made by Takeshi Kitano who also starred as Zatōichi in the film as some sort of a tribute to Shintaro Katsu, which was well

received internationally. From 1962-1989, Shintaro Katsu played the original role of Zatoichi in a series of 26 films. From 1974 to 1979, the television series Zatoichi starred Katsu and produced by his own production outfit. The Zatoichi films were Japan’s counterpart to Sergio Leone’s and Sergio Corbucci’s spaghetti westerns. Ichi was the equivalent of Clint Eastwood’s wandering man with no name, decimating bad guys in each town he happens to come upon. In Ichi’s case, the baddies were usually corrupt government officials, local lords, as well Yakuza bosses and their underlings, usually conniving with each other against Zatoichi. However, in the genre of violent action films, Zatoichi films are on a different aesthetic level.

It’s perfectly OK for Clint Eastwood’s Dirty Harry to spout smartass quips or machismo memes like “Go ahead make my day” but I can’t imagine him saying a line like “The falling leaf does not hate the wind.” This is the zen quality dialogue that separates Shintaro Katsu’s Zatoichi movies from the rest of the anti-hero driven action movies of the 60s, 70s and 80s. The words linger in the mind long after the exciting climactic slashing action set-ups are over. Even the titles of Zatoichi TV series are something else. Rainbow In An Unseen Teardrop and The Flower That Bloomed With The Lullaby are just two examples that resonate with literary minds like me. What I like most about the films is that in between action scenes, the viewer is offered reflections on human condition. For example, in the last Zatoichi movie of Shintaro Katsu, which he also directed, en-

Blind as he is, Ichi sees in his mind much more than a person who can see; he can see through the human heart. If Superman has x-ray vision, Zatoichi sees through the machinations of people as well as the goodness in people. He also has extraordinary auditory faculties. He can hear not only the chatter of people from afar, he can even discern the subtext behind the words. So sensitive and agile, Ichi is able to avoid stepping on crawling insects while on the road. In one of his road travels, his foot almost crushes a bird’s egg that happens to have fallen from its mother’s nest. These scenes are designed to show that Ichi has a compassionate heart. He is on the side of the disadvantaged and the exploited. Proof of his kindheartedness is that children love him and he plays with them. In the midst

Ichi has a big appetite for the good things in life and as he admits it, “I have an eye for good food, sake and gambling.” It never fails to whet my appetite every time Ichi is shown sinking his teeth into an onigiri (rice ball stuffed with a variety of fillings and flavors that make an ideal quick snack) or slurping simmering hot oden broth, which I learned is a winter comfort dish

There is also one scene in which jakenpon (yes our jack n poy) is played which I pointed out to my grand kids. I got to know the significance of a durama doll (a kind of tumbling toy) during the first day of the new year and how the Japanese observe the first day of the new year by greeting the sun’s first light for blessings and so on. There’s more cultural tidbits to discover. And thanks to subtitles, you get to learn to speak basic Nippongo soon enough. Above all, I like Shintaro Katsu’s Zatoichi movies because good eventually triumphs over evil. Zatoichi is sometimes the recipient of unexpected kindness from a stranger and admits: “The world is not full of demons, after all.” At this late stage in my life, it’s still comforting to fantasize that there’s a fast-drawing avenger of justice like Zatoichi on our side to cut down the bad guys with just a few strokes of his sharp blade.

Briones cites Pinoy heroism, bravery as inspiration in PHL’s Covid-19 battle

ITH the education sector still facing challenges brought about by the pandemic, Education Secretary Leonor Magtolis Briones waxed historical as she rallied stakeholders to contribute to the improvement of the public-health situation. During the virtual symposium on the 2021 Quincentennial Commemorations in the Philippines (QCP), Briones asserted that the victory of Filipinos during the Battle of Mactan should be the nation’s inspiration to rise above the health crisis. “The bravery and victory of Baganis will be our inspiration toward victory against [the health emergency…the time will come when we will eventually defeat it],” the secretary stated. “Let us sustain within us the spirit of heroism and humanity in fighting the challenges of our time,” she added. Briones also urged teachers in araling panlipunan or social studies, and edukasyon sa pagpapakatao to enlighten learners on the victories of Filipinos during the pre-Spanish era. “Since most of the accounts on the Battle of Mactan are Eurocentric, I grew up thinking...we were discovered by the Spaniards. LUMNI of the Pamantasan ng Lungsod ng Maynila (PLM) were recognized by President Duterte for their heroic act in responding to a fire that erupted inside the Philippine General Hospital (PGH) last month. Dr. Rodney Dofitas and Nurse Kathrina Bianca Macababbad were conferred the Order of Lapu-Lapu, along with eight others, on June 2 for their quick actions which saved lives of patients in the governmentrun hospital in Manila. A storage unit on the third floor of the PGH building caught fire on May 15. Macababbad, who studied at the PLM College of Nursing and her colleague Nurse Jomar Mallari hurried back and forth the hospital’s neonatal intensive care unit to transfer 35 babies to safety while carrying emergency medicines and breathing equipment to sustain the newborns through the evacuation. Meanwhile, Dr. Dofitas, chief of PGH’s Division of Surgical Oncology and a product of PLM’s Master in Business Administration-Top Executive Program, was at the hospital that night. He led coor-

dination efforts to respond to the fire and oversee the evacuation of patients and personnel. “PLM welcomes the well-deserved recognition given to Dr. Dofitas, Nurse Macababbad and their colleagues for their brave and selfless [acts],” PLM President Emmanuel Leyco said. “May all other frontliners and Filipinos draw inspiration from their excellence and service.” Apart from the two PLM graduates, other PGH “heroes” recognized were Safety Officer Joel Santiago, Security Officer Ramil Ranoa, Nurse Quintin Bagay Jr., Dr. Alexandra Lee, Dr. Earle Ceo Abrenica, Nurse Phoebe Rose Malabanan and Nurse Esmeralda Ninto. Young activists call for incorporation of labor education in SHS curriculum

HE Samahan ng Progresibong Kabataan (SPARK) has welcomed the recent passing of the Labor Education Act or Republic Act (RA) 11551 into law, but the group said that this is inadequate in assuring the rights of future workers—specifically senior-high-school (SHS) graduates—from labor-rights abuses. RA 11551 integrates labor education in the general curriculum of public and private higher education institutions as an elective. “This is a win for students, as they will finally be equipped with enough knowledge and know-how with regard to their rights in the workplace,” said John Lazaro, national coordinator of SPARK. “However, this isn’t enough as it only covers tertiary students, rather than both tertiary and SHS students.” The youth organization cited that college graduates usually get employed in white-collared jobs, while SHS finishers most likely end up in rank-and-file work susceptible to abuse and exploitation. Since the K-12 program allows students to enter the work force after finishing SHS, most of them do not pursue college education; hence, they won’t be able to benefit from the given labor education, according to SPARK. “Another thing is that, labor education is just included as an elective

in the general education curriculum…Students can get to choose whether to take it or not, rather than being mandatory,” he added. The activists pointed out that making labor education mandatory will guarantee all students will graduate with full awareness of their rights as workers. “If the government retains its mantra that SHS graduates are ‘job ready,’ then it needs to put its foot down on equipping students with knowledge about their labor rights in preparation for employment,” the group stressed. Despite this, the organization urged college students to avail of this limited chance to learn about salaries and wages, employment policies, state-sanctioned benefits, grievances procedures and other political rights in the workplace. SPARK members have long been pushing for a truly efficient Labor Education Act not only for tertiary students, but also for SHS learners. They conducted numerous campaigns, and outlined a position paper to emphasize the importance of making labor education mandatory, as well as its inclusion in the SHS curriculum. What you need to know about our Independence Day and more

n June 12, we celebrate the 123rd anniversary of the declaration of Philippine independence and the focus of this celebration will be at the Aguinaldo Shrine in Kawit (originally Cavite el Viejo), Cavite where the Philippine declaration of independence from Spain was declared and the Philippine flag officially unfurled by Gen. Emilio Aguinaldo. These are considered to be common knowledge, but there are other facts, including stories of irony and theft, that many regarding this day, the Philippine flag, the persons involved and the shrine itself that should be made known to deepen our appreciation of this day. First, though Philippine independence is over a hundred years old, the celebration on June 12 is only less than half that. Originally, that day was celebrated on July 4 (incidentally also the Independence Day of the USA), the day we regained our independence from our American colonizers in 1946, right after World War II. It remained that way until August 4, 1964 when, upon the advice of historians and the urging of nationalists, President Diosdado Macapagal signed into law Republic Act 4166 designating June 12 as the country’s Independence Day. Today, July 4 is just celebrated as Fil-American Friendship Day. The original Philippine flag was designed by Emilio Aguinaldo himself, which was embroidered in gold and featured wide bands of blue (standing for unity and the noble aspirations of the Filipinos people) and red (symbolizing the willingness of Filipinos to shed their blood in defense of the nation), a white (signifying spiritual purity) equilateral triangle (representing the emblem of the Katipunan) with the eight-rayed sun (the first 8 provinces placed under martial law by Spain because of the insurrection—Batangas, Bulacan, Cavite, Laguna, Manila, Nueva Ecija, Pampanga and Tarlac) and three stars (the principal islands of the archipelago—Luzon, Mindanao and Panay) in it. Today, Panay has been replaced by the Visayas. Though we would like to think so, the flag was not made in the country but in Hong Kong. do’s revolutionary government), welcomed the exiled Aguinaldo and members of the Hong Kong Junta Patriotica on May 4, 1890. Upon the request of Aguinaldo, she painstakingly sewed the flag in five days, with the assistance of a seven-year-old Lorenza, her eldest daughter, and Delfina Herbosa de Natividad. The Aguinaldo Shrine where the event took place, now a National Shrine (turned over to the government on June 12, 1963), was the ancestral home of Aguinaldo. He was born here on March 22, 1869 and is also buried in a marble tomb in the middle of the garden. Aside from being the first president of the first constitutional republic in Asia, Aguinaldo is also our youngest president (at age 29) and our longest living president (he died on February 6, 1964 at the age of 94 years). Though the Philippine f lag was formally unfurled here, the flag was first unfurled two weeks earlier, on May 28, right after the Battle of Alapan in Imus where Filipino forces repulsed 270 Spanish marines, forcing them to surrender. In front of Teatro Caviteño, General Aguinaldo, in acknowledgement of the victory, brought out the Philippine flag and, in the presence of his men and the

crowd, unfurled and hoisted it. That’s why Philippine National Flag Day is now celebrated on May 28 instead of the original June 12 (date changed in 1964). Later on, by virtue of Executive Order 179 issued on May 23, 1994, the period of celebration was extended from May 28 to June 12. The Philippine flag was unfurled by Aguinaldo from the bank of capiz windows of the house and not from the cannon-capped Independence Balcony (now used by top government officials) we see today. The balcony was only added by Aguinaldo during the 1919 renovation. The Philippine national anthem (originally titled as the Marcha Filipina Magdalo), composed by Julian Felipe in just six days, was also played on that day by the marching band of San Francisco de Malabon (now Gen-

eral Trias town), but only as an instrumental music. The lyrics of the anthem that most of us know by heart today, now known as Lupang Hinirang, were only added in 1899, an adaptation of the Spanish poem Filipinas written by Jose Palma. So where’s the original Philippine flag now? Many would think it’s in Cavite or even in Manila but they would have guessed wrong. It is now displayed at General Emilio Aguinaldo Museum in, of all places, Baguio City in Benguet together with two other historical flags— the Philippine flag of Aguinaldo when he was captured in Palanan (Isabela) and the personal flag of General Gregorio del Pilar which he captured from the Spaniards and taken from him when he was killed in the Battle of Tirad Pass in Northern Luzon. Though our National Hero Jose

Rizal, who inspired the Philippine Revolution with his writings, died nearly two years earlier, his blood relatives figured prominently in the events leading to our Independence Day. Aside from older brother Paciano Rizal who was a general during the Revolution, sisters Josefa and Trinidad were also Katipuneros. The aforementioned Delfina Herbosa de Natividad also happened to be the daughter of his sister Lucia. Ambrosio Rianzares Bautista, who authored and read the Declaration of Philippine independence to the crowd from that same window, is also a distant relative of Rizal. Regarding that 21-page declaration, the document was only ratified by the Malolos Congress three months later (September 18). Ironically, one of the 98 signers of the declaration was Mr. L.M.

Johnson, a Colonel of Artillery in the US Army who witnessed the proclamation. Though he signed it, the declaration was never recognized by either the United States or Spain who later ceded the Philippines to the US in the 1898 Treaty of Paris that ended the Spanish-American War. After its return by the US, the Declaration was stolen from the National Library of the Philippines by researcher Rolando Bayhon sometime in the 1980s or 1990s. After a subsequent public appeal for the return of the stolen documents and mediation by historian and UP professor Milagros Guerrero, 8,000 documents, including the Declaration, were returned to the National Library in 1994 where it remains to this day and, unlike the US Declaration of Independence, not on public display.

Apple previews new software for iPhone, other gadgets BY MAE ANDERSON The Associated Press NEW YORK—Apple kicked off its second annual all-virtual developer conference with a keynote that outlined new updates to its software for iPhones and other devices. The presentation highlighted more privacy options for paid iCloud accounts and a “Find My” service that helps find errant AirPods, but included no major product announcements. The latest renovations in Apple’s $2 trillion empire come at a pivotal time for the Cupertino, California, company. Apple is facing legal and regulatory threats to its control over its App Store, a so-called “walled garden” that produces substantial profits for the company. Apple CEO Tim Cook, Craig Federighi, Apple’s senior vice president of software engineering, and other executives outlined updates to software for Apple’s many devices including its MacBooks, iMacs, iPhone, iPad and Watch. Apple’s new MacOS software, dubbed Monterey, supports what Apple calls “universal control,” which lets people use one mouse and keyboard to control an iMac desktop computer, MacBook laptop and iPad at the same time. Forrester analyst Julie Ask said the improvements Apple showed off, like the “universal control,” play to Apple’s strengths in blending its products and services. “The news today was nothing ‘new new,’ like holy cow how did they make that happen,” she said. “But each of us picks up our phone 100 or 200 times a day, and they’re making 100 little moments a day better, more seamless, and easier.” She pointed out Apple’s plan to support digital IDs including drivers licenses and state IDs from “participating US states” in its digital wallet, as another example. Apple did not identify which states that will include. “They have an army of people trying to get these deals signed,” she said. “Apple gets a lot of criticism for being so controlling. But they can do things other big brands struggle to do.” A “Live Text” feature in iOS 15 will let you highlight text in photos and copy and paste it or look it up online. It will also integrate Air Pods into its “Find My” service, which helps people find lost or misplaced Apple products. Apple is introducing more privacy features to its paid iCloud plans, including a way to hide your email address, encrypt video, and a “Private Relay” feature of Safari that encrypts data from the web browser similar to a VPN. Paid plan pricing isn’t changing. Users pay for any iCloud storage above the free 5GB storage users get for free. In the US, those plans start at $1 a month for 50GB of storage. Practical applications emerge as 5G sites increase

N our last column, we talked about how the release of the Xiaomi POCO M3 5G will usher in the era of affordable 5G smartphones. A couple of days later, the brand quickly followed it up with the Redmi Note 10 5G. If our sources are correct, we can expect similarprice offerings from other brands like realme in the coming weeks. Besides its 5G capability, the Redmi Note 10 5G has a 6.5” AdaptiveSync DotDisplay with a 90Hz refresh rate capable of adjusting to content automatically; a solid triple camera system with 48 MP main camera, 2 MP macro camera and 2 MP depth sensor, a MediaTek Dimensity 700 processor and a 5,000 mAh battery that supports 18W fast charging. The Redmi Note 10 5G comes in two variants: a 4GB+128GB priced at P9,990, and an 8GB+128GB that will retail for P11,490. It’s just a bit higher than the POCO M3 5G but is still way below the P20K range of earlier 5G handsets. As 5G devices become accessible to more people, we are also beginning to see more practical applications of the technology. In health care, for example, the Covid-19 outbreak has made people cautious, or even afraid of going to the hospital for their doctor’s appointment. This is a problematic scenario for the elderly and those who

have medical conditions. The pandemic has highlighted the advantages telemedicine has to offer, and has served as the push many health systems needed to implement widely across these institutions. Telemedicine is a subset of telehealth which refers to a direct interaction between a health-care provider and the patient, and includes a variety of tools and technology resources that effectively deliver care. With the various benefits available to each participating party, more providers are now offering telehealth to monitor their patient’s conditions without putting them at risk by attending medical setting. Telemedicine services are even more crucial for dialysis patients, like Elena Camson who live in faraway rural areas. Camson, who was diagnosed with end-stage renal disease three years ago, said she used to walk to a neighboring barangay just to catch a ride to the clinic and travel 23 kilometers from Linutod to reach Argao for her check-ups when there was still no signal in her town. Dr. Stanley Caminero, Argao’s community doctor, said a strong network is a huge help especially for telemedicine. Instead of traveling to town, his patients like Camson, can consult virtually via Smart 5G. 5G enables the transmission of high-quality video, allowing doctors like him to immediately understand what their patients are trying to say so they can be assured of quality service and accurate diagnosis. Mario G. Tamayo, head of technology at PLDT and Smart, said more Filipinos like Camson will benefit from services such as telemedicine as they continue the accelerated 5G rollout and expand their network. As of last month, Smart Communications has fired up more than 3,000 5G sites across the country, including sites deployed in far-flung and mountainous areas, such as Barangay Linut-od in Argao, Cebu.

Groves didn’t detail her allegations, which apparently surfaced last year, and Swimming Australia President Kieren Perkins said he was trying to contact the two-time Olympic silver medalist. “We have had an ongoing dialogue that has been generated by Maddie through social-media. We reached out with her in September 2020 to try to engage with her on these concerns she has,” Perkins told the Australian Broadcasting Corp. on Friday. “We have done it again now, and unfortunately at this point we have not been able to have a direct conversation with Maddie to understand exactly what her

The 24-year-old Simpson has featured this month in the Amazon original series Head Above Water with Ian Thorpe, Australia’s most decorated swimmer and now his mentor. Simpson is seeded 13th on times in the 100-meter butterfly and 70th in the 100 freestyle, and concedes he probably is a better prospect for the 2024 Olympics. Heats for the 100 free start Tuesday. Kyle Chalmers, the reigning Olympic champion in the 100 free, and Bronte Campbell are also part of the Head Above Water series, and are more likely to star in the pool. Chalmers has had to overcome a serious shoulder injury which required surgery last November, but said he’d give himself full marks for fitness by the time he starts racing at the trials. “I have to believe that I am in the best shape of my life when I race,” he said, “Otherwise I am going to have doubts.” Another difference between this preparation and his buildup to Rio is Chalmers’ profile. “Leading into Rio...I was able to fly under the radar no matter what,” he said. “Whereas now, I have people taking photos of me all the time or asking for signatures, sponsorship commitments, the documentary—the list goes on of things I am doing different.” With two Olympic spots up for grabs in the women’s 100 freestyle, Campbell knows her competition well. OKYO Olympic-bound pole vaulter Ernest John “EJ” Obiena returns to Germany on Saturday to compete in the Jump & Fly International Athletics Meet in Mossingen. It will be Obiena’s third competition in two weeks after the Gothenburg Athletics Grand Prix in Sweden where he won a gold medal and the FBK Games at the Blankers-Koen Stadion in Hengelo, Netherlands, where he clinched silver behind world record-holder Armand Duplantis. Obiena traveled to Germany without his pole but had British champion Harry Coppell and his manager Steffen Keil to thank. “I am so thankful to Harry [Coppell] for bringing my poles over here from The Netherlands,” the 2019 Southeast Asian Games gold medalist told BusinessMirror. It would have cost 25-year-old Obiena 300 euros if he traveled with his pole.

He cleared 5.70 meters in winning gold in Gothenburg and did 5.80 meters in finishing second behind Duplantis (6.10m) in Hengelo.

Almost two years later, Filipino National Basketball Association fans were surprised when he wore the “Manila Heritage” shoes during Game Three of their First Round Eastern Conference playoffs against the Boston Celtics. Although fans may be concerned about Harden’s hamstring injury that kept him mostly out of Game One and all of Game Two (the Nets won both) against the Milwaukee Bucks in the Eastern Conference semifinals, his Filipino supporters will be rejoicing when his shoe collaboration with Filipino toy designer Quiccs is released on Independence Day, Saturday, in all Adidas stores in Manila.
