ADB financing for RE projects, not fossil gas, being pushed by civil society organizations

HE Asian Development Bank’s (ADB) efforts to finance renewable energy (RE) and not false solutions such as fossil gas should be scaled up before it’s too late, according to civil society organizations (CSOs).

In a briefing on Thursday, NGO Forum on ADB Energy Campaigns and Policy Strategist Tanya Lee Roberts-Davis said investing in fossil gas, or “short-sighted technocratic fixes” such as carbon capture technologies, should be replaced with investments in clean energy sources. Roberts-Davis said attendees at the recent Asia Clean Energy Forum 2022 were mainly composed of private proponents who were pushing for the adoption of “risky, speculative projects such as green and blended hydrogen” and have the most to gain from these proposals. “So, who has been in the room so far that we’ve seen at the Asian clean energy forum? It’s been primarily private-sector proponents, centering the discussion on risky speculative projects, such as green and blended hydrogen production and carbon capture projects, waste-to-energy projects and others,” Roberts-Davis said. “For these we remain highly cognizant that the key actors be-

Fossil gas is not clean energy, as explained by Avril de Torres of the Center for Energy, Ecology, and Development (CEED), who said these are composed of methane that traps heat in the atmosphere “far more effectively than carbon dioxide.” De Torres said because of this, the Intergovernmental Panel on Climate Change (IPCC) also said in its 2021 assessment report that methane emissions should also be drastically reduced. What is worrisome, she said, is that Southeast Asia already has 117 gigawatts while East Asia has 77 gigawatts of new fossil gas power plant capacity that are still in the construction phase. In the report “Financing a Fossil Future,” CEED said 29.9 gigawatts of capacity is currently planned to expand gas development in the Philippines. Half or 14.1 gigawatts of the proposed gas expansion is being undertaken by San Miguel Corporation Global Power Corporation (SMC

Global Power). “Alarmingly, 84 percent of total financing for midstream gas projects mapped in the report are found to have been linked to public financial institutions. But ADB’s financing is not limited to the midstream industry that is also found to have funded the 2,500-megawatt gas power plants,” De Torres said. “As ADB hosts its annual ACEF, we want to remind them that fossil gas is not a clean energy. Plastic problem

In a statement, Yobel Putra, of the Global Alliance for Incinerator Alternatives-Asia Pacific, said apart from these, plastic is also on track to become a bigger climate problem compared to coal. Waste-to-energy (WTE) incineration is considered as a false climate solution, Putra said in a presentation on Thursday, since it is a carbon-intensive process that undermines carbon neutrality. Powell is likely to be grilled by lawmakers next week on why the Fed misjudged the severity of inflation and why it now believes there will be costs to eradicating it when he presents the central bank’s semi-annual review of monetary policy to Congress. Ex-Fed Chair Volcker is lionized within the Fed for breaking the back of double-digit inflation 40 years ago. What’s not always mentioned is that he had to put the economy through the wringer to do that—unemployment soared above 10 percent on his watch—and that his policies provoked a populist backlash from home builders and others who were particularly hard hit by the credit squeeze. Unlike Volcker, Powell said the Fed was not out to drive the economy into recession. But he effectively admitted that a downturn was possible, though he argued that it wouldn’t be the Fed’s fault. “Our objective really is to bring inflation down to 2 percent while the labor market remains strong,” Powell told reporters. “I think that what’s becoming more clear is that many factors that we don’t control are going to play a very significant role in deciding whether that’s possible or not,” in particular Russia’s invasion of Ukraine and the potentially extended impact that could have on energy and food prices.

Downturn next year

AN increasing number of economists are projecting a downturn next year as the Fed struggles to get on top of inflation that’s running at its highest level in four decades. Nearly 70 percent of academic economists polled by the Financial Times and the University of Chicago foresee a contraction in gross domestic product next year, according to survey released June 13. Fed policy makers’ projections released after the meeting show the economy continuing to grow this year and next, though at a subpar pace. But they also foresee unemployment rising, something that usually only happens during a recession: Joblessness is forecast to rise to 4.1 percent at the end of 2024 from 3.6 percent now, according to the median forecast. Declaring that it’s essential to bring inflation down, Powell engineered the central bank’s biggest interest-rate increase since 1994 on Wednesday and held out the distinct possibility of another jumbo three-quarter percentage point increase in July. He openly endorsed for the first time raising rates well into restrictive territory with the aim of cooling off the labor market and pushing joblessness up—a strategy that in the past has often resulted in an economic downturn. ‘This is a Volcker-esque Fed,” said Diane Swonk, chief economist at Grant Thornton LLP. “That means the Fed is willing to take a rise in unemployment and a recession to avert a repeat of mistakes of the 1970s. 4.1-percent jobless rate would still be historically low, Powell made clear that the Fed’s No. 1 goal was not tending to the labor market but getting inflation under wraps. “I will begin with one overarching message,” the Fed chair said at the start of his press conference. “We’re strongly committed to bringing inflation back down, and we’re moving expeditiously to do so.” To that end, policy makers are projecting a steep rise in interest rates in coming months. They now see the federal funds rate they control rising to 3.4 percent by the end of this year and 3.8 percent at the end of 2023. That’s well above the 2.5-percent rate they reckon is neutral for the economy—neither spurring nor restricting growth— and compares with the current fund’s rate target of 1.5 percent to 1.75 percent. But even that won’t be enough to bring inflation fully back to the Fed’s 2-percent goal. It’s projected to end 2024 at 2.2 percent, compared with 6.3 percent now.

Keeping inflation in check

POWELL in particular stressed the importance of keeping inflation expectations in check and said that was one reason the Fed

abruptly decided to raise rates by three-quarters of a percentage point Wednesday, instead of the half-point increase it had been telegraphing for weeks. It was an un-anchoring of inflation expectations that bedeviled Volcker and forced him into delivering such harsh monetary medicine to bring price gains under control, at one point pushing interest rates as high as 20 percent. Consumers, workers and businesses back then were convinced that inflation was headed ever higher, and so acted in ways that helped bring that about. Powell said that’s why policy makers can’t ignore run-ups in oil and food prices, even though they are outside its control. They affect how Americans view the outlook for inflation. “Powell is determined not to repeat the mistakes of Arthur Burns, who led the central bank during the wage-price spiral of the 1970s” and preceded Volcker as Fed chair, Anna Wong, Chief US Economist for Bloomberg Economics, said in a note. “Officials now appear to acknowledge that inflation is a real problem, and they are increasingly recognizing and accepting the costs that will come with tighter monetary policy.”

In a news statement, press secretarydesignate Rose Beatrix L. Cruz-Angeles said Marcos picked former Senate President Juan Ponce Enrile to become the next presidential legal counsel. Enrile, 98, served three portfolios in separate periods during the administration of former president Ferdinand E. Marcos Sr. — finance, justice, and later Minister of National Defense until 1986, when the Edsa revolt where he played a key role led to the ouster and exile of Marcos Sr. and his family. He and Marcos Jr. have since reconciled. “Enrile, a staunch supporter of Presidentelect Marcos and Vice President-elect Inday Sara Duterte during the 2022 elections, reaffirmed his commitment to serve the country and ensure the success of the incoming Marcos administration,” Angeles said on Friday. Angles said Marcos will also be appointing outgoing Justice Secretary Menardo Guevarra as the next Solicitor General.

“Guevarra, who was chosen for his sterling performance as a lawyer for over 30 years, graduated magna cum laude majoring in Political Science from the Ateneo de Manila University in 1974,” Angeles said. She said Guevarra already accepted the nomination as Solicitor General-designate during his meeting with President-elect Marcos on Thursday. The last new addition to Marcos’s Cabinet is retired Armed Forces of the Philippines Chief of Staff Jose Faustino Jr. Faustino will serve as Senior Undersecretary and Officer-in-Charge of the Department of National Defense (DND). “A post he would later assume as Secretary on Nov. 13, 2022, in compliance with the one-year ban on the appointment of retired military officers under Republic Act 6975,” Angeles said. “Faustino and incoming National Security Adviser, Retired UP Prof. Clarita Carlos, met with President-elect Marcos on Thursday,” she added. Faustino is a graduate of the “Maringal” Class of 1988, and was the former commander of the Joint Task Force Mindanao and was a commanding General of the Philippine Army.

PHL agri seen to gain from WTO deals on harmful subsidies, food export curbs By Jasper Emmanuel Y. Arcalas

T

HE Philippine agriculture sector stands to benefit from the slew of multilateral accords approved by the World Trade Organization (WTO) that involve curbing harmful fisheries subsidies and refraining from imposing food export restrictions. The 164 member-countries of the WTO on Friday approved a package that contained at least seven declarations and decisions during its high-level 12th Ministerial Conference (MC12) in Geneva, Switzerland. The package was a result of extended negotiations, as MC12 was scheduled to end last June 15 but talks continued nonstop from June 16 until the wee hours of June 17 (Geneva time). The package includes declarations on the multilateral body’s response to the Covid-19 pandemic and another on emergency to food insecurity. A ministerial decision on exempting food purchases by the World Food Programme from export restrictions was adopted. Furthermore, trade ministers reached a consensus agreement curbing harmful subsidies that contribute to illegal, unreported and unregulated fishing (IUUF). The Philippine negotiating team, co-headed by Trade Undersecretary Ceferino Rodolfo and Agriculture Undersecretary Fermin Adriano, expressed optimism that the country will benefit from these trade agreements struck by the WTO members-countries at MC12.

Rodolfo said the Philippines benefits from a provision of the fisheries deal that allows countries to provide support to their fishermen affected during times of disasters. “For a country that is very vulnerable to climate change and natural disasters, the flexibility that we got which is allowing governments to support fisherfolks during times of disasters without the concern of getting disputed because of subsidies was very important,” Ceferino told reporters in a virtual press conference Friday afternoon. Agriculture Undersecretary Cheryl Marie Natividad-Caballero, who was part of the negotiating team and handled talks on the fisheries deal, said the approved agreement on curbing harmful fisheries subsidies “elevated the shared values to ensure sustainability” oceans, particularly eliminating overfishing and overcapacity. Natividad-Caballero added that the deal was also clear in eliminating “sanctioned” IUUF in a “non-discriminatory and transparent regime.” Rodolfo said the Philippines was also able to secure government capability to support fishermen, including artisanal fisheries, within the country’s Exclusive Economic Zone with a reference to International Law of the Sea. “[The deal] recognized the specific needs of developing states and LDCs to develop their fishing industry by giving the needed space in providing subsidies as may be applicable and as stipulated on Subsidies

and Countervailing Measures, including the granting of a subsidy for disaster relief,” she told the BusinessMirror. “The latter is most relevant to the Philippines, considering that it is highly vulnerable to natural disasters due to its geography,” she added. The agriculture official pointed out that it is “high time” for the government to focus on developing the fisheries industry which is “much larger” than the total agriculture production area. “More government funding/additional budget is needed to scale-up our fishermen and make the fishing industry competitive in a sustainable manner,” Natividad-Caballero said. Earlier, the Philippines expressed support for creating a WTO fund that would support developing countries’ capacity to implement the agreement on curbing harmful fisheries subsidies. Food export restrictions

The adopted ministerial declaration on food security emphasized that countries shall not impose export prohibitions or restrictions that may distort global food trade and are inconsistent with WTO rules. The Philippines, a net food importer, has been at the receiving end of the various food export restrictions imposed by countries to

ensure their respective supplies and temper food prices amid global economic challenges including the ongoing Ukraine-Russia war. Agriculture Secretary William D. Dar earlier called on the United Nations Food and Agriculture Organization (FAO) to ensure that global food trade remains unhampered amid a series of export bans imposed by some countries amid the ongoing UkraineRussia conflict. (Related story: https:// businessmirror.com.ph/2022/06/07/ persisting-logistics-crunch-squeezessupply/) In a letter to FAO Director-General Qu Dongyu, Dar urged FAO to “spearhead another global appeal to various countries to keep unhampered the movement of food and agricultural inputs as part of the global effort to build more efficient, inclusive, resilient, and sustainable agriculture and food systems.” About 21 countries globally have existing active export bans on various commodities including India’s wheat, Malaysia’s chickens, Argentina’s beef, among others, based on a public food and fertilizer export restrictions tracker by the International Food Policy Research Institute. Dar revealed last Thursday that the food crisis is now felt in the Philippines as prices of goods continue to soar, driven by global economic challenges caused by the Covid-19 pandemic and the ongoing Ukraine-Russia war.

STATE-of-the-art cybercrime laboratory was launched on Friday by the Cybercrime Investigation and Coordinating Center (CICC) that will focus initially on crimes related to Online Sexual Abuse and Exploitation of Children (OSAEC). The Digital Forensics Platform and Laboratory (DFPAL) was launched with the purpose of allowing the CICC to monitor and coordinate with other law enforcement agencies in conducting thorough digital and forensic investigations and assist them in prosecuting cybercriminals nationwide, according to CICC Executive Director Cesar Mancao II. He noted that cybercrime has grown exponentially over the years and the marching orders they received from President Duterte was to help eradicate OSAEC. The DFPAL was established and operationalized to conduct coordinated efforts to prevent, disrupt and possibly stop, if not mitigate OSAEC issues through partnerships between local and international stakeholders towards providing a safer cyberspace environment for children. The facility will also be manned by trained personnel and certified professionals from various fields such as information and communications technology, psychology, digital forensics, data analytics, research, and communications that would provide support to CICC’s operations. He said they have acquired state-of-the- art

technologies and methodologies that will help improve the success rate of investigators and policing operations in the pursuit to identify, apprehend and convict individuals and networks associated with OSAEC. According to Marcelino Antonio, PMP and CICC technical consultant, DFPAL will use several technologies such as data fusion and Big Data Artificial Intelligence (AI). “Data fusion allows us to receive the huge volume of reports from organizations worldwide. Instead of sorting the data manually, Big Data AI will help us analyze the digital footprint, all the meta data, all the relationships with all the data.” DFPAL will also have a digital forensics tool to help issue a warrant to search, seize and examine computer data. DFPAL will be able to extract vital information from tablets, computers, smartphones, even drones, Internet of Things (ioT) devices such as smart watches, etc. “We also use E-Discovery tools, OSINT [Open Source Intelligence] gathering tools to identify who the offenders are, plus OSAEC tools to be able to track and monitor the offenders and traffickers, then all the information goes to the Intelligent Case Management System that categorizes all information.” The CICC started its operations in October 2020 by virtue of Republic Act 11075, also known as the Cybercrime Prevention Act of 2012 for policy coordination among concerned agencies. It is one of the attached agencies of the Department of Information and Communications Technology.

At a virtual press conference with Philippine Trade reporters on Friday, Trade Undersecretary Ceferino Rodolfo hailed the multilateral body’s approval of the Trade-Related Aspects of Intellectual Property Rights (TRIPS) waiver, which enables WTO Eligible Members to use

Rodolfo added that while the multilateral body’s 12th Ministerial Conference resulted in positive outcomes, the important task ahead is the actual undertaking of domestic measures so our stakeholders will directly benefit from the MC 12 outcomes. “For example, in light of the TRIPS Waiver, we will further intensify our vaccine self-reliance program (VSRP),” said Rodolfo. He said that apart from the TRIPS waiver, there’s also the mandated review in six months for a possible inclusion of therapeutics and equipment, which, he added “will likewise strengthen our collaboration with the local pharmaceutical manufacturing industry.” The trade undersecretary cited the manufacturing process, whereby the Philippine can “coordinate” with a vaccine manufacturer from another country that has the capability but has no patent, “so that our vaccine

manufacturers in the Philippines can take advantage of this waiver.” On the inclusion of therapeutics, Rodolfo said the government will start a campaign within the multilateral body. Securing approval of the TRIPS waiver from the WTO, Rodolfo said, is “very important.” He said it was “critical” for government side to focus on therapeutics “because we have a demonstrated capability.” Manila will start the campaign within the WTO...“to really argue for the inclusion of therapeutics but at the same time working also with our stakeholders to strengthen their capability for therapeutics and expand,” he added. The TRIPS agreement, meanwhile, noted that although eligible Members of the multilateral body are allowed to export to other eligible Members, item 3c of the Ministerial Decision on the TRIPS agreement warned that the eligible Members shall undertake all reasonable efforts to prevent the re-exportation of the products manufactured.

The decision was borne out of the goal to ensure the equitable access of eligible Members to the Covid-19 vaccine. Another provision in the agreement focuses on eligible Members’ supply of these vaccines at affordable prices, making sure that they do not make a profit out of it. On the e-commerce aspect, the multilateral body also approved the extension of moratorium on customs duties on electronic transmissions until the 13th Ministerial Conference or by December 31,2023. HE Philippines and the Asian Development Bank (ADB) marked their 56 years of productive partnership with the signing of the first tranche of the multilateral institution’s largest single infrastructure loan package—the $4.3-billion funding support for the South Commuter Railway Project (SCRP)—one of the flagship ventures under President Duterte’s centerpiece infrastructure development program “Build, Build, Build.” Duterte witnessed the signing by Finance Secretary Carlos Dominguez III and ADB President Masatsugu Asakawa of the agreement for the first tranche of the loan amounting to $1.75 billion in ceremonies at Malacañang Palace on Thursday night, June 16. Dominguez said ADB’s high level of approved financing to the Philippines— totaling over $30 billion since 1969, more than half of which was released under the Duterte administration—is “a vote of confidence for President Duterte’s

economic development agenda and fiscal management.” This vote of confidence is also reinforced by the fact that in the last six years, other ADB-supported projects in the country have attracted from various partner institutions a total of $8.7 billion in co-financing, which represents 74 percent of the total sovereign co-financing from 1972 to 2022, Dominguez said. The Japan International Cooperation Agency (JICA), which has extended $4.5 billion to ADB’s projects in the Philippines since 2017, is the largest of these cofinancing partners. Under the Duterte administration, the Philippines-ADB portfolio was also rebalanced to closely align with the priorities set by the Philippine government, such as the “Build, Build, Build” program and Duterte’s ambitious climate action agenda, which led the Bank to extend its first-ever climate change policy-based loan to the

country, Dominguez said. The Bank has also provided technical assistance to the government for the design of various projects, Dominguez noted. “At every turn, it was the Duterte administration’s priorities that drove the ADB’s development assistance agenda for the Philippines,” Dominguez noted. Dominguez reminded the ADB that being the region’s largest and most experienced development institution, “it needs to step up again to assist its members” and become a “more agile and flexible” instrument in responding to their needs, now that the recovery efforts of the Philippines and other pandemic-battered Asia Pacific economies are being weighed down by the impact of the conflict in Ukraine. He thanked the institution for being the Philippines’ most reliable multilateral development partner, and expressed confidence “that our successors will continue the same close collaboration with

the ADB –– a longstanding partnership that has been mutually beneficial to the Filipino people and to the institution.” The ADB will extend the $4.3-billion financing package for the SCRP, which has a total estimated project cost of $8.07 billion through a multi-tranche facility. JICA is co-financing the SCRP through a $1.67 billion loan, with the Philippine government covering the rest of the balance of the project cost. Another $1.75 billion loan is expected to be provided by the ADB in 2024, representing the second tranche of the financing package. The final tranche of $800 million for this project is scheduled to be given in 2026. The SCRP will bring much-needed relief to thousands of Filipinos traveling between Manila and Calamba along with several nearby towns in Laguna as this is expected to cut travel time between the two points from about two hours by bus to less than an hour by rail.

Ukraine, which originally has 1,500 nuclear warheads after the fall of Soviet Union, has no nuclear capabilty after these warheads were turned over to Russia and decommissioned. Lavrov was asked what time is it in the Doomsday Clock—the imminent risk of nuclear apocalypse created and measured by atomic scientists at the height of the Cold War in 1947. “You know, I am not keeping an eye on

The agency reported that the average number of new cases per day rose to 270 from 182 per day last week. The OCTA Research group also projected the number of new Covid cases nationwide to hit 450 to 500, with 250 of those coming from the National Capital Region (NCR) as it noted

that the single-day positivity rate in NCR had increased to 4 percent. OCTA added that the new Covid-19 infections have accelerated with a reproduction number of 1.59, a slight increase from 1.29 last week. Reproduction rate refers to the number of people infected by one case. A reproduction number that is below 1 indicates that the transmission of the virus is slowing down. On Thursday the DOH recorded 425 new Covid-19 infections, the highest daily number of new infections in over two months, since 690 new infections were logged on April 3. The new cases bring the nationwide caseload to 3,694,529, while the country’s active case count also continues to increase, reaching 3,462 on Thursday from 3,211 on Wednesday.

‘Asean forum on chemical, bio cases ignored risky US research’

HE recent Asean Regional Forum Exercise on Response Capabilities to Chemical, Biological, Radiological, and Nuclear Incidents which Manila hosted from June 13 to 15 “is a very important type of work in the modern world,” but failed to note some background of how Asean’s key backer, the United States, has itself been involved in research work that heightens the risk of such incidents. This, according to briefing papers shared by Russian officials in Manila. Per the briefer, the US has provided financial and organizational support since 2005 to “a network of more than 30 biological laboratories engaged in research work on the study of deadly diseases, especially dangerous pathogens and viruses” which was deployed in Ukraine. “American specialists regularly conducted studies of potential biological weapons agents specific to this region, which are having natural foci and are capable of being transmitted to humans,” the briefing paper claimed. It added that, during the special operation of the Russian armed forces of the Armed Forces of the Russian Federation, “documentary materials were obtained, testifying to the emergency cleaning of traces of the military biological program held by Americans. So, on February 24 of this year, the Ministry of Health of Ukraine set the task to completely destroy the bioagents

in the laboratories. According to officials, Washington seriously feared that irrefutable evidence of practical work of enhancement of the pathogenic properties of microorganisms using synthetic biology methods would fall into the hands of Russian experts.” The paper added how, “For a long time, the USA, through its contractors, carried out various biological studies on the territory of Ukraine, including the study of particularly dangerous pathogens of CongoCrimean fever, avian influenza, anthrax, leptospirosis, African swine fever.” It expressed concern “that such experiments are conducted near densely populated areas of European countries considered allies of the United States.” Documents released by Russian experts in March indicate that the United States is developing a new type of biological weapon in Ukrainian laboratories, the paper recalled, and asserted that, “The US militarybiological activity in Ukraine violates the Convention on the Prohibition of the Development, Production and Stockpiling of Biological and Toxin Weapons and is a direct threat to the security not only of Russia, but also for the whole world.” Alluding once more to the recent Southeast Asian events, the paper concluded, “unfortunately, during the Asean Regional Forum Exercise no one remembered these facts.”

EIJING—Beijing launched a new-generation aircraft carrier Friday, the first such ship to be both designed and built in China, in a milestone as it seeks to extend the range and power of its navy.

The Type 003 carrier christened Fujian left its drydock at a shipyard outside Shanghai in the morning and tied up at a nearby pier, state media reports said. State broadcaster CCTV showed assembled navy personnel standing beneath the massive ship as water jets sprayed over its deck, multi-colored streamers flew and colorful smoke was released. Equipped with the latest weaponry and aircraft-launch technology, the Type 003 ship’s capabilities are thought to rival those of Western carriers, as Beijing seeks to turn its navy, already the world’s largest, into a multi-carrier force. Satellite imager y captured by Planet Labs PBC on Thursday and analyzed by The Associated Press showed the carrier in what appeared to be a fully flooded drydock at the Jiangnan Shipyard, near Shanghai, ready for launch. It was draped with red bunting, presumably in preparation for the launch ceremony. “This is an important milestone for China’s military-industrial complex,” said Ridzwan Rahmat, a Singaporebased analyst with the defense intelligence company Janes. “This shows that Chinese engineers are now able to indigenously manufacture the full suite of surface combatants associated with modern naval warfare, including corvettes, frigates, destroyers, amphibious assault ships, and now an aircraft carrier,” he said. “This ability to construct a very complex warship from the ground up will inevitably result in various spin-offs and benefits for the Chinese shipbuilding industry.” China’s first carrier was a repurposed Soviet ship, and its second was built in China but based upon a Soviet design. Both were built to employ a socalled “ski-jump” launch method for aircraft, with a ramp at the end of the short runway to help planes take off. The Type 003 employs a catapult launch, which experts had said appears to be an electromagnetic-type system like one originally developed by the US Navy. China’s official Xinhua News Agency confirmed the Fujian employed the electromagnetic system in a report on Friday’s launch. Such a system puts less stress on

the aircraft than older steam-type catapult launch systems, and the use of a catapult means that the ship will be able to launch a broader variety of aircraft, which is necessary for China to be able to project naval power at a greater range, Rahmat said. “These catapults allow aircraft deployed to carry a more extensive load of weapons in addition to external fuel tanks,” Rahmat said. “Once it is fully operational, the PLAN’s third carrier would also be able to deploy a more complete suite of aircraft associated with carrier strike group operations, including carrier onboard delivery transport and airborne early warning and control airframes, such as the KJ-600.” China’s People’s Liberation Army Navy, or PLAN, has been modernizing for more than a decade to become more of a “blue water” force—one capable of operating globally rather than being restricted to remaining closer to the Chinese mainland. At the same time, the US has been increasing its focus on the region, including the South China Sea. The vast maritime region has been tense because six governments claim all or part of the strategically vital waterway, through which an estimated $5 trillion in global trade travels each year and which holds rich but fast-declining fishing stocks and significant undersea oil and gas deposits. China has been far and away the most aggressive in asserting its claim to virtually the entire waterway, its island features and resources. The US Navy has sailed warships past artificial islands China built in the sea that are equipped with airstrips and other military facilities. China insists its territory extends to those islands, while the US Navy says it conducts the missions there to ensure the free flow of international trade. In recent years, China has expanded its presence into the Indian Ocean, the Western Pacific and beyond, setting up its first overseas base over the last decade in the African Horn nation of Djibouti, where the US, Japan and others also maintain a military presence. It also recently signed a security agreement with the Solomon Islands that many fear could give it an outpost in the South Pacific, and is working with Cambodia on expanding a port facility there that could give it a presence in the Gulf of Thailand. Xinhua reported the Fujian, which carries the hull number 18, had a fully loaded displacement of 80,000 tons. In a March report prepared by the US Congressional Research Service, however, analysts said that satellite images suggest the Type 003’s displacement was about 100,000 tons, similar to those of US Navy carriers. The PLAN currently has some 355 ships, including submarines, and the US estimates the force will grow to 420 ships by 2025 and 460 ships by 2030. Despite having the world’s largest navy numerically, however, the PLAN for now still has nowhere near the capabilities of the US Navy and remains far behind in carriers. The US Navy is the world’s leader in aircraft carriers, with 11 nuclear-powered vessels. It also has nine amphibious assault ships that can carry helicopters and vertical-takeoff fighter jets. American allies like Britain and France also have their own carriers, and Japan has four “helicopter destroyers,” which are technically not aircraft carriers, but carry aircraft. Two are being converted to support short take-off and vertical-landing

fighters. China’s new carrier was named after the Fujian province on the country’s southeastern coast, following a tradition after naming its first two carriers after the provinces of Liaoning and Shandong. Its shipyard-launch ceremony was presided over by Xu Qiliang, member of the ruling Communist Party’s Politburo and vice chairman of the Central Military Commission led by president and party leader Xi Jinping. After Xu cut the ribbon for the launch, a bottle of champagne was broken across the Fujian’s bow, Xinhua reported. The doors of the drydock then opened and the ship moved out into the water and moored at its pier. China’s development of the Type 003 carrier is part of a broader modernization of China’s military. As with its space program, China has proceeded extremely cautiously in the development of aircraft carriers, seeking to apply only technologies that have been tested and perfected. At the moment, China is not believed to have the aircraft developed to fully realize the potential of the new carrier, Rahmat said. It is not known how close China is in the development of its KJ-600 AWACS aircraft, which it began testing in 2020, to have it ready for carrier operations, and there is “little evidence” it has begun work on carrier onboard delivery transport aircraft, he said. Now that it is launched, the carrier will have to be fitted out, which could take two to six months. Then there will be harbor acceptance trials and sea trials, which will likely take another six months before engineers begin launching test loads using the catapult system. “The first aircraft will only be launched from this carrier perhaps in late-2023 to 2024, and full operational capability will likely be declared closer to 2025,” he said.

YIV, Ukraine—Four European leaders expressed their support for Ukraine on Thursday while meeting with President Volodymyr Zelenskyy, vowing to back Kyiv’s candidacy to eventually join the European Union (EU) and offering more weapons to fend off Russia’s invasion. French President Emmanuel Macron promised Ukraine six more truck-mounted artillery guns, the latest in a new round of Western arms pledges as the war grinds on in the Donbas region in the east. France, Germany, Italy and Romania “are doing everything so that Ukraine alone can decide its fate,” Macron said at a news conference with Zelenskyy and the others. “My colleagues and I have come here to Kyiv today with a clear message: Ukraine belongs to the European family,” said German Chancellor Olaf Scholz. Amid Ukrainian fears that Western resolve could wane, the visit carried heavy symbolism. France, Germany and Italy have all faced criticism for continuing to engage with Russian President Vladimir Putin—and failing to give Kyiv the weaponry it says its needs. With Scholz beside him, Macron defended earlier comments that riled Ukrainians about not humiliating Russia, solemnly noting how the end of World War I had sown the seeds of World War II. “We are side by side today with Chancellor Scholz. One hundred years ago, we were at war and allies helped France win. France committed a historic mistake. It lost the peace because it wanted to humiliate Germany. The question of humiliation I always placed in a context to come, not the current context,” he said. “Today, this war must be won, France clearly supports Ukraine so it prevails,” Macron said. “Germany, like France, will never be in situations where they negotiate on Ukraine’s behalf with Russia. Moreover, we have never done that.” In his nightly video address, Zelenskyy said it was important for him to hear that European leaders “agree the end of the war and peace for Ukraine should be as Ukraine sees them.” He said Ukrainians will continue to fight for all of their land. Scholz reiterated that there is no such intent to dictate anything to Ukrainians, and that only they “can decide what is right in terms of an agreement on a peace which we are unfortunately very, very far away from.” Italian Premier Mario Draghi expressed concern about millions of tons of grain backed up in Black Sea ports by the war, saying it could bring “worldwide catastrophe.” Italy has been a first destination for African migrants and could find itself overwhelmed as a result of large-scale hunger in the Southern Hemisphere. “We want the atrocities to stop and we want peace,” Draghi said. “But Ukraine must defend itself, and it will be Ukraine that chooses the peace it wants.” The leaders also visited Irpin, a Kyiv suburb that saw intense fighting and where many civilians were killed. They decried the destruction there, with Macron saying he saw signs of “war crimes.” While shocking images of such devastation have rallied Western support, Ukrainian officials have expressed concern that “war fatigue” could eventually erode that—particularly as rising prices and upcoming US elections increasingly dominating public concerns. The US and its European allies have given billions of dollars in weaponry to Ukraine, and Germany and the US recently announced new arms shipments. Such arms have been crucial in preventing the Russians from taking the capital, but Kyiv has said much more will be needed. “Russia is only looking for new ways to scare Europe and seize more and more of our land,” Zelenskyy said at the news conference. “The goal of Russia in this war is to break Ukraine and through this break the whole of Europe.” While the European leaders were in Kyiv, Nato defense ministers were meeting in Brussels to discuss plans for strengthening the military alliance’s eastern borders to dissuade Russia from planning any further aggression. Many in Ukraine hope the visit could open the way to significant new arms supplies. It also comes as EU leaders prepare to decide next week on Ukraine’s request to become a candidate for membership in the bloc. The war has increased pressure on EU governments to fast-track Ukraine’s candidate status, and Thursday’s pledge to support candidacy status for Ukraine and neighboring Moldova pushes the whole 27-nation union closer to doing so. But the process still is expected to take years, and EU members remain divided over how quickly and fully to open their arms to new members. European allies have sent increasingly powerful weapons and rallied around Ukraine more than many expected, approving waves of unprecedented sanctions against Russia that also are badly squeezing Europe’s economy. The US Navy is the world’s leader in aircraft carriers, with 11 nuclear-powered vessels. It also has nine amphibious assault ships that can carry helicopters and vertical-takeoff fighter jets. American allies like Britain and France also have their own carriers, and Japan has four “helicopter destroyers,” which are technically not aircraft carriers, but carry aircraft. China’s new carrier was named after the Fujian province on the country’s southeastern coast, following a tradition after naming its first two carriers after the provinces of Liaoning and Shandong. Its shipyard-launch ceremony was presided over by Xu Qiliang, member of the ruling Communist Party’s Politburo and vice chairman of the Central Military Commission led by president and party leader Xi Jinping. After Xu cut the ribbon for the launch, a bottle of champagne was broken across the Fujian’s bow, Xinhua reported. The doors of the drydock then opened and the ship moved out into the water and moored at its pier. China’s development of the Type 003 carrier is part of a broader modernization of China’s military. As with its space program, China has proceeded extremely cautiously in the development of aircraft carriers, seeking to apply only technologies that have been tested and perfected. At the moment, China is not believed to have the aircraft developed to fully realize the potential of the new carrier, Rahmat said. It is not known how close China is in the development of its KJ-600 AWACS aircraft, which it began testing in 2020, to have it ready for carrier operations, and there is “little evidence” it has begun work on carrier onboard delivery transport aircraft, he said. Now that it is launched, the carrier will have to be fitted out, which could take two to six months. Then there will be harbor acceptance trials and sea trials, which will likely take another six months before engineers begin launching test loads using the catapult system. “The first aircraft will only be launched from this carrier perhaps in late-2023 to 2024, and full operational capability will likely be declared closer to 2025,” he said.

YIV, Ukraine—Four European leaders expressed their support for Ukraine on Thursday while meeting with President Volodymyr Zelenskyy, vowing to back Kyiv’s candidacy to eventually join the European Union (EU) and offering more weapons to fend off Russia’s invasion. French President Emmanuel Macron promised Ukraine six more truck-mounted artillery guns, the latest in a new round of Western arms pledges as the war grinds on in the Donbas region in the east. France, Germany, Italy and Romania “are doing everything so that Ukraine alone can decide its fate,” Macron said at a news conference with Zelenskyy and the others. “My colleagues and I have come here to Kyiv today with a clear message: Ukraine belongs to the European family,” said German Chancellor Olaf Scholz. Amid Ukrainian fears that Western resolve could wane, the visit carried heavy symbolism. France, Germany and Italy have all faced criticism for continuing to engage with Russian President Vladimir Putin—and failing to give Kyiv the weaponry it says its needs. With Scholz beside him, Macron defended earlier comments that riled Ukrainians about not humiliating Russia, solemnly noting how the end of World War I had sown the seeds of World War II. “We are side by side today with Chancellor Scholz. One hundred years ago, we were at war and allies helped France win. France committed a historic mistake. It lost the peace because it wanted to humiliate Germany. The question of humiliation I always placed in a context to come, not the current context,” he said. “Today, this war must be won, France clearly supports Ukraine so it prevails,” Macron said. “Germany, like France, will never be in situations where they negotiate on Ukraine’s behalf with Russia. Scholz reiterated that there is no such intent to dictate anything to Ukrainians, and that only they “can decide what is right in terms of an agreement on a peace which we are unfortunately very, very far away from.” Italian Premier Mario Draghi expressed concern about millions of tons of grain backed up in Black Sea ports by the war, saying it could bring “worldwide catastrophe.” Italy has been a first destination for African migrants and could find itself overwhelmed as a result of large-scale hunger in the Southern Hemisphere. “We want the atrocities to stop and we want peace,” Draghi said. “But Ukraine must defend itself, and it will be Ukraine that chooses the peace it wants.” The leaders also visited Irpin, a Kyiv suburb that saw intense fighting and where many civilians were killed. They decried the destruction there, with Macron saying he saw signs of “war crimes.” While shocking images of such devastation have rallied Western support, Ukrainian officials have expressed concern that “war fatigue” could eventually erode that—particularly as rising prices and upcoming US elections increasingly dominating public concerns. The US and its European allies have given billions of dollars in weaponry to Ukraine, and Germany and the US recently announced new arms shipments. Such arms have been crucial in preventing the Russians from taking the capital, but Kyiv has said much more will be needed. “Russia is only looking for new ways to scare Europe and seize more and more of our land,” Zelenskyy said at the news conference. “The goal of Russia in this war is to break Ukraine and through this break the whole of Europe.” While the European leaders were in Kyiv, Nato defense ministers were meeting in Brussels to discuss plans for strengthening the military alliance’s eastern borders to dissuade Russia from planning any further aggression. Many in Ukraine hope the visit could open the way to significant new arms supplies. It also comes as EU leaders prepare to decide next week on Ukraine’s request to become a candidate for membership in the bloc. The war has increased pressure on EU governments to fast-track Ukraine’s candidate status, and Thursday’s pledge to support candidacy status for Ukraine and neighboring Moldova pushes the whole 27-nation union closer to doing so. But the process still is expected to take years, and EU members remain divided over how quickly and fully to open their arms to new members. European allies have sent increasingly powerful weapons and rallied around Ukraine more than many expected, approving waves of unprecedented sanctions against Russia that also are badly squeezing Europe’s economy. Ukrainians say more is needed as Russia presses an offensive in the Donbas, slowly but steadily gaining ground on the outmanned and outgunned Ukrainian forces. HE Taguig City government, through its Office for Senior Citizen Affairs (OSCA), distributed up to P3,000 in social pension to over 14,000 indigent senior citizens in the city. A total of 14,818 indigent senior citizens from all of Taguig’s 28 barangays received the money on June 9. The program was spearheaded by the Department of Social Welfare and Development (DSWD) through the local government of Taguig. The distribution at Lakeshore Hall, Brgy. Lower Bicutan continued until June 10. Taguig City has continued to implement the social pension for senior citizens as one of the many programs of the national government to aid the elderly. According to the city government, the qualified beneficiaries are citizens who have official documents that prove they are not receiving any pension from other government agencies such as the Social Security System (SSS), Government Service Insurance System (GSIS) and the Philippine

ANILA—A lawmaker on Thursday urged President Rodrigo Roa Duterte to sign into law a measure doubling the monthly social pension of indigent senior citizens from P500 to P1,000 as a “parting gift” before he leaves office by end-June. Camarines Sur Rep. Luis Raymund Villafuerte, author of the bill, said this pro-elderly measure only needs Duterte’s approval as both the Senate and the House of Representatives last week approved a consolidated version for submission to Malacañang. “Filipinos have an innate deep regard and respect for our elders. It is ingrained in our culture as well as reflected in our own Constitution where it is stated that it is familial duty to take care of our elderly,” Villafuerte said in a statement. “The State, in turn, provides for the protection and social services of such a vulnerable group as the elderly.” He said with inflation and the “ever rising” living standards, it is getting difficult for the senior citizens to “live as comfortably as they can in their old age.” “Although the Filipino elderly are valued and respected for their wisdom and experiences, they still encounter challenges to their daily living because of their old age. He loved food but he ate in moderation and I never saw him touch liquor. But one day, he felt pain in his breast but he vehemently did not want to be brought to the hospital, more worried about the production job he had to finish. Well he died of cardiac arrest. He was only 61 years old. I then realized that while he often talked about the importance of listening to one’s body, he never did anything about it at the moment when his body was telling him to get help. His advice came to my mind recently, because my wife has been subjected to a battery of costly diagnostic tests

for the past two weeks. It started with an ultra sound scan, which showed a big nodule in her kidney. And because her cardiologist couldn’t say exactly what it was, she asked my wife to go to a kidney specialist who in turn asked my wife to undergo a CT scan of her kidney. And all this time, I was telling my wife, there’s nothing wrong with your kidneys. You are able to urinate without problem. You don’t have a fever. There’s no blood in your urine. Your blood pressure is ok. Your creatine is normal. If something is really wrong, your body would tell you. Won’t you listen to your body? Deaf to it all, she preferred to listen to her doctors. As I expected, the CT scan showed there’s nothing malignant about her kidney nodule. Then back to her cardiologist who was bothered by her persistent cough. So she asked my wife to get an x-ray of her lungs. The result shows a dark spot in her lower left lung. The x-ray reader suspects pneumonia. Her cardiologist isn’t too sure because she doesn’t have fever or has no

I have always thought that every medical professional, be it a physician, a nurse, or therapist must be good at the art of listening and envisioning. After all, healing

A doctor must learn to listen to his patients’ stories more before writing anything on his prescription pad. Sometimes a little compassionate counseling and coaching can do more than just pills and capsules. Mine may be an unpopular opinion but medical practice can be enhanced by the art of storytelling and an empathetic understanding of human nature.

HE nu mber of Fi l ipinas taking up courses in science, technology, engineering and mathematics (STEM) have experienced a significant hike, according to a survey by the Department of Science and Technology-Science Education Institute (DOST-SEI). T he “ Women in Science” study focused on the state of Filipino women and girls pursuing careers in STEM. Data from the Philippine Statistics Authority from 1990 to 2015 reveal that females account for nearly half of the country’s total science and work force. Top S&T occupations with the highest number of female workers were nursing, midwifery and other health-related professions, as well as engineering and other technology-related professions. In 2015 the DOST said that out of 10 million Bachelor’s degree holders in the country, more than 3.7 million have S&T degrees, composed roughly of 45 percent females. There are approximately 434,000 females (48.1 percent) who are S&T Bachelor’s degree holders and employed in S&T occupations. There were more females (54.3 percent) working in the S&T fields who are postbaccalaureate degree holders. The department noted that female S&T workers are younger (30 years old) than the male group (34 years old) based on their median age. “While we have made great strides in empowering Filipinas in STEM, there is much work that still needs to be done not just in terms of gender equality, but also toward further improving access to education and employment opportunities,” said DOST-SEI Director Josette T. Biyo. “This inclusivity is [key to our country’s] development and eventual achievement of the United Nations’ Sustainable Development Goals.”

Nestlé awards ‘best-in-class’ private school for SY 2021-22

The learning institution topped the program’s competition among private schools across the country for School Year 2021-2022. Online dominance

MEANWHILE, Coursera Managing Director of India and Asia Pacific Raghav Gupta told reporters in a recent press briefing that online enrollment in STEM by Filipina students and professionals since Januar y 2021 outnumbered their male counterparts: 52 percent to 48 percent. Gupta revealed his firm sees a rapid growth pace of STEM in the Philippines, then added: “More young Filipinas want to join the work force, and they see STEM as the most viable platform that can build their future careers.” The executive shared that Filipina professionals took up online Coursera courses for their career and professional advancements, and that Filipinas enrolled in the online learning portal are higher than global averages of female participation. Further, Gupta pointed out that in their data the involvement of Filipinas on the Coursera platform is higher than the global average of women participation on the platform. According to its Women and Skills Report 2021, the Philippines ranks first worldwide for the highest increase in enrollments from women, growing 774 percent year-over-year in 2022. Likewise, the study noted there was an increasing number of female S&T employees in the fields of engineering, architecture, as well as information and communications technology-related fields. It disclosed that most females with careers in the said track are concentrated in some areas in Luzon, specifically in the National Capital Region, Central Luzon, and Calabarzon.

t’s been almost a decade since my last visit to Sorsogon. When I had the chance to return, I immediately took it. The number of years between my visits made me think about the changes a place could’ve undertaken during that time. However, it wasn’t only the place that may have changed, a different me could’ve been looking at the world differently at that time.

As I browsed our itinerary, I saw a few familiar places I’d been to the first time I was in Sorsogon;

these were Juag Lagoon and Subic Beach. Our group was running late, but that didn’t bother me or dampen my excitement. When our

boats finally arrived, we were off island-hopping around Matnog, Sorsogon. As our boat approached Subic Beach, I noticed how crowded it was. When I visited almost a decade ago, I barely saw other people and structures lining the shore. Now, there are more campsites and kubos visitors can rent. I alighted our boat and walked along the beach. The powdery, white sand was still as soft as I remembered and the cerulean waters were still as clear. The pandemic has taken its toll on the travel industry and many are willing to take risks because of the fewer restrictions and higher vaccination rates. It’s refreshing to see families and friends going on vacation again after more than two years of living in uncertainty and fear. I waded in the cool waters as my companions took their photos and

flew their drones. I looked back at my previous trips and thought about returning to some places, whether abroad or here in the Philippines. Would those places still be the same after years of not revisiting them? Would I still be the same person years from now? These are thoughts that I let linger until we left for our next destination.

New destinations

For this trip, we went to places I was unable to visit the first time I was in Sorsogon. Other than beautiful beaches, Sorsogon is home to other noteworthy natural attractions such as waterfalls and a lake. Bulusan Lake is one of the stops in our itinerary. As one of our companions stated, the park has undergone extensive development to become a more tourist-friendly destination. There are e-jeeps and shuttles that can take visitors from

the tourist center to the lake in around 10 minutes. Once at the lake, visitors can rent kayaks or boats. If you’re not up to kayaking or boating, you can always just enjoy the view of the lake and relax. Kambal Busay and Hidden Falls are just a short drive away from Bulusan Lake and are viable additions to your itinerary while in Sorsogon. Both waterfalls are easily accessible once you are inside Zoe’s Resort. We reached Kambal Busay after going down a flight of makeshift stairs. Simply put, Kambal Busay is beautiful with its cascading and cool waters. It was a refreshing sight to behold after a hectic day of traveling. We went on a short walk to reach Hidden Falls. It’s not as grand as Kambal Busay, but still has its own beauty. The rush of the water was too strong to swim in, so we settled on taking photos from a distance.

Another something new I did in Sorsogon was to join the Buhatan River Cruise. The boat took its time to leave the docking area and the hustle and bustle of the nearby main road. The surroundings were quiet, the waters serene, and we saw a few birds coming and going. Sorsogon is also home to some cultural and historic attractions. Our group went to Juban to see some of the traditional houses in the district, one of which is Casa Feliz. Visitors can spend the night experiencing and soaking in the ambiance of a traditional house. During our trip, we also went to the Sorsogon Museum. It used to be a prison, but is now home to artifacts, dioramas, and information about the province’s history. Learn about Sorsogon’s prominent figures throughout its history during your trip here.

Pau’s “The Shape of Light” explores the possibilities of the immaterial and the material, transforming light into digital objects. Featuring a popular sutra in Mahayana Buddhism, “The Heart Sutra,” expressed here through sign language, the ritualistic video meditates on the concept “form is emptiness, emptiness is form.” Natural phenomena like fire, water, and light are rendered in awe-inspiring computer-generated animation. The work will be presented on the M+ Facade from May 20 to June 19, 7 pm to 9 pm daily. There will be a live perfor-

mance by Ellen Pau on May 27 and a talk and screening on May 28. A four-day online screening from May 29 to June 1 will allow local and international audiences to view a collection of Pau’s pioneering videos and installations made between 1988 and 2015. Commissioned by Art Basel and co-presented by the Hong Kong Tourism Board, the Artist Tram Project will invite local artists Cherie Cheuk Ka-wai, Stephen Wong Chun-hei, and Shum Kwanyi to project their works on the exteriors of Hong Kong trams, the vehicles in one of the city’s

most iconic transport systems. Like moving canvasses meandering along the island, the three trams capture the artists’ vivid imaginations and experiences of the city’s landscapes and everyday scenes, engaging with the public and the artists’ own memories of Hong Kong. DON’T remember the last time I watched a movie in a cinema but I’m sure it was in 2019. Sometime in February or March of this year, I tried to watch one at SM Aura but there was a woman who always put her mask down and I had a panic attack and left right away. I guess we’re all used to streaming movies at home that being inside a theater is something that’s unfamiliar and disconcerting. I will try again next week because I really want to watch The Roundup, a Korean action comedy film directed by Lee Sang-yong starring Ma Dong-seok, aka Don Lee, who is well known for his role in Train to Busan. He plays a heavyweight law enforcer who travels to Vietnam to extradite a petty criminal but crosses the path of a killer (played by Son Suk-ku). The movie is a sequel to The Outlaws, which was shown in 2017. The Roundup is the first Korean film in three years to achieve the 10 million-moviegoer landmark, something that has been achieved by fewer than 30 films in recent history. The Korean Film Council recorded 331,562 moviegoers who watched on June 12, bringing the total number of watchers to 10,503,886 audiences since The Roundup premiered on May 18. For four consecutive weekends, The Roundup dominated the box office by cementing its place in the top spot. With this, the movie also outshone the Academy Award-winning film Parasite as the highest-grossing movie in May. The movie also beat Hollywood movies such as the 2014 Disney film Frozen and Interstellar, which were also released before the pandemic. Including international films, only 28 movies have ever surpassed 10 million moviegoers at the South Korean box office—and only 20 Korean films have ever reached the milestone. Parasite was the last Korean film to do that. In The Roundup, Ma Dong-seok and his police station’s violent crimes squad chase down a powerful new villain (played by Son Suk-ku). The movie was shot almost entirely in Vietnam and the filmmakers had to work around restrictions and regulations related to Covid-19. Why do I want to watch this movie? I love how Korean filmmakers do action movies. It’s almost always in a humorous way and The Roundup is no exception. If there is one thing I love about Korean movies, it is how gritty and realistic most of them are.

Korean drama for TV is a pleasure to watch, except for the thrillers, but most of the films are not like that. Korean movies usually unravel stories that are unexpected. In the Philippines, The Roundup is distributed by Glimmer Inc., a company owned by celebrity and entrepreneur Grace Lee. It will be shown in SM Cinemas nationwide starting on June 22. If there’s anything you should know about me, aside from being a fan of Korean culture, is that I am obsessed with the Tudors. It all started when I read the Philippa Gregory book The Other Boleyn Girl, which was made into a movie starring Natalie Portman as the ill-fated Anne Boleyn. Anyway, I was more obsessed with the book than I was with the movie. I am talking about the Tudors because I am happy that PLDT Home partnered with Lionsgate Play, and that means I get to watch Becoming Elizabeth, a series that traces the life of Elizabeth Tudor, who is played by Alicia von Rittberg. Lionsgate Play is the Southeast Asian streaming

platform of the global content studio behind major franchise properties, such as John Wick, The Hunger Games, Power and many more. Elizabeth is the daughter of Anne Boleyn and King Henry VIII and she was known as the Virgin Queen. It is true that the history of the Tudors is very interesting but in my opinion, it was Elizabeth who made the family name great. Elizabeth led the Elizabethan Age, when England asserted itself vigorously as a major European power in politics, commerce, and the arts. As if that contribution is not enough, the reigning Queen Elizabeth is related to Elizabeth Tudor. Think about it, if Henry VIII hadn’t been infatuated with Anne Boleyn, perhaps England would not be what it is today. Facebook fails again to detect hate speech in ads SAN FRANCISCO—The test couldn’t have been much easier—and Facebook still failed. Facebook and its parent company Meta flopped once again in a test of how well they could detect obviously violent hate speech in advertisements submitted to the platform by the nonprofit groups Global Witness and Foxglove. The hateful messages focused on Ethiopia, where internal documents obtained by whistleblower Frances Haugen showed that Facebook’s ineffective moderation is “literally fanning ethnic violence,” as she said in her 2021 congressional testimony. In March, Global Witness ran a similar test with hate speech in Myanmar, which Facebook also failed to detect. The group created 12 text-based ads that used dehumanizing hate speech to call for the murder of people belonging to each of Ethiopia’s three main ethnic groups—the Amhara, the Oromo and the Tigrayans. Facebook’s systems approved the ads for publication, just as they did with the Myanmar ads. The ads were not actually published on Facebook. This time around, though, the group informed Meta about the undetected violations. The company said the ads shouldn’t have been approved and pointed to the work it has done to catch hateful

content on its platforms. A week after hearing from Meta, Global Witness submitted two more ads for approval, again with blatant hate speech. The two ads, written in Amharic, the most widely used language in Ethiopia, were approved. Meta said the ads shouldn’t have been approved. “We’ve invested heavily in safety measures in Ethiopia, adding more staff with local expertise and building our capacity to catch hateful and inflammatory content in the most widely spoken languages, including Amharic,” the company said in an e-mailed statement, adding that machines and people can still make mistakes. The statement was identical to the one Global Witness received. “We picked out the worst cases we could think of,” said Rosie Sharpe, a campaigner at Global Witness. “The ones that ought to be the easiest for Facebook to detect. They weren’t coded language. They weren’t dog whistles. They were explicit statements saying that this type of person is not a human or these type of people should be starved to death.” Meta has consistently refused to say how many content moderators it has in countries where English is not the primary language. This includes moderators

in Ethiopia, Myanmar and other regions where material posted on the company’s platforms has been linked to real-world violence. In November, Meta said it removed a post by Ethiopia’s prime minister that urged citizens to rise up and “bury” rival Tigray forces who threatened the country’s capital. In the since-deleted post, Abiy said the “obligation to die for Ethiopia belongs to all of us.” He called on citizens to mobilize “by holding any weapon or capacity.” Abiy has continued to post on the platform, though, where he has 4.1 million followers. The US and others have warned Ethiopia about “dehumanizing rhetoric” after the prime minister described the Tigray forces as “cancer” and “weeds” in comments made in July 2021. “When ads calling for genocide in Ethiopia repeatedly get through Facebook’s net—even after the issue is flagged with Facebook—there’s only one possible conclusion: there’s nobody home,” said Rosa Curling, director of Foxglove, a London-based legal nonprofit that partnered with Global Witness in its investigation. “Years after the Myanmar genocide, it is clear Facebook hasn’t learned its lesson.” AP

O all the dads who always put their wives and kids first, Happy Father’s Day! I think my dad was the first person, I’ve heard say, “I’ve watched everything on

Netflix.” Of course, I know he was exaggerating, but my dad, ever the movie buff, can watch 5 to 6 movies a day now that he’s retired and more if he’s in a fast-forwarding mood. And by everything, he meant all the actionsuspense stuff from the top 10 list, trending and suggested movies on the homepage carousel, as well as the first batch of search results—even those Korean action series. And whenever he can’t find anything to watch, he’ll just watch any Mission Impossible, James Bond or Jason Bourne movies—even though he’s watched each movie at least three times. So I was very excited to tell him about Lionsgate Play. A CHAT WITH AN ESPORTS DAD

A FEW weeks ago, I was introduced to Mitch Esguerra, who has one of the coolest jobs in the world: CEO of Southeast Asia at Galaxy Racer. If you are a gamer, you’ve probably heard about the company as it is the most prominent eSports, lifestyle and content

WARDELL STEPHEN CURRY II is not just the greatest shooter ever. It’s time to finally call him what he is—one of the greatest players ever. AP points and the Warriors won their fourth title in eight years by topping the Boston Celtics, 103-90. What this one meant, though, was clear. Curry was weeping tears of joy before the game ended, unable to hold back the emotions anymore. “I’m happy for everybody, but I’m thrilled for Steph,” Warriors Coach Steve Kerr said as the champagne was spraying about in the champions’ locker room in Boston after Golden State’s title-clinching win. “To me, this is his crowning achievement in what’s already been an incredible career.” This was his crowning moment. For now, anyway.

There’s no reason to believe there can’t be a fifth ring for this Warriors era, either, as long as a healthy Curry is leading the way. “Best point guard of all time,” Golden State’s Andre Iguodala said. Add that to the list, too. And his legend on the court only continues to grow. The 34-year-old Curry is stronger than ever, tougher than ever and, somehow, more motivated than ever. He already had three rings entering this year, has the three-point record, more money than he could spend in 10 lifetimes and there isn’t a corner of the world where he isn’t known or revered. His wife Ayesha is a world-class cook.

He has made birdies at Augusta National. Curry, by all measures, had nothing left to prove. Apparently, he disagreed. When last season ended with a loss in the play-in tournament, Curry went right back to work, with this title in mind, knowing that few so-called experts thought the Warriors had a chance of extending their dynasty. They had three titles and five finals trips in five years from 2015 through 2019, then injuries and roster changes sent them to the bottom of the NBA in 2020 and on the outside of the playoff picture last year.

All forgotten now. Curry reigns again. “Damn, we did it. It’s crazy to think about,” Curry said. “All that talk paid off. Manifest your destiny in a certain way, and that stubbornness—who we are matters more than what anybody is saying about us—is why we’re here.” His resume is ridiculous: Curry is an eight-time All-Star, a two-time NBA MVP, one of them unanimously, a twotime scoring champion, All-Star Game MVP, now is a four-time champion— and, finally, an NBA Finals MVP, also by unanimous decree. Not bad for a player who went No. 7 in his draft class, got kicked out of his first college practice at Davidson for showing up late, was plagued by concerns about plenty of things in his early NBA years—he was too small, his ankles were too bad—and needed five seasons just to make his first AllStar Game. “I thank God every day that I get to play this game at the highest level with some amazing people,” Curry said on the floor as the celebration was starting, tears running down his face, game ball cradled under one of his arms. “This is what it’s all about.” Very few people saw this coming 13 years ago. On the night Curry was drafted in 2009, after six players who have a combined zero NBA championships heard their names called before him, the Warriors made no effort to hide their excitement. That said, it wasn’t exactly effusive praise, either. “He’s a guy who’s going to fit in quite nicely,” said Larry Riley, then the general manager of the Warriors. Probably safe to say Riley was right. Understated, sure, but right. Now, he has more. The fourth parade is Monday. The fourth ring comes this fall. The respect should be there forever now. He’s not just a great shooter anymore. It’s official: Stephen Curry is a player for all time.
