HE Philippines is one of the top producers of plastic waste in the world, with much of the uncollected garbage ending up in bodies of water from rivers to lakes and oceans.

In the past, environmental groups blamed poor solid waste management. Today, the blame is shifting to manufacturers, for failing to come up with measures to prevent their product packaging from polluting our water bodies, if not coming up with more environment-friendly packaging materials. In the Philippines, a few companies are seriously taking up the challenge of accepting the responsibility for plastic waste. One example: Coca-Cola Philippines’ World Without Waste—a global sustainable packaging initiative to support a circular economy and eliminate plastic waste through the continual use of the packaging as a valuable resource— is now on its fourth year. With it, the company touts its compliance with the recently enacted Extended Producers’ Responsibility (EPR) law which many hope would help address the country’s ocean plastic waste problem.

State-of-the-art recycling facility

A WORLD-CLASS bottle-to-bottle recycling facility making use of advanced recycling technologies is now 100 percent operational in General Trias, Cavite. This, through PETValue Philippines, a partnership between Coca-Cola Beverages Philippines Inc. (CCBPI)—the bottling arm of Coca-Cola Philippines—and Thailand-based Indorama Ventures, a recognized global leader in packaging solutions and green technology. The facility has a projected capacity of processing approximately 2 billion pieces of used clear PET plastic bottles—thus situating itself as a major contributor to a circular economy in the country, and in creating more direct and indirect job opportunities for Filipinos. Clear plastic bottles—regardless of brand—that are collected from partners and collection points will be recycled at PETValue Philippines. The locally produced recycled PET resin straight from the facility will be used for CocaCola brands in recycled PET plastic packaging—thus creating a circular economy for the company’s packaging in the Philippines. “We are extremely proud of PETValue Philippines and our partnership with Indorama Ventures, whose global expertise in recycling technologies will prove to be an asset to the Philippines’ collective goals for sustainability,” Gareth McGeown, President and CEO of Coca-Cola Beverages Philippines Inc., said during a speech marking the 4th year of World Without Waste held at the Blue Leaf Events Pavillion in Taguig City on October 14. “Sustainability is at the heart of who we are as a company, as proven by more than a century of Coca-Cola treating the Philippines as its home. And it is through innovations like PETValue and strengthened sustainable practices that we will be here for another 100 years, serving Filipino communities.”

Promoting partnership

THROUGH its World Without Waste initiative, Coca-Cola Philippines brings positive change to

individuals and small businesses such as sari-sari stores, waste collectors and junk shops, highlighting what can be achieved through partnerships—whether with the private sector, government units, or civil society. The company has also partnered with the Technical Education and Skills Development Authority to create TESDA-certified skills training programs that will help develop the competencies of workers in the waste sector. The National Solid Waste Management Training Program for a World Without Waste (NSWMTPWWW) is currently being piloted by TESDA in the municipal government of Angono, Rizal, which has committed the full participation of all its 10 barangays. The company’s program with “Plastic Bank” has enabled the collection and recycling of almost 13.7 million PET plastic bottles— an undertaking that has simultaneously benefited the lives of informal waste collectors in Cavite.

Empowering communities

THE initiative, meanwhile, also involved MSMEs to expand this network of collection points— through programs like Tapon to Ipon—Basta Klaro, Panalo! and Tindahan Extra Mile: Balik PET Bottle Program, empowering communities through recycling PET plastic bottles. Likewise, there is a partnership with traditional trade outlets such as sari-sari stores and carinderias or eateries to become collection hubs, where community members can drop off used, clear PET plastic bottles and get incentives in return. Significantly, the company announced that it will transition key brands Coca-Cola Original Taste and Wilkins Pure to 100-percent recycled PET plastic packaging (excluding caps and labels) by 2023. These new packaging formats will expand the company’s lineup of products in recycled plastic packaging in the Philippines.

EPR Law of 2022

IN a speech, Sen. Cynthia Villar said the opening of the PET bottle recycling facility in the Philippines could not have come at a better time, with the EPR Act of 2022 or Republic Act 11898, which she principally authored, lapsing into law. The EPR Act mandates large enterprises to be responsible for the proper and effective recovery, recycling or disposal of the plastic packaging on their products after the same has been sold and used by consumers. The goal: reduce the generation of packaging deemed non-environment friendly, improve the recyclability or reusability of plastic packaging waste, as well as promote the efficient waste recovery programs aimed at preventing plastic waste from leaking into the environment. While saying the legislation is not in itself the solution to eliminate all the country’s plastic waste, Villar said it is certainly a big step in the right direction. ment and natural resources, the world is in the middle of a climate emergency, and not only does every individual have the obligation to reduce his or her own footprint, but also to find strategic interventions to drastically redeem what would have been valuable materials from the waste stream. “Cradle-to-grave management of products is no longer sufficient. Responsibility must begin at product conceptualization before it even sees production,” she said. Around the world, Villar noted, there is abundant evidence that EPRs have allowed municipalities and taxpayers to deflect the financial burden of waste management and transferred it to producers. “The public costs of hauling and disposal were reduced. More importantly, EPR systems have resulted in decreased volumes of waste for final disposal and ushered in a thriving recycling industry,” she pointed out.

Better policy

ACCORDING to Villar, the EPR law introduces a better policy than simply expecting citizens to segregate and manage their waste, and let the local governments in scattered settlements and islands deal with the massive problems brought about by the lack of legal responsi-

bility among the top producers of plastic waste. More importantly, she said, EPR requires manufacturers to reach collection targets, and hopefully, what is collected will no longer find their way back to the environment as unmanaged waste. “The EPR Law places responsibility for products squarely on the shoulders of the manufacturer from cradle to grave. Hence I have to laud your company for not only looking at collection compliance but also developing ways in which your very packaging incorporates recycled material and uses less virgin plastic,” the senator said in her speech, addressing the facility’s proponents. According to Villar, large enterprises should be able to recover and recycle a minimum of 20 percent of all packaging waste distributed for the year by the end of 2023. This target rises to 40 percent on the second year, 50 percent on the third year, and so on until 80 percent by 2028. “It is actually my hope that your considerable resources will allow your industries to fast-track research and development, reach and breach these targets easily and go beyond mere compliance. When these very realistic targets are met or exceeded, EPR expenses will be deducted from taxable annual income,” she said.

Plastic waste generation

THE waste regeneration and plastic waste in the Philippines on an annual basis is about 2.7 million tonnes. About 20 percent of such waste, she said, end up in the ocean. “Our own DENR data shows the country is producing over 7,000 metric tonnes per day of plastic waste. Addressing this pressing issue needs a comprehensive approach, involving many stakeholders from government agencies, corporations, local governments, especially cities, and consumers themselves,” she said. Yulo-Loyzaga said that as the Ecological Solid Waste Management Act has faced its own set of implementation challenges, there’s a need for strong policy direction and action toward the effective implementation of a circular economy.

Opportunity for collaboration

THE recent enactment of the Extended Producers Responsibility Act, she said, poses a further opportunity to collaborate to combat the environmental damages caused by plastic pollution and climate change. “EPR is an environmental approach and practice that requires producers, as you know, to be environmentally responsible throughout the life cycle of the product, especially its post-consumer or end-oflife stage. The DENR is now working very hard to formulate implementing rules and regulations. We will be reporting to our boss, Senator Villar, at the Senate environmental committee this November,” she said. According to Yulo, the DENR has adopted a national plan of action for the prevention, reduction and management of marine litter to enhance current efforts in resource and waste management and control the additional leakage of waste into our environment.

Rapid development

IN her speech, Department of Environment and Natural Resources (DENR) Secretary Maria Antonia Yulo-Loyzaga highlighted the challenges faced by the Philippines as a rapidly developing country. She said on top of the need to promote and ensure the implementation of the EPR law, the country is faced with the climate-change crisis, inconsistent degradation, biodiversity loss, and unsustainable production and consumption practices. “And increasingly, waste generation is indeed our problem, and

The first biodegradable water bottle is coming, for real this time By Mark Bergen

HE Cove water bottle is a thin, sturdy cylinder, eggshell-white with a matching lid. It feels familiar. “If someone gave that to you,” offered Alex Totterman, Cove’s founder and chief executive, “you probably would have no idea that that wasn’t a plastic bottle.”

If someone does give you this bottle, it would be a remarkable achievement. Scientists and businesses have spent many years and much money trying to replace everyday packaging with natural materials that don’t pollute the Earth—so far, that’s given us little beyond compostable straws. But the challenge hasn’t deterred Cove from its own five-year journey to producing the first “fully biodegradable” bottle of water. In the coming months, Totterman says Cove’s creation will finally hit stores at $2.99 a pop. Totterman has also said this before. In February 2019, he told Fast Company Cove’s bottles were arriving in stores later that month. They didn’t. In October 2020, Tot-

terman told the Los Angeles Times his bottles were arriving after the new year. Still nope.

Expected delays

PANDEMIC delays and supply chain bottlenecks have repeatedly derailed the start-up’s plans, as has the chemistry involved in its mission. Cove’s investors are still on board. The company has raised $20 million since 2018 from luminaries like Salesforce cofounder Marc Benioff; media heir James Murdoch; and Valor Equity Partners, an early backer of Tesla Inc. Totterman also bagged investment from the DJs Diplo and Kygo, singer Ellie Goulding and a few pop stars he wouldn’t name. By his telling, grocers, music

festivals and corporate campuses are waiting with bated breath— and checkbooks in hand—for someone to produce a water bottle that people won’t feel guilty about tossing out, and Cove is nearly ready to produce 20 million bottles a year to meet interest from “pretty much every major retailer and brand,” Totterman said. (Whole Foods is the only named customer.)

How’s it made?

COVE’S bottles start in kitchens. RWDC Industries, a chemical supplier with US headquarters in Georgia, first collects cooking oil from restaurants and ferments it into polyhydroxyalkanoates, or PHA, a polymer meant to dissolve in water or soil without any toxic residue. RWDC ships this creation to Cove’s warehouse north of Los Angeles, where it arrives as tiny round pellets that look and feel like bits of Styrofoam. RWDC—the only cooking-oil supplier of Cove’s that they would name—adds secret ingredients to its concoction, but Blake Lindsey, the company’s chief commercial officer, said that there’s nothing synthetic involved. From there, the PHA pellets move to Cove’s 25,000-square-foot factory, where they are sent through machinery to vacuum away moisture, sift out metal, and stretch, cut

and mold the material into a hollow canister fit for water. A printer then sticks a label onto each bottle (“Cove’s plastic-free, renewable bottles”). The ink, made from algae, is meant to biodegrade, too. Water from a purification plant nearby is poured in. By Cove’s estimates, its bottles will disintegrate in water and soil in under five years. After starting in 2018, Cove cycled through at least one approach to making its bottles that didn’t pan out. When the company decided to open its own factory, in early 2021, Cove quickly discovered the unpredictability of its Goldilocks material. If PHA gets too cold, it becomes too brittle; if it’s too hot, it goes soft. During one test run, the ingredient overheated, and Cove’s factory floor erupted in steam and a pungent aroma of caramel that one early employee described as “especially vivid.” (The unique properties of PHA mean that different batches produce different scents; during a visit in early October, Cove’s factory floor smelled strongly of buttery popcorn.) Every piece of bottling equipment Cove bought also needed to be modified to handle the fickle material, and most took forever to show up. Steel pipes to transport the pellets between machines and a temperature sensor tool didn’t arrive for more than a year. Still today, one of Cove’s 12 employees manually sorts bottles rolling off the assembly line because a mechanical sorter is en route. “We ordered [it] back in January. It was promised to be here in April,” explained Cove’s vice president of technology Jim Shepherd, shouting over the machine din. “We’re now in October and basically waiting on a robot.” When Cove first started production, it would ship PHA pellets to laboratories to test their physical properties, intending to wait on the results before forging them into bottles. “It wasn’t fast enough,” said Agnes Steckler, Cove’s research director. So the company built Steckler her own lab, a room with eight machines to measure resilience, melting points and molecular weight of the PHA. The lab cost the start-up more time and “millions of dollars,” Totterman said. But it was worthwhile: “We had to take a step back to take two steps forward.” Even that wasn’t the last

hurdle. Once Cove finally began churning out bottles, most weren’t strong enough to withstand a tight grip, or a drop from a few feet. “It turns out, it’s very difficult to bring a new technology to market,” said Peter Rahal, an early investor. Others have tried to crack the biodegradable bottle. In 1990, the British industrial firm ICI announced a biodegradable plastic made from a mixture of bacteria and glucose that took 15 years to develop. ICI said the material absorbed enough carbon dioxide to match emissions from production, and rolled it out first as shampoo bottles in Germany. But the material was expanded to few other items and six years later ICI sold the invention patents to Monsanto, which soon pawned off the biodegradables division to a company called Metabolix. It, too, tried remaking plastics, failed, then steered the research into agriculture. Meanwhile, every food and beverage giant, under significant pressure to get off plastic, has experimented with natural substitutes. Few projects have left the lab. Last year, Coca-Cola Co. abandoned its plans for plantbased packaging in favor of 100 percent recyclables, arguing that consumers were demanding reusable bottles. Such corporate efforts underestimate the expense and headache of converting organic materials into a viable plastic replacement, according to Ramani Narayan, a professor at Michigan State University and expert on bioplastics. He has seen a parade of companies try harvesting various chemical mixtures, only to give up or fall short of bold promises—and he’s wary of RWDC’s claims about PHA. “Every third person comes around, ‘Oh, I’ve got this magic stuff now. I can save the world’s problems,’” Narayan said. Danimer Scientific Inc., a company planning to make straws, Skittles bags and rum bottles using plant-based PHA, was last year accused by scientists—and short sellers — of overstating biodegradability claims. (Danimer argued its process met international testing standards.) Cove’s key ingredients from RWDC have been approved as biodegradable by certification body Tüv Austria, and Totterman says his company is awaiting similar approval for its bottle.

After initially working with contractors, Totterman decided to bring Cove’s process in-house, recruiting a small team of material scientists and manufacturing veterans—though none of them are PHA experts. Before Cove, Totterman worked for a water purification start-up in his native UK. Shepherd is a molecular scientist who spent decades at Coca-Cola and Procter & Gamble, although he hadn’t worked with PHA until joining last year. “We’re figuring out the standards,” said Totterman. “Because there isn’t a blueprint.”

In striking distance

INVESTORS like this temerity. “Experience can be a burden,” says Rahal, who created RxBar, the health food brand. “If you know too much and you’re too smart, you don’t jump. And you’ve got to jump.” More hurdles remain. Recent environmental legislation in California categorizes PHA as a plastic, limiting the amount of material Cove can use in production. (Ben Kogan, Cove’s policy lead, is working on a counterproposal.) And pricing is in flux. Two years ago, Cove promised a $2.29 bottle, but it has since added 70 cents to that price in response to price hikes on raw materials. Totterman thinks expecting consumers to reuse bottles or recycle more often is naïve. Expecting people to pay more for compostable bottles sounds naïve, too, but Cove sees validation in Liquid Death, an aluminum can water brand worth an eye-watering $700 million. The company also takes inspiration from another premium product: An investor deck from this summer describes Cove’s strategy as “the Tesla playbook”—sell an expensive item that conscious consumers will buy, driving down production costs. Pricey water is merely a “Trojan Horse” for a range of compostable consumer goods, Totterman said, hinting at future Cove shampoo bottles and other home care products. But first, water. Behind the Cove factory, Totterman showed off a storage warehouse stocked full of boxes with Cove’s bottles, ready to ship out when the time is right. “We kind of fought to get here, kicking and screaming this into existence,” the CEO admitted. “We’re basically in striking distance now.” He didn’t give a precise date.

RESIDENT Ferdinand R. Marcos Jr. has ordered the continuous distribution of cash transfers and fuel discounts to vulnerable sectors amid the recent rise in inflation. Office of the Press Secretary (OPS) Officerin-Charge Cheloy E. Velicaria-Garafil said the President’s order aims to allow affected groups to cope with rising cost of living. “This will be part of the government’s key response to rising inflation, even as we continue to build on climate action and food security,” Garafil said in a news statement issued on Friday. She added among the priority actions is the provision of support to farmers and other stakeholders in the agriculture sector for post-disaster recovery through investments in climate-smart technologies. It also includes the creation of the Department of Water Resources, which will handle the effective management of the country’s water resources. “We assure the public that the government continues to monitor inflation and all contributing factors, and will explore all other measures to alleviate its impact on our people,” Garafil said. Inflation rate last month accelerated to

7.7 percent from 6.9 percent in September, according to the Philippine Statistics Authority (PSA). The National Economic and Development Authority (Neda) said the trend was caused by “external pressures such as global inflation brought about by compounding factors, including the Russia-Ukraine war and fiscal instability as an effect of the Covid-19 pandemic and domestic issues such as the impact of recent typhoons.” Labor group Partido Manggagawa (PM), for its part, demanded for a new round of pay increase to offset the impact of inflation on the real value of wages. “[The] P76 has been eroded from the P570 minimum wage in Metro Manila as a result of the continuous rise in prices,” PM national chair Renato Magtubo said in a news statement. “We call for a new round of wage hikes to recover the lost purchasing power of workers not just in Metro Manila but in the whole country due to the surge in inflation,” he added. PM is demanding for the passage of the pending bill granting workers a P100 across-the-board salary increase, saying the existing minimum wage rates nationwide is no longer sufficient.

PHL open to matching more Fed hikes to tame inflation

HE Philippines central bank may keep on matching the Federal Reserve’s next rate increases should domestic inflation continue to quicken, according to Governor Felipe Medalla. “If the inflation rate remains high, then we have to match” the Fed, Medalla said in an interview with Bloomberg Television’s David Ingles and Yvonne Man Friday. “If it’s clear already that the inflation rate is decelerating, we may not have to match.” Medalla’s comments came after the Philippines reported the fastest inflation in almost 14 years last month and a day after the governor announced that the monetary authority will match this week’s 75-basispoint hike at the November 17 meeting. With price pressures remaining elevated and the peso trading near a record low, the 72-year-old governor is signaling that he will continue with the central bank’s most aggressive tightening in two decades.

Medalla said he prefers not to draw a line in the sand for the peso and that’s where he differs from his predecessor Finance Secretary Benjamin Diokno. Having more flexibility in managing the currency allows for a more efficient use of the central bank’s dollar reserves, said the governor. This is also why he announced on Thursday a rate hike two weeks before the scheduled meeting. “We don’t want to be selling too much dollars,” said Medalla, when asked why he signaled the rate move early. “The best way to do that is to make the markets know in advance what we will do,” he said, adding that the country has sufficient FX reserves. Inflation will peak this year and price gains will slow to within the central bank’s 2 percent-4 percent goal by the second half of 2023, he said. The peso, which has weakened about 13 percent this year against the dollar, rose 0.1 percent on Friday. Bloomberg News

HE National Grid Corporation of the Philippines (NGCP) on Friday announced it has energized its P3.6-billion Pagbilao Extra High Voltage (EHV) Substation Project, classified as another Energy Project of National Significance (EPNS). “After undergoing various challenges, such as permitting and right-of way, we are happy to have finally completed and energized our Pagbilao EHV Substation. We remain committed to our mandate of providing stable and reliable transmission services to the country,” the company said. The Pagbilao EHV Substation will accommodate the connection of incoming power plants in Quezon Province, consisting of coal-fired and combinedcycle power plants, which can bring in

around 1,420 megawatt total capacity to the grid. It will also maximize and optimize the operations of the existing Tayabas 500/230kV transformers and Tayabas 230kV Substation. The project involves the development of the Pagbilao 500kV Substation and the expansion of the Tayabas 500kV Substation. To accommodate the connection of the upgraded facilities to the power grid, the Pagbilao-Tayabas line segment of the Naga-Tayabas line was energized at a 500kV level. NGCP is a Filipino-led, privately owned company in charge of operating, maintaining, and developing the country’s power grid, led by majority shareholders and Vice Chairman of the Board Henry Sy, Jr. and Co-Vice Chairman Robert Coyiuto, Jr. It is the sole operating asset of Synergy Grid and Development Philippines Inc.

XPENSIVE food items pushed the country’s inflation to its highest level since the rice price crisis 14 years ago and may continue doing so this month, according to the Philippine Statistics Authority (PSA). PSA data showed inflation reached 7.7 percent in October, the highest since December 2008 when inflation hit 7.8 percent, which also coincided with the onset of the Global Financial Crisis. The inflation of food and non-alcoholic beverages was recorded at 9.4 percent nationwide and accounted for 80.9 percent of the increase in the country’s inflation print for October. Food inflation alone is pegged at 9.8 percent. “[The] situation right now [in] October, particularly inflation. Is largely fueled by food inflation. Our food inflation [at the] national level is 9.4 percent and [we know that the] weight of the food basket in our national basket is quite high, it’s about 35 percent,” National Statistician Claire Dennis S. Mapa said in a briefing on Friday. Mapa added that inflation for food was the highest in the National Capital Region (NCR) or Metro Manila at 12.1 percent, followed by the Davao region at 12 percent; Central Visayas, 11.3 percent; Mimaropa, 10.3 percent; and Caraga, 10.2 percent. The increase in food items in NCR was due to more expensive vegetables

owing to Typhoon Karding, while the transportation hikes also contributed to the increase in commodity prices. “So these are the regions with double-digit food inflation. So food is really the one that pushed inflation for this month,” Mapa added. Speaking partly in Filipino. Mapa also said the rise in commodity prices has not peaked and there was “substantial probability” that inflation would be higher next month. Part of what will be factored in this increase is the impact of Typhoon Paeng which, based on the November 3 bulletin from the Department of Agriculture, caused P2.86 billion worth of damage. The damage affected 80,295 farmers and fishers, with volume of production loss at 116,291 metric tons (MT) and 86,574 hectares of agricultural areas. These areas include the Cordillera Administrative Region, Cagayan Valley, Central Luzon, Calabarzon, Mimaropa, Bicol, Western Visayas, Eastern Visayas, Zamboanga Peninsula, Central Mindanao, and Soccsksargen regions. Normally, Mapa said the impact of typhoons on food items is short. Report unravels ‘significant variation’ in regional, global gender wealth equity By Andrea E. San Juan

SIA Pacific (APAC) has one of the lower global wealth gaps on average for gender wealth equity, according to the 2022 WTW Global Gender Wealth Equity report. “In Asia Pacific, women are expected to accumulate just over three-quarters or 76 percent of men’s wealth levels, two points above the global average,” the WTW, an Englandbased company said in a news statement issued on Thursday. The Global Gender Wealth Equity report noted that there is a “significant variation” of gender wealth equity globally by region and market, noting that it’s influenced in part by “diversity of cultures, traditions, relative prosperity and social equity.” According to the report, the Wealth Equity Index (WEI) represents the gender wealth gap between men and women at retirement. The WEI, it added, is a number between 0 and 1, with 1 indicating no difference in accumulated

wealth between genders and indices closer to 0 indicating the highest differences. While there are many direct and indirect factors impacting the relative wealth, the report noted that the study focuses on the“key drivers” that may affect the accumulation of wealth such as differences in role, pay and career progression, family support, life scenarios such as divorce and widowhood, and financial literacy and risk tolerance for men and women. The global gender wealth equity report stressed that these drivers have been selected as they are considered “broad enough” to be consistent across countries and expected to have the highest relative impact. Globally, the study shows that the indices calculated range from 0.60 in Nigeria; 0.61 in Argentina; 0.63 in Mexico and Turkey; to 0.84 in Austria; 0.86 in Spain and 0.90 in South Korea. Regionally, the study found that Europe, Asia Pacific and North America had the higher WEIs, meaning, they have lower global wealth gap between men and women.

Europe has the lowest global wealth gap with 0.71 index, followed by Asia Pacific and North America, which both scored 0.76. The Middle East and Africa has a 0.71 index, followed by Latin America, the region with the widest wealth gap between men and women with a 0.67 score. The report’s findings for Asia Pacific revealed that the Philippines ranks 4th among the 12 countries included in the study, with a 0.79 index. Meanwhile, South Korea stood out in the region as it scored 0.90. “Although significant gender pay gaps are observed for professional and technical roles and senior expert and leadership roles, differences in state retirement benefits between men and women are more muted,” the report stated, explaining the case of South Korea. “In South Korea, the earnings limits embedded in social security benefits limit the accumulation of male relative to female wealth,” the report said. Interestingly, the report noted that even

where women would prefer to return to work and have the financial means, the availability of childcare can be a “significant impediment.” In fact, the report divulged, “In terms of family support, deep cultural biases in the region entrench stereotypes of women being the primary caregivers. Support is sometimes available via nannies or paid caregivers, but only for the more affluent.” On the other hand, India had the lowest index, with 0.64 as its score. The report explained that this is due to significant pay and career gaps existing for women in India, with higher burdens for caregiving responsibilities affecting the WEI. The report revealed that only 3 percent of women in the workforce in India are occupying senior positions. “Women also tend to assume child-care responsibilities at a young age for the region, resulting in financial impacts from which women have limited capacity to recover,” the report stressed.

OST-PANDEMIC economic recovery and the ongoing crisis in Myanmar will be the main issues to be raised by President Ferdinand “Bongbong” R. Marcos Jr. during his participation in the 40th and 41st Association of Southeast Asian Nations (Asean) Summits in Phnom Penh, Cambodia next week. In a press conference in Malacañang on Friday, the Department of Foreign Affairs (DFA) said Marcos will discuss the need to address international issues, which hamper economic growth, including the pandemic, and how to address it. “That would cover food security, energy security, digital transformation and the digital economy, and also climate change in as much as this is very much related to our disaster management efforts in the Philippines,” DFA Assistant Secretary Daniel Espiritu said. However, the DFA official said

the pending Asean free trade agreement (FTA) with the European Union (EU), which has been pending since 2007, is unlikely to be discussed in the summits from November 8 to 13. “We will have a separate commemorative summit in Brussels for Asean-EU in December, and I think that could be a good venue for a discussion on that. Although, there is nothing yet on the table, as far as we are concerned today,” Espiritu said. DFA Spokesperson Teresita Daza confirmed there are attempts to revive the negotiations for the FTA this year. She said the Asean is currently waiting for the response of the EU on its proposed FTA, which it submitted in August.

sued by Asean in April 2021, calls for the immediate cessation of violence in Myanmar as well as the deployment of a special Aseanz envoy in the said country. Last month, the President already committed to bring the representatives of the Myanmar Junta to the negotiating table. “Definitely the President will carry that issue in all the meetings of the Asean,” Espiritu said. Last week, he said Asean held a special foreign ministers meeting in Jakarta, Indonesia to discuss the 11 recommendations for the implementation of the 5-point consensus. The recommendations, he said, may be discussed during the Asean summit next week.

Bilateral talks

AT the sidelines of the Asean Summit, DFA Assistant Secretar y Nathaniel Imperial said Marcos is also expected to hold bilateral talks with Cambodian Prime Minister Hun Sen. “It will be their first meeting

and the first meeting as the new President of the Philippines,” Imperial said. He said Marcos will also meet with South Korean President Yoon Suk-yeol. “Foremost among the topics that they will probably discuss would be the conclusion of the free trade agreement between our two countries. Korea is only the second country with which we will be concluding a free trade agreement after Japan. Aside from that, we have a very robust defense and security cooperation as you well know,” Imperial said. Office of the Press Secretary (OPS) Officer-in-Charge Cheloy E. Trade deficit widens 26.5% in September, PSA data show By Cai U. Ordinario

HE country’s trade deficit widened 26.5 percent in September, latest data released by the Philippine Statistics Authority (PSA) showed. The country’s Balance of Trade in Goods in September 2022 contracted $4.82 billion, which showed a wider deficit compared to the $3.81 billion in

September last year. However, this was a smaller trade deficit compared to the $6.02 billion deficit in August 2022, data showed. “The balance of trade in goods [BoTG] is the difference between the value of export and import,” PSA said. “The trade deficit in the previous month recorded an annual increase of 81.9 percent, while in September 2021, it

was posted at 68.1 percent.” The PSA said the country’s total export sales in September 2022, amounting to $7.16 billion, reflected an annual rate of 7 percent from a contraction of 2 percent the previous month. In September 2021, PSA data showed the total export sales grew at an annual rate of 6.4 percent. Of the top 10 major commodity groups, five recorded annual increases in terms of the value of exports. These were ignition wiring set and other wiring sets used in vehicles, aircrafts and ships (25.4 percent), electronic products (19.3 percent), machinery and transport equipment (7.5 percent), electronic equipment and parts (7 percent), and other manufactured goods (5.6 percent). “The year-to-date annual total export earnings, that is from January to September 2022, amounted to $58.31 billion. This represents an annual increase of 4.7 percent compared with the year-todate annual total export value earned in January to September 2021,” PSA said. Meanwhile, total imported goods in September 2022, which amounted to $11.98 billion, increased at an annual rate of 14.1 percent.

In August 2022, it grew at a faster rate of 26.2 percent, while in September 2021, imports value recorded an uptrend of 22.8 percent. The annual growth in the value of imported goods in September 2022 was mainly due to the increases in imports of seven of the top 10 major commodity groups, with mineral fuels, lubricants and related materials having the fastest annual growth rate of 64.2 percent. This was followed by transport equipment, which rose by 53.3 percent annually; and miscellaneous manufactured articles by 33.7 percent. “The year-to-date annual total import value…from January to September 2022 amounted to $104.96 billion. This represents an annual increment of 24.6 percent from the year-to-date annual total import value of $84.27 billion in January to September 2021,” PSA said. PSA said in September 2022, the country’s total external trade in goods amounted to $19.14 billion, which indicates an annual growth rate of 11.3 percent. In the previous month, the annual increase was faster at 15 percent, while in September 2021, it grew by 15.8 percent.

S businesses learn how to embrace the new normal due to the ensuing health crisis, marketers who are forced by today’s global economic downturn to bring positive outcomes and generate more sales now tap the gig economy to fit in to structural changes post-pandemic, revealed a new study. Hire Digital, a platform that matches leading businesses with world-class digital experts, polled hundreds of senior marketing professionals in Asia Pacific (APAC) to know how they are adjusting and restructuring amid rising inflation and the current Covid-19 situation. The report showed the demand for temporary and part-time workers. Outside expertise are brought in for most non-core activities to launch new campaigns and immediately scale their initiatives. Apparently, 59 percent of senior marketers said there’s been a freelance services growth over the last five years, almost half of the marketing teams indicated that they have already used freelancers or planned to start soon, and 66 percent predict hiring of them to boost their respective organizations. The company also found out that online freelancing marketplaces are reaching traditional outsourcing ways, wherein 34 percent of the participants resort to the former for support compared to 12 percent that continue to consider the latter. “On-demand specialists can bring in fresh perspectives and sometimes also have the ability to think in an unconstrained manner,” said Anil Viswanathan, senior marketing director of Mondelez Foods. Forty-seven percent of the senior marketing practitioners expect their teams to be fully remote. To their edge, teams are beginning to adopt this work setup even if the industry requires frequent collaborations. This holds true for a multinational consumer goods company that took part in the survey. Unilever Global Brand Director

Duygu Ersoy shared: “The challenge of remote working presented itself as an opportunity for us. After Covid, our innovation cycles have improved by 30 percent.” While nearly half are open to work outside of a traditional office environment, 26 percent believe that up to half of their marketing personnel may perform their jobs remotely. A mere 5 percent is uncertain, saying that none of the team should do so. Per its research, Hire Digital discovered problems confronting marketers in the region. Almost a third or 31 percent of those asked agreed that lack of bandwidth and expertise is their biggest challenge in achieving their goals. More specific marketing roles arise with the growing industries. Hence, freelance teams are now filling the increasing demand for certain marketing functions. Nineteen percent of those surveyed perceive that long approval processes are the main hindrances of their success. This is no surprising since the last three years have seen rapid marketing teams revamp. And with marketers working in a hybrid arrangement, delayed communication results to late approvals. The needs and behaviors of consumers, likewise, have transformed from the time the coronavirus hit in 2019. Due to implementation of lockdowns meant to curb the rapid spread of this fatal viral infection, a hyperaccelerated digitalization happened that led to e-commerce surge as they turned more online for information and products they need. “30 years ago, marketing was more art, less science. The job descriptions for marketing reflected that. Today [last five years], marketing has pivoted to more science, less art,” said IBM Global Businesses Services Asia Pacific Chief Marketing Officer Arun Cavale. With the rapidly changing market, marketing teams now harness more consumer data from online transactions for their growth. Washington has long asserted that it can hold detainees indefinitely without charge under the international laws of war. In November 2020, Paracha, who suffers from a number of ailments, including diabetes and a heart condition, made his eighth appearance before the review board, which was established under President Barack Obama to try to prevent the release of prisoners who authorities believed might engage in anti-US hostilities upon their release from Guantanamo. At the time, his attorney, SullivanBennis, said she was more optimistic about his prospects because of President Joe Biden’s election, Paracha’s ill health and developments in a legal case involving his son, Uzair Paracha. The son was convicted in 2005 in federal court in New York of providing support to terrorism, based in part on testimony from the same witnesses held at Guantanamo whom the US relied on to justify holding the father. In March 2020, after a judge threw out those witness accounts and the US government decided not to seek a new trial, the younger Paracha was released and sent back to Pakistan. In its statement on the elder Paracha’s repatriation, the DOD said 35 detainees remain at Guantanamo Bay as of Saturday, and that of 20 of them are eligible for transfer.

SLAMABAD—A 75-year-old from Pakistan who was the oldest prisoner at the Guantanamo Bay detention center was released and returned to Pakistan last Saturday, October 29, 2022, the foreign ministry in Islamabad and the US Defense Department said. Saifullah Paracha was reunited with his family after more than 17 years in custody in the US base in Cuba, the ministry added. Paracha had been held on suspicion of ties to al-Qaida since 2003, but was never charged with a crime. Last year in May, he was notified that he had been approved for release. He was cleared by the prisoner review board, along with two other men in November 2020. As is customary, the notification did not provide detailed reasoning for the decision and concluded only that Paracha is “not a continuing threat” to the United States, according to Shelby Sullivan-Bennis, who represented him at his hearing at the time. The DOD said in its Saturday statement that the US appreciates “the willingness of Pakistan and other partners to support ongoing US efforts focused on responsibly reducing the detainee population and ultimately closing the Guantanamo Bay facility.” In Pakistan, the Ministry of Foreign Affairs said it had completed an extensive inter-agency process to facilitate Paracha’s repatriation. “We are glad that a Pakistani citizen detained abroad is finally reunited with his family,” the ministry said. AGAYAN DE ORO CITY— Members of senior citizen organizations are pushing for equal opportunities for the elderly in getting social pensions. In an interview on Thursday, Benjamin Medina Sr., 80, president of the Office for Senior Citizens’ Affairs (OSCA) in Laguindingan, Misamis Oriental, said present social pension programs need to become inclusive. “Whether you are poor or a retiree from the government or private sector, everyone should be getting social pension,” he said. Medina, who is also the national president of the Federation of Senior Citizens of the Philippines, noted that current social pensions are only available to those considered “indigent,” leaving out retirees who worked in industries because they are getting retirement pensions from either the Social Security System or the Government Service Insurance System. During the October 26 and 27 regional summit organized by OSCA and the National Commission on Senior Citizens (NCSC) here, Medina brought up the concern and other issues affecting the elderly. “We are hoping that they will listen to our concerns, as they [NCSC] explained to us, their directions are promising,” Medina said. ing rules and regulations that would transfer programs for senior citizens from the Department of Social Welfare and Development. “We want to strengthen the enforcement of laws and policies that sought to protect the rights of our senior citizens,” he said. According to data from the Philippine Statistics Authority, 12,336,355 Filipinos are 60 years and older as of May 2020—11.31 percent of the estimated 109,035,343 population of the Philippines. The Department of Social Welfare and Development said there are 4,079,669 indigent senior citizens who are receiving P500 social pension every month this year. This is higher than the 3,203,731 in 2021 and the 930,222 in 2015. On May 31, 2022 the House of

Representatives adopted the Senate version of the bill that seeks to hike elderly pension to P1,000, which was approved on final reading on May 30. It was sent to Malacañang for the president’s signature because there was no longer a need for a bicameral conference committee to settle disagreeing provisions. President Rodr igo Duter te failed to sign the measure, but the bill lapsed into law on July 30, making the legislation a legacy of the 18th Congress. Based on the communication sent by Malacañang to Senate President Juan Miguel Zubiri, RA No. 11916, or the Social Pension for Indigent Senior Citizens Act of 2022, was only one of the more than 100 bills that lapsed into law.

The new law, which will increase the monthly social pension of poor senior citizens, directs the National Commission on Senior Citizens to distribute the cash aid instead of the DSWD. The law provided options other than cash payout for the social pension, the transaction fee of which will not be charged to the recipient. Currently, DSWD field offices distribute the cash aid every three months. Based on the “eligibility criteria” of the DSWD, senior citizens who are eligible for the government’s social pension program are the following: Frail, sick or with disability; without pension from government and private institutions; no permanent source of income; and no regular support from family or relatives for basic needs. HE HAGUE, Netherlands— Hannah Pick-Goslar, one of Jewish diarist Anne Frank’s best friends, has died at age 93, the foundation that runs the Anne Frank House museum said. The Anne Frank Foundation paid tribute to Pick-Goslar, who is mentioned in Anne’s world-famous diary about her life in hiding from the Netherlands’ Nazi occupiers, for helping to keep Anne’s memory alive with stories about their youth. “Hannah Pick-Goslar meant a lot to the Anne Frank House, and we

could always call on her,” the foundation said in a statement. It did not give details or the cause of her death. Pick-Goslar grew up with Anne in Amsterdam after both their families moved there from Germany as Adolf Hitler’s Nazi party rose to power. The friends were separated as Anne’s family went into hiding in 1942 but met again briefly in February 1945, at the Bergen-Belsen concentration camp in Germany, shortly before Anne died there of typhus. Before World War II, their families lived next door to one another in

Amsterdam, and Anne and Hannah went to school together. Pick-Goslar recalled attending her friend’s 13th birthday party and seeing a red-and-white checkered diary that Anne’s parents gave their daughter as a gift. Anne went on to fill it with her thoughts and frustrations while hiding from the Nazis in a secret annex in Amsterdam. Anne’s father, Otto, published the diary after the war. NE day, as the Zen monk Yaoshan was sitting in meditation, his teacher Shih-t’ou asked him, “What are you doing?” Yao-shan said, “I’m not doing anything.”

Shih-t’ou replied, “Then you’re just being idle.” Yao-shan said, “If I were being idle, then I’d be doing something.” Remember the time when we used to joke that “Recess” was our favorite subject? It turns out that it’s no longer a joke. It’s now for real, although it comes under a new subject title: “Do Nothing.” From what I’ve gathered, the “Do Nothing” class is an actual course at Lawrence University in Wisconsin, USA. The one credit class meets for an hour once a week, and students get a grade of Satisfactory or Unsatisfactory (S/U) in lieu of receiving the traditional letter grade. As a student, you won’t be required

to write papers or study for a final exam. Instead, all you need to do: show up to class, put your phone or laptop away and participate. Yes, just those three simple, stress-free things. No way you can fail this. You may think it’s just loafing around. But it’s really a course on self-care. The idea is to help you to de-compress or chill out by providing a safe space away from technology and the demands of academics. One student notes: “Every Tuesday, for one hour, I come to class with no pressure or expectations and get to remove myself from the academic stress all around me.” Many of those who attend the class swear that their pulse has gone down. The “Do Nothing” class is the brainchild of Prof. Constance Kassor. Kassor explains: “We’re trying to equip them with some skills and resources to combat their stress, in order to promote creativity and deep learning.” Different faculty and staff teach mindful walking, deep listening, tai chi, or meditation, all designed, Kessor says,

high school and college curricula because it would have a lifelong positive impact in terms of helping young people learn to cultivate and practice self-care. Has anyone noticed the rise in the incidence of teen suicides? Nearly one in five young Filipinos have considered ending their life, according to findings of a nationwide survey released by the University of the Philippines Population Institute (UPPI) in October 2022. This has more than doubled between 2013 and 2021. But let’s not stop with campuses. There’s also a similar red flag in our workplaces, populated by supposedly mature adults. A recent study done by MindNation (2022) shows that more than half of Pinoy workers suffer mental issues. It says: “What is furthermore alarming is that there is an average of eight percent among the employee population in every company who are suicidal and are thinking of self-harm.” The reasons are Covid-19 fears, financial pressures, worker performance pressure, difficulty in handling work and family. Clearly, young and mature alike, we all need a “recess” in our

daily life, a physical or virtual space for self-healing. Companies can do their employees a big favor by setting aside a room or space to do nothing, heal and zone out that encourages a daily practice of self-care. We can probably have cafes, nooks or no-activity relaxation areas like in South Korea where over coffee, you just sit and stare in quiet surroundings or read, write, meditate or simply listen to soft music. Koreans call it “hitting mung,” a slang word which means “to space out” or to describe a state of being totally zoned out. Will DepEd and CHED be open to this idea? I doubt it. They would probably just sit on the suggestion and do nothing about it. Still, I look to the time when I could ask my grandkids: “What did you do in class today,” and they would answer: “Nothing.” How about imagining your kid coming home with some happy news for a change: “Mommy, look at my card. US, SPARK! Phils. open academy for Bohol’s women-biz owners

HE United States Embassy and SPARK! Phils. are further promoting the economic empowerment of women through education and mentorship. This was realized on October 22 with the launch of the Academy for Women Entrepreneurs (AWE) in Bohol, geared to train women from difficult backgrounds: survivors of violence, illegal recruitment, human trafficking and armed conflict, on entrepreneurship. Members of indigenous groups will also be prioritized. “We are confident that AWE will help rebuild livelihood op-

portunities for local communities [and empower more women in the] Visayas, especially in light of recent disasters, and contribute to creating more resilient societies,” shared Assistant Cultural Affairs Officer Pauline Anderson of the US Embassy. Throughout the three-month long program, beneficiaries would take courses that will equip them with the knowledge and skills nec-

essary to build and expand their own businesses. These include Market Research, Laws And Regulations, Business-Plan Creation, Cash-Flow Projection, and Digital Marketing. A second AWE cohort also led by SPARK! Phils. will be launched in Zamboanga del Sur in December. “We are honored to have the [chance] to run two cohorts of AWE in the Philippines. Launching AWE in Bohol and Zamboanga del Sur will give women from the marginalized sector more access to economic opportunities,” said SPARK! Phils. Launched by the US State Department’s Bureau of Educational and Cultural Affairs in 2019, hybrid program AWE combines the use of DreamBuilder—an online business training curriculum developed by Arizona State University’s Thunderbird School of Global Management—with in-class mentoring and facilitation. FTER more than a decade that some preschoolers in Cebu had no permanent place to learn, Aboitiz Group’s subsidiary and corporate social responsibility arm have now provided them a permanent structure for studying. This was made possible after Cebu Private Power Corp. (CPPC) and the Aboitiz Foundation Inc. (AFI) recently donated a new daycare center to Barangay Ermita in Cebu City—which was timely since in-person classes have resumed after the two-year break caused by Covid-19 lockdowns. In 2013 a fire hit an area of the community, which left thousands of residents homeless. The incident likewise left young learners “school-less,” as the nursery in the neighborhood was razed to the ground. With the displacement of the residents following the incident, the area was reclaimed by the city government and was then converted into a parking lot. Together with her co-educators,

Globe, Google Phils to provide 39K certified courses for IT upskilling

AKING its investments in education further, Globe has partnered with Google Phils. to provide 39,000 scholarships on advanced information-technology (IT) certificate courses by arming low-income students and jobseekers with work-ready skills. Under the tie-up, Globe and government stakeholders will invite qualified recipients for the Google Career Certificates program, and also track their progress. Google Career Certificates provide a suite of flexible online training programs spanning three to six months, which are available at Coursera.org. It is open to everyone 18-years-old and above, and requires no previous degree or experience. There are four certificate options: IT Support, User Experience Design, Data Analytics, and Project Management. “Google is committed to supporting the Philippines’s economic growth through the opportunities created by the country’s growing digital economy,” said Bernadette Nacario, Google Phils. country director. “With unemployment rate at 5.2 percent and rapidly growing job postings in tech, Google hopes to address the digital skills gap and improve the lives of thousands of Filipinos for themselves and their families by providing free Google Career Certificates.” Globe will make the new service accessible to its Globe Prepaid and TM customers, partner-schools and local government units.

Nenita Riveral, who has been teaching preschoolers there for 13 years, had to “borrow” classrooms from other day-care centers in the village for a while. They had to lease small spaces from various landlords between 2015 and 2019, and then move from one place to another whenever their rents expired. “We’re grateful that we now have our classrooms since we only used to rent a place back then. We also no longer need to move whenever our lease expires, which

allows the barangay to save on expenses. Thank you, CPPC, for helping us,” Riveral said in Cebuano. The facility was constructed in August and completed the second week of September. The airconditioned center houses two classrooms, with each able to accommodate 15 learners. At present 60 students from two of the five sitios in the community—Warwick Barracks and Kawit—are enrolled. “We only requested a simple structure that we can use temporarily, but CPPC gave us more than

we expected,” said Chairman Mark Miral of Brgy. Ermita. According to CPPC Operations Manager Bernie Buanghug, the company hopes that the day-care center will become a safe place where preschoolers in the community can learn and grow: “Through these projects, we hope to continue uplifting the lives of the communities we serve. This is our contribution to the AboitizPower purpose of transforming energy for a better world.” The AboitizPower unit believes in the importance of education among the youth, and has long been at the forefront of promoting its development in Ermita. In 2018 the firm donated technical-vocational equipment to Don Carlos A. Gothong Memorial National High School to help students maximize their skills. CPPC operates and manages an oil-fired power plant in Cebu City, embedded within the franchise area of AboitizPower subsidiary Visayan Electric Co. It delivers power directly to the distribution utility’s circuits and its customers.

HE Gokong wei Brot hers Foundation (GBF) recently kicked off its 30th anniversary celebration by highlighting its thrust of promoting science, technology, engineering and mathematics (STEM) education in the Philippines, with the belief that this is the way to build the future. “With our common goal of making lives better, GBF creates meaningful breakthroughs in the field of education,” said Lance Gokongwei, GBF chairman and head of the Gokongwei Group. The Gokongwei family believes STEM education is a driving force in sustainable national development, the stepping stone to success for many Filipinos, and the path to industrialization for the country as a whole. With its long-standing commitment to support the growth of STEM learners, GBF offers different scholarship programs for students in high school, technical-vocational (tech-voc), and college. To date GBF is the largest privatesector provider of STEM scholarships in the country. It has so far aided a total of 1,841 STEM scholars, with 1,116 graduates. Among these programs is the “STEM Scholarship for Excellence,” accorded to underprivileged and deserving STEM college students from centers of excellence. By far, 82 percent of graduates went on to work at Gokongwei Group companies. In partnership with the group’s business units, scholars are given employment opportunities after graduation. Another one, the “Next Gen Scholarship for Excellence,” extends support for college education of children or siblings of Gokongwei Group employees. Meanwhile, “Iskolar ni Juan,” housed at GBF’s Technical Training Center in Laguna, is a one-year tech-voc training for disadvantaged senior-high school graduates. Jhia Valencia, a breadwinner who lost her father at a young age, was supposed to stop at Grade 8 until GBF took her in under the “Iskolar…” program. She is now one of the 88 graduates employed by URC. Valencia shared that because of the employment opportunity by “Iskolar…,” she was able to land a job. She realized how far she has come, as her dreams for her family and herself are suddenly materializing. These, according to her, will contribute to raising their quality of life.

Such makes MCU one of the first universities in the Philippines to embrace the learning setup. “[We and our learners…encounter] challenges of holding face-to-face classes daily,” said Dr. Renato C. Tanchoco, MCU’s vice president for Planning and External Affairs. “[The university is] introducing new hybrid and hyflex setups that our students and educators can adapt for a more effective and engaging learning experience.” MCU has ensured that its safety protocols, including fully-vaccinated faculty and staff, are in-check for the upcoming school year. It strictly adheres to guidelines of the national government and agencies as part of its advocacy to be the safest and greenest campus in the country.

The university has also instituted a disinfection schedule for classrooms and offices before and after every use. Furthermore, it implements a strict “no face mask, no entry” protocol, as well as regular temperature checks. Moreover, the university has also developed its “MCU Trace” contact-tracing app, which contains an online health declaration system. Complementing these efforts are isolation rooms and handwashing stations in strategic locations to prevent the spread of deadly viruses. Exciting things are ahead for MCU because, in addition to these modern upgrades in its education system, the university is planning an overall renovation, in collaboration with renowned architect Felino “Jun” Palafox Jr. Gearing up for the future, MCU’s management said it is constantly working on new ways for the university to improve and evolve.

GBF believes the future of STEM education will be driven by the quality of STEM teachers. Thus, the foundation is now prioritizing elevating the quality of teachers through professional development. The “TeachSTEM” scholarship is open to in-service and aspiring STEM teachers who wish to complete a Bachelor’s or Master’s degree in Science or Math Education. GBF assertively pushes its teacherscholarship program, as it believes educators have a multiplier effect translating to a larger impact on more learners. GBF TeachSTEM Scholar Coleen Kaye Moscaya is now able to achieve her childhood dreams as an Iloilo Community volunteer teacher. “My decision to become a teacher was influenced by my mother…Seeing children and their hunger and thirst for knowledge, for attention and for love: These helped me develop into a teacher who wants to change lives; a teacher who wants to see [her students become] successful someday,” imparted Moscaya. GBF partakes in building educator-communities for continuous development. Earlier this year it launched “STEM Collab:” a teachers’ capacity-building program using peer learning. Over the last several years the

foundation has also been extending support to University of the Philippines-National Institute for Science and Mathematics Education Development’s “KaScience at KaMath,” or “KaSaMa” community, to provide quality webinars and resources to more than 5,000 teachers. In 2021 GBF collaborated with IDEO, a global design-thinking consultancy firm to help create a flagship program that will help improve the quality of STEM teachers in a scalable and sustainable way. It engaged 130 global education experts: local teachers, students, universities, and government agencies. The foundation is currently developing a learning app for educators to provide just-in-time resources and coaching for the improvement of their subject mastery and teaching strategies.

Supporting centers of excellence

EXTENDING comprehensive aid to the education sector, GBF has partnered with academic institutions to build quality learning facilities, while fostering quality education among scholars and educators. The foundation has donated to 25 schools, including two of the country’s top universities: Ateneo de Manila University (ADMU), which established the John Gokongwei School of Management in 2002; and De La Salle University, which founded the Gokongwei College of Engineering in 2011. In 2021 GBF partnered once again with ADMU for an endowment made to the Gokongwei Brothers School of Education and Learning Design, which seeks to improve the country’s educational policy and practice through its programs.

Helping learners, educators

EARLIER this year the foundation expanded its initiatives to improve the education landscape by building local communities through multisectoral collaboration. GBF worked with JG Summit Olefins Corp., AHA Learning Center, Huawei, and the Batangas City local government unit to launch “Juan Kapatid Batangas:” a remedial program in reading and math conducted in Simlong Elementary School. Active pupils showed improvement in their numeracy and literacy skills as they gained confidence in their learning. Now in its 30th year GBF renews its commitment to support the country’s progress by providing quality education to the STEM work force. By 2025 GBF aims to assist 1 million learners and 10,000 educators—an ambition that will improve the lives of its beneficiaries, communities, and the nation as a whole. “Much has been achieved, but much work remains, as challenges in education abound, especially postpandemic,” shared Lisa Gokongwei at the GBF 30th anniversary kickoff and the joint Gokongwei Group master brand launch. “As the founder-generation has built—against all odds—a leading business in the nation, we hope [to] play our part in educating a generation of Filipinos ready to take on the challenges of a new world.”

fter a long travel hiatus, there’s nothing like an island with a white sandy beach, an ocean breeze, and clear, turquoise waters, sans the crowds, to put your mind at ease. Located in Oslob, at the southern tip of Cebu, the small and breathtakingly beautiful 24-hectare Sumilon Island fits that bill perfectly. Joining a media familiarization tour sponsored by the island ’s Bluewater Sumilon Resort (the only resort on the island and one of three Bluewater Resort locations, the others being in Maribago in Cebu and Panglao in Bohol) and Cebu Pacific Air (CPA), our gateway from Manila to the island would be Sibulan Airport, near Dumaguete City. Cebu Pacific flies from Manila to Dumaguete City 24 times weekly and from Cebu City 10 times weekly in Negros Oriental. Getting to the island entails a short 3.5-km. (10 min.) drive from the airport to Sibulan Ferry Terminal and a 10-km (15min.) drive from Liloan Port in Santander to the resort’s Welcome Center at Bancogon, Oslob, and sea transfer (20-min. ferry ride from Sibulan Port, across the Tanon Strait, to Liloan Port in Santander, Cebu and a 10-min. ferry ride from resort’s Welcome Center at Bancogon, Oslob to the island) but, in the end, the reward was great, a light at the end of a tunnel.

First, a sumptuous buffet lunch spread welcomed us at the resort’s restaurant beside the natural lagoon and new swimming pool. The resort now has two, the other being an inviting outdoor infinity swimming pool, overlooking Oslob, with a breathtaking view of the beach. Next, we were checked in at spacious, tastefully, and comfortably decorated, 77-sq-m air-conditioned premiere de luxe rooms (one of 14). The rooms had a high ceiling and impressive interiors with 2 very comfortable queen-size beds with many fluffy pillows, a big private bathroom with hot/cold shower and a skylighted ceiling, cable TV with DVD player, a work desk, coffee/tea making facility, minibar and a private veranda with lounge chairs. A platter of assorted fruits welcomed us inside our room. The resort also had 14 smaller, 58.35sq-m deluxe rooms and 1 and 2-bedroom villas. The latter, aside from having the de luxe room amenities, also has a dipping

pool and a free-standing bathtub for the 2-bedroom villa. Lounge areas, with seats and hammocks, are located along the seaside and wooden stairs lead guests to a pocket beach where, if you are lucky, you can spot black tip sharks. The rest of the day was spent relaxing in our room and, come evening, a dinner of grilled seafood, chicken, and pork was served, al fresco, at the island’s shifting white sandbar (noted for its changing and shifting patterns depending on the time of year). The next day, after a buffet breakfast at the restaurant, a full day of resortsponsored activities awaited us at the Oslob mainland. From Bancogon Port, a 22-km /45 minute drive brought us to Brgy. Tanawan where we were to experience bonding with whale sharks (butanding or tuki to the locals). After a short orientation, we donned life vests and snorkels, boarded outrigger boats, and,once in about 25 ft of water, encountered these gentle giants attracted by krill (uyap), their favorite food, thrown by the boatmen. From here, a short 10-minute drive, plus a motorcycle (habal-habal) ride,

brought us, inland, to the postcard-pretty, imposing, and multi-tiered Tumalog Falls where we washed away the salt, from our previous butanding interaction, from its 4-ft deep waters. Lastly, we delved into the town’s historical past at the Municipal Heritage Park at the Poblacion. The massive, Spanish-era (circa 1847) Church of Our Lady of the Immaculate Conception has a 4-story, 30-m high bell tower on the left and the restored convent on the right. On the left of the church is Calle de Aragones, the town’s oldest street (built in 1879), at the end of which is the unfinished (constructed halted with the arrival of the Americans in 1899) cuartel (barracks) of the Guardia Civil. Parallel to the coast is a partly-

ruined, hexagonal baluarte (watchtower), one of seven (another is on Sumilon Island itself) built by warrior-priest Fr. Julian Bermejo. We capped our town tour with a lunch of delicious street food at the nearby Nhinz Larangan Grill and Restaurant. After merienda back at the resort, Bamm Adina, Tina Alpad and I explored the island via a nicely laid out hiking trail, through lush forests, making stopovers at the lighthouse and the 2-story, Spanishera baluarte (watchtower) before making our way down to the shifting sandbar and returning to our suites. Dinner was again served al fresco, this time along the beachfront of the resort. I capped my day with a soothing massage at my suite. The next day, after breakfast, Tina, Louise Lizan, Bamm and I did some kayaking at the pristine natural lagoon with its thick forest mangrove. Before departing for Manila, we still had time for a guided snorkeling tour of the marine sanctuary (the country’s first Marine Protected Area, declared as such in 1974 by the initiative of the Silliman University Marine Reserve) off the Shifting Sandbar. Here, under the sparkling clear blue waters, we explored large, blossoming coral formations and its vibrant community of fish. The island has waters 2 to 5 m deep and 200 m wide plus a drop-off of about 100 m off the southwest coast with spectacular underwater life. Dive sites here, with 30 m plus visibility, include Coral Landscape, Garden Eel Plaza, Julie’s Rock and Nikki’s Wall and diving season is all year round. The resort also has a dive shop (Aquamania Dive Shop) offering scuba diving gear. Diving in Sumilon is perfect in combination with a trip to the whale sharks of Oslob.

Instagram trying to reconnect users locked out of accounts NEW YORK—Instagram said it was working on an issue that left a seemingly large number of users locked out of their accounts on Monday morning. Some users reported seeing a message that they were locked out but were still able to scroll through their feeds. Others posting on Twitter said they were completely shut out. Some reported that their number of followers dropped, presumably because

those accounts were locked. The number of people complaining of being locked out of their accounts began to spike around 8:30 am Eastern. It was unclear whether the problem was an internal issue or whether the social-media site had been hacked. “We are aware that some Instagram users in different parts of the world are having issues accessing their Instagram accounts,”

said a spokesman for Meta. “We’re working to resolve the issue as quickly as possible and apologize for the inconvenience.” Users flooded social-media platforms about the issue and Instagram acknowledged the problem on Twitter at 10:14 am Eastern. In a couple of hours, the tweet had received more than 14,000 comments and was retweeted more than 40,000 times. AP

Saudi Arabia cuts oil prices for Asia as economies slow

AUDI ARABIA lowered most of its oil prices for its main market of Asia in a sign of weakening with the global economic slowdown.

State-controlled Saudi Aramco cut the price of its key Arab Light grade for December sales to Asia by 40 cents to $5.45 a barrel above the regional benchmark. Refiners and traders predicted a drop of 35 cents, according to a Bloomberg survey.

Cities seek to control camping amid growing homeless crisis

ORTL AND, Oregon—The tents proliferating on sidewalks in dow ntow n and residential neighborhoods across Portland, Oregon, are fueling a debate that’s playing out in cities nationwide as the homelessness crisis in the US explodes: Should camping be banned anywhere except in sanctioned sites? Republican-led states including Texas and Missouri have passed laws in the past couple years prohibiting street camping, while diverting money from affordable housing projects to short-term shelter solutions. Now, after decades of struggling to tackle homelessness, some progressive West Coast cities are considering similar plans. Portland City Council members will vote Thursday on a proposal to create at least three large designated campsites and ban the rest of the roughly 700 encampments currently scattered across the city. More than 3,000 people are living without shelter in Portland, a 50 percent jump from 2019, according to the proposal. “Our approach, frankly, is not working,” Portland Mayor Ted Wheeler, who has struggled to

address homelessness since he took office in 2017, said as he opened public comment before the council vote Thursday. “There is nothing humane or compassionate about leaving Portlanders to suffer on the streets alone.” But opponents say the camping restrictions effectively criminalize homelessness and fail to address its root causes. “As visible homelessness has increased, there is also an increase in pressure from the public and from others for elected officials and other folks in positions of authority to address that issue,” said Ann Oliva, CEO of the National Alliance to End Homelessness. “What’s starting to happen is that the way to immediately address an issue that is at its core an affordable housing problem is to try and remove people from public view.” Portland’s soaring homelessness has become a top concern for the vast majority of residents and has prompted legal action. Pelosi said, “Paul remains under doctors’ care as he continues to progress on a long recovery process and convalescence. He is now home.” Law enforcement officers who responded to the break-in early last Friday witnessed Paul Pelosi being struck in the head with the hammer at least once, according to court documents. Officials said the assault was captured on the officers’ body cameras. Pelosi was taken to Zuckerberg San Francisco General Hospital and Trauma Center. Speaker Pelosi said her husband was grateful to the 911 operator who directed police to the family residence, emergency responders, ICU staff and the entire hospital staff for “their excellent and compassionate life-saving treatment.” “The Pelosi family is thankful for the beautiful outpouring of love, support and prayers from around the world,” she said. Paul Pelosi’s release from the hospital comes as a federal official says the Canadian man accused of breaking into their home and attacking him should have been

flagged by immigration officials and blocked from getting back into the US after overstaying his authorized entry more than two decades ago. CNN was first to report Pelosi’s release from the hospital. David DePape, 42, legally entered the United States in 2000 and later left the country and returned a few times, including entering in March 2008 at San Diego’s San Ysidro border crossing, said a US official who spoke on the condition of anonymity because they were not authorized to discuss the matter. Most Canadians are not required to obtain a visa to enter the US as tourists and can stay for up to six months. The official said it was unclear why US authorities admitted DePape after he overstayed his entry in 2000. The Department of Homeland Security did not immediately respond to questions about DePape’s entry to the United States after he violated immigration law. It acknowledged in a statement that DePape was allowed into San Diego from Tijuana on March 8, 2008, but didn’t address any other entries. His public defender, Adam Lipson, said he looks forward to providing him with a “vigorous legal defense.” DePape faces state charges of attempted murder, burglary and elder abuse. He also faces federal charges including attempted kidnapping of a US official. His state case will continue Friday, though the defendant will not appear in the courtroom. An arraignment on federal charges has not been scheduled. In the state court filing, prosecutors detailed the attack in stark terms, saying Paul Pelosi, 82, was knocked unconscious by the hammer attack and woke up in a pool of his own blood. DePape grew up in Powell River, British Columbia, but relocated to California to be with a girlfriend, stepfather Gene DePape told The Associated Press last week. He has three children with two women, he said. Gene DePape said the suspect had lived with him in Canada until he was 14 and had been a quiet boy. DePape’s ex-girlfriend, Bay Area nudist activist Oxane “Gypsy” Taub, told the San Francisco Chronicle she met DePape in Hawaii in 2000. The pair lived in Berkeley and had two children during their 15-year relationship. US officials have long struggled to quantify—let alone track down—people who enter the country legally and overstay visas, believed to be about 40 percent of the population who are in the country illegally. Denver, Colorado, and Austin, Texas, have also passed ordinances both banning public camping and allowing sanctioned campsites. Denver has opened several “safe outdoor spaces” since 2020 where tents, food and other services are provided. In Austin, the Esperanza community is a sanctioned encampment that serves about 150 people and is currently constructing 200 individual shelter units. Cicero Institute, which wrote the model legislation that inspired many of the recent camping ban policies, says creating specific areas where camping is permitted can be a faster solution for cities compared to building affordable housing. Want a more diverse applicant pool? Make your job remote

OMPANIES may be calling workers back to the office, but many want to stay home, particularly those who come from underrepresented groups. Black, Hispanic and female job seekers are making up a greater share of applicants— and new hires—for roles that can be done remotely compared to their White and male counterparts, an analysis released Thursday by LinkedIn finds. Between January 2019 and October 2022, the platform saw a 20 percent increase in the share of female applicants applying to fully remote jobs, compared to a similar decrease in male applicants over the same time period. The analysis also found a notable increase in interest for those kinds of jobs among Black and Hispanic people. LinkedIn analyzed 1 million accounts belonging to each men and women, as well as 300,000 accounts each for Black and Latinx members who chose to share demographic data about themselves. Andrew McCaskill, a LinkedIn career expert, said the application rates will only grow increasingly important as the number of remote jobs decrease. Before March 2020, 2 percent of paid job listings in the US on the platform were remote, he said. The number of remote job listings jump to 20 percent during the pandemic and has since leveled out to 15percent. In the UK, it’s 12 percent. Workers still want those jobs: 52 percent of applicants on LinkedIn are applying for remote positions. “More and more people want remote work, but we’re having fewer and fewer remote jobs, and more and more companies are asking people to not only not have remote jobs, but to come back into the office,” McCaskill said. “That disconnect might become a problem

as our companies start to look at, ‘how do we attract that talent?’” Black workers in particular were more likely to prefer remote work throughout the pandemic, surveys found, with many saying it allowed them to escape some of the biases they faced at the office. Women with children also say it’s helped them better balance the demands of work and home life. There are career downsides to staying home. Older bosses are more likely to want workers in the office, and the phenomenon of “proximity bias” persists, where just being seen in the office can affect performance evaluations, promotions and job security, research has found. A recent survey found that remote workers are more likely to be seen as lazy by their in-office colleagues. Women and workers of color, who already face an uphill battle at work, might be penalized for working remotely. Though remote work is just one facet of overall company culture, McCaskill suggests it may be make-or-break when it comes to hiring a diverse team. Remote jobs can also widen the pool of where applicants are from. He pointed to the fact that 57 percent of the Black population in the US lives in the south and may not want to move away from established support systems and a certain quality of life. “Remote work opens the aperture for someone in Jacksonville, Florida, or Nashville, Tennessee, or Hattiesburg, Mississippi, to get a tech job without moving to Silicon Valley,” he said. “As we start to look at the talent pools and the opportunities for equity and inclusion, remote work has to be a thought process as it relates to how talent will ultimately gravitate towards companies that lean into flexibility.”

US, Taiwan plan in-person trade talks as China tensions simmer

HE US and Taiwan will hold in-person trade talks in New York next week as they deepen ties despite opposition from China, which claims the island. The“conceptual discussions”on the US-Taiwan Initiative on 21st Century Trade—a plan first announced in June—will take place on Nov. 8 and 9 and will involve representatives from the National Economic Council, Commerce and Treasury departments, the Office of the US Trade Representative, which will lead the delegation, said in a statement on its website Thursday. The US-Taiwan trade initiative aims to reach agreements in areas including trade facilitation, good regulatory practices, strong anti-corruption standards, and

addressing distortive practices of stateowned enterprises. It was first announced weeks after President Joe Biden launched the Indo-Pacific Economic Framework in May, a deal designed to counter China’s influence in the region that didn’t feature Taipei despite more than 50 senators urging Biden to include the island. Since then, Washington’s relationship with Beijing has become even more strained over Taiwan, a self-governed democracy China deems its own territory. UN chief Guterres warns planet is heading toward ‘climate chaos’

NITED NAT IONS —UN Secretary-General Antonio Guterres warned Thursday that the planet is heading toward irreversible “climate chaos” and urged global leaders at the upcoming climate summit in Egypt to put the world back on track to cut emissions, keep promises on climate financing and help developing countries speed their transition to renewable energy. The UN chief said the 27th annual Conference of the 198 Parties of the UN Framework Convention on Climate Change—better known as COP27—“must be the place to rebuild trust and re-establish the ambition needed to avoid driving our planet over the climate cliff.” He said the most important outcome of COP27, which begins Nov. 6 in the Egyptian resort of Sharm el-Sheikh, is to have “a clear political will to reduce emissions faster.” That requires a historical pact between richer developed countries and emerging economies, Guterres said. “And if that pact doesn’t take place, we will be doomed.” In the pact, the secretar ygeneral said, wealthier countries must provide financial and technical assistance—along with support from multilateral development banks and technology companies—to help emerging economies speed up their renewable energy transition.

Guterres said that in the last few weeks, reports have painted “a clear and bleak picture” of global-warming greenhouse gas emissions still growing at record levels instead of going down 45 percent by 2030 as scientists say must happen. The landmark Paris agreement adopted in 2015 to address climate change called for global temperatures to rise a maximum of 2 degrees Celsius (3.6 degrees Fahrenheit) by the end of the century compared to pre-industrial times, and as close as possible to 1.5 degrees Celsius (2.7 degrees Fahrenheit). Guterres said greenhouse gas emissions are now on course to rise by 10 percent, and temperatures are on course to rise by as much as 2.8 degrees Celsius under present policies by the end of the century. “And that means our planet is on course for reaching tipping points that will make climate chaos irreversible and forever bake in catastrophic temperature rise,” the secretary-general warned. He said the 1.5 degree goal “is in intensive care” and “in high danger,” but it’s still possible to meet it. “And my objective in Egypt is to make sure that we gather enough political will to make this possibility really moving forward,” the UN chief said. “COP27 must be the place to close the ambition gap, the credibility gap and the solidarity gap,” Guterres

said. “It must put us back on track to cutting emissions, boosting climate resilience and adaptation, keeping the promise on climate finance and addressing loss and damage from climate change.” Rich countries, especially the United States, have emitted far more than their share of heat-trapping carbon dioxide from the burning of coal, oil and natural gas, data shows. Poor nations like Pakistan, where recent floods left a third of the country under water, have been hurt far more than their share of global carbon emissions. Loss and damage has been talked about for years, but richer nations have often balked at negotiating details about paying for past climate disasters, like Pakistan’s flooding this summer. “Loss and damage have been the always-postponed issue,” Guterres said. “There is no more time to postpone it. We must recognize loss and damage and we must create an institutional framework to deal with it.” The secretary-general said Thursday that “getting concrete results on loss and damage is the litmus test of the commitment of the governments to close all of these gaps.” “COP27 must lay the foundations for much faster, bolder climate action now and in this crucial decade, when the global climate fight will be won or lost,” Guterres said. RUSSELS—New far-right Italian Premier Giorgia Meloni used her first visit to European Union headquarters in Brussels Thursday to declare that Italy will be a force to reckon with in EU affairs, leaving it unclear whether that was a promise or a threat from one of the bloc’s powerful founding members. Her first foreign trip after brokering Italy’s only far-rightled government since World War II was not the ordinary kind of visit by a new leader of a major EU nation seeking to renew unshakable bonds with the 27-nation bloc. For some, it brought the far right into the walls of the EU just as the bloc faces crises on many fronts. Meloni emerged energized from the meetings with the EU’s most powerful officials: European Parliament President Roberta Metsola, European Commission President Ursula von der Leyen and Charles Michel, the European Council president who chairs all EU summits. Meloni said she had found her counterparts receptive and described the talks as “frank and very positive.” “I am happy with the climate I found here in Brussels. Probably to be able to see and speak with people can help dismantle a narrative about yours truly,” Meloni told reporters. “We are not Martians. We are people in flesh and bone who explain our positions.” She said they discussed the war in Ukraine, the resulting soaring prices for energy and raw materials as well as the heavy migration that Italy shoulders at the EU’s southern border. It’s enough to send shivers down the spine of many EU legislators and officials, who fear the rule of law and revered principles of Western liberal democracy could be hollowed out from within as yet another EU nation turns sharply to the right. Metsola sidestepped the political differences and centered on the common challenges ahead. “I am aware that member states have different realities, but we must find the courage and political will to act as we did during the pandemic, by joining forces,” said Metsola after the meeting. Many, though, are wary of working too closely with Meloni and her far-right-led ruling coalition. On the eve of her visit, her government had to defend a decree banning rave parties against criticism it could be used to clamp down on protests, while it took no action against a neo-fascist march to the crypt of Italy’s late dictator Benito Mussolini. Meloni has been dogged by critics who say she hasn’t unambiguously condemned fascism. The Brothers of Italy, which she co-founded in 2012, has its roots in a far-right party founded by nostalgists for Mussolini. She has retorted that she has “never felt sympathy or closeness for any non-democratic regime, including fascism.” When it comes to the EU, Meloni is expected to criticize the bloc as being overly meddling in national affairs on anything from LGBTQ rights to local economies and too lax on migration. Similar criticism has been heard in Poland and Hungary. For years, Hungarian Prime Minister Viktor Orban, a proponent of “illiberalism,” has increasingly run an obstructionist course in an EU where many major decisions have to be made unanimously. North Korea keeps up missile barrage with launch of ICBM

EOUL, South Korea—North Korea fired at least six missiles into the sea on Thursday, including an intercontinental ballistic missile that triggered evacuation warnings and halted trains in northern Japan, adding to a recent barrage of weapons tests that has escalated tensions in the region. The ICBM test was followed by launches of two short-range ballistic missiles in the morning, drawing swift condemnation by North Korea’s neighbors and the United States, which reacted by extending ongoing joint air force exercises with South Korea. The South Korean and Japanese militaries said North Korea later fired three more shortrange missiles into waters off its eastern coast. Those launches came an hour after a senior North Korean military official issued a statement threatening retaliation over the extension of the US-South Korea drills. Japanese Defense Minister Yasukazu Hamada said the missiles traveled as far as 500 kilometers. The South’s military said the North followed those launches by firing 80 artillery rounds into the eastern parts of maritime buffer zones the rivals created off their eastern and western coasts in 2018 as part of agreements to reduce tensions. On Wednesday, North Korea fired more than 20 missiles, the most it has launched in a single day. After already setting an annual record with dozens of ballistic launches in 2022, North Korea has further dialed up its testing activity since late September, including what it described as simulated nuclear attacks on South Korean and US targets. It has said its tests are meant as a warning against the United States’ military drills with allies South Korea and Japan, which it portrays as rehearsals for a potential invasion.

Experts say North Korea is escalating brinkmanship aimed at forcing the United States to accept it as a nuclear power and at negotiating economic and security concessions from a position of strength. The Biden administration said in response to the launches that it is willing to take “all necessary measures” to ensure the safety of the American homeland as well as South Korea and Japan. It also warned of unspecified “additional costs and consequences” if North Korea ups the ante by detonating a nuclear test device for the first time since September 2017. US and South Korean officials have been monitoring possible test preparations in North Korea for months. The UN Security Council scheduled an emergency open meeting for Friday afternoon to discuss North Korea’s missile launches at the request of the US, Britain, France, Albania, Ireland and Albania. On Thursday morning, South Korea’s Joint Chiefs of Staff said it detected that North Korea had fired an ICBM from an area near its capital, Pyongyang, and then two short-range missiles an hour later from the nearby city of Kaechon that flew toward its eastern waters. The longer-range missile appeared to be fired at a high angle, possibly to avoid entering the territory of neighbors, reaching a maximum altitude of 1,920 kilometers and traveling around 760 kilometers, according to South Korea’s military. It wasn’t immediately clear whether the launch was successful. Japan said it lost track of one of the North Korean weapons, apparently the ICBM, after it “disappeared” in skies above waters between the Korean Peninsula and Japan. Choi Yong Soo, a South Korean

navy captain who handles public affairs for Seoul’s Defense Ministry, didn’t answer directly when asked about the possibility of the ICBM launch being a failure, saying that it is still being analyzed. Citing anonymous militar y sources, South Korea’s Yonhap news agency reported that the missile possibly failed to maintain a normal flight following a stage separation. The Japanese government initially feared North Korea fired a missile over its northern territory but later adjusted its assessment. Japanese Chief Cabinet Secretary Hirokazu Matsuno said the alerts were based on a trajectory analysis that indicated a flyover. The office of Japanese Prime Minister Fumio Kishida broadcast alerts through television, radio, mobile phones and public loudspeakers to residents of the northern prefectures of Miyagi, Yamagata and Niigata, instructing them to go inside strong buildings or underground. There have been no reports of damage or injuries in the regions where the alerts were issued. Bullet train services in some areas were temporarily suspended following the missile alert before resuming shortly. North Korean missile activity is a particular concern in Niigata, which is home to seven reactors at the Kashiwazaki-Kariwa nuclear power plant. Those reactors are currently offline and Japanese authorities say no abnormalities have been detected. On Sado island, just off Niigata’s northern coast, fishermen rushed back from sea at the sound of sirens blaring from community speaker systems. One fisherman told NTV television he no longer feels safe going out to sea.”We really have to be careful,” he said. Adrienne Watson, a spokesperson for the US National Security Council, issued a statement saying the United States strongly condemns North Korea’s ICBM test and that President Joe Biden and his national security team are assessing the situation in close coordination with allies and partners. “This launch, in addition to the launch of multiple other ballistic missiles this week, is a flagrant violation of multiple UN Security Council resolutions and needlessly raises tensions and risks destabilizing the security situation in the region,” Watson said. She said the United States will take all necessary measures to ensure the security of America and its allies South Korea and Japan. One of the more than 20 missiles North Korea shot on Wednesday flew in the direction of a populated South Korean island and landed near the rivals’ tense sea border, triggering air raid sirens and forcing residents on Ulleung island to evacuate. South Korea quickly responded by launching its own missiles in the same border area.
