The government eases alert levels ahead of the holiday season rush, but analysts see muted spending, with higher oil prices continuing to fuel inflation, and jobless numbers still high while wages are low.

HIS early, plan for a modest noche buena. What’s important is still being alive with loved ones. That’s more or less the unwritten advice from experts as the nation cautiously approaches the second Christmas in a pandemic, still haunted by Covid but eager to see once more the malls, parks and usual gathering places for families, especially for children long cooped up at home.
Besides the health protocols that remain in place—even for populations with high vaccination rates—shopping is expected to be muted this year, what with unemployment still high and wages low; this, as a continuing climb in world oil prices has a spillover effect on food and transportation. On Friday, the Philippine Statistics Authority (PSA) reported that inflation had slowed to 4.6 percent in October from the 4.8 percent posted in September. Inflation averaged 4.5 percent in the January to October period. That decline, however, “seems insignificant” given that the slowdown was only two percentage points, in the view of Ateneo Eagle Watch Senior Fellow Leonardo A. Lanzona Jr. Lanzona told the BusinessMirror this reflects supply constraints that may have been caused by high oil prices. Based on reports, oil prices have steadily climbed to around $85 per barrel in the past few months. While he does not expect oil prices to breach $100 per barrel, Lanzona thinks it is likely that oil prices will be the main culprit
should inflation continue to rise in the coming months. Lanzona believes that Christmas spending will remain muted this year since Filipinos still have limited purchasing power given the high unemployment rates. Based on PSA data released on Thursday, some 4.25 million Filipinos remain unemployed in September. Hence, oil prices will likely increase and so will inflation,” Lanzona said. “Our best bet is to look for alternative and climate-friendly sources of energy. The sooner we do this, the greater will be our chances of reducing inflation,” he added. In a message to this newspaper, BPI Chief Economist Emilio S. Neri Jr. said their “external advisers” do not expect oil prices to

reach $100 per barrel given that the supply remains adequate to meet demand. For the remainder of the year, Neri sees inflation remaining near 4 percent. This will be driven by the lower alert level in Metro Manila and the Christmas holiday spending. “Month-on-month inflation can rise rapidly in November and December. However, because of base effects, the year-on-year print will likely slow down through early 2022 before it starts rising again,” Neri said.
PSA: Oil prices’ spillover effects
THE continued increase in international oil prices could have spillover effects causing food to become expensive in the coming months, according to the PSA. In a briefing on Friday, National Statistician Claire Dennis S. Mapa said the higher oil prices have already affected transportation costs in the country. “There are expectations that there will be spillover effects [in the other commodity] groups in the basket, particularly as you mentioned, the food basket. So we will be tracking this in the next months particularly in the last two months kasi holiday season if we already have that spillover,” Mapa said. The National Economic and Development Authority (Neda) said the government has put in place measures to prevent an increase in food prices. “One of the government’s highest priorities amid the mobility restrictions is to ensure stable access to affordable food. The temporary importation of pork has worked in the National Capital Region. We need to leverage this momentum to allow unhampered supply to the wet markets and to all the regions,” Socioeconomic Planning Secretary Karl Kendrick T. Chua said. Meanwhile, the Neda said nonfood inflation increased to 3.8
percent from 3.3 percent due to higher world market prices for oil. Neda said transport inflation accelerated from 5.2 percent to 7.1 percent, primarily due to the uptick in private transport inflation from 16.7 percent to 25.5 percent. However, Neda noted that public transport inflation remained low at 1.2 percent as fares were regulated. “Many countries, particularly net oil importers such as the Philippines, are feeling the impact of the rising world oil prices. We will continue monitoring the global developments so we can urgently respond to the impact of elevated oil prices on ordinary Filipinos, especially our PUV drivers,” Chua said. To help public utility vehicle (PUV) drivers cope with rising fuel prices, Chua said the government has provided cash grants amounting to P1 billion for some 178,000 eligible drivers for the remainder of the year. The Inter-Agency Task Force has also approved the increase of passenger capacity for PUVs in Metro Manila and adjacent provinces to 70 percent from 50 percent starting November 4. Neda said this is amid the declining number of Covid-19 cases. The government is confident that this increase in transport capacity will enable drivers to earn more income while making it easier for people to travel.
Annual increments also eased in the indices of clothing and footwear at 0.6 percent; and restaurant and miscellaneous goods and services, at 2.8 percent. On the other hand, annual upticks were higher in the indices of housing, water, electricity, gas and other fuels at 3.1 percent; health, 3.3 percent; and transport at 6.3 percent. “The indices of the rest of the commodity groups either retained their previous month’s rates or had zero percent annual growth during the month,” PSA said. In Areas Outside of NCR (AONCR), PSA said, inflation slowed to 5 percent in October 2021, from 5.2 percent in September 2021. Inflation in AONCR in October 2020 was posted at 2.5 percent. “Eight regions in AONCR exhibited lower inflation during the month. Among the regions in AONCR, the lowest inflation was still
recorded in Bangsamoro Autonomous Region in Muslim Mindanao at 2.4 percent, while the highest remained in Region V [Bicol Region] at 6.6 percent,” PSA said. Inflation in AONCR was primarily pushed down by the lower inflation in food and non-alcoholic beverages index at 5.7 percent in October 2021. Data showed slower inflation was recorded in alcoholic beverages and tobacco; health; education, 0.8 percent; and restaurant and miscellaneous goods and services. Higher annual upticks were noted in the indices of housing, water, electricity, gas and other fuels; furnishing, household equipment and routine maintenance of the house; transport; and recreation and culture. PSA said commodity groups such as clothing and footwear, and communication recorded the same inflation rate in September 2021.
Inflation in the regions
PSA said inflation in the NCR slowed to 3.2 percent in October 2021, from 3.5 percent in September 2021. In October 2020, inflation in the region was noted at 2.5 percent. The slower pace in inflation in NCR was mainly due to the lower annual rate of increase in food and non-alcoholic beverages index at 3.4 percent during the month, from 5.2 percent in the previous month.

Welcome to the next generation of sugar replacements By Larissa Zimberoff | Bloomberg News
W
E’VE entered a new era in our love-hate relationship with sugar. After decades of trying to make substitutes like Sweet’N Low, Splenda and Stevia work for consumers, the sugar-alternative industry is fielding contenders with a better chance at unseating that ubiquitous substance.
The timing seems to be right. According to a recent survey by market research firm Euromonitor, 37 percent of consumers globally are looking for products with no sugar, no added sugar or low sugar. Overconsumption of sugar has long been connected to disease— it’s cited as a contributing factor to obesity, which has tripled globally since the 1970s, and cardiovascular disease, which is the leading cause of death globally. Obesity is also a factor in Type 2 diabetes, which afflicts hundreds of millions of people around the world. In a 2021 nutrition survey on reasons to avoid sugar, more than 57 percent of respondents said doing so “makes them feel healthier.” An equally high percentage reported “it’s better for me to avoid these ingredients.” The coronavirus pandemic has helped accelerate this trend, as some 79 percent of global consumers said they’re planning to eat and drink more healthily over the next year, according to a report by consum-
er research firm FMCG Gurus. Of those consumers, 56 percent plan to reduce sugar intake. In most cases, the new crop of sweeteners are derived from natural substances—including traditional sugar itself, otherwise known as sucrose. In a consumer market increasingly focused on healthier eating, that may come in handy. The mountain, however, is high. Despite decades of medical admonitions, sugar is still pretty much everywhere. It’s currently found in 60 percent of packaged foods sold in the US, which has one of the highest sugar intakes of any nation. One reason for this is clear to anyone who has tried traditional sugar substitutes. Few come close to matching the taste of sucrose in consumer taste tests or have the range in formulation for moisture, flavor and texture suitable for use in packaged foods. Indeed, Rabobank analyst Pablo Sherwell said 85 percent of all sweeteners consumed are still traditional sugar. All told, it’s a

$100-billion market. “The industry isn’t concerned,” he said. But that may not be entirely the case. One industry trade group is already pushing back on how substitutes are presented to consumers. The Sugar Association, which says it represents 142,000 growers, processers and refiners of sugar, said it has asked the US Food and Drug Administration (FDA) to change labeling requirements so as to make it clearer when products contain alternative sweeteners. According to makers of sugar substitutes, Big Sugar has good reason to worry. But among the would-be challengers, taste isn’t the only problem to solve: price is an issue, too.
Allulose
MOST prominent among alternative sweeteners is a rare type of sugar called allulose. First discovered in wheat in the 1940s, it’s onethird less sweet than sugar, but it also has one-tenth the calories. In 2019, the FDA said allulose could be removed from the “added sugar” line on “nutrition facts” labels because, unlike sucrose, which is quickly broken down by enzymes and turned into glucose, most allulose is excreted in urine, meaning it doesn’t significantly impact blood sugar levels. Another benefit is that it doesn’t promote bacteria growth, which can cause cavities. Tate & Lyle, a $3-billion food and beverage ingredient supplier, makes a version of allulose that’s “non-GMO Project verified” so as to appeal to food brands marketing themselves to health and environmentally conscious consumers. The sweetener is already found in a wide range of packaged foods, such as cake mixes and cookies. It’s also used in candies such as Smart Sweets’ popular gummy bears and low-carb bread sold by the SOLA Company. “Consumers are now actually looking at sugar and added sugar with as much importance as total calories,” said Abigail Storms, global head of specialty sweeteners at Tate & Lyle. Demand has swelled of late, she said, because of a pandemic proclivity for snack foods and ice cream, and due to interest in the “keto” diet—which prescribes an extremely low carbohydrate count. However, the expense of production may be an obstacle to mass adoption. Though found naturally in some plants, making allulose in bulk requires it be
produced mostly from corn in a complex chemical reaction. It’s a hurdle other types of sweeteners must overcome as well.
Incredo
MADE by Tel Aviv, Israel-based DouxMatok, Incredo is a reengineered version of sucrose touted as sweeter than the original. Though it still has the same potential health problems that flow from sucrose, less of it is needed to sweeten foods the same way. About 80 percent of what humans consider sweetness in sugar is lost on them. Sugar molecules are tightly bound—most fail to interact with taste buds during chewing. DouxMatok said it’s managed to insert tiny silica granules (a common food additive used in baking) into sucrose, which enables more sugar to spread out and be tasted before swallowing. Two years ago, DouxMatok sent a sample to Lior Lev Sercarz, owner of La Boîte, a spice shop in Manhattan. Sercarz said he had already been on the hunt for a sugar substitute that didn’t sacrifice flavor, and DouxMatok seemed to fit the bill. “We didn’t have to add anything else to compensate,” he said. David Tsivion, DouxMatok’s chief technology officer, said the company is hoping to land contracts with US food manufacturers that produce cookies and spreads. But first, the company needs to reach price parity with sugar. Wholesale refined beet sugar averages .37 cents per pound in America. DouxMatok won’t share what the pricing for his product is, but said it’s definitely higher.
Supplant
SUPPLANT is on the other end of the spectrum—it’s less sweet, according to company founder Tom Simmons. His goal isn’t to replace table sugar—he wants to replace it in everyday food products. Cambridge, England-based Supplant grinds leftover fiber from plant waste, such as corn cobs, oat fibers and wheat bran, and then applies an enzymatic process to break it down into a dry white powder. The resulting product has similarities to sucrose but is lower in calories and slower to raise blood sugar levels, Simmons said. Like sucrose, it includes small chains called disaccharides which allow it to bake and taste like sugar. And because it’s made from plant waste, it includes
prebiotic fiber, which helps slow the body’s absorption of carbohydrates. “Sugar reduction in drinks was solved 40 years ago with diet soda. But for food products it was an unsolved problem,” he said. “What we want to push back on is extensive use of white refined [sugar] that’s flooding the food system.” But to do that, you need something that outperforms traditional sugar in bulk, browning and caramelization. Chef Thomas Keller, owner of Per Se in New York City and The French Laundry in Healdsburg, California, said he’s been testing Supplant for the past year and a half. “These things are very intriguing for chefs,” he said. “We’re constantly looking for ways to make [food] more nutritious.” When he first tried to entirely swap traditional sugar for Supplant, he said it was a “real struggle.” His test vehicle was a shortbread cookie he’s been making for 27 years. The version he sells today at Bouchon Bakery in Yountville, California, uses a 50-50 blend of Supplant and sugar. But Keller still views it as a success: “If everyone was eating half the sugar they eat today…that changes the world.” Another baker testing Supplant is Angela Diaz, owner of You’re a Cookie, a direct-to-consumer bakery out of Chicago. At first, she was skeptical. “I’m not a big fan of replacement sugars because they leave an aftertaste,” she said. Supplant, however, “leaves no aftertaste,” she said, adding that it worked well in melted fats or oils. But when baking her cookies, she also needed to mix it with regular white or brown sugar. Supplant and Incredo are both racing to win over customers, but neither is close to allulose when it comes to market penetration. During the pandemic, London-based Tate & Lyle ran into production difficulties because of high demand, a situation that could repeat itself if a potential US customer approves its use. The quality standards team at Amazon-owned Whole Foods is currently evaluating whether to allow the sale of products containing allulose, a Whole Foods Market spokesperson said. Allulose is “Generally Recognized as Safe” (GRAS) by the FDA, a status based on submissions by the manufacturer and outside experts— not formal government studies. DouxMatok, a combination of traditional sugar and silica, already has GRAS status, and Supplant is seeking it, too. In the European Union, however, allulose still awaits approval as a “novel ingredient,” which requires scientific review. Comprehensive or independent medical studies of these sugar alternatives are largely lacking. DouxMatok hasn’t done any studies backing the safety of its ingredient and Supplant said it’s done one small clinical trial. Its data, the company said, showed that consumption of its product triggered a 15-percent lower glycemic response than sugar. Dr. Michael Greger, a physician and author of nutrition books including How Not to Diet, said allulose may be the most promising candidate to replace sugar, but “we just don’t have a lot of good human studies that put it to the test.” As a result, he’s not ready to recommend it for human consumption. Another medical expert said the entire debate may be a false one, since imitation sugar could end up being just as bad for you. Dr. Robert Lustig, a pediatric endocrinologist at the University of California at San Francisco, said it’s still unknown whether putting anything sweet on a human tongue sends the same message to the brain. It’s possible, he said, that an insulin response is triggered regardless of it being sucrose or a substitute. The pancreas controls insulin response, and that controls weight gain, he explained. “All of these companies are running around trying to figure out what to do to mitigate the negative effects [of too much sugar consumption],” said Lustig. “The right answer is to de-sweeten our lives.”

ORACAY Island is slowly reclaiming its popularity as the crown jewel of Philippine tourism with the “Undas” holiday last weekend proving to be a good opportunity for families to take a vacation. Data from the Malay tourism office showed 32,452 arrivals from October 1 to 31, with the highest numbers coming in on the last three days of the month—1,965 on October 29; 2,371 on October 30; and 2,077 on the 31st. Per age breakdown, infants until the age of 12 were the second-largest group of arrivals at 2,420, after those aged 13 and 59, who numbered 29,305. Senior citizens, or those aged 60 years and above were only 727. The bulk of the arrivals at 22,251, or some 69 percent of total, came from the National Capital Region (NCR). In second place were tourists from Region 6 (Western Visayas) at 3,895, and Region 4A (Calabarzon) at 2,935. Malay Councilor Nenette Aguirre-Graf attributed the increased number of child visitors “to the government’s move to remove age restrictions on inter-zonal travel.” As with adult visitors, children are also supposed to get swabbed for Covid-19 prior to entry to Boracay. Aklan Gov. Florencio Miraflores earlier announced that once Boracay residents are fully vaccinated, the RT-PCR requirement will be removed for vaccinated visitors.
67% fully vaxxed As of November 4, 2021, some 94 percent of Boracay’s estimated population of 34,930, have already received their first dose of the vaccine versus Covid-19, while close to 67 percent have been fully vaccinated, according to data from the Department of Tourism (DOT). Vaccination of the island’s tourism workers, currently estimated at 12,809, has also moved at a quick pace. Over 98 percent have received their first jabs, while those who received their second jabs are close to 93 percent of total. There are currently zero Covid cases on the island, according to the Malay
local government. Jenna (not her real name), who works in a popular resort on the island, told the BusinessMirror she was among those who were “excited” to get her vaccine. “We’re always meeting guests, talking with them face-to-face, so we have to be vaccinated so they know they are safe to stay with us,” she said in Ilonggo. For his part, Randy Salvador, resort manager of COAST Boracay said he is “happy” with the arrival of more guests during the All Saints’ Day/All Souls’ Day break. As Boracay is still under general community quarantine, resorts are only allowed to accept guests up to 50 percent of operations. Unfortunately, this also means less employees are working. “We’re working hard to ensure all our staff who were with us before are able to return to work. Slowly but surely, we will get there,” he stressed. Not cited in the tourist numbers is the growing number of pets, mostly dogs, visiting the island with their human families. Thirty-something couple Chiqui and Danny, said they brought their “baby,” a poodle named Charlie, to Boracay so it too, could have “a break.” They flew by air charter to the island “so we wouldn’t encounter any hassles in bringing Charlie.” They are staying on the island for “11 weeks” to recharge, they said, after being “cooped up” in Metro Manila for close to two years because of the pandemic. Restaurateur Nowie Potenciano said he too appreciated the rising number of visitors to the island. “While it’s still far from the 6,000 [arrivals] a day, we’re very much improved,” he noted, compared to the previous months. Data from the DOT showed only 6,702 visitors to the island in September, and just 24 in August, when NCR went into its third extreme lockdown. At Potenciano’s restaurant Spicebird, which reopened at its new location at D’Mall, he shared that he had ran out certain items on the menu last Monday, due to the sheer volume of visitors over the Undas weekend. “I’m not complaining; it’s a happy problem to have,” he said.
No legal ground to cancel BBM’s COC–law expert

ORMER Justice Secretary and Ateneo Law School professor Atty. Alberto Agra has argued that the petition filed to cancel the Certificate of Candidacy (COC) of former Senator and presidential aspirant Ferdinand “Bongbong” Marcos Jr. has no basis and is unlikely to move forward. In a radio interview, Agra said it was clearly stated in the Omnibus Election Code that Marcos was qualified and had no shortcomings in his COC submission. The lawyer clarified that he is not Marcos’s lawyer or supporter, but based on his analysis of the case, it appears that Marcos’s case is not tax-evasion but simply failure to file his income tax return (ITR). The law states that in order to cancel the COC of any candidate, he or she must be found guilty and punished with more than 18 months imprisonment and be convicted of a crime involving “moral turpitude.” Agra also pointed out that there is no final judgment in Marcos’s case
because it has not yet reached the Supreme Court (SC). “Guilty siya [for failure to file ITR] pero multa lang, walang imprisonment,” Agra noted, explaining that this is far from the basis for disqualifying a candidate. He further asserted that the Court has already made a decision that also clarified the issue. “In the same case na ponente si Justice Antonio Carpio, sinabi ng Supreme Court na ang crime involving moral turpitude kung fraudulent filing of the tax return. Hindi moral turpitude kung non-filing of the income tax return. Magiging moral turpitude ang nonfiling kung may halong fraud,” Agra said. In the case of Marcos: “Hindi siya moral turpitude kasi hindi naman napatunayan na may fraud,” he added. Marcos’s camp had earlier said that the new petition filed against them was rubbish and only part of the opponent’s “dirty or gutter politics.”

PHL external trade growth slows to 6.3% in Sept–PSA

HE country’s export and import performance slowed in September, according to the preliminary External Trade Performance report released by the Philippine Statistics Authority (PSA) on Friday. PSA data showed exports growth is back in single-digit growth to 6.3 percent in September following a growth of 18.9 percent in August 2021. Imports, the data also showed, slowed to 24.8 percent in September following a growth of 30.9 percent in August. However, both exports and imports growth remained higher than the 3.4 percent and contraction of 9.9 percent in September 2020, respectively. PSA data showed the country’s total
export sales in September 2021 amounting to $6.68 billion. Of the top 10 major commodity groups in terms of the value of exports, seven recorded annual increases led by chemicals at 55.4 percent. This was followed by gold at 44.3 percent, and cathodes & sections of cathodes, of refined copper at 39.8 percent. Meanwhile, import receipts amounted to $10.67 billion. The cumulative import value from January to September 2021 amounted to $84.87 billion, representing an increment of 30.3 percent from the import value of $65.15 billion in the same period of 2020. “The annual increment of imported goods in September 2021 was due to the increase in all the top 10 major commodity groups which was led by mineral
fuels, lubricants and related materials with 117.4-percent increase,” PSA said. This was followed by medicinal and pharmaceutical products which posted growth of 105.8 percent and iron and steel, 67.1 percent.
Trading partners By major trading partner, exports to the United States of America (USA) comprised the highest export value amounting to $1.17 billion or a share of 17.5 percent to the total exports during the month. Second on the top 5 major export trading partners, with their export values and percent shares to the total exports, was the People’s Republic of China which purchased $1.05 billion worth of goods from the Philippines representing 15.7 percent of the country’s export
earnings for September. Other top export markets were Japan with $936.63 million or 14 percent of total export earnings; Hong Kong, $917.19 million or 13.7 percent; and Singapore, $402.58 million or 6 percent. In terms of import sources, the People’s Republic of China was the country’s biggest supplier of imported goods valued at $2.33 billion or 21.8 percent of the total imports in September 2021. The top 5 import sources in September included Japan, which accounted for $970.65 million or 9.1 percent of the country’s total import receipts. This was followed by the Republic of Korea with $862.61 million or 8.1 percent of the total; Indonesia, $810.96 million or 7.6 percent; and USA, $659.50 million or 6.2 percent.

ENATE probers looking into the allegedly anomalous multibillion-peso contracts for pandemic supplies cited in contempt and ordered the arrest of no-show key witness Lloyd Christopher Lao, former officer-incharge of the Procurement Service of the Department of Budget and Management (PS-DBM) that approved the transactions. Senate President Vicente Sotto III on Friday confirmed signing the arrest order against Lao after the investigating Blue Ribbon Committee found Lao in contempt for snubbing invitations to appear before the panel to shed light on, among others, the controversial award of several contracts—worth an estimated total of P10 billion—by
PS-DBM to Pharmally Pharmaceuticals Corp. and several others. “I signed the order just now,” Sotto said. Senate probers led by Sen. Richard J. Gordon, Blue Ribbon chairman, said the move to issue a contempt citation and arrest order was triggered by Lao’s no show in the last four hearings of the Senate. He stopped attending the virtual hearings shortly after President Duterte barred Cabinet officials from further attending the Blue Ribbon inquiry, claiming that Gordon and the senators just wanted to get political mileage from it. DPWH vows completion of three flagship road projects in Zambo Peninsula by ’22

he Department of Public Works and Highways (DPWH) announced that civil works for three Asian Development Bank (ADB)-funded road projects in Zamboanga Sibugay and Zamboanga del Norte are in advance stages of completion. In his report to DPWH Acting Secretary Roger G. Mercado, undersecretary for Unified Project Management Office (UPMO) Operations Emil K. Sadain said that accelerated completion of the 68.78-kilometer core road projects under A DB’s Improving Growth Corridors in Mindanao Road Sector Project will be achieved by the first half of 2022. Undersecretary Sadain carried out inspection of the flagship infrastructure projects implemented by DPWH UPMO—Roads Management Cluster 2 (RMC 2—Multilateral) and instructed anew the contractors and consultants to ensure quality of work and expeditious completion of the project. The inspection was conducted in response to Mercado’s instruction to monitor and fast-track the completion of flagship projects, especially in far-flung areas to promote inclusive development.

Central bankers plot ‘tricky’ course through end of easy money minefield
G
lobal central bankers are turning toward tighter monetary policy, yet still indicating they will take longer and follow different paths than investors currently expect.
With inflation strengthening and growth slowing, most policymakers in developed economies face a balancing act in which the risks are almost equally shared between acting too fast or too slow. That increases the chances of surprising markets and committing a policy error. Global bonds rallied this week as the rate-hike bets that spurred an epic sell-off in October collapsed. US 10-year yields dropped 8 basis points to 1.53 percent on Thursday, the biggest decline since August, while Australia’s three-year yield has seen the biggest drop in a decade, unwinding part of last week’s spike that was the steepest since 2001. The upshot is officials will likely tread carefully and at varying speeds, despite investors pressing for a quicker end to easy money with wagers the Bank of England (BOE) will hike in February, the Fed in June and even that the European Central Bank will reverse its dovish stance at some point in 2022. “We are entering perhaps the most interesting phase for global monetary policy in living memory, that is, if you are under 50 or so,” according to Chris Marsh, a senior adviser at Exante Data LLC. W hile those who witnessed the 2008 financial crisis and last year’s pandemic fallout may disagree with that view, JPMorgan Chase & Co. economists estimate that by the end of the year, about half of the 31 central banks they track will have lifted their benchmarks from last year’s lows. Driving most of the shifts is inflation proving broader and more stubborn than was once expected as post-lockdown demand, frayed supply chains, tightening labor markets and surging commodity costs propel prices higher and potentially for longer. Whether those forces fade, as most central bankers still expect, will ultimately determine what happens next. Every policy-maker will want to avoid the ECB’s famous errors of 2008 and 2011 when rates were boosted only for the inf lation threat to evaporate and growth to be squeezed. Some, including the Fed, will also want to road-test new strategies for allowing inflation to run hotter than historically so as to cement recoveries in growth and hiring. Powell, who isn’t sure he’ll even have a job himself in February, said Wednesday “the inflation that we’re seeing is really not due to a tight labor market.” The opposing risk is if central banks wait too long and inflation doesn’t ease, expectations for it among companies and consumers could become embedded, creating a price spiral that’s harder to rein in and which threatens to roil markets. Some emerging markets, including Brazil and Russia, are already aggressively tightening policy in the face of accelerating
prices. Norway, South Korea and New Zealand have also begun to edge rates higher. The betting of economists is that most central bankers will move w ith caution. JPMorgan Chase predicts global policy rates will end next year around three quarters of a percentage point below their 2019 average. “Central banks are splitting on inflation risks,” said Mansoor Mohiuddin, chief economist at the Bank of Singapore Ltd. “Thus we think bond markets have already priced in too much hiking in 2022.” At Nomura Holdings Inc., economists led by Rob Subbaraman also say hikes will be more limited than in previous cycles because the
pandemic has left scars which will restrain the rate economies can grow before they ignite inf lation. They forecast average global growth will be around 2.5 percent in the next decade, down from 2.8 percent in the post-financial crisis years and 3.4 percent pre-2008. “Central banks will not need to raise rates aggressively to tighten financial conditions to keep inf lation in check or ease pressures in t he economy,” t he Nomu ra economists said in a report. “The so-called terminal rate will likely be lower than in previous cycles.” Krishna Guha, head of central bank strategy at Evercore ISI, is not so sure. He suggests the Fed will stay on hold until December 2022, but then move a “ bit faster, bit further.” Even as some tighten, economists at Berenberg Bank, predict “unsynchronized monetary policy normalization” given that central banks tend to hike at their own pace even if they ease simultaneously when shocks like Covid-19 hit. Already, ECB President Christine Lagarde is pushing back against market bets for rate increases in
2022, saying this week that conditions for them “are very unlikely to be satisfied next year.” That echoed RBA Governor Philip Lowe, who said he is in a “struggle with the scenario that rates would need to be raised next year.” Japan’s new government and central bank this week confirmed they would keep cooperating to ac hieve 2-percent inf l at ion, a strateg y that will temper market speculation of any early stimulus exit there. Even BOE Governor Andrew Bailey told Bloomberg that rate pricing is currently a “bit overdone.” M i nd s c a n c h a n ge qu ic k ly though. As recently as late September, Bailey was saying the UK economy faced “hard yards.” “It is going to be very challenging for the Bank of England, as well as other major central banks, to engineer a smooth transition from the extraordinary monetary policies we have seen over the pandemic period,” said Katharine Neiss, chief European economist at PGIM Fixed Income. US mandates vaccines or tests for big companies by Jan. 4 ’22 By David Koenig

ens of millions of Americans who work at companies with 100 or more employees will need to be fully vaccinated against Covid-19 by January 4 or get tested for the virus weekly under government rules issued Thursday. The new requirements are the Biden administration’s boldest move yet to persuade reluctant Americans to finally get a vaccine that has been widely available for months—or face financial consequences. If successful, administration officials believe it will go a long way toward ending a pandemic that has killed more than 750,000 Americans. First previewed by President Joe Biden in September, the requirements will apply to about 84 million workers at medium and large businesses, although it is not clear how many of those employees are unvaccinated. The Occupational Safety and Health Administration (OSHA) regulations will force the companies to require that unvaccinated workers test negative for Covid-19 at least once a week and wear a mask while in the workplace. OSHA left open the possibility of expanding the requirement to smaller businesses. It asked for public comment on whether employers with fewer than 100 employees could handle vaccination or testing programs. Tougher rules will apply to another 17 million people working in nursing homes, hospitals and other facilities that receive money from Medicare and Medicaid. Those workers will not have an option for testing—they will need to be vaccinated. Workers will be able to ask for exemptions on medical or religious grounds. The requirements will not apply to people who work at home or outdoors. Biden framed the issue as a simple choice between getting more people vaccinated or prolonging the pandemic. “While I would have much preferred that requirements not become necessary, too many people remain unvaccinated for us to get out of this pandemic for good,” he said Thursday in a news statement. Biden said his encouragement for businesses to impose mandates and his own previous requirements for the military and federal contractors have helped reduce the number of unvaccinated Americans over 12 from 100 million in late July to about 60 million now. Those measures, he said, have not
led to mass firings or worker shortages, adding that vaccines have been required before to fight other diseases. OSHA said companies that fail to comply with the regulations could face penalties of nearly $14,000 per violation. The agency will face enforcement challenges. Even counting help from states, OSHA has only 1,850 inspectors to oversee 130 million workers at 8 million workplaces. An administration official said the agency will respond to whistleblower complaints and make limited spot checks. The release of the rules followed weeks of regulatory review and meetings with business groups, labor unions and others. OSHA drafted the rules under emergency authority meant to protect workers from an imminent health hazard. The agency estimated that the vaccine mandate will save more than 6,500 worker lives and prevent more than 250,000 hospitalizations over the next six months. The rules set up potential legal battles along partisan lines between states and the federal government. Several states and Republican governors threatened to sue, contending that the administration lacks the power to make such sweeping mandates under emergency authority. OSHA’s parent agency, the Labor Department, says it is on sound legal footing. The department’s top legal official, Seema Nanda, said OSHA rules preempt conflicting state laws or orders, including those that bar employers from requiring vaccinations, testing or face masks. Senate Republicans immediately launched a petition to force a vote to overturn the vaccine mandate, but with Democrats controlling the chamber, the effort is nearly certain to fail. The rules will require workers to receive either two doses of the Pfizer or Moderna vaccines or one dose of the Johnson & Johnson vaccine by January 4 or be tested weekly. Employees testing positive must be removed from the workplace.

Employers covered by the requirements must verify their workers’ vaccination status by checking documents such as CDC vaccination cards, records from doctors or pharmacies, or even an employee’s own signed declaration. The Centers for Medicare & Medicaid Services issued a separate rule requiring vaccination for workers in 76,000 health facilities and home health-care providers that get funding from the government health programs. A senior administration official said several large private health-care organizations imposed their own mandates and achieved high vaccination rates—96 percent or higher—without widespread resignations. A previously announced requirement for federal contractors to make sure workers are vaccinated was scheduled to take effect December 8, but the administration delayed that measure until January 4 to match the requirements on other large employers and health-care providers. Already, more than a dozen states have sued to block the mandate on contractors. For weeks, Biden has encouraged businesses not to wait for OSHA to act. He has touted businesses that announced their own vaccine requirements and urged others to follow their lead. Administration officials say those efforts are paying off, with about 70 percent of adults fully vaccinated. Workplace vaccine mandates have become more common recently, with hospitals, state and local governments and some major corporations requiring Covid-19 shots for employees. The mandates have led to overwhelming compliance—in some cases 99 percent of workers—although a small but vocal number have faced dismissal, filed lawsuits or sought exemptions. United Airlines required 67,000 US employees to get vaccinated or face termination. Only a couple hundred refused to do so, although about 2,000 are seeking exemptions. In August, Tyson Foods told its 120,000 US workers that they must
be vaccinated by November 1. On Thursday, the company said more than 96 percent of its work force was vaccinated, including 60,500 people who got their shots after the August announcement. Walmart, the nation’s largest private employer, said in late July it was requiring all workers at its headquarters in Bentonville, Arkansas, and managers who travel within the United States to be vaccinated by October 4. The retailer stopped short of requiring shots for frontline workers, however. However, some companies have expressed fear that some vaccine-hesitant workers might quit, leaving their work forces even thinner in an already-tight labor market. Several corporate groups, including the Business Roundtable, endorsed the mandate. However, retail groups worried that the requirement could disrupt their operations during the critical Christmas shopping period. Retailers and others also said it could worsen supply chain disruptions. The National Retail Federation suggested the new rules are not needed because the rolling average number of new daily cases in the US has fallen by more than half since September. “Nevertheless, the Biden administration has chosen to declare an ‘emergency’ and impose burdensome new requirements on retailers during the crucial holiday shopping season,” said David French, a senior vice president for the trade group. The number of new infections in the US is still falling from a summer surge caused by the highly contagious Delta variant, but the rate of decline has slowed in recent weeks. The 7-day moving average is down 6 percent from two weeks ago, at more than 76,000 new cases and 1,200 deaths per day. Cole Stevenson, a 34-year-old autoworker at the Ford Rouge truck plant in Dearborn, Michigan, said he remains uncomfortable with a vaccine that was developed just a year ago. He intends to get weekly Covid-19 tests and says he won’t reconsider getting the vaccine even if the tests are a financial or logistical burden. “It’s getting pretty disgusting how much the government thinks they can be involved in people’s lives,” he said. “If the whole thing is sort of cooling down and cases are lowering, then buzz off— don’t force it on people.”

Supply chain delays disrupt California agriculture exports

ACR A MEN TO, C a l ifor n i a— Amid an historic drought posing threats to future harvests, California farmers now say they have no way to export the crops they do have because of a kink in the global supply chain that has left container ships lined up off the Southern California coast with nowhere to deliver their goods. Problems with the supply chain have retailers worried their shelves— and their customers’ online shopping carts—will be empty during the crucial holiday shopping season, prompting emergency actions from state and federal leaders to clear up the logjam. But the backlog of ships entering US waters also means there are fewer making the trek back across the Pacific Ocean, leaving the farmers in one of the nation’s most important agriculture regions with nowhere to send their products. “We’re at the mercy of foreign shipping companies,” said Roger Isom, president and CEO of the California Cotton Ginners and Growers Association and the Western Agricultural Processors Association. “We’re in a game, somebody changed the rules on us and we have no way to correct it.” California is the nation’s biggest supplier of tree nuts—almonds, walnuts and pistachios. Most of them are sold to other countries, totaling more than $8.1 billion in exports in 2019, according to the California Department of Food and Agriculture. But last month, Isom said more than 80 percent of scheduled shipments were canceled. Processors have resorted to paying much more to ship their products to other ports, sending pistachios and walnuts by train to Texas and Maryland and flying bales of cotton to Peru. Isom said they are losing money on these sales, but they have to do it or else risk losing their customers. It’s particularly a problem for walnuts, which are in high demand in Europe for the Christmas holiday. But Isom said California’s orders are “now being filled by other countries.” “One of our members lost $7.5 mil-
lion in one month of sales because of an inability to fill timely commitments,” Isom told state lawmakers on Wednesday during an informational hearing on the global supply chain problems. One reason for the shortage of ships is the intense demand for products has driven shipping prices so high that many ocean carriers simply hurry back to Asia once they leave Southern California, bypassing the smaller port in Oakland where most of the state’s tree nuts are shipped. Danny Wan, executive director of the Port of Oakland and the president of the California Association of Port Authorities, said last week one of the port’s container terminals was empty of both containers and ships. “The operator tells me this is the first time in the history where they are operating in Oakland where they have not had one vessel call,” Wan said. “This is an example of the supply chain dictating this kind of market distortion.” But the solution is not as easy as simply turning some ships around in Los Angeles and sending them north to Oakland. Assemblyman Patrick O’Donnell, chair of the Assembly Select Committee on Ports and Goods Movement, said ocean carriers need relationships with terminal operators, trucking companies and warehouses—all which require contracts to be negotiated. “That takes time. You can’t just turn on a dime,” he said. Mike Jacob, vice president and general counsel for the Pacific Merchant Shipping Association, said “it’s important to us” to reestablish shipping connections in ports in both Northern California and the Pacific Northwest, adding three companies have dedicated direct service calls to the Oakland port while two more have plans to start in January. The Biden administration announced last month the Los Angeles port would soon begin operating 24 hours a day to help clear the backlog of ships. California Gov. Nearly half of HK’s journalists mull over exit, survey finds

early half of Hong Kongbased journalists polled, or 46 percent, said they were considering leaving the city due to a decline in press freedom under a Beijing-drafted security law. T he Foreig n Cor respondents’ Club (FCC), Hong Kong’s inaugural press freedom survey published Friday painted a damning picture of the former British colony’s media landscape since the vague national security law was imposed on the city by China in June 2020. An overwhelming 84 percent of journalists said working conditions in the Asian financial hub had declined under the law, with 56 percent saying they’d engaged in self-censorship since its passage. Only half said they understood where the government’s so-called “red lines” were. Other key findings included: n 91 percent of respondents were concerned about a possible fake news law. n 86 percent said it was harder to get sources quoted on the record. n Some journalists had deleted images out of security concerns. n There is “widespread” concern about digital and physical surveillance. n 56 percent had not experienced “over censorship” in their newsrooms.
“These results clearly show that assurances that Hong Kong still enjoys press freedom, guaranteed under the Basic Law, are not enough,” FCC President Keith Richburg said. “More steps need to be taken to restore confidence among journalists and to make sure Hong Kong maintains its decades-long reputation as a welcoming place for the international media.” The survey underscores the wider crackdown on dissent Hong Kong, which enshrines freedom of speech in its mini constitution, the Basic Law—unlike in mainland China where journalists are arrested for criticizing the government. The former British colony has for
decades been a base for international media outlets, but since the security law the New York Times has moved part of its Hong Kong operations to Seoul, citing uncertainty about the city’s prospects as a journalism hub, while in June the Apple Daily newspaper was forced to close, after several of its executives and editors were arrested under the legislation. The city’s Security Secretary Chris Tang has in recent months attacked the Hong Kong Journalist Association, accusing it of infiltrating schools to spread political views, something the association has denied. Hong Kong ranked 80th in Reporters Without Borders’ 2021 press freedom index, down from 54th place a decade ago. In response to the survey, the FCC has urged the Hong Kong government to notice the concern of its members, work to restore confidence in the city’s media landscape and carefully consider the impact a “fake news” law would have, reiterating its April letter to then-Police Commissioner Tang on the potential impacts of such legislation. The government has so far not stated when it might implement a fake news law. Hong Kong leader Chief Executive Carrie Lam has previously denied the security law has impacted the media landscape. “Hong Kong has continued to enjoy press freedom,” she said in July. “The number of media outlets registered at the government’s information service system has increased, and journalists continue to monitor the government.” The FCC survey was conducted from between August and October and only contacted the club’s correspondent and journalist members. They received 99 responses, 70 from correspondents working for foreign media outlets and 29 from journalists working for local media. In the survey, one respondent noted that Hong Kong had become worse than the mainland for journalistic reporting because no one knows what the red lines are. “There is real fear that previous coverage could be scrutinized,” the respondent wrote.

AMBOANGA CITY—The Department of Health (DOH) in Region 9 (Zamboanga Peninsula) has urged senior citizens anew on Wednesday to submit themselves for vaccination against Covid-19. Dr. Augusto Manolo Alpichi, DOH-9 assistant director, made the call after observing that the number of fully vaccinated senior citizens has yet to reach 50 percent of the 23,488 total eligible population for the elderly here. Alpichi said they have recorded 111,557 senior citizens who were fully vaccinated since the vaccination program started in March this year. The figure represents 46.97 percent of the total eligible elderly population. “We encourage our elderly to get themselves vaccinated since there is a low turnout for the A2 priority group which has yet to reach 50 percent,” he said. He noted that the senior citizens under the A2 priority group

Sweden has not gone into a lockdown or closed businesses, relying instead on citizens’ sense of civic duty to control infections. On Tuesday the country surpassed 15,000 virus-related deaths. In neighboring Denmark, a third coronavirus vaccine shot has been offered to the elderly, health care and nursing home staff and people who are particularly at increased risk. AVE you traveled around the world and not spend a thing? That’s what I have been doing while seated leisurely in my comfort chair. If you’re a boomer, you must remember that old TV western series entitled Have Gun-Will Travel. Now, have smart TV, will travel. Virtual traveling: it’s a new diversion I acquired during the long lockdowns. And it is widening my cultural horizon and enriching my CQ (cultural quotient.) Thanks to the diverse digital channels literally at my finger tips, I have gone on tour to many places I’ve always wanted to see, like Tuscany, Nantes, Malaga, Bangalore, Nagoya or Lisbon, and other obscure spots that I could only dream about or conjure in my mind while reading passages from the books of Paul Theroux, Michael Palin and other noted travel writers. Now I’m content that I’ve visited all these places, walked their narrow streets and alleys, been to their dining places and got to know some of their local dishes, listened to the locals and learned about their peculiar ways. Just a few days ago, I went inside an old prestigious restaurant in Paris frequented by Coco Channel, Proust, Picasso and Toulouse Lautrec and even had a glance at their signatures on the guest book.
The TV or digital screen is not just a window to the world but a sort of traveling machine that gets you transported to places in a jiffy, as in the movie Jumpers. Statistical data reveals that YouTube is the second most popular search engine after Google for virtual travelers like me. People who upload their vlogs on YouTube garner views in the hundreds of thousands. Forget the likes of professionals on the level of the late Anthony Bourdain or Rick Stevens and other known travel guides. Even amateur vloggers are riding the trend and enjoying the fruits of having an ever growing number of subscribers. I have a smart phone and an old tablet, but I much prefer to watch it all on our 40 plus inch monitor for which I am still paying installments. I bought it before the pandemic because I am a cinephile. It was meant to substitute for the conventional movie theater, which my wife and I had shunned since long ago. But now this smart TV is finally earning its worth because I get to enjoy these travel videos in full big screen splendor in HD color. Truth be told, I now subscribe to at least 5 or 6 channels dedicated to travelling. I specially like the walking videos where the hand-held camera goes through the streets of a remote
village, picking up odds and ends, sneaking in and peeking into every nook and cranny. I also love it when the camera goes inside shops, old churches, museums or charming old world dining spots. It’s a good thing handheld cameras have become lighter and advanced. Gone are the days when amateur travelogues were synonymous with blurred videos or jerky movements. Scenes are no longer jerky and the images are more pleasant for viewing, and because of their HD quality, they are so detailed, one gets the feel and sense of really being there. Usually, I avoid watching vocally annotated walking videos where the travel guide or host keeps droning and chattering on and on. I like the voiceless walk-through videos with accompanying silent captions, in which the camera still picks up the ambient natural sounds as it jauntily goes along. I can’t help but admire the stamina of the anonymous dogged bearers of these cameras who walk continuously for 20 kilometers or even farther. Occasionally I click on vlogs where the host explains or gives a short backgrounder or sheds light on an ancient structure or statue, an object or artifact or a piece of the native dish. There’s one channel where the husband and wife hosts are fond of going to flea markets in the quiet French countryside. Their delight in their discoveries of quaint bric-a-brac, old trinkets, ornaments and utensils is very infectious. Sometimes, they buy meats and fruits and vegetables and homemade cheese sourced from nearby farms and wines aged

and bottled in local wineries. Towards the end of the episode, they bring these items one by one, and talk about them for the enlightenment of their followers. I subscribe to various travel channels. They come in an assortment of niche categories. Some channels focus on the cuisine of a particular place, while others highlight the city or country life. There’s a solo explorer who concentrates on showing different types of domestic ferries going from one point to the next in Japan. Some vloggers even go live to share the adventures they experience along the way, glitches and all. One learns a new thing every day as you watch these channels. My cultural quotient now includes the cost of things. I have a daughter who calculates the equivalent of yen, euro, won, or rupee in pesos. Europe is expensive. So is Tokyo. Korean dishes are priced almost the same as here. I have a feeling many of the vlogs are designed for real tourists or travelers to give them tips or even promote a tourist destination, recommend them to viewers who have plans of traveling. Vlogs serve to give them an idea of what to expect during the journey and at their destination. I sometimes ask myself: why bother to travel when you can see all these places, famous or obscure, without being pressed by crowds, without the physical, mental strain of keeping up with schedules, not to mention the drain on your limited budget. I have done a little traveling outside the country myself, and I know what the physical reality of traveling entails. No wonder even
travel vloggers quit after a year as research reveals. They cite tiredness, expenses, and lack of time as specific reasons for quitting. Yet, travel vlogging is said to be in demand. I am not surprised because the human mind is curious by nature. People are interested to know about new domains. They say that the impulse to travel is one of the hopeful symptoms of life. I am certain the viewers of these channels have increased geometrically during the long lockdowns when people were constrained to stay inside their homes. In fact even if limited restrictions are still in place, lots of people are now traveling. I am not so naïve not to know that these vlog channels are out to make money. I’ve found out vloggers can earn as much as 48 percent of the subscriptions on some platforms. But I can discern the earnest ones. Even if they don’t speak English well, or the auto generated captions are atrociously done, I still can sense their enthusiasm and their palpable sense of discovery. Authentic content and candid, unscripted commentary are my only two minimum requirements. What I am most interested in is the culture of the place, encompassing the language, cuisine, ways of living, and so on. If I were a tourist, what I would eagerly seek out are the people, more than the scenery, more than the iconic landmarks. I would observe how the natives talk and how they behave. I would definitely taste their local cuisine. I would go to their local museums, theaters, temples, local handicraft stores, and explore their backstreets. I
will try to immerse myself in the kind of life the locals experience everyday. I would choose to spend more time trying to gain a deeper understanding of the culture or heritage of a destination. Culture is what travelling should be all about. As someone said, each time we travel, we see the world with new eyes. I wish that virtual traveling would be a required subject in high school, or as part of social studies to acculturate our youth to diverse people and societies. It will be a fascinating, mind-opening session for them, and many times they will discover that people all over the world have so much in common. So what’s next in the horizon? VR traveling, which involves virtual reality (VR) technology and 360-degree videography. I understand some of these virtual travel tours can be enjoyed online right now. You have a choice of national parks tour, scuba diving tour, castle tour, as well as tour of famous landmarks and iconic cultural spots. I guess these VR tours are more immersive than the travel vlogs that I watch. It’s tempting to try VR traveling but no thanks. It’s because the focus is more on the superficial aspects of the landscape or landmark. I want my virtual immersion to be on a deeper and more enriching level, to encounter the more meaningful aspects of a place. It’s not just about sightseeing, it’s really more about widening my cultural universe. As it is, I am just about ready to find a beautiful new place to get lost. It’s true: the more we get lost in our travels, the richer our lives become.

DepEd, US Peace Corps train teachers, maximize student learning amid Covid

The learning activity sheets will supplement existing self-learning modules for students in more than 8,000 multi-grade schools nationwide and cover all key subjects—including math, science, and english. “Studies show that high-quality instructional materials significantly increase academic outcomes by allowing students to engage more deeply and meaningfully with their learning,” said DepEd Bureau of Learning Delivery Director Leila Areola. “This has never been more important than now, with students still schooling online due to the ongoing pandemic.” International Cooperation Office Director Margarita Ballesteros highlighted the importance of the joint
US Peace Corps-DepEd effort, saying “this partnership is anchored on the 10-point agenda of Secretary Leonor Magtolis Briones and the Sulong Edukalidad advocacy of the Education Department, as well as the Basic Education Learning Continuity Plan.” The US Peace Corps is the American government’s premier volunteer organization, and has supported Filipino students since 1961. Over 9,300 American volunteers have served as co-teachers, or filled up other roles requested by host communities across the Philippines. Although there are presently no volunteers in the country due to the health emergency, the peace corps is devoting all other ready resources to support DepEd and other partners in responding to and recovering from the pandemic’s impacts.
The series of training sessions from October 12 to 29 marked the culmination of a 14-month collaboration between the peace corps and the Education Department to develop and validate learning activity sheets. This is in preparation for training more than 1,000 teachers, principals, and supervisors to use and then
distribute them to students in indigenous communities, geographically isolated areas, and some of the most resource-challenged communities in the Philippines. It is jointly funded by DepEd and the US Peace Corps, with support from the US Agency for International Development. A central part of the DepEd’s

HE Pamantasan ng Lungsod ng Maynila (PLM) is taking further its thrust as a university for the people with the establishment of the School of Social Work, which will upgrade and expand the offerings of the existing Department of Social Work. The PLM Board of Regents approved the proposal in its October 21 meeting. It was a product of careful planning with the help of former Department of Social Welfare and Development (DSWD) chief and now PLM Presidential Adviser for Social Work Judy Taguiwalo. The university first offered the Bachelor of Science in Social Work program in 1970, and has produced graduates who have performed well in licensure examinations—the latest of which was being the thirdbest performing school in the country in 2017. Many of the graduates pursued their professional careers in government agencies and private institutions. The existing Department of Social Work has produced at most 88 graduates per year since 1973, with 237 students currently enrolled in the undergraduate program for Academic Year 2021-2022. The department, currently part of the College of Humanities, Arts, and Social Sciences, has three fulltime and five part-time faculty members. Upgrading the unit into a school will require the hiring of additional faculty and staff to cater to additional enrollees, as well as improvements to the program’s curriculum; field instruction; library and other learning resources; research and publications; as well as linkages with public, private and civil-society organizations. Social-protection programs, resettlement projects, hospitals, schools, and programs of corporate-social responsibility require the skills and commitment of social workers. Members of the PLM Board of Regents found the proposal timely in the face of the pandemic, which exposed the huge number of Filipinos needing government assistance following a series of lockdowns, business closures, and job losses. “The pandemic highlighted just how important the role is of social workers in ensuring that the needs of every Filipino family are met,” said PLM President Emmanuel Leyco, who was once undersecretary and officer in charge of the DSWD. “This is the way PLM can contribute to nation-building at a time when poverty, hunger, and inequity are more pronounced.” PLM is a publicly funded university supported by the City of Manila.

TUDENTS from University of Santo Tomas’ (UST) College of Nursing and the College of Rehabilitation Sciences under the Occupational Therapy program recently captured distinctions in the Harvard Undergraduate Global Education Movement Innovation Challenge Southeast Asia (HIC SEA). Qjiel Giuliano Mikhl Z. Mariano and his team, composed of international students, won second place for the Wellbeing and Equity solutions track held virtually through Zoom in July. He was assigned to team W-7 alongside Sofia Lim (De La Salle University-Manila), Ha Bui (Soka University of America-California), and Bui Ngoc Phuong Uyen (Chu Van An, Ląng Son City). They eventually placed second with their solution, “Ladders to Literacy.” According to Mariano, “Ladders to Literacy” is already an existing project where children in communities identify a local issue and create a storybook that advocates for a solution to the problem. It allows children to become published authors as an indicator of improved reading and writing skills while championing the United Nations Sustainable Development Goals. By adapting the features of “Ladders to Literacy,” their proposed solution applied concepts of well-being learned in the conference. The delegates contextualized the storybook idea for Southeast Asian children to publish their experiences during the pandemic. Said project helps children learn to read and write while learning to cope with the stressful situations brought about by lockdowns and closure of schools. The solution integrates tailor-fit cultural approaches for different contexts in Asian community settings.
Mariano said the insights he gained from the conference influenced several aspects of his projects with impoverished children of the Manila North Cemetery. He and his friends support the ongoing “Ang Galing” program in Manila North Cemetery, spearheaded by All Together in Dignity (ATD) Fourth World Phils.—a global movement dedicated to eradicating extreme poverty worldwide. “We provide literacy training to 40 children living in the cemetery [who] need it most, and their life story was published into a storybook: Literate Lila,” Mariano explained. “[Our team] started supporting ‘Ang Galing’ in 2018, and with the help of the children, we were able to publish an e-book.” Sharing his reflections from the conference, Mariano said: “Child well-being is often overlooked, so there is a great need to champion children’s rights to play, education and the like during the pandemic, since their developmental milestones are at ristk of not being fulfilled due to limited movement outside of the home.” “Looking back in my Pediatrics class in Nursing, there are numerous indicators that intersect with the well-being of children such as playtime, expression and participation, which help [them visualize the way] they are coping with the current situation. Thanks to the conference, there is a greater appreciation toward these lessons, and how student nurses or health-care advocates may innovate solutions to champion child wellbeing during the pandemic,” pointed out Mariano, who was named “Education Hero” by Youth Service America as part of its Everyday Young Hero program in February 2021. In the same competition track of
“Well-being and Equity,” second-year Occupational Therapy student Jose Maria Miguel Burgos and his team members Sherry Lee, Reem Barakat, Kim Rachel Yao and Crystalia Evelyn Liaw bagged third place for their proposal. The group presented “Snoezelen-in-a-box”—a concept that makes the Snoezelen Multisensory Room more accessible. (A Snoezelen Room is a controlled multisensory environment that can be used as therapy for people with developmental disabilities, dementia, or brain injury. It consists of placing the person in a soothing and stimulating environment specially designed to deliver stimuli to various senses, using lighting effects, color, sounds, music, scents, and the like. “Snoezelen-in-a-box” condenses this into a portable and affordable alternative.) HIC SEA is a yearly program that guides delegates from various schools and countries through different aspects of international development, and helps them understand their roles as citizens of the world. Throughout the three-day conference, teams engaged in trackspecific discussions and seminar sessions featuring influential leaders from the academe, business, and government. Experts affiliated with Harvard, well-being advocates, and health-care innovators from around the world judged the competition. HIC SEA III’s goal was to create an impactful and holistic “Solution Proposal” designed to tackle realworld problems and stimulate ideas for future collaborative projects. Students were then challenged in an open question-and-answer session about their ideas, before they pitched a final-round proposal at the conference’s end.

Lacson advocates for paid internships

EN. Panfilo M. Lacson, who is Partido Reporma’s standard-bearer for the presidency, will bank on the country’s youth to drive the economy if he wins in the 2022 elections. During the launch of the first presidential economic forum hosted by business groups, Lacson said the government should tap the talents of the youth sector, which has the potential to boost the local economy. The government and the private sectors, he mentioned, must develop and promote a paid internship program among college graduates and undergraduates, where their talents can be further developed and eventually can be used to maximize development and productivity. their doors to these potential youths and maximize their talents,” but added that their services should be compensated fairly. “We must promote a paid internship program where college graduates and undergraduates can undergo internships in government offices, as well as in private corporations and businesses, in order to maximize skills development and productivity,” Lacson furthered. His party observed that, while many private companies and even government offices are open for internship programs for college students, most of them do not actually give compensation, while some provide allowances. Lacson explained that this paid internship program will form part of the economic agenda which he will introduce to the public should he assume office.

HE e-Learning Resource Center of the Phi lippine Nationa l School for the Blind (PNSB), a special institution for visu a l ly c h a l lenged ju n ior and senior high schoolers, has been renovated into an educationa l mu ltisensor y experience. The 63-square-meter expanse provides audiovisual aids and online materials to PNSB students, and is equipped with assistive features such as a Braille system for digital learning. The core feature is an interactive wall to encourage sensory learning which students can touch, rearrange and play with to stimulate their auditory and kinesthetic senses. The center is complete with an array of bookshelves, a computer area, a reading nook, and an announcement board. It likew ise houses a teacher’s desk, as well as workstations with supplies and facilities. The flooring was specifically designed to encourage a continuous accessible path of travel, and alerts students to take caution when approaching a change in zone. High contrasting hues were applied to allow better identification of various areas and furniture. For easy navigation, the room has an open space with no physical partitions. The renovation was made possible by 24 Interior Design students from the De La Sal-
le-College of Saint Benilde, who were motivated with the mission to promote inclusive education and empathetic design to foster growth and development among people with specific needs. “Interior design should enable and empower people regardless of their unique deviations by guiding them through their daily challenges,” the team shared. “We envision a pathway for blind and visually impaired students to learn and grow. By promoting inclusive learning and designing without barriers, we hope to make an impact that will remove the stigma of interior design as an exclusive status symbol, or solely as a visual decorative aesthetic.” The team, guided by Dr. Randy Pabona and IDr. Maria Celiza Sim, was comprised of Pamela Aldaba, Jallf Alora, Andro Bonoan, Nina Cabral, Dan Camus, Moira Campoy, Andrea De Castro, Janus De Guzman, Katrina Del Rosario, Martin Dena, Sophia De Jesus, Nigel Delos Santos, Tommy Escay, Jennifer Gongora, Raven Landicho, Nicole Lopez, Krishna Loquinte, Se Vin Moon, Jazel Ong, Arrah Pamintuan, Nicole Quiat, Paola Sarmiento, Margaux Sia and Katrina Viloria. Escape to farm destinations in Nueva Ecija

istoric and old Nueva Ecija is a tourism gem waiting to be discovered, poised to take its place among popular leisure destinations north of Metro Manila as the country’s tourism sector emerges from its pandemic-induced slumber. For those who hardly ventured out of the metropolis these past 20 months or so, they may be pleasantly surprised to find out that Nueva Ecija has become an even shorter drive through the everwidening North Luzon Expressway (Nlex) system. The anticipation of what Nueva Ecija now has to offer to lockdown-weary families and groups of friends is definitely uplifting, even savory, as they cruise by green fields and wide-open spaces along the way. Provincial Tourism Officer Atty. Jomar San Pedro said Nueva Ecija has in fact anticipated the birth of a more vibrant tourism sector. Last year, the province launched its “Nueva Ecija, Never ending” campaign in the hopes that tourism will finally take off as health protocols relax. Nlex’s Lakbay Norte campaign recommends Cuyapo as the first Nueva Ecija town to visit. There, the stunning 10-hectare Colosboa Hills await. This tourist attraction opened in 2019 but, before it really took off, the pandemic struck, making Colosboa Hills a near-exclusive playground of the locals. Now, it is more than ready to welcome mountain bikers and nature lovers from all over with its 3-kilometer loop trail for intermediate cyclists. The local government said it plans to create more trails for beginners and advance bikers and to organize events once the town opens up to tourists. Future plans also include a giant swing, a giant spider web and a zip line. Nearby is Argamosa Farm, a breathtaking 5-hectare property which promises to be every plant enthusiast’s dream destination. Beautiful flora abound in its wide lush gardens, with pathways that lead to different clusters. Each pocket garden has its own gazebo with different themes. The gaze-
bos and guest villas in the farm are built with natural materials to better protect guests from the heat. The farm’s owners embrace the farm-to-table concept and the food they serve is grown organically. They also source produce from small farmers nearby as a way of giving back to the community. Two hours away from the Metro via Nlex-SCTEx is Guimba’s tranquil Natividad Farmhouse. Despite its proximity to a national highway, the farm embraces guests with its calm, peaceful vibe. A relaxing dip or lounge by the pool may just be the ticket on a humid day. Kids can play and run around the wellmaintained and tree-lined field as sheep graze nearby. Guests are welcome to bring and cook their own food. They can also camp and build a bonfire at night. Also in Guimba is Myriad Farms perfect for those who go for a more rustic and authentic rural experience. It is an accredited learning site for agriculture as well as a farmer field school, and an agrifarm tourism camp. OMEONE just remarked the other day—she is a Gen Z—that her generation and young millennials love listening to podcasts. A podcast is defined as “a digital audio file made available on the Internet for downloading to a computer or mobile device, typically available as a series, new installments of which can be received by subscribers automatically.” The word podcast, a frankenword combining iPod and broadcast, is nothing new. Podcasts have been around since around 2004 but somehow, they gained popularity in the last two to three years. Some of the top podcasts in the Philippines are Barangay Love Stories, Yellow Space, Teenager Therapy, Adulting With Joyce Pring, Sleeping Pill With Inka, skypodcast, Payaman Insider, TED Talks Daily, and Wake Up With Jim And Saab. I know someone who is subscribed to podcasts, like Sleep With Me, Phoebe Reads Mystery, Sleepy, Game Of
Drones and Get Sleepy. She only listens to these podcasts at bedtime and they all help her to fall asleep. I always thought podcasts were an older millennials’ thing but somehow, in the course of the pandemic, Gen Z got into them. Initially, it was perhaps because many of them listened to podcasts while working from home (just so there’d be a voice beside them). After being in an office, working from home seemed strange then even if you lived with other people. After that, I think—and I’m basing this on the fact that I live with a Gen Z—they liked to listen to podcasts to help them fall asleep. Essentially, podcasts became companions in quarantine to them. Sleep podcasts became popular during the pandemic because sleeping patterns were disrupted by anxiety and stress. One such podcast is Boring Books for Bedtime, mostly nonfiction works. Not everything is boring but most of the selections are definitely not riveting. For kids, there’s Goodnight, World, a collaboration between Sesame Street and Headcast. Basically, what this podcast aims to do is help kids transition to peaceful sleep. Tom Jones, not the singer, and others host Get Sleepy, with stories and monologues that will put you to sleep. Jones is a sleep expert so he should know what he’s doing. Personally, I love different types of podcasts. One of my favorites is Stuff You Should Know, a general knowledge podcasts perfect for someone like me who
loves to collect information, some of them useless (such as the origin of ballpens). Another favorite is Quiz Quiz Bang Bang Trivia hosted by Annie and David Flora. This podcast covers everything you’d need and/or want to know if you’re a trivia geek. Still about trivia and information is No Such Thing as a Fish, during which a certain fact discovery is talked about for the whole podcast. It’s very entertaining actually, if you’re into that sort of thing. If you’re looking for food podcasts, they say Off Menu is worth listening to. Hosted by Ed Gamble and James Acaster, it figuratively brings you to your dream restaurants with vivid food descriptions. Still about food is The Sporkful, which has won the James Beard Award, Webby Award and Saveur Award for Best Food Podcast. The podcast talks about food from different points of view and does so for eaters instead of foodies. Conceptualized by Dave Chang and Majordomo Media and launched in 2020, Recipe Club is a cooking show where culinary experts cook, eat and judge three different recipes of the same dish or a dish that uses the same main ingredient. Episodes are either ingredient-focused or centered on a specific signature dish. Still on the topic of food is Cherry Bombe. What makes this different is that it features interviews with the most successful and exceptional women in the food and culinary world. You can listen to podcasts on Spotify, Google Podcast or Apple Podcast. Most don’t require subscriptions and can be listened to for free. ■

Online and offline well-being key to more positive life AS Filipinos embrace digitalization to thrive in the new normal, finding and maintaining the right balance between online and offline activities is imperative in achieving a positive well-being. Dr. Jason Ligot, MPH, Promotions and Communications Consultant of the World Health Organization (WHO), explained the mental and physical health risks of excessive usage of digital platforms, particularly on social media, can include poor sleep, physical inactivity, and mental distress. Ligot is the guest speaker at the eighth episode of TAYO Naman! (Tulong, Alaga, Yakap at Oras para sa mga Tagapagtaguyod ng Edukasyon), a webinar series by Globe and the Department of Education with the topic “Promoting Digital Well-Being.” “Ang sinasabi natin ay may mga pagkakataon na masyado nang excessive o hindi na nakakatulong ’yung time o panahon na ginugugol natin online sa ating mental health. If you have poor physical health, that will have a negative impact on your mental health as well. The key aspect
here is finding a balance between our offline and online lives. That is the key to maintaining well-being. This is our reality now,” Ligot said. Being mentally healthy does not mean being happy all the time. Changes in mood are a part of daily life. “Being mentally healthy means that you are having enough sleep, you are physically well, you are full of energy that you can devote to various activities of your daily life, your performance at work is consistent, and you are socially active, you maintain relationships with people who are close to you,” he added. Some red flags indicating social media’s negative effects on one’s mental health include interference with work, using it to escape destructive emotions, experiencing trolling and bullying, spending more time online than with other people, and heightened feelings of anxiety and depression. To prevent these from happening, Ligot suggested limiting screen time, avoiding mean comments, being mindful
of the platform used, focusing on existing connections, finding other hobbies, and spreading the love by engaging people in productive and helpful ways. While there are many risks, digital platforms also offer several potential benefits if used properly. Ligot said these platforms could facilitate interaction
among individuals to help them cope with their present situations, make them feel less lonely, and find the right support networks. When his father passed away due to Covid-19, Ligot said they could not gather physically to console each other. Through digital platforms, even relatives and friends who live in different parts of
the world were able to connect with the family and ease the emotional burden of the loss. Moreover, digital platforms can be used for entertainment to relieve stress, promote health services like teleconsulting, and encourage mental health literacy for people to understand and make better choices towards their health. Yahoo pulls out of China, citing ‘challenging’ environment BY ZEN SOO The Associated Press HONG KONG—Yahoo Inc. said Tuesday it has pulled out of China, citing an increasingly challenging operating environment. The withdrawal was largely symbolic, as many of the company’s services were already blocked by China’s digital censorship. But recent government moves to expand its control over tech companies generally, including its domestic giants, may have tipped the scales for Yahoo. “In recognition of the increasingly challenging business and legal environment in China, Yahoo’s suite of services will no longer be accessible from mainland China as of November 1,” the company said in a statement. It said it “remains committed to the rights of our users and a free and open Internet.” The company’s move comes as the American and Chinese governments feud over technology and trade. The US has put restrictions on telecom giant Huawei and other Chinese tech companies, alleging that they have ties with China’s government, military or both. China says the US is unfairly suppressing competition and trying to block China’s technological rise. Yahoo is the latest foreign tech company to exit China. Google gave up several years ago, and Microsoft’s professional networking platform LinkedIn said last month it would shutter its Chinese site, replacing it with a jobs board instead. The departures illustrate the choices Internet companies face in a huge potential market, but one where the government requires them to censor content and keywords deemed politically sensitive or inappropriate. In their place, Chinese companies have filled the void, creating an alternative Internet with its own digital giants. The Baidu search engine has largely replaced Yahoo and Google in China, and WeChat and Weibo are the leading social media platforms. Yahoo’s departure coincided with the implementation of China’s Personal Information Protection Law, which limits what information companies can gather and sets standards for how it must be stored. Chinese laws also stipulate that companies operating in the country must hand over data if requested by authorities, making it difficult for Western firms to operate in China as they may also face pressure back home over giving in to China’s demands. Yahoo was harshly criticized by lawmakers in the US in 2007 after it handed over data on two Chinese dissidents to Beijing, eventually leading to their imprisonment. Yahoo had previously downsized its operations in China, dropping a music and email service in the early 2010s and shuttering its Beijing office in 2015. Anyone who tried to access Engadget China, a tech news site that it had continued to operate, was greeted Tuesday with a popup saying the site would no longer publish content. China has also blocked most international social media sites and search engines, such as Facebook and Google. Some users in China circumvent the block by using a virtual private network (VPN) that masks who you are and where you are logging in from.

EFORE the pandemic, I was easily averaging about two to three coverages per day, though I’ve attended as much as eight during what we call “National Events Day” (and something I don’t want to do again). But now, with everything done via Zoom/Google Meet etc., the number of events you can attend is only limited by the number of devices you have. I once attended four simultaneous virtual events while having coffee in my pajamas and no one ever knew. For someone who does events on the side, the biggest challenge isn’t just to make press people attend, but how to make it interesting and memorable enough for them to actually write about it. With product launches happening several times everyday, press people can get jaded about the same speech, specs discussion, and, yes, even the dancing/celebrity performances. Well, after 19 months of attending virtual press cons and media “kumustahans,” I’d say Carrier’s recent event is probably one of the most unique and engaging to say the least. Last Saturday, Carrier Philippines launched a new campaign, called “The Science of Indoor Living,” via its curated “Invisible Event” that provided attendees with a full sensorial experience. Media attendees received a PR Kit, a blue box that had several numbered compartments chosen for their sensory impact including a graze box with food items such as dark chocolate bark and mini donuts, ground coffee, microfiber towels, vanilla-scented sprays and UV flashlights. The purpose was demonstrate the power of the invisible—Carrier’s technology and solutions that work in the background to optimize conditions and
filter out equally invisible pollutants, allergens and pathogens—through playing on the audience’s senses. Instead of having hyper-caffeinated hosts trying to keep everyone awake with “ice breakers” on-screen, we viewed a studio set especially designed by Moss Design House, akin to that of a usual talk show but devoid of hosts or guests. To heighten the sensorial impact, the set remained static throughout the event, while hosts Anne Asis and Show Suzuki interacted with the attendees via voiceovers alone. They guided us through four event sections, cueing attendees to use particular items in our boxes at specific times to heighten key sensory experiences, and explaining the science behind each, to provide attendees with information that would improve their home lives while highlighting how Carrier products could contribute to such outcomes. The first section, “The Science of Better Learning,” discussed how external factors such as music, food and room temperature can affect cognitive function, heighten brain activity, and improve overall productivity. Classical music and chocolates were singled out for their ability to sharpen focus and improve learning, and Carrier air-conditioners were also mentioned for their capacity to achieve the optimum room productivity temperature of 22-25 degrees Celsius. For someone who’s been having trouble sleeping, “The Science of Carefree Cooling and Relaxing Sleep” was particularly interesting. Anne and Show underscored the importance of high-quality, relaxing sleep and how it can be achieved through pristine air and optimal temperature maintenance (19 degrees!), which Carrier air-conditioners like the reliable and cost-effective Crystal 2 Inverter are well-placed to achieve. It wasn’t as hard sell as other launches, and because it was purely voiceovers, I was still able to do other things and still be engaged to answer the trivia question in between the sections. A lot can happen during Zoom events and unforgettable ones are often the most hilarious, like this one time when one attendee forgot to mute and turn off his video and we all saw him snoring and sleeping soundly while the client was presenting the most exciting features of their product. With large face-to-face events still unlikely in the next few months, organizers have to come up with unique ways keep guests engaged, interested and hopefully awake in time for the virtual photo-op. ■

OFBank provided overseas Filipino workers (OFWs), including their family members and other Filipinos in the country with active OFBank account during the selling period, a way to invest in RDBs via the bond purchase feature of its mobile banking app
(MBA). This enabled them to access a fixed-income opportunity, allowing their investments to earn more than traditional savings. “Investing in government securities is now easier anytime, anywhere with the OFBank MBA. Our account holders don’t need to go outside and line up and accomplish various documents in a physical bank. HE Philippine Basketball Association (PBA) will open its reinforced second conference either on November 26 or 28 and potentially with fans in the stands in a Metro Manila venue. Businessmirror learned that the Inter-Agency Task Force for the Management of Emerging Infectious Diseases that the league could already operate within the National Capital Region after health protocols were lowered to Alert Level 2 in the area the other day. The PBA has earlier stated its desire to bring the fans back and resume playing in Metro Manila most probably at the Ynares Sports Arena in Pasig City. The PBA has been playing in a bubble venue since last year. Under IATF guidelines for the PBA, the venue could accept fully vaccinated fans at 50 percent capacity. Also, everyone in the PBA family must be fully vaccinated. The local government unit, the IATF guideline furthered, must accept the league in its jurisdiction. The PBA, according to Commissioner Willie Marcial, will open its 3x3 tournament ahead of the second conference on November 20 at the Ynares Sports Arena. Vic “Muscle Man” Manuel, meanwhile, will be bringing his strong man act back to NorthPort in the second conference. The PBA on Friday approved Manuel’s return to the Batang Pier with Michael Calisaan after their brief stint with Phoenix Super LPG in exchange for Sean Anthony, rookie Sean Manganti and their 2021 second round pick in the draft which the team acquired from TNT Tropang Giga. “It’s going to be fun,” the 34-yearold Manuel told BusinessMirror a few minutes after the trade was approved. “I’m very happy because I will still play in the PBA and at the
same time, I’m going back to the team where I started my career in the PBA.” Manuel was drafted ninth overall by NorthPort in 2012. He was signed by Meralco in 2013 before being traded to Air21. In 2014, he was shipped to Alaska in a trade involving Aldrech Ramos. He reached his full potential with the Aces under former Coach Alex Compton in six years with the team. He was sent by Alaska to Phoenix Super LPG for Brian Heruela and three draft picks last February. Manuel averaged 12.8 points, 5.2 rebounds and 1.4 assists with the Fuel Masters, but didn’t play in the last crucial knockout game against Barangay Ginebra for the last quarterfinals slot because of a groin injury. Phoenix lost that game, 85-95, last September. Manuel said he is excited to play alongside 7-foot Greg Slaughter, Robert Bolick and high-flying rookie Jamie Malonzo. “I played alongside Greg [Slaughter] during the 2019 SEA [Southeast Asian] Games. HE Philippine Sports Commission (PSC) takes a break from featuring active sports and competitive events to give attention to a calm, serene way to fitness—grounding or earthing— in this Saturday’s episode of “Rise Up Shape Up.” Grounding or earthing is a science-based therapeutic technique that reconnects an individual to nature as he or she step and feel the earth or ground. As explained by earth science, when the feet get direct contact with the ground, the body is electrically charged by the earth and gives the body positive effects. It is said to help reduce physical and mental stress prevent and treat inflammation and add immunity against diseases. Grace Eleazar, an author and devout practitioner of holistic life, will talk about grounding and
earthing on the special episode which starts at 10:30 am. PSC Women in Sports oversight commissioner Celia Kiram said that they thought of the pregnant and elderly women when they came up with the idea of featuring grounding to fitness. “Pregnant women and the elderly might be too intimidated with high-impact exercises. But with grounding, all they need to do is step on the ground, walk barefoot, and feel the earth under their feet to help release muscle tension and stress,” Kiram said. Kiram will also discuss the history of grounding or earthing in “K-Isport” segment. The 25 winners of each of the four categories of the Zumbarangay Pilipinas: Solo on Cam Exercise Challenge will be announced on Saturday. The winners will receive a cash prize of P1,000 each.
